MANILA SEEKS RELEASE OF FILIPINO SAILOR IN TEHRAN

HE Philippines said Saturday it would ask Iran to free a Filipino crew member of a British-flagged tanker seized by Tehran’s Revolutionary Guards. The Swedish-owned Stena Impero was seized in the Strait of Hormuz on Friday for colliding with a fishing boat, Iranian authorities said, as tensions mount in a key waterway for the world’s oil supplies. The Department of Foreign Affairs said one of the ship’s crew is a Filipino citizen, and that the others were 18 Indians, three Russians and a Latvian. The agency that supplied the Fili-
pino crew member told Manila there were no reported injuries as the vessel headed for the Iranian coast on Friday, the department said in a statement. “(Philippine) Ambassador to Iran Fred Santos is contacting Iranian authorities to seek assurance that the Filipino seafarer is safe and will be released soon,” it said, adding the unidentified crew member’s family has been notified. Iranian authorities said the tanker has anchored off the port of andar Abbas with all its 23 crew aboard. Britain said a second ship had also been seized in the Persian Gulf—the Liberian-flagged Mesdar. The Mesdar’s British owner said its
ship had been temporarily boarded by armed personnel, but was free to leave and that all crew were “safe and well.” The British-flagged tanker seized by Iran is now at anchor off the port of Bandar Abbas with all its crew aboard after colliding with a fishing boat. “The British tanker Stena Impero collided with a fishing boat on its route and, according to law, after an accident it is necessary that the cause of the accident are investigated,” said Allah-Morad Afifipoor, director-general of the Hormozgan province port and maritime organization. Guard Corps said on Friday it had seized the Stena Impero in the Strait of Hormuz for breaking “international maritime rules.” Tensions in the Gulf have soared in recent weeks, with US President Donald Trump in June calling off air strikes against Iran at the last minute after Tehran downed a US drone, and blaming Iran for a series of tanker attacks. Washington has been ratcheting up sanctions against Tehran after the US unilaterally withdrew from a 2015 deal under which Iran agreed to limit its sensitive nuclear development activities in return for the lifting of crippling economic sanctions. VIETNAM, CHINA TRADE BARBS OVER SEA ROW HANOI—Vietnam has accused China of trespassing and demanded a Chinese survey ship in the South China Sea withdraw in the latest flashpoint over the disputed territory. The two countries have long been locked in a maritime disagreement over the resource-rich waters, with the Chinese claiming nearly all of it. But the international community has largely sided with the other claimants—Vietnam, Philippines, Indonesia, Malaysia, Taiwan, and Brunei—citing the importance of freedom of navigation. On Friday, Vietnam’s Ministry of Foreign Affairs criticized China’s survey vessel the Haiyang Dizhi 8, and its escort ships, for entering its waters in “recent days,” although it did not give exact dates. “This is completely in the sea area of Vietnam,” a statement said, adding they had contacted the Chinese multiple times, on different diplomatic channels, “to protest” the act. The Vietnamese have “persistently requested them to... withdraw all these ships from Vietnam’s waters and respect its sovereignty.” While the Chinese did not confirm the presence of the vessel in the South China Sea, a Ministry of Foreign affairs spokesman said they hope Vietnam “can truly respect China’s... jurisdiction” over the waters. “We hope that the Vietnamese side can... refrain from taking actions that may complicate the situation,” said spokesman Geng Shuang. DEMOLITION OF ERRING BORACAY FIRMS BEGIN ILOILO CITY—The Boracay InterAgency Rehabilitation Management Group began the demolition of establishments violating the 25+5 coastal easement in Bulabog Beach in Barangay Balabag, Malay, Aklan. Natividad Bernardino, general manager of BIARMG, said the group targets to take down eight erring establishments “within the week.” “We have started with one establishment on Friday and we hope to finish all eight within the week,” Bernardino said. Two establishments were scheduled to be removed yesterday. The establishments that will face demolition include hotels, restaurants, bars, and kite surfing schools, Bernardino said. She said Aklan Mayor Ceciron Cawaling already issued the violators an ultimatum to self-demolish in October 2018. Last March 25, Aklan Mayor Abram Sualog also issued the same to the erring establishments. “They were already given (a) demolition order. We just implemented the order,” Bernardino said. Last year, the rehabilitation group already put markings on the structures that need to be removed. The establishments have to be demolished because they obstruct the drainage system being built by the Department of Public Works and Highways, she added. Business owners did not show any violent reaction to the demolition because they know they have to face the consequence since they refused to self-demolish, Bernardino said. PNA

FUNDS FOR CONTRACTUAL DOH WORKERS OK’D THE Department of Budget and Management has authorized the creation of 26,035 contractual positions for health workers to support the implementation of the Human Resource for Health Deployment Program of the Department of Health. Contractual positions, the DBM said, enjoy employer-employee relationship and are covered by civil service rules and regulations. In the last 18 years, the Health department had been engaging medical and allied-medical workers on a contract of service basis and without
employer-employee relationship. In addition, these health workers were previously only receiving basic salaries without other benefits in the past years. The DOH pursued the creation of the contractual positions such that, in addition to their salaries, the health workers will now receive benefits currently being received by a regular government personnel, such as the Personnel Economic Relief Allowance, midyear bonus, year-end Bonus, and cash gift, among others. The health workers to be hired by the DOH on a contractual basis are composed of medical officers, dentists,
medical technologists, nurses, nutritionists, pharmacists, physical therapists, and midwives. They will be deployed to 1,634 cities and municipalities nationwide, especially in far-flung, geographicallyisolated, disadvantaged, and remote areas with inadequate personnel to enhance the access to and delivery of health care services to the public. The goal of the HRHDP is to assign at least one dedicated health worker per barangay to ensure availability of health services eight hours a day, seven days a week.
SEOUL—South Korea has reiterated its interest in actively participating in the Duterte Administration’s “Build, Build, Build” program to help an old ally in its development while boosting its own infrastructure sector. This was disclosed by Lee Hyuk, secretary general of the Association of Southeast Asian Nations-Korean Center, during an exclusive interview with the Philippine News Agency. Hyuk was a former South Korean ambassador to the Philippines, serving in that role for three years. He said South Korea “has shown high interest to actively participate in this (Build, Build, Build) program.” “For instance, the two countries signed five bilateral agreements when President Duterte visited Seoul for the first time in June last year,” Hyuk said. HE number of Filipino families who considered themselves as poor went up 45 percent or 11.1 million families, according to the second quarter Social Weather Survey. The Social Weather Stations, who fielded the survey among 1,200 adults nationwide last June 22 to 26, 2019, said the number of self-rated poor families had gone up by 7 percentage points from the record low 38 percent or an estimated 9.5 million in March.
