Marking the first change in directors since the St. Croix ArtBarn opened its doors in 1994, Hazle Cain has begun to take the reins from ArtBarn founder Neil Johnson, who led the transformation of the dairy barn into a performance and gallery space more than two decades ago.

Cain, who is originally from St. Paul, moved to Osceola in the 1990s and taught special education for the school district. It was her teenage children who got involved with SEE ARTBARN, PAGE 12

Solstice Chasers race through snow, cold

Fat biking is meant for the snow and cold, and more than 200 racers proved last Saturday that they’re more than fair weather friends of the sport, taking on the challenging Wooly Mountain Bike trail system in single-digit temperatures.

The fourth annual Solstice Chase Fat Bike race had competitors from Wisconsin, Minnesota, Michigan, Iowa, Illinois, Oregon and Ontario, Canada, in two tough races, one 42 kilometers long and the other 21 kilometers, at the 2017 season’s first regional fat bike race.

With four inches of new fluffy snow the night before, the course was soft and slow. Racers got their SEE CHASERS, PAGE 6

Governor will choose from three judicial applicants

With the December 12 deadline for applications come and gone, we now know that Governor Scott Walker will approve and appoint one of three applicants. The posting was made on the governor’s website after he announced his intentions to appoint a replacement for the now retired Polk County Judge Molly GaleWyrick earlier this month. Simultaneously, Walker announced his intentions to appoint a replacement for Judge Kenneth Kutz in Burnett County.

The Polk County contenders, who will now be screened by Governor’s Judicial Selection Advisory Committee, are Dan Tolan of Luck, Dave Danielson of St. Croix Falls, and Stephen Sawyer of Stevens Point.

Of the three, Tolan and Danielson have expressed interest in being on the April 4 ballot, although Tolan and Malia Malone of Turtle Lake are currently the only Branch 1 candidates registered with the Wisconsin Elections Commission. Danielson has until Jan. 3 to complete the necessary paperwork, but says that

if someone else were appointed he would make a decision at that time as to whether or not to run against the appointee.

The appointed candidate would automatically be on the primary ballot on Feb. 21, should he choose to run.

The governor has very few requirements for judicial candidates aside from residency within the county and having been licensed to practice law in the state for the past five years. Candidates also cannot be over 70 years old.

Dave Danielson—St. Croix Falls, Wis. Dave Danielson is a lifelong resident of Polk and Burnett counties, and has served as the St. Croix Falls Municipal Judge for over 16 years.

He has been a Wisconsin licensed attorney since 1982, and also points to his experience as St. Croix Falls mayor from 1995 to 1998.

Danielson earned his law degree from Marquette University in 1982, and since then has run his own private law firm. Major casework includes representing suspended dairy farmers that resulted in a change to DATCP procedures, as well as Social Security Disability claims and

various criminal defense cases throughout Polk and Burnett Counties.

Of the appointment, Danielson says, “I have enjoyed serving the residents of St. Croix Falls as judge for over sixteen years and look forward to be considered for the opportunity to use my judicial, legal and life experiences as a Polk County Circuit Court Judge should Governor Walker decide to appoint me and the residents of Polk County elect me in the upcoming Spring 2017 election.”

Stephen Sawyer—Stevens Point, Wis. Steve Sawyer applied for both the Polk and Burnett appointment positions in hopes of relocating closer to the area to be near family in Stillwater.

Sawyer grew up in suburban Milwaukee (Fox Point), and has lived throughout the United

States in his naval career as a helicopter pilot and legal officer. He earned his law degree from the University of Notre Dame and worked as a corporate finance attorney representing large firms in Milwaukee and Racine for five years. He says through his business and military connections, the events of September 11 prompted a change in his career focus, redirecting him to a passion for criminal defense. Since then he worked for a year and a half as an assistant district attorney in Milwaukee County, and then went out on his own to work in criminal defense, the past eleven years of which have been in Stevens Point.

“Having practiced in many different counties throughout the state, I’ve had an opportunity to see many examples of the best and the worst

in our justice system,” he says. “I really think I can make a contribution to making the system run the way it ought to run, and exercising the judgment I’ve developed throughout my life, not only as a lawyer, but also as a naval officer, and a human being.”

Should the governor choose to appoint him, Sawyer says he is prepared to make the move almost immediately.

Large tract of land tax exempt Along the St. Croix River, within the boundary of East Farmington, runs a 1500 acre community land conservancy called Standing Cedars.

According to their website the nonprofit organization is led by a diverse group of St. Croix Valley residents who are “root-

ed in the community, and committed to protecting land for the people, as well as the environment, of the Lower St. Croix Valley.”

Because of the group’s nonprofit status they are not required to pay taxes, according to Farmington Town Board Chairman Dennis Cottor, who broached the topic at the board’s Dec. 5 meeting.

Farmington struggles with revenue

At the Dec. 5 meeting, Cottor brought up the Standing Cedars conservancy with concern about the possible revenue lost to the town.

“They still require fire and police services,” he stated, yet do not pay taxes. “We have no source to generate income. …

There’s a tremendous amount of money we’re losing that we could use to improve our community.”

There were also specific concerns regarding the conservancy’s parking policy for those using the land, mostly for hunting, but also hiking and other recreational activities.

Many people have been parking their vehicles in the ditches along the roadsides while using the conservancy’s land, causing ruts and other issues when it’s damp.

Osceola levy increase offset by rise in property values

The tax rate in Osceola will drop in 2017 after a 2 percent increase in the levy, approved by the village board last week, was offset by a nearly 7 percent rise in the village’s equalized property value.

The levy increase amounts to just under $20,000 — from $954,440 to $974,137 — and equalized value rose more than $11 million — from $164,552,200 to $175,612,500.

To put the new tax rate in perspective, a $100,000 home would have been taxed $580 this year, but $555 next year, a 4.3 percent drop. The catch

is that 2016’s $100,000 home is likely to have risen in value.

Property taxes account for nearly half of the village’s $2.16 million budget. The highest area of spending is for public safety, at $960,918, followed by debt service, $448,325.

No Osceola residents spoke at a public hearing before the approval of the levy and budget last Tuesday, Dec. 13.

Other business • The Osceola Police Department has been awarded a highway safety grant to increase officer visibility through overlapping shifts.

The grant will pay for over-

time and fringe benefits for officers.

• The board authorized a $640,000 general obligation tax increment bond for redevelopment projects including the purchase of lots for use as public parking and a park.

The term is four years at a 1.65 percent interest rate.

• Johnson Block and Company will perform the 2016 audit of village finances.

• The board authorized the development of an agreement up to $1 million with Royal Credit Union for financing related to the Discovery Center library, which, if used, would be repaid by the Mill Pond Learning Foundation.

The village board approved next year’s budget and levy last week.

Kittens are the magic adorable ticket, never failing to steal your heart. They have the advantage of proportionally large round eyes that draw us in. They are curious and adventurous, traveling in hops, skips and jumps for our entertainment.

Kittens come in a variety of feline colors, hair length and personalities and are happy with simple toys. A paper bag, string or even Christmas wrapping paper and bows will keep them busy for hours.

Kittens are even adorable when they sleep. And this may be on your chest. For double the fun, adopting two kittens at the same time is highly recommended.

There are seven baby 2-month old kittens and four young 3-4 month old kittens available at Arnell Humane Society this holiday season. Our featured kitten this week is Winter. She and her siblings, Cornelius, Hermie and Mistletoe are nine weeks old, all petite bundles of fluff.

Sugarplum has a black coat as soft as mink. She is spayed and five months old. Oakie is a young man, also 5 months, of action. We are thrilled to be able to report that two long term Arnell pets found their new homes last week. Both arrived as strays in July. Black and White female cat, September, will be adding her charm and stature to a home with another cat and a happy couple. Having recovered from his leg surgery, Milo, the wire hair Jack Russell Terrier mix found the perfect, active home complete with a walker, a runner and three other dogs to play with – in the country. He will be in heaven there, hunting varmints, helping with chores, chasing the wind and exercising his new owners. We are over-the-moon with his recovery and new life.

Christmas is for children of all ages

W

ell, Christmas is knocking on our doors. I hope you are ready and are able to spend time with friends and family, which is the best gift one can receive. Throughout my newspaper career, I have run the following editorial, the most famous newspaper editorial of all time, reprinted here because it fits the season.

As children grow older and wiser, parents inevitably are faced with the question, “Is there a Santa Claus?” When Virginia O’Hanlon asked that question of her parents in 1897, they suggested she write the New York Sun for an answer. She did, and Francis P. Church, a Civil War correspondent, wrote an editorial response which has become an American literary classic. Mr. Church died in 1906. The New York Sun closed its doors in 1950. Virginia O’Hanlon Douglas died in 1971 after a distinguished career as a teacher and administrator in New York City school system.

Publisher the However, the letter from Virginia, and Mr. Church’s response, will Tom Stangl live forever as a part of our Christmas heritage. It is still a wonderful answer to a very difficult question.

Dear Editor: I am 8 years old. Some of my little friends say there is no Santa Claus. Papa says, “If you see it in The Sun it’s so.” Please tell me the truth; is there a Santa Claus?

In this great universe of ours man is a mere insect, an ant, in his intellect, as compared with the boundless world about him, as measured by the intelligence capable of grasping the whole of truth and knowledge.

Yes, Virginia, there is a Santa Claus. He exists as certainly as love and generosity and devotion exist, and you know that they abound and give to your life its highest beauty and joy. Alas! How dreary would be the world if there were no Santa Claus!

Blotter from the post-truth era

A

bout a week after the November election, the Oxford English Dictionary announced its word of the year, passing up such gems as “adulting,” “Brexiteer,” and “alt-right” to name “post-truth” the winner.

The word is defined as “relating to or denoting circumstances in which objective facts are less influential in shaping public opinion Editor than appeals to Suzanne Lindgren emotion and personal belief.”

In short: when truth becomes irrelevant.

Use of “post-truth” is said to have increased by 2,000 percent last year, with a notable jump last summer after the Brexit vote and Donald Trump’s nomination as the Republican presidential candidate.

The word helps explain what feels to me like a surreal new social landscape, part of which is a fake news phenomenon.

The “lies spread as news,” as a local reader put it, are coming from both sides of the political spectrum. According to the fact-checking organization PolitiFact, Democrats were reported to have proposed adopting Islamic

law in Florida. And Trump supporters were said to have chanted, “We hate Muslims, we hate blacks, we want our great country back.”

Perhaps most dangerously, an assault-rifle-carrying vigilante paid a visit to a pizza shop after reading that Hillary Clinton was said to be running a child sex ring behind the scenes.

Maybe fake news gets passed around because we don’t have time to read thoroughly or carefully. We see an interesting headline during a few stolen moments on Facebook and we skim the article (maybe) and hit “like” or “share.”

But clearly it’s time we committed to reading critically, looking at sources and checking facts. Because if we can’t agree on those, how do we even begin to make choices about the future of our country?

How to spot a fake news story?

The first step is taking the time to read it. (You heard it here first, folks.) And while you’re reading, ask yourself a few questions. The following were suggested by Steve Inskeep and Wynne Davis of National Public Radio.

Does the headline match the article?

Who is the article quoting and are those people qualified to be offering their opinions to the world?

Are the quotes in context?

Is the story written by a journal-

ist who was there (or talked to people who were), or is it a derivative of original reporting? Derivative content isn’t always a bad thing.

It can add analysis or interest. But you might want to check the original story to see whether the author is slanting the truth, and how much.

Did the author engage with anyone who disagrees?

I know many of you already do this, because you’ve written to me when I’ve fallen short of the standard — and I thank you for holding me to it.

For those who aren’t yet reading news with a critical eye, those questions should give a good start, and none too soon. In Wisconsin, at least, the door on government transparency seems to be closing.

Last week retired judge Robert Kinney resigned from the Wisconsin Ethics Commission, saying his cohorts were not committed to upholding open and ethical state government.

“During the October 10, 2016 public meeting of the Commission a telling vote was taken which, in retrospect, foreshadowed what was to come,” Kinney wrote in his resignation letter. “As a new agency, we were required to articulate a mission statement. Jarchowâ&#x20AC;&#x2122;s year in review

A

fter a long and arduous campaign season, the dust is settling and Iâ&#x20AC;&#x2122;d like to take a moment to reflect on 2016. We all know that the history books and pundits will tell you one story, but I am here to tell you that it was a great success.

First of all, I am so grateful to the voters of the 28th Assembly District for entrusting me to represent them for another two years. It is such an honor to be able to go to Madison and represent Northwestern Wisconsin. We face challenges in this part of the state that others do not. I look forward to continuing to fight for our way of life.

Over the past year, the Legislature 28th has truly worked to move WisconDistrict sin forward. We passed two pieces property rights legislation that Adam Jarchow of makes it easier for property owners to maintain and enjoy their homes.

Senator Tom Tiffany and I introduced the Homeownersâ&#x20AC;&#x2122; Bill of Rights which makes it easier for people to stay in their homes and helps first-time homebuyers make their dreams of owning a home a reality. I am

encouraged that we are eliminating burdensome government overreach and making it easier for hard-working Wisconsinites to make life-changing investments. This is one of my top priorities and I will be introducing a package of bills in the next session to continue the progress we have already made.

This past September, I was also able to participate in the Great Lakes Wolf Summit where my colleagues and I brought in experts to discuss the growing wolf population in Great Lakes states. This was a non-partisan summit to discuss the importance of allowing Wisconsin, Michigan, Minnesota, and Wyoming to able to control our own wolf management programs.

Since then, we are even more optimistic that Congress will act and remove the gray wolf from the Endangered Species List.

While I am proud of all our accomplishments at the state level, there is nothing better than coming home and celebrating Christmas with my family. As we enter the Christmas season, we can all take a break from politics, legislation, and meetings and focus on the reason we work so hard to make Wisconsin the best place to live and raise a family. I wish you all a very Merry Christmas and a happy, healthy New Year!

LETTER TO THE EDITOR Priorities of Arnell Itâ&#x20AC;&#x2122;s been a year now since we read the headline in The Sun, â&#x20AC;&#x153;Arnellâ&#x20AC;&#x2122;s save rates reach 76 percent.â&#x20AC;?

In that article the manager of Arnell, Mary Bruckner, stated the shelter uses â&#x20AC;&#x153;every available meansâ&#x20AC;? to reduce their kill rate. She said they use the same tools as no-kill shelter to save animals. She goes on to list, adoptions and cost assistance for spay/neuter. So, how many adoptions have there been this past year?

How many spay/neuter assistance vouchers have been utilized in 2016?

If they are using every available means where is their foster program for kittens with respiratory issues? Where is their owner retention program offering alternatives to surrender of pets? How about a barn cat program to allow feral cats to live? Do they offer no cost dog training services for newly adopted dogs? Are they collaborating with other rescues and

shelters that do provide these services?

Letâ&#x20AC;&#x2122;s see if we can determine what the Arnell Humane Society considers its primary goal. A look at the most current 990 report to the Internal Revenue Service in 2014 indicates total revenue of $144,453.00.

Their total expenses were $140,050.00. What is their largest expense? At $95,849.00, salaries and employee benefits are the largest expense for this animal shelter.

With a payroll dedicating 66 percent of income to staff one would think they would be using their valuable paid employees to implement more programs than just adoption and spay/neuter assistance.

I think that until the Arnell shelter decides to make animals, instead of employees, their priority we will not see any new statistics this year.

In this post-truth era, The Sun remains committed to bringing you facts. We may not be perfect, but we can be held accountable â&#x20AC;&#x201D; and we want to be. I put my reputation at stake with every issue we publish.

More importantly, I believe in truth, and I believe everyone is better off if we can at least agree on the facts.

Boundary agreement plods toward approval

The Cooperative Boundary Agreement between Dresser and Osceola Township will likely be approved by the two municipalities by early January.

Dresserâ&#x20AC;&#x2122;s attorney, Tim Laux, is reviewing the document this month to be sure all legal requirements have been met.

Laux emphasized to village board members that his review â&#x20AC;&#x153;doesnâ&#x20AC;&#x2122;t have anything to do with whether itâ&#x20AC;&#x2122;s a good

idea, but whether youâ&#x20AC;&#x2122;ve followed all the legal requirements,â&#x20AC;? and the village board seems likely to approve the agreement at its Jan. 2 meeting.

The Town of Osceola is likely to approve the document at a special meeting Dec. 20.

After both municipalities have approved the agreement, it will go to Wisconsinâ&#x20AC;&#x2122;s Department of Administration for final approval.

Once in place, the boundary agreement will allow landowners in predetermined parts

of Osceola Township to be annexed into Dresser without opposition from the town, bringing their property taxes with them immediately. In return,

Osceola officials will have the option to deny annexation requests in the rest of the township,

Osceola home lost to winter fire

Osceola Fire & Rescue sent its pumper truck, two tankers and about 10 crew members to assist a house fire in rural Osceola last Wednesday night, Dec. 14, amid below-zero temperatures.

The family was able to exit safely thanks to a warning from their smoke detectors, but the efforts of firefighters to save the home were complicated by distance and cold.

“We were trying to fight a house fire in cold weather — sub-zero temperatures,” said Osceola Fire Chief Don Stark.

“It was a difficult fire to fight, and was quite aways out in the country, increasing response

times. The good thing is no one was hurt.”

Reminder: No ice is safe ice; ask locals for conditions MADISON -- Wisconsin again is witnessing winter’s annual sudden and severe arrival, dropping snow and temperatures to form early-season ice on ponds, lakes and rivers. The Department of Natural Resources reminds winter enthusiasts that ice should never be considered safe and early season ice conditions varies from waterbody to waterbody.

Outdoor enthusiasts — cross-country skiers, ice fishers, hikers and snowmobilers — are urged to ask local businesses and sporting organizations about the area’s ice conditions before they go on the ice and be prepared if they do venture out.

The recent storms have brought sub-zero temperatures into the state, which are just starting the process of forming ice on lakes,

flowages and ponds.

The DNR does not monitor ice conditions, making it the individual’s responsibility to learn those conditions. Good sources of local ice conditions include bait store operators, fishing clubs around lakes, ice fishers and snowmobile clubs. These are the places locally most likely to have the most current information about the lakes and areas.

The ice conditions on any lake can vary from location to location.

Remember, even though it may look thick on the surface, moving water from streams, rivers and springs can cause ice to form unevenly.

People who do venture out on the ice should: Dress warmly in layers and consider wearing a life jacket or vest.

Not go alone. Head out with friends or family. Take a cell phone and make sure someone knows where you are and when you are expected to return.

Know before you go. Don’t travel in areas you are not familiar and don’t travel at night or during reduced visibility.

Avoid inlets, outlets or narrow that may have current that can thin the ice.

Look for clear ice, which is generally stronger than ice with snow on it or bubbles in it.

Carry some basic safety gear: ice claws or picks, a cellphone in a waterproof bag or case, a life jacket and length of rope, and a spud bar to check ice while walking to new areas.

FARMINGTON: Tax-exempt conservancy creates revenue riddle FROM PAGE 2

The town plans to contact Steve Rassler, current president of the organization, to discuss possible future options and to “tell them we’re pretty disappointed” according to Cottor.

Complicating matters, Rassler has announced plans to retire at the end of 2016, so discussions will have to begin anew with his replacement.

As Christmas is approaching once again, we must devote ourselves to reflection of the wonder of the incarnation. This is an exercise that oughtn’t be relegated to a few weeks out of the year. Thus, my prayer is that by this article we would be spurred on to thinking about “things above”, like the incarnation, all year long.

Get ready to seek to drink from a firehose. The subject of the incarnation is absolutely beyond us.

The thought of the incarnation is too wonderful for our minds. Sadly, we have assumed a basic knowledge of who Jesus was for so long that we have forgotten the incredible – and I mean the word “incredible” – in the classical sense here.

It is too glorious for words, our minds, and our world. Truthfully, if we spend all our lives meditating upon the concept of the incarnation, we would find that our mediation was woefully short. Thus, in comparison to all eternity, a short discussion of the incarnation is negligibly shorter than a lifetime of thought on the subject.

I say all this to make sure you understand, the words we use in discussing Jesus Christ, the incarnation, are not and will not be capable of fully fleshing out who He is.

What we are seeking to discuss is much like what

You could spend your entire life trying to explain the concept of color to a blind person and he/she would not be able to even begin to understand. A person who cannot smell cannot understand smell. It would be like trying to explain what the ocean sounded like to someone who has never heard. Our senses are limited. In the same way, our understanding of the incarnation is limited because our senses are limited.

To make matters worse, though this concept is absolutely confounding, there is no more important subject to be considering. Humanity was forever changed (from our perspective) the day God became man. In his great book on miracles, C.S. Lewis goes so far to say that the incarnation “was the central event in the history of the earth.” It is the miracle from which every other wonder occurs. If we are to understand any work of God (or as Paul would describe as “things above”), we must start with, what has been rightly described as, the grand miracle.

Thus, we have a subject that is beyond any rational human thought, but a subject that every human must consider. For we have been commanded to consider these things (Colossians 3:2).

So, what is the definition of “Incarnation”? A basic definition is the ‘Divine

Son of God condescending and becoming fully human as a baby.’ The Latin word from which we get the word incarnation means “to make flesh.” Thus, in his benchmark work, Systematic Theology, Wayne Grudem defines incarnation as “the act of God the son whereby he took to himself a human nature” (543).

So, you may be wondering, ‘why do you believe this concept is so difficult for our minds?’ Let’s begin by asking a seemingly simple question. How far above us is God? I don’t merely mean spatially. I am asking a metaphysical question. If He is infinite and we are finite, there is an infinite difference between us. He is omnipresent (everywhere) and we are in one place at one time. He is all knowing and we are deafly limited in knowledge. If we added up the sum of the years that every person has ever lived, we would still be infinitely younger than the one who is the definition of existence. Any mathematician would inform us that in comparison, we are statistically non-existent. Time does not bind Him, yet we are shackled with the cuffs of seconds, minutes, and hours -days, weeks, months and years are our masters. In other words, there is an inestimable gap between us and God. To celebrate the Incarnation is to proclaim that Jesus bridged the infinite

(impossible) gap between God and man. This impossible gap could not be bridged without the perfect unity of the deity and humanity of Jesus Christ.

Somehow the two infinitely separate natures must be one person in Jesus Christ. Any variance in that equation, and the concept breaks down.

Through the years, there have been a constant barrage of variances of understandings of the incarnation (Arianism, Apollinarianism, Nestorianism, Eutychiansim, etc).

In each case, there is a failure in one point or another to adequately understand the scope of the incarnation - the two natures in one person.

So, how can we even attempt understand this subject? To rightly understand the incarnation, we must simply look to Jesus – that baby who was born so many years ago. In Him, He became what our senses could actually comprehend. Jesus becomes the definition of what we know as the incarnation. We can now see, taste, smell and touch the impossible.

How can it be, that the creator of the universe became a helpless baby? We must fix our eyes upon Jesus. For to be able to fix our eyes upon Him is the miracle of the incarnation.

Please mediate upon John 1:1-5, 9-18 and Colossians 2:9. There is no more accurate picture of the impossible incarnation that what His Word tells us.

South Korean pastors find unexpected welcome in St. Croix Falls

When Kookho Kim and Ran Yoo first arrived in St. Croix Falls, they weren’t sure what they might find. Prior to this small-town appointment as co-pastors to the Upper St. Croix Parish (a collective of Methodist congregations in St. Croix Falls, Atlas, Grantsburg and Wolf Creek), the South Korean natives had primarily lived in cities. Both were raised in Seoul and they met as seminary students in Illinois.

“I grew up Korean Methodist,” Yoo explained. “I wanted to be a pastor but Korean churches don’t reflect the number of women who want to be pastors.

For four years during undergrad I could only serve as a children’s pastor. But I felt strongly called to ministry. In America there are more opportunities.”

Kim, who was raised Korean Presbyterian, altered his course after meeting a Methodist pastor from the U.S. while working as a missionary in Russia.

“I was considering seminary in Seoul,” Kim explained, “but he strongly encouraged me to take seminary in the

U.S. At the time I was interested in social justice and wanted to find the balance between social justice and local church.”

When Kim and Yoo started their St. Croix Valley appointment at the beginning of last July, they were unsure what to expect.

“None of our churches have had a pastor who’s not from the U.S.,” said Yoo, “so we bring some

diversity to the church and to the town in general.”

The appointment required a leap of faith on Yoo and Kim’s part. The couple has faced discrimination because of their color, background, accents — but so far not in the St. Croix Valley.

“In this area we haven’t felt discrimination,” said Kim. “People are lovely, generous and kind, in the church and in the local community. People have said, ‘Welcome to this place.’”

Still, small town life is a big change for them.

“It’s a good challenge for both of us,” said Kim. “We lived for five years in Evanston, Illinois, which is a city. I served a year in Kenosha, Wisconsin — a city.”

“And I served in a church in downtown Chicago for three years,” added Yoo. The couple didn’t have much voice in their rural placement. As a newly married couple, they had asked to be assigned near one another. It happened that the Upper St. Croix Parish was looking for two pastors to act as a team for its four churches.

“The bishop of the Wisconsin Conference knows our talents and placed us based on that,” explained Yoo. “We didn’t expect that we would serve as co-pastors, but so far it’s been good.”

At 29 and 32, respectively, Yoo and Kim are also relatively young.

“Many pastors here have already had long careers,” explained Yoo. “Before I came here I was very anxious about, ‘What if they can’t accept me or understand me,’ especially because I’m young and a woman. But people have been very accepting.”

And there have been other pleasant surprises.

Before the couple moved to the St. Croix Valley they were told that the town was very beautiful.

“We thought maybe people were trying to make us feel better about the appointment,” said Yoo. “But it’s true.”

Life has taken the couple in unpredictable directions. That their journey brought them to a rural river valley was unexpected, but the natural beauty and warm reception have most certainly been welcome.

A late evening dispute over being out of chicke at the St. en C Croix Falls K KFC led to t the arrest of a New Lisb man Fribon d day.

According Mosay t to reports, aut hor it ie s responded to the restaurant at approximately 10:30 p.m. for reports of a disorderly male. Patrons advised officers about a man who had been â&#x20AC;&#x2DC;causing a bit of a scene,â&#x20AC;&#x2122; earlier, but was now outside sitting in his vehicle.

According to reports, the man, 30-year-old Nick K. Mosay of New Lisbon, Wis., attempted to flee the scene on foot when officers arrived. Mosayâ&#x20AC;&#x2122;s explanation for fleeing was that he thought he had a warrant for his arrest, when in fact he was on probation. Mosay reported that he and his aunt had gotten into an argument with staff, whom he felt were being rude to them.

Witnesses reported that Mosay and another occupant came through the drive through shortly after 8 p.m. The two began complaining after being told that the restaurant was out of bone-in chicken, saying that when they come to KFC they expect them to have chicken. The employee taking their order told officers that she turned off her headset because of how rude the customers were. The pair reportedly left, but then returned and came into the restaurant.

When Mosay entered the restaurant, he reportedly said he wanted â&#x20AC;&#x2DC;talk to that bitch directly,â&#x20AC;&#x2122; and was aggressively gesturing across the counter, threatening, â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;m going to come back there,â&#x20AC;? and â&#x20AC;&#x153;You canâ&#x20AC;&#x2122;t stop me.â&#x20AC;?

An employee advised that the pair were offered free cookies and cake to help appease the situation, but it did not help.

Officers observed open containers in Mosayâ&#x20AC;&#x2122;s vehicle, and asked him if he would be willing to submit to a preliminary breath test. Mosay consented, resulting in a .107 reading.

Mosay was placed under arrest for disorderly conduct and became combative with authorities and swearing, according to reports. At one point Mosay reportedly told his aunt that this was all her fault.

While en route to the jail, Mosay asked numerous times why he was being arrested, and then reportedly asked the officer what would happen if he accused the officer of threatening him, at which time the officer began recording the conversation.

Chieftain girls sweep a pair of non-conference games

The Osceola Chieftain girls basketball team received an injection of confidence last week as they swept a pair of non-conference games.

First Osceola had Siren from the Lakeland-West conference come to town.

Osceola dispatched the Dragons 61-27.

Two days later Osceola traveled to Cameron to challenge the Comets who reside in the Lakeland-Central conference.

This time it was much closer but Osceola prevailed, 72-69.

The Chieftain record is 1-3 in Middle Border conference play and is 3-3 overall.

“After a full week without a game, I was concerned with how sharp we might be,” Osceola coach Matt Haase said.

“The girls played solid in both contests and should be proud of their outcomes. In both games the girls were able to dictate an up-tempo style of play and dominate the boards.”

Chieftain hoopsters OHS wrestlers win match against border rivals defeat Somerset

The Osceola Chieftains have a very interesting boys basketball team.

The Chieftains have some good size, spread their offense around to everybody on the floor and play a pressure defense and the results so far are impressive.

Osceola upped their Middle Border conference record to 3-0 (3-1 overall) last week with a 51-31 win over the Somerset Spartans. Osceola and Prescott share the top spot in the MBC with St. Croix Central a half game back at 2-0.

Somerset scored the game’s opening basket but the Chieftains did not trail for long. Osceola scored the game’s next 12 points to take a 10 point lead.

After the Spartans’ second field goal Osceola went on another surge netting nine straight points to build a 21-4 advantage.

Behind a pressuring

defense that did not give Somerset many good looks the Chieftains moved to a 33-12 halftime lead.

“It is always difficult playing against a team that is looking for their first win,” Osceola coach Jacob Meyer said about the Spartans. “The last thing a team like us wants to do is give them a little momentum in the game. We did a great job of not allowing them any momentum at any point in the game.”

Osceola expanded the lead to 30 points at 42-12 by scoring the first nine points after intermission and gained their biggest advantage moments later at 44-13. Somerset closed the gap somewhat in the last 12 minutes of the game but by then the Chieftains were comfortably ahead.

“We did a great job defensively forcing them to shoot from the outside and then getting rebounds,” Meyer noted.

No matter the sport it is usually exciting when the Osceola Chieftains get together with the Amery Warriors. Sharing some of the same school district boundaries no doubt adds to the intensity. It couldn’t have been any closer when the Amery wrestlers called on the Chieftains last Thursday.

In a meet that wasn’t decided until the 13th of 14 matches the Chieftains edged their rivals 37-36.

“I was very happy with the win,” Osceola coach Nate Demulling said.

“It’s the first time Osceola has beaten Amery since 2006-07.”

Amery jumped to a 6-0 lead before Osceola’s Jack Feldt cut the deficit in half with a 3-0 decision at 170 pounds. Osceola forfeited the 182 pound class and lost by fall at 195 to trail in the meet 183. Osceola got right back in the hunt when Tanner Johnson (220 pounds) and Gabe Lowney (285) received forfeits to cut the deficit to 18-15.

Drew Willeman (106) put Osceola on top for the first time in the meet with a 14-3 major decision over Andrew Prindle.

Chieftains Andrew Olson (113) and Andrew Montpetit (120) both received forfeits so the Osceola lead ballooned to 31-18. Amery came right back with a forfeit at 126 and a win by fall at 132 making the score 31-30.

Nick Abernathy wrestled at 138 pounds for the first time this season and was put into a tough spot with just two matches to go. If Abernathy could pin his tough opponent he would secure the Chieftain win no matter what happened in the last match of the night. Abernathy did what he had to do as he pinned his man 41 seconds into the

final round.

“It felt great for our team to get our first win,” Abernathy said.

“We all went out on the mat ready to perform and we got it done. My match happened to be the deciding factor of the night, and I’m happy I could get a pin for our team.”

Saints boys top Lakeland standings

It’s early but the St. Croix Falls Saints boys basketball team is where they want to be at this point: on top of the Lakeland conference standings. Actually they share the top spot with the Grantsburg Pirates with both teams being 2-0 in conference play. St. Croix is 2-1 overall. St. Croix picked up their second conference win in as many tries when they defeated Unity on the Eagles’ home court. Any conference win is good but when you find success on the road against the Eagles it is a huge win. Unity has had very good teams in recent

years.

“The win against Unity was big for us,” St. Croix senior Tyler Henk said. “We played well as a team, and gained a lot of confidence in that game. It also gives us a lot of confidence moving forward into conference play. We have a lot of tough teams in our conference this year, and Unity is definitely one of them, so being able to win against them is a great start to our year.”

The game was about what you would expect it to be, close. Although the final score shows the Saints on the plus side of the 51-42 score it was not decided until late in the game. Behind nine points

by Cody Ince and seven by Logan Hendrickson Unity led by five at halftime 25-20. Alex Johnson had 15 first half points for the Saints on his way to another big offensive night. Johnson finished the game with 31 points including four baskets from beyond the arc, five deuces and converted nine free throws.

St. Croix upped their offensive game in the second half and turned the screws defensively to change the complexion of the game. The Saints outscored Unity 31-17 after intermission to secure the nine point decision.

Girls co-leaders in Lakeland conference

The St. Croix Falls Saints girls basketball team is off to a fast start in the Lakeland-West conference.

St. Croix won their third straight conference game with a 57-28 decision over the home-standing Unity Eagles. The Saints are tied with the Grantsburg Pirates for first place in the conference with 3-0 records. St. Croix is now 5-2 overall.

The game started out as a defensive battle as both teams had trouble solving the other’s defense. St. Croix was limited to 23 first half points but still was able to pull out to a 23-15 lead because of their stifling defense. Ruthie Stewart had a big night on both ends of the court.

“Ruthie Stewart had an exciting game on defense,” St. Croix coach

Angie Maternowsky said. “She anticipated the passes very well to rack up seven steals on the night.”

Stewart also excelled on the offensive end as she finished the game with eight points on four field goals.

The Saints got off to a fast start with Katie Kopp scoring 10 first half points and finished with 13 for the game.

“Katie Kopp had a good game on offense,” Maternowsky said, “hitting two 3’s in the first half of the game.”

Kopp supplied most of the first half offense and the entire team was able to step it up on the offensive end after intermission. The Saints scored 34 second half points to run their game total to 57. Unity could muster just 13 points after

the break and finished with 28.

Adrienne Stoffel was held to two points in the first half but broke out in a big way in the second half to help cement the win for the Saints. Stoffel scored 15 points in the second half.

“Adrienne Stoffel worked her post moves to finish the night with 17 points,” Maternowsky noted.

Addie McCurdy added eight points to the St. Croix collection with Annalise Parks netting five.

Unity was led by Courtney Vallesky and Jasmine Lowe who scored nine and eight points respectively.

“Everyone on the team is a threat on offense,” Stoffel said.

“We are unselfish with the ball.

We utilize our height in the middle and 3-point shooting to make us a balanced threat from anywhere.”

Friends, pheasants and dogs

I

t didn’t take long to realize that these were the spookiest pheasants I had seen in over 50 years of chasing pheasants in four states. The South Dakota birds on Lynn Haug’s pheasant farm were, by far, the wildest. One bird taking wing would cause 200 birds to wild flush. After trying various tactics, it was time to use deer hunting tactics, drivers, blockers and silence.

Son Josh and I dropped three roosters but the pheasants still had home field advantage. I’ve been told hawks and eagles can spot a mouse on the Wild River ground from hundreds of yards soaring overhead. I wanted to add Trails pheasants to that group. They spotted blockers or standers on drives Jim Bennett well before flying into gun range and veering off. I think they can recognize colors too.

The next day Ben Elfelt and his dad Tony arrived.

Both men and Ben’s young dog Hank were thrown into the foray and they both dropped birds right away! Still the birds eluded us as we struggled in the winter weather. With good dog work we managed to put some birds up to the gun but problems developed.

My main gun and Tony’s started to freeze up in the cold. I pulled out an old Lefever side by side that misfired, both full choked barrels going off at once. Then I used Josh’s back up gun, a nice Browning 20 gauge

but missed a few birds I normally would have taken with my A5.

Then another local came to the rescue, Corky Larson, a friend of Lynn and Ben who had bought a Labradinger from me. He took us to his farm to hunt where we placed blockers and walked down to the swamp. But my barely 6-month old pup spotted more birds and took off on the run at the birds 175 yards away. Too young and soft for an Ecollar, Briar started a jailbreak when another my other young dog broke with Briar. I had forgotten to turn on Windy’s Ecollar so we stood there and watched 50 birds fly to freedom.

I felt like an idiot and apologized to everyone.

Larson took the high ground, reminding me that everyone there had messed up a few times too. Larson, a wounded warrior from the Vietnam War struggled to get around with his new knee but on the next drive he dropped three roosters that hunters and dogs pushed out for the gunners to take. Corky had grown up hunting pheasants with his dad and an old 410. With his Weimaraner Old Prince, Corky had the life that all kids wished they had had.

Haug came back to guide us with his friend Bob York, another Vietnam wounded warrior. Those men were the best help we ever could have dreamed of. In the end we all took home birds, new friendships were made and the Labradingers performed well.

Joe Swanson led the balanced Osceola attack with 16 points with Haakon Carlson ending the game with 11.

The Braml brothers, Kyle and Erik, also played well on both ends of the court and helped the Chieftains to a substantial rebounding advantage.

nine points with Erik adding seven.

Jason Bents was solid as a starter and Tyler Ingram, Ricardo Rodriguez, Preston McManamy, Colter White, Jack Michel and Drew Carlson saw plenty of quality minutes from off the bench.

“We have a very talented team this year,” Swanson said. “Our height and size is key to success on both offense and defense. Coach Meyer has done a wonderful job so far designing plays specific to our team’s size.”

OHS GBB: Girls win two non-conference games FROM PAGE 10

Chieftains scored early and often at the game’s outset and the defense was stellar as they surged to a 36-17 halftime lead. Six Chieftains found the scoring column in the first half alone and by game’s end three more Chieftains added to the point collection. Osceola’s defense held Siren to just 10 second half points.

Sydney Steivang led the Chieftain scoring with 15 points and collected six rebounds. Sophomore Hayley Palmsteen added 13 points and seven rebounds. Mia Campeau scored 10 points and had five rebounds. Five different Chieftains collected at least five rebounds.

At Cameron the game was much closer with Osceola leading 32-30 at halftime and finishing with a 72-69

win in an offensive affair.

“Several players made key plays down the stretch to tip the Cameron game in our favor,” Haase said.

Against Siren it was Steivang, Palmsteen and Campeau leading the way in scoring and at Cameron three different Chieftains held the hot hand offensively. Ann Salewski led the way with 20 points going eight-of-12 from the floor with Alyssa Pauley close behind with 18 points. Sophomore Katie Haase was also in double figures with 10.

Katie Haase led the rebound parade with nine boards with Salewski close behind grabbing seven.

Osceola plays one more non-conference game before the holiday break and will be looking to improve their MBC record when they travel to Amery on Jan. 3.

the ArtBarn initially.

“My kids started there in high school,” she said.

“They were in all the plays and I got to know Neil and Ellen. They’ve been dear friends since we moved here. ... They’ve changed so many lives, helping kids blossom.”

Eventually, Cain started acting in ArtBarn plays too.

After retiring from work in 2009, she founded a group home for disabled adults, was a foster mom for two years and now, at 66, she’s agreed to direct the Barn.

Cain was appointed in September and says she’s currently working with Neil Johnson toward a smooth transition. She’ll officially take over in January, with help from ArtBarn President Peg Medcraft and an expanded board.

On a cold, snowy night last week, the new ArtBarn board gathered to talk about the future of the building and its programs. Cain, Medcraft and four recently added board members — Chad Leonard, who has experi-

ence managing nonprofit theater organizations, Dan Perry, Kari Erickson and Gabby Ford — joined longer-standing board members Cathy Oscarson, Claire Willett, Linda Iwasko, Brady Langer,

“We’re exploring ways to operate the Barn, trying to fill some very big shoes,” explained Leonard.

“And into the 21st Century,” added Medcraft, “staying viable and active.”

To that end, the board plans to expand programs in its three areas of focus: visual art, theater/performance, and music. In addition, the team plans to make the Barn available for rent for weddings and other

special events.

They’ve already begun hosting monthly craft classes.

The first was “It’s a Handmade Christmas,” to which almost 20 turned out to make gifts — some of whom had never been to the ArtBarn before.

Board members are planning to organize painting classes and a knit-along sweater class on Saturday mornings.

The team also plans to participate in Earth Arts 2017 and Fiber Fest 2017, organize a theater performance for Rhubarb Days, host murder mystery events, a Gatsby gala, and an art and photography exhibit featuring work by special needs students. The Barn will continue to host an art camp with an original production and the Lil’ Chiefs Spiritfest.

And the summer play season begins in July.

“We’re excited about the future,” said Cathy Oscarson. “We want to honor the work Neil and Ellen have done in establishing so many great things about the Barn. … This is a great group with good energy.”

Amery won by fall in the night’s final match as Osceola hung on to a 37-36 decision.

“It’s hard to pinpoint one wrestler as having the pivotal match,” Demulling said. “Abernathy sealed the win with

his pin but freshman Drew Willeman contributed just as much, working hard to earn the major decision to give us the win.

“Some of the guys who lost deserve credit as they did not give up and let the Amery wrestlers score major decisions or pins. It was a team effort and we fought for every point. I’m proud of our guys.”

Lights back on after large-scale outage

Thousands of PolkBurnett Electrical Coop members were left in the dark and without heat the evening of Mon., Dec. 12, after a transmission line fault from Dairyland Power Cooperative left three of Polk-Burnett’s local substations without power.

The lights went out at about 6:45 p.m. from Alden to St. Croix Falls and in Centuria, Milltown, Eureka and Luck.

People also reported outages in Dresser and Osceola.

Polk-Burnett crews were dispatched quickly to assist Dairyland with restoration.

At 8 p.m., in spite of a wire break on Highway 8, power was restored to the Eureka substation.

All power was restored at 9:25 p.m. and Dairyland Power worked the next day to permanently repair the broken transmission wire.

Many co-op members kept up with the outage online.

“We kept people up to date on our Facebook page,” said the co-op’s communications director, Joan O’Fallon. “If ever there’s a big outage like that, people can go on our Facebook page and we have an outage viewer on our webpage.

A lot of the time even when the electricity is out people can connect with that on a smartphone or tablet.”

Grant ensures new work at Franconia Sculpture Park

Osceola Intermediate School concert The Osceola Intermediate School third, fourth and fifth graders held their annual holiday concert last week.

There’s new artwork in the future for Franconia Sculpture Park after the National Endowment for the Arts (NEA) announced plans last week to award the outdoor exhibition space with a $20,000 Art Works grant.

The award, which will support the sculpture park’s Artist Residency and Exhibition Program, underscores the park’s high standards of excellence and commitment to public engagement, lifelong learning and strengthening communities in the river valley and larger metropolitan area.

Through the grant, several artists will be awarded fully funded residencies at Franconia Sculpture Park, supporting the creation of largescale, three-dimensional artwork, which will be exhibited for at least a year.

John Hock, the sculpture park’s co-founder, artistic director and CEO, emphasized the importance of the grant for artists and park-goers alike.

“Franconia Sculpture Park provides a supportive environment serving artists who challenge themselves to create am-

bitious projects and exhibit new artwork that inspires over 120,000 annual visitors,” he said.

“The NEA’s continued support of this program is vital to expanding the portfolio of American art and providing learners of all ages and abilities the opportunity to engage and experience art in an unfettered rural setting.”

In addition to the 120,000 visitors who come to see the park’s 120 sculptures each year, the Artist Residency and Exhibition Program benefits more than 13,000 adults and youth who participate in hands-on educational arts learning programs, according to Hock.

NEA Chairperson Jane Chu stressed the importance of art that’s not kept inside gallery walls and auction-house stages.

“The arts are for all of us,” she said in a news release announcing the grant, “and by supporting organizations such as Franconia Sculpture Park, the National Endowment for the Arts is providing more opportunities for the public to engage with the arts.

Whether in a theater, a town square, a museum, or a hospital, the arts … make our lives richer.”

uring the holidays many people like to have a treat to share with friends and family.

Wouldn’t it be fun to make and bring something to your holiday gathering that is easy and takes less than a half hour to make?

This recipe is perfect for people who don’t like to cook or bake.

Also, not all recipes turn out even after we’ve put lots of time and energy into the product. I understand! We have all been there at one time or another.

Years ago, I gave up on trying to make traditional English toffee. I Wild Chow must have tried at least five times before I quit. I wanted it to taste Lisa Erickson like the candy from Sees’ candy store. Now that I have been studying food science, I realize some recipes need to be treated like exact science. Using the right tools or exact temperatures is imperative.

This toffee is super easy and will look and taste amazing even if it’s not perfect.

Give yourself the gift of keeping things simple this year. Don’t stress out! Take time to enjoy being with family and friends. Before you know it, the kids are grown up, parents are old and everything changes. Appreciate every minute.

40 saltine crackers 1 cup butter (2 sticks) 1 cup brown sugar 1 ½ cup milk chocolate chips Toasted almond pieces (optional)

Pre-heat oven to 425 degrees. Spray a large rimmed baking sheet (18 x 26) or two 9 x 13 pans with cooking spray. Line the bottom of the pan with saltine crackers, salty side down. Do not over lap. Break crackers in half to fit if necessary. Set aside.

In a sauce pan, over medium heat, cook the butter and brown sugar until the mixture begins to turn a shade darker, about 4-5 minutes. Remove from heat and slowly pour over saltines crackers, covering them all.

Bake in the oven for 3-5 minutes or until bubbling. Immediately after removing from the oven, sprinkle the chocolate chips over the top to melt.

When they are melted spread chocolate evenly over the toffee and allow to cool. When the toffee is completely cool, break into pieces. Be careful not to eat the entire pan yourself.

E-CIGS: Secondhand emissions aren’t harmless, says Surgeon General FROM PAGE 17

emissions,” said Cynthia Hallett, MPH, President and CEO of ANR. “E-cigarettes create a new form of indoor air pollution and should be used in ways that do not negatively impact the health of nonsmokers.”

Today, more than 566 localities and 10 states now specifically prohibit the use of e-cigarettes and other vaping devices in all smokefree spaces, and it is now a standard component of smokefree indoor air laws.

E-cigarette industry proponents, including tobacco companies, aggressively lobby to allow use of their products inside smokefree environments. Their goal is not public health, but rather to maximize profits by enabling product consumption inside otherwise smokefree environments and to create a new generation that is addicted to nicotine. While smoking rates continue to decline across the U.S., the rates of e-cigarette use are increasing among youth and young adults, as confirmed by today’s Surgeon General’s Report.

Research shows that e-cigarettes and vaping devices produce high levels of harmful ultra-fine parti-

cles that can damage the respiratory system. E-cigarette proponents may falsely claim that the chemical aerosol emitted by these products is completely harmless and only contains “water vapor.” In fact, these products produce a dense visible aerosol of liquid sub-micron droplets consisting of glycols, nicotine, volatile organic compounds, and carcinogens (e.g., formaldehyde, metals like cadmium, lead, & nickel, and nitrosamines).

While some may believe the product is “safer” than a conventional cigarette, the use of and exposure to e-cigarettes certainly isn’t harmless or risk-free. Even substances used to flavor e-cigarette liquids that might be safe for eating have not been tested for safety as a heated, inhaled aerosol.

E-cigarettes and vaping devices are unregulated – there is simply no way to know what is in one device vs. the thousands of others. They are not one standardized chemical product, but thousands of different ones - many of which are produced off-shore, then bought and sold with no requirement for ingredient disclosure or quality control. These devices can also be used to vape a wide range of substances from nico-

tine e-juice and hash oil to flakka (a synthetic drug). Some devices even have multiple chambers for vaping different products.

The Surgeon General’s Report confirms that we have enough science to make an intelligent decision that secondhand aerosol from electronic smoking devices is not harmless and that it is a new source of air pollution. Communities and states should take the opportunity to protect public health from exposure to secondhand aerosol by prohibiting the use of electronic smoking devices in all smokefree spaces.

Prune trees now to prevent oak wilt Now is a good time for tree pruning, when temperatures are cold, according to Wisconsin Department of Natural Resources tree health experts.

Oak wilt prevention “Pruning is a good practice to help create or maintain good branch structure and minimize many tree pest and disease problems.

However, if you are going to prune oak trees, it is important to do it in winter to prevent introduction of oak wilt,” said Paul Cigan, DNR Forest Health Specialist for northwest Wisconsin.

Oak wilt is a fatal disease of oaks. It is spread by beetles that feed on the sap of tree wounds, but they are not active in the winter.

Without leaves on the trees it is easier to see and prune broken, cracked, hanging or competing limbs.

To help reduce the spread of oak wilt another way, do not move firewood. “Many oak wilt infections in new areas are likely the result of infected firewood or other raw oak wood being moved from areas with oak wilt,” according to Cigan.

Leave oak firewood where it is cut for one year, or until the bark is naturally loose, to prevent the spread of oak wilt.

Oak wilt is commonly found in the southern two-thirds of the state. It is creeping north, but is still uncommon in much of northern Wisconsin.

Taking precautions to prevent the spread of oak wilt will help keep it that way.

“This is a current problem for which we can still make a difference,” according to Cigan.

Facebook posts could impact jury verdict

MILWAUKEE (AP) — A juror’s Facebook posts during a federal civil rights trial could jeopardize a $2 million verdict awarded to a man who said he was illegally strip-searched by a Milwaukee police officer.

Jurors last month found that former officer Michael Vagnini had violated Willie Newman’s civil rights during a 2010 arrest.

The city’s lawyers have asked U.S. District Judge J.P. Stadtmueller to question jurors under oath after the city says it found “Juror No. 1” had posted about the trial on Facebook, and also had shared a post by an anti-police activist, the Milwaukee Journal Sentinel reported.

The city’s lawyers also said the juror agreed with comments on Facebook and said he or she would defend “those (who need) help expressing themselves.” The city has asked that a printout of the ju-

ror’s Facebook activity be filed under seal to protect the juror’s identity.

If Stadtmueller determines that outside information entered the deliberations, he could throw out the verdict.

Jurors are not allowed to discuss a case they are hearing with anyone, which includes other jurors until deliberations begin. They are also not to independently research any aspects or questions related to the case. Jurors are to rely solely on the evidence presented during the trial.

Vagnini was one of four officers convicted of crimes in illegal strip and cavity searches from 2008 to 2012. The officers were forced to resign.

Vagini pleaded no contest to four felonies and four misdemeanors, and he was sentence to 26 months in prison.

The other officers were convicted of misdemeanors.

MADISON, Wis. (AP) — A member of Wisconsin’s newly created Ethics Commission who resigned less than six months into his term issued a stinging rebuke of the fledgling agency on Monday, saying the partisan board won’t enforce the law, is too secret and is purposefully set up to fail.

Robert Kinney, who spent more than 30 years as an Oneida County circuit judge, said in his statement that he announced his resignation at the Wisconsin Ethics Commission meeting last week. Kinney, one of three Democratic picks for the commission that also includes three Republican members, publicly tore into the board Monday as dysfunctional and unwilling to investigate or aggressively enforce campaign finance, lobbying and ethics laws.

“People were unwilling to set aside their partisan agendas and actually enforce the law and I see no hope that’s going to change,” Kinney said in a telephone interview. “It’s structured in such a way that was probably the purpose. It was a waste of my time.”

Kinney said he made up his mind to resign after a decision that was made

in closed session at the last meeting. He said he could not speak about the details, but he blasted the commission as being too secret.

“I’ve seen enough to make me gravely concerned about the message that is being sent by the commission: that the law will either not be enforced or it will not be aggressively enforced,” Kinney said.

Democratic chairwoman of the commission Peg Lautenschlager and Republican vice chair Katie McCallum issued a joint statement thanking Kinney for his service but not commenting on the accusations he made. McCallum declined to comment further when reached by phone.

Gov. Scott Walker told reporters that he wanted to talk with Kinney about his concerns. Kinney was appointed by Walker, who made his selection from a pool of former judges forwarded by Democrats. The other Democratic members of the commission are Lautenschlager, a former attorney general, and Milwaukee attorney David Halbrooks.

The three Republican members are McCallum, the state GOP secretary; Pat Strachota, the former Assembly majority leader; and Mac Davis, a former Republican state senator and Waukesha County

judge.

The Republican-controlled Legislature created the commission to replace the nonpartisan Government Accountability Board in July. The Wisconsin Elections Commission, also comprised of partisan appointees, was created at the same time to deal with running elections.

Kinney said the Ethics Commission is “like the Star Chamber in terms of keeping the public out.”

“These are enforcement of campaign finance laws, ethics laws and lobbying laws,” he said. “If there’s one thing that’s certain in my opinion, it’s that the public has a right to know the specifics of complaints that have been made.”

Kinney was on the losing end of a commission vote in August to ban donations by board members to the very politicians they are regulating. Kinney said Monday that the vote was not a factor in his decision to resign.

Kinney said the “opening salvo” was an October vote to strike language from the mission statement that its work included “furthering Wisconsin’s tradition of clean and open government.”

“What possible reason there would be to want to strike that aspirational language, I don’t know,” Kinney said.

Senate leader won’t run for governor

MADISON, Wis. (AP) — The Democratic leader in the Wisconsin Senate said Tuesday that she won’t run for governor in two years, saying she wants to focus on her district after sweating through a recount to retain her seat.

Minority Leader Jennifer Shilling told the La Crosse Tribune that she won’t challenge Gov. Scott Walker in 2018, telling the newspaper that she’s happy representing her district. Shilling, of La Crosse, narrowly defeated Republican Dan Kapanke last month and had to wait out a recount to confirm a 61-vote victory. Shilling defeated Kapanke in a 2011 recall to win the seat.

Shilling said she’s committed to rebuilding a Democratic majority in the Senate but didn’t rule out a gubernatorial run at some point.

“There will be other opportunities for me,” she told the newspaper. “You never say never.”

No Democrat has announced plans to run for governor yet, but a number of names have been frequently mentioned as possible candidates, including former state Sen. Tim Cullen of Janesville, Dane County Executive Joe Parisi, state Sen. Kathleen Vinehout of Alma and U.S. Rep. Ron Kind of La Crosse.

Meanwhile Tuesday, Wisconsin Democratic Party Chairwoman Martha Laning announced that she’ll run for the position again next year despite the party’s dismal Election Day performance. Under her watch, Donald Trump became the first Republican

presidential candidate to win Wisconsin since Ronald Regan in 1984, Russ Feingold failed to unseat Republican U.S. Sen. Ron Johnson and the GOP expanded its majorities in the state Assembly and state Senate.

In a news release, Laning said she’s been traveling the state to “debrief” Democrats on the election.

Dane County Democratic Party Chairman Michael Basford said he’s considering running against Laning, saying there’s a “considerable amount of disappointment” in the party.

Glendale Mayor Bryan Kennedy, former president of the American Federation of Teachers-Wisconsin, told said he, too, is considering running against Laning. He questioned the timing of Laning’s announcement, noting that Trump was due to visit West Allis on Tuesday evening as part of his “thank you” tour. He said Laning should have held a news conference to talk about Trump’s questionable Cabinet choices rather than making the day about herself.

“I’m tired of us losing,” he told The Associated Press in a telephone interview.

Former Democratic Party Chairman Joe Wineke, who lost a bid for the post to Laning in 2015, called Laning “invisible.”

“We lost everything again,” Wineke said. “I’m not sympathetic to this and I’m not supportive.”

Wisconsin GOP Chairman Brad Courtney was re-elected to another two-year term earlier this month. He was unopposed. He’s been the state GOP chairman for nearly six years.
