BEIJING—China on Friday defended its construction on disputed islands in the West Philippine Sea or South China Sea as “normal, “ after a US think tank released new satellite images showing deployment of radar and other equipment. This developed as senior defense and military officials from China and the Philippines agreed to peacefully settle disputes, specifically in the contested waterway, through lawful, non-coercive and transparent means—an issue raised during bilateral defense cooperation meetings in Camp Aguinaldo on Friday. These talks came amid fresh aerial sightings revealing China’s continued fortification of its manmade islands in several areas in the West Philippine Sea, including the installation of high-tech electronic communications for military use. Beijing claims nearly all of the disputed sea and has been turning reefs in the Spratly and Paracel chains into islands, installing military facilities and equipment on them. Turn to A2

moved to evacuation camps, local officials said, after days of heavy rain unleashed by the approaching cyclone caused floods and landslides on Samar and nearby Leyte island. These islands, with a combined population of about 4.5 million, had borne the brunt of Super Typhoon 'Yolanda' (international Haiyan) four years ago, which left more than 7,350 peoplea dead or missing. Ferry services on the two islands remain suspended due to rough seas, with three fishermen also missing despite government warnings against sailing, the region’s civil defense office said. HEALTH Secretary Francisco Duque III has underlined the need for Health Department chiefs to heed the “expert” recommendations of the Department of Health’s Formulary Executive Council, following the controversial purchase of P3.5-billion Dengvaxia vaccines. Duque said this in an interview Saturday on Super Radyo dzBB, saying the Council was composed of experts in science, public health, and health economics, whose recommendations should be “respected.” He said their being secretaries of the department did not mean they were already experts in those fields, reason they needed to analyze properly the experts’ reports against which they could rest their case, Duque said in Filipino. According to official figures, more than 800,000 children had been vaccinated with Dengvaxia before Duque stopped the program. Former DoH undersecretary Susan Mercado had said the Council was against the mass use of controversial dengue vaccine Dengvaxia and its subsequent purchase. Duterte, who could be seen inside a framed photograph with Trump at a room inside the Trump tower, made an appearance as the US leader dropped a $750-million bribe to special counsel Robert Mueller to cover up for him in the Russia investigations. Prior to this, US Attorney General Jeff Sessions was seen taking Mueller for a limousine ride. The two-minute video ends with a house helper who reveals herself as the mayor of San Juan, Puerto Rico Carmen Yulin Cruz, vacuuming the money. “Finally, Puerto Rico catches a break,” as she collects the bills. Netizens had earlier poked fun at Trump, who had a little trouble figuring out an awkward group handshake with Duterte and other world leaders during the sidelines of the Asean summit in Manila.
