Providing tools for success Army recruiter helps students prepare for post-high school plans

Emily Green started her college career at Washington State University with the intent of becoming an English teacher. She left commissioned as a second lieutenant in the U.S. Army.

After joining Reserve Officer Training Corps (ROTC) her freshman year, Green said she became aware of the tools the Army provides, such as money for college tuition, a job upon graduation and opportunities for travel. She felt pursuing the Army as a career was an option she couldn’t ignore.

Even though her occupational path led to Iraq instead of a classroom, Green still has the opportunity to work with high school students. As part of her job with the Spokane recruiting company, Green collaborates with recruiters and school administrators to get the word out about “March 2 Success,” a free web-based program offered by the Army to assist both recruits and nonenlisted students with SAT and ACT prep.

The Splash recently sat down with Green to hear about her experience in the Army and to learn more about how she works to help students succeed after high school.

Did you grow up in this area?

I was born in Montana, and I spent my formable years in Colorado.

But I went to school at Washington State, so I’ve adopted this area as home. I had grandiose plans of studying English and becoming a teacher, but they were thwarted and I ended up studying political science and joining ROTC. I took the ROTC classes the first year, and they offered me a full scholarship for the remaining three years.

That was hard to turn down.

Community Briefs Rotary holds club day The Rotary Club will hold a club day during today’s meeting (Sept. 29) at noon at the Liberty Lake Sewer and Water District building, 22510 E. Mission Ave. The Oct. 6 meeting will feature Julie Griffen speaking on financial literacy for businesses. The public is invited to attend.

Clean up shore along river Residents are invited to clean an area of the Spokane River's shore this Saturday from 9 a.m. to 1 p.m.

In a coordinated effort by Friends of the Falls and dozens of partner organizations, the river clean-up will take place at five area locations including the Harvard and Barker trailheads.

There will be a “Most Interesting Trash Competition” in addition to awards presented to area schools that have the most students participating.

In order to help organizers plan for sufficient supplies, online registration is encouraged at www.friendsofthefalls.org. Walk-in registrants are also welcome the day of the event.

Golf for CVHS grad night The Coeur d’Alene Resort Golf Course is hosting a grad night fundraiser for CVHS Class of 2012 on Sunday.

Tee times are available from 8 a.m. until noon and cost $99 per golfer, $25 of which goes to the grad night fund. Golfers should mention CVHS grad night when calling the course to schedule a time, 800-9356283.

The funds raised at the event will go to the CVHS Class of 2012 grad night party, where seniors celebrate graduation in a substance-free, safe environment.

Relay For Life committee volunteers needed The American Cancer Society is looking for individuals interested in volunteering as planning committee members for the 2012 Liberty Lake Relay For Life.

The majority of the committee positions are still available. These include the event chair, food chair, logistics chair, registration and accounting, sponsorship chair, team development chair and online chair.

Each fall the American Cancer Society hosts training for Relay For Life committee members and selected team captains at Relay Summit. Obituary Lynette Lorane Miller Nov. 17, 1981 — Sept. 15, 2011 Lynette Lorane Miller, died in her sleep on Sept. 15, 2011 in Kirkland, Wash. The former Liberty Lake resident was 29 years old.

Lynette was born on Nov. 17, 1981, in Yakima, Wash., the daughter of Michael and Shanna Miller.

She was a graduate of Issaquah High School, class of 2000. Survivors include her parents of Liberty Lake; her fiancé, Chris Sampson of Kirkland; her siblings, Carynn M. Hudson (Jamie) of Spokane Valley, Bret T. Miller (Laura) of Salt Lake City, and Melinda R. Fisk (Landan) of Liberty Lake; her nephews, Ty and Ethan; and her beloved dogs. Her sister Lindsay preceded her in death in February 1978.

Lynette’s memorial services were held

at the LDS Bellevue South Stake Center in Bellevue, Wash. Graveside services were held at Terrace Heights Memorial Park in Yakima.

Lynette was our spunky and beautiful princess. Her family called her “Netty,” but to her many, much-beloved friends who were such an important part of her life, she was “Lynny.” She brightened every room she entered and could make anyone laugh, whether stranger or friend. Lynette was always the center of attention (which was just how she liked it). She always spoke her mind, and you never doubted where she was coming from. Lynette was constantly taking care of others, people and animals alike. She displayed strength for all to see, but inside, Lynette was the sweetest, kindest person with the biggest heart. She was a loyal friend, a talented artist, a creative writer and an inventive chef. Lynette will be forever remembered for her vibrant, creative, joyous and generous spirit. Lynette, you will always be cherished in our hearts. We love you.

Library offers e-books for Kindle

Last week, Liberty Lake Municipal Library announced its e-book collection is now compatible with the Amazon Kindle. Patrons can now download popular and classic e-books to a Kindle device or any mobile device running the free Kindle app.

According to Library Director Pamela Mogen, the service comes through the library’s partnership in the Washington Anytime Library.

“It used to be just audio books, but in the last year (The Washington Anytime Library) added e-books,” Mogen said.

“The big deal now is that Amazon finally agreed to allow it on the Kindle.”

To get started, patrons can visit the website anytime.lib.overdrive.com for instructions on using the Kindle with the library's service. Kindle users can browse the library's collection of bestselling and classic e-books from a PC or Mac computer, check out titles using a library card, and select "Get for Kindle" to deliver e-books to their Kindle devices.

At the Liberty Lake Municipal Library, e-book titles are accessed through a link on the library’s catalog page. For more information, visit www.libertylakewa. gov/library.

In addition, the library also opened a self-checkout station this summer. Patrons can bypass lines to checkout or renew items with a library card or barcode number.

To start the process, patrons scan a library card and then each book. When scanning is complete, the user presses a finish button and a receipt prints with due dates. Patrons also have the option to have receipts e-mailed.

In other news: • The library reconvened the “Books and Brews” book club after a summer hiatus. The all-age adults group meets the third Thursday of every month at 6:30 p.m. to discuss selections from the Pulitzer Prize-winning fiction list.

• Author David Mogen will talk about his book “Honyocker Dreams” at 7 p.m.

Oct. 11. The book discusses the people and events he experienced in Montana while growing up in the Hi-Line.

Police Report The following incidents, arrests, calls for service and citations were reported by the Liberty Lake Police Department Sept. 19-26.

Incidents and arrests: • Domestic incident — At 6:30 p.m. Sept.

19, LLPD was dispatched to assist the Spokane County Sheriff’s Office at the 19000 block of East Buckeye Avenue for what was reported as an unknown trouble. The dispatcher advised the caller was screaming and a child was crying in the background.

Upon arrival, it was determined there was an argument between a husband and wife, and the family dog had been stabbed by someone at the home. The case was turned over to Sheriff’s deputies when they arrived on scene.

• False alarm — At 4 a.m. Sept. 20, LLPD responded to a security alarm at George Gee. Upon arrival, officers found no signs of suspicious activity.

• Three-car accident — At 7:15 a.m. Sept.

21, LLPD responded to a three-car accident at Interstate 90 and the Appleway Avenue overpass. No injuries were reported and the cars appeared to have only minor damage.

• False alarm — At 1:20 a.m. Sept. 21, LLPD was dispatched to an alarm at Screen Tek, 22900 block of Appleway Avenue.

Upon arrival, officers found no signs of suspicious activity.

• Residential burglary — A 22-year-old Spokane Valley man was arrested at 10:10 p.m. Sept. 20 at the 200 block of South Farr Road for his involvement in a residential burglary on Tanglewood, and for an outstanding felony theft arrest warrant out of Idaho. He was booked into the county jail for the recent burglary, trafficking stolen property, possession of stolen property and the felony warrant.

• Smoking juvenile — At 8:45 p.m. LLPD contacted a juvenile at Rocky Hill Park who was smoking a cigarette. The subject provided a wrong date of birth to the officer, and the officer contacted the juvenile’s father to explain the situation.

• Two-car injury — At 7:55 a.m. Sept. 22, LLPD responded to a two-car non-injury accident at the 1600 block of Signal Road.

• Theft — At 10:45 p.m. Sept. 22, LLPD was dispatched to Albertsons, 1304 N. Liberty Lake Road, for a theft. Upon arrival,

The subject then got into a white station wagon with Idaho license plates and left the area. An employee was able to provide a license plate number and video surveillance. • Vehicle prowl — At 1:30 p.m. Sept.

23, LLPD received report of a vehicle prowl and theft that occurred approximately one month ago at the 22900 block of East Valleyway Avenue. The victim reported unknown suspects had taken a backpack that contained clothing and a cell phone.

Framable historical postcard for sale at Farmers Market An enlarged 1907 postcard of historical Liberty Lake will be sold from 9 a.m. to 1 p.m. Saturday at the Liberty Lake Farmers Market.

The Liberty Lake Historical Society will be selling the piece as a fundraiser for its historical markers project. The matted pieces fit into a 16x20 frame.

The cost is $30, and cash and checks will be accepted.

The postcard features a beach scene and bath house at the Wicomico Inn, the name at that time for what was originally the MacKenzie Hotel. The location of the photo is near where Liberty Drive and Lilac Lane meet today on the west shore of Liberty Lake.

Workshop Saturday regarding tourism grant applications A Tourism Promotion workshop will be held 10 a.m. Saturday at City Hall, 22710 E. Country Vista Drive, regarding the application process for receiving a Tourism Promotion Grant through the city of Liberty Lake.

Signs with the business name will be posted at each end of the mile, and the company will be listed on the Friends website. Organizations are also encouraged to attend the annual cleanup, “Unveil the Trail,” in the spring, but it is not required.

Sports Briefs Cheer 1: Gaven Deyarmin, Central Valley Football Deyarmin, the senior quarterback, led CV to a 27-14 win over University High School during the annual Greasy Pig contest. Deyarmin had touchdown throws of 56 and 34 yards and also added 64 yards rushing on the ground.

Cheer 2: Maya Anger, Central Valley Soccer Anger, a junior, had a big game during Central Valley’s 10-0 route of Rogers High

School. Anger had two goals and two assists as CV ended the game with 28 shots on goal compared to Rogers’ one.

Cheer 3: Central Valley Boys Cross Country Team The CV boys cross country team won the Wenatchee Invite ran this past weekend with a team score of 38 points, 10 points better then Davis High School. The Bears had five top 10 finishers with Corey Hunter leading the way with a fourth place finish.

CVHS Sports Roundup CV wins the Greasy Pig The Central Valley High School football team picked up their fourth straight win to start the season as they defeated University High School 27-14 at the annual Greasy Pig contest last Friday. The Bears trailed by seven after the first quarter on an U-High interception return for a touchdown before the offense got going in the second quarter.

The Bears tied the game on a 1-yard touchdown run by Alex Jacot and went up two scores as quarterback Gaven Deyarmin threw a 56-yard touchdown pass to Wil Wiecking and a 34-yard touchdown toss to Dustin Dach. The Bears tacked on two Austin Rehkow field goals of 40 and 36 yards as CV wrapped up their 27-14 victory.

The Bears next play the only other undefeated team in the Greater Spokane League, Ferris High School, who is also ranked number one in the state. Kickoff is scheduled for 7 p.m. Friday at Central Valley High School.

Soccer picks up two wins The CVHS girls soccer team picked up two league wins by defeating Mead High School 2-1 and Rogers High School 10-0.

The Bears’ win over Mead featured a first half goal from Paige Gallaway on an assist from Allison Jordan before Mead tied it up in the second half. CV pulled out the victory when Natalie Middleton scored the game winner with an assist from Paige Ellingson.

The Bears had a much easier time versus Rogers as they scored early and often. CV scored at the 6-minute mark on a goal from Ashtyn Turnbow and netted four more goals in the half as Paige Gallaway and Savannah Hoekstra tallied single goals and Sara Grozdanich netted two goals. Maya Anger added two goals in the second half as CV pounded out 28 shots on goal to Rogers’ lone attempt.

Volleyball wins one, loses one The CV volleyball team split two contests

picking up a win versus University High School while dropping a decision to Gonzaga Prep. Gonzaga Prep defeated the Bears three games to one: 25-20, 25-10, 26-28 and 25-12. CV was led by Sam Block who had 15 assists and three blocks, while Mikayla Ness had nine kills in the loss.

The Bears had better fortune versus University winning three games to two by the scores of 25-19, 24-26, 27-25, 21-25 and 15-13 in the final game. The Bears were led

by Taylor Butters who had 19 kills, Tia Pau who had 16 assists, Delaney Fisher who had 18 digs and Mariah Cunningham who had four blocks in the win.

Girls cross country wins two, boys split two races During a recent league meet, the Central Valley boys cross country team defeated Gonzaga Prep and lost to Mt. Spokane while the girls cross country team defeated both G-Prep and Mt. Spokane. The boys top finisher was Drew Brown who came in fifth place with a time of 16:28. while the girls first finisher across the line was Alex Moore in fourth place with a time of 19:58.

Softball plays three games The CV girls slowpitch softball team won one game while losing two over the last week of GSL action. The girls lost to Gonzaga Prep 7-5 despite three hits from Mackenzie Shea and two base hits from Hailee Holley before splitting a doubleheader with East Valley, 15-5 and 13-11.

The Bears knocked out 15 hits to go along with their 15 runs during their win as Mackenzie Shea had two triples and Mackenzie Beaudry-Norris had four hits to lead the offense. During their loss to East Valley, the Bears put up six runs in the bottom of the first inning and maintained that lead until the seventh inning when East Valley scored three runs to pick up the win. Carissa Sdao had three hits including a double in the loss while Cheyenne Abele had two hits including a triple.

LL racecar driver takes first Liberty Lake resident Michael Mallinen captured his first career Formula Atlantic National Championship on Sunday at the 48th SCCA National Championship Runoffs in Elkhart Lake, Wis. Mallinen drove the No. 71 Hoosier Tires/ TRD Swift Toyota and won the 4.048 mile, 14-turn road race by 3.368 seconds.

During the season, Mallinen won the Southeast Division points title, the National points title and a key qualifying event in the regular season, resulting in his first career Formula Atlantic Super Sweep.

Budget, taxes and community development Council candidates share what they like, what they’d change and why they added their name to the ballot

As ballots go out three weeks from now, Liberty Lake’s City Council will await the vote on four positions up for election.

Still, the look of the local legislative branch may not see much change as voters — aside from the advent of a surprise write-in — will only decide one contested race.

Two incumbents, Susan Schuler and Cris Kaminskas, seek to be retained unopposed. A new face to the Council, Planning Commissioner Dan Dunne, runs unopposed to replace Council Member David Crump.

The contested race matches up two newcomers — Keith Kopelson and Shane Brickner — in a bout to fill Position 5 vacated by Judi Owens. The two candidates both say they are communitydriven in their quest for Councilhood. Kopelson owns a couple start-up businesses, and Brickner, a pharmaceutical sales representative, works on a volunteer basis as a reserve officer for the Liberty Lake Police Department.

Splash went through a round of questions with each candidate to give voters a first look at where each stands on some pressing issues facing the city: What do you think are three main issues facing the city?

Brickner: One area that can always been worked on, which has been looked at somewhat, is the budget. I think we need to finetune some things in order to get the budget tightened up. I’d like to really dive into that pretty

heavily.

I think the second thing we need to do is produce more areas of activities for kids. I think we’ve done a good job, and I think it can be better.

The third thing I would say is probably looking at ways to help businesses in the city. We’ve seen a lot of businesses shut down, even in the mall area. We can try to get them more exposure and figure out different things we can do to assist them in keeping their

Candidate forum coming Oct. 13 The city of Liberty Lake ballot will be well-represented at a candidate forum from 6:45 to 8:45 p.m. Oct. 13 at the Meadowwood Technology Campus, 2100 N. Molter Road. The forum, organized by the Greater Spokane Valley Chamber of Commerce, will give a focused time slot to each of the three competitive Liberty Lake ballot issues: • Proposition 1, 7 to 7:30 p.m.: Representatives of both sides of this initiative to change the city's form of government from mayorcouncil to council-manager will speak to this ballot issue.

• City Council, 7:30 to 8 p.m.: Political newcomers Keith Kopelson and Shane Brickner are contesting Council Position 5.

• Liberty Lake Mayor, 8 to 8:45 p.m.: This race pits former Liberty Lake Mayor Steve Peterson against current City Council Member Josh Beckett.

The three unopposed candidates for City Council will also be introduced at the event, including incumbents Susan Schuler and Cris Kaminskas, and Dan Dunne, who serves on the Liberty Lake Planning Commission.

Kopelson: What I hear the most talk about is the utility tax issue.

My impression, from what I hear, is there wasn’t a lot of thought given to it, and it didn’t take into account a good balance between the business and the community.

We can evaluate whether or not it’s something we should have done. And if it is, the community needs to know what the money is for. I’m not sure that anybody does.

HR issues have been talked about a lot lately. … Everybody walking around on eggshells with everybody is not productive. If you’re not being treated fairly like you think you should be, there are options, but it should be clearly laid out like they attempted to do at the last meeting.

Zoning would be the third thing. I think there are issues with the new exit on-ramp into the city and how we’re going to handle that. There are plans made for the roads and beautification of Liberty Lake, which I’m 100 percent for, but there are still questions that need to be asked.

Last year, the city faced a tough budget cycle with a handful of cuts moving on and off the chopping block. While handling a deficit is never easy, in your mind, is there anything that could have made the process smoother?

sitions changing, going on the cut list then coming back, is kind of a waste of time. I think a decision should be made, everybody gets their input into it, it should be well-researched and decisions need to be made. … Weighing the pros and cons of how every dollar is spent is very important, and I think you’ll have to make tough decisions, but once those decisions are made — make them and move on.

Brickner: I think that we’ve made some decisions short term and haven’t looked at the longterm results. There are certain things in place that we need to look at not only how this is going to affect us in the short-term level, economically. … I think even flowers in the city — though it makes the city pretty, which is nice, how is that affecting us budget-wise to keep those up, when we could be putting that money toward other things to better the

community. I think we need to look at the more emergent situations and put our focus on those and then secondary things can come into place.

When they did the pay raises for the City Council, I think that was a mistake.

I think that’s something that should have been looked at last out of everything. Everybody that’s on City Council that I know of is out there working, so they shouldn’t rely on that as income in any way, shape or form. … I wouldn’t care if we didn’t get paid anything. That’s one part of the problem with society, is we expect to be handed something for our work when we need to be volunteering our services to make the city better.

Part of that budget cycle included the enacting of a utility tax — allowing the city to pull revenue from taxpayers by taxing all utilities by 6 percent. What are your thoughts on the tax and do you think it could or should be reduced?

Brickner: I think to keep this community as good as we possibly can, we need to keep everything afloat. Decisions have been made that put us in a financial crunch. Could that have been prevented?

I think so. Now moving forward, we need to get out of that financial crunch. If that means raising taxes for one year to bring the city back up to where we need it to be, I don’t mind paying those taxes whether I’m on City Council or not. In the big scheme of things, 6 percent isn’t a huge in-

In the future, I’d like to see decisions made to prevent having to do that. Do I like it? No, but if it’s necessary to keep things in the green, then I’m willing to pay that.

Kopelson: Without speaking from enough research, I really hate to say it, but as a business owner and knowing the impact it had on businesses, I’m inclined to say it probably was too much. I’d probably vote in favor of reducing and what I would want to see before making that decision is exactly what that money is going to be used for and who’s paying for it. If it makes sense, we do it. There are people who have the impression that the money wasn’t earmarked for anything, so that’s a problem.

In the past decade, the city has grown up with a comprehensive plan in place for parks, pedestrian-friendly areas and strict codes on commercial development meant to protect the community’s aesthetics. Are there any aspects of the plan you think Liberty Lake should rethink?

Or are we headed in the right direction?

Kopelson: I like the way the city looks. I think if we’re going to have signage regulations for businesses, there should be some enforcement and consistency with those codes. Right now, it’s kind of like an honor system. If we’re not going to try to enforce something, people aren’t going to follow it and there are going to be inconsistencies.

When you look at something, you want to see balance. If you’re looking at all the businesses in Liberty Lake, they should be fairly displayed. There shouldn’t be one person with a 30-foot sign and one

“There was confusion over the role of the Community Development Director. Some employees perceived that he was acting in the role of city administrator and others were unclear as to where his authority ended and the mayor’s began.”

P.J. De Benedetti, join the club. The consultant for Canfield and Associates penned the preceding words in his review of all things human resources at the city of Liberty Lake. Confusion and controversy over city leadership — and particularly the position of city administrator — has surfaced and resurfaced several times since 2005.

As with a lot of the tangled webs we weave, there is no single culprit to blame for why figuring out where the buck stops at the city has become this convoluted. Seeing as how every significant 2011 election issue seems to be snagged by this leadership web, however, a little history as to how we arrived in this snarl is worth recounting: • October 2005: Then-Mayor Steve Peterson informs City Administrator Lewis Griffin his position is being terminated. Effective Jan. 1, 2006, department heads report directly to the “strong mayor,” a decision Peterson says will increase efficiency and save the city money. Among the biggest skeptics at the following City Council meeting is Wendy Van Orman: “… I want to keep (the city administrator’s) salary and position as a line item in the budget,” she says at the time.

Fellow Council Member Dennis Paul concurs, arguing the position should remain in the budget as a “safety valve” because future mayors may not want a part-time job that requires full-time city management responsibilities.

• October 2007: Running for mayor, Van Orman emphasizes she thinks the city administrator job should come back “in the next year or two.”

• January 2008: Van Orman becomes mayor at the same time one of the city’s three main department heads, Finance Director Arlene Fisher, leaves to become Cheney’s city administrator. Instead of replacing Fisher, she reorganizes city staff in part to absorb Fisher’s responsibilities.

• July 2008: Van Orman asks the Council for a change in title for Community Development Director Doug Smith. She says he’s been the city’s de facto city administrator since the January reorganization. She says there are no other candidates under consid-

eration since he’s already doing the job. “It’s not a change in responsibilities,” Smith concurs. “It’s simply a change in title.”

• September 2008: In a 4-3 vote following a heated discussion Van Orman likens to “walking through live coals,” the City Council passes new salary tables that reflect a city administrator position among the mayor’s staff reorganization. It’s said the Council will tackle Smith’s title change the following month.

• October 2008: Van Orman reports a lean budget will prevent Smith from becoming administrator after all. While she wanted to just change his title, she said she was convinced by community feedback that naming a city administrator should be a public application process. As there was no funding to create a brand-new position to advertise, there would be no city administrator. For his part, Community Devel-istrator Smith seems unconcerned. “My world doesn’t change,” he says.

Today, is it possible we still have this city administrator in everything but title? Smith doesn’t seem to think so. When the Council initially called for an HR audit in May, Smith said the city has not appointed HR duties to a single person, adding that if the city were to fill the vacant city administrator job, such responsibilities would fall under that person’s umbrella.

Now we’ve entered an election season that counts a new utility tax, HR reviews, contentious budget clashes and alternative forms of government as perhaps the top of the batting order when it comes to hot topics. Is it possible that all of these, important as they are, are the undercurrent of a single Achilles heel: uncertainty and dysfunction in city leadership?

None makes such a case more directly than Proposition 1, which asks Liberty Lake voters to force a change in our government that would put a paid professional in charge of city affairs — a city manager accountable to the Council. Meanwhile, Peterson is campaigning for mayor to recapture what he claims a strong mayor form of government should look like, and his opponent, Josh Beckett, is campaigning — in a bit of a throwback to Van Orman in 2007 — that we need to bring back the city administrator position that is called for in the city’s founding charter.

That’s three distinct choices for those of you keeping track at home. Which structure will save the day? None of them. Or perhaps any of them. The structure will only be as strong as the people operating it.

Which points to one more finding in the HR audit: “Both elected officials and staff expressed concerns about … the communication among administration staff, the mayor

person with a little monument sign. It goes the same with windows. If there’s so much square footage they have to use, that’s what should be enforced.

Brickner: I think we’re headed in the right direction on that aspect. The more things that are provided for citizens to do here activity-wise, the better off the community is — especially with kids. If there aren’t activities out there for kids, what else are they out there doing? … I think that that’s one of the things that draws people to the community and makes them want to live out here: being able to have fun stuff in a very family-oriented city. I think the more we can expand on that, the more we’re going to see people want to move to the city, which will increase our revenue overall.

A recent HR audit noted concerns regarding communication between Council, mayor and staff. How would you address that concern?

Brickner: I think that we need to have an open line of communication across the board. I think that’s the biggest breakdown in any organization. I think we just need to set up some kind of design that shows, not only can you come and talk to us, but we encourage it. Keeping that door always open, the more that we can be out there and available for the citizens or the employees of the city, the better off we’re going to be. If you have employees who feel like we’re against them, the production won’t be as good. The overall theme in the area won’t be very good. We just need to keep morale up 110 percent in order to function properly.

Kopelson: I would be real critical in Council meetings over the bickering of how we handle things. It seemed like there

It’s a waste of time. It’s like you’re trying to please everybody.

If somebody wants to go to a Council member or the mayor to complain about something, then that’s probably inappropriate if they haven’t gone through the proper channels with their supervisor.

There’s got to be a clear line of communication, but it should be justified. If there’s a major issue, where you have to go to the mayor, put it in writing and have a committee that addresses those issues in a professional manner. Have more than one person be involved in that. … The problem is, when you go over people’s heads it makes it almost an impossible working environment after that, so I think it shouldn’t be super easy to complain above your boss’s head. There should be something else a little more formal.

In closing, why are you the best candidate and how will things be different if you’re elected?

Kopelson: I feel that I’d be a great candidate for the position. I don’t know enough about my opponent to say one way or the other. I’m sure he’s very capable. I know that I care about the community. If you love something and you want it to stay a certain way, just complaining about it is not enough. If I stand up and take the time and put the effort and the research into it to make the best decisions you can, then I’m a part of keeping this community in good shape. A: Going back to the partnership, there are a lot of recruiters who do high school presentations. We have a recruiter that goes to Central Valley, and certain high schools have it available in the guidance counselor’s office. Interested people are more than welcome to go to any recruitment office, and they’ll tell you about it.

I speak with educators about how it’s just another tool to use.

And it’s a good tool. We’re trying to build a partnership with educators, not against them.

A: The Army had a partnership with the American School Counselor Association for a number of years, and when the No Child Left Behind Act was passed, it was discovered that high school students were not meeting established benchmarks. The Army wanted to create something that would assist and provide a baseline for high school students.

Q: How does the program work?

A. The Army contracted with the Princeton Review and Kaplan to create an ACT/SAT prep package. ... The Army conducted more research and looked at exit exams of 37 states for common test questions and based a program off of this.

Students can log on at www. march2success.com. As a user goes through the modules, he or she needs to achieve 80 percent to go on to the next module.

There are other modules helpful to everyday life. On the site, you can go through your likes, and it tells you what career field you might be good for.

Q: Why would you recommend it?

A: I feel it’s a valuable tool because it provides preparation for the SAT and ACT. I didn’t have that available to me as a high school kid, and I’m pretty sure my scores suffered because of it.

Certain high school teachers like it because it’s free and low-bandwidth, which makes it accessible to everyone. We receive feedback, and it’s definitely helped increase some test scores. Even if you’re not pursuing military but you are going to college, any advantage you have helps.

Q: How do you get the word

Q: What are your strongest memories from your time there?

A: I actually got to hear President Obama speak at one of Saddam Hussein’s old palaces. I shook his hand, but it was surreal seeing him in that place. I also got to see a lot of the different parts of Iraq, which was interesting.

Q: What type of role do you currently serve in?

A: I’m a commander responsible for the overall Army recruiting operations in eastern Washington and northern Idaho. There are several stations around the area that have recruiters. I work a lot with administrators and ROTC at the universities to support our operation and help enlist people into the army.

A lot of my job is coordinating and networking. We’re ambassadors of the Army into the community, and we talk a lot about the Army’s “March 2 Success” program.

Q: What is “March 2 Success”?

A: It’s a fairly new partnership tool that we use. There are a lot of misperceptions that recruiters come into high schools and snatch up kids. The reality is that for every 10 people we talk to, only three are eligible to enlist due to health issues, legal issues or academic reasons.

March 2 Success is a free, web-based program that helps with SAT and ACT prep. While the Army helped create it, it has nothing to do with recruitment.

It’s just a free service.

Q: Why was the program developed?

Q: Explain what the ROTC program is like.

A: It stands for Reserve Officers’ Training Corps. You matriculate through college like any normal student, but you take military science classes each semester to develop your leadership skills. … You learn marksmanship and are put in various leadership situations.

When you complete your senior year, you get commissioned as a second lieutenant in the Army. Some people go on the reserve side, and some go on active side.

Q: So you pursued active duty?

A: Yes, it’s been my career. I branched into field artillery. I went to Oklahoma where I did a basics course to be a field artillery officer, basically the logistics of combining the different weaponry. I made sure the rounds were there so they can fire the guns. My first assignment was at Fort Sill (Oklahoma), and then I went on to become an executive officer.

Q: Have you served overseas?

A: I went to Iraq for a year in 2009-2010 with F/26th Field Artillery Regiment located with the 17th Fires Brigade out of Fort Lewis. I served as a target acquisition battery commander.

Q: What were your responsibilities while serving in Iraq?

A: I used a combination of air defense and traditional field artillery radar to monitor friendly helicopters and any incoming fire. I was responsible for personnel and equipment to operate systems in northern, central

GMS fundraises with flamingos

Official world record holder Cohl Orebaugh was featured in the Guinness World Records 2012 book that came out last week. The Liberty Lake teen completed 794 blunt-to-fakies (a skateboarding trick) at the Liberty Lake skate park in September 2011 to be listed in the book.

The Liberty Lake governance committee, led by Lud Kramer, studied the many options for governance and recommended the strong mayor government as the best alternative for Liberty Lake. This option was recommended because it provided the direct leadership by the mayor and the lowest cost for small cities. The history of City Council-led governments has often been disarray.

Rotary In Motion a success The Liberty Lake Centennial Rotary Club was thrilled to have nearly 130 riders participate in our first annual Rotary In Motion (RIM) community bike ride Sept. 18. The riders had a choice of doing the 5-mile family ride or 15-, 25-, 50- or 100-mile routes. Each route had plenty of supported rest stops providing great snacks. The 50- and 100-mile routes were challenging and rewarding.

The proceeds from this year’s ride will benefit the Liberty Lake Arboretum and Bright Promise Scholarships.

Board reports bleak forecast

During the Central Valley School District board meeting Monday, board representatives shared a report from the recent Washington State School Directors’ Association legislative assembly. At the assembly, board directors heard from state legislators and voted on organization-wide policies and priorities to recommend to the state government.

In light of newly-offered federal waivers from the sanctions of the No Child Left Behind program, school board director Cindy McMullen said a state representative told the assembly Washington is not expected to qualify and doesn’t plan to apply.

“Lets just say nobody cheered and there was no clapping for that announcement,” McMullen said.

School board director Debra Long added comments on funding and budgeting to the presentation, noting an impending $612 million cut to education.

“It’s pretty devastating,” Long said. “Education is going to have to step up to the plate.

If you don’t want to fund K-12, you might as well not worry about higher education because there isn’t going to be anyone going on past high school.”

She said legislators asked WSSDA members to compile personal stories on how their respective districts will be affected to share in Olympia at a special session Nov. 28.

In other business: • The board approved a collective bargaining agreement between the Central Valley Education Association and the district. The agreement included a 1.9 percent reduction in the state salary schedule.

• The board tabled an update to the district policy for nondiscrimination and affirmative action to allow for further review.

• The next school board meeting will be held at 6:30 p.m. Oct. 10 at the district offices, 19307 E. Cataldo Road, Spokane Valley.

Leaders — and I mean that as a plural — are the real key to shaking any confusion and dysfunction in this city. They just can’t exercise that responsibility in title only.

Dysfunction is the driver for change. Frustration working with the current administration during the past 24 months led to a grassroots initiative to change the form of government from a Strong Mayor-Council to a Council-Manager. At more than 40 City Council meetings in 2010 and 2011, residents asked questions on topics that ranged from taxes to terminations of City personnel—especially the golf superintendent and professional; budget revenues and expenditures; the utility tax; road improvements and safety issues. The expectation was to receive straight answers or actions. Too often, the expectation was not met as the dividing lines widened between the Mayor, City staff and Council members. Council members labeled the environment “dysfunctional.” The Council members themselves complained about the timeliness and accuracy of communications from City staff. The Mayor recited that the Council’s requests were “clear as mud.” The grievances make for poor governing. Change is in order.

Vote for a City Manager to lead City staff, implement legislative directives and install a full-time executive. The City has many fine elected officials and employees who are a credit to our community. Their commitment to the betterment of the City is undisputed. Yet the Council and Mayor are part-time. From the beginning, residents did not want professional politicians heading City staff: a City Administrator was called out in the Charter. The Administrator was fired in 2005 by our former mayor. A Council–Manager form of government eliminates the potential abuse of hiring and firing authority by the Mayor. A YES vote on Proposition 1 installs a full-time administrator — the City Manager — to head City staff. The City Manager is removed from the political process, lessening cronyism and favoritism associated with elected executives.

Reduce government waste by eliminating confusion and expense at City Hall. Cities with City Managers receive the highest bond ratings and exhibit greater economic efficiencies. City Managers do not have a political agenda as they are not popularly elected. They are vetted on the basis of education and experience. In our City’s current election, there are few candidates for public office (three of four Council candidates are unopposed; one mayoral candidate is a past two-term Mayor and the other is an incumbent Council member). Do we want to popularly elect a chief executive or empower the Council to hire one on the basis of professional skills? Do we want to risk an uncontested, unqualified candidate for Mayor becoming the City’s chief executive?

Research reveals City budgets benefit from a full-time City Manager who is neither elected nor indebted to political campaign supporters.

Committee for Better Government is 100% voluntary and indebted only to residents who signed the “grassroots” initiative petitions.

Signatures from a cross-section of 261 Liberty Lake residents put Proposition 1 on the ballot for voters to decide if a change in the form of City government is in order. The goal is to improve economy, efficiency and transparency in City leadership.
