Polk County will delay demolition of its fairgrounds grandstand until more information comes to light on the feasibility and cost of repairing the historic seating area.

Although improvements to the aging structure had been in the county’s capital improvement plan for about five years, according to County Administrator Dana Frey, the matter became urgent last fall after an engineer declared it unsafe.

The engineer’s October report recommended a list of extensive repairs and said completely replacing the grandstand

mented several changes to its system, bringing dissolved oxygen levels under the required limit last year.

The DNR has tentatively decided to approve the dairy’s Wisconsin Pollutant Discharge Elimination System (WPDES) Permit through March 31, 2022, according to a January public notice.

However, the agency is adding conditions to the permit, including monitoring dissolved oxygen at four new locations.

Drivers of all-terrain and utility-task vehicles may now ride on Polk County’s portion of the Gandy Dancer State Trail when the ground is frozen, between Dec. 1 and March 31. Previously, ATVs and UTVs were only allowed on the county’s Cattail and Clayton to Clear Lake trails.

The Polk County Board of Supervisors amended the Parks Ordinance at its Jan. 17 meeting to allow for winter use of ATV and UTV on the trail. Snowmobiles were already allowed to use the trail with frozen ground.

In a news release, the county’s Parks Department notified riders that it “will declare when the trail is open and closed in a similar way to how the snowmobile trails are declared” — via signage and notifica-

would be a less expensive option.

Initial estimates put a partial repair between $75,000 and $150,000. A full repair could cost between $150,000 and $200,000.

And Frey was hesitant to put much stock in those numbers, cautioning that they could be higher.

“I have to trust their guess,” he said of the estimates, “but I don’t think they were out there crawling around underneath.”

Based on the engineer’s report, and needing to move quickly so that seating would be in place for the 2017 fair, the Polk County Board had tentative plans to approve demolition last week. They had planned on renting bleachers for this year’s fair.

News of the planned demolition alarmed at least a few Polk County residents, who were concerned about the grandstand’s historic value.

“I would ask that the historical aspect of the grandstand be given greater weight in the decision process,” said Robert Stark, Osceola Township. “At the very least, could action on that issue be postponed for a period of time? That would give us all a period of time to take a closer look at the

options available. … It’s part of the heritage of the fair and the heritage of the county.”

“The grandstand is well over 100 years old,” he said, “and if it could talk it would have tales to tell that would be extremely interesting.”

Russ Hanson, Cushing, expanded on some of those tales.

“The grandstand has seen five generations of Polk County families,” he said. “In 1915 folks flocked to the grandstand to watch their first airplane flight. ... Chinese acrobats, circuses, animal shows, talent shows and more were seen from the grandstand. … Look in the top seats at the back. Do you remember the days when the young 4-H kids sat there and the boys and the girls got to know each other?”

be replaced by plastic or aluminum bleachers.

“Do we want to be remembered as the people who destroyed it?” he asked.

Since the county won’t know exactly how much repairs will cost until more research is done, the board paused plans for demolition and created a committee to investigate restoration. A deposit to reserve temporary seating for this year’s fair, should it be needed, was also approved.

Other business • The Polk County Board approved the leasing of office space to the Polk County Economic Development Corporation.

• Zoning and map updates were approved for the Town of Apple River.

a reclamation of the word and a celebration of all things woman.”

Hollmann is one of many women who hesitate to call the Jan. 21 Women’s March a protest.

“When things become divisive people start to turn away,” she explained. “This is about positivity and women. It’s a unifying cause.

It’s about girls, which half of us are. This isn’t controversial. It’s the opposite of the negative. … My girls have been a part of this the whole time and they understand what it’s about.”

When Hollmann heard about the Pussyhat Project, she immediately saw the potential to promote the “craftivism” project. Not through Attract, which builds compelling storefronts and interiors for businesses (think retails stores, breweries and restaurants), but through The Lady Cave, which offers craft supplies at popup events

and by mail on a per-project or subscription basis.

“The Lady Cave is very maker related,” Hollmann explained.

“We’re supplying and celebrating makers, people who like to make things. … It’s kind of a side project for us. We’re interested in do-good type things. We’re getting involved with causes, and we found the Pussyhat Project. … I contacted (Krista Suh and Jayna Zweiman of the Pussyhat Project) the day I found out what they were up to.”

After getting details on the project, she created a “GetKit,” the Lady Cave’s signature box of supplies with everything needed to complete a given craft, whether that’s a sweater or a keg of beer. In the Pussyhat GetKit: pink yarn, knitting needles, a pattern, and information on the Women’s March, among other supplies.

While making the hats at events she organized through the Lady Cave, Hollmann said she talked

with people across the political spectrum.

“It’s making people sit down and have conversations,” she said. “I have political feelings, but this is about how we can bring people together.”

Those who bought kits could order extra yarn to make hats for others. Of the 973 made through the Lady Cave, many were sent to Washington, D.C., and Hollmann brought a supply to San Francisco, where she joined the march.

Her husband, Nate Hollmann and their daughters passed out hats at the Minnesota Women’s March in St. Paul.

“We’re going to keep doing things like this,” said Hollmann.

“Next up we have a project to help the Humane Society … and we’re looking for more causes to get involved with.”

The point, says Hollmann, is simple: “Do something.”

Osceola Medical Center opens Walk-In Clinic Osceola Medical Center is changing its Urgent Care.

Based on months of study, the medical center will open a new “Walk-In Clinic” February 1 as a melding of urgent care capabilities with a clinic perspective and setting.

What will be seen is a perspective change, name change and location change for a new service that will offer easier access, more hours and more responsive care, according to Laura Benjamin, LPN, Clinic manager at OMC. It will also feature OMC’s two newest providers.

The new Walk-In Clinic will purposely be based in the Clinic area at OMC, rather than in the Emergency Department, and will have a selected group of family providers dedicated to it. It also will have longer hours five days a week for early morning and evening needs, and be open all day Saturday. Appointments, somewhat of a barrier to unexpected illness, will not be necessary.

Live to 150?

Count me out!

M

edical researchers and geneticists have theorized that children born today could live to be 150. Yes, 150.

The theory is that through evolution, humans are aging at a slower and slower rate. (As for me, I feel some days like I am aging in dog years, but that’s another story.) It is not uncommon for people to live well into their 80s, 90s and even over the century mark.

When I heard this, I immediately thought about medical advances that have extended our lives, giving us more quantity of life, but not necessarily more quality of life.

That theory is debunked by people living in pre-industrial societies living into their 70s and 80s, despite a lack of medicine.

So, why are we living longer? Is it because we are mentally and physically fit? Nope.

Jim Carey, a bio demographer Publisher from the University of California at Davis, analyzed the relative Tom Stangl body and brain sizes of a range of mammals and found that on our own, it would be likely we would die at between 30 and 40 years old.

Carey says we live longer because we live in social groups that afford us protection that our nomadic human ancestors didn’t have. We live in homes and communities and we aren’t often attacked by wooly mammoths or sabre-tooth tigers. It’s funny how we take the simple things for granted and never stop to think about the importance of living indoors and not having to fend off predators. It makes sense after you think about it. There’s very little evidence that these people lived into their 40s or 50s.

The size of our brains also gives us advantages, lengthening our life spans to 70 to 90 years.

Advances in health care will also lengthen our lives, but longer life spans raise more questions for me than answers.

If people will live twice as long as they do now — current life expectancy, as calculated by the Centers for Disease Control (CDC) is 78.8 years — won’t we have a population explosion? How will we feed, clothe and have jobs and room for more people?

If you thought the Social Security problem of the baby boomers retiring was big, wait until people live twice as long.

Again, I return to the quality vs. quantity argument. What good is living twice as long if you won’t be able to retire until you’re 130? What kind of jobs will 130 year olds be doing in the year 2100? I’m pretty sure French fries will be outlawed by then, so I’d recommend to the children of today to stay in school.

I’m glad it won’t be my problem.

Both of my parents died in their 70s, and at 55, my life is more than half over. It’s best not to dwell too much on our own mortality, since there is precious little we can do to stave off the inevitable.

Bugs Bunny (one of my role models) once said, “Don’t take life too seriously. You’ll never get out alive.”

True words were never spoken.

Kindness matters

ast Saturday, I went to the Women’s March.

Perhaps my reasons for doing so are obvious. I am, after all, a woman.

But I like to think that even if I weren’t, I’d believe in equality and respect as general principals.

They’re ingrained in me as an American.

I was taught that Editor this country is a Suzanne Lindgren land of freedom and opportunity for all, regardless of race, religion or gender. I grew up proud to live in place where people not only tolerate, but prize, diversity.

Acceptance is an American value.

Another one: reverence for the earth.

Born and raised in the St. Croix Valley, I learned to treasure and respect our clean, powerful river.

My parents, also born and raised here, showed me that the same

respect should be given to all places. I was taught to pack out what you pack in, to leave a place better than you found it.

Equality, respect, and care for the earth were a few of the reasons I marched, and I believe it was patriotic to do so.

Was it a protest? Many women I talked to said the march was something more. It was an assertion of the things we stand for, not against.

I joined a small version of the nationwide event in Menominee, Wis. Though our crowd didn’t number in the thousands, I felt that I was taking part in something larger.

And I was. My Facebook and Instagram feeds that day were filled with pictures of crowds in Portland, Seattle, San Francisco, Oakland, St. Paul, Topeka, Chicago, New York City and Washington, D.C. In Menominee, the day was gray, rainy and cold. I wore rain boots and two pairs of socks, but before long my feet were cold. Looking for distraction, I took to reading signs others had brought.

To my left, amid a drab sea of hats and coats in various earth tones, was a woman wearing a hot pink pussyhat. On her shoulders, a girl in a pink coat, purple snow pants and a light pink hat (that one free of cat ears) held a sign with red bubble letters on a piece of cardboard: “KINDNESS MATTERS.” Although I generally dislike it when parents use their children as props at rallies, this display of opinion seemed age appropriate and honest. Judging by the sign, I believed the girl had a say in determining the message.

And who could have said it better?

Regardless of political stance, regardless of all else, kindness still matters. It’s more than an American value. It’s a human value.

Our country may be deeply divided, but I hope we can keep kindness at the center of our interactions. It may well be the only way to move forward together.

LETTER TO THE EDITOR Health care is a right Thank you! I was so pleased to see your well-informed and concise article supporting the idea of single payer. Only ignorance of the facts keeps us tied to a system profiting from denying care and charging higher rates than any other country for drugs, tests and services.

For a country that claims love of freedom: businesses should not have to arrange and pay for employee’s medical care, career choices should not be dictated by health care needs, doctors should be allowed to prioritize patient’s health needs not the hospital’s profits, and people should never go bankrupt for getting medical care.

For all the extra we pay, America is not offering better quality care as evidenced by statistics for mortality and disease.

Hopefully we can learn from other countries and treat health care as a basic human right.

Treading carefully George Bernard Shaw advised, “There are two tragedies in life. One is not to get your heart’s desire. The other is to get it.” Like many, our Sun Editor promised applause if President Trump makes good on his plan for medically insuring everybody. My heart says the same. Yet my mind tries to think through the good and the bad of this idea.

Has medical insurance, or healthcare per se, become a right? If so, who has the duty to deliver it? Having recently spent much time in our excellent Osceola Medical Center, I witnessed healthcare providers dedicating time away from patients for submitting the government requirements from HIPPA, Medicare, Medicaid, Obamacare and the like.

Thomas Sowell once said about government, “You will never understand bureaucracies until you understand that for bureaucrats, procedure is everything and outcomes are nothing. “ Is this move financially viable after President Obama had nearly doubled our national debt to over 20 trillion dollars?

That’s over $60,000 for every person in this country. The cost for the very unpopular Obamacare was a significant part of that. At some unknown future point, the U.S.A. reaches insolvency.

Who will pay for this?

Politics of Envy steers the burden to the rich.

Www.irs.gov shows the top 10 percent of income earners now paying 69% of all income taxes, while nearly all of the bottom half of wage earners pay no taxes at all. And a large majority of Americans are invested in the resented U.S. Corporations by way of IRA’s and other retirement funds.

We have the highest corporate tax rates in the developed world. We see many of these businesses leaving our shores for better tax benefits.

So paying for this insurance/healthcare will hurt somewhere.

Do I want healthcare

for everyone? Yes! Are solutions easy? P.J. O’Rourke bemused: “If you think that health care is expensive now, wait until you see what it costs when it’s free.”

Kinship helps change futures Kinship is more than a mentoring program; it’s a second chance, new options, and support for future generations. I grew up facing what is gently worded as “challenging circumstances,” from the entire continuum of abuse, to struggling on the edge of poverty. Research shows that children who grow up facing even one of these circumstances are between 42 and 95% less likely to succeed in their future (depending on which circumstance they face.)

Having faced them all at one time or another, whether I landed in an abusive relationship, in jail, or unable to provide for myself; I was not supposed to succeed.

The saying “it takes a village” is eloquently demonstrated in my life, and a large part of this credit is in my father’s awareness of the need for help, but also in organizations like Kinship for giving him a place to reach out. From my church family to my Girl Scout leader many have

helped me along the way.

None more directly than Marie-Anne Westigard.

A pivotal moment in my life was her teaching me that I didn’t have to be part of the statistics about “at risk youth”.

I could chose to be different, change my path, and as I later learned be a transitional character in my family’s history.

She taught me that there were options other than continuing the cycle of poverty, abuse, and trauma. It was through her kindness, grace, compassion, and willingness to devote her time to showing me another path for life that I sit here as an outlier.

Today I write this letter knowing that a lot has changed and that the kinship program and its volunteers like Marie-Anna have helped to make my future different. As I continue to move forward in my life, a girl with a horrid past that has taken control of her future. Through others blessings, grace, and love I have completed not one but two degrees, become professionally licensed in my field, and am on a path that I didn’t know was even a possibility. I am enjoying the blessing of being able to pass on the messages that Marie-Anna has and continues to teach me through my professional practice and as I enjoy heading into anSEE LETTERS, PAGE 6

Wisconsin tax collections forecast to be $454 million higher

MADISON, Wis. (AP) — Wisconsin’s state budget got a burst of good news Wednesday with news that tax collections will be nearly half a billion dollars more than estimated two months ago.

The improved outlook from the nonpartisan Legislative Fiscal Bureau will form the foundation of Gov. Scott Walker’s twoyear spending plan and make it easier for the Republican to deliver on his promises as he looks ahead to running for a third term in 2018.

The rosier outlook, combined with less spending than previously anticipated, should be more than enough to wipe out a projected $693 million shortfall based on state agency spending requests.

“While this is certainly good news, our budget priorities will remain the same,” Walker said in a statement. “We will increase funding to public education at all levels, continue tax relief, and reward work.”

Walker has pledged to significantly increasing funding for K-12 schools, cut tuition for University of Wisconsin undergraduates and spend more money for worker training. He’s

promised to do all that, and plug a nearly $1 billion transportation budget shortfall, without raising taxes.

Walker is set to release his budget early next month. The spending plan, which runs from July 1 through June 30, 2019, affects nearly every person’s life in the state. It sets how much gas costs, when hunting season begins and ends, who is eligible for state-funded health insurance through Medicaid, and how much income, sales and property should be taxed.

The Fiscal Bureau report said the state will end the current fiscal year with a net balance of $362 million, which is $322 million above a prior report issued by Walker’s administration in November. That is fueled by about $96 million in higher revenues, $226 million less in state spending.

Over the two years of the next budget, the state is projected to collect about $391 million more than expected in November.

Democratic Senate Minority Leader Jen Shilling, of La Crosse, said budget priorities continue to favor corporations over working families.

Tax Cuts, Bush, and Trump In reply to Mr. Klinkhamer’s editorial, he has misconstrued some of the facts. He is correct in stating the Federal budget had a $127 billion dollar surplus under President Clinton, but this surplus was based on “raiding” of the Social Security fund.

However, relating all our problems back to Bush, is in error. He forgets we had a 9-11 catastrophe just 8 months into the Bush administration, which was perpetuated by the lack of awareness from the Clinton administration. Furthermore, Bush was not the President in 2010, when he states the Federal deficit figures.

President Obama’s deficits have been the largest in U.S. history by any one president. He dou-

bled the Federal deficit in his eight years in office. With regards to the construction and manufacturing losses this was also perpetuated by the Obama administration. His tax programs continued the loss of construction and manufacturing jobs.

In addition, he has tried to put in excess of $100,000 workers in the energy sector out of work from the coal to the oil industries.

When he states low prices for energy, this has not been the case. Under the Obama administration, the electric bills have nearly doubled since Obama was in office. The gas prices have declined, but this is due to the free market sector and the resurgence of oil and gas exploration on State lands. Obama has tried to block any oil and gas exploration on Federal or offshore properties, plus any pipeline projects.

For the record, Obama has the worst labor participation rate since the late 1970s and the “real” unemployment rate is closer to 8%, as they exclude approximately 16 million workers who they consider “not looking for work”, since their unemployment benefits have expired.

The housing ownership is the lowest in the last 50 years and the recovery from the recession is the worst since WWII. Mr. Obama never reached an annual GDP growth of only 3% in the 8 years he

was in office.

Mr. Klinkhamer also forgets about the Reagan Presidency years, when he revived the economy in a deep recession when he took office. At that time, the economy had double digit inflation, home interest rates and unemployment. He lowered the corporate tax rates, which produced GDP growth of 4%+ and revived the economy in 3 1/2 years, which Obama has been unable to do in 8 years. The Federal Treasury doubled their revenues in those years. Unfortunately, this excess revenue was squandered by the democratic controlled Congress.

For the citizen taxpayer, their income level rose in every tax bracket, which resulted in the gain by the Federal Treasury.

The lowering of corporate tax rates will be an incentive to expand and produce in the USA, which will add additional jobs to the workforce.

This has been proven historically. Obviously, President Trump has various millionaires he nominated for his Cabinet. They are people that know the economy and every President since FDR has appointed business executives to their Cabinet, so this is nothing knew. Also, the notion that President Trump will eliminate or reduce Social Security or Medicare is pure fantasy, with no basis in fact.

Isn’t it true that we are a people who continually seek approval from mankind? You may be reading this thinking, ‘You don’t even know who I am! How can you make such a statement?’ The reason I can make that statement is because, we (we fellow humans) are cut from the same cloth. I even find myself caught in a great irony – as I write critically of our penchant for pleasing man, I am writing with a desire to please you – trying to make this enjoyable (or at least tolerable) for you the reader! I’d even like to ask ‘how am I doing’, but that would be going too far. Anyway, though many would wish to think otherwise, even the noble chivalry of a young man toward a stranger struggling to open a door may be (even just in the slightest part) for the approval of man.

Don’t get me wrong, there are exceptions (see Acts 5:29) - shining moments, where one of our fellow brothers or sisters serve in perfect selfless love. But these are the exceptions.

Our tendency to please man is not our biggest issue. There is a subtler problem that we Christians face.

Consider another human relationship. Consider the relationship you have with your earthly father. I suspect that the nature of that relationship sparks strong opinions. Many of joy and others of despair.

When considering our family relationships, for what does every human being long? We long to be loved and accepted by our father and mother.

Moreover, we long for them to look approvingly upon us. Sadly, many parents don’t understand this longing and they ignore their children and/ or neglect to convey the fact that they are created in God’s image! I see this longing for approval in my own children. They live to please me and my wife. Even in their disobedience, it is often a twisted desire to be noticed by the one for whom they long.

I still find myself behaving to conjure the approval of my father. This struck me during our ongoing home remodel.

The more carpentry I can do myself, the more potential for his approval. Right? I long to hear statements like, “Well done.” Or “Great job!”

I often find myself calculating things and cutting things, thinking, ‘I think he’ll love this.’

Or, ‘I can’t wait to hear what he thinks about this…’

Being gracious, he does encouragingly approve of the things I am doing. It’s part of our evolving relationship.

I have moved out of my childhood home and now work on my own house. I am leaving and cleaving.

The problem for us is, in our relationship with our Heavenly Father, we are called to move in the opposite direction. Instead of moving out of our childhood homes and establishing our own homes, we are called to become children of God. To die to ourselves. We are called to do less, not more. He wants to do the remodeling. Yet, we want God to look on approvingly for what we do. We want to be established by our own efforts. But, Scripture teaches that we cannot please God. We cannot gain His approval.

We cannot cause God to delight in us – not of our own accord. The only way God can be

pleased with us is when we cease to do and allow Him to do. We will never be the carpenter that He is. On the contrary, our best efforts are worthy of the qualification ‘filth’ (Isaiah 64:6).

When we seek to be approved by God (following certain rules etc.), we are really taking from God the glory only He deserves. The author of our salvation deserves all credit and the tools shall remain in His hands. The sooner we put down the hammer, the better our life will be. In other words, as a Christian we are actually seeking to be known as our Father’s son. Our purpose is to make His name famous, not ours. His works ought to be what we glory in.

Thus, instead of growing up out of Christ’s home and cleaving unto our earthly works, we must be leaving our earthly life/fame/behavior and cleave unto Him. In no work of my own do I come before Him. In His work alone am I His child forever. I’ll gladly go down in history as a nobody saved by the grace of my famous and capable Father.

Grave will come the day for the man who seeks to establish His name before God and man.

Waiting children

There are 20 young people waiting for an adult mentor in Polk County. Who are these young people? Why did they apply for a Kinship mentor? You might be asking these questions and wondering what the story is behind the need. The answer is that each story is different. The stories are as varied as the young people themselves. Their ages, their interests, their living situations are all different. Their experiences, struggles, and their successes are all different. The one common thread that binds them all together is a desire to have a relationship with an adult who cares.

Meet Cole and Emily. They are siblings, age 7 and 13 respectively, who share this desire for a caring adult to spend time with them. They live with their mom in Milltown, attend school in Unity, and keep each other entertained at home, as best they can; however, both would like to have an adult to talk to, do things with, learn from, grow from. Cole would like an opportunity to do some “guy” things that he cannot do with his mom and sister. He would like to go fishing, work on projects, explore a little more, and play a little ball.

Emily, on the other hand, would like to do art projects, play games, spend time with animals, and ride bike.

Cole and Emily are truly the of type of young people who are a joy to be around. Cole is sweet and laid back; Emily is fun loving and adventurous. They just want an opportunity to build a relationship with caring, trustworthy mentors.

There are 18 more — each with a story of their own.

Some are happy; others are a little sad. Some are outgoing; others are a little quieter. Some are active; others a little less so. Twenty unique local youth are waiting for 20 unique adults to step alongside them.

Florence Christensen

Florence (Johnson) Christensen died peacefully Jan. 17, 2017, at the Christian Community Home of Osceola.

She was 94.

Florence Geneva was born N 13, 1922, in Alden TownNov. s ship to Martin and Amanda J Johnson.

The youngest of e eight children, Florence was 1 years old when newborn 10 C Clarence joined the family a and her lifelong calling as a c caregiver began. Growing up o a farm with lake properon t Florence found her love of ty, a animals and water early on.

I fact, she did not remember In a time when she didnâ&#x20AC;&#x2122;t swim!

Florence graduated from Osceola High School in 1940; the first in her family to do so. She then moved to Minneapolis, first working for a family in their home and then at the Twin Cities Ordnance Plant as an ammunition inspector. Having met a good-looking young man, Sheldon Walter Christensen, at a dance near Horse Creek, Florence would take the train home from Minneapolis most weekends to date him. And during the week, they faithfully exchanged letters.

Florence and Sheldon were married on April 14, 1945, at West Immanuel Lutheran Church. They farmed near Ubet for a short time and their first son, John, was born. Sheldon got a job with the railroad and the family moved to Spooner, where their other children, Bruce, Kathy, and Jim, were born. After the railroad yard there closed in 1956, the family moved back to Osceola where Florence would spend the rest of her life.

With her youngest child in school, Florence began a long career in healthcare, working at Ladd Memorial Hospital for over 40 years as a nursesâ&#x20AC;&#x2122; aide, in physical therapy, and then as a volunteer after her retirement.

She especially loved taking care of babies and children.

She was honored to be the hospital auxiliaryâ&#x20AC;&#x2122;s Love Light honoree in 2010.

Florence had abundant energy, loved being with people, and shared her motherâ&#x20AC;&#x2122;s welcoming hospitality.

Florence prioritized family and took an active role in the lives of her children and grandchildren. She enjoyed cooking, baking, and canning for family and friends, and was well known for her lefse and jam. She was an active lifelong member of West Immanuel, participating in Circle, bible study, quilting, choir, and volunteering

at church events, including the annual lutefisk dinner.

Florenceâ&#x20AC;&#x2122;s hobbies included swimming, dancing, bowling, sewing, traveling, and games - especially 500, carrom, and puzzles. An avid and accomplished gardener, she may be best known for her African violets.

She enjoyed spectator sports and was a diehard Packers and Badgers fan. She also enjoyed wildlife and feeding birds; hummingbirds were her favorite. But Florenceâ&#x20AC;&#x2122;s love of animals went beyond the ordinary; her more unusual pets included a squirrel and pigeon as a child, and expanded further when she had her own family to include a pig, woodchuck, muskrat, crow, turtles, raccoons, duck, and a bear cub!

Florence and Sheldon were married for 42 years when he passed away after a long illness. She was his primary caregiver during that difficult time. Florence is survived by her younger brother, Clarence â&#x20AC;&#x153;Kellyâ&#x20AC;? Carlson; son John (Cathy) of Milam, Tex.; son, Bruce (Linda) of Middleton, Wis.; daughter, Kathy (Bruce) Carlsted of Shafer, Minn.; son, Jim of St. Paul, Minn.; grandchildren, Brett (Debbie), Chris Olivier, Anika (Jake) Carlsted, Erik (Tara), Kristofer Carlsted, Casey (Chris) Love, Rachel, and Jesse; great grandchildren, William, Tyler, Aurelia, and Ronin; and many nieces and nephews.

James Alfred Rydeen James Alfred Rydeen of Osceola died peacefully on Jan. 19, 2017. He was 87.

James was born Oct. 5, 1929 in St. Paul, Minn., to Alfred and Mary (Foster) R Rydeen.

He served in the U Army from 1951 to 1953 U.S. a and served in the Korean W in Panama. He married War A Audrey (Filbrandt) Rydeen o Oct. 4, 195, in Alden, on I Iowa.

They moved to Osceol in 1956 where they raised la t their family. Throughout his w working years, he worked at C Champion Aircraft, Control D Data, drove school bus for O Osceola, and managed the O Osceola Rod and Gun Club.

Outside of work, he enjoyed spending time with family and friends at his cabin on Yellow Lake snowmobiling and hunting. He also enDelivering Your Community

joyed bowling, dancing, playing cards and playing his harmonica.

James was survived by wife, Audrey; sons, Jeff (Peggy) and Jack (Terri); grandchildren, Kelli (Marces), Mychal (Courtney), Katie (AJ), Mcclayne, and Lisa; great-grandchildren, Adalyn and Harrison; and sister, Beverly Johnson.

He was preceded in death by his son, Michael; father, Alfred; mother, Mary; sister, Shirley; and brothers in law, Richard, Don, Douglas, and James.

Funeral services were Jan. 23, at Trinity Lutheran Church in Osceola.

Memorials preferred to the Trinity Lutheran Church.

Jerry Kennealy

Jerry Kennealy died Nov. 30, 2016. He was born in St. Paul, Minn. He was 86.

He attended Marshall High School in St. Paul, gradu uated from Macalester C College with a Bachelorâ&#x20AC;&#x2122;s d degree and had Masterâ&#x20AC;&#x2122;s deg grees from Macalester and t University of Wisconsin the W Whitewater.

He served hono orably in the Signal Corps o the U.S. Army during the of K Korean War. He retired in 1 1990 from public school edu ucation in Wisconsin after 3 years of service. He and 36 h wife, LaVonne (Vonnie), his t then moved to Sun Lakes, A Ariz., where they have resided for the past 25 years.

A fitness advocate and avid golfer, he also had great interest in all sports, having played multiple sports in high school and then later coaching basketball and baseball. Some of his favorite moments were keeping in touch with his former athletes and students.

Jerry was preceded in death by his parents, Ann (Kennealy) Gilbertson and Joseph Kennealy.

He is survived by Vonnie, his wife of 59 years; four children, Terry, Lori Swanell (Jon), Dennis (Jodi), Kevin; six grandchildren Erin, Dylan, Taylor, Shaena, Isaac and Tori; sister, Betty Maw, her four children and their families.

Services were held at St. Stevenâ&#x20AC;&#x2122;s Catholic Church in Sun Lakes on Dec.13, 2016. Burial services were private.

In lieu of flowers, memorials to Mayo Clinic in Scottsdale, Ariz., are preferred.

Sentencing delayed in criminal case against local business owner NeuroScience, Inc. CEO facing up to one year in prison and $100,000 in additional fines

Sentencing has been postponed in the case against Osceola-based NeuroScience, Inc. and its founder and CEO, Gottfried Kellermann.

Gottfried and Mieka Kellerman are the founders of NeuroScience, Inc. and Pharmasan Labs, which conduct medical tests for hospitals and clinics, and also manufacture and distribute their own line of supplements which they recommend for certain medical conditions. Both companies have been based out of the same rural Osceola location since 2002, employing approximately 150 people.

The validity of the group’s practices came under scrutiny in 2013, when a lawsuit filed by the U.S. Attorney’s office alleged that the companies and Gottfried Kellermann obstructed governmental oversight when they manipulated test data by creating an unapproved and invalidated ‘normal’ range for their tests, and also failed to disclose that fact to Health Department inspectors.

Doctors worldwide have used Pharmasan tests in diagnosing patients and prescribing treatment and medication, leaving questions as to the reach of the claim’s implications.

A settlement in the recent case was finalized October 14.

In criminal charges, NeuroScience pled guilty to conspiring to obstruct the U.S. Health Department’s oversight program, for which it faces fines up to $500,000.

Gottfried Kellermann himself pled guilty to violating the requirements of the program, for which he could face up to one year in prison and an additional $100,000 in fines.

In a separate civil portion of the Oct. 14 settlement, both Pharmasan and NeuroScience agreed to pay the United States over $5.6 million

and Kellermann agreed to pay an additional $500k. The settlement resolves allegations that the group violated the False Claims Act by submitting false claims to Medicare and TRICARE as a result of their actions. Just over $1.2 million of the funds will be paid to a whistleblower named in the lawsuit, Danielle Ailts Campeau, a former employee.

A year ago the companies reached yet another separate civil settlement with the U.S. Attorney’s office regarding Medicare billing fraud. Kellermann and his wife, Mieke, agreed to pay $8.5 million in that case.

Although sentencing on the most recent matter was scheduled to take place January 19, Gottfried Kellermann’s attorneys requested more time in responding to a presentencing report. They have been given until February 23 to do so, with sentencing now scheduled for March 23, 2017.

Both Kellermanns are from Germany and had been living in the United States with authorization since the 1970s. But legal conflicts that date back more than 25 years may have put that status in question.

Gottfried Kellermann was ordered removed from the United States in 2008, citing a 1992 conviction for making false statements to a U.S. agency and conspiracy to defraud the United States. The decision was appealed and denied in 2010.

Gottfried Kellermann has continued to operate the companies and reside in Osceola since that time. During an October interview, a company spokeperson maintained both Gottfried and Mieke were in the United States lawfully and are in compliance with all immigration requirements.

School Board Proceedings The Regular Meeting of the Board of Education for the School District of Osceola was held in the district office on Wednesday, December 14, 2016. Anna Lund was introduced. The meeting was called to order by President Timm Johnson at 6:30 P.M. with roll call taken: Keri Uzpen – yes, Craig Brunclik – yes; Pete Kammerud - yes, Rosanne Anderson-yes and Timm Johnson-yes. In addition, Superintendent Mark Luebker and Business Mngr. Jenifer Frank attended the meeting along with Principals Dr. Peggy Weber, Jake Dodge, Dr. Rebecca Styles and Adam Spiegel. Keri Uzpen provided the overview of the Community Informational Meeting on December 7th with the information that Jenny Frank and Mark Luebker provided with the community. OES Feasibility and strategic planning was also touched upon to inform the community with the districts updates and status of developments. The Board was pleased with the PTA having great interaction and follow up with the items discussed and they are proving to be an important partnership with school communications.

Rosanne Anderson provided the overview of this evenings Committee Meeting discussions which included the first presentation of 2017-18 school calendars, two options were presented, Mark will be sharing out to staff and bringing back to school board for February agenda item. Adam Spiegel shared information on possible trimester scheduling at the High School as an information piece. This is to allow for more instructional time per class. Other schools have experienced positive achievement results. The board asked for this to come back to the board January 11 for more review and approval. Discussion on the community meeting from December 7th was reviewed. Follow up questions on Recurring vs Non-Recurring were addressed along with the review of multiple variables that are forecasted in the budget model, from enrollment to property values and state biennial budget process.

Review and discussion in regards to the Referendum consideration were presented by Mark Luebker discussing the consideration of the referendum on the ballot in April and it was decided that one question instead of two was agreed upon to be presented to the voters. The recommendation will be an Operational Referendum to support the academic programs and operational needs of the district. Staffing and enrollment projections were presented, as in the past, the board will continue to review on an annual basis to support student and programming needs. Two scenarios from the Baird Budget Forecast were reviewed to compare the difference between recurring operational referendum and non-recurring funding. The non-recurring would have a large funding cliff in the 2021-22 school year, this putting the district in a very difficult financial positon. As discussed a recurring Operational Referendum gives the school board the authority to levy operational dollars per year but with the many variables that can change over the next four years they also continue to have local authority to review the annual budget and levy only what may be needed for that fiscal year. It provides flexibility to make the good decisions to move forward in academics and growth. To not plan ahead and be in a catch up position would leave us never able to catch up. Mark Luebker made a suggestion for a special meeting for any follow up questions on January 4th, the board was in agreement that a special meeting will not be needed. To meet the Wisconsin Statutes the resolution for the April 4, 2017 electors vote must be presented and approved at the January 11, 2017 School Board meeting.

Rosanne Anderson/Keri Uzpen made a motion to approve the High School Ice Fishing Club be an official High School Club with an advisor being paid $500 per season. Jake Meyer and Rick Stewart will share this position. Discussion continued that there will be a point in time of denial on additional club formations in order to sustain the budget. Motion carried.

A Pete Kammerud/Craig Brunclik made a motion to approve the January 21st “Feed My Starving Children” service day for life fundraiser by anonymous local community members. Motion approved.

A Keri Uzpen/Craig Brunclik motion was made to donate $200 to the Open Cupboard in lieu of holiday gifts for staff.

Motion was carried with Rosanne Anderson abstaining from the vote. Ms. Anderson thanked everyone for the donation.

Administrators Reports: Dr. Styles: The Band Concert was a great success. The Choir Concert will be Dec. 15th. An ADHD Parent Group facilitated by Kari Erickson and Carson McEvoy has been well received. Their next meeting is December 20th from 5-6 p.m. in the OMS Library.

Mr. Dodge: OIS winter concert is this Thursday. Mr. Dodge thanked Mr. Swiontek and Mrs. Henningsgard for their hard work preparing the students for another great concert. Battle of the Books is starting in the Library. Teams will be competing against other teams around the state. Mrs. Dressel expects over 40 students to participate. The PTA has provided multiple copies of some of the titles to support the readers through their book fair benefits as well.

Mrs. Maki: The committee looking at the potential of Schoolwide Title 1 met for the first time. Members include the Title 1 teachers and a classroom teacher and special education teacher from OES and OIS. The team reviewed the differences between the current targeted programming and

Shawn Wilkerson and Colleen Gifford Foxwell, director of the Polk County Information Center, show off the latest visitor guide. Foxwell invited locals to stop in for a guide at 710 Hwy 35 South, St. Croix Falls. the options that a schoolwide model could offer. Grade level representatives, interventionists, and special education teachers from OES and OIS have begun the search for new ELA materials. The first meeting included a review of survey data regarding the strengths and weaknesses of current practices. OMS ELA teacher Jennifer Carlson is working with the SOAR team on creating a “ladder of skills” based on Wisconsin’s writing standards to more closely connect special education writing expectations to core classroom instruction expectations. Dr. Weber and Mrs. Maki attended a workshop on Community and Family Engagement at CESA 11.

Dr. Weber: The 33rd Annual Grandparents’ Dinner was held on Nov. 22nd with 319 people served. The 2nd graders are studying biographies so they interviewed their guests and following up in writing. Big thanks to food service, custodians, 2nd grade teachers and many other for making it happen. The 2nd grade team and Mrs. Henningsgard pulled together another great field trip to Orchestra Hall this year, with Peter and the Wolf as this year’s show. Numerous kids commented on never having been to a play before, or to the Twin Cities. It is an incredible opportunity for our students. OES Concert “Winter Wonderland” was Dec. 9th.

Many thanks to Mrs. Henningsgard, staff and students for putting on a terrific show. The PTA hosted a book fair last week in conjunction with our concert which was attended very well. Following the break, all OES staff and students will be doing PBIS refresher sessions, one area per morning for six mornings. This builds on the fall training and provides kids with mid-year reminders on expectations so we stay on track with behaviors.

Mr. Maki: He reported that he is continuing planning work for the implementation of Academic Career Planning, including the Career Cruising software. Guidance took their second small group on a college visit to Century College.

Mr. Spiegel: Thank you to all staff, but especially Amanda Wicklund and Beth Friedrichsen for leading the annual Blessing Basket festivities. Program will be Dec. 22. They also received a $1000 AODA grant this year! Great work.

Feed My Starving Children event Jan. 21. Our goal is package 315,000 meals. Band and Choir concerts were very positive. Amy Krenz is making plans to revamp the school store. Exploring scheduling options as presented to committee this evening.

OHS boys rebound to defeat Baldwin-Woodville

Last week the Osceola Chieftain boys basketball team dropped from second place to third place in the Middle Border conference standings when they lost a home contest to the St. Croix Central Panthers. What do you do after getting knocked down? Dust yourself off, get up and get back into the battle, right? The Chieftains had just one game last week but they were able to get back on the winning track with a 71-55 win over the Baldwin-Woodville Blackhawks.

The win moves the Chieftains into a second place tie with St. Croix Central with 5-2 records in the MBC as the Panthers lost to Prescott. Osceola is now 7-4 overall and trails first place Prescott (70) by two games.

“It felt good to get back on track after a tough loss,” Osceola senior Jason Bents said. “We’re going to continue to work hard and get better.”

It didn’t take long for the Chieftains to take the lead at Baldwin.

“Joe Swanson got us started off the right way with a breakaway dunk as the first points for the game,” Osceola coach Jacob Meyer said.

With the momentum from the big dunk to start the game the Chieftains were able to open up a double-digit lead by halftime at 33-23. Osceola used a bal-

anced scoring attack to jump to the lead as Kyle Braml led the Chieftains with nine first half points. Haakon Carlson dropped in seven, Bents and Swanson six each, and Erik Braml five by intermission.

“The boys played pretty well,” Meyer said. “We did a job of getting offensive rebounds and built a 10 point lead by halftime.”

Osceola kept up the offensive assault in the second half as they poured in another 38 points, outscoring the Blackhawks by six.

Kyle Braml continued his domination in the paint in the second half as he scored another 14 points to finish the night with a game-high 23.

Swanson added eight points after intermission to finish the game with 14.

Carlson added seven second half points to finish the night with 14 as well.

Isaac Nilssen led the Blackhawks with 18 points with Zak Jourdeans adding 16.

“We had another big conference win against Baldwin (last) Tuesday,” Meyer remarked. “Tyler Ingram had a key basket in the second half that helped extend our lead to 20. We have some time now to practice and clean up a few things for the second half of the season.”

Osceola travels to St. Croix Falls on Friday, Jan. 27 to take on the Saints in a non-conference game.

Girls set for second half run

The Osceola Chieftains girls basketball team finished the first half of the Middle Border conference with a 1-6 record and was submerged in seventh place out of eight teams. Chieftain coach Matt Haase knew that wins would be difficult to come by the first half of the season as he worked new personnel into the mix. It seemed like it was only a matter of time before the Chieftains would make a move. Last week the Chieftains won their second straight MBC contest with a 48-42 win over the New Richmond Tigers. Osceola lost to the Tigers 56-48 the first time these two teams met.

“As we turn toward the final games of the season, our focus is on playing well through the second round of the conference,” Haase said. “We have started the second round with two wins and remain focused on the upcoming schedule.”

The first half of the game against New Richmond was a game of runs. Osceola got up 4-1 but New Richmond ran of nine straight points to lead 10-4 before stretching their lead to 15-6.

With New Richmond leading 17-8 it was Osceola’s turn for a surge.

the game’s next 10 points, five by Ann Salewski, to take an 18-17 advantage.

Osceola built their lead to 25-22 and then it was the Tiger’s turn for a run.

New Richmond scored the last eight points of the first half to take a 3025 lead into intermission.

Osceola regained the lead in the second half on back-to-back baskets by Katie Haase followed by a long ball by Alyssa Pauley to put the Chieftains up 32-30. New Richmond responded with consecutive treys and a deuce

With New Richmond leading 40-36 the Chieftains made the last and most important run of the game. Osceola outscored the Tigers 12-2 the rest of the way to grab the win and keep their momentum. With the Chieftains leading 44-42 it was Pauley who calmly netted her second 3-pointer of the night to put the Chieftains up 4742 with 1:08 to play.

I ran across some reports of historical interest. One was of a troop of U.S. Calvary soldiers who were exploring what is now Pierce County, Wisconsin. After a long day in the saddle the commanding officer chose to camp on what is now recognized as the Rush River. Some of the men were accomplished anglers and found the stream full of trout.

Today the Rush holds a good population of brown trout. Back in 1980s it held the state record brown trout that was over 12 pounds. But when the U.S. Calvary camped on the Rush there were no brown trout there. Brown trout were stocked in US waters later, hence the name German Brown Trout. The trout the soldiers caught were native brook trout, actually members of the Char family. Many brook trout over 8 pounds were caught and the entire troop ate fish for the few days they were camped there before moving on to explore more of the upper Midwest.

There are no wilderness waters left around us but you can still find seldom fished waters. Some of these lakes and streams are back away from roads or on private lands that don’t get the pressure of the most popular lakes. But if you want to do the work you can find lakes and streams that offer peace, quiet and big fish!

Wilderness then and now

I was watching a fishing show on TV the other day, something I do not do very often because I consider TV a waste of time. But it was 20 below and some angler was headed for the Amazon and claimed it was one of the last places left on earth where fish had never seen a modern hook. I’m not too sure I like that thought and watched this dude use the local tribesmen to further himself and his show.

Being on the other side of 65 I can remember watching shows as a kid that showed wilderness fishing in Canada’s and Alaska’s wilderness. With the evolution of the float plane such places were now accessible. Giant lake trout and pike pushing 50 inches were Gadabout Gaddis’s and Curt Gowdy’s targets.

It certainly wasn’t the week that St. Croix Falls Saints boys basketball coach Chad Hall or any of his players wanted or expected.

The Saints entered last week as the only unbeaten team in the West Lakeland conference, but suffered their first conference loss of the season when they fell to Grantsburg, 40-37, in a game played on the Pirates’ home floor.

St. Croix hoped to get back on the winning track when Luck came to town two nights later, but the Cardinals had other plans. They defeated St. Croix SEE SCF BBB, PAGE 16

This season has been a roller coaster ride for the Osceola Chieftain wrestlers.

When healthy, Osceola competes pretty well but due to injuries and illness the Chieftains have had a hard time putting a full lineup on the mat.

Last week the roller coaster may have hit the bottom when Osceola lost to a powerful Ellsworth Panther squad in a Middle Border conference match but the team went on an upswing when it competed at the Durand Duals.

“Ellsworth has a team that likely won’t be challenged in Wisconsin,” Osceola coach Nate Demulling said. “They are a clear favorite to repeat as team State champions.

We were down two more varsity wrestlers due to injury and sickness and decided to wrestle a few of our other varsity guys at the JV level against Ellsworth.”

The result, not surprisingly, was a lopsided win for Ellsworth. Osceola senior Tanner Johnson, wrestling at 220 pounds, was the only

“Ellsworth is always a tough team and we knew that going into the match,” Johnson said. “I’m glad I got an individual win for myself but there’s still a lot of room to improve with the season coming to an end.”

“Tanner wrestled very well in picking up our lone victory,” Demulling said. “It was probably the best match I’ve seen him wrestle all year.”

Osceola had no time to lick their wounds as the next day they traveled to Durand to compete in the Durand Duals. The Chieftain roller coaster is on the upswing as Osceola won twice, lost once in a near-miss tiebreaker and lost to host Durand.

“We started very strong by beating both Mondovi and then Whitehall,” Demulling said. “We were still missing (Andrew) Olson and (John) Hove but gained Jack Feldt back in the line-up. We were able to move wrestlers around all night to be competitive.”

The Chieftains defeated Mondovi 43-15 and Whitehall 46-30,

lost to Durand 49-21 and lost in a tie-breaker to New Lisbon 37-36.

Feldt, Tanner Johnson, Nick Abernathy and Diego Lowney all wrestled extremely well and went 4-0 at Durand.

“As a team I think we took a big step last Friday in Durand and are moving in the right direction for conference,” Johnson said.

The roller coaster ride is not surprising as the Chieftains are leaning on several freshmen to help carry the load. Varsity wrestling is a big step up from middle school and these wrestlers are gaining valuable experience.

“I’d like to mention and give credit to our freshmen group of wrestlers,” Demulling said. “Drew Willeman, Aaron Schmidt, Ryan Leidle, Zeke Lowney, Matthew Germain, and Logan Johnson all have wrestled varsity to varying degrees and we’ve moved them all around in the line-up. Normally, you wouldn’t rely on freshmen so much or ask that much from them but these guys have all been willing to be team players and do what us coaches ask. They deserve a lot of credit.”

SCF girls take top spot

The West Lakeland girls basketball schedule is approximately half done and the St. Croix Falls Saints are perched on the top of the standings with a 5-0 record (103 overall). St. Croix is the only undefeated team left in conference play as the second place Grantsburg Pirates have a 6-1 record.

Last week the Saints handed Grantsburg their first conference loss 5735. Two nights later St. Croix defeated the visiting Luck Cardinals 57-29.

When St. Croix traveled to Grantsburg both teams were still unbeaten in conference play and on paper it looked like it would be a close contest.

The game was close for the first half with the Saints enjoying a 28-22 lead at the break. The second half turned out to SEE SCF GBB, PAGE 16

Osceola High School hosts powerlifting meet

The Osceola Chieftain powerlifting team has already spent many hours preparing for the 2017 season.

The first public look at the Chieftain squad’s progress was on display on Jan. 14 in a Regional meet in Osceola.

The Chieftains have a reputation for great lifters over the years. Coach Jeff Hahn has a total of 26 lifters on his roster and this season has unique challenges.

“This year we are very young,” Hahn said. “We have a huge opportunity for growth and our upperclassmen have been charged with leading the youngsters.”

This season is also a season of transition for powerlifters statewide.

Lifters are transitioning from ‘equipped’ to ‘unequipped’ classifications.

Lifters who have competed in the equipped class can continue to do so while new lifters compete as unequipped.

What is the difference between equipped and

unequipped you ask?

“Equipped lifting uses knee wraps and squat suits to aid the lift,” Hahn explained. “Unequipped use only neoprene knee sleeves and singlets.”

Osceola has two boys, Thomas Schell and Chad Pelzl, and two girls, Lindsey Pennel and Reagan Ekstrom, competing in the old classification.

Schell placed first in his 123 pound class with best lifts of 310 (squat), 150 (bench) and 335 (deadlift) for a total of 795 pounds. Pelzl had a total of 840 pounds lifted (315165-360) to win the 148 pound class.

Osceola earned three second place finishes with Lexus Zeigler the runner up in the 123 pound girls class with lifts of 150 (squat), 110 (bench) and 250 (deadlift) for a total of 510 pounds.

Marie Haase (225-125315) placed second in the 198 pound class with a total of 665 pounds lifted.

On the boys side it was Jake Campbell (285-165390) placing second in the 148 pound class with a total of 840 pounds.

It took a massive ef-

fort by many volunteers to get the season underway in Osceola and once again Hahn got the help he needed.

“The meet was again made possible by a ton of volunteers consisting of OHS staff, parents of

lifters, parents of former lifters, alumni lifters, and current high school lifters,” Hahn said “This year the New Richmond National Guard even got into the action by spotting and loading at a platform.”

Now it is back to the weight room as the 26 Chieftain lifters work on their skills in preparation for their next meet which is on Feb. 11 in Elk Mound.

St. Croix wrestles well at Saints Wrestling Classic

The St. Croix Falls Saints know how to throw a wrestling party.

St. Croix hosts a huge tournament each year that draws impressive wrestling talent from Wisconsin and Minnesota. This year 21 schools displayed their talent, with Hudson coming out on top of the team scores. Totino Grace High School from Fridley, Minn. was runner-up with the Saints placing third.

“St. Croix Falls wrestled well at a very tough tournament this weekend,” St. Croix coach Dan Clark said. “Having ten guys place was great.

Five kids placed in the top four. The competition was very tough as there were over 50 individuals ranked in the state. As a team placing third is a great step in the right direction. With the caliber of competition that was at this tournament third

place is a very good finish.”

The Saints were led by junior Luke Clark who received byes in his first two rounds, won by technical falls in his next two rounds and won the 170 pound division by defeating Sam Newell of Chetek 3-2 in the championship match.

“Luke Clark had a good day in winning the tournament, beating some very good kids throughout the day,” Dan Clark said.

Clay Carney placed third in the 152 pound division for the Saints.

Carney won by fall in his first two matches before running into Tim Bialka from Princeton in the third round. Bialka defeated Carney, sending him to the third place match against Sam Peters of Chetek. Carney rebounded to defeat Peters 8-6 in the third place match.

Bill to lift protections for wolves introduced MADISON, Wis. (AP) — Senators from three states have introduced legislation to lift federal protections for gray wolves in Wyoming, Minnesota, Wisconsin and Michigan and return responsibility for managing those populations to the states.

The bill introduced Tuesday comes from senators Ron John-

son and Tammy Baldwin of Wisconsin, John Barrasso and Enzi of Wyoming, and Amy Klobuchar of Minnesota.

The Interior Department has tried several times to take wolves in the four states off the endangered list but has been blocked by the courts. Both the Senate bill and one introduced in the

House last week would prevent the courts from overruling the decision.

Similar proposals stalled out last year, partly due to White House opposition. But farm and rancher groups and other wolf hunting supporters hope that changes under the Trump Administration.

“Annalise Parks and Katie Kopp took advantage of the open shots from the outside,” St. Croix coach Angie Maternowsky said. “Adrienne Stoffel and Addie McCurdy were able to score from the inside for us.”

The Saints once again displayed a balanced scoring attack which has been an important factor in running off five straight conference wins. Kopp led the scoring with 16 points highlighted by four treys.

Parks also ripped the nets with four 3-pinters and finished the night with 14 points. Stoffel’s and McCurdy’s inside game led to 11 and eight points respectively.

The game against Grantsburg was in doubt until the second half. Against Luck the suspense was gone early as St. Croix rolled to a 24-7 halftime advantage. The Saints added another 11 points to their winning margin

after the break to come away with a 57-29 win.

Kopp played her usual impressive game and led all scorers with 20 points, with nine of her points coming from behind the arc. McCurdy added a dozen points to the Saints’ collection and Sidney Hoverman came off the bench to contribute 12 more.

“Katie Kopp played a big role for us scoring 20 points,” Maternowsky said. “Sidney Hoverman created a spark coming on strong in the first half and getting our inside game going.”

Hoverman is not a starter but she knows that her role is as important as the rest of the players. She needs to be ready when called on.

“The players on our bench are very talented,” Hoverman said.

“Every player is ready to perform when needed. Everyone also sticks together on and off the court.”

This cohesiveness will be vitally important as the Saints push for the conference championship in the upcoming weeks.

Minnesota officials seek tax break for Wisconsin workers ST. PAUL, Minn. (AP) — A Minnesota lawmaker has proposed a bill to help residents who may pay higher taxes due to working in Wisconsin.

The bill, proposed by Republican Sen. Greg Davids, would offset the higher taxes in Wisconsin and give Minnesota residents a tax credit, the Post Bulletin reported. The measure, which is being considered in a larger tax bill, would cost the state $8.6 million in the first year and would drop to $6 million a year later.

For more than 40 years, Minnesota had a tax reciprocity agreement with Wisconsin, before it ended in 2009. Around 24,000 Minnesota residents work in Wisconsin, and many of them are faced with paying hundreds of dollars more in income taxes than they did when reciprocity was in place.

“Minnesotans really get hammered at no fault of their own,” said Davids, chairman of the House Taxes Committee.

La Crescent Mayor Mike Poellinger said approximately 80 percent of the town’s employed residents work in Wisconsin.

The loss of tax reciprocity has been a big headache for these residents, who now have to file tax

returns in both Minnesota and Wisconsin.

“Hopefully, the Legislature can come together and they won’t be polarized on this because it benefits both Republicans and Democrats if the people can stay in the state of Minnesota and seek employment elsewhere,” Poellinger said. “There really isn’t a big hub in our area for employment SEE TAX, PAGE 21

Scholarships available to high school seniors Polk County Farm Bureau announced last week that they will be granting scholarships to graduating high school seniors who are enrolled in an accredited college, university or technical college. All majors will be considered for this scholarship.

To qualify, applicants and their parents must be a current Polk

County Farm Bureau member.

This scholarship will be based on the student’s past school and community activities. A certificate of scholarship will be presented to winners this spring and the scholarship will be awarded after the student has completed one semester of college or vocational school and has provided a transcript with

Homemade French Dip sandwiches

ecently, my son wanted a French dip sandwich, although he didn’t know what it was called. Since I happened to be preparing a beef arm roast for dinner, I decided to make the sandwiches instead.

I pulled out my favorite recipe for onion bread and prepped the beef a little differently than I would for a roast. I chose spices that reminded me of French au jus broth--garlic, onion, oregano and some seasoned salt. Ordinarily, I would use a rump roast, cook it fast, and Wild Chow beef slice it thin but the arm roast was thawed.

French Dip Roast Beef 3-3 ½ lbs. beef arm roast 2 tsp. seasoned salt 1 tsp. garlic powder ½ tsp. pepper ½ tsp. oregano 2 onions, sliced 1 - 10 oz. can beef consume’ Onion Rolls 3 cups bread flour 1 ¼ cups water, plus 2 Tbsp.

2 Tbsp. sugar 2 Tbsp. dried onion flakes 1 ½ tsp. salt 2 tsp. yeast 2 Tbsp. butter, melted

Preheat oven to 350 degrees. Place roast in Dutch oven. Sprinkle spices over roast. Pour 1 cup water into roasting pan without washing spices off meat.

Add onions and tightly cover pan with foil and place lid on top of foil. Cook 1 hour at 350, then lower temp to 325 degrees and cook for 3 ½ to 4 hours.

Roast should be very tender.

While the roast is cooking, prepare the rolls.

In a large bowl or in a mixer with a dough hook, mix flour with sugar, salt, yeast and onion flakes.

Add the water and mix with a spoon or with a mixer on low speed until fully blended. Knead by hand or with a mixer until dough is smooth and elastic—about 6-8 minutes. Let dough rest about five minutes and knead again for 1 more minute.

Place dough in oiled bowl and cover with plastic wrap; set in a warm place to rise until double in size—1- 1 ½ hours. Punch dough down, let rest for 5 minutes. Turn dough out onto floured surface. Cut into 8 equal size pieces and form each into oblong rolls. Spray a rimmed baking sheet with cooking spray and place rolls on sheet. Set aside to rise in a warm spot again—do not cover. When rolls have almost doubled in size, melt butter in a small bowl and with a pastry brush, butter each roll. Bake 2025 minutes until rolls are golden brown. Cool.

To assemble each sandwich: Heat the beef consume’ in a small saucepan to almost boiling. Keep hot.

After the roast is cooked, remove onion and set aside and remove beef from pan. Scoop away fat that has accumulated on top of cooking juices. Add the juice to consume’ (au jus). Remove all fat from roast. With a fork, shred roast beef into bite size pieces.

Slice cooled rolls in half and place some beef on each roll, dividing it between all eight rolls. Top with onions and serve with individual cups of hot au jus to dip the sandwich into.

Earlier Wednesday a coalition of liberal advocacy groups urged Walker and the Legislature to repeal a manufacturing tax credit and increase taxes on capital gains to free up $900 million in the budget.

The coalition — A Wisconsin Budget for All — said the nearly $1 billion in tax increases could be diverted to public schools, health care and worker training programs.

Republicans have championed the tax cuts the groups are pushing to undo, making it unlikely the proposals will find much traction.

Given the unlikelihood that Republicans will embrace the proposal, the goal is to “begin a different kind of conversation,” said Ken Taylor, executive director of Wisconsin Council Children and Families.

The coalition called for the repeal of a manufacturing and agriculture tax credit program that has been phased in over the past four years and will cost an estimated $569 million over the next two years. It also wants to increase taxes on investment income known as capital gains, arguing that the way taxes are structured now unfairly benefit the wealthy.

Taxing capital gains like ordinary income would generate $328 million over two years.

Groups in the coalition represent a variety of church leaders, teachers, the elderly, social workers, labor unions, nurses and others. They include the state chapter of the Service Employees International Union, the statewide teachers’ union Wisconsin Education Association Council, the Coalition of Wisconsin Aging Groups, the Wisconsin Council on Children and Families, Citizen Action Wisconsin and the Wisconsin Democracy Campaign.
