THE International Criminal Court has already released the arrest warrant against Senator Ronald Dela Rosa in connection with the crimes against humanity case against former President Rodrigo Duterte, former presidential spokesman Harry Roque said.

THE Metropolitan Manila Development Authority (MMDA) has announced the government’s preparedness for transport protests organized by the Malayang Alyansa ng Bus Employees at Laborers (Manibela). The agency is coordinating with law enforcement to ensure that traffic flow remains smooth and that commuters are not severely impacted. “We have no official document to work on,” Interior Secretary Jonvic Remulla added.

Roque, in a social media post late Sunday evening, claimed the arrest warrant against Dela Rosa was already out, urging the lawmaker to be careful.

“Do not get kidnapped. Insist that you have the right to be brought before a Philippine court first,” Roque said.

“The ICC arrest warrant against Sen. Dela Rosa has long been out. But it was only yesterday that it was officially received by the DOJ and DILG. They will

only start to move now,” Roque said in a social media update Monday evening.

He also advised Dela Rosa, who has not been attending Senate sessions since Nov. 11 when Ombudsman Jesus

Crispin Remulla confirmed the ICC arrest warrant, to seek sanctuary with the Supreme Court.

Over the weekend, the Ombudsman maintained that the arrest warrant against Dela Rosa has already been issued, adding that they are monitoring the latter’s whereabouts.

In a previous interview, ICC assistant to counsel Kristina Conti confirmed Dela Rosa is a co-perpetrator of the crimes charged against Duterte.

“We have maintained that a warrant against Bato Dela Rosa, Duterte’s coperpetrator of crimes against humanity, is certain from what the victims

know and what the prosecution has presented. It is up to the Marcos administration to enforce his arrest and surrender to the ICC,” she said.

Duterte’s legal team said it had “no information” on the supposed warrant of arrest against the senator.

“I have no information on a supposed arrest warrant for Senator Dela Rosa,” Duterte’s lawyer Nicholas Kaufman said.

He said any additional arrest warrant would “defy prosecutorial logic” since the ICC has yet to resolve an appeal that it is not competent to judge the 80-year-old Duterte.

Regular operations will resume on New Year’s Day, Jan. 1.

This increase in traffic volume is expected as more people flock to malls and markets to complete their holiday shopping activities. The agency urged consumers to visit commercial centers nearest to their homes to avoid being stuck in traffic jams across the metropolis.

T he MMDA also advised motorists to brace for heavy traffic on Dec. 19, the last Friday before Christmas, due to the influx of lastminute shoppers, holiday gatherings and other events, and people going to and from provinces. By planning ahead, the people can minimize delays and make their holiday shopping experience more enjoyable.

“Make your Christmas shopping hassle- and stress-free by planning ahead of time. This way, heavy traffic, long queues in parking, and crowded malls can be avoided,” said MMDA chairman Romando Artes. There are 131 malls in the National Capital Region, and 29 of them are located along Epifanio de los Santos Avenue (EDSA).

The MMDA will deploy additional personnel to manage traffic on identified choke points on EDSA.

The agency also extended the working hours of its traffic personnel, especially those assigned for night duty near shopping centers.

Mall operators have agreed with the MMDA proposal to adjust business hours to ease road congestion during the peak buying season.

The agency also intensified antiillegal parking operations, particularly along Mabuhay Lanes, which are alternative routes for those who want to avoid EDSA.

The agency is expecting a 20 percent increase in traffic volume this Christmas because of the influx of people and vehicles from Cavite, Laguna, Bulacan, and Central Luzon.

In another development, Remulla said that Ilocos Norte 1st District Rep. Sandro Marcos and former House Speaker Martin Romualdez will also be investigated.

Remulla likewise disclosed that contractor Sarah Discaya is currently “under surveillance” due to her alleged involvement in an anomalous flood control project in Davao Occidental.

The Ombudsman said there was enough evidence against Revilla who was linked to the flood control mess by former Department of Public Works and Highways (DPWH) Undersecretary Roberto Bernardo and ex- district engineer Henry Alcantara.

In a media interview over the weekend, Remulla said that Discaya is still in the Philippines.

“She is under surveillance, so we will know. We started doing that even before this happened. She is in Pasig (City).”

He also said Discaya’s husband, Pacifico Discaya, remains in detention at the Senate.

In the other malversation cases, Napoles and several other co-accused were imposed the penalty of reclusion temporal or up to 20 years imprisonment, and prision mayor or up to 12 years in prison.

Marcos declares National Pulmonary Rehabilitation Day

PRESIDENT Ferdinand Marcos Jr. has declared the third Wednesday of June of every year as National Pulmonary Rehabilitation Day, directing government agencies to step up public awareness and support programs that prevent and treat chronic respiratory diseases.

The designation was made through Proclamation No. 1104, which underscores the state’s duty to protect public health and promote preventive care.

The proclamation cites the Universal Health Care Act, as well as the longstanding observance of June as No Smoking Month, in support of global anti-tobacco campaigns.

The President noted the need to raise public understanding of pulmonary rehabilitation and reinforce anti-smoking and anti-vaping advocacy, given the direct link between smoking and chronic respiratory diseases.

All national government agencies, local governments, and educational and private institutions were directed to support efforts to boost rehabilitation access and reduce cases of chronic respiratory illness such as COPD and asthma.

Pinoy detainee in US to be deported

THE Department of Foreign Affairs (DFA), through the Philippine Consulate in San Francisco, has confirmed the impending deportation of Northwest ICE Detention Center detainee Greggy Valerio Sorio after U.S. authorities denied his appeals and issued a final removal order. The DFA said the Consulate immediately coordinated with U.S. authorities upon learning of Sorio’s medical concerns to ensure he received proper care and welfare monitoring.

Reports indicated Sorio was hospitalized in late October after being found anemic and passing blood in

his stool. He underwent surgery to amputate one toe due to a bone infection and was also diagnosed with chronic inflammatory bowel disease, requiring ongoing treatment.

The DFA said it sought humanitarian consideration to allow Sorio more time to recover before deportation, but U.S. authorities declared him medically cleared for removal.

The Department said it respects the United States’ sovereign right to enforce its immigration laws. Sorio was arrested in Alaska after being convicted for assault, theft, burglary, reckless endangerment, and violation of a domestic violence protective order. The DFA said it will extend assistance upon his return to the Philippines.

DOST to hand over locally designed weapons

THE Department of Science and Technology (DOST) is set to hand over a locally developed automated weapon system to the Department of National Defense (DND) later this week.

The system will be deployed for use by the Philippine Army.

The turnover ceremony for the Controller Battle-Ready Armament (COBRA) will be held on Thursday at Camp O’ Donnel in Capas, Tarlac, according to Army spokesperson Col. Louie Demaala on Monday.

DOLE watches fireworks sector

THE Department of Labor and Employment

(DOLE) has ordered stricter monitoring of the pyrotechnic industry with the onset of the holiday season, warning manufacturers, distributors, and retailers to comply with safety protocols or face legal sanctions.

Labor Secretary Bienvenido Laguesma issued Labor Advisory No. 18 directing pyrotechnic establishments to observe the requirements of

Republic Act No. 11058, or the Occupational Safety and Health Standards (OSH) Law.

Laguesma said handling explosive

materials demands strict adherence to safety procedures, as lapses could result in serious or fatal incidents.

The advisory reinforces full compliance with Department Order No. 134, Series of 2014, which mandates safety systems for pyrotechnic operations. Covered establishments include fireworks factories, storage warehouses, and retail outlets selling firecrackers.

Under the order, pyrotechnic firms must designate trained safety and health personnel, implement occupational security and health programs, and craft workplace policies address-

ing major operational hazards. Workers, for their part, are expected to participate in safety trainings and support company-wide OSH initiatives.

Troopers track down remnants of Dawlah Islamiyah

THE military on Monday said it is tracking down the remaining members of the Dawlah Islamiyah–Hassan Group (DIHG) following the slay of its highestranking leader and chief bomb expert during an operation in Shariff Aguak, Maguindanao del Sur last Sunday. Ustads Mohammad Usman Solaiman, known as the “Amir” or leader of the band, was killed in an encounter with elements of the Army’s 601st Infantry Brigade (601Bde) in Barangay Satan, according to the unit’s commander, Brig. General Edgar Catu. Solaiman, a veteran bomb maker and nephew of notorious Bangsamoro Islamic Freedom Fighters (BIFF) BIFF bomb expert Basit Usman, was long

tagged as one of the most dangerous outlaw in Central Mindanao.

According to the 6th Infantry Division (6ID), Solaiman and Norodin Hassan, alias Andot, who served as the group’s amir for military affairs, were among the last senior deputies of former DI-HG leader Abu Azim, who was also slain in 2021.

Solaiman’s group had been linked to multiple high-profile attacks in Mindanao, including the April 2022 bombing of a Rural Tours Bus in Parang, Maguindanao, that injured six passengers, as well as the twin explosions targeting Yellow Bus Line units in Koronadal City, South Cotabato, and Tacurong, Sultan Kudarat in May 2022.

THE House of Representatives has extended assistance to Filipino workers affected by the Nov. 26 fire at the Tai Po residential complex in Hong Kong, with Committee on Overseas Workers Affairs chairman and Agimat party-list Rep. Bryan Revilla visiting the victims over the weekend to convey Congress’ sympathies and support.

“Even if you are not in our country, we are still here to help you,” Revilla told the Hong Kong OFWs.

Among those he visited was Rhodora Tañacao, who was recuperating in the hospital for smoke inhalation. Tañacao had just arrived in Hong Kong on Nov. 26 and bravely stayed in the burning Tai

Po complex to protect her infant ward until they were rescued.

Revilla hailed Tañacao’s heroism as “reflective of the Filipino value of helping people wherever they may be.”

He travelled to Hong Kong on the instructions of House Speaker Faustino Dy III, who directed him to check on the OFWs’ wellbeing and extend the House’s assistance. Dy also authorized the release of financial assistance to each OFW affected by the fire, with the funds to be deposited directly into their accounts. The Speaker’s office will likewise extend financial assistance to the family of Mary Ann Esteban, the OFW who perished in the incident. According to Revilla, the remains of Esteban would

be repatriated within the week at no cost to the family.

Aside from financial support, Revilla’s delegation also brought volunteer mental health experts to help the OFWs process any lingering trauma from the incident, as he stressed that “it is very important that we take care of not only our bodies, but also our spirit and our mind.”

Revilla thanked the Hong Kong-based OFWs for inspiring him to do more and to push for additional legislation that will benefit the OFW community. He assured them that the House remains open to their concerns, including those that affect their families back home.

“If you need anything, if you have concerns, please do let us know. We are here to help you,” he said.

Solon presses bill lifting secrecy of bank deposits

A HOUSE leader has appealed to fellow legislators to support the enactment of a measure that seeks to empower the Bangko Sentral ng Pilipinas (BSP) to examine the bank deposits of individuals or corporations involved in irregularities or unlawful activities.

Deputy Majority Leader Vincenzo Renato “Luigi” Villafuerte said the measure, once enacted, would scrap the provision of the 70-year-old Republic Act 1405 or the Secrecy of Bank Deposits that prohibits bank officials and employees from disclosing details about accounts without the written consent of the affected depositors or in cases of impeachment or court orders in graft or litigation suits.

“The congressional approval of this

proposed amendment to RA 1405 is timely, given that it is among the priority bills of the Marcos administration in the 20th Congress and is in step with Malacañang’s efforts to double down on its anti-graft drive,” Villafuerte said.

“Lifting the secrecy of bank deposits will certainly complement the government’s drive for greater transparency with the recent decision by Ombudsman (Jesus Crispin) Remulla to restore public access to the SALNs (Statement of Assets, Liabilities, and Net Worth) of both appointed and elected public officials,” he added.

“The approval of this bill further addresses the push by business groups for the government to strengthen transparency and accountability in Government as a better means to combat official corruption,” Villafuerte added.

IN AN earlier column, I proposed there is the need for a meeting between government leaders, not only the President, and business leaders – like those involved in conglomerates like Ramon S. Ang, Manny Pangilinan, Ricky Razon and the Ayalas – to find out ways and means of solving the problem of rampant corruption which the country is suffering from.

I believe this meeting is necessary, Santa Banana, to resolve, once and for all, rampant and massive corruption in connection with government infrastructure projects.

Prioritize a meeting between gov’t and business leaders —“—

Yes, we have the ICI (Independent Commission for Infrastructure), created by President Marcos Jr., to find out ways and means for solving this problem of rampant corruption, but I believe the President should call for a meeting between high government officials led by himself and business leaders to prioritize and adapt a system whereby the people’s money cannot just be stolen.

Take for instance the problem of infrastructure projects here in Metro Manila and nearby provinces and in Mindoro, where the district engineers have the power to decide what should be prioritized .

And they have the power to decide kickbacks for government people.

I am just wondering how in the world a simple district engineer can decide by himself which infrastructure projects should be prioritized.

Santa Banana, that means the district engineers of the DPWH have the power to decide who gets the money and even decide whether a project will be adapted or not, giving them the power to create a project or not.

Santa Banana, they also have the power to create so-called “ghost projects.”

I had an earlier column where I mentioned the necessity of government officials. including the President, meeting with business leaders which I believe can solve the system of rampant corruption, which in effect amounted to billions of people’s money stolen by those involved in government infrastructure.

This way, a meeting between government officials including the President and business leaders can resolve this problem of rampant corruption ending in the creation of ghost infra-

structure projects and the billions of pesos in kickbacks going into the hands of public officials.

I believe that, more than anything else, what should be resolved is the system of building infrastructure projects, some of which are called ghost projects.

Business leaders like the Ayalas, Ramon Ang, Ricky Razon, Manny Pangilinan and the Sy family of SM and the Villars can help the President and high government officials in that meeting.

Other countries have progressed because they have learned how to resolve corruption.

It is for this reason, my gulay, why there is the urgent need to prioritize this meeting of high government officials including President Marcos Jr. and business leaders.

Our country cannot go on like this, with just trying to investigate those involved in anomalies and jailing them.

After jailing them, what next?

There is the urgent need to act fast.

If there is a will, there is always a way.

More than the nation’s problems of poverty and lack of jobs, the biggest problem now is rampant corruption.

As a Filipino, I hide my head in shame because of our continued rampant corruption.

Praise the logic for a moment: why chase clerks and district engineers when the real sharks swim in Malacañang and the Speaker’s mansion? Now watch the logic collapse.

In this regime, “focusing on the top” is code for doing absolutely nothing, because the ICI has no subpoena power, no contempt power, no witness protection worth the paper it is printed on.

It is a commission of polite suggestions. Singson himself dismissed Zaldy Co’s suitcase videos as “hearsay” because the accuser refuses to appear in person.

Translation: focus on the top, but not THAT top.

DAMASCUS – President Ahmed alSharaa on Monday urged Syrians to work together to rebuild their country as they marked a year since the ousting of longtime ruler Bashar al-Assad.

Sharaa’s Islamist-led alliance launched a lightning offensive in late November last year, taking the capital Damascus on Dec. 8 after nearly 14 years of war and putting an end to more than five decades of the Assad family’s iron-fisted rule.

Following dawn prayers at Damascus’s famous Umayyad Mosque, Sharaa “praised the sacrifices and heroism of the fighters” who entered Damascus, a presidency statement said.

After Cambodian troops fired on Thai forces early Monday morning in Ubon Ratchathani province, “the Army received reports that Thai soldiers were attacked with supporting fire weapons, resulting in one soldier killed and four wounded”, Thai army spokesman Winthai Suvaree said in a statement.

Winthai also said Thailand had begun “using aircraft to strike military targets in several areas” to suppress attacks by Cambodian forces.

JAKARTA – Officials in flood-hit parts of Indonesia reported shortages of food, shelter, and medicine as the death toll reached 950 Monday following weeks of heavy rain.

Bambol won’t join parade, says opening rites are for athletes

BANGKOK—Athletes, not anyone else, are the heroes and main attraction of Team Philippines in the opening ceremonies of the 33rd Southeast Asian Games here on Tuesday at the Rajamangala National Stadium.

Due to unforeseen circumstances on the side of organizers, a handful of athletes from the Philippine delegation will not be able to make it in time.

But flag bearers Bryan Bagunas of Alas Pilipinas men, and tennis superstar Alex Eala will be able to represent the contingent, as they fly in to Bangkok on Monday just in time for the opening rites.

“Ngayon ang dating ni Alex at ni Bryan,” said Philippine Olympic Committee President Abraham Tolentino.

Some 140 athletes will be marching for Team Philippines — only a portion of the country’s record-breaking 1,600-strong contingent.

Sports officials will also be filling in some spots left by the other athletes who will not be able to make it in time. But don’t expect Tolentino himself to suit up and march on. At the end of the day, the POC Ppresident believes that this should be about the athletes and them alone.

“Time nila yan, para sa kanila [yung opening ceremonies].” said Tolentino.

The opening ceremonies are expected to show off each member country’s athletes while also incorporating host nation Thailand’s cultural heritage and artistic beauty. Program begins 6 p.m, local time.

Games open after chaotic build-up

BANGKOK—The Southeast Asian Games officially open in Bangkok on Tuesday against a backdrop of chaotic organisation and with fresh border clashes between Thailand and Cambodia threatening to overshadow the sporting showpiece.

The SEA Games run until December 20 in Bangkok and the nearby coastal province of Chonburi, with thousands of athletes from 11 southeast Asian countries competing in events ranging from football and fencing to skateboarding, sailing and combat sports.

They include world-class performers such as Olympic weightlifting gold medallists Hidilyn Diaz of the Philippines and Rizki Juniansyah of Indonesia, and Thailand’s badminton silver medallist Kunlavut Vitidsarn.

Organizers have been criticized for some embarrassing stumbles even before the opening ceremony takes place at the Rajamangala National Stadium in Bangkok on Tuesday.

On the first day of sporting events last week, national anthems failed to play before a men’s football match between Vietnam and Laos, leaving the athletes and coaches singing without music.

The head of Thailand’s Sports Authority, a SEA Games organiser, blamed an audio system glitch and issued an apology, according to local media.

Thailand then played East Timor in a largely empty stadium after Thai football fans boycotted the match because of ticket rules requiring registration with ID and disquiet over their seating allocation.

Authorities said the registration is necessary because of security and it will continue.

Controversy and tumult

Deadly flooding in the south of Thailand last month forced a late relocation of a dozen sports from hardhit Songkhla province.

BOI-approved investments fell 48% in 11 months

fell 48.3 percent in the first 11 months of 2025 to P816.81 billion from P1.58 trillion in the same period last year, the Board of Investments (BOI) said Monday.

Despite the year-on-year decline, Department of Trade and Industry (DTI) Secretary and BOI chair Ma. Cristina Roque said the country continues to attract substantial, high-value investments.

“DTI is truly making it happen for Filipinos. These figures reflect the strong inflow of high-value investments that strengthen our economy. But we will not slow down.

The P816.81 billion in approved investments to date sends a clear signal to local and foreign investors that the Philippines is an ideal, competitive and future-ready business destination,” Roque said.

Data showed that from January to November 2025, the BOI approved 261 projects that are expected to generate 32,864 jobs.

Top foreign investment sources in the 11-month period were Singapore (P74.78 billion); Thailand (P7.75 billion); and the U.S. (P5.38 billion).

DBM: A weak link in economic management chain

THE Executive Secretary, former Supreme Court Chief Justice Lucas Bersamin and the Secretary of Budget and Management, Amenah Pangandaman, vacated their offices several weeks ago under circumstances that have given rise to much public speculation.

The Presidential Communications Office (PCO) quickly issued a statement declaring that Justice Bersamin and Ms. Pangandaman had “resigned out of delicadeza.” No sooner had the PCO issued its statement than the former chief magistrate announced to the nation that he had not left his office voluntarily; he was asked to resign, he said.

In contrast, nothing has been heard from Ms. Pangandaman, thereby leaving the nation guessing as to whether President Ferdinand Marcos Jr. really treated Justice Bersamin more unkindly— asking him to resign—than the less highly regarded Amenah Pangandaman.

However she left DBM—whether she left voluntarily or was asked to resign—really is of no consequence. What matters is that Amenah Pangandaman has ceased to have anything to do with the DBM. Truth to tell, I had great misgivings when someone with Amenah Pangandaman’s professional record and experience was appointed to head a Cabinet department mandated to manage the entire National Expenditure Program (NEP)—better known as the national budget.

The last time I checked with my dictionary, ‘manage’ meant overseeing or dealing with a thing in a manner tending to lead to the attainment of the objective for which the thing was created or established. For 2026, the Marcos administration has proposed to Congress national expenditures totaling P6.35 trillion.

The final stop in the journey toward consummation of a Department of Public Works and Highways (DPWH) public works contract—a journey that begins with the insertion of an unprogrammed project by a legislator into the NEP—is the office of the Secretary of Budget and Management, who signs the document authorizing the release of the funds representing the contract amount.

It goes without saying that the release of public funds for payment of a corruption-tainted project will not happen if the Secretary of Budget and Management undertakes a review of the circumstances of a proposed payment and concludes that release of the payment would be unwarranted.

The investigations conducted by Congress yielded the information that in no instance did Secretary Pangandaman question or withhold the release of payment for any of the humongous flood-control contractor claims. She seems to have functioned

like a payment-releasing machine. Her response to the question why she did not question any of the contractor payments was that there were too many projects and DBM was short of personnel. That answer reminded me of the line from a Shakespeare play that the entire war was lost because a nail could not be found for the shoe of one of the horses.

The impression that one gets from the revelations of the flood-control investigation is that Secretary Pangandaman approved the release of payments to contractors without asking questions like: (1) why the same name kept cropping up in the schedule of payments to contractors; (2) whether the companies that were the proposed payees of hundreds of millions or even billions of public money had the financial capacity to undertake the DPWH projects; and, most important, (3) how the projects for which payments were being sought got to be included in the General Appropriations Act (GAA).

A torrent of money seems to have flowed from the DBM to the contractors. DBM was not functioning as the guardrail that it was expected to be.

It is a fact that a chain is only as strong as its weakest link. Successive administrations have been prone to tout the strength of their economic management team, which is understood to be composed of the heads of the Department of Finance (DOF), the National Economic and Development Authority (NEDA) – which is likely what you meant instead of the non-existent “Department of Planning, Economy and Economic Development (DepDev)” – the DBM, and the Department of Trade and Industry (DTI).

Under the secretaryship of Amenah Pangandaman, DBM has been a weak link in this country’s economic management chain. After all, of what good are the best efforts of the government’s economic development planners, revenue raisers, and export and FDI (foreign direct investment) promoters if DBM will mindlessly spend the nation’s financial resources?

Whether Amenah Pangandaman resigned out of delicadeza or was asked to leave, the fact is that she is gone. But her departure is not a sufficient corrective measure. The culture of operational carelessness and inefficiency that she has left behind must be cleaned out if DBM is to stop being a weak link in this country’s economic management chain.

The World Bank or the Asian Development Bank can help in this regard by offering the Philippine government a technical assistance loan specifically intended for the reform of the DBM and the entire budget management process. (llagasjessa@yahoo.com)

ATI’s nine-month net income grew 34% to P4.25b

ASIAN Terminal Inc. said Monday net income grew 34.4 percent in the first nine months of 2025 on the back of higher container volume.

The company said it posted a net income of P4.25 billion from January to September, up from P3.16 billion in the same period last year.

Revenues in the nine-month period went up by 24.4 percent to P14.70 billion from P11.81 billion a year ago.

THE Department of Energy expects the completion of two ports that will support the development of offshore wind projects (OSW) by 2027

DOE Undersecretary Giovanni Carlo Bacordo said the Philippine Ports Authority had identified the Port of Pambujan in Mercedes, Camarines Norte, the Sta. Clara port in Batangas and the Port of Currimao as priority ports for OSW.

“They’re looking at the Port of Pambujan to be operational by the first quarter of 2027. And then, likewise, the same for the Port of Sta. Clara, Batangas to be operational by the first quarter of 2027,” Bacordo said.

The development of the 40-hectare Pambujan port is estimated to cost about P4.8 billion. The port can be expanded up to 160 hectares.

The PPA is using internally generated funds for the Pambujan port, Bacordo said.

He said the PPA had published the terms of reference for the Port of Pambujan and expected to open the bids this month.

Bacordo said 11 OSW developers want to use the Port of Pambujan.

For the development of the Sta. Clara port, the PPA is looking at a public-private partnership arrangement, he said.

“For the Port of Sta. Clara, I believe that the PPP Center will have a role also there in the selection process, and they will be guided by the rules of the PPP Center,” Bacordo said.

hilippine banks saw a slight uptick in bad loans in October 2025, as lending growth slipped to a 16-month low on cautious consumer activity.

Data from the Bangko Sentral ng Pilipinas (BSP) showed the gross non-performing loan (NPL) ratio inched up to 3.33 percent in October 2025 from 3.31 percent in September. However, this was lower than the 3.60 percent recorded in October last year. The value of gross non-performing loans climbed to P537.03 billion in October from P524.31 billion a year earlier. However, it was lower than P538.92 billion posted in September.

THE Energy Regulatory Commission has approved the application of Northern Palawan Power Generation Corp. to develop a dedicated pointto-point limited transmission facility to connect the 145-megawatt peak Cawag solar power project in Subic, Zambales to the Luzon grid.

NPPGC, a subsidiary of Emerging Power Inc. (EPI), plans to connect the solar plant to the 230 kV Subic (Hanjin) Substation of the National Grid Corp. of the Philippines (NGCP). EPI is the renewable energy subsidiary of listed Nickel Asia Corp.

The ERC said that a perusal of the evidence presented during the hearings showed that the approval of NPPGC’s application to connect the Cawag SPP to the grid would redound

to the benefit of the electricity consumers in terms of continuous, quality, reliable and efficient power supply.

“For NPPGC to commence commercial operations of its Cawag SPP, there should first be a connection to the grid. Thus, the development of the subject facilities is necessary to enable the said connection and allow NPPGC to supply power to the grid,” the ERC said.

“What we want to do in 2026 is to continue that path forward that we have identified by, for instance, implementing an incentive-based model for financing lending companies who have been audited by the SEC and/or the National Privacy Commission or the CIC [Credit Information Corp.] and found to be members in good standing,” she said.

Open dumps, dirty sewage ruin PH rivers

OPEN dumpsites and water pollution are destroying the country’s ecological integrity and endangering the health of communities.

The Department of Environment and Natural Resources (DENR) reiterated the warning and tasked local government units (LGUs) to regulate wastewater discharges and prohibit the release of untreated sewage into rivers, lakes and coastal waters.

The Environmental Management Bureau (EMB) of the DENR issued a nationwide directive urging all LGUs to strictly comply with the Ecological Solid Waste Management Act of 2000 (RA 9003) and the Philippine Clean Water Act of 2004 (RA 9275).

“The health of our communities and the integrity of our water bodies depend on the decisive action of our local leaders. We are moving beyond cooperation. We are enforcing the law,” said DENR Assistant Secretary and concurrent EMB Director Jacqueline A. Caancan.

The bureau stressed that adherence to the environmental laws was mandatory, urgent and non-negotiable.

It warned that continued noncompliance, including the operation of open dumpsites, failure to implement waste segregation and illegal discharge of untreated sewage, would result in immediate legal action.

Sanctions may include Notices of Violation (NOVs), Cease and Desist Orders (CDOs) and the filing of administrative or criminal charges against responsible local officials.

Under RA 9275, LGUs are required to formulate and enforce local ordinances regulating wastewater discharges, develop and implement comprehensive septage and sewerage management programs, and integrate water quality objectives into their local development and investment plans.

The EMB ordered all LGUs to immediately carry out their twin mandates to strictly enforce source segregation and separate collection, and establish fully operational Materials Recovery Facilities (MRF) in all barangays.

Residual waste should be disposed of only in accredited accredited Sanitary Landfills (SLFs), and open dumping and burning are strictly prohibited.

“Any LGU that allows open dumpsites, neglects mandatory segregation, or permits the direct discharge of sewage into our rivers is in clear violation of national law and will be held fully accountable,” said Caancan. DENR News

The Zoological Society of LondonPhilippines (ZSL), in partnership with the Blue Nature Alliance (Alliance) and regional partners from the government, academe and non-governmental organizations, recently gathered at the forum as the world races to protect 30 percent of its oceans by 2030. The two-day workshop gathered representatives from the Philippines, Indonesia, Thailand, Malaysia, Maldives, Vietnam, and the Solomon Islands to exchange insights on challenges and opportunities in ocean protection at scale—from policy gaps and governance issues to climate impacts, illegal fishing and transboundary protection.

Sassa Gurl goes serious in ‘Bar Boys: After School’

SOCIAL media personality Sassa Gurl has built an online empire by being the loudest voice in the room—sharp, funny, and unapologetically himself. Yet in Bar Boys: After School, he trades his usual high-energy humor for the role of law student Trisha Perez, a character who’s more at home with “her” books than making jokes.

The sequel, part of this year’s Metro Manila Film Festival, follows the characters from the 2017 hit as they navigate adulthood. For Sassa, the role is deeply personal.

“I struggled a lot at first. I didn’t know how to say ‘yes’ because I had no idea how to be serious. But the director said I could do it. He was happy with me during the Balota project, which had a political background, and he felt I was ready to get serious,” Sassa said, adding that he sees himself in Trisha.

“Trisha is very special to me. Bilang trans woman, danas ko ‘to Nangarap din ako maging law student—mahirap, mahal, at may sariling challenges. Mahirap law school lalo na kung trans ka. Saludo ako sa trans women na tuloy ang pag-aaral,” he continued. When asked if there’s a law he hopes would be passed in the Philippines, he advocated for measures that

IVA Films is kicking off 2026 with a Philippine adaptation of the Korean hit movie A Werewolf Boy, starring rising tandem Rabin Angeles and Angela Muji.

RabGel howls into big-screen debut in local adaptation of ‘A Werewolf Boy’

Following their success in Viva One’s Seducing Drake Palma , a Wattpad series that has consistently ranked among the Top 10 Most Watched on the streaming platform, Rabin and Angela— known together as RabGel— make their first full-length film debut as a pair in Viva’s 2026 opening salvo.

“It has always been my dream to be an actress,” Angela revealed. “I’m also passionate about dancing and singing. But when I started acting, that’s when I realized I loved acting even more. It gives me a happier, more grounded feeling. Acting is really fulfilling. I still love singing and dancing, so I try to incorporate them into my shoots. It helps me stay connected to all the things I love, even if I’m no longer part of a girl group.” Rabin, who started his screen work in 2023 and gained attention in the 2025 series Ang Mutya ng Section E , said he was stunned to land the lead role.

“It just landed on my lap. I never expected it,” he stated. “When I heard I’d be starring in a film, I was stunned. Now it feels more real, but I’m still in limbo. I still can’t process it. The blessings keep coming. I’m just really grateful. I still feel giddy about it. I remind myself all the time that nothing should change in me. I have no

reason to change. I wouldn’t be here if I didn’t do the work in every film.”

A Werewolf Boy follows Sara (Angela), a young woman with an illness that forces her family to move to a quiet countryside home. There, they discover a feral boy (Rabin) living in their barn, unable to speak and exhibiting animal-like instincts.

Sara’s

mother takes him in, and as Sara teaches him to eat, read, and behave like a human, a bond develops. Their connection faces challenges, particularly from Juancho, Sara’s arrogant suitor, and ultimately leads Sara to make a heartbreaking decision to protect him.

Director Crisanto Aquino , known for My Future You and Instant Daddy , said the production presented unique challenges.

“I kept catching it drifting into rom-com territory because I was working with so many people. That was the first challenge, and I think we pulled it off,” he shared. “Besides that, this is my first film with table readings, stunts, and heavy prosthetics. The entire nature of this project pushed me as a director. Rabin and Angela were both so kind. No bad vibes at all. We stayed in good spirits even in lock-in.”

The original Korean version, starring Song Joong-ki and Park Bo-young , achieved blockbuster success. Rabin said he had long hoped for a project like this.

“I studied various wolf-themed books, series, and movies, but I intentionally avoided watching the original material to bring a fresh approach to my character,” he said.

ANTHONY “TonyToni” Bueno was keeping up with his busy schedules as he was anticipating Boys’ Night Out’s “#LastNightOut”.

The seasoned DJ was one of the mainstays of the now-defunct radio show that aired on Magic 89.9 from 2006 to October of this year.

Heavy rains served as a pretext for the Boys’ hangout, which was originally scheduled on Nov. 10.

In an interview with Manila Standard Entertainment, Tony shares his sentiments over the course of events leading to the show’s axing.

Bueno, who was with Magic for more than 20 years, was “fired” by the new management on Sept. 6 due to “severe financial losses.” He initially wanted to “just go quietly” to keep their listeners curious about what would have been his silent exit.

But he changed course three weeks later and announced that he would be leaving the station on Sept. 29. Boys’ Night Out would have its premature exit two days later.

“I did not leave Magic. I don’t think the two (Tin and Slick Rick) would leave Magic while I’m still there,” he said.

“I can’t help but (would I be) super angry or upset. Or maybe me being so nice? Superiors really have to assess who they’re hiring,” he further lamented, as he expressed dismay over his support for the station’s new program manager. Since the show’s axing, some of Bueno’s former colleagues have commiserated with him, one of whom was pioneering co-host King DJ Logan

Boys’ Night Out has also ventured into the online realm since its first years on the air; its own YouTube channel was created in 2007.

“The management never wanted to invest. was our own hard work. They let us do what we wanted, they didn’t meddle with us,” he later shared, adding that they had free rein and control of the entire franchise. Despite this, the seasoned DJ still lingers on to his desire for radio. He reveals that he is in talks with competing stations to accommodate BNO in their roster. However, he admits that there are hurdles to them getting back together. “The opportunity is there. It’s just a matter of who wants to go back to radio. How will I now get the full team at a high price?” Bueno pondered, given the radio market today.

In its years of keeping listeners in touch with their world, Tony says that Boys’ Night Out will “never be duplicated” by any station today, including their former home.

“We were gorillas, we did everything; gorilla marketing, events, TV, broadsheets. It was really full-force (effort),” he stressed. When asked if the Boys will serve their own provocative nature should they find a new home on the radio, Bueno says that he is “hopeful” while reserving his full optimism.
