The question of whether ATVs and snowmobiles should be allowed on the Stower Seven Lakes State Trail (SSLST) proved contentious again last week as recreational vehicle riders and silent sports advocates each pled their case to the county’s Environmental Services Committee. On the committee’s agenda: consideration of an unofficial proposal from the City of Amery to partner with the Wisconsin Department of Natural Resources as the trail’s sponsor and managing coordinator. Because of a scheduling mix-up, the committee listened to public comment on the issue but did not discuss the matter or take further action. Reviews of Amery’s offer were mixed. Ten residents encouraged the county not to hand management of the trail over to Amery and nine seemed to support the proposal. “When we started this process this board changed

The view of Osceola from the Minnesota side of the St. Croix River may be forever altered if an $8.9 million dollar project is approved on the site of the old hospital at 301 River Street. Bernie Desmarais, president of LAD Properties, presented an initial proposal at the most recent Osceola Plan Commission meeting for a 65 unit apartment complex in a three story building that would also include commercial space on the bottom level, all over-looking the St. Croix River Valley. According to information distributed at the meeting, the “living experience is designed primarily for active adults (mostly 55 years plus) seeking a rare combination of downtown amenities, surrounded by natural beauty and outdoor activity.” The development, which may be designated “The North Bluff of Osceola,” is in its beginning stages and Desmarais stated at the
meeting that the project would move forward with input from village government and village residents. “That is the only way this project can be realized,” Desmarais stated. “We all agree that the property in its current form is not what anybody wants. But deciding what is the ultimate or best use of the property is a discussion that we should have in full.” The project is initially being presented to the plan commission to review LAD Property’s request for a conditional use permit and variance for a multi-family residential building in the village’s general commercial district for the following three items: • A maximum building height on the property of 45 ft. (existing zoning allows for a 35 ft. height because it’s in a downtown and shoreland district); • Density of 65 units or 28 units per net acre; • Parking for 53 cars on site.
