In a standoff that’s pitting property rights against local control, the Polk County Board made its opposition official June 16 to a proposal that would change shoreland zoning regulations. Currently, counties can adopt rules for shoreline land use that are stricter than those established by the state. But a motion put forward by homegrown Rep. Adam Jarchow (R-Balsam Lake) — and added to the 2015-16 state budget by the Joint Finance Committee May 29, without public input — would stop counties

from imposing their own regulations, making the state’s mandates the final word on shoreland zoning standards. Polk County board members and six county residents voiced concern at the board’s June 16 meeting that the motion did not belong in a budget bill and that the loss of local control in protecting lakes, streams and rivers would have negative impacts on water quality, recreation and the local economy. “I feel strongly that this language is out of place in the budget bill,” said Jeff Peterson of SEE COUNTY, PAGE 8

The first step is to dream up a character. But it’s not enough for, say, the Demon of Darkness to exude evil — the actor portraying him must know his mannerisms, his voice, maybe even his favorite color. For kids participating in Broadway at the Barn, the St. Croix ArtBarn’s musical camp, character development is the first step in helping write their own play. Thus, the fairies have

sparkle power, the robot is not immune to evil enchantment and a 300-year-old woman named Ms. Cataleena wears only pajamas and has 75 cats. Over the course of the threeweek camp, kids help with almost every aspect of the musical’s production, from basic plot development to costuming, advertising and, of course, performing. Camp leaders Claire Traynor and Claire Willett, both 25 years old, have been involved with the children’s art camp at the ArtBa-

rn since 2004. “We were 14 when we first started,” says Traynor. “We were volunteer counselors, just helping out, then our senior year or freshman year of college we took over running the art camp.” After a hiatus for the remainder of the pair’s college years, they restarted the program three years ago. K9 team wins

Osceola’s Police K9 team, Josh Morgel and K9 partner, Riko, participated in the USPCA Region 18 Police K-9 trials June 1416 in Carlton, Minn. The three-day trials consisted of 72 police K-9 teams from Minnesota and western Wisconsin. Officer Morgel and Riko finished seventh out of 72 teams and won the award for Top Rookie Dog and Handler.

The Polk County Board has temporarily amended the county’s portion of the Gandy Dancer Master Plan to allow a veterans ATV ride and classic car tour on the trail this year.

The amendment, passed by resolution at the board’s June 16 meeting, makes official what the board had approved last month by consensus, allowing the two events to happen in 2015. “Apparently the DNR didn’t think [the

board’s consensus] was good enough to grant the permits this year,” said Board Chair William Johnson. “They asked that it be done in the form of a resolution to temporarily amend the master plan.” The temporary amendment lets orga-
