Competition watchdog won’t be a ‘lame duck’ By NEIL HARTNELL Tribune Business Editor nhartnell@tribunemedia.net UPDATED Bahamian competition legislation is designed to prevent the regulator from becoming a “lame duck” by setting out in extensive detail how it conducts investigations. KL Menns, the government’s Brussels-based competition law adviser, in a footnote to the draft Bahamas Fair Competition Bill 2018 said he had deliberately written the legislation this way to guard against attorneys using “procedural hurdles” to stall or thwart

investigations of corporate anti-competitive practices. He added that his experience had shown this resulted in competition law failing to achieve its stated objectives, especially in developing nations where regulatory bodies typically lacked the necessary financial and human resources, plus relevant experience in dealing with the subject matter. “It has been the experience of the consultant that new (young) competition authorities in the

Govt urged: Treat fiscal responsibility like VAT hike By NEIL HARTNELL Tribune Business Editor nhartnell@tribunemedia.net GOVERNANCE reformers yesterday urged the government to treat the Fiscal Responsibility Bill with “the same urgency” as the VAT increase given the extra “sacrifice” demanded from taxpayers. Matt Aubry, the Organisation for Responsible Governance’s (ORG) executive director, told Tribune Business he was “hoping something comes out before the next round of sessions [of Parliament] and before they

break for summer”. The House of Assembly is back in session today, and Mr Aubry argued that the 60 percent hike in the VAT rate had increased the urgency for the government to demonstrate it was fulfilling its fiscal consolidation obligations by bringing the bill into law. “What I heard last was I received a letter from the Minister of Finance [KP Turnquest] acknowledging they had receive our comments, and were waiting on comments from a few other groups,” he said.
