TOWN Brookhaven Moves to Tighten Code as Rental Apps Gain in Popularity

The rise of Airbnb, Vrbo, and similar rental apps has transformed how people travel and find accommodations. While the services provide vacationers with unique and affordable options, they have also created problems in some residential communities that view them as commercial operations.

"What they're doing is turning homes into commercial establishments," said Supervisor Edward Romaine in an interview with the South Shore Press. "If you bought a home in a residential neighborhood, you don't want to see the house next door becoming a hotel or a motel where people come for the weekend and leave, and every weekend there's someone else, and it's a party city."

The town is tackling the issue by tightening its codes and clarifying how residential properties can be used. According to the supervisor, Brookhaven has never allowed short-term rentals. Under the existing town code, property owners can rent their homes for

28 days or longer but are required to obtain a rental permit. An approval system is also in place for bed and breakfasts.

Permitted establishments have to comply with the code, the supervisor stressed and must be deemed safe with functioning smoke and carbon dioxide detectors. "We don't want a tragedy like what happened in the Hamptons, where people died in a rental that was found not to have working detectors," he said. The proposed changes to the code will also apply to renting pools, tennis courts, and backyards.

"We've heard mostly from the Airbnb people," Romaine noted, "but l guarantee you once the word gets out, we'll have the hundreds of people who have complained of loud parties, streets blocked with cars, noise all night where we have to send inspectors out at great expense to the town. You can't turn a residential neighborhood into a commercial neighborhood."

In an opening presentation at a public hearing last week, Deputy Town Attorney Beth Reilly pointed out that the town already

"investigates and prosecutes" prohibited transient rentals. According to Town Attorney Annette Eaderesto, the state Supreme Court has sided with Brookhaven in issuing restraining orders on homes cited for town code violations.

The proposed amendments have been met with mixed reactions. Some homeowners using their properties as short-term rentals expressed concern at the hearing about the impact on their income. In contrast, others argued that the ban would affect their liberty as property owners. In contrast, other residents supported the changes as a way to maintain a community's character, maintain safety and protect residential property values, encourage proper maintenance and enhance the quality of life for residents.

The proposed update will establish consequences for those who violate the code. A person found to be in violation for the first time may face a fine of $500 to $4,000, up to 15 days in jail, or both, town officials explained. If the same person violates the rules again, the penalty may be a fine

of $1,000 to $6,000, a maximum jail time of six months, or both. A second offense could be prosecuted as an unclassified misdemeanor.

When asked why nothing is being done to enforce the current law, Supervisor Romaine said, "The town has complaint-driven enforcement," meaning when a complaint is made, an inspector is sent to the alleged violation location to issue a ticket which he called "not much of a deterrent."

Army Veterans to Lead Memorial Day Parade

Mastic Beach and served as its first Commander in 1946. His father signed George up as a member of the Post in 1967 while he was still serving in Vietnam. In 1970 George went on to lead the post becoming the youngest Vietnam era Commander in the state of New York. Following his term, he served 25 years as Treasurer of the post, Historian for over 30 years and is an honorary Life Member with 55 years of continuous membership. George's late brother, Calvin Barnes, also served as commander of Post #1533.

Leading off this year’s Memorial Day Parade in Mastic Beach will be veterans George D. Barnes and Dawn Amato, two local residents who proudly served our country in the U.S. Army.

A lifelong resident of Mastic Beach, Barnes graduated from William Floyd High School in 1964 and joined the Army three years later. Following basic training at Fort Jackson, SC, he was sent to the Army Intelligence School at Fort Holabird, Md. where he trained as an Order of Battle Specialist and Interrogator. He was then deployed to My Tho in South Vietnam on the 75th

Military Assistance Advisory Team as an Interrogator and served there for over a year. Along with another Army partner, he served with a company of South Vietnamese members on Search and Destroy missions to seek out the Viet Cong in various hamlets.

For his valorous service, George was awarded the Combat Infantry Badge, Army Commendation Medal and Vietnam Service Medal, as well as a Distinguished Service Award from the South Vietnamese government. He returned home in April of 1968.

Barnes’ father, George Sr., organized the Arthur H. Clune American Legion Post #1533 in

George retired after 40 continuous years working at Republic Airport. He is a member of the Lions International for over 20 years and is a member of the VFW Post 414 in Center Moriches, as well as a member of Chapter 11 of the Vietnam Veterans of America for 25 years.

George and his wife, Donna, are the proud parents of four adult children and many grandchildren.

Sergeant Amato served in various global hot spots including Iran, Iraq, Afghanistan, and Bosnia during her 21 years of service as a heavy equipment operator and mechanic. She’s a Desert Storm veteran and was responsible for transporting every type of military equipment used in the theater of battle, including artillery and ammunition.

Dawn also served as a combat medic and has logged over 300,000 miles behind the wheel in her service to the country. Her military career has taken her all over the world including Jordan and Honduras. Disabilities from burn pits and other military hazards has her relying on the assistance of a service dog, Peaches, which she received through Paws of War in Smithtown. The Sergeant has kept her hands on the wheel working as a bus driver in the Sachem school district. She is very active with veterans

Justice for All: The Suffolk County DA's Office

Justice is the idea that people should be treated fairly and equally without discrimination or bias. Our county is home to 1.4 million people, the same population size as a small country like Trinidad and Tobago. As with any community, maintaining safety and order is paramount. This is where the criminal justice system, specifically the district attorney's office, comes in. The Suffolk County District Attorney is elected every four years and the office was established in 1975. The "DA" is responsible for prosecuting criminal cases on behalf of the people ensuring justice is served for victims and their families. So it helps to have a DA with plenty of experience prosecuting cases.

Our current district attorney in Suffolk County is Raymond A. Tierney, Jr. Tierney is a career prosecutor who's served in both state and federal positions. The office is divided into several bureaus and units, each responsible for handling a specific type

of case. The bureaus include the Major Crime Bureau, the Special Investigations Bureau, the Narcotics Bureau, the Community Protection Bureau, and the Appeals Bureau. Specialized units, including the Domestic Violence Bureau, the Hate Crimes Unit, and the Environmental Crimes Unit, deal with specific crimes committed in the county.

According to the latest crime statistics, Suffolk County has seen a significant increase in violent crime in recent years. With gang violence being a persistent problem in many areas, Tierney's approach serves as an example of preemptive measures that can be taken to combat the violence. In 2022, the county recorded 1,325 incidents of violent crime, up from 1,198 the previous year, including murder, rape, robbery, and aggravated assault. Yes, those figures are a cause for concern. However, it's important to note that Suffolk County remains a relatively safe place to live compared to other areas of the state.

To address this issue, the DA's office created The

Violent Criminal Enterprises (VCE) Bureau to combat the gun violence and criminal activity perpetrated by gangs and criminal organizations in Suffolk County. By prioritizing the issue and dedicating resources to it, the DA sends a message that gang violence will not be tolerated in Suffolk County. Seeing the impact on the community and whether the VCE can serve as a model for other areas facing similar challenges will be interesting as efforts continue to combat the violence. Tierney believes that prevention is vital to reducing gang violence in the county. To that end, he has implemented several community outreach and prevention programs to keep young people away from gangs. These programs include after-school programs, mentorship programs, and job training programs. Tierney hopes to reduce the number of young people drawn into gangs and reduce gang violence in the county by providing positive alternatives to gang involvement.

justice, which emphasizes repairing the harm caused by crime and addressing the needs of victims and victims' families.

OBITUARY

It’s with great sadness that I announce the passing of my dad, Fred Towle.

My dad, who would have been 80 on Tuesday, May 9th passed away in a nursing home in Pennsylvania of a heart attack.

My parents got divorced when I was in my 20s. My dad remarried and relocated to Pennsylvania.

My dad has had many health issues over the years, but for the last year he had been battling COPD, breathing and heart issues.

Over the last few months I have had so many mixed emotions, should I drive to Pennsylvania to see him one last time or should I remember the memories I have of him growing up.

Because of my dad’s poor choices over the years and my parents’ divorce, my family was broken apart many years ago.

My two brothers and I stayed with my mom and my dad went out on his own.

I hold no anger towards my dad. He and I have talked often over the years and I have so many memories of my dad. We had a very strange relationship. I felt

more like the parent in our relationship than he was to us but nonetheless, I always loved my dad.

I just wish many things could have been different.

I wanted him to be part of my life and my family. But because of the distance, health issues and the burdens of life it was hard.

Giving back

My dad taught us about giving back to our community. Volunteering was a big deal with my dad.

He was involved in so many local groups including a CB club that raised money for many local charities such as MDA.

Outdoorsman

My dad was a big outdoorsman and taught us how to fish and especially how to surf cast.

We used to go camping and fishing all the time. I had so many great memories of those outings and remember catching large bluefish and striped bass at Smith Point and the Shinnecock Inlet.

Nowadays my big outings involve staying at hotels. I guess the older you get the more your realize sleeping

Hats off to the William Floyd School officials who have done what few districts have accomplished: submitting a budget to voters that not just stays within the state-mandated tax cap, but reduces the levy by 17 percent.

At a time when taxpayersupported institutions are struggling in the aftermath of the COVID crisis and inflation we haven’t seen in generations, the school board and administrative staff stepped up and gave the taxpayers a break.

They’ve put forth a spending plan that doesn’t cut programs for our students, yet cuts taxes on the average home in the district by $1,055. This is the second reduction in two years after a tax freeze the year before that. The budget, which will be subject to a community vote May 16, is the twelfth in a row that stays at or below the tax cap.

parent now myself, I truly understand how it is the most rewarding and also the hardest job you will ever have.

I have tried to remember the positive things my dad taught me and have a much different type of relationship with my son.

My dad had worked as a laborer for many years with the County of Suffolk and ultimately went on disability after being injured two times at work.

He owned his own repair shop after he retired from the county and was always handy with his hands, one trait I never took to. I can’t drive a nail straight.

Thanks to my dad I got into photography. It’s been a passion of mine for as long as I can remember.

My dad was not a perfect human being but truthfully none of us are.

I will always remember the fun times growing up with my dad. Being a

I hold no ill feelings towards my dad. I have done the best I could over the years and I truly miss my dad. I regret not making that final trip to Pennsylvania to see him one last time but at the end of the day my dad is finally at peace and in a much better place.

Brookhaven Hospital Evolves Under Merger

Memories of Brookhaven Memorial flooded back to members of the Pattersquash Creek Civic Association during their recent meeting with hospital officials involved with the transitioning of the landmark care facility from its current incarnation as Long Island Community Hospital to New York University Langone Health.

One of the last independent hospitals in the region to merge with a larger organization, the 300-bed facility will see millions in improvements designed to keep pace with the changing needs of the area.

Speaking for the hospital, Chief Operating Officer Matthew Peddie detailed plans including upgrades to the Knapp Cardiac Care Center, operating rooms and the emergency center, as well as a new surgical robot and the incorporation of a $100 million electronic patient records system. A goal of the partnership is a reduction in the time of hospital stays and mortality rates, as well as the recruitment of staff that lives locally rather than relying on “travelers,” who are more expensive, Peddie noted. The hospital is actively recruiting physicians, nurses and other staff for primary, specialty and surgical care for more

than 400,000 residents in the 47 zip codes they serve.

Peddie promised to look into a suggestion by Pattersquash Vice President Chris Ricciardi to partner with William Floyd High School for programs that would prepare students for careers in the medical field. Member Bill Doyle suggested that the hospital open an urgent care unit in the Mastic-Shirley area and recommended they speak to the Beechwood Organization about an office in the new business district they are planning for Neighborhood Road.

Ricciardi shared a recent experience with the hospital which he said went well. He pointed out that residents would prefer going to Long Island Community instead of taking a longer trip to the hospitals in Stony Brook or Riverhead.

As part of its expansion efforts, the hospital has taken over the old Burlington Coat Factory building in Patchogue where they are establishing a 55,000-squarefoot medical facility featuring ambulatory, dialysis, endoscopy, and other services.

Responding to a question from the civic membership, Peddie confirmed that the hospital won’t be bringing back its maternity care unit since the area doesn’t have

the number of births to warrant it. He also said the hospital isn’t planning to upgrade to a higher level trauma service since advanced care is available at Stony Brook. The hospital has no current plans for the John Foley Infirmary in Yaphank which it acquired a few years back, he reported.

According to the operating officer, the new “My Chart” system allows patients to access their medical records in real time through an app. “Sometimes they know their test results before the staff comes in to tell them,” Peddie said of the $100 million upgrade.

Patient information can be shared with family and other authorized representatives through the app.

“Long Island Community Hospital is a valuable addition to NYU Langone Health’s network on Long Island and will play an integral role in expanding the breadth and depth of our healthcare services,” said Joseph Greco, MD, Senior Vice President and Chief of Hospital Operations at NYU Langone Hospital—Long Island.

“Long Island Community Hospital is entering a new era through our affiliation with this highly respected health system and

we are committed to strengthening our services to optimize patient care,” noted Richard T. Margulis, President and CEO of the hospital. “The pairing will elevate NYC Langone into becoming the dominant healthcare provider in Suffolk County, with unparalleled quality, efficiency, and access to world-class care.” Margulis will continue to lead the East Patchogue hospital under the arrangement.

With six inpatient locations and more than 300 ambulatory sites throughout the New York-metro region and Long Island, and 150plus practices in Queens and Long Island, the hospital is consistently ranked among the top systems in the country.

“The hospital has been a key component of providing health care and emergency services to our area since the 1950s,” Brookhaven Supervisor Edward Romaine noted. “They do a very dedicated job. I'm sure their new affiliation will only help to improve the services they provide to the residents of our town.”

Long-time resident Mike Leonardi said he remembers a sign at the hospital reminding staff they were the “helping hand of God.” Peddie said he would check to see if it could be put back up.

A Mild Winter Means a Budget Surplus; How should it be Spent?

The winter season has come and gone, and the highway departments of Smithtown and Brookhaven have come out with a budget surplus. But hold your horses because it might not be the jackpot that some may think.

So, what's the deal with this surplus, you ask? According to sources within the towns' government, the surpluses are smaller than many people speculate.

Officials from both Smithtown and Brookhaven Highway Departments have confirmed that they would like to use the surplus to address the much-needed road repairs and upgrades that have been long overdue.

It is worth noting that the surplus is for the current calendar year and not just the winter season. Therefore, the department has to "keep some funds in reserve for potential storms that may occur in November and December of 2023 as expenses incurred during this time will come out of the current budget, so the department must exercise caution in using the surplus," according to Brookhaven Town Superintendent of Highways Dan Losquadro. When asked how this winter compared to past ones, Losquadro explained that it was on the low end of the scale in terms of the amount of work required, saying, "It was one of the least snowy winters we've seen in recent years." he went on to say "In the ten years I’ve been here, I've had a year

where we didn't put a plow or blade on the ground once. I've also had a year where we plowed 26 times.”

Losquadro made it clear that the surplus funds will not be used for recurring expenses, such as hiring new staff, as the goal is to allocate the funds towards improvement projects that are one-time expenses. He specifically mentioned drainage projects as a priority for remaining funds. This approach ensures that the public will see a significant and long-lasting benefit from the investment rather than relying on the surplus to recur annually.

If you're wondering if taxes and fees will be increased, Losquadro went on to say, "We don't want to overtax, and consequently we don't want to under tax and then have to dip into town-wide reserves, and so it is a balancing act because you're trying to budget for an unknown."

the importance of budgeting for unexpected events. While predicting future weather is impossible, having a budget accommodating varying weather patterns is a good idea. Uncertainty about the surplus is based on the delay in the NY state budget. Even with a potentially smaller surplus than anticipated, the towns are still in a better position than last year.

Community Steps Up to Assist Veteran Posts

When the Farmingville Veterans of Foreign Wars Post 400 was trying to raise funds to repair its dilapidated parking lot, they reached out to Nick Caracappa, the local county legislator whose family has represented the area for generations. A few calls later, the legislator lined up area businesses who agreed to take on the job at no cost.

“It was amazing how everything came together so quickly,” said Post Commander Frank Sanzone, an Air Force veteran who served in the Persian Gulf during Operation Inherent Resolve. The commander was part of a large group thanking the legislator and everyone else involved in the project during a special ceremony last week at the College Road post. Singled out were Affatato Paving, whose asphalt crew was finishing up their work as the ceremony was underway, and Asphalt Supply of Long Island, which provided 100 tons of blacktop for the job.

“I was a little nervous because I had originally told them that we wanted to replace a small strip of gravel that the post was using as a parking lot,” Caracappa explained. “But after we measured it out, the area they really needed turned out to be about three times the size. They called right back back and said ‘No problem.’”

Receiving the gratitude of the post members were Louis Vecchia, the asphalt company president, and Shaina Affatato, president of the

paving corp. Also singled out was the Selden Home Depot which will handle the landscaping for the new grounds. A rose garden will be built in recognition of Rose Caracappa, the legislator's mother, who represented the area from 1982-1995. He choked up when Commander Sanzone announced that the new grounds will be dedicated to his mother. Her other son, Joseph Caracappa, served as the district’s representative from 1995-2007 with a stint as the legislature’s presiding officer.

With the post directly across the street from Suffolk Community College’s Selden campus, the ceremony included a contingent of college officials including President Edward T. Bonahue who noted a close working relationship with the post and its members. According to the college president, Suffolk Community has more veterans than any college in the state. The point was driven home by Thomas Ronayne, director of Suffolk County’s Department of Veterans Affairs who noted that Suffolk is home to more veterans than any other New York county.

Catering the event was White Castle of Centereach whose representatives, Hilda Gonzalez and Anna Palomino, were recognized for their contributions, along with John Rose of Cella Bagels in Selden and Liz Monti, who was there on behalf of Kristina Wilson of the Texas Roadhouse, also in Selden.

Manzella, praised all involved and thanked the many veterans in attendance for their service to the country. The Third District councilman said it was one of the first events he has spoken at since his election on April 25.

Affatato Paving and Long Island Asphalt also teamed up to to repair the parking lot for American Legion Post 1533 in Mastic Beach. “These folks really came through for our veterans,” said Legislator Jim Mazzarella. “It really is an honor to be here today to recognize such a great community effort on behalf of the heroes of this nation who stepped up to protect us and keep America free.”

“The new lot is a vast improvement over what it was,” said Post 400 member Ron Pacchiana, a VietNam veteran who was awarded a Purple Heart during the conflict. “Thanks to this outstanding effort, the post and the many services they provide will be more easily accessible, especially to those who are handicapped and have a more difficult time getting around.”

Ronayne, the Veterans Affairs director, noted that posts such as the VFW and the American Legion provide a peer support platform for their members and gives them a focal point for community involvement. The veterans raise funds for local scholarships and members in need and keep up local war memorials such as the one at the corner of Nichols and Portion roads in Farmingville. They are a

constant presence in parades and other community events as they extend their service well beyond their original commitments.

“With an aging membership facing Long Island veteran halls, many properties are falling into disrepair and creating potentially dangerous conditions,” Legislator Caracappa pointed out. “Some lots cannot be plowed after snow storms or maintained due to the terrible condition caused by falling membership and a decrease in funding. These projects are to address our disabled veterans population that is in need of adaptive stable access to the buildings.”

The Farmingville VFW post is named in honor of Air Force Staff Sergeant Louis M. Bonacasa who was killed in the line of duty in 2015 while conducting intelligence operations near Bagram Airfield in Afghanistan. Bonacasa, 31,

Creek Defender Vigilant Over Local Waters

Keeping an eye on the six waterways that empty into the Great South Bay from the Mastic Peninsula is Creek Defender Walter Meshenberg, a Marine Corps. veteran and volunteer ambulance driver who’s dedicated to protecting the area’s natural resources.

Working under the auspices of Save the Great South Bay, Meshenberg is on the front line of the region’s water crisis where the creeks he patrols are under the constant threat of pollution and habitat destruction. Draining from the densely-populated and low lying peninsula, the creeks–John’s Neck, Lawrence, Pattersquash, Sheepen, Sheepshead, and Unchachoque - are vital components of the region’s ecosystem. Monitoring the water quality of these backwaters and maintaining their health has become a passion for the Creek Defender.

“I’m out there every day, taking water samples and picking up litter,” Meshenburg said of his daily activities. “The creeks are under a lot of stress; they need someone to watch over them, take care of them.”

A life-long area resident born at the old Bayview Hospital in Mastic Beach, Meshenberg was part of a crew that recently cleared invasive weeds from the headwaters of

Pattersquash and planted a variety of native trees. The swamp forest project, funded by a $3,000 grant from the Nature Conservancy, involved the Great South Bay organization, Pattersquash Civic Association, Mastic Beach Conservancy, local scouts, students, and other volunteers. The group removed litter and put up fencing to keep deer from eating the new plants. As part of his stewardship, the Creek Defender also maintains special trash collection devices that capture debris from water flowing through the creeks.

The Creek Defender, one of 20 who protect the Great South Bay, is active with educational outreach efforts to make sure new generations appreciate the

area’s biodiversity and the need for environmental advocacy. “Community involvement has been fantastic as we work to make our local waterways cleaner and more vibrant,” Meshenberg said. “They understand the impact these tributaries have on the Great South Bay and the rest of the natural resources that make our area so desirable.”

Running the length of the William Floyd Estate, Lawrence Creek is the longest of the waterways the Defender takes care of. Pattersquash meanders up past Brookhaven’s Bayview Park, the former location of the hospital where Meshenberg was born, and actually crosses under Neighborhood Road at its beginning in the Mastic Beach

business district. It is the widest of the area’s creeks and separates the two main branches of the peninsula. Sheepen Creek serves as the basin for the Mastic Beach Property Owners Association marina. Wetlands surrounding the creeks serve a vital function as filters and incubators for marine life. “It is essential that we protect them,” Meshenberg said, noting that the construction of longawaited sewers will go a long way toward keeping the creeks healthy.

The marshes and tidal flats are flooded twice daily by the tides and serve as a major spawning ground for shellfish and finfish, including winter flounder, summer flounder, menhaden, weakfish and scup, according to the Nature Conservancy. The area is also an important stopover for migratory birds, as well as home to year-round species. With an abundance of oysters, scallops, quahogs, and soft shell clams, the waters sustained ancient Americans and played a key role in the country’s colonial history. The creeks are a breeding ground for menhaden, or bunker fish, which have made such a great recovery on Long Island that they’re seen as responsible for the resurgence of the ospreys and eagles that feed on them.

An East Patchogue native, he enlisted in the Air Force after graduating from high school in 2002 and served four tours in Qatar, Iraq and Afghanistan. His wife, Deborah, who is also a veteran, attended last week’s ceremony.

The post is also named for Army Sgt. Jason A. Santora of Farmingville who gave his life for his country at age 25 during Operation Enduring Freedom in 2010. Assigned to the 3rd Battalion, 75th Ranger Regiment, Santora was killed in Logar province, Afghanistan of wounds sustained while conducting combat operations. He was serving his fourth tour of duty — his second in Afghanistan after two in Iraq — when his unit was ambushed.

“The Great South Bay will only be as healthy as the creeks and rivers that flow into it,” said Tom Kain, Creek Defender chairperson. “There are some 50 creeks that flow into the bay along the 16 communities along the South Shore,” he continued. “The Creek Defender Program calls upon people in each of those communities to become local stewards, healing our creeks as we heal the bay. They are led by Creek Defenders who act as local stewards, organizing and guiding their communities, leading cleanups, habitat restoration projects, and native planting initiatives. They spread our message that our care for the bay begins on the land, and the quality of that water entering the bay.”

Save the Great South Bay is active in restoring the local oyster population, a mollusk whose method of feeding filters enormous amounts of pollutants from the water. Through the filtering and keeping out nitrogen from landborne fertilizer and septic systems, the harmful algae blooms that have plagued the bay can be eliminated.

SUFFOLK CLOSEUP Accident Critical to Fate of Shoreham Nuclear Plant

A Stony Brook University professor of environmental humanities, Dr. Heidi Hutner, along with a highly talented production team and greatly compelling facts and interviews, have put together a masterpiece of a documentary film about the Three Mile Island nuclear power plant meltdown, which has just had its Long Island premier.

The new documentary, “Radioactive: The Women of Three Mile Island,” which has already received many film awards, had its area premier on April 29th at the Cinema Arts Centre in Huntington.

The 1979 accident was critical to the fate of the Shoreham nuclear power plant in Suffolk County, thereafter stopped from going into commercial operation by a groundswell of grassroots and governmental opposition. Further, the plan of the utility for this area, the Long Island Lighting Company, to build a total of seven to eleven nuclear plants here, was subsequently abandoned.

“That was a pivot point,” Patrick Halpin, a member of the Suffolk County Legislature at the time of the TMI accident and then county executive, would later say about the TMI accident. Halpin pointed to the evacuation in the face of

the radioactivity released. “And,” he related, “the people who were leading the opposition to Shoreham said, ‘Look, this could happen here on Long Island.'"

Suffolk County Executive John V. N. Klein, two months after the accident, led a group of Suffolk officials on a visit to the communities around the Pennsylvania plant. The Shoreham plant was scheduled to open the next year, in 1980. The visit caused the county to change its position in governmental licensing proceedings on Shoreham to opposition.

And those officials only learned about a fraction of the impacts of the accident. “Radioactive: The Women of Three Mile Island” connects the proverbial dots—doing so brilliantly.

Resident after resident are interviewed and tell of the widespread cancer that has ensued in the area in the years that have followed the accident—a cancer rate far beyond what would be normal. Accounts shared in the documentary are heartbreaking.

A whistleblower who had worked at the nuclear plant tells Hutner, the documentary’s producer, writer and director, of the deliberate and comprehensive attempt by General

Public Utilities, which owned TMI, to cover up the gravity of the accident and its radioactive releases especially of cancer-causing Iodine-131.

An attorney, Lynne Bernabei, involved in litigation in the wake of the accident, says the Three Mile Island “cover-up was one of the biggest cover-ups in history.”

Meanwhile, the U.S. Nuclear Regulatory Commission which is “supposed to protect the public” has then and since been just “interested in is promoting the [nuclear] industry. This is corrupt,” says attorney Joanne Doroshow, now a professor at New York Law School and director of the Center for Justice & Democracy. Many examples of

this are presented.

The documentary’s focus on women includes women being far more at risk to the effects of radioactivity than men. Mary Olsen, a biologist and founder and director of the Gender & Radiation Impact Project, says in the film that those setting radiation standards in the U.S. from the onset of nuclear technology in 1942, based impacts on a “25 to 30 years-old” male “defined as Caucasian.” She said, “It has come to be known as the ‘Reference man.” However, Olsen cites research findings that “radiation is 10 times more harmful to young females” and “50 percent more harmful” to a “comparable female” than it is

to “Reference Man” whose “more resistant” to radioactivity than a woman.

After the screening of the film, there was a panel discussion involving Hutner, four women featured in the documentary, and its editor Simeon Hunter, who is also a producer.

The discussion was moderated by Kelly McMasters, a professor at Hofstra University and author of “Welcome to Shirley, A Memoir of an Atomic Town.”

From the audience, Catherine Skopic of Manhattan, who journeyed to Suffolk for the premier, said the film “is going to make waves.” She related the link between the TMI accident and the Shoreham nuclear plant and contemporary nuclear issues. These included the plan by Holtec International, now the owner of the closed Indian Point nuclear power plants 25 miles north of the city, to “dump a million gallons of radioactive water” into the Hudson River from which “seven communities get their drinking water,” and similar dumping planned in coming months by the Tokyo Electric Power Company from its 2011 accident-struck Fukushima Daichi nuclear power plants into the Pacific Ocean.

Advance Directives

A: I am going to see my doctor for my annual physical exam. Should I discuss my health care proxy at that appointment?

It is never a bad idea to discuss your advance directives with your physician. Advance directives are documents that you sign while you still have capacity that are meant to give direction as to how your healthcare should be handled if you become incapacitated. The term “advance directives” can refer to a health care proxy and a living will. Both of these documents must be signed in the presence of two witnesses who are over the age of 18; they need not be signed in the presence of a doctor or a lawyer. However, they are often signed with an attorney when completing an estate plan.

The health care proxy is a document that states who will make medical decisions for you if you lose your mental capacity and are unable to make these decisions for yourself. This may include a temporary incapacity such as when a person is under anesthesia, or a long-term incapacity that is a result of dementia or some other cognitive impairment. The health care proxy names one agent to act on your behalf and you

can name a successor if your initial agent becomes unavailable to act.

A living will is a document that gives direction as to the type of treatments that you would or would not want if you were to be in an irreversible state with no reasonable expectation of recovery. If you are unable to voice your opinion as to the administration of a specific treatment, your agent can use the living will as guidance in making these difficult decisions for you.

A document that you will want to discuss with your doctor is the Measure of Life Sustaining Treatment (MOLST) form. This is a form that is signed by you and your doctor. In fact, Medicare will pay for a visit for you and your doctor to discuss and sign this document. The MOLST form is intended to be used as a patient moves between different care settings to make sure the patient’s wishes regarding treatment options are known by the care team. The original form remains with the patient. A MOLST form is usually signed after the advance directives and more specifically describes how

the care should be provided.

Another document that relates to medical care is called the Five Wishes. This document can be completed by an individual to state who can make medical decisions on their behalf, what type of treatments the individual would or would not want, what is most important to the individual’s comfort and dignity, what spiritual or religious wishes should be taken into consideration, if any, and what you would want loved ones or healthcare providers to

know about you. It should be noted that the Five Wishes document would allow a doctor to overrule the decision made by your selected healthcare agent. If this does not meet the needs of the patient, then executing a health care proxy and living will can accomplish the goal of directing one’s care if she should become incapacitated. It should also be noted that the Five Wishes document meets the requirements of a valid health care proxy or living will in forty-two states plus Washington D.C. This would mean

that if an individual relocates or travels outside of those regions, the document could be rejected by health care providers.

The decisions regarding administration or termination of certain types of medical treatments are some of the most important ones to be made in a person’s lifetime. Completing documents such as the ones discussed above are the first step in ensuring that your wishes will be followed if and when you are unable to participate in those conversations yourself.

Once the documents are completed appropriately, the individual should have conversations with the appointed agents, so they are equipped with the information they may need should they have to make these very important decisions.

It's a good thing that New York sports fans have been distracted by the Knicks playoff run, the Rangers & Islanders, and the NFL Draft because as we enter the quarter point in the major league baseball season, things look bleak in New York. Both the Yankees and the Mets entered the season with high hopes, even placing in the top 5 in the majors for betting favorites. This week we will hit the 1/4 mark in the year and things could not seem worse than they are right now.

The Yankees spent much of last week in dead last place. The optimist will say they are still over .500 and they are dealing with some key injuries. This is all true. Judge, Stanton, Bader, Rodon, Severino and a handful of relievers have all missed chunks of the year. The pessimist will counter that by pointing out that the return of many of these players are still in question, and their effectiveness

is an even bigger doubt. Aaron Judge's return is seemingly the only sure thing. Stanton will miss months, and how far buried will this team be by then? Rodon has never worn a Yankee jersey during the regular season, and has had setbacks since he signed. Severino has never been healthy and their bullpen pieces aren't returning this year.

The Mets are in a similar boat. They are above .500, but barely. They, like their cross town counterparts, will blame injuries. But, like the Yankees, those injuries come with more questions than answers. Max Scherzer and Justin Verlander returned last week from IL stints which should make any Mets fan encouraged, but these are both still 40+ year old players, with recent injury histories. Mad Max is still mad about the pitch count and he hasn't looked right all year. The bullpen hasn't been bad but Edwin Diaz isn't returning and now their top

The Seattle Mariners called up pitching prospect Bryce Miller on Tuesday, May 2nd and he delivered a gem. His 6 shutout innings of 2 hit ball were accompanied by 10 strikeouts and ZERO walks. Miller was the off-season #3 prospect within the Mariners organization and he was rewarded with a second start over the weekend. In our previous article we discussed the success that the Cleveland Guardians experienced with Tanner Bibee and Logan Allen. Oakland is very excited about Mason Miller. Under consideration on the near term horizon is Andrew Abbott of Cincinnati who is striking out batters at an advanced rate. But not all debuts have gone as strongly as others and some notable prospects struggled in this past week. Let’s dive in and look at the whole landscape.

Spencer rolled out as a reliever out of spring training for several weeks and then on May 30, 2022 he was unleashed on the baseball world and proceeded to strike out 200 batters in only 130 innings pitched. We’re all hooked. We want the next Spencer Strider.

The Los Angeles Dodgers had Gavin Stone listed as their #6 pitching prospect by Baseball America this winter and his scouting report spoke of a 94-98 mph fastball. We didn’t see that in his debut on May 3rd as his fastball topped out at 93 mph as he surrendered 8 hits and 4 earned runs in only 4 innings with 1 strikeout being tallied. It was a forgettable debut and the Dodgers were giving indications in advance that it might only be a one start audition. I would expect Stone to be sent back down to Triple AAA.

So how do you play this market for maximum upside. Too many fantasy baseball players can be lured right on to your fishing pole when you discover a Tanner Bibee, Logan Allen or a Bryce Miller. I always look to sell high when I get lucky with these debuts. There are going to be struggles. There are going to be injuries. In my dynasty league we have an owner that is currently holding on to Tampa Bay

rookie Jeffrey Springs. Why? Look at how long it took Tampa Bay to finally unleash Shane McClanahan. Jeffrey Springs underwent Tommy John ligament transfer surgery. The recovery is typically 14-16 months. Will this owner really spend a Keeper slot to wait for Jeffrey Springs to return next May or June. For a pitcher with all of 16 innings under his belt? Maybe he is holding him in hopes of flipping him for a draft pick during the winter, I am smarter than that and so are you. Tampa Bay will be very guarded with Springs. Expect him to be on strict pitch counts when he gets back. His 2023 is over but so is his 2024. Don’t get drawn in.

The #3 most added pitcher this last week in ESPN leagues is a Baltimore pitcher named Yennier Cano. He has come out of nowhere this season as a previously unheralded 29 year old previously with Minnesota. He has 16 strikeouts alongside no walks in 14 innings pitched and has several wins and saves. Without a proven track record, I would look to flip him. You will get paid for a hot story. Good owners play these stories every single baseball season.

Notice is hereby given that pursuant to Chapter 475, Article II of the Suffolk County Code, the Suffolk County Department of Economic Development and Planning has received three (3) applications for shellfish aquaculture lease sites in Peconic and Gardiners Bay. These applications were solicited under the 2023 Lease Application Cycle from new and existing shellfish farmers who are interested in obtaining access to a 10-acre lease site for the controlled raising, breeding, growing, and containment of shellfish through onbottom and/or off-bottom culture techniques for a term of 10 years. Two applications were submitted by new shellfish farmers who are each interested in obtaining one 10-acre lease site; one application was submitted by an existing leaseholder who is interested in obtaining a second 10- acre lease site. As each applicant was able to include three proposed lease sites in their respective applications, this notice includes a total of nine (9) proposed lease sites. While all proposed sites are located within the adopted Shellfish Cultivation Zone; each applicant may only receive one of their proposed 10-acre lease sites under 2023 Lease Application. 4. Shall the Board of Education of the South Country Central School District be authorized pursuant to Education Law § 3651 to establish a Capital Reserve Fund to be known

as the “South Country 2023 Capital Reserve Fund” for a probable term of eight (8) years in the ultimate amount of ten million dollars ($10,000,000) plus interest earned on such funds, whose purpose shall be to fund, in whole or in part, capital improvements, facilities reconstruction, rehabilitation repair and upgrades as follows: reconstruction and renovation of current facilities, pavements and grounds, asbestos abatement, heating/ ventilation, plumbing, masonry work, structural repairs and replacements of doors, windows, floors and roofs, site work, and other related work, including all related costs, site work, ancillary and related work with such funds to be obtained from end of year budget surplus funds and/ or budget appropriations as determined by the Board of Education and the interest accrued on such funds over the probable term of the fund.

IS HEREBY GIVEN, that a copy of the statement of the amount of monies which will be required to fund the School District's budget for 2023-2024 exclusive of public monies, may be obtained by any resident of the District between the hours of 9:00 a.m. and 3:00 p.m., prevailing time, beginning April 26, 2023, except Saturday, Sunday or holidays at the office of the Principal of each schoolhouse within the District during its regular business hours.

Said exemption report, which will also become part of the final budget, will show how much of the total assessed value on the final assessment roll used in the budgetary process is exempt from taxation, list every type of exemption granted, identified by statutory authority, and show: (a) the cumulative impact of each type of exemption expressed either as a dollar amount of assessed value
