Officials from the Village of Dresser and the Town of Osceola are aiming to hold a public hearing for the emerging Cooperative Boundary Agreement in August, a goal they set after meeting June 20 to discuss a draft of the agreement, including a tentative map of areas eligible for streamlined annexation into Dresser at the landowner’s request.
The village and town have been working together through a Cooperative Boundary Committee, which consists of Mike Wallis, Jim Thanig, Wayne Moberg, and Neil Gustafson. This was the first time members of the full boards had come together to learn about and discuss the agreement. Grace Bjorklund, a Dresser trustee, spoke frequently to point out various discrepancies in the current version of the map. After
some board members stated they thought this meeting was not the time to analyze the map, the committee disagreed. “We wanted to hear [the board members’] input […] with both boards present,” Gustafson explained regarding the map. The boards will meet once more before the hearing to finalize various aspects of the agreement. A vote will take place after the public hearing has been conducted.
Polk County Supervisor John Bonneprise, Osceola, signals support for financial priorities through a “sticker vote” last week. Top priorities for the board as a whole included advancing tourism and recreational opportunities, addressing substance abuse, building a new workshop for the highway department, examining transportation infrastructure and improving internet and phone services in the county’s most rural areas.

Scout builds PTA a shed of its own
Since 2010, Polk County has reduced spending, paid off debt, increased savings and lowered the annual rate of tax increases. And things are running better, according to the county’s administrator, Dana Frey, who presented a report on the condition of Polk County to the county board last week. Still, signs of the recession remain evident. Roughly 6,600 people used the county’s FoodShare program in 2015. That’s down from almost 8,000 in 2012, but significantly greater than the 3,800 or so that depended the program in 2007. Employment in the county is above pre-recession levels, though it hasn’t reached the level it likely would have if the recession hadn’t hit. “The gap in lost jobs will take a long time to come back,” said Frey. “The recession has permanently al-
