Administered from March 8-9, 2023, the MTLE took place across multiple testing centers strategically located in NCR, Baguio, Cagayan de Oro, Calapan, Cebu, Davao, Iloilo, Koronadal, Legazpi, Lucena, Pagadian, Pampanga, Rosales, Tacloban, Tuguegarao, and Zamboanga. History of Cagayan State University

The Cagayan State University (CSU) was established on June 11, 1978, by virtue of Presidential Decree No 1436 issued by Pres Ferdinand E. Marcos. It is mandated by its charter to provide better services in professional and technical training in the Arts, Sciences, Humanities and Technology. The main missions are academic, instruction, research, extension, and production. The purpose of the University is to provide advanced education in the Arts and Sciences, professional and technical training, encourage and undertake research, conduct trainings, extension services, and encourage the application of knowledge. It is the vision of the University to become a model of Higher Education institution in region 2 Towards this end, CSU shall pursue an effective, efficient, and responsive administration of instruction,

research, extension, and production programs. At present there are eight (8) campuses under the university system

University Library which now adopts an integrated online library system and a barcode system to facilitate borrowing and returning procedures. The University continues to invest in student facilities in Andrews. Its classrooms and lecture facilities have been made ICT-ready and are covered by CCTV cameras and secured by well-trained guards.

You can get down to work wherever you feel comfortable. The campus has a functional student canteen beside the 5,000-seater gymnasium that has been made as host to numerous campus and local concerts and events. There are wi-fi connectivity in nine stations,

including the Athena Garden, a regular spot for students who wait for their next class or just enjoy the view of the stunning and imposing Roman inspired buildings of CSU.

All students can register, see their grades, and soon pay their fees online. Aparri Campus: A Leader in Fisheries Industry

The municipality of Aparri is at the Northern Part of Cagayan along the coast where the Cagayan River and the Babuyan Channel meet. The Cagayan State University – Aparri Campus, occupying 42.2116 hectares, is situated at Barangay Maura, two kilometers eastern part of the poblacion. This institution started as Secondary School of Fisheries under the direct administrative supervision of the Commissioner of the Philippines Fisheries Commission, Department of Agriculture and Natural Resources, with an authorized appropriation of P50, 000.00, provided in the Republic Act 685 which was enacted by the congress of the Philippines on May 9, 1592. A plan was formulated to establish the Aparri School of Fisheries by which local officials made proper representation to authorities to put up the school.

In 2017, seven of the undergraduate program offerings of the campus were accredited Level I by the Accrediting Agency of Chartered

Colleges and Universities of the Philippines. These programs are as follows: Bachelor of Science in Accounting Technology, Bachelor of Science in Criminology, Bachelor of Science in Hospitality Industry and Management, Bachelor of Science in Industrial Technology, Bachelor in Elementary Education, Bachelor in Secondary Education and Bachelor of Science in Information Technology. This 2019, the niche program of the campus- the Bachelor of Science in Fisheries was granted Level III-Phase A accreditation status. More so, its graduate school program namelyDoctor of Philosophy in Education major in Educational Management; Master of Arts in Education major in English and major in Educational Management; Master of Science in Teaching Mathematics were likewise accredited Level I.

Carig Campus: The Research and Sports Center

Cagayan State University - Carig Campus is located on a 19.8 - hectare land area which houses seven (7) colleges offering 24 undergraduate programs in the arts, agriculture, natural sciences, and technology. These programs are continually improving by undergoing series of accreditation and quality control- a proof that CSU-Carig stands firm to its vision of transforming the lives of Cagayanos and the Filipinos at large by educating for the best.

Lal-lo Campus: Premier Agriculture Center

The Cagayan State University Lal-lo Campus was originally the Cagayan Valley National Agricultural School, which was created in 1955 by RA 1038 and Presidential Proclamation 239. It provided a secondary agriculture curriculum to both boys and girls.

It was elevated into a college, the Cagayan Valley Agricultural College, under the defunct Bureau of Vocational Education on June 16, 1962 under RA 3474 through the sponsorship of former Congressman Tito M. Dupaya. It offered a twoyear Technical Agriculture (Agricultural Technician) course, Bachelor of Science in Agriculture (BSA), and Bachelor of Science in Agricultural Education (BSAE).

Dr. Eleuterio C. De Leon was appointed by the Board of Regents as the Officer-inCharge. During his term, BOR approved the University's decision to phase down the enrollment in the high school department.

In 1967, it sent out its first crop of graduates. In 1976, Bachelor of Science in Home Technology and Bachelor of Science in Agricultural Engineering were added to the list of course offerings. In 1978, the college department of the Cagayan Valley Agricultural College was integrated in the Cagayan State University by virtue of Presidential Decree 1436.

Its first Campus Administrator was Mr. Francisco S. Zamora, who was then the Superintendent of CVAC. Through a presidential approval in March 17, 1985, the secondary department of CVAC, then administered by Mr. Ernesto M. Esteban, was absorbed into the CSU system.

In 1993, CSU at Lal-lo was a recipient of the Philippine-Australia Agriculture Technology Education (Agritech) project under the auspices of the Australian government through the Australian Assistance for International Development (AusAID).

In SY1995-1996 was the start of the offering of the ladderized agriculture program i.e Diploma in Agriculture Technology- Bachelor of Agricultural Technology (DAT-BAT), making the temporary closure of the BSA program to admit first year BSA. Four years after, the Bachelor of Science in Agriculture was reopened.

Gonzaga Campus: Center for Agro-forestry

CSU at Gonzaga is one of the nine (9) campuses of the Cagayan State University situated in the northeastern part of Cagayan at Flourishing, Gonzaga, Cagayan.

It lies at the foot of Mt. Tabungao in a 30.8hectare land area, which was donated by civicspirited citizens of the town. The campus maintains a 2,000-hectare mountain reserve at Calayan, Gonzaga, Cagayan and a 504-hectare mountain reserve at Cadubsangan, Sta. Clara, Cagayan.

The school was then the first secondary school in the municipality. It was opened in the school year 1947-1948 and was named Gonzaga Junior High School. In 1953, the name of the school was changed to Gonzaga High School. Cognizant of the great need for agricultural education, in 1960 the curriculum was converted into Secondary Agriculture Curriculum for Boys and the Secondary Agricultural Homemaking for Girls. In 1962, the name of the school was converted to Gonzaga National Rural High School and then Gonzaga National and Vocational School. In 1975, the school started offering a two-year PostSecondary Associate in Agricultural Technology (AAT) and two-year Agricultural Technician Curriculum (ATC). With this, the name of the school was changed to Gonzaga National Agricultural and Technological School.

On June 11, 1978 President Ferdinand E. Marcos through the representation of Defense Minister Juan Ponce Enrile signed the Presidential Decree transferring the college level to the Cagayan State University.

The College of Agriculture is the pioneer college in the Cagayan State University at Gonzaga.

In the school year 1975-1976, the school started offering a two-year Post-Secondary Associate in Agricultural Technology (AAT) major in Agronomy and two-year Agricultural Technician Curriculum (ATC) with Mr. Ernesto Concepcion designated as the Chairman. Considering the need of Cagayan Valley for agriculturists and agriculture teachers, Bachelor of Science in Agriculture (BSA) major in Agronomy and Bachelor of Science in Agricultural Education were offered in 1978. Due to the growing need for agriculturists, Crop Science and Animal Science were offered as additional majors in Agriculture and Agricultural Education; then in 1997, Agroforestry was added as a major.

At present, the college maintains two major areas: Animal Science and Crop Science with Mrs. Claribel A. Gaspar as the Associate Dean.

Since its birth in 1947, the school is actively participating in nation-building and a leader in countryside development.

Lasam Campus: Industrial Technology Powerhouse

CSU at Lasam had a humble beginning. She started from the Western Cagayan School of Arts and Trades, Lasam, Cagayan by virtue of R.A 3272. With her post-secondary courses, she was qualified to be one of the satellite campuses of the University on June 11, 1978 (P.D. 1436).

Mr. Edilberto O. Garcia, the then Head of the Vocational Department acted as the Officer-In-Charge vice Mr. Pascual M. Cagauauan Sr., the Vocational School Administrator who was on study leave during the organization of the University system in 1978.

The Courses originally offered were: Automotive Technology; Machine Shop Technology, Woodworking Technology, Electrical Technology and Garments Technology, manned by 6 shop teachers and 4 related subjects teachers.

On June 1980, the late Dr. Andres R. Pasion was appointed the first resident Campus Administrator.

The untimely death of Dr Pasion on May 26, 1996, Dr. Romeo C. Culasing took over as the next Campus Administrator. School year 1995-1996 marked the beginning of the tremendous increase of enrolment because of the offering of Bachelor of Science in Elementary Education. The first batch of graduates garnered 50% passing rate in the Licensure Examination.

When Dr. Patricio Unday, the then Campus Dean of CSU at Sanchez Mira was appointed President of NVSPC, Bambang, Nueva Viscaya, Dr. Culasing moved to CSU at Sanchez Mira. Dr. Alfonso E. Battung took over as the Campus Dean of CSU at Lasam.

On July 2000, Dr. Aniceto P. Balaqui of Piat was installed as the next Campus Dean until September, 2003. There were twelve faculty members and nine facilitative staff, holding permanent and casual positions.

Piat Campus: Livestock Development Center

The Cagayan State University Piat had its humble beginnings in 1954.

Its establishment was unstable then because at that time there was a grapple for the acquisition of the school between the first district and the second district of Cagayan.

Mayor Gaspar Hernandez of Piat together with Hon. Sabas Casibang went to Malacanang and referred this matter to the Hon. Ramon Magsaysay, then President of the Philippine Republic.

The President Magsaysay decided to established two schools in Cagayan awarding the National School to Piat and the Regional School to Lallo.

The school was founded as the Cagayan National Agricultural School (CNAS) by Mr. Mariano Manaligod, Division Superintendent of Schools of Cagayan with Mr. Antonio A. Perez as Principal.

The then CNAS was converted into a chartered college on June 17, 1961 by virtue of R.A. 3104 sponsored by the Hon. Benjamin T. Ligot, Congressman, Second District of Cagayan, thus, it came to be known as the Itawest Agricultural College (IAC) with Mr. Antonio A. Perez as its first president too.

Again in 1967, the name was changed to Northern Luzon State College of Agriculture (NLSCA) by virtue of R.A. 4893. Upon the retirement of Mr. Antonio A. Perez, he was succeeded by Mr. Luis T. Catabian.

The school grew by leaps and bounds, so to speak. Sanchez Mira Campus: Organic Agriculture & Apiculture Center

The Cagayan State University started in 1974 when two years after a devastating war, the people of Sanchez Mira felt a need for a strong Secondary Education, thus the Sanchez Mira High School was born in 1960. The Congressman then of the 2nd District, Hon. Benjamin T. Ligot passed about in Congress, which later became R.A. 2398, converting Sanchez Mira High School into Sanchez Mira Rural and Vocational School, which was housed in a 101-hectares of land in Sitio Nagbaranganan, a 2-kilometer walk from the National Highway. Seven years after, the enrolment increased. Since then, the phase of development has been fast.

In 1974, an Agricultural Technician 2-year postSecondary Curriculum was opened by authority of the Director of Vocational Education and it clicked with the big number of enrollees in 1976. Henceforth, two courses namely: Bachelor of Science in Agriculture and Bachelor of Science in Agricultural Education were offered and became the attraction of the school.

In 1978, by virtue of P.D. 1436, Sanchez Mira Rural and Vocational School was converted, particularly its College Department as one of the nine satellite campuses of the Cagayan State University.

In July 24, 1995, however, the course of development in the campus was hindered by an armed confrontation between the NPA rebels and the military, which resulted to a bloody combat. The incident sent every school inhabitant to town. The Municipal Mayor of Sanchez Mira then

offered the use of the Municipal Gymnasium until the situation normalized. The school was then branded as the “University without a Campus”. This condition prevailed for long years; however, the academic development of the students was not stymied because of the presence of the intelligent, dedicated and loyal teachers.

Solana Campus: CSU's Youngest Campus

University President Urdujah A. Tejada described the project as an impossible dream that has become possible through the persistency of Congressman Lara and the approval of the Board of Regents. President Tejada further said that like the other campuses that have their own niche programs, the Iraga Extension will specialize in brooding and rearing of fish species. Fr. Ranhilio C. Aquino, the Vice President for Administration and Finance, also shared that CSU’s Iraga Extension will offer academic programs in Teacher Education, Agriculture, Fisheries, Information and Computing Sciences, and Criminology. These are the preferred programs that were identified through a Feasibility Study conducted by a Technical Working Group led by Dr. Theresa B. Dimalanta.

The 34.5 Million CSU Iraga Extension project is made possible through the initiative of Hon. Joseph L. Lasam, 3rd District Representative of Cagayan, in close collaboration with Cagayan State University as the mobilizing agency. The extension is situated along the Barangay Road to Masin, near the Solana Fresh Water Fisheries School in Barangay Iraga, Solana, Cagayan and is targeted to officially start classes by August 2020.

Controversial Remarks Ignite Tensions at Cagayan State University Amid Calls for Academic Freeze

Cagayan State University (CSU) finds itself embroiled in a heated dispute as the coronavirus pandemic prompts some students to push for an academic freeze during the 2020-2021 school year. However, remarks made by CSU's Vice President for Administration and Finance, Ranhilio Aquino, have further ignited emotions among the already agitated student body.

Aquino's comments, seemingly harsh in nature, have drawn criticism from progressive-minded scholars within and outside the CSU campus. In a Facebook post, he allegedly stated, "Oh! miserable souls, no one is forcing you to study. You do not want to, fine. We will be happy not to have you. Look for a freezer big enough and hibernate there till COVID too hibernates."
