There’s something for everyone at Equine Therapeutic Learning Center (TLC), a program that connects riders with special needs to horses with special gifts. For ten-year-old Amy Houn, a rider with Down syndrome, participating in the program has boosted her muscular strength as well as her selfesteem.

Established in 2003 by Gail Pennestri, Equine TLC seeks to improve bodies, minds and spirits of children and adults with disabilities and special needs through therapeutic horse riding and equine assisted activities. To garner funding for the growing program, organizers are holding the second annual Denim and Diamonds benefit later this month.

The Splash sat down with Amy and her mom Shelley Houn to learn a little more about the program and how it benefits those involved.

How did you learn about Equine TLC?

Shelley: About four years ago, I was inquiring about programs for children with special needs at the Liberty Lake Athletic Club, and the gal at the front desk recommended that I meet Gail Pennestri. She said she was just starting her Equine TLC program, a therapeutic riding program for special needs children.

Q: Did you get involved right away?

A: Shelley: We did. We’ve ridden three summers, so this coming summer will be our fourth year.

Q: So what do you do when you go out to ride?

A: Amy: We brush the horses. We clean their hooves. We use a pick to clean their feet, and then we brush them. I put the saddle on. Before the saddle we put on the blanket.

Shelley: The kids are in groups of about two students per horse, and they have an adult there helping them. The kids take turns brushing the horses, cleaning the hooves off and getting the horse ready for riding. They actually start with the horses with no saddles on, and they get them completely ready.

Q: Is this a big operation? How many horses are there?

A pancake breakfast, egg hunt and All Fools’ Hunt will be held Saturday in Liberty Lake.

The Liberty Lake Kiwanis annual pancake feed will be from 8 to 11 a.m. at Liberty Lake Elementary School, 23606 E. Boone Ave. Tickets are $6 for adults and $5 for children.

The Liberty Lake Community Easter Egg Hunt will follow at 11 a.m. at Pavillion Park for ages toddler through fourth grade. Preregistration is required, and the last chance to register will be today from 4 to 8 p.m. at City Hall, 22710 E. Country Vista Drive. Six plastic eggs filled with wrapped candy are required or $5 per participant.

An All Fools’ Hunt for students in grades five through 12 will be held at 8 p.m. at Trailhead Golf Course. Registration is $5 beforehand or $10 the day of the hunt and can be completed online at www.libertylakewa.gov or during the registration time today.

Volunteers are needed and donations are welcomed. Interested people can leave their name and number on the bunny hotline, 891-9493.

Valley Chamber offers scholarship The Greater Spokane Valley Chamber of Commerce is accepting applications for the Sam Campbell Memorial Scholarship. The $500 scholarship will be awarded to a local graduating high school senior who plans to study a business program at a college, university or vocational school.

Churches host Easter concert An Easter program produced by Liberty Lake resident Jackie Halverson will be held 7 p.m. on Friday and Saturday at the LDS Church, 21022 E. Wellesley in Otis Orchards.

Musicians from Liberty Lake, Otis Orchards, Greenacres and Spokane Valley churches will commemorate the birth of Jesus Christ through music and art. All are welcome, and admission is free.

Library hosts art show An art show presented by members of the Spokane Watercolor Society is on display through April 28 at the Liberty Lake Municipal Library, 23123 E. Mission.

The public is invited to vote for a favorite work to be awarded the Public's Choice Award. Over twenty-five pieces are on display during regular library hours and are available for purchase from the artist.

Shred for free at City Hall The city of Liberty Lake is holding a free shredding day April 29 at City Hall, 22710 E. Country Vista Drive.

United Data Security will be at the event, from 2 to 4 p.m., to offer residents free confidential, on-site shredding of one bankers box per vehicle.

LL to celebrate Arbor Day Liberty Lake will recognize Arbor Day on April 29 at 4:30 p.m. with a tree planting at Rocky Hill Park on the corner of Mission Avenue and Winrock. The public is invited to attend.

FOPP offers scholarships Friends of Pavillion Park is accepting applications for its scholarship offerings for the 2011-2012 academic year.

Scholarships, which range from $500 to $1,500, are open to students who plan to pursue post-high education. They are available to students who are a Liberty Lake resident or have a parent, guardian or grandparent who are residents.

Council hears quarterly updates

The Liberty Lake City Council heard quarterly reports from community entities with updates on local operations Tuesday evening. Representatives from the city administration, police department, fire department, library and sewer and water district all addressed the board.

City Administration Community Development Director Doug Smith reported a “robust” first quarter for the city. He said city staff has been busy preparing a report for the state auditor as well as completing the first quarter budget.

His written report to the council also noted the planning and building services department has increased the total fees collected, number of reviews and pre-application reviews since 2010.

The golf course is open and in full swing with available lessons and “great conditions.” Smith told the Council he has received numerous comments on the golf course conditions, all of which were positive.

Smith also said initial utility tax returns are right on target with the earlier projections.

Public Safety Liberty Lake Police Chief Brian Asmus provided information to the board on the department’s Domestic Violence Symposium to be held 9 a.m. to 4 p.m. May 7 at the Meadowwood Technology Campus.

The event is free and Subway will provide lunch for volunteers. Asmus is scheduled as a speaker for the event along with other representatives from local legal and medical fields. Speakers from YWCA of Spokane and Abuse and Recovery Ministry Services are also part of the lineup.

In addition, Asmus also started a drug prevention program at Liberty Lake Elementary. Through the program, he will present one-hour lessons to fifth grade classes every Friday.

Sewer and Water District Liberty Lake Sewer and Water District Commissioner Steve Skipworth reported the department will likely be installing purple pipe in an area where Spokane County construction crews are currently replacing roads.

“It’s best to do it now when the asphalt is already up instead of waiting and having to pay to tear it all out again,” Skipworth said.

He said the pipe would be used to eventually divert sewer effluent out of the Spokane River to the Saltese Flats, a public land area slated as future wetlands.

Obituary Chris Anderlik Chris Anderlik passed away peacefully on April 9, 2011. She was born in Galesburg, Ill., and graduated from the University of Illinois where she met Bob, her husband of 61 years. Her first job out of college in an animal research lab exposed her to the atrocities of animal research.

She quit that job and became a chemistry teacher, coach and life-long animal rights and animal welfare advocate. Her religion was Veganism. "Animals are not ours to eat, wear or experiment on," was the motto she lived by.

Police Report The following incidents, arrests, calls for service and citations were reported by the Liberty Lake Police Department April 11-18.

Incidents and arrests: • Suspended license — A 37-year-old Coeur d’Alene man was arrested at 1:10 p.m. April 12 at Liberty Lake Road and Country Vista Drive for driving with a suspended license. His car was initially stopped for a seatbelt violation.

• DUI — A 42-year-old Greenacres man was arrested at 10 p.m. April 14 at the 1100 block of North Liberty Lake Road for DUI. His vehicle was initially stopped for unsafe lane travel and speeding.

• Domestic violence — LLPD responded to a domestic violence report at the 1300 block of North Liberty Lake Road at 11 a.m. April 15. During the investigation, officers determined a verbal altercation took place between a recently split couple as they were returning property to each other, but no crime was committed.

• Fraud — LLPD received report of a theft and fraud incident at 7 a.m. April 17 at the 22800 block of East Country Vista Drive. The complainant reported being contacted via the Internet to apply for a job as a mystery shopper. She talked to a person on the phone and was sent a check for $2,430. She was told to deposit the check into her bank account, keep $200 and then wire the remaining funds to a person in South Carolina. After a few days, the complainant was contacted by her financial institution notifying her that the deposited check was fraudulent.

• DUI — A 38-year-old Liberty Lake woman was arrested at 9:50 p.m. April

15 at Liberty Lake Road and Sprague Avenue for DUI. The vehicle was initially stopped for speeding.

• DUI — LLPD responded to a one-car accident at 9:40 p.m. April 15 at the 700 block of South Liberty Lake Road. During the investigation, it was determined the driver was driving under the influence of alcohol or drugs, and Washington State Police took over the case. Washington State Police arrested the driver for DUI. • Heroin possession — At 6:30 p.m.

April 15, LLPD received report of a possible heroin overdose at the 1900 block of North Winrock Street. The subject was transported to the hospital by medical personnel, and released later that day.

The subject’s mother stated she found heroin and drug paraphernalia in her home that belonged to her 25-year-old son who also lived at the residence. During the investigation, LLPD discovered the subject was on probation for an unrelated violation and the case was forwarded to the subject’s probation officer. Heroin and paraphernalia were taken from the scene as evidence.

At 12:20 p.m. April 16, LLPD responded to a domestic violence report at the same residence. Upon arrival, police determined the mother and her son were involved in an argument. The mother wanted the son to leave the residence, and he was refusing. Officers asked the son to leave, and he was transported to a friend’s house.

Officers were dispatched to the residence a third time April 18 and the son was taken back to the hospital for a voluntary psychiatric evaluation.

• Rape — At 8 p.m. April 17, LLPD receive report through the Spokane Police Department of a possible rape that

A friendly balance

High standards, communication central to city’s approach to businesses

As Liberty Lake’s population grows, so does its business community. Amidst the change, city officials must balance businessfriendly standards with the core values at the city’s foundation.

“I would define our operation as businessprogressive,” Community Development Director Doug Smith said. “We understand the local government’s role in business and work to get goals met. … We’re a partnership. We’re not here to impede business, and at the same time it’s not our role to provide incentives either.”

While city officials often find themselves as the ones putting the brakes on plans that are out of compliance with development codes, the reasoning behind the codes keeps them confident in their decisions.

“I don’t think saying ‘no’ to things that don’t meet our standards means we aren’t being business friendly,” Josh Beckett said in a City Council retreat discussion regarding Liberty Lake’s economic environment.

When businesses approach the city’s planning team with a request for leniency with building standards and codes, Smith said the administration takes the entire community into consideration.

“We don’t ask if it’s something good for the business,” Smith said. “We ask if it’s ultimately in the best interest of the community.”

On the planning side of things, Smith said the city takes safety and aesthetics into consideration when reviewing construction plans. He said this means higher building code standards than other areas in the region.

“We want to make sure projects are designed well and fit into the community,” Smith said.

Other building codes take into consideration site orientation, parking lot design, foundation and material.

“We’re looking for structures with sound design and longevity,” Smith said. “No one

According to Smith, Liberty Lake has some of the highest landscaping standards in the area.

In addition, the city also tries to minimize the number of parking stalls at each business.

“We don’t believe more is better when it comes to parking,” Smith said. “We don’t build parking lots for the day-beforeChristmas shopping crowd.”

Part of the drive for fewer parking lots is the community’s commitment to preserving green space. Smith explained that parking lots not only create impervious surface area, but they also create runoff — and runoff from parking lots is usually toxic.

As far as the permitting process goes, Smith said, “Our timing is second to nobody.”

Musselman Rentals and Sales, a business specializing in heavy construction equipment, wrapped a 13-month construction project on its new 23,000-square-foot building at 24201 E. Knox Ave. in February.

“I found the city to be very helpful and expedient with the process,” Musselman President and Owner Jerry Musselman said. “I have nothing but the best to say about Liberty Lake. I certainly did not experience any of the hang-ups some people assume are out there.”

Musselman said flexibility, similar standards and a close working relationship with the city helped keep operations smooth.

Musselman said his company submitted building plans to the city and received construction permits within eight weeks.

“Most people have talked about how easy and quick our permitting is,” Mayor Wendy Van Orman said. “It’s a very streamlined process.”

“I know there are some businesses that aren’t necessarily in compliance with the city codes but aren’t being penalized,” Pawpular Companions Co-Owner Mara Crowell said. “How fair is that to new businesses that come in and can’t get the same exposure? We would just like to see some consistency with the city. ... If they're going to say someone is out of compliance, then they need to do something about it.”

According to Smith, code enforcement is complaint-driven.

“It’s really a matter of resources,” Smith explained. “Unless we receive a specific complaint about a business being out of compliance, then we can’t really do anything.”

One of the most debated issues within the development codes is signage restrictions.

standards were developed when the city was incorporated through conversations with developers, architects and signage industry representatives.

According to the codes, no billboards exist in the city and businesses are only allowed eye-level monument signs or signs on the actual building.

In a January interview, Best Western Peppertree Liberty Lake Inn owner Rita Santillanes said the codes were prohibitive and kept fast food chains that rely on signage from locating in Liberty Lake.

“We treat everybody equally and fairly,” Smith said. “We’re protecting the investment of businesses that have come before.”

Amidst the ongoing debate, the city is tasking the planning commission with a review of new sign venues. According to Smith, the planning commission will review codes regarding temporary signage, window signage, political signage and “people” signage.

Van Orman noted that current city codes don’t address the in-question signage issues, as few were put to use at the time ordinances were written.

While the planning commission reviews the issues, Van Orman said the city hopes to continue gathering public feedback on the issues.

Window wrapping was looked at from a public safety standpoint, and Van Orman noted the challenge it provides police officers.

Since police wouldn’t be able to see through the windows in an emergency situation, safety is also an issue.

“As with anything in our city, we’re encouraging people to express concerns like that so we can gather as much information as possible to make sound decisions,” Van Orman said.

At this point, the issue is largely still in the discussion phase, but city officials show little signs of any kind of drastic change to the strict codes already in place.

“If you don’t take steps to regulate that, eventually you end up with a barrage of signs and you pretty much see nothing,” Van Orman said. “Eventually you get into a sign war, and your businesses are just going for bigger and brighter.”

In addition to minimizing the number of parking stalls in each lot, city building codes also require parking lot landscaping.

Van Orman said the city continually reviews the codes and typically makes small adjustments to make sure they stay relevant and up to date.

“We just have to be careful not to tweak it so much that we lose what we’ve worked so hard to establish,” Van Orman said. “It’s easy to give a little here and there, but it’s a lot harder to take it all back.”

Smith said the issues up for review with the planning commission most likely won’t come back to the City Council for any kind of action until late summer, and enforcement wouldn’t be until 2012.

Taking a proactive approach While city officials show little signs of adjusting the city’s standards, Council members have openly discussed proactive ways to promote a friendly business atmosphere.

At the Council’s retreat discussion in March, Mayor Pro-Tem David Crump said the absence of complaint is not necessarily business friendly. He urged the Council to take initiative to get positive responses from the business community.

A result of that discussion led to the council scheduling monthly meetings with area business owners and representatives, the first of which was held March 25. The city plans to keep these meetings regularly scheduled and open to the public at 7 a.m. on the fourth Friday of every month at Twisp Cafe, 23505 E. Appleway Ave. For the first meeting, Van Orman said she personally invited as many businesses as she could visit along Country Vista Drive. For

the April 22 meeting, she said she visited businesses along Appleway Avenue. All businesses and members of the public are welcome to attend.

Van Orman said conversation at the first meeting was generally positive and centered around Council members asking why businesses chose to locate in Liberty Lake.

“People are choosing to locate their businesses here, and it’s really important for us to know why so we can preserve that,” Van Orman said.

At last month’s business meeting, she said the city heard positive feedback from local business owners.

“I want to make sure we have an open dialogue with our businesses,” she said.

In the meantime, Van Orman encourages businesses to continue networking amongst themselves, keeping as much business local as possible.

“There are several businesses out there that just don’t know what they have available in their own back yard,” she said.

Van Orman said she recently toured a local business that had just completed installing a new painting facility. She said she was able to connect that company with a local manufacturing business that had to send parts across the state for painting. She said the two businesses were able to strike a mutually beneficial deal.

“We like having our businesses here, and we want to keep them,” Van Orman said. “We want our businesses to prosper because when they prosper, everyone in the community prospers.”

Sports Briefs Cheer 1: Lucas Schneidmiller, Central Valley Soccer Schneidmiller, a junior, had two strong games for the Central Valley High School soccer team as the Bears won two league games against Rogers and North Central High Schools. Schneidmiller scored one goal against Rogers and then netted another versus North Central while also assisting on two goals.

Cheer 2: Kevin Stanley, Central Valley Track and Field Stanley, a senior, outdistanced the field in the discus during the Bears recent GSL meet by tossing 154 feet, nearly 10 feet

Stanley followed up the first place league finish with a fourth place title at the recent Pasco Invite with a throw of 152 ft., 8 in.

Cheer 3: Allison Jordan, Central Valley Track and Field Jordan, a junior, helped lead the girls track team to two league victories at their recent GSL match by winning the 400 meter race and running legs of the winning teams in the 400 and 1600 meter relays. CVHS Sports Roundup Baseball wins one, loses two The Central Valley High School baseball team continued their season-long struggles while losing two games and winning one during the last week of GSL action. The Bears dropped a 9-6 decision to Shadle Park while splitting two games with North Central, winning 3-2 and losing 7-5. Against Shadle Park the Bears jumped out to a 4-0 lead after the first inning and led 5-2 going into the bottom of the sixth inning when the Highlanders scored seven runs to put the game out of reach for CV. The Bears offense was led by Liberty Lake resident Trevor Cook who knocked out four hits and Sean Howard who slugged two doubles.

The Bears had a strong pitching performance from Liberty Lake resident Jacob Hochberg during their 3-2 win. He pitched four innings giving up only two runs as the Bears offense got a home run from fellow Liberty Lake resident Scott Hilpert in the win. In the 7-5 loss to North Central, the Bears led 3-2 into the seventh inning before NC got five runs in the top of the inning and held off a Bears rally in the bottom of the seventh. The offense was led by Cody Cousins who had two doubles in the game.

Softball team drops three games The CV softball team had a rough week in dropping three close GSL games. The Bears lost a 5-4 decision to Ferris, a 6-2 decision to University and a 6-3 decision to Mt. Spokane. Against Ferris the Bears trailed 5-2 going into the bottom of the seventh inning before their two-run rally fell just short. The offense was led by Lindsey Gibson, Mackenzie Shea, Carli Riordan and Taylor Wayman who all had two hits in the loss.

The Bears faced University next, and after scoring two first inning runs they could not muster any more offense as University rallied to win the game. The offense again picked up two hits from Gibson and Shea but only two others from the rest of the lineup. Against Mt. Spokane the of-

New junior golf tour tees off Junior Golf Northwest, a new golf tour for youth ages 12 to 18, is hosting its first tournament of the season on May 1 at Indian Canyon Golf Course in Spokane.

Soccer team picks up two wins The CV boys soccer team picked up two wins over the last week as they defeated Rogers High School 6-0 and North Central 4-2. In the win over Rogers the offense scored early and often putting the first tally on the scoreboard in the eleventh minute of the game on a goal from Nasri Herring.

He was assisted by Chris Stokesbary. The defense did the rest of the work limiting Rogers to only one shot on goal.

The offense arrived a bit later against North Central as their opponent took a 2-0 lead on a goal in the early moments of the second half before the Bears found the back of the net four times in the span of only 12 minutes. CV got goals from Lucas Schniedmiller, Christ Stokesbary, Clark Julian and Joseph Guerrinha to finish off the Indians.

Track teams compete in league meet, invitational The CV boys and girls track teams recently competed in a GSL meet with North Central and Shadle Park as well as the Pasco Invitational. During their GSL meet the boys defeated Shadle Park 120-25 but lost to North Central 88-57, while the girls defeated Shadle Park 112-39 and North Central 117-34.

The league meet featured eight firstplace finishes on the boys team led by Ryan Nungester who won the 100 meter dash and long jump. Other first-place finishes were Austin Pruitt in the 1,600 meter race; the 400 relay team of Taylor Nelson, Brandon Ontiveros, Alex Jacot and Ryan Nungester; Dylan Seitz in the 110 high hurdles; Austin Seely in the triple jump; Billy Rowell in the shot put; and Kevin Stanley in the discus.

News Briefs Baxter announces campaign to retain Senate seat Senator Jeff Baxter announced April 14 his campaign to continue as a representative in the state’s 4th Legislative District.

Spokane County Commissioners appointed Baxter to the seat when longtime Senator Bob McCaslin, R-Spokane Valley, resigned earlier this year. The seat will be up for reelection this November.

“The Legislature has an enormous task ahead, and lawmakers will need to make tough decisions about how to navigate the state toward a positive and prosperous future,” Baxter said. “I’m committed to continuing to represent Spokane County residents during this challenging time.”

Baxter is a small business owner, a member of the Greater Spokane Valley Chamber of Commerce and West Valley Booster Club.

State passes law banning fertilizers with phosphorus A new state law was signed last week to discourage homeowners from using fertilizers on lawns in an effort to restrict phosphorus entering the watershed from commercial household products.

The law restricts the sale and use of lawn fertilizers with phosphorus. Stores that sell turf fertilizers with phosphorus will be required to have them labeled for use on new or damaged lawns or for other permitted uses. The bill doesn’t take effect until 2013.

Association heads clean up of community hot spots The Liberty Lake Property Owners’ Association, in cooperation with the city of Liberty Lake and Liberty Lake Sewer and Water District, is sponsoring a community clean up day on April 30.

In addition to cleaning up debris and litter around neighborhoods, the association is inviting residents to help clean up several highly visible, public community hot spots.

Team leaders will organize efforts from 9 to 11 a.m. at the following locations (meet-up location in parenthesis): Liberty Lake Road (Trailhead), freeway onramps (former Blockbuster), Mission and Barker (Central Valley Kindergarten Center), Gary Road (Art Chalet), Molter and Mission (Liberty Lake Athletic Club) and Mission and Harvard (True Legends Restaurant).

When certain levels of phosphorus enter the state’s lakes, rivers and streams, it has been found to contribute to algae blooms and deterioration of water quality.

Liberty Lake Sewer and Water District passed a resolution in 2005 banning phosphorus-based fertilizers.

WSDOT hosts open house The Washington State Department of Transportation will host an open house on April 28 to discuss potential designs for the section of Interstate 90 from east Spokane Valley to Liberty Lake. It will be held from 5:30 to 8:30 p.m. at Hope Lutheran Church, 17909 E. Broadway in Spokane Valley.

Engineering staff will be on hand to answer questions and take comments on the project. There is no formal presentation planned, and residents are invited to drop by any time during the meeting to offer suggestions and learn about possible design options for the freeway between Barker Road and Harvard Road.

“With the large amount of growth in Liberty Lake, coupled with increased freight and commute traffic across the nearby state line, we needed to examine the current freeway system and look at ideas for the future,” WSDOT regional administrator Keith Metcalf said.

Funding is not yet available, but WSDOT is gathering public input while they develop plans for the next series of improvements.

A: Shelley: The program is definitely growing. They have about three horses.

Q: What are the horses’ names?

A: Amy: Buddy, Sugar and Griffin.

Q: Who is your favorite horse?

A: Amy: Buddy Q: Do you get to ride the horses once they’re all ready to go? Is there anything else you guys do while you’re out there?

A: Shelley: Once the horses are all saddled up, the kids take turns riding. While some are riding, the others work on a craft. It’s usually some sort of westernthemed craft. We’ve made bookmarks and picture frames and door-hangars.

Q: What is your favorite thing about going to ride the horses?

A: Amy: Finding the animals while I’m riding. I also can go in and out the poles. When I want Buddy to stop I say, “Whoa.” When I want Buddy to go I say, “Walk on.”

Q: So it sounds like they have organized games for the riders.

A: Shelley: When they’re riding, they have a little game they play with stuffed animals. They give each rider an animal that they can hide it in the mailbox or on the fence posts or in barrels around the area. The kids ride by and put their animals somewhere, and then they go back around and look for other kids’ animals.

Q: What do you think makes the program special for Amy? A: Shelley: I think the biggest thing is that this is her program. Her sister Carlie has had the opportunity to be involved in lots of different things, but this is a program that’s just for her. The excitement of getting to go is special for her.

Q: Has she been able to make friends through the program?

A: Shelley: Yes. In fact, two of her classmates also rode last summer, so it’s fun that it’s carried over into their classroom.

They share pictures and talk about being on the horses and who’s their favorite.

Q: Do you like riding horses with your friends?

A: Amy: Yes. Q: When does the program start up?

A: Shelley: In the past it’s started in the summer when school gets out. But I talked to the coordinator, and she said they’re going to try to start in May this year. What I was told is that they are looking for an indoor arena so they can run a year-round program. That way we won’t be dependent on the weather.

Q: How often do you go?

A: Shelley: During the riding season we go about once a week for an hour or hour

Custom cake studio relocates to Liberty Lake

MJ’s Wonderful World of Cakes may be new to Liberty Lake, but the bakery has been in business since 2003, serving the Phoenix, Ariz. area until late last year.

Founder Laura Roether relocated to the area seven months ago, and business has been up and running locally for about a month out of a rented kitchen at Zephyr Lodge.

Cakes are the centerpieces of her custom studio, and no two are ever alike.

“My cakes are my favorite thing to work on,” Roether said. “I love it. I could work on a cake for 14 hours and not even realize 14 hours has gone by.”

Roether jumpstarted MJ’s Wonderful World of Cakes when a doctor told her to treat her migraine headaches by finding something that relaxes her. She started baking for her then-teenage sons and their friends until the hobby grew into a creative outlet.

“We’re not your typical bakery,” Roether said. “We’re more of a specialty place. We really customize the cake around your event.”

Thinking back, her favorite cake creation was for a teenager who starred in his school’s production of “Grease.” The cake was shaped like a movie reel complete with negatives of scenes from the

actual movie.

She said her most challenging project was a massive castle cake with two 3-foot, 6-inch pillars for a 1-year-old’s birthday.

“I like to build things and make art out of it,” Roether said. “Give me an idea what your event is going to be, and I’ll build something for you.”

Her passion may be creating edible artistic sculptures, but she said she pays special attention to flavor. In addition to baking custom cakes, Roether’s repertoire boasts cookies, muffins, cupcakes, chocolates, brownies and fudge.

“You can be creative as you want in this business, but if it doesn’t taste good, who cares?” Roether said.

Most of her recipes come passed down from family. Her fudge recipes came from her father who started making it when she was a little girl. Some of the cake recipes come from her aunts, and some recipes she finds online and adjusts to make them her own.

MJ’s Wonderful World of Cakes serves and delivers to Spokane and surrounding areas, including Post Falls and Coeur d’Alene. As her business grows in Liberty Lake, Roether said she’d like to add more items and eventually have a public storefront.

Arla DeField launched Your Custom Business Plan out of the Greater Spokane Valley Chamber’s incubator space located in the Liberty Square building.

Her startup helps area business people through the process of writing and implementing a business plan.

Arla DeField launched Your Custom Business Plan late last year, and she’s now located in the Liberty Square Building, 1421 N. Meadowwood Lane. Her business — geared toward developing business plans for local startups — has already secured a handful of clients.

“There are a lot of people out there with really good ideas for business,” DeField explained. “What I’ve seen is that when it comes to creating a business plan, the technical writing aspect of it kind of blows them away.”

While each startup makes all the decisions, DeField coaches clients through the research and data-gathering process as well as implementation.

She said she helps her clients take the information they already have and get it into a format they can pres-

ent. She also helps existing businesses with marketing and expansion plans.

“You can do a short-term lease with a minimal deposit that gets you into a business setting immediately,” DeField said.

After college, she bought a motorcycle repair shop and said she wrote the business plan over the weekend and used it to secure funding at a bank.

“Just being able to say I’m in a Chamber incubator space — I think that’s gotten me quite a bit of support,” DeField said. “When you add up all those things, it’s really a huge value.”

“I’ve always had an entrepreneurial spirit,” DeField said. “It’s just been one of those passions that’s followed me throughout my life.”

Columbia Medical Associates to join with Group Health

Itron lands $270 million contract with BC Hydro

Columbia Medical Associates (CMA) signed a letter of intent with Group Health Physicians and Group Health Cooperative last week to be acquired as a separate but aligned entity.

According to a press release, CMA will continue employing its non-physician staff, and its doctors will continue seeing patients who have insurance other than Group Health at their current locations.

CMA provides medical care for 75,000 patients in the Spokane region.

“The physicians of CMA have always been leaders in primary care and believe strongly in the development of an integrated delivery system in the Spokane area,” said CMA Board President Jeffrey Markin. “Group Health shares the same values and vision and has demonstrated success with its patient-centered, medical home model of care. Our alignment with Group Health allows us to build on those successes by leveraging Group Health’s many resources to develop a comprehensive system of care with primary care physicians at the core.”

CMA currently represents 30 primary care physicians, and the group employees 187 people at 14 locations in the Spokane area. CMA opened a clinic in the Liberty Lake Commons in February of this year.

Last week BC Hydro, a Canadian electricity provider, confirmed Liberty Lakebased Itron as its metering system supplier and provider for 2 million new electric meters over the next two years as part of its Smart Metering Program.

According to a press release, the contract is worth an estimated $270 million.

“BC Hydro’s comprehensive program helps to advance the practical evolution of grid modernization in North America,” Itron President and Chief Operating Officer, Energy Philip Mezey said. “We are honored to provide a functionally rich and comprehensive solution that will help BC Hydro meet long-term goals, deliver operating benefits and empower its customers.”

The press release said Itron will provide its OpenWay meters, run over a multi-application communication network powered by Cisco. The system software and data management systems are included in the agreement. The new program is intended to make BC Hydro’s grid more reliable while increasing safety and preventing energy theft.

Itron is an international provider of smart metering, data collection and utility software systems, with nearly 8,000 utilities worldwide relying on its technology.

EWU student wraps up degree with chamber internship

The Greater Spokane Valley Chamber of Commerce’s new intern has been working in the Liberty Square building offices for three weeks now, handling receptionist duties and gearing up for new projects.

“It’s a very integral part of our effort here,” the chamber’s Director of Membership Development John Pederson said.

“We really appreciate her being here.”

Shelly Chiawen Lee, a native of Taiwan, works at the offices on a part-time basis while wrapping up her degree at Eastern Washington University. Lee is a graduate student working on her Masters of Business Administration.

She said communicating is her biggest challenge in her new position, but she’s already gained confidence by answering phones, taking messages and scheduling appointments.

According to Pederson, the organization is still developing Lee’s role as an intern, so as to ensure her time is spent productively.

“It’s not just reception work,” Pederson said. “She shows the facilities and gives

information about the incubator spaces to interested parties.”

As Lee progresses in her position, Pederson said he hopes to use her for member surveys and research. Lee also must report to the chamber Board of Directors on her interning experience when her job wraps up later this summer.

“It’s good because it gives her the experience of making a formal presentation to the board,” Pederson said. “It also shows the board the importance of maintaining that working relationship with Eastern Washington University.”

Lee came to Spokane as an exchange student at EWU two years ago.

“I think adjusting to the culture was my biggest challenge,” Lee said. “The biggest issue is still language.”

Lee will be on board with the organization until June when she finishes her schooling with EWU. After graduation, she plans to return to Taiwan.

“I’m excited to go back,” Lee said. “All my family and friends are there.”

She said she would like to find a job in international trade when she gets back to Taiwan.

Attendees from the community joined together to enjoy wonderful food, conversation about their tea cup and the great speakers.

Colleen Snow and Bridget Piper gave a presentation on the history and restoration of the Moore-Turner Heritage Gardens in Spokane followed by a presentation by Carol Newcomb of the Northland Rosarium on “own root” roses.

Boys golf team takes second, girls team places fifth The CV boys golf team finished in second place at their recent GSL meet with a team score of 384 which was 15 shots behind the winner Mt. Spokane High School. The boys squad was led by Joel Christensen who tied for fourth place while shooting a 72 on the Par 70 course while teammate Troy Smith carded a 74 which was good for an eighth-place tie.

The girls golf team finished in fifth place at their GSL meet with a score of 518 while the winner, Mt. Spokane, tallied a team score of 461 to win the meet. CV did not have any individual golfers finish in the top ten in the meet. The girls golf team also finished in fifth place among 14 teams at the East Valley Invite, also failing to have a top ten individual golfer.
