THE Office of Civil Defense (OCD) Negros Island Region reported that several areas near Kanlaon Volcano were blanketed by ashfall following its explosive eruption on Friday night and subsequent ash emissions on Saturday morning.
Based on reports from local disaster offices, ashfall and a sulfuric odor were observed in several barangays of Bago City, including Mailum, Ma-ao, Ilijan, Bacong, Abuanan, Dulao, and Tabunan. Residents reported fine volcanic ash settling on rooftops and roads, accompanied by a strong smell of sulfur.
In La Carlota City, ashfall and sulfuric odor were recorded in Barangay Ara-al, with some residents reporting mild ground shaking during the eruption. San Carlos City likewise experienced ashfall and sulfuric odor in Barangay Codcod, particularly in the upper areas, while Barangay Zamora in Pontevedra recorded minimal ashfall.
On the eastern side of the volcano, in Canlaon City, Negros Oriental, the smell of sulfur was noted in Barangay Lumapao (Sitio Bayabas) and Barangay Linothangan (Sitio Bulong). Authorities said no major damage has been reported so far, but Bago City’s disaster office deployed teams to Barangay Mailum for possible evacuation if conditions worsen.
The OCD and local disaster risk reduction and management offices across Negros are on heightened alert, with search and rescue units from the Armed Forces of the Philippines, Philippine National Police, Bureau of Fire Protection, and Philippine Coast Guard all on standby.
“Rest assured that our response clusters are on standby, and search and rescue units are prepared to mobilize in case of an escalation in the alert level. Remulla orders resignations of Ombudsman officials

Remulla has directed 97 senior officials appointed during the final months of former Ombudsman Samuel Martires to submit their courtesy resignations as part of a sweeping reorganization at the Office of the Ombudsman.
In Office Order No. 347 issued on October 22, 2025, and obtained by Politiko, Remulla instructed all officials with Salary Grades 25 to 29, whose appointments were made between May 29 and July 27, 2025, the day Martires retired, to tender their resignations within seven days.

Grades 24 and below to voluntarily file their resignations, although he clarified that doing so would not be mandatory.
The directive is part of his broader effort to review recent appointments and restore what he described as “proper vetting” within the agency.
The Ombudsman’s move follows his earlier announcement that 204 employees hired in July, just before Martires’ retirement, would be required to reapply for their posts or risk being tagged as “midnight appointees.”
“There were 204 new hires last July, and I will ask them to reapply because they are still within the six-month probationary period,” Remulla said. “I will ask them to reapply, lest they be treated as midnight appointees. This is done in good faith, and I hope they also act in good faith by reapplying or submitting courtesy resignations.”

PRESIDENT Ferdinand Marcos Jr. arrived in Kuala Lumpur on Saturday for a fourday visit to attend the 47th Association of Southeast Asian Nations (ASEAN) Summit, where regional leaders are expected to discuss key geopolitical and economic issues confronting Southeast Asia.

CamSur’s Baao Community College now a state college
PRESIDENT Ferdinand Marcos Jr. has signed a law converting Baao Community College into the Rinconada State College (RSC), envisioned to become a premier institution for graduate, undergraduate, and short-term courses in science and technology, education, and other fields in Bicol, Camarines Sur Rep. Migz Villafuerte said.
Under Republic Act 12294, the RSC will retain its mother campus in Baao while establishing additional campuses in the province. Villafuerte said the conversion will bring more funding for infrastructure and improved benefits for teachers and staff.
The late Minister Luis Villafuerte founded the BCC in 2000, and as governor, Migz Villafuerte was later cited by CHED for establishing the most community colleges in the country.

THE National Police Commission (NAPOLCOM) and the Presidential Task Force on Media Security (PTFoMS) have reminded police officers against red-tagging or threatening members of the press.
On Friday, both agencies signed an agreement reinforcing the protection of media workers’ rights and preventing law enforcers from engaging in acts of intimidation or harassment against journalists.
“The use of force against media, redtagging and issuing statements that place media journalists at risk, and retaliatory actions against media practitioners for critical
coverage are no longer allowed,” NAPOLCOM Vice Chairperson Rafael Calinisan said in his speech after the agreement signing.
“We will uphold respect and protection for all members of the media,” he added.
The agreement between NAPOLCOM and PTFoMS provides a case referral, investigation, and monitoring system for administrative cases filed by media practitioners over alleged rights violations by members of the Philippine National Police (PNP).
It also establishes a referral system for protective custody and psychosocial support for complainants, as well as a review of existing PNP rules on media relations.
“Media workers shall refer to individuals engaged in journalistic activities, including the production and dissemination of information in the public interest through an editorial process,” PTFoMS Director Jose Torres Jr. said.
“This includes but is not limited to media educators, reporters, anchorpersons,
commentators, columnists, opinion writers, campus journalists, and photojournalists,” he added.
If police officers violate media workers’ rights, Calinisan said NAPOLCOM may file administrative cases for grave misconduct.
“We will teach our friends from the PNP not to do that to our media practitioners. We will not allow that and we will never allow that,” Calinisan said.

THE Metropolitan Manila Development Authority, along with its private sector partners, is formulating plans for the return of the iconic “Love Bus” from the 1970s.
On Saturday, October 25, MMDA Chairman Romando Artes led a discussion with officials from Global Electric Transport (GET) and property developers including Ayala Land, Robinsons Land Corporation, Ortigas Land, and Megaworld to explore the proposed routes for the Love Bus and the possible installation of loading, unloading, and charging stations at shopping malls.
Artes said the Love Bus will provide complimentary rides for commuters in various locations across Quezon City and Pasig City, with designated loading and unloading points such as Robinsons Galleria, MMDA Main Office, Arcovia City, Bridgetowne Opus Mall, Parklinks (Ayala), and Eastwood City.
The Land Transportation Franchising and Regulatory Board (LTFRB) has granted approval for the Love Bus to operate free rides.
The government aims to initiate the Love Bus service by either December 2025 or January 2026 in the metropolis.
During the meeting, Frankie Endriga, vice president of GET, introduced a proposal to tackle pressing issues in the eastern part of Metro Manila, such as traffic congestion, insufficient public transportation, and limited pedestrian areas.

Cebu archdiocese closes Liloan parish after violent crime
THE Archdiocese of Cebu has ordered the temporary closure of the Parish Church of San Fernando Rey in Liloan, Cebu, after a crime was committed inside it on Friday.
In a statement on Saturday, Archbishop Alberto Uy said the order was issued after an investigation into the incident that desecrated the church.
An unidentified woman was found dead inside the church. She reportedly sustained head injuries, suggesting she was beaten.
“After a preliminary review of the incident and the available evidence, including CCTV footage confirming that the assault took place inside the church itself, it is judged that the sacred place has indeed been desecrated through an act of grave violence, which has caused profound scandal and pain among the
faithful of Liloan and beyond,” Uy said in the statement.
“In accordance with the same canon, and mindful also of Canon 1210, which commands that only those things which serve to exercise or promote worship, piety, and religion are permitted in a sacred place, I, as the Archbishop of Cebu, decree the temporary closure of the Parish Church of San Fernando Rey, Liloan.”
The rule under the Code of Canon Law states: “A sacred place is desecrated when it suffers grave injury through acts done in it, which are seriously disrespectful and give scandal to the faithful.”
Uy said the exercise of worship in the church is thus forbidden until the injury has been repaired by a penitential rite.
“During this period, I, in consultation with the parish clergy and the Chancery, will determine the rite of reparation
prescribed by the liturgical books, after which divine worship may once more be licitly celebrated in the said church,” he added.
The head of the Archdiocese of Cebu offered prayers for the family of the victim.
“We unite in prayer for the victim’s family as we condemn in the strongest terms this act of violence committed within the very house of God,” Uy said.
He also asked the faithful to be calm and not be angered by the crime.
“I ask the faithful to respond to this tragedy not with anger, but with prayer, compassion, and solidarity, especially for the victim and her family. Let us all reaffirm our respect for every human person and for the sanctity of our sacred spaces, which are meant to be places of refuge, reverence, and healing,” he said.

The UN Convention against Cybercrime was first proposed by Russian diplomats in 2017, and approved by consensus last year after lengthy negotiations.
Critics say its broad language could lead to abuses of power and enable the cross-border repression of government critics.
“There were multiple concerns raised throughout the negotiation of the treaty around how it actually ends up compelling companies to share data,” said Sabhanaz Rashid Diya, founder of the Tech Global Institute think tank.
“It’s almost rubber-stamping a very problematic practice that has been used against journalists and in authoritarian countries,” she told AFP. Vietnam’s government said this week that 60 countries were registered for the official signing, without disclosing which ones.
But the list will probably not be limited to Russia, China, and their allies.
“Cybercrime is a real issue across the world,” Diya said. “I think everybody’s kind of grappling with it.”
The far-reaching online scam industry, for example, has ballooned in Southeast Asia in recent years, with thousands of scammers estimated to be involved and victims worldwide conned out of billions of dollars annually.

Thailand’s former queen Sirikit, 93
BANGKOK – Thailand’s former Queen Sirikit, the mother of the current King Vajiralongkorn and wife of the nation’s longest-reigning monarch, died late Friday at the age of 93, the palace said.
The royal family is venerated in Thailand, treated by many as semi-divine figures and lavished with glowing media coverage and gold-adorned portraits hanging in public spaces and private homes nationwide.
“It is a great loss to the nation,” said Prime Minister Anutin Charnvirakul on Saturday, adding that he would delay his departure to a weekend summit of Southeast Asian leaders in Malaysia.
Throughout her 66-year marriage to King Bhumibol Adulyadej, Sirikit carved a dual reputation as a fashionista and the nation’s caring matriarch – with some Western media featuring her on magazine covers and comparing her to former US first lady Jackie Kennedy.
“I had heard that she had been unwell and, given that she was in her 90s, I knew this day would come,” 53-yearold housekeeper Sasis Putthasit said early Saturday in the capital Bangkok.
“But I didn’t expect it to be today,” Sasis told AFP. “I feel sad because she was a mother figure to the country, and now she’s gone.”
Sirikit had “suffered several illnesses” while hospitalized since 2019, including a blood infection this month, the palace said in a statement.
“Her majesty’s condition worsened until Friday and she passed away... at Chulalongkorn hospital at age 93,” it added.
King Vajiralongkorn has assigned members of the royal family to begin
a year-long mourning period, the Palace said.
From early Saturday, Thai news anchors were seen wearing black during broadcasts, a sign of public mourning.
Her passing “marks a profoundly significant event for the Thai Royal Family and the entire nation, given her immense popularity and deep connection to the late king who remains deeply revered,” Pavin Chachavalpongpun, a former Thai diplomat and academic who studies the monarchy, told AFP.
King Bhumibol Adulyadej’s lengthy reign from 1946 until 2016 was bookended by World War II and the first inauguration of US President Donald Trump.
Though Bhumibol’s son inherited the throne about nine years ago, many still revere him as the nation’s most steadfast figurehead – and Sirikit as his constant companion.
She retired from the public eye in recent years as she suffered from ailing health, her privacy sealed by strict lese majeste laws that limit what can be reported about the royal family.
But in her glamorous heyday in the 1960s she mingled with US presidents and superstars such as Elvis Presley, while at home touring Thailand to visit villagers in rural areas.
She was referred to as the “Mother of the Nation” and her birthday was designated the country’s Mothers’ Day.
Store owner Tanyaporn Arammetha, whose own parents divorced, said she always saw the late king and queen as parental figures.
“(Sirikit) showed me that she cared about Thai people the way parents
love their children,” she said.
The reigning Chakri dynasty dates back to 1782, but the succession from King Vajiralongkorn is unclear as he has not formally named an heir.
He has seven children including five sons – four from an earlier marriage who have been officially disowned, and his 20-year-old son Dipangkorn Rasmijoti.
While the royal family is still held in very high regard by most Thais, it faced unprecedented public dissent during street protests in 2020.
Tens of thousands of young protesters took to the streets demanding widespread political reforms including changes to the monarchy -- a public challenge to the royals’ status never seen in Thailand before.
Though Thailand’s constitution places the monarchy above politics, Sirikit drew public attention when she attended the funeral of a royalist protester in 2008.
When her husband King Bhumibol died, Thailand observed a year-long mourning period.
Authorities ordered flags to fly at half-mast for 30 days, banned weddings and concerts, and instructed citizens to wear black.
Former Queen Sirikit’s body will lie in state at the Grand Palace’s Dusit Thorne Hall in the capital Bangkok, according to the palace.
Frozen food company employee Siraphob Sutthisalakorn said Thailand had “lost two guiding figures” in Queen Sirikit and her husband King Bhumibol.

HAVANA – A Cuban court has ordered jail sentences of up to six years for six people who “disrupted public tranquility” with a pot-banging protest against electricity blackouts last year, according to a case file seen by AFP.
Three people were given six-year sentences and another three sentenced to five years by the court in Villa Clara province in the central part of the communist island.
They were among hundreds of people who took to the streets during protests last October as the country was plunged into darkness amid a series of power blackouts.
The protesters engaged in “potbanging and using other metallic objects to create loud noises, which disrupted public tranquility,” said the ruling dated October 20.
They also “interrupted traffic.”

Russian strikes on Ukraine kill at least two civilians
KYIV – Russian drone and missile strikes killed at least two people and wounded more than a dozen in multiple regions of Ukraine, authorities said Saturday. In Dnipropetrovsk, the regional military administration chief said two people were killed and seven more wounded in missile and drone attacks.
“Fires broke out. Apartment and private buildings, an outbuilding, a shop, and a car were damaged,” Vladyslav Gaivanenko said on Telegram.
Moscow also targeted the capital Kyiv in overnight attacks, damaging buildings and homes in multiple districts and wounding at least eight people.
“Explosions in the capital. The city is under a ballistic attack,” Kyiv mayor Vitali Klitschko said on Telegram.
“There are currently 8 wounded people in the capital,” he said in a separate post, adding three of them had been hospitalized.

“When you say they have to be recognized as a nuclear power, well, they got a lot of nuclear weapons, I’ll say that.” Trump is expected in South Korea on Wednesday for the Asia-Pacific Economic Cooperation (APEC) Forum.
US media have previously reported officials from his administration have privately discussed setting up a meeting between Trump and North Korean leader Kim, who he last held talks with in 2019.

Wide-eyed dreamer
Growing up in a working-class family in Tondo, Manila, he remembers a life of constant rent payments and modest means.
“We were very poor. My family rented a small house for P3,500 a month. We only managed to buy our first home in 2021. Everything I have now comes from hard work, patience, and faith,” he recalled.
After earning his architecture degree from UP Diliman, Yabut went on to pursue an MBA at Waseda University in Tokyo, where exposure to Japanese minimalism and craftsmanship shaped his design sensibilities.
He later worked as an architect in Tokyo and Singapore for several years, honing his talent, his discipline, and attention to detail.
“Architecture taught me how to build from nothing - whether a skyscraper or a chair,” he said.
“Furniture design is like architecture, only on a smaller scale. It’s still about space, form, and human experience.”
When the pandemic hit, Yabut’s architectural projects slowed down, giving him time to explore a long-held dream. With less than half a million pesos in savings, he began designing and outsourcing his first pieces to local makers. His side project has quickly evolved into a full-fledged enterprise.
Today, Jed Yabut Furniture operates its own workshop in Valenzuela City, employing around 25 artisans and 10 administrative staff. Modern stories
Yabut’s creations transcend the usual — they are cultural statements. His designs carry names like “Bunot,” “Laso,” “Binibini,” “Sampaguita,” and “Serpyente,” each drawing inspiration from Filipino icons and
everyday objects.
“These names reflect our identity. The parol, the bunot, even the sari manok—they remind us of who we are,” Yabut explained.
To prepare workers for these evolving demands, the company has institutionalized programs such as its annual technical training, management trainee program, and internal certifications in farm management.
“Our commitment to continuous learning allows us to adopt global best practices and ensure a reliable food supply for Filipino families,” Gabriel said. Business center head for Ozamis Princess Joy Espero-Urbano said training and leadership programs have improved operations and product quality.
Through the Bounty Cares Foundation, the company also provides scholarships for students in agriculturerelated courses to encourage more youth to pursue careers in the field.

Cars Philippines makes its entry into the mid-size MPV market with the launch of the all-new BYD eMAX 9 DM-i, with a public unveiling event held on opening day of the 13th Philippine Electric Vehicle Summit.
This comes just a month after launching the plug-in hybrid (PHEV) version of their flagship SUV, the Tang. Serving as the brand’s flagship seven-seater van this time, the eMAX 9 also benefits from the brand’s Super DM-i powertrain, along with countless amenities and features.
The vehicle showcases BYD’s distinctive Dragon Face design language, complemented by signature LED lighting and 18-inch alloy wheels. Inside, the eMAX 9 features a pair of captain seats on the second row. In the Premium version, both captain seats are poweradjustable with lumbar support, headrest with side wings, and a power-adjustable leg rest. The Advanced variant also comes with captain seats, but they are only manually adjustable. The third row comes with seating for three passengers and can be split-folded 60:40. Pinoys living longer but most are unwell

FIVE years from now, the Philippines will transition into an “aging society” when 10 percent of its population is projected to be 60 years or over.
In 2030, the Philippines Statistics Authority projects there will be about 12 million senior citizens among the estimated 120 million Filipinos. This demographic shift is “marked by a recent sharp decline in fertility rates and increase in life expectancy,” according to a recent study on Aging and Health in the Philippines.
By that time, life expectancy at birth for Filipino men is estimated at 69 while women are projected to live a little longer until age 75. Those who live upto 60 are projected to live 16.72 more years for males and 20.69 years for females.
“These longevity gains are mostly a consequence of reduced infant and mortality in recent years, driven by improvements in healthcare and other socioeconomic factors, such as enhanced educational status in the country,” writes Grace T. Cruz in the study.
But while Filipinos are living longer, most are not living well in their retirement years.
“Improved longevity, however, is accompanied by an important caveat: increasing disability amongst the older population means that a significant proportion of the final years of life are likely to be spent in an unhealthy state,” according to the study undertaken by the Economic Research Institute for ASEAN and East Asia (ERIA).

MORE than 4 million indigent senior citizens across the country are receiving financial support through the Indigent Senior Citizens (SPISC) program of the Department of Social Welfare and Development (DSWD).

Pre-retirement transitions
The ADB recommends that economies with an outdated statutory retirement age need to move it later or introduce more flexibility, while ensuring stronger social protection for those who lose their job before being able to access a pension.
Flexible work arrangements, such as the option to work part-time, help older workers transition to retirement while ensuring that tax and pension systems do not unduly penalize those who work longer, it says.
The ADB likewise proposed that remuneration based on seniority, as is prevalent in many Asian economies, must be reformed to make the retention and hiring of older workers more affordable.
“Widespread ageism in Asian labor markets calls for legislation, improved monitoring and public awareness to change attitudes and perceptions,” the study points out.
“Older people are often assumed to be frail or dependent and a burden to society. Public health professionals, and society as a whole, need to address these and other ageist attitudes, which can lead to discrimination, affect the way policies are developed and the opportunities older people have to experience healthy aging.”

monthly pension was increased from Php500 to Php1,000 beginning January 2024, reflecting the government’s commitment to help seniors cope with costs of medicine and food.
To make the aid more accessible and timely, the DSWD shifted from the previous semi-annual release of pension to a monthly, bi-monthly, or quarterly payout starting July 2024.
Cash cards are also now being used for digital disbursement in selected areas to make the release of funds more efficient and convenient for the elderly.
