Under bright sunshine and before a large and enthusiastic crowd of supporters and contributors, the first shovels broke ground at the site of the forthcoming Discovery Center at Fourth Avenue and Kent Street in the heart of downtown Osceola. The ceremony took place June 27, on land that just a few weeks earlier had been cleared to make way for the new multi-faceted building. Key donors who stepped up early and contributed generously to the Inspire capital campaign were the first to grasp the gold shovels, followed by village officials and community leaders. State Senator Sheila Harsdorf was also

on hand to participate. Fittingly, a future generation of community leaders, the Osceola High School Marching Band, got the celebration off to a rousing start as they marched down Chieftain Street to Fourth Avenue. Emcee Robert Bullard welcomed the crowd and the program officially began as the band played “The Star-Spangled Banner.” The program, designed to include all aspects of community life, recognized past and present achievements and visions for the future. Watershed stewards act to protect beauty of the river

New building planned for Osceola Community Fair

A river’s beauty and vitality are intimately connected to its watershed, or the water working its way through the broader drainage basin at any given time. Although the St. Croix River has been protected for nearly 50 years under the National Wild and Scenic Rivers Act, the health of its watershed is slowly diminishing. The federal Environmental Protection Agency has declared the lower St. Croix an impaired water body due to its phosphorus levels — phosphorus that comes from human SEE RIVER, PAGE 6

The Osceola Community Fair board is making plans for a new headquarters on the fairgrounds. Although the current building that houses the fair office and all of the displays is widely admired, it has become outdated since it was built in 1962. The fair board believes it must be rebuilt to accommodate the current needs of the community. Still in the early stages of planning and fundraising, the board hopes to remove the current structure and rebuild, reusing original materials when possible and remaining true to the pole barn structure, explained Community Fair Secretary Philip Points. “We are going to attempt to recycle and repurpose as much of the old building as possible,” he said. In addition, the new building will be upgraded and finished. Growing a little larger width-wise than the
