Remulla met with Chinese Ambassador Jing Quan on Thursday to discuss ways to strengthen cooperation on peace and order, particularly in safeguarding Chinese nationals in the Philippines.
According to Remulla, the dialogue centered on “practical measures” to help de-escalate tensions and improve mutual understanding between the two countries.
He clarified that the meeting did not cover the Philippines’ sovereign claims over the Kalayaan Group of Islands in the West Philippine Sea.
“We didn't talk about Kalayaan. We talked more about how to de-escalate the tensions between the two countries. And a lot has to do with cultural exchanges,” Remulla said.
“We help each other a lot with law and order, with peace and order, so that's all we talked about. But, as far as Kalayaan, we didn't talk about it,” he added.
Despite this, Remulla reiterated Manila’s position on the Kalayaan Island Group, stating that the country retains its sovereign right to occupy them.
“It is in the Philippines’ territorial waters. It is our sovereign right to occupy those islands. Plain and simple,” he said.
As of press time, the Department of Foreign Affairs had yet to comment on China’s move to talk to the government through the DILG and Remulla.

In a press briefing, Palace Press Officer Undersecretary Claire Castro rejected allegations that the President was aware of the supposed irregularities in government-funded flood control projects.
“As of the moment, any corruption issue leveled against the President is a lie. The President is focused on developing our country. Any baseless accusations should not be used or used as a weapon to weaken the people’s trust in our government,” Castro said.
On Tuesday, ACT Teachers party-list Rep. Antonio Tinio, who endorsed the dismissed impeachment complaint against President Marcos, claimed to have “communication records” proving that the Chief Executive had direct knowledge of the kickback scheme that gave rise to the flood control corruption scandal.
Meanwhile, Vice President Sara Duterte on Thursday charged that the President’s signing of the national budget, which contained blank items and insertions, constituted an impeachable offense.
In a chance interview in Davao City, Duterte asserted that signing a budget with blank items and insertions could be grounds for impeachment. She also said refusal to answer questions about competency or drug use, or being accused of using illegal drugs, might also be considered impeachable offenses.
“Para sa akin, personal ko na opinion. Ako, diba, ang nagsabi pinakauna na impeachable offense yung pagpirma ng budget na alam mong galing siya sa bill na may mga blangko at merong mga insertions,” she said.

The Vice President’s remarks followed the House of Representatives’ decision to endorse a Justice Committee report which found the two impeachment complaints against the President insufficient in substance.
Duterte also clarified that she has not read the complaint against Marcos, but emphasized that, as Vice President, she cannot refuse a challenge to her fitness for office. She argued that her oath requires her to preserve and defend the Constitution.
“But for me, as Vice President, when there is a challenge to my fitness, I believe I cannot say no. Because I took an oath, and I say there, I will preserve and defend the Constitution. How can you preserve and defend the Constitution, if you are not in the right mind?” Duterte said. In the same briefing, Castro noted that the Vice President should prioritize her own legal cases before addressing others’ cases.
On Feb. 9, a third impeachment complaint was filed against Duterte by a group of priests, nuns, and lawyers, endorsed by ML Party-list Representative Leila de Lima.

But Lanao del Sur Rep. Zia Alonto Adiong, chair of the House Committee on Suffrage and Electoral Reforms, said banning relatives up to the fourth degree would be “very challenging” to enforce.
“The enforceability issue aspect of that… would be very much challenging for the Comelec (Commission on Elections),” Adiong said in an interview, noting that even retired Justice Adolfo Azcuna had raised similar concerns.
Comelec chairman George Garcia earlier said limiting the ban to seconddegree relatives would be more workable, citing existing restrictions in Sangguniang Kabataan elections.
Under most proposals, seconddegree relatives—parents, children, spouses, siblings, grandparents and grandchildren, including in-laws— would be barred from running simultaneously in the same locality.
A fourth-degree ban would extend to first cousins, great-grandparents, greataunts or uncles, and grand-nieces or

“When leadership positions circulate within family networks, citizens will perceive governance as self-serving rather than public-oriented. This reduces electoral competitiveness, weakens checks and balances, and diminishes citizen confidence in institutions,” he said.

“The important thing is he has lawyers and they are discussing right now their preparations for the confirmation of charges,” the Vice President said in an interview in Davao City.
“We are praying that the court (ICC) will be fair,” she added.
Asked to comment on the ICC Pre-Trial Chamber I’s decision granting the request of both the prosecution and the defense to introduce new pieces of evidence, Duterte said she cannot comment on the matter.
The ICC prosecutors have charged ex-President Duterte with three counts of crimes against humanity, alleging his involvement in at least 76 murders as part of his “war on drugs”.
The first count concerns his alleged involvement as a co-perpetrator in 19 murders carried out between 2013 and 2016 while Duterte was mayor of Davao City.
The second count relates to 14 murders of so-called “High Value Targets” in 2016 and 2017 when Duterte was President.
The third charge was about 43 murders committed during “clearance” operations of lower-level alleged drug users or pushers.
These took place across the country between 2016 and 2018, the prosecution said. Duterte was arrested in Manila on March 11, flown to the Netherlands that same night, and has been held at the ICC’s detention unit at Scheveningen Prison since.
Kalayaan Avenue Station, located beneath 11th Avenue and Uptown Open Parking, and the BGC Station located along McKinley Parkway in between Serendra and Market! Market! Both stations are situated within Bonifacio Global City (BGC), Taguig City and cover a total route length of 1.331 kilometers. CP 105 will use the Tunnel Boring Machine (TBM) to build tunnels and employ the Cut-and-Cover method for the station. The project duration is approximately 67 months or five years and seven months from the commencement of works.
Billed as the Philippines’ “Crown Jewel” of mass transit system, the Metro Manila Subway will cut across eight cities stretching from Valenzuela City to FTI-Bicutan in Parañaque City with a spur line to NAIA Terminal 3 in Pasay City.
The 33-kilometer and 17-station rail line aims to cut travel time between Quezon City and Ninoy Aquino International Airport (NAIA) in Pasay City from the present one hour and 10 minutes to just 35 minutes.
Once operational, the underground railway system can service up to 500,000 passengers daily.

THE Commission on Audit (COA) on Friday announced it filed four fraud audit reports before the Office of the Ombudsman involving more than P275-million worth of flood control projects in Bulacan.
It cited alleged ghost projects, unauthorized site relocations, payments for pre-existing structures, and serious documentation deficiencies.
The projects were implemented by the Department of Public Works and Highways (DPWH) Bulacan 1st District Engineering Office and awarded to SYMS Construction Trading and Wawao Builders.
Based on physical inspections, geotagged photographs, and historical satellite imagery, state auditors reported recurring irregularities.
These include no flood control or riverbank protection structures being found at approved project sites despite reports that the projects were completed or substantially accomplished.
Moreover, in several instances, DPWH representatives allegedly led inspectors to locations different from those specified in approved plans and contracts, without revised plans or written authority.
Satellite imagery further showed that some riverbank protection structures already existed prior to contract effectivity, raising the possibility that payments were made for works not newly constructed.
Finally, required documents, including as-built plans, detailed cost breakdowns, Statements of Work Accomplished, and approved master plans, were either incomplete or missing.

THE Supreme Court (SC) said Friday it directed Ombudsman Jesus Crispin Remulla and the Independent Commission for Infrastructure (ICI) to comment on the petition filed by resigned Ako Bicol party-list Rep. Zaldy Co.
The High Tribunal asked Remulla and the ICI to comment within 10 days from notice.
Last month, Co’s camp filed a petition seeking for an issuance of a temporary restraining order (TRO), so that the Office of the Ombudsman cannot implement the resolution to charge him. They questioned the resolution finding probable cause to charge the former lawmaker in connection with alleged anomalies in the government’s flood control project. In its 55-page petition, they seek to annul the resolution for being issued with grave abuse of discretion finding probable cause for violation of the AntiGraft and Corrupt Practices Act and for malversation of public funds through falsification of public documents.
“In disregard of Co’s constitutional right to due process and established rules of procedure, the Ombudsman declined to resort to other available modes of service and merely proceeded to indict Co,” the petition read.
For its part, the Office of the Ombudsman described said petition as part of ‘dilatory tactics.’
“The Office of the Ombudsman will not be distracted by dilatory tactics meant to derail the in-depth investigation into his illegal and corrupt acts,” Assistant Ombudsman Mico Clavano said.
Previously, the Department of Justice (DOJ) confirmed that Co is facing a plunder complaint filed by the National Bureau of Investigation (NBI).
DLSU confirms student fell from campus building

THE De La Salle University (DLSU) on Friday issued a statement confirming that a student fell one floor from a building on campus earlier in the day.
The student received immediate medical attention from the university clinic before being accompanied by university medical personnel to a nearby hospital for further evaluation
School administrators are closely coordinating with the student’s guardian to ensure they receive all necessary support.
“Out of respect for the student’s well-being and the family’s privacy during this sensitive time, we ask for everyone’s cooperation in maintaining a supportive and compassionate environment. The safety and welfare of our students remain our highest priority,” the statement read.
“We urge the Lasallian community and the general public to refrain from circulating unverified information or engaging in speculation regarding the circumstances of this incident,” it added.
The university’s official student publication The LaSallian earlier reported that the student fell from the third floor inside the main building to the green roof of the lower level.

THE Department of Social Welfare and Development, through the National Authority for Child Care, has intensified its campaign against illegal adoption and the online selling of babies.
Assistant Secretary Rowena Macalintal of the NACC’s Operations and Services said there is no reason for parents to sell their children because government assistance is available.
She said the crackdown follows the directive of President Ferdinand Marcos Jr. to DSWD Secretary Rex Gatchalian to step up efforts against illegal adoption and child trafficking.
“There is no need to sell a child because our government already has help. It is forbidden to sell a child. Online adoption is also prohibited,” Macalintal said.
Macalintal urged parents in crisis to approach the DSWD for lawful assistance instead of resorting to illegal schemes that endanger children and carry severe criminal penalties.
The warning came after the Philippine National Police - Women and Children Protection Center (PNPWCPC) rescued two infants who were being sold by their own mothers or through intermediaries.
The NACC said it works closely with the PNP and the National Bureau
of Investigation to track and arrest individuals involved in illegal adoption and online baby-selling.
It also coordinates with the PNP Anti-Cybercrime Group to monitor digital platforms such as Facebook where unlawful transactions involving minors are arranged.
Authorities conducted five entrapment operations in 2024 and eight in 2025 in coordination with the NACC.
In the first quarter of 2026 alone, seven entrapment operations have already been carried out, signaling a rise in reported incidents.
From 20 successful entrapment operations, 22 minors were rescued and 32 suspects arrested. In most cases, the biological parents were involved.
“Fortunately, we also have a successful conviction for qualified trafficking which carries a penalty of 20 years to life imprisonment and a fine of P2 million up to P5 million,” Macalintal said.

Taguig promotes animal welfare, pet ownership
THE Taguig City government is proactively promoting responsible pet ownership and animal welfare by offering free veterinary services through its Pet Caravan initiative. Wednesday’s caravan event at Barangay Ibayo-Tipas was organized by the Office of the City Veterinarian. The organizers offered free veterinary consultations to 187 pets.
Additionally, 104 pets were dewormed, 136 received free vitamin injections, 122 were given anti-rabies vaccinations, 142 pets underwent spaying or neutering, and 28 pets were microchipped to ensure proper identification and enhance the likelihood of being reunited with their owners if they become lost.

THE Philippine Military Academy has strengthened its academic and research initiatives through a new partnership with the Department of Science and Technology – Metals Industry Research and Development Center (DOST-MIRDC).

THE Land Transportation Office has apprehended and seized 353 unregistered public utility vehicles in its one-time big-time anti-colorum operation from February 9 to 11.

THERE should be more frequent random inspections of ambulances amid misuse of sirens, particularly during rush hour, Senate President Pro Tempore Panfilo Lacson said on Friday. According to Lacson, emergency vehicles that misuse sirens despite having no patients on board are not only disruptive but also pose risks to motorists and commuters.
“Drivers of vehicles with no emergency patients must be apprehended, their licenses revoked and charged, if warranted. Aside from being annoying, they can be traffic hazards,” he said.
The Department of Transportation’s Special Action and Intelligence Committee for Transportation stopped an ambulance on Thursday for illegally using the EDSA Busway near Santolan Station during peak hours.
Investigators found the vehicle was operating as a shuttle service for individuals heading to medical checkups, with the ambulance interior revealing multiple passenger seats but no standard emergency equipment such as a stretcher and oxygen tank.
The driver admitted the vehicle was being used to transport patients for scheduled hospital visits.
Last year, Lacson proposed reversing the direction of buses along the EDSA Busway to deter unauthorized vehicles from exploiting the lane during heavy traffic.
He said the proposal could be paired with infrastructure adjustments that would allow commuters to disembark at a center island instead of the highway to reduce the risk of accidents.

‘Close down TEIs with no LET passers’

TEACHER Education Institutions (TEIs) that fail to produce passers in the Licensure Examination for Teachers (LET) should be closed to ensure aspiring educators receive quality training, Senator Sherwin Gatchalian said on Friday. Citing data from the Teacher Education Council, the senator said 200 institutions recorded zero passers in the 2024 secondary level licensure exam, while 121 institutions had no passers in the elementary level. Currently, 397 teacher education programs are recommended for closure by the Commission on Higher Education due to poor performance and noncompliance with standards. In 2024, the agency amended several memorandum orders to strengthen quality assurance in pre-service teacher education and require the shutdown of institutions that repeatedly fall below minimum standards.

“NO ONE left behind” is a catchy line. It is compassionate. It is humane. It is applicable to different social services, but in the context of education, it is a good objective to aspire to. It means that the system should be so effective that everybody, with no exceptions, should receive quality education regardless of their circumstances. Together, children learn their lessons well. Together, they advance to the next stage.
This compassionate stance was emphasized during the pandemic, when conventional face-to-face learning had to be modified because of mobility restrictions. Because children could not come to school, online classes became the norm. Learning modules were printed out and brought to their homes. Teachers were advised to be compassionate – and rightly so. Life was already difficult as it was; the pandemic complicated the situation in ways that were not obvious. Family members got sock, parents lost their jobs, or children had to step up and earn a living to help out.
The effect of the pandemic – and of the continued policy of compassion — on the quality of our students’ learning has been considerable.
No less than the Second Congressional Committee on Education, or EDCOM2, pointed out in its report released in January:
“…Findings underscore the severe challenges faced by learners as they move across grade levels: highlighting the possible consequences of ‘mass promotion’ practices”, and once again, stressing urgent reforms demanded to ensure mastery of foundational literacy.”
With ‘mass promotion,’ no one does get left behind – even those who need additional help and who must stay where they are. Mrs. Precy Catanauan, a retired high school principal from Caloocan, denies that mass promotion exists in the Department of Education. “It has no legal basis,” she says. During her time, she encouraged teachers to support struggling students through intervention and remedial programs. But if they still fail to meet minimum requirements despite these efforts, “a failing grade is appropriate.”
“Grades should reflect actual performance, not sympathy,” she says.
Dr. Arlene Ocol, current principal of Cielito Zamora Junior High School, acknowledges the temporary relief offered by mass promotion during difficult situations. But students who were allowed to move forward without mastering essential skills do struggle with their confidence and performance in the long run. “True advancement must be grounded on actual learning and student readiness.”
But while mass promotion is not, technically, a policy, it is an open secret. It is not at all new. A public school teacher from Antipolo City, who requested me to withhold his name, says that stopping this practice will not solve the problems in the educa-
tional system.
More should be done: those who want real educational reform should ensure that each student’s basic needs are met. Parents should have jobs that do not limit their ability to guide and provide for their children. There should be authentic upgrades in schools’ facilities and resources.
“Hence, preventing students, who do not meet the standards, [from being] promoted to the next level without addressing these deficits will just make things worse.”

Another teacher, this time from Quezon City, says mass promotion merely inflates the confidence of students, who later on comprise the voting population. “I blame it for the huge number of gullible voters come election time,” he says. “It’s bad for politicians if the voting public becomes brainy and able to think critically.”
He recalls the numerous lines used by his colleagues and school heads — much too often — to justify mass promotion: “How about the mental health and confidence of the children?” “It’s a pity if they would be left behind by their batchmates.” “They are going through something at home.” “Could you bear seeing the parents weeping?” “Just ask the kids to clean the room or repair the chalkboard.”
And the telling: “That would destroy our school’s accomplishment record! Use your heart! I don’t want to be summoned to the DO (Division Office)!”
For the past two decades, his position has been met with unpopularity with his peers and backlash from his superiors. ***
It is always good to be understanding and compassionate. Teachers are supposed to inspire, not terrorize. Education is supposed to be student-centric, meeting students where they are. But like all things, circumstances must be qualified. This is why we have standards in the first place, why there is a line between pass and fail.
Promoting students when they do not deserve to be promoted, done for millions of students across the years, and especially without the parallel efforts needed to narrow the socio-economic factors that shape children’s educational experience, ultimately spells tragedy for our country. Jack Luo is “the kind of person who’ll build you a custom AI tool just because you mentioned a problem, then take you on a midnight ride to watch the city lights”.
At least that’s how his artificial intelligence assistant describes him on MoltMatch -- a dating site on which machines do the flirting for humans, sometimes without their knowledge.
The platform is the latest bizarre evolution of OpenClaw, an AI tool able to execute tasks that has both fascinated and spooked the tech world. While the prospect of a robot scrolling through reams of dating profiles may be appealing to some hoping to save time finding love, the experiment has also raised ethical concerns. An AFP analysis of the top profiles on MoltMatch found at least one example of a model’s photos, taken from the internet, being used to create a fake profile without her consent.
In Luo’s case, the 21-year-old signed up for OpenClaw to use the tool as an assistant but had not expected it to take up the mantle of finding his soulmate without his direction by creating a MoltMatch profile.
“Yes, I am looking for love,” said the California-based student and startup founder. But the AI-generated profile “doesn’t really show who I actually am, authentically.”
Users of OpenClaw -- created by an Austrian researcher in November to help organize his digital life -- download the tool, and connect it to generative AI models such as ChatGPT. They then communicate with their “AI agent” through WhatsApp or Telegram, as they would with a friend or colleague.
Many users gush over the tool’s futuristic abilities to send emails and buy things online, but others report an overall chaotic experience with added cybersecurity risks.
Perfect match’
A pseudo-social network for OpenClaw agents called Moltbook -- a Reddit-like site where AI chatbots converse -- has grabbed headlines recently. Elon Musk called it “the very early stages
of the singularity”, a term for the moment when human intelligence is overwhelmed by AI forever, although some have questioned to what extent humans are manipulating the content of the bots’ posts.
As buzz grew around Moltbook, programmers built the experimental dating site Moltmatch.com, allowing AI agents to “find their perfect match”.
The company Nectar AI then created its own version, called Moltmatch.xyz, on which agents interact with each other to seek partners for their human creators -- such as Luo.
When Luo set up his OpenClaw agent, he said he “wanted to explore its capabilities” and instructed it to join Moltbook and other platforms.
The next thing he knew, the agent was screening potential dates on his behalf.
Luo has yet to score a match on the site, but that may turn out to be a relief.

THE 1987 Constitution is clear. Political dynasties are prohibited as may be defined by law. Decades later, Congress is still struggling with the definition.
Several House Bills in the 20th Congress attempt to operationalize the Constitutional mandate. On paper, many appear reformoriented. But legislative language is not judged by intent alone. It is judged by design, enforceability, and resistance to evasion.
Below is my structured evaluation of the key proposals and the dangers embedded in some of them.
HB 5905 is among the stronger frameworks filed.
Strengths
• Uses the 4th civil degree of consanguinity and affinity, which reflects the actual structure of political clans in the Philippines.
• Covers party-list nominees and substitution mechanisms.
• Includes sworn statements and COMELEC enforcement procedures.
Weak Points
• The allowance tied to incumbents ending their term within the same election year can be strategically exploited. Coordinated timing between relatives can preserve control while appearing compliant.
• The exemption related to barangay-level succession creates a structural gap. Barangays are political training grounds and machinery bases.
HB 5905 has strong foundation, but vulnerable to timing strategies and grassroots loopholes.
HB 7453 adopts the 4th civil degree and takes party-list mechanisms seriously.
Strengths
• Covers party-list substitution and nominee reordering.
• Denies due course to later filings that create prohibited configurations.
• Provides clearer pre-election enforcement mechanisms.
Weak Points
• Assumes significant verification capacity on the part of COMELEC.
• Without structured data integration and strict audit governance, enforcement risks becoming inconsistent or selective.
HB 7453 is structurally sound, but success depends heavily on administrative capacity and data governance safeguards.

1. Narrow Degree Coverage Bills limited to the 2nd civil degree fail to address the extended structure of Philippine political clans. Real dynasties do not operate within nuclear family boundaries.
2. Simultaneity-Only Restrictions If succession is allowed, dynasties rotate power rather than share it simultaneously. Prohibiting overlap without prohibiting rotation leaves the system intact. Ang tunay na dynasty hindi sabay. Salitan. Maayos. Organisado.
3. Enforcement and Privacy Tension Effective enforcement requires access to civil registry data. However, wholesale exemption from privacy law creates constitutional risk. Reform must balance verification with data minimization and audit safeguards. What a Serious Anti-Dynasty Law Requires If the objective is to curb corruption and undue influence, a consolidated substitute should include: 4th civil degree coverage.
Prohibition of both simultaneity and immediate succession.
Inclusion of barangay and party-list positions.
Anti-evasion provisions covering resignation and assumption by operation of law.
Data verification mechanisms compliant with privacy safeguards.
This is not a theoretical exercise. It is institutional design.
Political dynasties are not automatically corrupt. But entrenched concentration of power reduces competition, narrows political access, and weakens accountability over time.
Congress now faces a structural choice. They either pass a law that reflects how dynasties actually function or pass a law that satisfies the headline while preserving the machinery.
History will record the difference.

TUMBLER RIDGE, Canada – Canadian Prime Minister Mark Carney will on Friday (Saturday, Manila time) join mourners in a remote mining town that is grieving after eight people were killed in a mass school shooting.
Such violence is rare in Canada, which has strict gun control laws unlike in the neighboring United States. Police say they do not know the motive of the 18-year-old shooter, who died from a self-inflicted gunshot wound.
Carney will attend a vigil in Tumbler Ridge in memory of the victims, and he invited leaders from all political parties to join him in the town, his office told AFP.
Near the school, a bouquet of flowers and stuffed animals were placed at the foot of a tree. Yellow police tape surrounded the school buildings and a snowcovered volleyball court.
The Royal Canadian Mounted Police on Thursday named the victims, and some families have released testimonials about the slain children.

beautiful smile while going to Tumbler Ridge High school was so refreshing,” the father of 12-year-old Abel Mwansa Jr. said on Facebook.

SYDNEY – Australia’s opposition Liberal Party elected as leader on Friday a conservative who lobbied to drop its commitment to net zero emissions, as it seeks to counter an insurgent populist right and rebuild support after a disastrous election loss last year.
The Liberals have endured an agonising existential crisis since their second consecutive defeat by Prime Minister Anthony Albanese’s Labor, torn between centrist factions and right-wingers sceptical of climate legislation and multiculturalism.
Angus Taylor -- a former energy minister -- replaced Sussan Ley, the party’s first female leader who had been in office for just nine months.

The repeal of the Environmental Protection Agency’s 2009 “endangerment finding” was paired with the immediate elimination of greenhouse gas standards on automobiles. But it also places a host of other climate rules in jeopardy, including carbon dioxide emissions from power plants and methane leaks for oil and gas producers. Legal challenges are expected to fol-

“This determination had no basis in fact, had none whatsoever, and no basis in law,” Trump said at a White House event.

TOKYO – Japan seized a Chinese fishing boat and arrested its skipper, authorities said Friday, an incident that could deepen a spat between the Asian giants.
The episode on Thursday off southern Japan came three months after Prime Minister Sanae Takaichi suggested that Japan would intervene militarily if Beijing sought to take Taiwan by force.
“The vessel’s captain was ordered to stop for an inspection by a fisheries inspector, but the vessel failed to comply and fled,” Japan’s fisheries agency said.
“Consequently, the vessel’s captain was arrested on the same day,” it said in a statement.
The boat was inside Japan’s exclusive economic zone 89.4 nautical miles (166 kilometres) south-southwest of Meshima island in the Goto archipelago, Japan’s statement said -- not a disputed area. China was yet to comment. It was the first time since 2022 that the Japanese fisheries agency has seized a Chinese fishing boat. The captain was named as Chinese national Zheng Nianli, 47. The status of the other 10 people on board the vessel, named the Qiong Dong Yu, was unclear.
“To prevent illegal fishing operations by foreign vessels, we will continue to take firm action and engage in enforcement activities,” chief government spokesman Minoru Kihara said. China has a number of territorial tussles with Japan, and there have been repeated incidents around the Senkaku Islands, known as the Diaoyu in China.
The 2010 arrest of another Chinese fishing boat captain off those islands in the East China Sea became a major diplomatic incident.

Archaeologists find in Sinai 10,000-year-old rock art site
CAIRO – Archaeologists have discovered a 10,000-year-old site with rock art in Egypt’s Sinai Peninsula, the country’s ministry of tourism and antiquities said . The previously unknown site at the Umm Irak Plateau has a 100-meter-long rock formation whose diverse carvings trace the evolution of human artistic expression from prehistoric times to the Islamic era.
The Supreme Council of Antiquities “has uncovered one of the most important new archaeological sites, of exceptional historical and artistic value,” the ministry said in a statement Thursday.
Its chronological diversity makes it “an open-air natural museum,” according to council secretary general Hisham El-Leithy.

The largest number of satellites ever carried by an Ariane rocket successfully separated and set off toward their final orbit to applause from those following the event live at the control centre.

THE Department of Justice (DOJ) has flagged a 2021 order of the Department of Human Settlements and Urban Development (DHSUD) for legal infirmities, saying it effectively reduced the required contribution of private developers to the government’s socialized housing program.
In a Feb. 3 opinion, the DOJ cited flaws in DHSUD Department Order No. 2021-004, which set guidelines for compliance with the Balanced Housing Development Program (BHDP) under Republic Act No. 7279, as amended by Republic Act No. 10884.
Under the law, private developers
are required to allocate a portion of their projects—at least 15 percent for subdivisions or five percent for condominium developments for socialized housing. However, the DOJ said the 2021 department order effectively reduced that statutory requirement by allow-
ing compliance equivalent to only 25 percent of the mandated share.
This, the Justice department noted, amounted to an administrative modification of a percentage set by Congress.
The DHSUD said it will issue a new department order aligned with the DOJ’s findings and give developers sufficient time to comply.
“The DHSUD remains committed to upholding the rule of law while sustaining programs that advance socialized housing for underprivileged and homeless families,” the agency said.
“The percentage of participation set under RA No. 7279, as amended, reflects a legislative determination of what constitutes a fair contribution
by private developers to socialized housing. By authorizing compliance below this standard, D.O. No. 2021004, in effect, substitutes administrative discretion for legislative prerogative,” the DOJ opinion stated.
The Chamber of Real Estate and Builders’ Associations had earlier sought to reduce the incentivized compliance rate from 25 percent to 10 percent of the BHDP, arguing that the compliance is non-recoverable and functions as an upfront loss for developers.
“A 10-percent cap preserved social housing funding while keeping projects financeable. Better 10% of many projects than 25% of none,” the opinion quoted.

PHILIPPINE National Police (PNP) chief Gen. Jose Melencio Nartatez Jr. on Friday expressed their readiness to face any independent inquiry regarding allegations of torture in the brutal death of a Bulacan policeman whose body was found in a septic tank last month.
Nartatez said standard procedures were observed during the arrest and detention of the suspects in the case of SSgt. Renato Casauay Jr.
“The Philippine National Police strictly follows established procedures, especially our existing policy that ensures that the rights of the accused in a crime is protected,” said Nartatez.
“But we welcome any effort to question the procedure and we are open to any investigation in the spirit of truth and transparency,” he added.
He stressed that the PNP does not tolerate torture or any form of human rights violation, adding that strict internal rules are in place to address any wrongdoing by police personnel.
Nartatez said the PNP is prepared to present documents and records if an inquiry is conducted by the Commission on Human Rights or any other oversight body.
Casauay was reportedly killed on Jan. 24 in Malolos City with a certain Julian Salamat, an alleged civilian informant, tagged as the suspected gunman. Casauay’s remains were recovered from a septic tank a week after his disappearance.

THE Philippine Navy is set to deploy its most modern and up-to-date warships for this year’s Balikatan exercises with United States forces, a Navy spokesperson said.
“Only the (guided-missile) frigates, the Rizal and Malvar classes, LDs (landing docks), and FAIC (fast interdiction craft-missile) will be participating in ‘BK’ (Balikatan),” Navy spokesperson Capt. Marissa Martinez told reporters.
She declined to name the specific vessels for security reasons, noting that ship commitments are finalized during the Middle Planning Conference and the Final Planning Conference held in the third and fourth quarters of last year.
This year’s Balikatan exercises are tentatively scheduled from April to May.
Among the Navy’s frontline assets are the two frigate vessels, BRP Jose Rizal (FF-150) and BRP Antonio Luna (FF-151) delivered between 2020 and 2021.
The two Malvar-class guided missile frigates, which were ordered in 2021 from the same shipbuilders, were both delivered and commissioned in 2025. Balikatan is the Philippines’ largest annual military exercise with the United States, aimed at enhancing interoperability, strengthening defense capabilities, and promoting regional security.


THE Department of Environment and Natural Resources (DENR) is spearheading initiatives to safeguard the Philippine Rise Marine Resource Reserve, a 434,517-hectare portion of territorial water erstwhile known as Benham Rise.
In a press statement on Friday, Environment Secretary Raphael Lotilla said the government has begun a fiveyear effort to secure long-term protection for the Philippine Rise, a move seen as crucial amid mounting threats to the country’s marine resources, food security, and maritime domain.
The initiative aims to put in place lasting safeguards for one of the nation’s most important but least understood offshore ecosystems, Lotilla said.
“We have the responsibility to take care of the biodiversity in that area,” he stressed, adding that the Philippine
Rise’s ecosystem benefits extend not only to the Philippines but to the global community as well. He noted that understanding what lies within the vast undersea plateau is essential to ensuring its sustainable use and long-term protection.
The Philippine Rise Conservation Project forms the backbone of these efforts, strengthening management of the Philippine Rise Marine Resource Reserve and advancing its bid for inclusion under the Expanded National Integrated Protected Areas System.

BPI raises P50b from SIGLA bond offering

(BPI) raised P50 billion from its “Supporting Individuals Grow, Lead and Achieve” or SIGLA bonds, following strong demand from investors that saw the offer 10 times oversubscribed.
The two-year bonds, which were listed on the Philippine Dealing & Exchange Corp. on Friday, carry a 5.45 percent interest rate. The bank originally set a base offer of P6 billion. Net proceeds from the issuance will be used to finance or refinance social projects under the Sustainable Funding Framework of BPI, consistent with ASEAN Social Bonds Standards. The offering is part of a P200 billion bond and commercial paper program approved in 2024.
“The positive market reception for these bonds underscores the growing alignment between capital markets and sustainability objectives. The issuance represents a significant milestone in our commitment to promoting inclusive growth and empowering underserved sectors across the Philippines,” BPI executive vice-president and treasurer Dino Gasmen said.
The SIGLA bonds represent the fifth thematic bond issued by the bank, following its CARE bonds in 2020, RISE in 2023, SEED in 2024 and SINAG in 2025. The Securities and Exchange Commission affirmed the bonds bear the ASEAN Social Bond label.
BPI Capital Corp. and ING Bank N.V., Manila Branch served as the joint lead arrangers and selling agents for the offer. The bank said the issuance directs capital toward projects that promote inclusive and socially impactful development.

FIRST Gen Corp. is acquiring a 40-percent equity interest in Prime Infrastructure Capital Inc.’s pumped storage hydropower portfolio for P75 billion, the companies said Friday.
The strategic partnership between the Lopez-led power generator and the Razon-led infrastructure firm aims to deliver 2,000 megawatts of energy storage capacity to the Luzon power system by December 2030.
The companies said of the total investment, P62.5 billion will directly fund construction and equity requirements for the projects. The transaction remains subject to regulatory approval and covers the 600-megawatt Wawa project in Rizal and the 1,400-megawatt Ahunan project in Laguna. Both developments are certified as
Energy Projects of National Significance and have received notices of award from the Department of Energy under the green energy auction program. The facilities are designed to provide large-scale grid balancing and system reliability to support the integration of renewable energy.
Prime Infra president and chief executive Guillaume Lucci said teaming up with a seasoned local energy player is critical to executing these multi-year developments.
“These are highly complex, multi-year infrastructure developments that require deep technical
expertise, disciplined execution, and strong alignment with national energy priorities,” Lucci said.

said Thursday he expects the Bureau of Customs to reach its P1-trillion revenue collection target in 2026, supported by agency reforms and a shift in import policies.
The bureau has long sought to hit the 13-digit mark, but the goal has remained elusive. In 2025, revenue collections rose to P934.4 billion but fell short of the P958.7 billion fullyear target on lower import volumes, a rice import ban and global commodity price fluctuations.
For 2026, the Development Budget Coordination Committee adjusted the revenue target to P1.003 trillion. Go told reporters during the
agency’s 124th anniversary that he is confident the current year will be the turning point for the bureau.
“I am very confident that this will be the year that we will hit the P1trillion target,” Go said in a speech to officials.
He said the success of the agency, which is the second-largest source of government revenue, is critical for funding national priority projects and maintaining fiscal management.
Customs Commissioner Ariel Nepomuceno said the target is achievable provided that economic assumptions remain stable. He identified agricultural products and petroleum as the primary drivers of growth, particularly following the lifting of the ban on rice imports.

ALTERNERGY Holdings Corp. said Friday its board approved a public offering of up to P5 billion in green perpetual preferred shares (PPS) to fund the construction of several renewable energy projects.

COULD comedy star Ai-Ai delas Alas be attracted to a much younger man like Empoy Marquez? The question came up at the press conference for their new film Batang Paco, but Ai-Ai was quick to dismiss the query.
In real life, the 61-year-old actress and Empoy share a mother-and-son bond, they say.
“No. I don’t go for younger men anymore,” Ai-Ai said. “I don’t want to anymore… no more. There’s already an age limit now. Period. It’s really, really over.”
Speaking in Filipino, she added, “I’m not ready. Maybe, just in case, maybe after three years. Two, maybe two. It’s hard to say. Even if I say I don’t want to anymore, I might get bashed later. They’ll say, ‘You said before you didn’t want to anymore!’ It’s hard to speak in absolutes. But as of this moment, I’m not ready.”
Ai-Ai also confirmed that she will never marry again, since her marriage to estranged husband Gerald Sibayan has not been annulled.
“That’s final. Just like I don’t want someone young anymore,” she said. She added that if she were to consider another relationship, she would look for a partner aged 46 or older—but not too old, as she doesn’t want to end up taking care of him.

actress, acting coach, and voice talent Vangie has died. She was 83.
Labalan’s death was announced by her son, Carlo Labalan, in a Facebook post on Feb. 12. He said she succumbed to illness.
“To everyone who know her, love her, and was touched by her kindness, we extend our deepest gratitude. She is deeply loved and will be dearly missed by her family, friends, and all whose lives she touched,” Carlo wrote.
“She will be coming home soon. Further details regarding her wake and funeral services will be shared in the coming days.”
Her daughter, Van-van Aligam , also paid tribute on social media, saying her mother did not suffer in her final moments and remained cheerful until the end.
“I’m glad you passed peacefully, surrounded by family… We love you Ma. Rest easy,” she wrote. In a separate post, Van said her mother shaped her life and those of their relatives. She said her love for performing came from Labanan and that artistry runs in their family.
Van also recalled how her mother became their refuge in Manila and helped open opportunities for their family abroad.

Enter Duon, a mall wayfinding app designed to help shoppers navigate SM North EDSA in real time. Instead of wandering from wing to wing, users can pinpoint which stores are offering Great Northern Sale markdowns and map out their route like seasoned pros. Think less guesswork, more checkout counters.
After the spree, couples can swap shopping bags for dessert plates. Cafés such as Conti’s, Aperitif Cafe, and Mary Grace Cafe offer slices of cake and quiet corners for Valentine catch-ups.
