Meanwhile, Manila Rep. Bienvenido “Benny” Abante urged the Office of the Ombudsman and relevant committees of the House of Representatives to investigate Madriaga’s sworn allegations that Duterte’s 2021–2022 campaign efforts were bankrolled by money from POGO operators and drug dealers.

“These are serious allegations and are all contained in a sworn affidavit. Madriaga’s story is very detailed. We need to investigate this thoroughly if there is any truth to any of his claims,” Abante said.

“Accepting campaign contributions from POGOs and drug dealers is not only illegal... if they are indeed true. This also has implications for national security because POGOs are connected with China. We need to know if VP Duterte accepted money from POGO and drug lords," he added in a mixture of Filipino and English.

Castro was pressed on a report that alleged the vice president had visited detainee Ramil Madriaga and supposedly urged him not to speak about alleged collusion involving the Duterte family, drug lords, and Philippine Overseas Gaming Operators (POGOs).

She said Malacañang is aware of Madriaga’s public statements, including his claim that he served as a "bagman" for the vice president and accusations that drugs and POGOs bankrolled her political campaign.

But she stressed that Malacañang would not comment on the allegations.

"Whatever the Palace can say here, it might be better first to ask the Vice President, and if she can deny it," Castro said.

In an affidavit obtained by BNC and Politiko dated November 29, 2025, Madriaga claimed he witnessed the funneling of money from POGO s and drug-linked financiers to groups “supporting Duterte’s political rise.”

He further claimed that he had close ties with officials of the Office of the Vice President (OVP), who tasked him with delivering large sums of cash to different drop-off points.

In his affidavit, Madriaga alleged that in one of these deliveries, former OVP spokesperson Reynold Munsayac instructed him to leave a duffel bag in an upstairs office of a comedy bar in Timog Avenue.

Furthermore, he claimed that from July 2022 to April 2023, he worked directly under Col. Dennis Nolasco and Col. Raymund Dante Lachica, two key officers of the Vice Presidential Security and Protection Group (VPSPG) tasked with protecting Duterte.

Lachica however rejected Madriaga’s claims, saying “I categorically state that I do not know Mr. Madriaga and have no personal or professional dealings with him at any time.”

“Any assertion suggesting that I was associated with, recommended by, or worked with him is false and devoid of factual basis,” he added.

“Assignments within the Armed Forces of the Philippines… are governed by established procedures, formal vetting, and command authority. These processes cannot be influenced by private individuals,” he said.

In December 2022, Madriaga claimed that Lachica arrived at the PhilSports Arena in Pasig City with two Department of Education (DepEd) vehicles carrying four duffel bags of cash, each supposedly containing about ₱33 to ₱35 million, which he was told to distribute.

In another instance, Madriaga claimed he had delivered a vehicle laden with cash to the Office of the Ombudsman’s parking compound, leaving the keys as instructed.

He further recounted that during the same period, Nolasco handed him a white Toyota Vios allegedly containing about P80 million in cash, which he was instructed to leave in the parking lot of SM using the same drop-off method.

Last year, the House committee on good government and public accountability invited Nolasco and Lachica to answer claims that they disbursed P612.5 million in confidential funds under the OVP and the DepEd.

Philippine National Police records show that in July 2023, Madriaga was arrested in Cainta, Rizal, by the Philippine National Police Anti-Kidnapping Group (PNP-AKG).

He was identified as the alleged leader of the "Madriaga Kidnap-forRansom Group," considered one of the most dangerous criminal syndicates in recent history.

Madriaga was among the PNPAKG’s Top 5 Most Wanted Persons at the time. As of writing, the vice president has not commented on these allegations.

Asked whether the President would prod Congress to strengthen the bill, Castro said Mr. Marcos emphasized during the recent LEDAC meeting that legislation must be studied thoroughly even as he wants it passed as soon as possible.

Malacañang also rejected claims by Akbayan and other groups that the administration is using the proposed reform as political "optics," especially with the bill not being certified as urgent despite involving the President, his son, and the House leadership.

It cited acknowledgment receipts bearing fictitious names such as "Mary Grace Piattos," "Nova,"

Conduct and Ethical Standards, as well as procurement, administrative, and ethical rules.

Aside from Zafra, the complainants also include a coalition of priests from the Diocese of Tandag and members of the legal profession in Surigao del Sur.

In a statement to House reporters, Momo said he will answer the allegations levelled against him at a proper forum and at a proper time.

San Juanico rehab okay—PBBM

PRESIDENT Ferdinand Marcos Jr. on Friday said the ongoing rehabilitation of the San Juanico Bridge is running ahead of schedule, allowing heavier cargo trucks to cross the structure months earlier than expected.

During an inspection of the bridge, Marcos pointed out that the Department of Public Works and Highways (DPWH) has completed sufficient reinforcement work to allow the safe passage of 15-ton trucks, an improvement from the earlier limit that forced most cargo vehicles to take longer routes or load onto roll-on/roll-off vessels.

“We were hoping that by Christmas or New Year, the 12-ton trucks would be moving again. It’s good that the work has sped up a bit, and now we can open it to 15-ton trucks,” he said.

The President added that local governments in Tacloban and Samar are studying a proposal to allow one-way crossings for heavier trucks during off-peak hours. Under that scheme,

vehicles up to 30 tons may be allowed to pass at night when traffic is lighter.

Marcos said these adjustments would ease transport bottlenecks and lower logistics costs in Eastern Visayas, which had been burdened by rerouting and additional shipping expenses since the bridge’s deterioration was discovered.

“It will also bring down transport costs, which will also bring down the price of goods,” he said.

DPWH Secretary Vince Dizon told the president that full restoration of the bridge, enabling two-way crossings of 33-ton trucks, is targeted by the third quarter of 2026.

Still, the President said he is satisfied that the project remains close to its deadline.

Bishop raises concerns over declining church attendance

BISHOP Jose Colin Bagaforo of Kidapawan has raised concerns over declining church attendance and called for a renewed devotion to the Holy Eucharist as part of efforts to revitalize the spiritual life of parish communities.

Bagaforo issued the appeal during the Diocesan Eucharistic Revival and Adoration Congress on Dec. 7 that drew an estimated 17,000 participants.

“We want to restore among the faithful of the Diocese of Kidapawan a profound love and appreciation for the Holy Eucharist,” Bagaforo said, adding that the Eucharist “is the center of our Church and of our Christian communities.” He said the revival effort responds to

declining Mass participation, which he estimated at only about 20 percent of the diocese.

Strengthening devotion to the Blessed Sacrament, including promoting parish adoration chapels, has since become a key priority of the bishop.

Bagaforo outlined three main goals for the revival: deepening the faithful’s understanding of the Eucharist, reaffirming its place at the heart of Church life, and forming groups committed to Eucharistic devotion.

China rocket debris likely fell near Tubbataha reefs

THE Philippine Space Agency on Friday cautioned that fragments from China’s Long March 12 rocket launch may have landed in waters off Puerto Princesa, Palawan, including areas near the Tubbataha Reefs Natural Park.

In an advisory, PhilSA said pieces of Chinese rocket debris were projected to have fallen in the following areas within Philippine archipelagic waters: 23 nautical miles away from Puerto Princesa, Palawan and 21 nautical miles away from Tubbataha Reefs Natural Park.

According to PhilSA, the Long March 12 rocket was launched from the Hainan International Commercial Launch Center in Wenchang, Hainan at around 7:00 a.m. on Friday (Manila time).

The information on the rocket’s drop zone was released via a Notice to Airmen (NOTAM) to alert aircraft operators about the “aerospace flight activity.”

DSWD to ensure no VAWC in evac centers

TO enhance the protection of women and children, the Department of Social Welfare and Development (DSWD), through its lead disaster response arm — the Disaster Response Management Bureau (DRMB) — has brought its campaign to end Violence Against Women and Children (VAWC) to all evacuation centers (ECs) nationwide.

Asst. Secretary Irene Dumlao of the DSWD’s Disaster Response Management Group (DRMG) said the initiative supports the 18-day campaign to end VAW, which is observed annually from November 25 to December 12.

THE Department of Health–Metro Manila Center for Health Development (DOH-MMCHD) on Friday renewed its call for the public to support the “Ligtas Christmas 2025” campaign aimed at ensuring a safe celebration of Christmas and New Year holidays.

The agency underscored the need to avoid common holiday “bad habits” that pose risks to health and safety.

“We should not allow our health to suffer because of unsafe practices we have grown accustomed to during the holidays,” DOH-MMCHD Regional Director Lester Tan said during his speech at the campaign launch in Valenzuela City.

“The true spirit of Christmas is not measured by extravagant feasts and vices, but by safety, discipline, and care for one another,” he added.

THE Department of Human Settlements and Urban Development is adding more housing options for informal settler families (ISFs) through high-density housing component under the President Ferdinand Marcos Jr.’s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program.

“With the inclusion of the high-density housing in the Expanded 4PH Program, it will open more opportunities to have more safe shelter units for our poor fellow citizens,” DHSUD Secretary Jose Ramon Aliling said.

In Department Order 2025-021 issued on December 9, the DHSUD integrated high density housing (HDH) component under the Expanded 4PH that aims to address the challenges posed by limited land availability and high urban density.

He cited this as a huge boost to the administration’s flagship housing program, focusing on improving the standard of living of ISFs in urban areas.

The HDH is a redevelopment strategy focusing on accommodating a significant number of ISFs in multi-storey residential buildings, which may be implemented either by an in-city or near site relocation or a land sharing arrangement.

To be implemented by the Social Housing Finance Corp., beneficiaries of the program are those families living in areas along the waterways in highly urbanized cities of the National Capital Region.

Christmas trees, lanterns and Disneyland

IN NEARLY all the Christian-populated towns of this Southeast Asian archipelago of 117 million people have risen giant Christmas trees – and some are being rushed in time for the start of the Midnight Masses starting Tuesday next week.

From lanterns along the highway or in many Christian homes to display a merry season, Disneyland has also risen in a Christmas Village in Pamplona, Cagayan while dancing lights are up in some towns of Ilocos Norte, home province of the rebel Catholic priest Gregorio Aglipay.

Many have started preparing for the Night Mass – known as Simbang Gabi in the National Capital Region and Miatinis in the Ilocos.

More than 140 kms from Manila is a balmy barangay, inappropriately named Caturay, which has become, at least among highway travelers, an early Central Luzon symbol of Christmas in this predominantly Christian country.

The barangay name is derived from the corkwood tree whose flowers are relished as salad by Ilokanos in the Central Plains up to the northernmost towns and villages of Ilocos and the Cagayan Valley.

As early as the latter part of September up to the cold weeks of December, the area provides stiff business competition to lantern makers 73 kms south of Gerona, where the giant lantern parade has become an icon for Christmas festival in this country.

Farther north, in Rosario town in La Union, 216 kms from Manila, a tree house at the junction is decked with multi-colored lanterns that provide lights to and tribute from night travelers passing by following relaxed pandemic lockdowns – those from the Ilocos and Benguet or those driving from the metropolis for quick visits to the province.

Some towns in La Union, like Agoo, Aringay and Bacnotan, Ilocos Sur, like Cabugao and Sinait, and Ilocos Norte, like Badoc, the hometown of the Lunas, and the Darat junction in Pinili, where Filipino guerrillas fought hand-to-hand combat against the Americans during the Philippine American War, have their share of the night lights from giant lanterns along the concrete MacArthur highway (Manila North Road).

Samurai Spirit: Ultra-nationalists see Japan tilting their way

TOKYO – Driving around Tokyo blaring slogans on the 84th anniversary of the Japanese attack on Pearl Harbor, ultra-nationalist outfit Taikosha only has around 100 mostly male, middle-aged members.

But the recent rightwards lurch of mainstream politics under Prime Minister Sanae Takaichi means that suddenly some parts of their patriotic messaging no longer seem quite so fringe.

Since being elected in October, the conservative Takaichi has picked a fight with China, is preparing tough new rules on foreigners, and wants to outlaw desecration of the Japanese flag.

The anti-immigration Sanseito party has also done well in elections with its “Japanese first” slogan and admiration for Donald Trump’s “Make America Great Again” campaign and other populist movements.

Taikosha members, marching somewhat out-of-step in military-style uniforms on Monday at the Yasukuni shrine honoring Japan’s war dead, say that politicians are stealing their ideas.

“We’re a bunch with the courage of our convictions. We’re not at all like these people jumping on the populist bandwagon,” campaign chief Naoto Ozawa told AFP.

“I’d say times finally caught up with us. We’ve been saying this for 40, 50 years now,” Ozawa, 52, told AFP in reference to the “Japanese first” platform. Not that they like Takaichi, a regular Yasukuni visitor before becoming premier.

She has expressed some revisionist views in the past, but has no links to Taikosha.

“We just accept her,” said chairman Hitoshi Marukawa, 63.

She represents “the politics of a defeated nation -- which we are not committed to,” Marukawa told AFP.

The Philippines has over 180 languages, many with their own vibrant literary traditions, and the country’s imaginative works include ancient oral traditions (epics, myths, folktales) and modern written works (novels, essays, poetry).

We know there is no fixed number on how many regional creative writings there are in this multi-lingual country of 117 million, but many agree Philippine regional literatures are rich and diverse, encompassing major traditions in languages.

They include, but are not limited to, Tagalog, Cebuano, Ilocano, Hiligaynon (Ilonggo), Bicol, Waray, Pampango, and many others, each with unique historical figures, epics, poetry, and modern works reflecting distinct local cultures, traditions, and experiences across Luzon, Visayas, and Mindanao.

Distinct cultural threads

In essence, Philippine regional literatures make a vast drapery woven from differently distinct cultural threads, making it more about diversity and richness which scholars strongly suggest should be reserved.

Why the necessity to compile and translate these regional literatures?

Scholars argue the process makes works accessible to all Filipinos (not just those who know the original vernacular) and fosters national unity and a richer understanding of the country’s complex identity.

It prevents fragmentation by connecting different Filipino communities through shared stories, revealing commonalities beneath linguistic differences,

Promoting PH’s rich regional literatures

Perhaps easier said than done, but in this digital age, we can use modern platforms like social media, festivals, and online communities to raise awareness and encourage reading.

Literary wealth in other regions

Considering the undeniable literary affluence in the margined regions, and the urgent need to compile and translate the same for the appreciation of other Filipinos, the government, which has the logis-

The government, through the Dept. of Education and the Commission on Higher Education, should also look at the curriculum once more and put urgent revisions in the literature and culture discipline.

We have faith in the direction the government has taken to gather into one mighty compendium a fertile and luxuriant culture in the different regions for the recognition and appreciation of every region which breathes the Filipino culture. Such efforts cannot be completed overnight.

But, like a melody that must be unbroken and eventually consummated, the initial bars have been played. And played well.

Everyone who has a stake in the rich cultural tradition of this multi-ethnic society must participate in gathering and translating for younger generations a fruitful legacy which helps identify the Filipino in the community of nations. That legacy protects the Filipino’s roots which embrace his strength. His strength carries him through the years and into the future.

Zelenskyy said Washington was still pushing it to cede land to Russia

as part of an agreement to end the war that started with Moscow’s February 2022 invasion.

Washington wants only Ukraine, not Russia, to withdraw its troops from parts of the eastern Donetsk region, where a demilitarized “free economic zone” would be installed as a buffer between the two armies, Zelenskyy told reporters, including from AFP.

Under the latest US plan, Moscow would also stay where it is in the south of the country, but pull some of its troops out of Ukrainian regions that Russian President Vladimir Putin has not claimed to have annexed in the north.

Ukraine has been revising the original US proposal and this week sent a 20-point counter-proposal to Washington, the full details of which have not been published.

“We have two key points of disagreement: the territories of Donetsk and everything related to them, and the Zaporizhzhia Nuclear Power Plant (in the south). These are the two topics we continue to discuss,” Zelenskyy told reporters at a briefing.

“They see Ukrainian forces leaving the territory of Donetsk region, and the supposed compromise is that Russian forces do not enter this territory... which they already call a ‘free eco-

nomic zone’,” Zelenskyy said about the US plan.

Zelensky has long said he has no “constitutional” or “moral” right to cede Ukrainian land and said Thursday that Ukrainians should have the final word.

“Whether through elections or a referendum, there must be a position from the people of Ukraine,” he said. Zelenskyy also pushed back against the idea of a unilateral Ukrainian withdrawal in the Donetsk region.

TOKYO— Beijing’s actions are “not conducive to regional peace”, Japan’s defense minister and US counterpart Pete Hegseth agreed during a call after Chinese aircraft locked radar on Japanese jets near Taiwan, Tokyo said Friday. The radar incident was followed this week by Chinese-Russian air patrols around Japan, and came after comments by Prime Minister Sanae Takaichi on Taiwan that infuriated China.

He said he had also told Hegseth that China was “disseminating information that is completely contrary to the facts” about the radar incident.

“However, Japan has made clear that it does not seek escalation and that we are responding calmly while making necessary rebuttals, and we are keeping the door open for dialogue,” Koizumi added.

SEOUL—North Korean leader Kim Jong Un has vowed to root out “evil” and hailed his troops’ fighting in Russia’s war against Ukraine, state media said Friday, as Pyongyang capped a major meeting of its ruling party top brass.

The three-day meeting of the North Korean central committee discussed key policy issues as well as plans for an upcoming congress of its ruling party -- North Korea’s first in five years and expected next month. Batang PBA’s 1st global edition set in Qatar in 2026

THE first-ever global edition of the Batang PBA is officially a go and is slated to be held in Doha, Qatar by late January or early February of 2026.

A huge cast of 48 teams comprising four age groups are set to see action in the four-day event to be held at the ACS International Doha School.

Tournament organizer Richard Del Rosario, who is also deputy coach of Barangay Ginebra, said participants are coming from Kuwait, Saudi Arabia, and Bahrain, adding further international flavor to the tournament.

Games will be played in U12, U14, U16, and U19 divisions and to be held on weekend.

Likewise, it’s going to have the same format as the regular Batang PBA meet.

A formal presser for the event will be held on Dec. 15 in Bahrain, where the entire PBA delegation are going to stay for the Philippine Cup doubleheader between Rain or Shine and Magnolia (Dec. 15) and Rain or Shine and Barangay Ginebra (Dec. 17).

Del Rosario is spearheading the staging of the Batang PBA in partnership with Mikee and Sara Calungcaguin.

Rosegie Ramos, 2024 World Championships bronze medalist, opens the Philippine campaign at 10 a.m. local time (11 a.m. Manila time) in the women’s 48kg class.

Fernando Agad Jr. competes in the men’s 60kg division at 1 p.m. local time (2 p.m. Manila time), to be followed by Jhodie Peralta in the women’s 53kg category at 3 p.m. local time (4 p.m. Manila time).

CHONBURI—Philippine football is on a historic run in the 33rd Southeast Asian Games here.

For the first time, the country is in the semifinal stage of the men’s and women’s divisions in a single SEA Games - with a chance to go for more.

“First time. It’s never happened before,” Philippine Football Federation president John Gutierrez said Thursday night after the Filipinas routed Malaysia, 6-0, to follow the U22 squad to the next round.

The U22 booters swept their two assignments in Group C to make the semis after 34 long years. They’re set to face Vietnam on Monday at the Rajamangala Stadium, with a ticket to the gold medal match at stake.

The Filipinas, bronze medalists in 2021, are back in the semis after failing to get past the group play the last time in Cambodia. They’re up against host Thailand in Sunday’s semis at the Chonburi Daikin Stadium.

“Only now both men’s and women’s football are both through to the semis. We’re very happy about that,” said Gutierrez.

“But it’s not over yet. We can’t be complacent. We still have to do our work. We want to be in the finals for both men’s and women’s. We have to be fully prepared. Congratulations to the Philippine nation for accomplishing the feat (historic semis in both divisions). It may not be the end goal yet. But hopefully we’ll get there,” he added.

The PFF chief also has high hopes for the Filipina5, who were slated to compete in the women’s futsal competition from Dec. 12 to 18 in Samut Prakan.

Malixi slide as Filipino golfers struggle

PATTAYA, Thailand—What began as a day of optimism for Philippine golf at the 33rd SEA Games here quickly turned into a sobering reminder of how unforgiving the sport can be.

Rolando Bregente Jr. and Rianne Malixi, the country’s two brightest performers after opening-day fireworks, both watched their medal hopes dim as struggles on the tricky Siam Country Club Rolling Hills layout sent them tumbling down the standings midway through the competition.

Bregente looked poised to stay in gold-medal contention after a stirring opening-round 65 that gave him a share of the lead. But the 24-year-old Lyceum standout could not recreate Thursday’s crisp ball-striking and steady putting. He opened the second round with a shaky but manageable sequence – a bogey-birdie combination – at the back before riding a birdie-bogey roller coaster through the first two holes at the front. Still, an electrifying eagle on the par-5 sixth revived hopes that he could mount yet another charge. At two-under for the day and nine-under overall, Bregente seemed ready to stay within arm’s reach of the leaders. However, three straight bogeys to close out his round, punctuated by a painful lip-out for par on the ninth, dropped him to a one-over 73. His 138 total pulled him down from joint first to solo third, and more critically, seven shots behind Thailand’s Pongsapak Laopakdee – his opening-round coleader who instead surged ahead with a brilliant 66 for a 13-under 131. The women’s side saw a parallel story unfold. Malixi, who dazzled with an opening-round 70 to share the early lead, suffered a stunning reversal after limping with a 79. Her round unraveled with miscues on the greens and loose approach shots, dropping her all the way to a share of seventh at 149.

Thailand— The Philippine men’s baseball team secured the gold medal at the 33rd Southeast Asian Games, extending their domination with a 5-3 victory against host Thailand at the Queen Sirikit Baseball Stadium here on Friday.

Veteran pitcher Romeo Jasmin anchored the win, delivering a stellar performance with 10 strikeouts over eight innings, before lefty reliever Amiel de Guzman then came in to seal the victory, slamming the door shut on the hosts by recording the final three outs.

De Guzman fanned the last two batters, triggering a wild celebration from the dugout as the Philippines won for the third straight time and four of the five times baseball was played

in the biennial meet.

The Philippines won the inaugural edition in 2005 at Rizal Memorial Stadium over Thailand, 2011 against host Indonesia in Palembang and 2019 in Pampanga at the expense of its Thai counterpart.

It was a sweet triumph for the team, especially for coach Orlando Binarao’s assistant Joseph Orillana, who as a player was part of the 2007 team that lost the gold to Thailand when the Games were held here.

While he acknowledged the BSP could not resolve the issue, Remolona said it could compensate by reducing policy rates to boost growth.

When asked if the scandal, a weakening peso which recently hit a record low of 59.22, and the possibility of capital outflows kept the central bank on the fence, Remolona indicated the board may or may not cut key policy rates further.

“I would say pretty much on the fence, yes. I think we may cut one more time or we may not. That’s where we are,” he said.

Remolona said that with inflation projected to be near 3 percent by the end of 2026 and on target in 2027, the focus for rate decisions will shift to growth data.

“If growth is weaker than we had hoped, then we would cut. But as you know, we’re looking at the output gap. And so if the output gap turns out to be more negative than we thought, then we would ease,” he said.

TWENTY-FIVE members of the Lanao del Norte Jail Bakers’ Association received essential baking tools and ingredients amounting to P350,000 from the Department of Labor and Employment (DOLE), providing a significant boost to their livelihood and supporting the government’s reintegration initiatives for persons deprived of liberty (PDLs).

The assistance, provided under the DOLE Integrated Livelihood Program (DILP) and in partnership with the accredited co-partner, Paglingkawas Women Federation (PAWFED), will enable members to produce a wider range of breads and pastries for income generation.

The initiative offers PDLs a promising pathway to economic self-sufficiency upon their eventual release, underscoring the Marcos, Jr. administration’s commitment to compassionate justice and inclusive recovery.

The year-to-date total remains below the annual target of P1.75 trillion, a challenge the agency is working to overcome by accelerating project approvals. The newly-approved projects, which have a combined cost of P26.43 billion, are expected to generate 2,632 jobs nationwide. BOI managing head Ceferino Rodolfo said the total investments may rise further as several more projects are scheduled for review in next week’s ManCom meeting.

“We may also call for a special meeting after Christmas,” Rodolfo said, noting that this could improve the chances of meeting the agency’s 2025 investment target.

A significant portion of the new job growth will come from IT-BPM service export operations, which will open additional service delivery centers across key urban locations in Luzon. The facilities, ranging from global HR solutions to remote staffing and business process services, are expected to create more than 2,300 quality jobs, strengthening the Philippines’ position as a competitive hub for global services.

The BOI ManCom also approved new mass housing developments worth nearly P1.8 billion, which will expand the supply of affordable homes and generate close to 200 jobs in construction and related sectors.

Consumers face P34.5-b power rate hike in 2026

THE Energy Regulatory Commission (ERC) is expected to issue its ruling next year, approving “change in circumstances” (CIC) applications that would result to higher rates, representing a total cost recovery from consumers amounting to P34.5 billion.

“So our target now is to ensure that the recovery of these amounts will not impact so much the electricity consumers,” said Francis Saturnino Juan, ERC chairperson.

Juan said the commission cannot say when the adjustments will be implemented or how much the cost recovery will be per kilowatt-hour, but they will try to mitigate the impact on consumers through a staggered and longer period of recovery.

He said they expect to come out wit the ruling and its implementation starting 2026.

The ERC has been deliberating on motions filed by distribution utilities and the generating company for a price adjustment due to the CIC in their power supply agreements (PSAs).

The ERC said the applications cited grounds similar to those used in the

Manila Electric Co. (Meralco)-San Miguel Energy Corp. (SMEC) PSA, such as waning coal output from mine hubs; logistics issues in Russia, South Africa and Australia’s Hunter’s Valley region; government restrictions in Indonesia, which resulted in a coal export ban; and Russia’s invasion of Ukraine.

It said these were the same grounds declared by the Court of Appeals (CA) and upheld by the Supreme Court as events constituting a CIC in the Meralco-SMEC PSA case.

The ERC reiterated that the CA has ruled that abrupt and extraordinary changes in variations, such as the massive disruptions in the fuel value chain due to the COVID pandemic exacerbated by the Indonesian export ban and the Russia-Ukraine war, constitute a CIC.

SEC warns vs. Quantum Trust on fake endorsement

THE Securities and Exchange Commission (SEC) has warned the public against dealing with Quantum Trust, which it said has been using a fabricated endorsement from Finance Secretary Frederick Go to promote illegal investments.

In an advisory posted on its website, the SEC’s Enforcement and Investor Protection Department said Quantum Trust has been offering investments without securing the required secondary license from the agency, in violation of the Securities Regulation Code. According to the SEC, Quantum Trust has been enticing the public to

invest in a so-called “state-funded project,” promising passive income of up to P180,000 weekly for a minimum investment of at least P19,800.

“Similar to previously exposed fraudulent investment scams, Quantum Trust promises unrealistically high returns with little to no risk, and employs aggressive marketing tactics, including claims of ‘limited slots’ or ‘urgent enrollment requirements’ to pressure individuals into investing immediately,” the advisory said.

The SEC added that Quantum Trust is being advertised through a phishing website. The site contained a fabricated news article claiming that Go endorsed the group’s project.

Auto group, regulators, e-commerce giants vow to curb online sale of fake parts

THE Chamber of Automotive Manufacturers of the Philippines, Inc. (CAMPI) and the Intellectual Property Office of the Philippines (IPOPHL) on Friday signed a memorandum of understanding (MOU) to strengthen industry-government cooperation against the online sale of counterfeit automotive parts and vehicles.

The agreement establishes a direct reporting channel between automotive brand owners and major e-commerce platforms to fast-track the takedown of suspected counterfeit listings. Lazada, Shopee, TikTok and Zalora are the initial platform signatories.

IPOPHL director general Nathaniel Arevalo said the partnership builds on the government’s continuing push for online consumer protection and intellectual property enforcement.

“E-commerce is all about helping the private sector develop a form of self-regulation while curbing online infringement. The government acts as a facilitator and convener in this process,” Arevalo said.

“This complements our effort to pursue long-term solutions like siteblocking and takedown mechanisms. Under this MOU, brand owners can directly contact the platforms, and the response is very quick. Relief comes as soon as possible,” he added.

PHILIPPINE Airlines (PAL) is upgrading its service on the Manila–Puerto Princesa route by deploying the widebody Airbus A330-300 starting Dec. 17 this year.

The country’s flag carrier said the launch marks a major boost for both leisure and business travel to Palawan’s vibrant capital, offering enhanced comfort and capacity.

The PAL A330-300 offers a total of 363 seats, configured to cater to a range of traveler needs: 18 seats in Business Class, 33 seats in Comfort Class and 312 seats in Economy Class.

“Utilizing our widebody fleet on flights to Puerto Princesa will enhance operational efficiency, improve overall customer satisfaction, and also provide Palawan residents more opportunities to explore the Philippines and the rest of the world,” said Capt. The MOU introduces a notice-andtakedown mechanism that allows CAMPI members to identify suspect listings and coordinate with IPOPHL and platform operators for swift removal.

IPOPHL noted that 74 percent of infringement reports it now receives involve online transactions.

For the automotive sector, data since 2024 show a rising number of cases involving counterfeit condensers, oil coolers and other parts, although overall reporting remains limited due to data gaps.

“We don’t have exact figures yet, which is why we support this effort. We need solid data to fully assess the scale of counterfeiting,” he said.

THE Energy Regulatory Commission (ERC) has approved, with modification, the application of the National Transmission Corp. (TransCo) to collect a Green Energy Auction Allowance (GEA-All) of P0.0371 per kilowatt-hour (kWh), effective January 2026 billing. The approved GEA-All covers projects under the Green Energy Auction 1, 2 and 4 for a total recovery of P5.7 billion. GEA-All is an amount in pesos per kWh to be charged to all on-grid endusers to fund the differential amount needed to fully pay all GEA-eligible plants.

“The Commission also strongly warns the public not to register, log in, or download apps promoted by unknown platforms, as these are often used for phishing or other cyberenabled scams. Engaging with such websites or applications may not only lead to financial loss but also expose one’s personal data, which may then be exploited for further fraudulent activities,” the SEC said.

The agency cautioned the public to stay vigilant as more entities fabricate endorsements from celebrities, public figures, high-ranking government officials and reputable institutions to make illegal investment schemes appear legitimate.

Ilocos study finds tilapia resilient to climate change, tuna struggling

THE first Climate Risk Vulnerability Assessment (CRVA) in the Ilocos Region showed that tilapia in Badoc, Ilocos Norte, remains resilient to climate change, despite exposure to typhoons, flooding, drought and rising sea temperatures. In contrast, Cabugao, Ilocos Sur, has experienced a significant decline in skipjack tuna catch and size over the past decade. However, moderate dependence on the species and stable adaptive capacity prevent the municipality from being highly vulnerable.

The CRVA, conducted in Badoc and Cabugao, involved focus group discussions (FGDs) from Nov. 3 to 7, 2025, and cost-benefit analysis (CBA) surveys from Nov. 24 to 28, 2025.

Common priority fisheries identified during the FGDs included milkfish, scad, skipjack tuna, anchovies, rabbitfish and tilapia. Each municipality also highlighted unique species such as trevally or talakitok, common dolphinfish (dorado/mahi-mahi), unicorn fish (sungayan), oysters and seaweeds in Badoc, while Cabugao emphasized threadfin bream (bisugo), swordfish (espada) and yellowfin tuna.

The CBA surveys were crucial in recommending climate-resilient interventions tailored to each municipality’s fisheries sector.

THE Philippines recorded a $5.3-billion balance of payments (BOP) deficit in the first nine months of 2025, equivalent to 1.5 percent of the gross domestic product (GDP), the Bangko Sentral ng Pilipinas (BSP) said Friday. The deficit was led by a substantial current account shortfall amid tighter global financial conditions and persistent trade uncertainties.

The current account posted a deficit of $12.5 billion, or 3.6 percent of GDP, stemming largely from a wider trade in goods gap as imports outweighed exports. Imports were bolstered by strong domestic demand for telecommunications equipment, electrical machinery and passenger vehicles. However, exports showed resilience

due to robust global demand for manufactured goods, minerals and electronics.

Partially offsetting the current account deficit, the financial account recorded a net inflow of $12.2 billion, equivalent to 3.5 percent of GDP. This reflected continued investor interest and steady capital inflows, primarily driven by sustained foreign direct and portfolio investments, along with foreign borrowings undertaken by the National Government. Inflows from income accounts— notably remittances from overseas Filipinos and receipts from the business process outsourcing (BPO) sector and travel services—continued to provide a buffer to the country’s external position.

‘Primitive War’ pits soldiers against dinosaurs in Vietnam jungle

SET in the dense jungles of Vietnam, Primitive War turns a routine military search into a fight for survival against prehistoric predators.

The film follows The Vulture Squad, a recon unit sent to locate a missing Green Beret platoon. Instead of enemy forces, they discover deadly dinosaurs and abandoned Soviet experiments, forcing the soldiers to navigate a jungle where every step could be their last.

Starring Ryan Kwanten, Tricia Helfer, and Jeremy Piven , the action thriller combines war and creature-feature elements, delivering explosive sequences and intense confrontations.

Writer-director Luke Sparke said the idea came from a childhood fascination with

dinosaurs and war films.

“I saw cover art of a raptor leaping out of a Vietnamese jungle at a soldier, and it took me back to my childhood,” he told SYFY News. The concept led him to adapt Ethan Pettus ’ novel for the screen. Sparke also consulted a Vietnam veteran and experienced military adviser to ensure authenticity in the film’s depiction of military operations, he told Supanova Jeremy Piven, who plays the seasoned general Jericho, described his character as confronting unimaginable threats.

“He’s seen everything in war, but never this. Suddenly he comes across a dinosaur tooth, and nothing’s making sense,” Piven said.

CEBU Pacific has released a short film marking the first anniversary of its 250 millionth passenger, overseas Filipino worker Russel Capaniarihan, whose homecoming story anchors the carrier’s latest campaign.
