ILOILO CITY — The Philippine Statistics Authority (PSA) reports that 89.6% of individuals aged five and above in Western Visayas can read, write, and perform basic arithmetic, according to the 2024 Functional Literacy, Education and Mass Media Survey (FLEMMS).
Aklan posted the highest basic literacy rate in the region at 92.1%, followed by Guimaras (91.2%), Antique (90.1%), and Iloilo City (89.9%). Capiz and Iloilo Province trailed slightly behind, with 89.3% and 88.6%, respectively. The 20–24 age group showed the highest literacy at 96.5%, while individuals aged 60 and above had the lowest at 75%.

THE Philippines is actively coordinating with the United States Trade Representative (USTR) on ongoing trade talks, a Palace official confirmed Wednesday.
Undersecretary Claire Castro of the Presidential Communications Office said both the Department of Trade and Industry and the Office of the Special Assistant to the President for Investment and Economic Affairs remain in constant contact with their US counterparts.
Castro said the Philippines is bound by confidentiality agreements and cannot disclose specific submissions or proposals related to US tariff and quota discussions.
The United States has asked trading partners to submit their best offers within five weeks, but Castro assured that the Philippines is engaged and moving forward in the negotiations.
When asked about satisfaction with the talks, Castro replied, “yes,” indicating optimism as the US seeks stronger economic ties in the Indo-Pacific.

THE UP Film Institute (UPFI) and the Directors’ Guild of the Philippines Inc. (DGPI) have denounced Senate Bill 2805, which seeks to expand the regulatory powers of the Movie and Television Review and Classification Board (MTRCB).
The UPFI warned the bill threatens artistic freedom and expression by extending MTRCB’s jurisdiction to online streaming content, calling it a move that could suppress innovation and self-regulation in the creative industry.

measure’s “draconian” provisions are counterproductive to government efforts to revive the local film sector. It argued the law is unnecessary and undermines both content creators’ and viewers’ rights.

In a statement Thursday, DPWH Secretary Manuel Bonoan said the consulting services, set to officially begin on Saturday, would cover the feasibility study for the Urgent Bridges Construction Project for Rural Development (UBCPRD) Phase II. He said the feasibility study would be funded through an Asian Development Bank (ADB) loan, with a contract valued at PHP694.44 million. According to DPWH Senior Undersecretary Emil Sadain, the UBCPRD Phase II aims to enhance inter-regional connectivity and promote inclusive economic growth across the Philippines.
“By expanding bridge infrastructure with 10 in Luzon, six in Visayas, and nine in Mindanao, the project is expected to enhance transport efficiency, strengthen disaster resilience, and boost local economies, especially in remote and underserved areas,” said Sadain, who is in charge of Official Development Assistance-funded infrastructure flagship projects under the Build Better More program of the Marcos administration. “It also directly aligns with President Marcos’ national priorities of balanced regional development and modern infrastructure connectivity.”

Ateneo digs into PH’s rich maritime history dating back to 35k years ago
THE Philippines has a maritime history dating back to 35,000 years ago involving “technological innovation and long-distance intercultural relations.” Archaeologists from the Ateneo de Manila University, working in close collaboration with international experts and institutions, came up with this theorem after 15 years of research that established the country’s pivotal role in ancient maritime history of Southeast Asia. The researchers said they uncovered a “story of effective human migration, advanced technological innovation, and longdistance intercultural relations dating back to over 35,000 years.” They cited a “map of Island Southeast Asia (ISEA) and the Sunda region as it appeared roughly 25,000 years ago at the height of the last Ice Age, with locations of archaeological sites surveyed by the Mindoro Archaeology Project.” The sites yielded artifacts with remarka-
bly similar characteristics despite separation by thousands of kilometers and deep waters that are almost impossible to cross without sufficiently advanced seafaring knowledge and technology. Teresa, Magsaysay, the statement read. Mindoro, like most of the main Philippine islands except for Palawan, was never connected to mainland Southeast Asia, neither by land bridges nor by ice sheets, and seacrossings were always necessary to reach it. WITH the Supreme Court decision to lift the suspension of the No Contact Apprehension Policy and allow the Metro Manila Development Authority to implement it in EDSA and other major thoroughfares, expect owners of both public and private vehicles and their drivers to raise a howl over excessive fines and precious time wasted in filing appeals over baseless/ wrong violations. The fines imposed on common traffic violations, like beating the red light, disregarding traffic signs and road markings, ignoring speed limits, among others, now stand at P1,000, but LGUs that implemented the scheme in 2022 had earlier pegged it at P2,000. Will the NCAP bring about better traffic flow in the metropolis and really keep motorists disciplined? That we’d really like to know.
I’ve experienced first-hand the NCAP in one of the rare times I had to go to Manila. That was in April 2022, when the NCAP was being enforced by the Manila Traffic and Parking Bureau.
I received a Notice of Violation from the MTPB telling me that I had to pay P2,000 for disregarding lane markings and proceeding to cross to the left from Pedro Gil St.
I decided to contest the Notice of Violation because the video clearly showed that the leftmost lane of Pedro Gil. St. going to Taft Avenue was occupied by four tricycles and a passenger jeepney that were obviously waiting for passengers.
I said in my letter to the MTPB that since the leftmost lane that was supposed to be exclusive for turning left to Taft Avenue was occupied by tricycles and a jeepney, I was left with no choice but to take the second leftmost lane to make a turn to Taft Avenue.
I argued that the MTPB should have a traffic enforcer assigned at that particular location to ensure that public utility vehicles waiting for passengers are not allowed to stay there at all since that is exclusively for the use of left-turning vehicles, according to the lane markings.
What was clear from the photo of the video taken by their CCTV showed that indeed the leftmost lane was occupied by other vehicles. But the MTPB staff and his superior who signed the Notice of Violation ignored this fact and sent the Notice of Violation by mail to me even as it was clear that the leftmost lane was clogged by PUVs.
It was clearly irresponsible on the part of the MTPB to issue a Notice of Violation when the circumstances at the time did not justify the issuance of such notice.
When I went to the MTPB office at the Manila City Hall to clarify the matter, there were many others waiting in line who were one in saying that NCAP was
a big burden that needed to be reviewed, first because it imposed heavy fines without proving that indeed violations had been committed.
The MMDA claims that from an average of 9,514 traffic violations, the figure rose to 22,736 in September last year and skyrocketed to 32,739 as of May this year.
The MMDA now says the revived NCAP will instil discipline among motorists and reduce traffic violations to a minimum.

But the traffic management system using CCTV cameras and advanced technology to record and process road violations without human intervention has been heavily criticized, with Albay Rep. Joey Salceda describing the scheme as “oppressive.”
We concur with his view.
We’ve heard more than enough horror stories regarding NCAP implementation.
A taxi operator complained on TV news that she had been slapped with fines reaching P1 million for supposed traffic violations of her taxi drivers.
Another complained that he was slapped with a P2,000 fine after his car’s front wheels managed to touch the white painted lines of a pedestrian crossing in an intersection, after he stopped to give way to an emergency vehicle.
Four transport groups had filed in 2022 a 47-page petition before the Supreme Court asking it to declare the NCAP as unconstitutional.
They argued that motorists were “under constant threat of being arbitrarily apprehended remotely and issued notices of violation for alleged traffic offenses committed without any contact whatsoever.”
The NCAP, insists a lawyer who had been told to pay thousands of pesos in fines and penalties because traffic authorities sent the notice of violation to a wrong address, violates a person’s right to due process.
We agree. I’ve said this before and it bears repeating: The NCAP is a trap that amounts to extortion, or highway robbery, and should be junked ASAP, and replaced with a traffic scheme that respects due process and does not punish the public because of government inefficiency.

THE impeachment case against Vice President Duterte is built upon serious accusations: misuse of confidential funds, threats against senior officials, and involvement in extrajudicial killings.
Four months have passed since the House of Representatives impeached Vice President Duterte. Yet, the Senate has failed to convene as an impeachment court, let alone commence the trial. This inaction flies in the face of the Constitution’s mandate that the Senate proceed “forthwith.”
“Forthwith” is unambiguous: it means immediately and without delay. Article XI, Section 3(6) of the 1987 Constitution doesn’t suggest; it commands the Senate to begin the impeachment trial “forthwith.” Since the Articles of Impeachment were transmitted to the Senate four months ago, the trial has been repeatedly postponed. Senate President Escudero recently scheduled the trial for June 11, just two days before the 19th Congress adjourns sine die, citing the need to prioritize pending legislation.
These delays beg the question: Are they driven by political expediency or genuine procedural necessity?
Senator Risa Hontiveros aptly stated these delays “are no longer procedural but obstructions dressed up as protocol.”
She emphasized “the impeachment process is a crucial means of demanding
accountability exclusively entrusted by the people to the Senate.”

This was supposed to take place when the Senate resumed its session on June 2, but Escudero decided—all by himself, it would appear— to move it to June 11
Was it, as he explained it, to allow the Senate to focus on pending legislation, among which is one that seeks to strengthen the functions of the Movie and Television Ratings and Classification Board by granting the agency more power to regulate even online streaming platforms.
Another is the Escudero-sponsored Government Optimization Act, which aims to streamline the national government by reducing obsolete positions.
Are these bills so urgent that the Senate will prioritize them at the expense of a decision on the very future of Philippine democracy and the rule of law in this country that the impeachment complaint against the Vice President seeks to uphold? They clearly are not.

Post-1987, impeachments have been the venue for the most important national conversations on good governance and the standards we, the sovereign Filipino people,’ impose on our highest officials. Its character as an accountability mechanism is not simply suggested by its placement under Article XI of the Constitution (Accountability of Public Officers) it is confirmed by constitutional and political history.
In the Estrada impeachment, the nonopening of the second envelope was premised on evidentiary objections regarding relevance and materiality; for the people, it was suppression of the truth that ended in the removal of a President.

Escudero insists that rules are rules and are therefore sacrosanct and unbending.
But doesn’t he realize that rules can be broken, particularly if this would be for the good of the nation and the preservation of our democratic system?

UNITED NATIONS, New York – UN Security Council members criticized the United States Wednesday (Thursday Manila time) after it vetoed a resolution calling for a ceasefire and unrestricted humanitarian access in Gaza, which Washington said undermined ongoing diplomacy.
It was the 15-member body’s first vote on the situation since November, when the United States -- a key Israeli ally -- also blocked a text calling for an end to fighting.
“Today, the United States sent a strong message by vetoing a counterproductive UN Security Council resolution on Gaza targeting Israel,” Secretary of State Marco Rubio said in a statement after Wednesday’s 14 to 1 vote.
He said Washington would not support any text that “draws a false equivalence between Israel and Hamas, or disregards Israel’s right to defend itself.
“The United States will continue to stand with Israel at the UN.”
The draft resolution had demanded “an immediate, unconditional and permanent ceasefire in Gaza respected by all parties.”

The volatile US leader has demanded that alliance members boost defence budgets to five percent of their GDP at the June 24-25 meeting in the Netherlands.
NATO chief Mark Rutte has put forward a compromise agreement for 3.5 percent of GDP on core military spending by 2032, and 1.5 percent on broader security-related areas such as infrastructure.

WASHINGTON, DC—US President Donald Trump signed a new travel ban Wednesday (Thursday Mnila time) targeting 12 countries including Afghanistan, Iran and Yemen, reviving one of the most controversial measures from his first term.
Trump said the measure was spurred by a makeshift flamethrower attack on a Jewish protest in Colorado that US authorities blamed on a man they said was in the country illegally.
The move bans all travel to the United States by nationals of Afghanistan, Myanmar, Chad, Republic of the Congo, Equatorial Guinea, Eritrea, Haiti, Iran, Libya, Somalia, Sudan and Yemen.
Trump also imposed a partial ban on travelers from seven countries:
Burundi, Cuba, Laos, Sierra Leone, Togo, Turkmenistan and Venezuela. Some temporary work visas from these countries will be allowed.
The bans go into effect on Monday, the White House said.

What began as a wobbly outing for the Dutchman turned into a fiery comeback. After a threeputt bogey on No. 2 and another miscue on No. 5, van der Valk fell three strokes behind. But he rebounded in spectacular fashion, rattling off six birdies over the final 13 holes, including a clutch eight-footer on the 18th that sealed a 34-33 card and matched Jaraula’s 11-under 202 total. Jaraula, who held the lead at the halfway mark and remained in control through much of the third round under sweltering conditions, carded a 68 after a roller-coaster day featuring three birdies and two bogeys. BY now, former Philippine National Men’s Football Team (PNMFT) coach Albert Capellas is now settled somewhere else. I even saw a report saying that the Spanish gaffer is the new academy director of one of the powerhouse football clubs in Croatia. Capellas’ new role gives him the front seat in overlooking the development of the club’s youth system that has produced several international football stars. Until now, the real reasons or reason why Capellas left the team, remain/s unknown.
Speculations, however, remain rife.
In a chat with Freddy Gonzalez, the team manager of the PNMFT said it was very unfortunate that Capellas had to leave for personal reasons. He said he respects Capellas and that he also considers him as a friend.
“I’m not going to speculate and will give him the privacy he deserves. As it is actually none of my business. Life just
happens sometimes. No one is more sad and disappointed than me right now, but we have to move forward,” Gonzalez said. What Capellas did is nothing new when it comes to coaching the PNMFT. Capellas took over leading the team just a few days before a major tournament when erstwhile coach Tom Saintfiet abruptly left the team to take the head coaching job in Africa. The team, formerly known as the Azkals, is set to face Tajikistan on June 10 as hostilities resume in the 2027 Asian Cup qualifiers. Despite this, Gonzalez remains unfazed and is confident that Capellas’ departure will not impact the team’s bid to qualify in the continent’s biggest football event in two years time.
“The good part of this is that he brought coach Carles Cuadrat with him and he will continue what Albert started. We will be in good hands moving forward,” he explained.
Gonzalez is also confident that the squad will show the same hunger and disposition regardless of the major coaching development.

Earlier, another top official in charge of hosting a big tournament this year quit, too, citing “unsatisfactory work environment, differences in management styles and the lack of support makes it impossible for him to carry out his duties and responsibilities” as the reasons why he is leaving his post.
The spate of resignations is, again, nothing new when it comes to the PFF. This has been the norm, rather than the exception, since John Gutierrez took over from the old PFF administration. And it makes me wonder, sino na lang ba naiwan sa PFF? Sino pa ang susunod? And why?

TEAM Lakay head coach Mark Sangiao is preparing his son Jhanlo Mark Sangiao for psychological warfare when the bantamweight faces Shinechagtga Zoltsetseg at ONE Fight Night 33 on July 12 at Lumpinee Stadium in Bangkok, Thailand.
The veteran coach has been studying tape of the flashy Mongolian fighter and identified specific tactics that could potentially disrupt his son’s gameplan during their upcoming bout.
“I’m always reminding him about that, especially when we’re talking about the gameplan. Shine has the tendency to talk trash in the ring and showboat,” Sangiao said.
The 47-year-old understands that Zoltsetseg’s antics serve a strategic purpose beyond mere showmanship, designed to exploit opponents’ emotional responses.
“I remind Jhanlo that he’ll try to throw him off his game, then connect on counters of his own when Jhanlo gets overaggressive. But yeah, we’ll be ready for him. We have a game plan for him,” he explained.
Coach Mark’s concerns stem from his son’s natural aggressive tendencies, which could play directly into Zoltsetseg’s hands if not properly managed.
The Team Lakay patriarch sees this fight as another opportunity for his son to demonstrate the maturity he’s developed since suffering his first professional loss to Enkh-Orgil Baatarkhuu.

ANTIPOLO—Chanelle Avaricio reclaimed her dominance on the Ladies Philippine Golf Tour with a commanding performance, capturing the ICTSI Forest Hills Classic title by a stunning six-stroke margin over Mafy Singson after a steady final-round 71 at the Forest Hills Golf and Country Club’s Nicklaus course here on Thursday.
The 27-year-old former Alabama State standout rode the momentum of a flawless second-round 65, building a comfortable three-shot cushion that allowed her to play the final 18 holes with poise and composure. Taking advantage of the par-5s on the back nine while steering clear of risky plays, Avaricio cruised to a trouble-free 54-hole total of five-under 208.
“It’s nice to win again. It’s been a long time,” said Avaricio, who last hoisted an LPGT trophy in 2023 when she rallied from eight strokes behind to edge Sarah Ababa by one in Negros Occidental.

THREE new players were included in the Philippine national women’s team headed for Phnom Penh, Cambodia for the 2026 AFC Asian Cup Qualifiers.
The Filipinas will fly to Cambodia with U20 national team star Chayse Ying and fellow teenager Megan Murray and 22-year-old Julianna Barker.
The 20-year-old Ying is a sophomore, who plays for the University of Notre Dame Fighting Irish in Indiana, while Murray is a 19-year-old forward from Marquette University and was named to Summit League All-Newcomer Team in Denver, Colorado.
Barker plays for Oregon State University.
The three will have their international debuts when the Filipinas kick off their campaign on June 29 against newcomer Saudi Arabia. They had their baptism of fire when the Filipinas played against world no. 42 Chinese Taipei, who handed them a 0-1 beating in a friendly match on Tuesday evening at the Rizal Memorial pitch.

‘Floating village’ to house Asian Games athletes
TOKYO—Athletes at next year’s Asian Games in Japan will stay on a “floating village” cruise ship and in converted shipping containers, an organising official told AFP, defending the cost-cutting move.
The plan will see 4,600 athletes and officials housed on the ship for the duration of the Games, which are being held in Nagoya and the wider Aichi area from September 19 to October 4, 2026.
Organizers will lease a luxury cruise liner that will be docked at Nagoya’s port.
A further 2,400 people will stay in temporary shelters made from shipping containers a short bus ride away, with the two locations accommodating about half of the 15,000 athletes and officials expected at the Games. The rest will be in other accommodation, including in Tokyo where the swimming competition will take place.
Local organizers were keen to avoid the cost of building a traditional athletes’ village, but Asian Olympic chiefs warned that any alternative must make sure athletes can meet and mingle together.
Kazuhiro Yagi, vice-secretary general of the Aichi-Nagoya Games organising committee, told AFP that they had listened to athletes’ opinions and wanted to “provide a service that satisfies them”.
“The cruise ship and container houses are in different locations, but they are only about 10 minutes apart by shuttle bus,” he said.
“I don’t think it will be a problem at all with regards to being able to interact with other athletes.

THE Japan Credit Rating Agency Ltd. (JCR) affirmed the Philippines’ investment-grade credit rating of “A-” with a “stable” outlook.
The rating action recognized the Philippines’ sustained economic growth. Data showed that the country’s gross domestic product (GDP) expanded by 5.4 percent in the first quarter.
The Bangko Sentral ng Pilipinas (BSP) said the growth was attained amid stable prices. Inflation averaged 2.0 percent in the first four months of the year.
“Despite increased uncertainty due to changes in US tariff policies, [the] Philippines’ foreign exchange liquidity position remains solid, and JCR expects the economy to retain high resilience to external shocks going forward,” JCR said.
It expects the country’s GDP growth to stay in the “upper 5-percent
range” this year.
BSP Governor Eli Remolona Jr. said “JCR’s affirmation will support and strengthen investment from Japan, one of the Philippines’ most important partners.”
“The BSP will continue to safeguard price and financial stability to boost the country’s resilience amid global headwinds,” said Remolona.
JCR also cited the country’s strong external position and ample foreign exchange reserves as well as government efforts towards fiscal consolidation under the Medium-Term Fiscal Framework.
The BSP said that as of end-April 2025, the Philippines’ gross international reserves reached $105.3 billion, sufficient to cover 7.3 months of
imports and 3.6 times short-term external debt based on residual maturity.
Fitch Ratings also affirmed its ‘BBB’ with a stable outlook for the Philippines in April 2025, citing easing inflation, sound monetary policy, and stable public debt as key factors. An investment-grade rating signals low credit risk and favorable financing terms for critical public services and infrastructure.
“The Marcos Jr. administration, which took office in June 2022, is implementing various policies aimed at achieving fiscal consolidation, infrastructure development, and poverty alleviation, and has been making steady progress to date,” JCR said in its report.
Department of Finance Secretary Ralph Recto welcomed the JCR’s affirmation of the credit rating. “We remain committed to securing more ‘A’ ratings by staying faithful to our fiscal consolidation plan and Road-to-A strategy,” Recto said.

THE Philippine government is finalizing a $300-million loan package from the Asian Development Bank (ADB) to roll out solar rooftop and energy efficiency projects.
“We are grateful for the continued support of the ADB in our Government Energy Management Program. We are nearing finalization of a new package to support rooftop solar installations and expanding the use of energy-efficient appliances in public schools and government hospitals— two areas where clean energy can make a profound impact,” Department of Energy Undersecretary Rowena Guevara said at the sidelines of the sidelines of the Asia Clean Energy Forum 2025.
Guevara said the loan, once fully approved this year, is expected to be included in the General Appropriations Act for fiscal year 2026.

THE Philippine government has assumed co-chairmanship of the Organisation for Economic Cooperation and Development’s (OECD) Southeast Asia Regional Programme, reaffirming its commitment to the program’s goals.
The Philippines will share leadership of the OECD Southeast Asia Regional Programme with Canada, a move that “underscores the country’s commitment to promoting sustainable, inclusive, and innovation-driven growth across Southeast Asia,” according to the Department of Economy, Planning, and Development (DEPDev).
The handover ceremony took place on June 3, during the OECD 2025 Ministerial Council Meeting (MCM).

THE Securities and Exchange Commission (SEC) said Thursday 12 more applications are pending under its financial technology sandbox program.
The sandbox, referred to by SEC officials as the “stratbox,” allows selected fintech innovations to operate in a controlled environment before a full public launch.
“We have 12 more applicants,” outgoing SEC chairman Emilio Aquino said in a recent interview.
Aquino said all of the pending applicants are engaged in financial technology space that plan to offer innovation and solutions to Filipinos.
“We are looking for FinTech initiatives that we would want our people to use. We are also looking at impact as well. They should also be able to leverage on the technology,” Aquino said.
The SEC said each applicant must pass through a detailed review before getting approval.
The SEC plans to create a new department focused on alternative assets, including crypto to support growth in this space.
The new department will cover crypto assets, intermediaries, exchanges, and products.
The SEC on Monday approved the applications of Macodimarc Technology Corporation (Pluang PH) and G-Xchange, Inc. (GCash) to participate in its sandbox program.
Under the plan GCash and PluangPH will to offer global stock investments to Filipino investors.
The sandbox of Pluang PH will run for six months, and will involve a controlled group of up to 1,000 qualified buyers and retail users.
GCash’s sandbox will run for a period will be for 24 months, and can admit up to a total of 2 million participants.

Inflation rate in the Philippines fell to 1.3 percent in May 2025 from 1.4 percent in April according to the Philippine Statistics Authority.
The 1.3 percent inflation rate, the lowest in nearly 5.5 years, was largely due to lower food and transportation costs as well as lower utility costs.

The scope of the new contract was expanded to include the extension of rail lines and the installation of signals to the common station, which is shared with other lines, and the expansion of the pocket track necessary for increasing the number of railcars in a train (from three-car to four-car), in addition to the maintenance of the main line.

THE Energy Regulatory Commis-
sion (ERC) has ordered 22 generation companies (gencos) to explain the continued or frequent derating of their power facilities and units from January and April 2025.
Derating occurs when power plant operate at below their maximum capacity due to various reasons.
“The Commission continues with its diligent monitoring of the reliability of our major power sources to ensure sufficiency of supply, which then affects affordability of power rates,” said ERC chairperson and chief executive Monalisa Dimalanta.
“The persistent derated state of certain plants is concerning, and has prompted the Commission to formally seek an explanation from the gencos,” she said.
In separate notices to explain (NTEs) issued on Wednesday, the ERC mandated the gencos to submit reports explaining the causes of the derating events affecting its generating facilities and units. These gencos have varying technologies such as natural gas, coal, diesel, biomass, geothermal, and hydro.
“We just need to understand first the status of the plants so we can determine accurately the reliable capacity in the system,” Dimalanta said.
THE Department of Energy (DOE) has granted Basic Energy Corp. a certificate of authority (COA) for its proposed Solar Energy Operating Contract (SEOC) for the Bolinao Solar Power Project in Pangasinan. Basic said in a disclosure to the Philippine Stock Exchange on Thursday that the COA, issued under the revised Omnibus Guidelines Governing the Award and Administration of
Renewable Energy Contracts, grants the corporation the authority to secure the necessary permits and tenurial instruments for the project, in preparation for the SEOC’s 25-year contract period.

is urging government agencies and local authorities to streamline the permitting process for repair and infrastructure projects as it works to reduce non-revenue water (NRW) and improve service delivery across its concession area.
The west zone water concessionaire has earmarked P31.46 billion for NRW-related initiatives from 2023 to 2027, with P11.96 billion already spent from 2023 through the first quarter of 2025.
This leaves P19.5 billion for implementation over the remaining two and a half years of the current investment cycle.
“Our commitment is to bring down NRW to 25 percent by 2027. That’s the target set in our rebasing obligations, and we are investing heavily to
meet it,” said Maynilad’s head for NRW management Ryan Jamora. NRW refers to treated water that is lost before reaching customers, either due to physical leaks or commercial issues like meter inaccuracies and illegal connections.
Maynilad is currently undertaking extensive repairs, leak detection, pipe replacements, and network upgrades to cut down on these losses. However, Jamora said the process of securing multiple permits is slowing down implementation.
“In many cases, we need four to five permits just to repair a leak. These may include clearances from the city government, traffic and maintenance departments like the Manila Metropolitan Development Authority (MMDA), and the Department of Public Works and Highways (DPWH), especially if it involves a national road,” he said.
THE Philippine government is focused on managing its substantial inherited debt by accelerating economic growth, aiming to bring borrowings down to a sustainable level and below the international threshold of 70 percent of gross domestic product (GDP), the Department of Finance (DOF) said Thursday.
Finance Secretary Ralph Recto said the Marcos Jr. administration inherited a significant P12.79 trillion in debt when it took office in 2022. As of end-April 2025, the national government’s total outstanding debt stood at P16.75 trillion, which the
DOF noted is relatively lower than most other Asian countries based on available data. For comparison, Japan’s total debt is P485.94 trillion, Singapore’s is P53.68 trillion, South Korea’s is P46.89 trillion, Indonesia’s is P31.37 trillion and Thailand’s is
P17.73 trillion.
Recto said the Duterte administration added P6.84 trillion in debt due to the pandemic, surpassing the combined borrowings of all previous administrations: Ferdinand Marcos Sr. (P365 billion); Corazon Aquino (P372 billion); Fidel Ramos (P681 billion); Joseph Estrada (P766 billion); Gloria Macapagal Arroyo (P2.40 trillion); and Benigno Aquino III (P1.37 trillion). Despite the inherited debt, the DOF has improved the country’s debt statistics, reducing the national government’s debt-to-GDP ratio to 60.7 percent in 2024 through a
prudent debt management strategy. With the economy projected to grow to about P36.8 trillion by 2028, faster than its obligations, the government remains on track to reduce the debt-to-GDP ratio to below 60 percent by the end of President Marcos Jr.’s term. As of end-April 2025, domestic debt continued to comprise the majority of the total debt stock at 69.2 percent, with external obligations accounting for 30.8 percent. The DOF noted that a large portion of borrowing remaining local ensures that interest payments are circulated back into the economy.
THE low inflation of 1.3 percent in May 2025 will provide the Bangko Sentral ng Pilipinas room to further reduce key interest rates, it said Thursday.
“On balance the more manageable inflation outlook and the downside risks to domestic economic activity allow for a shift toward a more accommodative monetary policy stance,” the BSP said in a statement.
“Looking ahead, the BSP will continue to take a measured approach in deciding on further monetary easing. The BSP will remain data-dependent when it reassesses its monetary policy stance during the June 2025 monetary policy meeting,” it said.
Inflation rate eased to 1.3 percent in May 2025 from 1.4 percent in April, the Philippine Statistics Authority (PSA) said.
This was the lowest inflation rate since November 2019 at 1.2 percent, bringing the average inflation from January to May 2025 to 1.9 percent. In May 2024, the inflation rate was higher at 3.9 percent.
The BSP said the May 2025 inflation outturn is within its forecast range of 0.9 to 1.7 percent.
“The latest inflation outturn is consistent with the BSP’s assessment of a manageable inflation environment over the policy horizon with a downward revision in baseline inflation forecasts, aided primarily by the continued easing of commodity price pressures,” it said.

CEBU Pacific, the Philippines’ leading carrier, has been named the fastest-growing brand in the country and secured the sixth spot among the strongest Philippine brands for 2025 by a prominent London-based brand valuation firm.

36 million kilograms transported between April and June 2024.
“With new routes, record passenger numbers, and a booming cargo business, the airline is strengthening its presence both in the Philippines and across Asia,” Brand Finance said.
To further meet the growing demand for air travel and support its long-term growth, Cebu Pacific in 2024 placed an order of up to 152 aircraft from Airbus --- the largest aircraft order in Philippine aviation history --- a move that “underscores the airline’s commitment to scaling up operations and reinforces its position as a leading player in the low-cost carrier segment,” Brand Finance added.
“Cebu Pacific’s recognition as the fastest-growing Filipino brand reflects our dedication to serving the needs of our customers. Our strong brand growth highlights not only the impact of our continued investment in expanding our operations, but also the trust and loyalty of our passengers,” Candice Iyog, CEB chief Marketing and Customer Experience Officer said.

LIGHT Rail Manila Corporation (LRMC) is offering free rides to LRT-1 passengers during specified hours on June 12 in celebration of the 127th anniversary of the Philippine Independence Day. Passengers can avail of free LRT-1 rides from 7 a. m. to 9 a.m. and 5 p.m. to 7 p.m. on June 12. For passengers with existing beep cards, they just need to tap their cards at the Automated Fare Collection System (AFCS) gates during the free ride periods, and no fare will be deducted from their load. For those without beep cards, Single Journey Tickets (SJTs) will be provided for free at all LRT-1 teller booths. Ticket Vending Machines will be in full-service mode during the free ride periods, but can only process Stored Value Cards (SVCs) for initial purchases and top-up transactions. Passengers needing Single Journey Tickets during the free ride periods should proceed to the teller booths. On Independence Day, LRT-1 will follow its regular holiday operating schedule. First trains depart from Dr. Santos and Fernando Poe Jr. Stations at 5:00 AM. The last trips for the day will be at 9:30 PM from Dr. Santos Station and 9:45 PM from Fernando Poe Jr. Station. This free ride program aims to encourage Filipinos to conveniently travel and immerse themselves in the Independence Day celebrations across the metro. Passengers are encouraged to take this opportunity to visit the numerous tourist spots located near LRT-1 stations.
2GO, the country’s largest end-toend multimodal transportation and logistics solutions provider, has teamed up with the Electric Vehicle Association of the Philippines (EVAP), to drive electric mobility and sustainable transport across the country.
As a sea freight provider, 2GO already offers a more environmentally friendly alternative for long-haul logistics, helping reduce carbon emissions while transporting goods. Building on this advantage, 2GO has begun equipping its vessels with electric vehicle (EV) charging capabilities to further support the movement of EVs nationwide. Notably, MV 2GO Masikap and MV 2GO Masinag have been retrofitted to support EV transport, with plans to extend this capability to more ships in the fleet.
2GO is among the few transportation and logistics companies in the Philippines to integrate EV charging infrastructure into its sea freight services. These vessels currently operate on key routes, including Manila–Davao–General Santos–Iloilo and Manila–Cebu–Manila, providing vital logistical support for EV distribution across strategic regions.

As of April 2025, Metro Manila hosts more than 74 EV charging points across 18 key areas, with plans to expand to nearly 100 by year-end.

WITH shops planning midnight launch parties after a run on pre-orders, Nintendo releases the Switch 2 on Thursday, hoping to score record
early sales for a games console. But the Japanese company has its work cut out to match the overall success of the Switch, which
became a must-have during the pandemic with hit games such as Animal Crossing
Featuring a bigger screen and more processing power, the Switch 2 is an upgrade to its predecessor, which has sold 152 million units since it came out in 2017 -- making it the third best-selling console of all time.
Serkan Toto from Tokyo consultancy Kantan Games said he “would not be surprised to see Switch 2 breaking sales records in the next weeks and months.”
In Japan, Nintendo’s online store had 2.2 million pre-order applications for the Switch 2–an “insane number the industry has never seen before,” Toto told AFP “We are looking at some sort of mega launch, and it will be interesting to see how long this initial momentum will continue,” he added. Challenges for Nintendo include uncertainty over US trade tariffs and whether it can convince enough people to pay the high price for its new device.
The Switch 2 costs $449.99 in the United States, more than Switch’s launch price of $299.99. Both are hybrid consoles that can connect to a TV or be played on the go.

WHILE most graduation speeches
focus on personal achievements and overcoming challenges, Tricia Ann G. Anda’s address at the University of St. La Salle Bacolod’s 68th commencement stood out. A Bachelor of Science in Psychology graduate and summa cum laude, Tricia’s speech went viral on video and in text as her words warmed hearts, including mine.
My pillow was suddenly wet with tears before getting up this morning as I chanced upon the video on TikTok. Her speech was a powerful reminder of the true meaning and measure of success, moving beyond grades and accolades.
Here are some of the things that struck me. First, Tricia began her speech with a powerful question: “What if the real valedictorians are not the ones standing on the stage but are quietly seated among you right now?” In an age of me-culture, it is refreshing to see a young woman redirect the attention when she had all the chances to keep it on herself.
Celebrating her heroes
She continued, “If I could remove this medal from my neck and give it to someone else, I would. I would hand it to my classmate who worked online jobs and part-time shifts between classes, some with cracked phones, borrowed laptops, selling food, art,
anything just to make ends meet.”
Recognizing the struggles others go through in a society where narcissism becomes the norm brought me to tears. She even said, “Maybe I earned the highest GPA, but they earned my deepest respect.” Tricia reminded us that some of the greatest victories are won not in the spotlight, but in the quiet, persistent struggles of everyday life.
Tricia openly addressed her privileged background, sharing that she lived comfortably without financial worries or the need to endure daily hardships to attend school.
She shared, “I lived comfortably my whole life. I did not have to worry about tuition. I did not have to wake up at 4:00 a.m. to catch a jeep or walk to school before sunrise. I did not have to juggle work between classes just to pay enrollment. From preschool up to fourth-year college, I was driven to school. My meals were served, my uniforms ironed. All I had to do was to show up.”
Tricia’s honesty and admission did not diminish her achievement. She elevated her character when she gave recognition to peers “who showed up with tired eyes but had hearts that refused to quit.”
Imagine if more of us would see things and people the way she
did—how much better would our relationships and environments be?
The Chrysalis
Tricia’s use of the chrysalis as a metaphor for a quiet, unseen space where strength and resilience are refreshing. She stated, “And that is when I understood what a chrysalis is. It is where strength grows quietly in places no one applauds that some of the strongest wings form in silence.”

KIRAY Celis began her career by following where the work led her. But now, she appears to be choosing her direction.
Long recognized for her comedic roles and early fame as a child star, Kiray is now making her mark in business with a clear vision to create wellness products that fit into normal people’s daily lives. Her company, Kiray’s Brand, has quickly gained traction with supplements designed for accessibility and consistency, two principles that define her entrepreneurial approach. While many celebrities attach their names to brands passively, Kiray is involved in every stage of her business, from product development to packaging. Her first two launches—Hello Bloom, a skin-enhancing drink, and Hot Babe Coffee, a slimming coffee blend— became social media hits, topping TikTok’s supplement category earlier this year.
Her newest line, Day•Li Supplements, offers everyday wellness staples like apple cider vinegar capsules and marine collagen.
“I’ve always been energetic and playful, but I didn’t expect to succeed in selling products like this,” Kiray said in the vernacular, recalling her initial surprise at
generating millions of pesos in sales. “It’s not just about putting my name on something, it’s about creating things people actually use.”
Kiray’s strategy centers on practicality, she pointed out. Rather than positioning her products as exclusive or aspirational, she emphasizes affordability and routine use.
“We’re here to support your daily habits, not just sell a trend,” she asserted.
Kiray sees the business as a complement to, not a replacement for, her work as an actress. She now says she plans to be more selective with projects. Time management, she adds, is key to handling both careers. She also acknowledges that as she grows older, she wants to focus on meaningful work both on screen and off.
“I still love performing, but now I think harder about the projects I take,” she said. “It’s about quality— both in my art and in what I build outside of it.”
Kiray said that she is willing to adapt and learn. She did not wait for her career to slow down before exploring other paths. Instead, she saw a new platform, tested her voice in it, and when she found traction, invested in building something that carried her identity and values.

OW in its ninth year, Inspired Beginnings returns to Conrad Manila as a gathering of designers, event stylists, and creative minds who continue to shape what modern Filipino weddings look like.
Set for June 28 and 29 at the Forbes and Taft Ballrooms, the event brings together seasoned professionals with a shared focus on personal storytell-
ing through fashion and design. Opening the two-day showcase is Francis Libiran, who presents a solo fashion show directed by Ariel Lozada. His latest collection, titled Devocion, explores the theme of commitment in relationships and in craftsmanship.
“We called it Devocion because it talks about my commitment to designing and making all my brides feel beautiful on their special day,” Libiran told Manila Standard Life in an interview. “It’s my devotion to give them the best on their special day.” Libiran spoke of a shift in wedding fashion, with couples now seeking pieces that express their individuality.
“Filipinas now have a more exciting taste. They want something more personalized. They want a different form that will show off their personality,” he said. “With men, it’s not going to be the traditional black tuxedo. You’re not going to see that. The tux-
edo will be of very neutral tones, not the usual tuxedo, so to speak.”
More couples are incorporating symbols and designs with emotional meaning according to Libiran.
“There’s a lot of DIYs these days because they really want something meaningful for them,” the celebrated designer shared. “I get brides who want specific patterns wherein it shows the palace where they first met.
Another groom wanted a barong with an Eiffel Tower design because that’s where he met his bride.”
Libiran added that he draws inspiration from the people he designs for, whether it’s a wedding gown or a formal dress.
“I enjoy my one-on-one interaction with my brides and grooms. Getting to know them and executing the design that they want is such a fulfilling commitment.” For this year’s show, he decided not to include celebrity models. “We wanted
the dress to be the highlight of the show,” he said.
The second day features designers Rian Fernandez, Manny Halasan, Nat Manilag, Ehrran Montoya, Val Taguba, Vee Tan, and Ryan Uson
