Ambitions Program Supervisor Marv Conn is volunteering to be tossed off the top of Spokane’s tallest building.

The “Over the Edge” fundraising event scheduled for June 24 is organized to benefit Special Olympics of Washington. Individuals who raise $1,000 or more are harnessed in on top of the Bank of America Financial Center to rappel down 288 feet to the security of solid ground.

Conn has already topped the $1,000 fundraising minimum to participate, but he’s still looking to garner as much support as possible. In the meantime, he’s still trying to work up the courage to take the plunge.

The Splash recently sat down with him and his wife, Paula Conn, to see how he got roped into such a crazy thing and why he’s happy to support Special Olympics.

Q. A.

So how exactly does this fundraiser work?

Marv: It is an event to raise money for the Special Olympics.

The idea was for employees to get together and pool money to basically “toss your boss.” It’s a rappel down from the Bank of America Building in Spokane.

It’s the first year to do it in Spokane. The Special Olympics did it last year in Seattle, and that event raised $186,000 with 120 participants.

Q: How did you sign up to do something like this?

A: Marv: I initially got a card at work that announced the event, and I nominated my boss. It came back around and I found that I was nominated instead. It kind of backfired a little.

Q: So why did you choose to concentrate fundraising efforts on Special Olympics?

A: Marv: I work with folks with disabilities, and Special Olympics is just a huge thing for them. It really does promote a lot of things for the community as well as

those with disabilities.

The Special Olympics does a lot for the folks with building status and building confidence. It’s fun going to those events because it’s like a smile-fest. Everybody there is always happy. Everybody participates. It’s kind of like there are no losers and no winners.

It’s also a great way for the community to meet folks with disabilities. There are a lot of folks who get involved that way.

I got my start working with people with disabilities from a Special Olympics thing back when I was in the Army. I didn’t really work much with them for a while after that, but now, that’s what I do for a living.

Q: What exactly do you do in your job?

A: Marv: I help folks with disabilities live in community. They live in their own

The Liberty Lake Municipal Library is requesting help from travelers for their summer reading program. The library is asking anyone traveling out of state (including to foreign countries) to send the library postcards representative of the areas they have visited.

Friends of Pavillion Park, a non-profit organization that serves the local community, recently announced its ninth annual scholarship recipients.

According to a news release, the scholarships honor students who have expressed a desire to pursue academic, professional, vocational or artistic fields related to FOPP’s mission statement.

In addition, the “President’s Award” is given for volunteer efforts at Pavillion Park or FOPP activities. The “Elmer Schneidmiller Community Leadership Award,” sponsored by the Greenstone Foundation, is awarded for outstanding leadership to the Liberty Lake community.

Foundation raises funds for covered library entryway

The Liberty Lake Library Foundation recently launched a fundraiser to benefit the Liberty Lake Municipal Library. Foundation representatives are selling tiles that range in price of $50 to $500 to make up a photo-mosaic mural at the facility.

A total of 136 tiles will make up an 8-foot mural to be installed inside the library later this summer next to the quiet reading room.

Each purchased tile will also feature a brief message or name 18 to 36 characters long, depending on the size of the tiles, which range from four to 12 inches wide.

Foundation Board of Directors President Sally Waltermire said monies from the foundation’s current effort would likely fund a covered entryway for the library.

“We’re just getting started, so we still have plenty of tiles available in every size,” Waltermire said.

In addition to selling tiles, the foundation is also soliciting photos to make up a

mosaic image. Photos can be of any subject type and will be used as a pixel in a larger image of Pavillion Park. A suggested donation of $5 per ten images may be mailed or dropped off at the library. Photo files can be also submitted by e-mail to images@xthings.com.

LL Community Yard Sales picks up steam Deadline to be listed in the official guide is Friday

With seven dozen homes already registered and nearly a dozen committed vendors, the Liberty Lake Community Yard Sales 18th annual event is well on its way to showcase bargains and local business on June 11.

The Splash received 84 official registrations as of early this week, Publisher Josh Johnson said. The Splash, an underwriting sponsor for this year’s event, is publishing an official event guide which will include all registered yard sale listings and corresponding maps to be distributed with the newspaper and at other drop-off locations in the region.

“I’ve been told by past organizers that the big registration push comes in these final days, and so we don’t know exactly what to expect as far as numbers go,” Johnson said.

The deadline to have a published, mapped listing is Friday, Johnson said.

The fee is $10 online at www.libertylakesplash.com/yardsales or $15 in person or by mail and covers expenses of the sale such as advertising and portable restrooms.

“The Kiwanis Club has been working hard to make this a first-class event,” he said. “I encourage everyone considering a sale to register by the end of the day Friday. Not only do you keep from leeching onto another group’s investment as a free-rider, but your $10 share really helps bolster an incredible service organization right here in Liberty Lake.”

Liberty Lake Kiwanis President-Elect Scott Draper said the help from past organizers such as Ann Weiler as well as the mayor’s office, police chief and fire department has made the process smooth so far.

“It seems to be falling in place,” he said.

“We’ve not done this before and there are always kinks, but we’ve not seemed to find any yet.”

Draper, who is leading the club’s yard sale efforts, said he expects to see more visitors to the community than in years past. And local businesses that cater to the general public look forward to the day because it generates lots of sales, he added.

“With Facebook and websites and advertising efforts in The Splash, there are lots of sources of information (about the event) out there,” he said. “This event supports local business because of the influx of non-Liberty Lakers, and that will only help our community thrive.”

The Kiwanis group has received a better response from vendors than what they expected, Kiwanis member Pat Dockrey said. Among the committed vendors at Pavillion Park are Great Harvest Bread Company, kettle corn, shaved ice and massage.

“It’s going to be quite an eclectic group,” Dockrey said. “Of course, we’re always looking for more.”

Vendor registration is $50 for a 10-by10 foot space, and food vendors must be properly certified to handle and sell food to the public. Those interested can contact Dockrey at 926-3198.

News Briefs CVKC principal candidate forum scheduled for June 15 The Central Valley School District is seeking community input into the selection of new leadership at the Central Valley Kindergarten Center. Current Principal Joanne Comer was recently tabbed for the same post at Liberty Lake Elementary School.

Council calls for review of HR policies ‘Accusations,’ ‘hearsay’ of employee treatment prompt call for audit

A recent decision by the Liberty Lake City Council may mean an extensive examination of city human resources (HR) issues.

In the May 17 meeting, Council members unanimously voted to move forward with the necessary processes for initiating an investigation into the city’s HR policies. Council Member Susan Schuler, who made the motion, said the review would need to include third-party interviews with all city employees, Council members and the mayor.

“There’s been a lot of discussion around employees and the golf course and the budget cycle,” Council Member Susan Schuler said in an interview. “There are a lot of accusations going around about how people are being treated and just a lot of hearsay. … There are people uncomfortable with where they’re supposed to go, who they’re supposed to talk to, how to deal with conflict resolution.”

Council members contacted for this story echoed a sentiment that rumored conflicts have all added up: • “There have been different comments here and there along the way — enough to raise our concerns,” Council Member Cris Kaminskas said.

• “There have been enough rumbles that it’s important for us to make sure we have a clearly defined HR policy,” Council Member Josh Beckett said.

• “There have been instances where we’ve dealt with certain employees, and when we heard about it, we wish we’d handled things differently,” Council Member Ryan Romney said.

Council Member David Crump was not available for comment, and Council members Odin Langford and Judi Owens said they were not at the meeting and would withhold comment until further Council discussion.

That further discussion was scheduled for Wednesday evening after Splash press deadlines in a special meeting featuring a workshop discussion titled “internal audit review.”

Who will get the job done?

The city has a few options to consider when looking at who will carry out the HR audit. One proposal, to contract the work out to the city’s current risk management

firm, Canfield Insurance and Risk Management Specialists, would reportedly cost very little, if anything at all – but some Council members aren’t yet sold on that idea.

“I have issues with using our risk management firm,” Beckett said. “As much as I appreciate the recommendation, I’m very skeptical to think they’re going to be the best firm to get the job done.”

Beckett said he believes Canfield lacks the necessary experience in dealing with HR issues. In addition, he pointed out that a firm paid to handle issues that arise from inefficient policies might not be totally unbiased when reporting how efficient those policies are.

He added that a decision on who carries out the audit would also depend on the cost of hiring an outside firm. On Wednesday’s agenda was a discussion on the possibility of using a formal request for qualifications to obtain bids for paying an outside firm to conduct the review.

When it comes to hiring an outside law firm to handle the investigation, Liberty Lake Mayor Wendy Van Orman said, “I don’t know if that would be beneficial.”

No matter who carries out the review, Beckett stressed the importance of a neutral party making objective decisions and honest participation among the city employees and officials as crucial to an effective review.

“People need to trust the process,” Beckett said. “They need to feel that they can give the whole low-down without fear of being reprimanded. … I want every employee to know our intent.”

Gauging the city’s current work environment Since last fall, at least a half dozen employees have separated from the city citing various reasons: job opportunities, budgetary constraints, retirement and personal reasons.

When asked whether or not the HR review was sparked by a specific incident, Van Orman said, “Right now, we’re going through some personnel issues, and I’ll be able to speak more at liberty as that progresses.”

She also noted that a lot of interest in the matter is likely from mounting frustrations among city officials.

“The Council is feeling like something is missing, and there is,” Van Orman said.

“We want to make sure we’ve got the right people in the right places and we’re filling in the holes where people need to be as well.”

Van Orman noted the lack of adequate staffing accentuates the problem.

“I think it’s important that the citizens of Liberty Lake know that we are listening and trying to be proactive about resolving issues at City Hall. That is why I made a motion and why I requested not that there would just be a review, but an actual investigation. They can come back and say, ‘yes, things are being handled properly or no they’re not and here’s our recommendation.’ I just want the people of Liberty Lake to know the Council is being proactive.”

“When you have a mayor that’s getting paid part-time to do a more-than-fulltime job, there’s only so much that person can do,” Van Orman said. “We had a city administrator before to help with that, but there hasn’t been funding for that position in recent years. There’s concern amongst the Council that the mayor has relied on the community development director to fulfill a portion of that role.”

Community Development Director Doug Smith said the city has not appointed HR duties to one specific person.

He added that if the city filled the city administrator position, those responsibilities would fall under that person’s umbrella.

The city’s personnel manual instructs employees to first try to resolve any problem or complaint with their supervisor.

If normal communications between employee and supervisor are unsuccessful, or when an employee disagrees with the application of city policies and procedures, the employee should attempt to resolve the problem with the city administrator — a position not currently filled nor funded in the city.

The manual continues to state, “If the employee is not satisfied with the response from the city administrator, he may submit the problem in writing, to the mayor.”

Smith said the complaint procedure for staff is “a pretty informal structure,” adding the mayor’s open-door policy welcomes anyone to take issues directly to her.

Council members like Beckett say they just want to ensure employees are treated fairly.

“If an employee speaks up to anyone … we have an obligation to follow up on

that,” Beckett said. “I don’t know that the processes we have defined are transparent or effective.”

Former employees contacted for the story were mixed in their feelings about how well the city — without HR responsibilities dedicated to any one employee — is able to carry this out.

“Frankly, there’s probably a couple people that would have some heartburn over operations and the way a few things have played out,” Smith said.

Tracy Rebstock worked for the city as a reference librarian until early May, when she left to pursue an opportunity to work at the Washington State Digital Archives.

“HR is always a tricky thing, especially when you have people wearing so many different hats,” Rebstock said. “I loved my job, and overall it was a pleasant experience.”

Former Golf Course Superintendent Ron Knudsen was laid off last fall due to budgetary constraints following nine years working for the city. “(An HR person) surely wouldn’t hurt,” he said. “Employees don’t have anywhere to go. I’m thinking that’s what the HR department would take care of — their hiring practices, their firing practices or even their lay-off practices.”

Ultimately, no one knows what to expect from an internal audit of this nature.

While the request might be something new for Liberty Lake, Beckett explained that the procedure is often a standard business practice.

“It’s not an unusual thing to have this done,” Beckett said. “Companies do this on a regular basis to identify any kind of breakdowns and find ways to solve it. …

I’m not going into this thinking there are tons of things broken.”

The review is intended to clear up any issues if they exist, as well as give Council members and the public peace of mind, Schuler said.

“I think it’s important that the citizens of Liberty Lake know that we are listening and trying to be proactive about resolving issues at City Hall,” she said. “That is why I made a motion and why I requested not that there would just be a review, but an actual investigation. Police Report The following incidents, arrests, calls for service and citations were reported by the Liberty Lake Police Department May 23-31.

Incidents and arrests: • Drugs — A 32-year-old Spokane Valley man was arrested May 23 at Corrigan and Queen in Otis Orchards for use of marijuana and drug paraphernalia. LLPD was dispatched to assist the Spokane County Sheriff’s Office on an argument call. While en route, the officer stopped one of the subjects involved leaving the area in a vehicle and located marijuana in the vehicle and a glass smoking device that was still warm to the touch.

• Disputed theft — On May 23, LLPD received a report of a theft from a residence at the 22800 block of Country Vista Drive. The complainant reported that when he returned home from work, he discovered numerous items missing from the apartment and said

an ex-roommate was responsible for the theft. The officer contacted the ex-roommate, who stated she did take items from the apartment but the items she took belonged to her. The case is being referred to the prosecutor’s office.

• Multiple DWLS — On May 23, May 24 and three times on May 25, drivers in Liberty Lake were arrested for driving with a suspended license. Those arrested were a 19-year-old Liberty Lake woman, a 36-year-old Post Falls woman, an 18-year-old Peoria, Ariz., woman, a 28-year-old Liberty Lake man and a 55-year-old Spokane Valley man.

• Warrant arrest — A 34-yearold Liberty Lake man was arrested May 25 at Country Vista Drive and Whitman Lane for an outstanding warrant for child molestation and attempted child molestation. After being tipped the suspect may be in the area, officers located the man while driving, stopped his vehicle and took him into custody

without incident.

• DUI — A 50-year-old Spokane Valley woman was arrested May 26 at I-90 and Barker for DUI. LLPD assisted the Washington State Patrol and Spokane Valley Police Department on the arrest.

• Reckless driving — A 19-yearold Spokane man was arrested May 26 for reckless driving after revving his engine, skidding out of control and weaving behind another vehicle where the eastbound Interstate 90 off-ramp meets Liberty Lake Road.

• Two-car accident — On May 27, a vehicle making a left turn from Signal Road onto Appleway Avenue pulled in front of an eastbound driver, causing an accident.

The at-fault driver was issued a citation for failure to yield.

• Light pole struck — On May 27, LLPD received a report a light pole was down across the roadway at Autumn Crossing and Oakland in the Rocky Hill neighborhood. The at-fault driver approached LLPD that afternoon reporting responsibility, stating rainy conditions caused his vehicle to slide into the pole. He left the scene as he needed to get to work. The driver was issued a citation for negligent driving and warned about not reporting the incident at the time it happened.

• Accident — On May 27 at 8 p.m., LLPD was dispatched to an

injury accident at the 1300 block of Henry Road, where a car drove off the road at high speeds and hit a tree. The driver of the vehicle was reportedly being combative toward several witnesses who arrived on scene. The driver was taken into custody, transported to the Valley Hospital emergency room and transported to the county jail, where he was booked for DUI. • Vehicle prowls — LLPD responded May 29 to several vehicle prowls that occurred overnight. Most of the prowls were in the 21700 block of Country Vista Drive.

• Chain of disturbances — Starting at 10:15 p.m. on May 28, LLPD was dispatched to the 25000 block of East Hawkstone for reports a subject was yelling and intimidating people in the parking lot of the complex. After several minutes, the subject finally agreed to go back to his apartment and stop causing the disturbance. At the same time officers were handling this call, they were dispatched to a domestic violence disturbance in the same complex but in a different building where it was reported a female was yelling at a male to “die.”

Officers determined the couple was arguing but no crime was committed, and arrangements were made to separate them

for the evening. As officers were handling the domestic violence incident, they were called to a report of a male in a wheelchair lying in the roadway at Appleway and Liberty Lake Road. Medics arrived on scene to assist the subject, and they were requesting law enforcement as he was being uncooperative. LLPD arrived and determined to take the subject into protective custody. He was transported to the hospital.

LL resident recalls personal connection with Libby

Ross Schneidmiller, our Liberty Lake historian, mentioned to me George Libby had a boys camp on Liberty Lake. I did not know this, but I offered that as an 8-yearold, I hiked with “George” and learned to shoot a .22 rifle under his instruction.

I knew little of George’s life and nothing about his connection to Liberty Lake. I agreed to look up facts and write an article.

What I discovered was a man who dedicated his 93-year life to Spokane area youth.

His first summer camp was at Liberty Lake.

His motto: “Aim high and keep straight.”

George had his first boys’ camp here at Liberty Lake from 1918 to 1926 on what was then Kalez family property and what is now Spokane County’s Liberty Lake Regional Park at the south end of the lake.

I remember hiking with George and other 8-year-olds on one of those bright, in-between fall days which started out cool and crisp and warmed up during the afternoon. My mother made me wear my heavy red plaid wool overcoat and matching wool hat, which quickly overheated me on the trail as we approached the Bowl and Pitcher on the Spokane River. I had no place to ditch that hot and heavy coat — I was stuck with that thing all day!

We arrived at the trailhead and hopped out of George’s station wagon overloaded with green canvas bags stuffed with kindling wood. Other packs were heavy with cast-iron frying pans and still others sheathed axes, shovels and more gear. There were packs full of cans, cooking utensils and food, and metal canteens all over the place.

We were met by carloads of other young fellows and some older boys who seemed to know their way around. These older guys were carrying out George’s orders. George gathered us at attention on the trailhead to count heads, and he sent the older fellows packing off in a different direction lugging the heavy packs. One of the older guys had a big truck tire which he, with the help of another, was rolling and wrestling up the hill where the big guys were headed.

To learn more about “George,” I visited the “Northwest Room” at the Spokane Public Library. A reference librarian shared a file full of information, but it hardly had a word about Liberty Lake. There was even a live interview with George Libby that had been transcribed because, you see, he was one of the few people who lived in Spokane since before the turn of the last century. He came to Spokane about 1884.

The file contained his biography, his obituary, oral history, newspaper articles, awards, all kinds of materials on Mr. Libby.

on day hikes. The hikers would gather at George’s home and depart in various vehicles for the trailhead. Such was the hike that took me to the Bowl and Pitcher, where we hiked around a hill toward the river. As we approached a clearing below the hillside and could see the river down below, George waved to the older boys who had set off in a different direction from his station wagon and told us what was to happen next.

He explained that when he gave the signal (waving his well-worn scout hat), one of the boys would roll a large truck tire from the top of the hill down the hill into the river. We were being treated to the exciting spectacle of a huge tire rolling and bouncing and jumping and bumping and jerking around until it finally ended in the river. George positioned us carefully as a

group so even the youngest hiker could see the top of the hill in the path of the tire.

George asked us all what would happen if the tire got off the path and headed toward us standing here on the edge of the trail? “It could kill somebody!” After some heavy worries for 8-year-olds, George said he would have to “take that tire.” We understood that meant George would jump in the path of the tire to protect us. We became very worried about the direction of the tire down the hill. George gave the signal — the tire was off!

Afraid and with rapt attention, we all watched intently and worried as the tire picked up speed bouncing and bumping and careening down the hill generally in the direction it was supposed to go, rapidly approaching the river and finally disappearing with a bounce and a splash. Boy, were we all relieved that our hero George did not have to “take that tire.”

George’s house at 14th and Grand was the original boys’ club and hangout. The house and grounds were full of things snaring a young boy’s attention, curiosity and interest. The backyard was the original sport court with basketball hoops, badminton nets, horseshoes, baseball stuff — every kind and manner of sporting equipment.

Inside in the basement was a wood workshop. The upstairs bedrooms were filled with bunk beds for at least a dozen boys.

George’s whole life revolved around teaching good health habits and useful skills to youngsters — “Aim high and keep straight.”

I tracked down one of my third-grade

buddies, Dana Martin, who camped at Arrow Boys Camp on Lake Coeur d’Alene with George. He recalled the daily camp routine, which included standing for inspection after cleaning his cabin. He had a laugh as he told me of his horse, “Monkey,” which was slow to start in the morning. When it was time to go back to camp, Monkey took off and galloped for the barn, scaring Dana who was hanging on for life. At evenings around the campfire, Dana enjoyed George’s scary stories, only to fall into his sleeping bag exhausted every night by 9 p.m.

George started his summer camps at Liberty Lake about 1918. In 1926, he moved camp to Arrow Point on Lake Coeur d’Alene. His camp carried on into the 1960s. According to a promotional pamphlet, the broad range of activities offered included swimming, boating, hiking, woodscraft, nature study, trap shooting, archery, dramatics, music, photography, art, fencing, tennis, boxing, baseball, basketball, football, track and scouting.

In my research, I learned George began walking and hiking in the Spokane area first alone and then accompanied by friends sometime near the turn of the 19th century as a way to deal with his melancholy over the death of his childhood sweetheart, whom he intended to marry. He started to make his living as a portrait photographer. For a break from his darkroom, he began walking or hiking around the area.

His hikes and explorations expanded, and more and more young people joined him.

This activity became his vocation.

George’s hikes and activities for boys near the turn of the last century predated the Boy Scout movement, which started in 1910. Fred Utter, the local Cadillac dealer, gave George a 1949 Pontiac station wagon that must have been the station wagon full of musty smelling canvas packs in which I rode to the Bowl and Pitcher for my hike.

George was long involved with the Boy Scouts and received its highest award in service to young people, the Silver Beaver Award. George was an honorary member of Rotary Club 21 in downtown Spokane.

Mayor David Rogers proclaimed Sept.

13, 1970, George Libby Day in the City of Spokane. George was named the Eastern Washington State Historical Society’s Pioneer Man of the Year of 1966, where he was introduced at a banquet by none other than Harper Joy of Liberty Lake. George passed away in 1973. He was 93.

The awards he received, as great as they were, did not do justice to the guy who started his boys’ camp at Liberty Lake, turned his avocation into his vocation and helped thousands of Spokane area boys “aim high and keep straight.”

Since 1979, Jamie and Jackie Wolff have lived at the lake, where they raised their four sons.

Volleyball team going to nationals The U-13 VIP Juniors volleyball team recently won the Evergreen Regional Tournament, earning them a bid to go to the Junior Olympics in Atlanta. home, and I help provide staffing and teach life skills. It’s very similar to assisted living.

Paula: It’s interesting how he got into this. It’s really a job that you kind of fall into. He’s been there 14 years. After about 11 years, he finished his bachelor’s degree and then after that he went on to get his masters in special education. Special education is really the only degree you can get for working with people who have disabilities.

Marv: There are different things you can get as far as a degree goes, but there really isn’t an

adult disability degree.

Paula: There are times when we just look at each other and say, “Can you believe you really got a Master’s degree?” And then he’ll say, “I can’t believe I made it through high school.”

Q: Well, it seems like this field has definitely inspired you.

A: Marv: It has. I’ve been able to meet some of the most genuine people I’ve ever known. Just working with these folks has been amazing. Everybody always says, “Oh, it must be so rewarding.” It is in a sense, but I hate describing it as rewarding. It’s really learning to work with the folks and look at what they are as people.

The really cool part is when they’re able to become part of the

community and do things like advocate for themselves or participate in Special Olympics. It just really makes it worthwhile to see those things happen.

Q: It sounds like this fundraiser might help perpetuate some of that. Have you ever done any kind of rappelling or adventurous stuff like this before?

A: Marv: Not rappelling. This will be the first I’ve done anything like this. They made me skydive in the Army, but that was thirty-something years ago.

Q: I think skydiving sounds scarier. Do you really think this will be worse?

A: Marv: Actually, yes. It seems like as you get older, heights get

higher. I used to not have any problem with heights, and now I crawl up on my roof and I’m freaked out by how high up it is.

Q: Are you nervous about the event?

A: Marv: Actually, I am. I really am. I went downtown the other day and looked up and thought, “Wow, that’s kind of tall.” It’s 288 feet.

Q: Do you have a goal you’d like to reach before it’s all said and done?

A: Marv: At first it was just $1,000, but as we’re going on and getting closer to the event some of the folks at work want to push it higher. I think I’d be happy around $1,500 or $1,600.

Paula: You need to go for like $3,000. That’s a good goal.

Q: What is the status of your fundraising so far?

Marv: OK, I’m going for $3,000.

A: Paula: He had to raise $1,000 to be able to do it, and his company agreed to match up to $500. Now he’s currently at about $1,300. He was the top fundraiser for the event for a while, but now three people are ahead of him.

A: Paula: They can go online to www.firstgiving.com and search for Marv Conn.

Timing right to invest in community On eve of filing week, at least eight local opportunities exist for public office With economic uncertainties and pressing issues making 2011 a critical time for governments of all sizes, it’s a challenging time to be an elected official.

Here’s hoping many members of the community are up to the challenge, as filing week opens Monday, and eight local positions will be on the November ballot.

To get information on filing (or to track candidates who file this coming week), head to www.spokanecounty.org and select the “elections” tab.

The city of Liberty Lake has four City Council positions and a mayoral position on the November ballot. (The mayoral position, it should be noted, could be a moot

point if another ballot issue passes. Voters will also consider a measure that would change the city’s form of government, a form that would remove the elected “strong” mayor position.)

Over at the Central Valley School Board, Liberty Lake’s Anne Long resigned last week, meaning her position will be open to residents of the east side of the district, including Liberty Lake.

Throw in the state senate seat vacated when the late Sen. Bob McCaslin resigned in January (and currently filled by appointed state Sen. Jeff Baxter), and an opportunity for involvement in state government also exists.

On the Liberty Lake Sewer and Water District board, veteran commissioner Tom Agnew will be deciding whether to run for a third six-year term.

Judging by past stated intentions of some of the current office holders, it’s likely more than half of these eight races will not have an elected incumbent (or any incumbent at all). The need is great for candidates, and it is made greater by the current issues facing local governments. Our communities need qualified and committed candidates — leaders — to rise to the occasion. Encourage someone you know, or perhaps look in the mirror. Your community needs you.

they can set up in Pavillion Park to sell food or promote “buying local,” but also because there is a huge influx of traffic to their businesses on that day. The Liberty Lake Kiwanians believe that to make this city strong and vibrant, we’ve got to support the local merchants as well.

agement from The Splash. They’ve really stepped up to promote this through their advertising.

The biggest concern we’ve had is that people will pay the $10 fee to support Kiwanis running this event and that people will be courteous and careful. There will be a lot of extra cars and walkers, and the last thing we want is a vehicle/pedestrian incident to mar what could be an exciting day for Liberty Lake. It’s also great the ARC of Spokane is going to come June 13 to pick

Sad to see removal of trees

Question: We were coming home from school last week, and we noticed that they had cut down the trees in front of STCU. Then we got this sad feeling inside of us as we realized how long those trees had been there. Those trees were so big and beautiful. It tore our hearts apart to see that they had destroyed those beautiful trees. Our question is: Why did they tear those trees out of the ground?

Answer: We’re so glad you asked that question, Abbi and Ryan. The truth is, we’re all sad those beautiful evergreen trees had to be cut down. They were planted sometime after our building was constructed for its original owner in 1979 (before Liberty Lake was even a city). They provided shelter for birds and squirrels, helped shade our building and looked nice.

The problem was, they were in the wrong spot and grew too big. Here’s why: In the years since those evergreens were planted, we’ve realized the importance of keeping impurities out of the aquifer (the underground source of drinking water for everyone who lives in the entire Spokane area). One of the ways we do that is by providing grassy “swales” — places where water can pool when there’s a lot of rain. Then the water seeps slowly into the ground, and the grass helps filter out things we shouldn’t drink, such as the oil that drips from some cars onto streets and parking lots.

The landscaping around our building doesn’t have swales because it was built so long ago. But since we’re doing a remodeling project, we’re required to put some in. (Besides, it’s the right thing to do!) Unfortunately, those trees were right in the spot where a swale needs to go. That might have been OK, except that their roots were so shallow (some of them actually sticking out of the ground) that there was no way to dig around them.

Also, the trees reached the telephone lines and power lines. Sometimes birds and squirrels in the trees would touch those lines and cause an electrical short

—meaning we’d lose power. That’s a potential fire hazard, and it’s one of the reasons adults should plant only low-growing tree species under utility lines.

The good news: We don’t have to cut any more of the big evergreen trees along Signal Drive. And by the time our construction project is done, we will have planted far more trees than we’ve cut down. They’ll include maples, firs, locusts, flowering plums, lindens, dogwoods and others. They’ll never be as big as the trees we had to cut. But they’ll be pretty, the birds will like them and they’ll never interfere with the power lines or

time, but when we left, we forgot to grab our baseball gloves.

It was another week before I discovered my mistake, and by that time the gloves were gone, of course.

But then my mother-in-law suggested I check City Hall for lost and found. Sure enough, while out on a run one day I ran past the notice board at Pavillion Park, and there was a note saying the gloves had been handed in at City Hall.

Besides not having to shell out for two new gloves — and getting out of the wife’s bad books — the fact that someone took the time to hand the gloves in makes me all the more grateful to be a part of this wonderful city.

So a big thank you to whoever handed in our gloves and to all Liberty Lake residents for making this such a great place to live.
