He added that about P173 million worth of assistance,food, and nonfood items, is on standby and ready to be delivered to those in need.
Search, rescue and retrieval personnel from the Armed Forces of the Philippines, Bureau of Fire Protection, and Philippine Coast Guard are also ready to provide help, he also said.
A woman selling bread rolls died when she was hit by a falling coconut tree in Ramon municipality in the northern province of Isabela on Wednesday, provincial disaster official Constante Foronda said. National disaster officials, however, were still validating reported deaths.

About 12,000 people were evacuated from their homes in Cagayan province, including 431 in the Babuyan islands, following warnings of three-meter storm surges, Cagayan provincial disaster official Ruelie Rapsing said.

The provincial government of Ilocos Norte declared a state of calamity in response to the impact of Egay and the rain it brought.
Heavy rainfall, flooding in low-lying areas, power and communication interruptions, and road blockages have been reported throughout the province. The extent of the damage is still being assessed by the Provincial Disaster Risk Reduction and Management Office.
Heavy rains brought on by Egay caused massive flooding in Chico River Wednesday, sweeping away cars and other vehicles in Bontoc, Mountain Province.
Bontoc's official Facebook page showed photos of several vehicles being inundated by the flood. Local officials urged people living in low-lying or flood-prone areas near Chico River or its tributaries to evacuate to higher ground or designated evacuation centers.
Egay had been a super typhoon as it swept across the Pacific Ocean on Tuesday but weakened as it neared the Philippines.
It is expected to weaken further as it moves across the South China Sea, grazing Taiwan as it heads towards southeast China.

The Department of Agriculture (DA) on Wednesday reported that Egay did at least P255,000 worth of damage to crops.
Citing the initial assessment of DA regional field offices in Calabarzon and Mimaropa, the department said the damage to crops affected 77 farmers, with the volume of production loss pegged at four metric tons (MT) and 40 hectares of rice areas.
“Most of the damage and losses were incurred at seedling, newly planted, and vegetative stages of rice,” said the DA’s Bulletin No. 3 on Typhoon Egay.
The Department of Energy said Wednesday typhoon Egay affected a total of 42 electric cooperatives and damaged some transmission facilities.
It said that 26 cooperatives were operating normally, while 13 were experiencing power interruptions. Six cooperatives experienced a total loss of power due to

Cebu Pacific’s CebGo flights in Manila to and from San Jose Airport were canceled affecting a total of 155 passengers.

The Department of Public Works and Highways (DPWH) said it would conduct immediate repairs on infrastructure damaged by Egay, saying the typhoon caused two road closures and limited access in four highways in the Cordillera Administrative Region (CAR), Central Mindanao (Region XII) and Region IV-B.
The DPWH has identified impassable roads as the Baguio-Bontoc Road in Mt. Province and Awang-Upi-LebakKalamansig-Palimbang-Sarangani Road, in Brgy. Kidayan, Palimbang in Sultan Kudarat.

China abruptly removes Foreign chief Qin Gang
CHINESE foreign minister Qin Gang was abruptly removed from office this week, deepening a mystery over what precisely has happened to a one-time confidant of President Xi Jinping and one of Beijing's most well-known officials.
Qin, considered close to President Xi, was appointed foreign minister in December 2022.
The 57-year-old spent several years at the Chinese embassy in London and is a fluent English speaker.
Qin earned a reputation as a "Wolf Warrior," a nickname given to a new generation of Chinese diplomats who push back with often inflammatory rhetoric against Western criticism of Beijing.
He said in 2020 that the image of China in the West had deterioratedbecause Europeans and Americans – in particular the media – had never accepted the Chinese political system or its economic rise.
While serving as ambassador to the United States, Qin stepped up hisvisibility through public and media appearances in Washington in which he explained the Chinese position.
He kept up a busy schedule after his appointment as minister, visiting Africa, Europe and Central Asia as well as hosting foreign dignitaries in Beijing.

Over P23b fake goods seized from Jan. to June
By Vito BarceloTHE Bureau of Customs (BOC) reported that it has seized more than P23 billion worth of counterfeit goods since January.
The BOC said it conducted anti-smuggling operations that led to 603 seizures valued at P23.851 billion from January to June 2023.
The largest haul was the seizure of counterfeit signature bags, shoes, and other products amounting to at least P10 billion in a raid on a storage facility in Binondo, Manila in March this year.
The BOC found fake imported brands of shoes, clothing apparel, beauty products, kitchenware, and electronics. The counterfeit goods have infringed trademarks such as Adidas, Coach, Christian Dior, Guess, Gucci, Nike, and Louis Vuitton, the BOC said.
The bureau likewise seized P86 million worth of misdeclared sugar from Hong Kong at Subic Port last March 15; P1.4 billion worth of imported cigarettes at a Sulu warehouse last March 2; and intercepted P3.8 million worth of shabu at a warehouse in NAIA last May 8.
Aside from the confiscation of smuggled goods, at least 74 criminal complaints were filed with the Department of Justice (DOJ), while two administrative complaints were lodged with the Professional Regulation Commission against individuals who violated customs laws.
The BOC also said it continues to streamline procedures and improve trade facilitation which in turn produced outcomes as the Philippines has ascended 17 spots in the World Bank Logistics Performance Index (LPI), now ranking 43rd out of 139 countries.
From January to June, Customs exceeded its revenue target by recording a total collection of P433.433 billion, surpassing the goal by 3.04 percent or P12.768 billion.
Rubio also said that the Philippines was recently delisted from the priority watch list of the European Union (EU) for the first time. “This means that the country has been doing well in terms of protecting intellectual property rights,” the BOC chief said.

DENR agency set to release water management plan
THE newly-created Water Resources Management Office (WRMO), under the Department of Environment and Natural Resources (DENR) is set to release an Integrated Water Resources Management Plan that will account for all water resources in the country and set directions on optimizing the use of existing supply through impoundment, treatment, and recycling.
The move is part of the DENR’s efforts to improve the country’s water supply situation, amid lingering shortage concerns over El Niño and growing population demand.
The WRMO, the DENR said, will work with other government agencies and the private sector to identify potential sources of surface water for over 1,400 barangays at higher risk of dry spells.
“The solution to our problems starts with fixing the disconnected and fragmented management of water by more than a dozen agencies of government,” said Environment Secretary Antonia Loyzaga.
The official also noted that aside from the DENR, several other government agencies and other entities are involved in managing water resources for a variety of uses such as power generation, irrigation and household distribution.
These agencies include the Metropolitan Waterworks and Sewerage System, the Local Water Utilities Administration, over 500 water districts, the Laguna Lake Development Authority, and the National Water Resources Board. Aside from these, there are thousands of private water providers primarily servicing residential communities nationwide.
“There are long-standing institutional issues which we now have a strong chance of solving and this unlocks some of the barriers in managing water. It also opens the possibility of coordinating projects between agencies to enter with more efficient programs like the construction of multi-use dams and reservoirs,” she added.
Local courts, not ICC, have jurisdiction on drug probe—Go

SEN. Christopher Go said Filipinos should be judged by fellow Filipinos before Philippine courts operating under Philippine laws.
The lawmaker also said the International Criminal Court (ICC) has no jurisdiction to “interfere with internal matters of the country.”
Go also said the Philippines has a strong and independent judicial system. “Probes into the war on drugs are presently being conducted by competent authorities. This means, I trust our local judicial system,” Go said. Go further emphasized that the era when the country had to be dictated by foreigners on how to govern itself has long been over.
Earlier, President Ferdinand Marcos, Jr. said that his administration would terminate further interaction with the ICC. This comes after the court dismissed the government’s appeal to halt the investigation into the alleged human rights abuses during Duterte’s “war on drugs”.
“That’s it. We have no appeals pending. We have no more actions being taken. So, I suppose that puts an end to our dealings with the ICC,” Marcos said.
“We’re done talking with the ICC. Like what we have been saying from the beginning, we will not cooperate with them in any way, shape, or form,” he added.

First, he rattled achievements such as the country being among the fastest-growing economies in Asia and the world, with strong macro-economic fundamentals.
But 7.6 percent GDP growth has to be juxtaposed with the reality that COVID and the lockdowns caused our economy to contract in 2020 and 2021.
Economists would say that at 6-7 percent growth rates, with inflation still raging at 5-7 percent bands, we have yet to recover or bring the economy back to pre-pandemic levels.
The first is a metric of economic growth, while inflation becomes the counter-balance that defines the quality of life in those numbers.

Realistically, we need to grow the economy by some 10 percent annually from 2023 to 2028 and get the GDP growing to around 40 trillion per annum, a doable but difficult feat, given the external dis-economies and the apparent lack of urgency by government and its leadership to take bold reforms.
I am reminded of the “Red Queen” effect inspired by Alice in Wonderland, which our instructor in price theory described as one having to run twice as fast to remain in the same place.
That is true whether in fighting inflation or rebounding the economy lain low by Covid.
We need to run many times faster, and the leader has to step up to the tune. Urgency, not business as usual, is the order of the day.
The president also cited infrastructure gains, but to put credit properly, these were started by the previous administration, with some initiated by its predecessor even, and he just had to cut the ribbons.
He was right in singling out inflation as the biggest devil, not just an elephant in the room of the macro-economy. But touting Kadiwa as solution is not solution enough. Its reach, sustainability and wastage will have to be weighed against the temporary relief it gives to a few, accompanied by repetitive optics.
Like it or not, he will be judged by his aspiration, his unthinking promise, of 20 peso rice. He was silent on this self-imposed metric this time.
As it is, government through NFA subsidizes the optics at about P13 per. NFA buys palay at P19, which balloons to P38 after milling and logistics, but Kadiwa sells at P25.
The Marcos Sr. Kadiwa cum Masagana 99 programs brought massive losses to government coffers, and their resurrection now, with the Rice Tarrification Law in force, will just skew the staple industry into more and more importation, unless government subsidizes farm inputs heavily, but that again is not sustainable aside from being a traditional occasion for deep pockets to earn from.
In the foreseeable future, the DA must face the realities of El Nino, India’s stopping rice exports (it is the biggest rice exporting country, although we buy little from it), which adds to the overall supply problem, Vietnam possibly limiting exports, preferring government-to-government deals which our RTL proscribes, NFA with little more than a day’s consumption in its warehouses, and still insufficient domestic production.

If the price of rice has inched up to the present 44 per kilo, already a marked 10 percent higher than when Duterte stepped down, do not expect it to go down whether in your wet market or the supermarket, Kadiwa excepted.
Pagminalas-malas, we could be looking at P50 per kilo by Christmas or early next year.
Which is why the traders are looking forward to bigger profits, while the farmers will get some crumbs in terms of marginally higher palay prices.
Still, we hope the president can indeed do something about the hoarders, profiteers and smugglers, as he pledged.
Beyond investigations though, reforming the systems -- and this is where his proposal to revise our antiquated procurement and auditing practices – are much needed.

extreme prejudice, and it worked for a brief while but, then again, the law of supply and demand took over after a month or so.
Reality bites, sound and fury notwithstanding.
There is no substitute for better agricultural productivity whether in our farms or pig pens, and it’s a problem that will take time to resolve.
The bureaucrats at DA know the solutions, but implementation is always slow, and the LGUs which are supposed to be the front liners, are not in sync.
We would have welcomed an honest admission of the dismal realities of our agricultural sector and a plea for the public to have a little more patience as solutions are medium if not long-term, rather than increasing Kadiwa’s unsustainable reach.
But take rosy promises with a grain of salt. Leaders need to inspire, even though the aspirations may be unreachable.
We have observed that across seven presidencies. Looking back, we played along in four of these. In the autumn of our life, we know better.
Still, hardly did the president mention the growing public debt, now at P14.1 trillion, comprising 63 percent of our GDP.
Our economic managers tell us not to worry, as 63 percent is still lower than Japan or the US of A’s debt to GDP ratio, but that’s comparing apples and our nearly extinct atis.
Neither was there a call for Congress to lower their greed as they partake of their take in the pork barrel, or upon bureaucrats to temper their waste as they merrily spend every centavo in their budget.
The boldest statement was that he would not “tolerate corruption or incompetence” even if the biggest perpetrators were his audience in the same cavernous hall.
He would accept resignations from the police generals involved in criminal syndicates, he declared, and as if in prepared cadence, the following day, 18 PNP officials were shown the door.
But if indeed these officials have been identified, why just make them resign?
Harsher measures and firmer resolve should have been the SONA’s tune.
One after all does not have to be in “unity” with malefactors, especially from those who are sworn to preserve law and order.
Given where we are at this time, one would hope for more drastic action and bolder directions.
But we realize that unlike his predecessor, this president is conflict averse.
But though unity is still his over-arching guidon, uniting everyone as in “hating kapatid” whether in pork or perks, and making “everybody happy,” coming up with the usual “win-win” solutions, just postpone the day when hungry stomachs and grim future prospects make the public realize that it can no longer be “business as usual.”

Yet, to be fair, he has four more years before another electoral season makes him a lame duck.

THE Armed Forces of the Philippines is taking the right step in shifting its efforts from internal security operations (ISO) to external ones (ESO).
The shift is nothing less than tectonic, as it rearranges the priorities of our entire military from its previous search-and-destroy operations against a two-pronged enemy: Maoist rebels throughout the country and Muslim separatists in southern Philippines.
Recent news reports tell us that the military appears to be gaining the upper hand against the communist-led New People’s Army, with the latter having been decimated from a peak strength of 25,000 guerrillas in the 1980s to an all-time low of just 1,800 operating in only two guerrilla fronts.
On the other hand, the Muslim separatist movement in Mindanao has been effectively contained through political negotiations that allowed them to exercise autonomy under the central government. With internal security threats now under virtual control and our next-door neighbor claiming ownership even of our Exclusive Economic Zone in the South China Sea, the national government should build a credible defense posture capable of upholding national sovereignty and territorial integrity.
The AFP should be able to launch increased aerial and surface maritime patrols through modern air and naval assets and well-trained ground forces. At this point, our military can already deploy additional surface patrol ships to increase its presence in the Kalayaan Group of Islands about 90 percent of the time, which is a dramatic increase from the baseline of 30 percent in 2022.
Beware the Greeks bearing gifts
UNDER our system of government, the conduct of foreign policy resides with the Office of the President. Whoever is the President, it is he or she that directs the foreign policy directions of the country and no one else. One important reason for this is that the country must speak with one voice on foreign policy issues.
Once a President leaves office, that power is removed.
It does not mean, however, that his or her opinion is no longer valued because it is but this has to be done in formal settings like a National Security Council meeting wherein an ex-President is a member.
It appears that unbeknownst to the public, the Chinese Ambassador and former President Duterte have been meeting and having discussions over the past several months. We do not know the reasons behind these meetings but at the very least, it is highly unusual.
The public would almost certainly have not gotten wind of it had former President Duterte himself not discuss it in his TV program.
Then last week, to the surprise of many, the former President was in Beijing being accorded a rare audience with no less than President XI Jin Ping. As we all know, when PBBM assumed office, he completely reversed the foreign policy directions of the last administration with regard to the WPS, China and the United States.
He now prefers the multilateral approach to finding solutions to the WPS problem and, more importantly, he has chosen to expand our military alliance with the United States by strengthening the Enhanced Defense Cooperation Agreement. He has allowed four additional Philippine military bases to the original five the US can jointly and conducted the largest Balikatan military exercise ever.
This shows the two leaders have very different appreciation of the geopolitical situation in the region. Unlike his predecessor, PBBM has chosen to anchor our defense buildup on our Mutual Defense Treaty with the US instead of simply relying on our bilateral relations with China. By doing this, PBBM simply took advantage of other options available to him. PBBM, however, reiterated that our relationship with China is vital and will be maintained or even expanded.
With due respect to former President Rodrigo Duterte who I am sure has the interest of the country at heart, he should not be meeting regularly with the Chinese Ambassador and then going public with what they are talking about.
If at all, he should write a confidential memo to PBBM to inform him about what had transpired in the conversation. It may be doing the country more harm than good.
The increase in AFP presence in the area has allowed them to monitor sea lines of communications and to put up monitoring stations/detachments to detect and monitor foreign ships, track, and subject them to interdiction operations.
We are glad the AFP has improved its capabilities and presence in strategic locations with the effective presence not only in the Kalayaan Group of Islands but also in the Batanes Group of Islands in the north and in Tawi-Tawi province in the country’s southernmost tip.
The expansion of AFP presence throughout the archipelago is being complemented by initiatives to establish partnerships with other countries that will allow the military to leverage its capabilities through information sharing and joint and combined maritime exercises.
The recalibration of the AFP focus from internal security to external defense is definitely needed right now since Chinese ships have been showing aggressive behavior and openly confronting our Coast Guard and Navy vessels through verbal warnings, the use of water cannons and dangerous maneuvers in disputed areas.
We must stand up to China’s gunboat diplomacy in the South China Sea, or else end up losing what is ours according to a rules-based international order that our next-door neighbor conveniently ignores.
The sentiments of former President Duterte with regard to our relationship with the United States and his very open preference for China to the point that he openly referred to our country as a province of China are indeed well known to all of us. Whether he said it us a joke or not is left for the readers and listeners to think of as to what his real intentions were when he said it.
We tried his formula for six years and it did not work.
Even with all his visits to Beijing and his almost subservience behavior towards China, as his critics would love to point out, he failed to convince China to respect the Hague Arbitral Ruling of 2016 or allow our fishermen to fish in our own exclusive economic zone in the West Philippine Sea that it has occupied.
In fact, the problem just got worst.
At this stage of the ballgame, and regardless of his position on the WPS issue, he should allow PBBM to craft his own foreign policy based on his own interpretation and appreciation of the geopolitical situation in the region.

It is important to show the world that we are speaking with one voice on the WPS issue and that 83 percent of Filipinos agree with his foreign policy directions.
But this is perhaps why the Ambassador goes to see him because he knows that whatever he tells him will be made public which is probably the whole intention of the visits in the first place.
For all we know, the Ambassador wants to drive a wedge between FPRRD and PBBM to create problems in the administration.
The statement, for instance, that the country will become a graveyard in case hostilities will breakout in this part of the world is exactly what the Chinese Ambassador wants.
He also mentioned the issue of nuclear weapons being stored in the country which is prohibited by our Constitution. He seems to be assuming that the additional military joint bases will be used by the US to store nuclear weapons without the knowledge of the Philippine government. He does not seem to have confidence this administration will not allow this to happen.
If there are disagreements, these should be taken up and settled within the four corners of a conference room.
As the old saying goes, we have to beware the Greeks bearing gifts.
We have to remember that the reason why the Chinese Ambassador is here is to promote the interest of his country not our country’s.
But he should do this using the standard diplomatic protocols and not brazen warnings and threats.
Had the former president succeeded using his formula, PBBM in all probability would not have taken the steps that he did.
Let us hope, therefore, that FPRRD, in spite of all his misgivings and disagreements, can still partner with PBBM to chart a way forward because the stakes are simply too high.
At the end of the day, it is all for the sake of the country.
Sedition clampdown hits ‘ordinary’ Hong Kongers
HONG KONG—Single mother Law Oi-wah pleaded guilty to sedition in an almost inaudible voice, as her 12-year-old son watched from a few feet away in a Hong Kong court.
Arrested in March, the 48-year-old was accused under a colonial-era law for sharing dozens of pro-democracy social media posts authored by others, and then denied bail.
But Law is not an activist, and her posts received sparse reactions.























“My mother has been away for a month...
Please let my mother come home,” Law’s son wrote to the court, which sentenced her in April to four months in jail.
Her prosecution is one in a string of sedition convictions in the city, where critics say Beijing is tightening its authoritarian grip.
After massive and at times violent prodemocracy protests in 2019, and Beijing’s subsequently imposed national security law, Hong Kong has used the sedition offense -created under British colonial rule -- to charge residents for the first time in over 50 years.
From service industry workers to delivery staff, at least 20 of the more than 30 people charged with sedition have not been activists nor politicians.
Their cases receive little public attention as they are swiftly convicted as national security threats by the city’s lowest-level courts.
Their “seditious” acts have mostly involved criticizing authorities—the government, police and courts—through posters, stickers or on social media platforms. The trials are also handled by judges picked by the government to rule on security cases, and bail for defendants has become the exception, not the norm.
Prominent activists and journalists charged with sedition have put up high-profile legal defenses, but most residents accused of the crime choose not to fight after they are denied bail, due to the perceived slim chance of success, former defendants and lawyers told AFP.
Plead for quicker exit Kenji, who requested a pseudonym to avoid reprisals, said his will to fight his sedition case collapsed after he spent five months in pre-trial detention.

“When you are inside... you would spend all day thinking whether the prosecution would add an actual national security charge on you,” he told AFP.

publicly criticizing officials.
Sedition carries a penalty of up to two years in prison, but a guilty plea can reduce the sentence by a third. Of the 18 sedition defendants convicted at the magistrate level, more than 80 percent pleaded guilty within three months— triple the rate of all cases handled in 2022.
On average, they were sentenced to about 200 days in prison, according to an AFP tally. The city’s security minister, Chris Tang, has said the sedition charge remains a necessary tool to plug gaps in the national security law.
“Some other existing laws... such as sedition can handle some situations for now,” Tang told broadcaster RTHK in April.
The law covers acts, speech or publications deemed to have any “seditious intentions”, which include raising “discontent or disaffection”, promoting “feelings of ill-will” and inciting violence.













The United Nations Human Rights Committee has said it is concerned about the “overly broad interpretation and arbitrary application” of both the sedition and security laws—warning against using them to suppress dissent.
Senior officials say the laws are clear.
‘Wide and mysterious’
But Kim Hau, whose tea shop was raided by police last February when she was arrested for sedition, said the offense remains “wide and mysterious” to her.
Hau had posted flyers questioning the city’s COVID vaccination scheme and urged people to boycott a government location-tracking antipandemic app.
During the raid, her phone was confiscated, and she was later sentenced to seven months in jail, with judge Peter Law saying she and a
co-defendant were “venting the hatred in their heart”.
“They define something as seditious when they feel you are urging people to directly or indirectly act against the government,” she told AFP.
One lawyer working on sedition cases agreed the offense has a “lack of legal certainty”.

“Such ambiguity is something they want,” the lawyer, who requested anonymity, told AFP. “It’s just enough to scare off the ordinary.”
The burden of proof is also placed on defendants, they said, explaining that taking a stand to “clarify their intention” is not something the average resident would do.
“Meanwhile, it’s rather easy for the prosecution to deduce the intention backwards with their own interpretation of certain words said by the accused.”
‘The red line’
Homemaker Chiu Mei-ying, 68, found herself in the crosshairs of authorities when she was charged last April with saying “seditious words”.

“All I did was utter one sentence,” she told AFP.

Three months earlier, Chiu and preacher Garry Pang had attended an activist’s conviction hearing and verbally criticised the magistrate judge.
The trial ended up costing her over HK$300,000 ($38,400).
Chiu eventually gave up on her appeal and served out her three-month sentence so that she wouldn’t have to report to the police three times a week -- a bail condition stipulated for her appeal process.

Tulfo wants UM prexy grilled on death threats vs. griping students
By Macon Ramos-AranetaSENATOR Raffy Tulfo is seeking a Senate inquiry into the alleged “irregularities” involving the University of Manila (UM) president and other school officials that resulted in the failure of 40 civil engineering students to graduate.
Tulfo wants the UM administrators, along with Commission on Higher Education (CHED) officials and students who experienced the allegedly crooked system of the university.
The senator decried the UM president’s threat that those who would fight the school would end up dead.
The graduating students, who first complained on “Wanted sa Radyo” against their university, met with Tulfo’s staff, together with CHED representatives and UM officials last July 25 to discuss the issue.
Tulfo said all the said students got a failing grade of 70 from a professor who immediately left after issuing the ratings.
Tulfo noted that his staff who attended the meeting noticed that there were indeed irregularities and grave injustice committed by UM officials against the students.
CHED lawyer Spocky Farolan shared the same observation, saying the students were probably victims of estafa.
Tulfo also questioned the logic of some questions asked of the students in their test papers.
These questions included “What is your subject?”; “Define and explain why this subject is important in your course;” and “Give at least three practical examples on its importance.”
Tulfo described as “extremely alarming” the threat of the UM president that was put on speaker during the meeting that everyone who fights with and gets on the bad side of the school would ends up dead.
Poe foresees end of text scams with SIM law in place

With the seven-month SIM registration now over, Camarines Sur Rep. Luis Raymund Villafuerte on appealed to law enforcers to crack down harder on violators of this new law and of the Cybercrime Prevention Act.
“The end of SIM registration signals the beginning of intensified crackdown on mobile phone scammers,” said Poe, author and sponsor of the Republic Act 11934 or the SIM Registration Act.
She said authorities can now run after scammers who continue to defraud the public using the SIM of their mobile phones.
“This is a challenge to law enforcers on how they can give an example to SIM Registration Law violators, “ Poe added.
With the law in effect, the chairperson of the Senate committee on public services pointed out that the Philippine National Police (PNP) and concerned enforcement agencies now have mechanisms and reliable data to monitor SIM-related crimes.
She said the PNP will no longer be clueless on text scams.
“Hindi na mangangapa sa dilim ang PNP kapag may nagreport ng text scam,” she said in a text message.

The senator also confidence on swift responses by the authorities against cellphone scams.
The SIM Card Registration Law seeks to end crimes using text scams.
It requires all telecommunications providers to submit a verified list of their authorized dealers and agents nationwide to the National Telecommunications Commission and an updated list of the same every quarter of each year.
Headless human remains found in NBP septic tank

Joel E. ZurbanoAHEADLESS human body was retrieved from a septic tank of the New Bilibid Prison (NBP) in Muntinlupa City, Justice Secretary Jesus Crispin Remulla on Wednesday.
Meanwhile, a ranking official of the Bureau of Corrections (BuCor) expressed suspicions that the septic tank has been turned into a dumping site for murder victims and could be holding more human remains.
Remulla said they may seek the help of forensic criminologist to conduct an investigation on the corpse.
Citing initial investigation reports, Remulla said the body was possibly inmate Michael Angelo Cartoja who has been missing since last July 15.
“The missing PDL (person deprived of liberty) has been found. He’s dead, decapitated. That’s the status of the missing PDL. And there will be other revelations in the next few days,” Remulla told reporters.
According to him, the incident was related to the recurrent killings inside the NBP before the watch of BuCor chief director general Gerald Catapang.
The Justice Secretary said they could not yet pinpoint culpability for the horrendous incident.

“There was information that this was a mass grave. So I concentrated there,” Bautista added.

Senators eye raps vs. cops linked to drugs
THE senators on Wednesday said the Philippine National Police (PNP) and the Department of Interior and Local Government (DILG) should charge and not just dismiss from the service the 18 police officials linked to the illegal drug trade.

IMF raises 2023 outlook but warns of slowing growth
WASHINGTON, United States—
The International Monetary Fund has slightly upgraded its outlook for world growth this year on the back of resilient service sector activity in the first quarter and a strong labor market, the lender said Tuesday.
But despite the mildly better economic forecast, growth is expected to slow to three percent in 2023 and then stay there, held down by weak growth among the world’s advanced economies, the IMF announced in a new report.
“The global economy continues to gradually recover from the pandemic and Russia’s invasion of Ukraine.
But it is not yet out of the woods,”
IMF Chief Economist Pierre-Olivier Gourinchas said during a press conference.
The growth forecast for this year was raised by 0.2 percentage points from the IMF’s last estimate in April, putting the world economy on track for three percent growth in both 2023 and 2024.
This is down from growth of 6.3 percent in 2021, and 3.5 percent last year, the IMF announced in its update to the World Economic Outlook (WEO).
Earlier this year, the IMF published its lowest medium-term forecast since the 1990s, citing slowing population growth and the end of the era of economic catch-up by countries including China and South Korea.
On Tuesday, the IMF said the global inflation picture has improved somewhat, with consumer prices now expected to increase by 6.8 percent this year, down 0.2 percentage points from April’s forecast.
This is largely on account of subdued inflation in China, Daniel Leigh, the head of the IMF’s World Economic Studies division, told reporters on Tuesday.
“This is one of the only countries in the world right now where inflation is below the target rate,” he said, adding that the IMF has revised China’s inflation forecast for the year down sharply to 1.1 percent.

The IMF has lifted its outlook for US growth this year to 1.8 percent, up 0.2 percentage points from April, citing “resilient consumption growth in the first quarter.”
The still-tight labor market in the world’s largest economy “has supported gains in real income and a rebound in vehicle purchases,” the IMF added in its report.
The fund sees US growth slipping to 1.0 percent next year, as savings accumulated during the pandemic dry up and the economy loses momentum.
As with the April forecast, much of global growth this year is expected to come from emerging market and developing economies (EMDEs) like India and China, with activity in advanced economies predicted to slow substantially this year and next.

No longer a pipe dream but big infra projects remain a tough job
HUNDREDS of big Philippine infrastructure projects have gathered dust in the drawing boards of government planners. Every incoming administration drafts a design and work out the economics for bridges, toll roads, railway networks, airports and other civil works. But funding problems and oftentimes politics hinder the fruition of these infrastructure projects.
The Philippines, though, may get out of its lethargy and finally complete the job. Two large infrastructure projects of note are making progress, albeit slowly. If Transportation Secretary Jaime Bautista is to be believed, the nation will witness at least the partial completion of two mega infrastructure projects—the Bulacan International Airport and the Metro Manila Subway Project— by the end of President Ferdinand Marcos Jr.’s term in 2028.
Mr. Bautista in a television interview with ANC television relayed the information that the land development of the P740-billion New Manila International Airport project in Bulacan being developed by San Miguel Corp. was almost 70-percent to 75-percent complete. Apple target of $1-b class action lawsuit by angry developers

tech giant Apple is being targeted by a class action lawsuit seeking over $1 billion in damages from developers angry about the high price it charges to market apps to users of its products, organizers said Tuesday. The lawsuit was launched by competition professor Sean Ennis at the University of East Anglia on behalf of 1,500 British app developers.
But the infrastructure project that that has the most telling impact on the economy is the NSCR system. It will initially traverse the booming economies of Laguna, Bulacan and Pampanga. You don’t have to be a rocket scientist to figure out the many economic benefits of this railway system to the population residing just outside of Metro Manila.
Funding this project and rightof-way problems, however, may impede the progress of the NSCR. These issues must be resolved with dispatch given the interest it generated from foreign governments and financial institutions. The Asian Development Bank, Japan International Cooperation Agency and the governments of Indonesia and Australia are backing the flagship rail infrastructure.
Water infrastructure, social housing and renewable energy are the other civil works that will support the Philippines’ sustainable development goals. They should be lifted from the drawing boards and put into action.

“Apple has abused its dominant market position by charging an excessive ‘commission’—typically 30 percent—on apps and in-app purchases of digital content,” said a statement released by the university.
Apple has faced scrutiny in the United States and Europe regarding its hold over its App Store and the inability of app developers to sell directly to the tech giant’s customers.
“Apple has a dominant position in the market for app distribution on iOS devices, since the App Store is the only available channel for distributing apps to iOS device users,” Ennis said.
“The charges are unfair in their own right, and constitute abusive pricing. They harm app developers and also app buyers,” said the statement.
The lawsuit is seeking 785 million pounds ($1.0 billion) in compensation for the British developers. Apple, for its part, points out that developers can make offers to users via any web browser, without going through the App Store.
The California company also asserts that the majority of developers pay no commission to Apple, and insists that most applications are only subject to a 15 percent commission, thanks to exceptions for small businesses in particular. AFP

THE Department of Transportation said it will spend P600 million for the feasibility studies of big-ticket railway projects.
Secretary Jaime J. Bautista said the amount would be used to initiate feasibility studies for the PNR North Long Haul Project, Panay Railway Project, North Mindanao Railway Project and San Mateo Railway Project.
Bautista said the funding for the 10,024 kilometers of railway projects would come from the Public-Private Partnership Center, official development assistance loans and from its existing budget.
He said procurement was ongoing for consultancy firms to create the feasibility studies for the rail projects lined up by the Marcos administration.

THE Philippines made significant strides in protecting intellectual property rights, as demonstrated by its positive recognition from both the United States Trade Representative and the European Union, Customs Commissioner Bienvenido Rubio said in a speech during the Asia Security Conference Exhibition in Singapore Wednesday.
Rubio said the Philippines has had a clean record in the USTR Special 301 Report for the past decade and was removed from the EU’s intellectual property watchlist for the past five years. Rubio said this means that the country was doing well in terms of protecting intellectual property rights.

LOS ANGELES—Bronny James, the eldest son of NBA superstar LeBron James, is in a stable condition after suffering a cardiac arrest during a practice with his college basketball team, the James family said on Tuesday.

New Pinoy pop group draws inspiration from SB19’s success
BY now, every Filipino boy band coming out with layered and hookladen pop songs wants a slice of the pie laid hot by the success of SB19. Why not, the group has become the yardstick of what a Tagalog-singing-and-dancing bunch should be, especially in a Southeast Asian country bewitched by South Korean pop.
For a quick illustration, SB19 is the first Filipino and Southeast Asian artist to have earned a nomination at the Billboard Music Awards (for Top Social Artist), and entered the top 10 of Billboard Social 50 weekly and year-end charts. New act BILIB, which came out with their debut "Kabanata" early this month, certainly believes they still have a space in the hearts of Pinoy pop fans. Again, why not. They took a strong first step towards public recognition with a catchy song. The song's opening verse introduces them rightfully so, with a hint of what the members have gone through before reaching this crucial period in their lives.
"Bagong simula/ Naranasan ang bawat hirap at ginhawa/ Ako'y namamangha/ Nalagpasan ang lahat at pilit na kinaya," BILIB sings.
Each of the members is said to have something interesting to tell as far as their background is concerned, all contributing to their ensemble's dynamics. Meet Clyde, JMac, Carlo, Yukito, RC, Zio, and Rafael,
described by observers as "all passionate performers with diverse talents and experiences."
Every good boy band would more or less do fine if backed by a producer with the business know-how and, more importantly, full trust in the capacity of the act. Enter AQ Prime Music which has played a significant role in honing BILIB and "ensuring they are ready to take on the industry," that's according to their press release.
"From extensive training to addressing their personal needs, the support provided by AQ Prime Music has allowed BILIB to focus on their growth and deliver exceptional performances for their loyal supporters," it added.
BILIB participated in the highly anticipated Ppop Convention last July 14 to 16, a three-day event held in Quezon City featuring both established and rising artists showcasing such a genre, and their engagement with fans. Mall tours and other types of gigs are set for them to further connect with supporters and expand their reach.
The song "Kabanata," credited to AQ Prime, takes pride in its lyrics that delve, according to a musical expert, "into themes of love, self-discovery, and personal growth."

The chorus seems to inform listeners that BILIB has prepared well enough for their breakout and how they will sustain their momentum. The boys sing: "Di sasayangin ang panahon/ Upang matapos ang lahat ng aking gagawin/ Mahuli man ngunit darating pa rin/ Dahil walang atrasan/ Patungo na sa laban."
As for the music, there’s no doubt the genuine excitement that can be heard from the first to the last note does not cease. No boring passage whatsoever. I recall a few years back, I was present as a music journalist when the then relatively unknown SB19 was being formally presented to the public. At that time few may have thought they’re going to be as big as they are now.
So, what’s the fitting message for this new boy group? Well, they just have to (pun intended) BILIB.

Hollywood heavyweights lead strike rally in Times Square
HOLLYWOOD A-listers including Emmy winner Bryan Cranston and a group of Oscar winners on Tuesday led a large rally of striking actors and writers in New York's Times Square, as the stalemate with studios and streamers dragged on.

Academy Award winners Brendan Fraser, Jessica Chastain, and F. Murray Abraham were among the stars joining the mass of demonstrators. Steve Buscemi and Christian Slater were also among the protesters.
Movie and television production has effectively shut down in the United States since thousands of members of the Screen Actors Guild (SAG-AFTRA) guild walked off the job on July 14, joining writers who have been on strike for weeks.
Both guilds are demanding better pay and job security, as well as safeguards against the threat posed by artificial intelligence as they pursue the first industry-wide walkout in 63 years.
"We will not be having our jobs taken away and given to robots," Breaking Bad star Cranston told attendees, referring to fears about AI being used to recreate an actor's likeness.
Surrounded by Times Square's giant screens, which often advertise the latest movies and streaming series, Cranston delivered a message to Disney boss Bob Iger, the target of the actors' ire.
"We will not have you take away our right to work and earn a decent living and, lastly and most importantly,
we will not allow you to take our dignity," he bellowed, wearing a SAGAFTRA t-shirt and raising his fists.
Abraham, best known for winning an Academy Award for his starring role in the 1984 movie Amadeus, said unionism was "good for America."
"We're fighting for integrity, respect, and honor," said the 83-yearold, who recently featured in television hit series The White Lotus
SAG-AFTRA represents actors from mega-stars to day-players who take small roles in television series. It represents about 160,000 people, including stuntmen and dancers.
