Tayag then came up with a Psychological Report based on her series of examinations and interviews, and found out that Respondent is psychologically incapacitated to comply with the essential obligations of marriage since she found to be suffering from personality disorder known as Antisocial Personality Disorder, which is grave, incurable and has been existing even before the parties’ marriage. 34. In view of the parties’ irreconcilable differences and psychological incapacity of the Respondent, it is clear that the parties’ void marriage exists in name only. Hence, the declaration of nullity of said marriage in accordance with Article 36 of the Family Code of the Philippines is in order. 35. The parties do not have any conjugal assets during their marriage.

RELIEF WHEREFORE, it is respectfully prayed that judgment be rendered: (i) Declaring the marriage of Petitioner Gener N. Royo and Respondent Nicole R. MIAMI―US officials for the first time have placed a bee found in the continental United States on the endangered species list. Authorities said Wednesday the move was taken after a precipitous decline in the rusty patched bumblebee population, due to pesticides, disease and climate change. These once common bumblebees are now “balancing precariously on the brink of extinction,” said a statement from the US Fish and Wildlife Service. “Abundance of the rusty patched bumble bee has plummeted by 87 percent, leaving small, scattered populations in 13 states and one province,” down from 28 states in the 1990s. The final rule listing the rusty patched bumble bee as endangered appeared in the January 11 edition of the Federal Register and takes effect on February 10. Experts say the bees are important because they pollinate economically important crops such as tomatoes, cranberries and peppers across the central and northern United States, as well as parts of Canada. Their decline is likely due to a combination of factors: loss of habitat, disease and parasites, use of pesticides, climate change and extremely small population size. Their endangered status signifies that they “are in danger of becoming extinct throughout all or a portion of their range,” said a statement from FWS. “Our top priority is to act quickly to prevent extinction of the rusty patched bumble bee,” said FWS Midwest regional director Tom Melius. “Listing the bee as endangered will help us mobilize partners and focus resources on finding ways right now to stop the decline.” Late last year, seven types of bees found in Hawaii became the first to be placed on the US federal list of endangered and threatened species. The yellow faced or yellow masked bees have become endangered because of a loss of habitat in Hawaii, among other factors, wildlife experts said. AFP

SYDNEY―A former surgeon was Thursday found guilty of murdering five members of a Chinese-Australian family in Sydney, including two children, in a gruesome case that shocked the country. Robert Xie, 53, was charged with killing his Chinese-born brother-in-law Norman Lin, Lin’s wife Lily, their sons Henry, 12, and Terry, 9, and Lily’s sister Irene. Their bodies were found in their northwestern Sydney home in July 2009. The long-running case saw Xie -- an ear, nose and throat surgeon in China before moving to Australia in 2002 -- face four murder trials. Two were aborted, one ended in a hung jury and the most recent retrial lasted six months. Xie was found guilty by the majority of a New South Wales Supreme Court jury, and will be sentenced on February 10, a court official told AFP. “I did not murder the Lin family, I am innocent,” Xie told the court after the verdict was announced, the Sydney Morning Herald reported. His wife sobbed, saying “he’s innocent”, the newspaper added. Prosecutors alleged that Xie was motivated by bitterness towards the family. It was Xie and his wife Kathy Lin, the sister of Norman, who discovered the bodies and called police, sparking a mammoth investigation spanning Australia and China. He was eventually charged in 2011. The three adults were killed in their beds, with their faces “smashed by a hammer-like object” with a rope attached to it. The children were murdered in their rooms with one hit 18 times. AFP

In brief, the SMFI Project involves the construction of a 69 kV switching station with a single bus – single breaker configuration station within the premises of SMFI’s Feed Mill Plant and the stringing of approximately 0.6 circuit-kilometer 795 MCM ACSR double circuit 69kV line that will cut in along the NGCP Mandaue GIS to VECO MRA SS 69kV line segment and terminate at the said switching station. 9. The detailed justification, technical analysis and economic analysis of the SMFI Project are provided in Annexes “B” and “C” hereof. 10. The total cost of the SMFI Project is estimated at PhP28,486,164.14. 11. The related costs in relation to the proposed SMFI project will not have a direct impact on the current rates of VECO until approved by the Honorable Commission as part of VECO’s Regulatory Asset Base (RAB) in the next applicable Regulatory Period. 12. In sum, it is necessary that the SMFI Project be implemented in order to accommodate the load requirement of SMFI. The SMFI Project will provide the customer with reliable power that will likewise promote productivity on their end. PRAYER WHEREFORE, it is respectfully prayed that the Honorable Commission APPROVE the San Miguel Foods Inc., Switchyard Project. Other relief just and equitable under the premises are likewise prayed for. The Commission has set the Application for determination of compliance with the jurisdictional requirements, expository presentation, Pre-trial Conference, and presentation of evidence on 31 January 2017 at ten o’clock in the morning (10:00 A.M.), at the Energy Regulatory Commission Visayas Field Office in St. Mary’s Drive, Banilad, Cebu City.
