








Brookhaven Town is expecting a virtual windfall from the $700 million Sunrise Wind project that will bring energy generated from windmills 30 miles off Montauk Point up through William Floyd Parkway via a 124-mile cable system feeding into the region’s electrical grid.
Town and Suffolk officials joined environmentalists and other project supporters last week at a Smith Point press conference to announce $130 million in impact fees from the project to be paid to Brookhaven over 25 years. The fees, in exchange for hosting 17.5 miles of underground transmission cable through town right of ways and streets, include $28 million in payments in lieu of taxes and a $3 million commitment for the improvement of town-owned parkland and open space in the Mastic-Shirley area, according to Supervisor Edward Romaine. The town will also dedicate $2 million from the fees for local ambulances and public health.
The region is also expected to reap huge economic benefits from the 880-megawatt project through the creation of hundreds of jobs to build, operate and maintain the system which is planned to serve 600,000 homes. As part of the effort, Sunrise Wind, a partnership between the Danish firm Ørsted and Eversource, a New

England energy provider, will see the construction of a $37 million headquarters in East Setauket and a $10 million National Offshore Wind Training Center in Brentwood. Port Jefferson has been designated as the homeport of the project’s custom-built 260foot Service Operation Vessel and the green energy effort will also create a $5 million Research and Development Partnership with Stony Brook University. Suffolk County is also expected to receive about $40 million in fees over 25-years.
“I am proud that the Town of Brookhaven, in conjunction with Sunrise Wind, is taking the lead on a project that will generate clean green energy, create lasting employment, and put Suffolk County on the cutting edge of offshore wind operations,” Romaine said.
Envisioning a world run entirely on green energy, Ørsted has been ranked the most sustainable company in the world and is looking to be the world's first major energy concern to become carbon-neutral by 2025. Eversource was ranked by Newsweek, Forbes and JUST capital as one of the nation's most responsible companies and has committed to becoming carbon neutral by 2030, faster than any other utility in the U.S.
Sunrise Wind is following in the footsteps of the company’s South
Fork Wind project, the first wind farm to connect to the local grid in Suffolk County, which is currently under construction and expected to be operational by the end of the year. Supervisor Romaine said he welcomes a wind farm connection at the former site of the Shoreham nuclear plant, a facility that was powered up but never put into operation due to safety concerns. Long Island ratepayers are still paying for the debacle that went defunct in the 1980s. Romaine said the town is also pursuing the installation of solar panels on top of the Yaphank landfill as a way to bolster Brookhaven’s green energy future.
But not everyone is onboard with switching the nation’s power grid to solar and wind. Energy expert David Walsh notes that power from these systems cannot be stored and must be backed up with continuous-cycle generation plants. “Wind power is only reliable on average about 10 hours per day,” Walsh said in an interview with the South Shore Press. “New York’s goal of committing 70 percent of its power to renewable will mean service curtailments, brownouts, and blackouts, as well as a reliance on other states and even Canada for its energy needs.”

We got behind the public referendum to rebuild the main library and create the two new annexes, and will continue to be a cheerleader for the much-needed assets the library presents.
What we do have a problem with is the lack of transparency and obfuscation exhibited by the library director and the board of trustees as they attempt to cover up and downplay the true cost of the construction projects. The voters approved a massive $22.7 million in borrowing for the projects with the understanding that an additional $4 million would be used from the reserve fund.
Due to unanticipated structural problems found when the walls of the main library were opened up, in addition to inflation and COVIDrelated supply chain issues, the library officials reported that the project is running about $3 million more than originally planned. Also adding to costs outside of those disclosed to the taxpayers when they were asked to
approve the project, were a number of “alternatives” including raised floors, glass partitions, cabinetry, parking lot features, and a portico at the main entrance. On top of these, the library had to add a sprinkler system, a requirement not identified by the project manager in the original design, and a special septic system, also not part of the initial plans for both the main facility and the annexes.
The South Shore Press is spending considerable time and resources in making these facts known to the public. Sadly, after our story on the cost overruns appeared, a Facebook post was made from the library titled “Shame on the South Shore Press,” presumably from Library Director Kerri Rosalia, in response to our coverage, which flat out denied that there are cost overruns associated with the project. It states: “Not only are there no cost overruns to cover, the process of reprioritizing the budget is unfolding in an orderly and thorough manner.”
Okay. If there are no cost overruns, why would they add this: “And if circumstances ultimately require the library to tap into surplus funds to address these new priority expenses, that will not be something out of the ordinary.”
We all know what’s going on here. Due to the unforeseen issues and
additions made to the original plans— some voluntary and some because of omission—the construction is over budget from what we were originally told, and library officials are keeping the door open to tap the reserve fund to make up the difference.
They have promised to not go back to the voters for any additional borrowing and the construction team is indeed scrambling to find ways to cut costs. This is sad as well since the taxpayers deserve everything that was originally promised. They’re going through a “value engineering” process and are making a push for grants and other funding to come up with additional funds. At the end of the day, they’re saying that any new costs will be covered. We’ll see.
Outside of the $4 million already committed, any additional monies from the reserve fund should be off limits. This fund is created by operating costs approved by the voters, but not spent by the administration. These dollars should be returned to the taxpayers, not shifted to cover cost overruns. When the South Shore Press started asking about the reserve—how much is actually in there, how much has already been spent?—library officials clammed up and said they would consider our questions under the Freedom of Information Law. Translation: Wait
ratepayer money to green energy takes away from investments in the continuous-cycle systems that you need to sustain a modern economy,” he said. “From the point of view of Social Justice, limiting the energy supply and making it more expensive will only expand the chasm between the rich and the poor.”
Local government and labor leaders are optimistic over the region’s green energy future. “Long Island is fast becoming the epicenter of a New Green Economy,” said Matthew Aracich, president of the Building and Construction Trades Council of Nassau and Suffolk Counties. His view was echoed by John Durso, president of the Long Island Federation of Labor, AFLCIO: “Sunrise Wind will have a positive impact on our region and build a brighter future for
all New Yorker's,” Durso said. “This project's robust workforce commitments, coupled with a strong community host agreement, are significant steps to achieving a truly just transition.”
New York State Department of Environmental Conservation Commissioner Basil Seggos added: “The Sunrise Wind Project is building on New York’s robust offshore wind efforts on Long Island and across the State advancing clean energy for New Yorkers and creating goodpaying, family-sustaining jobs of the future. This agreement builds on our commitment to meet New York’s aggressive climate targets under our nation-leading climate law and ensure a cleaner, greener environment for future generations to improve quality of life and combat the global threat of climate change.”
until after the budget vote on April 4 before all of the details are revealed.
The main library has been closed for almost a year and many library personnel, including the management, are working remotely. What savings are being generated from not having to staff the main library? What about positions that were budgeted, but not filled? Will these savings go back to the taxpayers or converted to the reserve fund to pay construction costs? We believe the voters have the right to know before the April ballot.
The South Shore Press actually encourages a Yes vote on the library’s $10.6 million operating budget as proposed by the trustees. This level
of spending would keep the library under the state-mandated two percent tax cap and is needed to provide the services residents expect.
However, the community needs to keep an eye on the construction projects and hold library officials accountable. How much beyond the $26.7 million are they actually going to spend? Where is this money going to come from? The trustees as elected officers and the administrators as public servants paid for by the taxpayers must be transparent and forthright on all library spending every step of the way. The residents of the Mastics, Moriches and Shirley deserve no less.
Expecting to hear an update from the master developer named by Brookhaven Town to transform the Neighborhood Road business district, members of the Greater Mastic Beach Chamber of Commerce were snubbed for the second month in a row by the failure of a Beechwood representative to attend their regular meeting.
Chamber President Ava Torres said she was “disappointed” that no one showed up to discuss the project with the dozens of business and property owners hoping to learn about timelines for the massive redevelopment and when they can expect offers from Beechwood to buy them out. The organization sent their regrets, Torres reported, saying that the representative they had scheduled to attend, Elysa Goldman, had a death in the family.
“They should have sent someone,” said Dean Denninger, owner of Ultimate Mower, a business in the target area. “Again, Mastic Beach isn't important enough to give us the consideration,” he said adding, “I feel bad that there was a death in somebody's family, but this was scheduled for a while. They don't have another person to give us an insight on how they are progressing?”
Business owners said they have been in limbo since the project was first announced in October 2021 and have been unable to make plans about renovating, expanding or refinancing. “What they did was shut us down,” Denninger said. “Nobody is giving us answers, that's the problem.
Our hands are tied.”
“There is no new information since the last South Shore Press story,” Beechwood principal Steven Dubb said in a written statement. “Those comments still stand. This includes my point about emailing questions to Elysa Goldman. She responds to every query, has been in direct communication with the Chamber, even last week despite her sad family news, and with Ava who you may wish to also ask for comment. Beechwood looks forward to continuing to meet with members of the community and answering every question."
As reported in the March 8 South Shore Press, Beechwood stated: “This is a large transformative project expected to take several years. It is being coordinated in conjunction with multiple public approval, entitlement and design processes. With great appreciation for the Mastic Beach community support we are receiving for our proposed plan, Beechwood is progressing redevelopment in consultation with all stakeholders, including owners of commercial and residential properties, to create a neighborhood that all can be proud of and enjoy.”
(The Press had previously attributed these comments to Beechwood founder and CEO Michael Dubb, when in fact they were provided by his son, Steven).
Another property owner in the targeted area, Saj Malik, said he filed for permits with the town to build on his site and was rejected. “Give me the opportunity to build on my
property, I have the drawings, I have the plans; why should I give it to them?” Malik asked. “I don’t want to lose my property. Tell me what Beechwood wants to build and I will build that. It’s only fair. Give me the exact specifications and I can do it myself, no problem, and I will keep my property,” he said, adding he is concerned that if he doesn’t sell to Beechwood, his property will be condemned. “They just probably said to themselves, ‘This person’s not going to sell, we’re just going to take it.’ That’s what they’re going to do because a lot of people are going to fight. They’re going to tell you, ‘Well, the property doesn’t have any permits, it doesn’t have a C.O., so we’ll just offer you this.’ That’s not right.”
A pressing issue for the massive development is sewer service, a question that was partially answered last week with an announcement by Suffolk County to allocate $20 million as a first step toward sewering the 47-
acre business district. The funding will jump start planning and design work with options including a new treatment facility or connecting to the Forge River Watershed Sewer Project plant in Shirley, according to Deputy County Executive Peter Scully, Suffolk’s designated “Sewer Czar.”
The funding, from the American Rescue Plan Act passed by Congress in 2021, sets a deadline of 2026 for the money to be expended, Scully said, noting that connection to the Forge River treatment plant would cost an estimated $32.5 million with the price tag for a new facility serving the new construction probably more. The county also announced $8 million for Phase Three of the Forge River plan to extend sewers deeper into Mastic Beach.
“For years, even decades, we have waited for basic wastewater infrastructure,” said Suffolk Legislator James Mazzarella in announcing the funding. “Today we
are turning the tide quite literally, by taking decisive steps forward to advance wastewater projects that will improve water quality, spur downtown revitalization and improve the overall quality of life for the residents of Mastic Beach.”
“We need more concrete information, a timeline, a specific development plan,” said chamber Vice President Matthew Towle. “The property owners need information so they can plan their future. Otherwise, their hands are tied. We’re not against the project, we’re against their lack of communication with the public.” According to Towle, the chamber has prepared a list of questions to present at the next chamber meeting on April 18. “Let’s hope they show up this time.”
“There's more than just the dirt for our businesses,” Denninger continued. “We built our livelihoods here. There is a cost involved that’s more than the property value. We don't want to be uprooted, they have to pay for the investments we have made,” the 20-year business owner said, pointing out that he’s spent $100,000 a year in advertising to build his business. “Taking over what we have built comes with a cost. They better come up with some serious numbers.”

“When do they expect to get this done?” asked another business owner at the chamber meeting who asked to remain anonymous. “This could take years. Are they going to reimburse us for lost opportunities? And what happens in the meantime, the business district turns into Shanty Town? It’s time for them to produce— what’s going to be the formula for setting the buyout offers? Are they going to reimburse the owners for the value of their businesses, return on their investments, relocation costs? Or are they just going to default to condemnation and force us to fight it out in court?”
Brookhaven Councilman Daniel Panico, a champion of the downtown revitalization, did not respond to South Shore Press requests for comment.
The William Floyd School District has appointed Camelle Person as the next principal of William Floyd Middle School, a role in which she will serve as the instructional and administrative leader of the grade six through eight building, with nearly 1,100 students and a staff of more than 80 faculty and 50 professional staff members. She will begin her new role as principal on July 1. She will be taking over for Matthew Sanders, who has accepted the position of assistant superintendent for human resources in the district.
Mrs. Person has served the William Floyd school community for the past six years as the assistant principal of the William Floyd Learning Center, a K-5 alternative elementary school for students who require a more intensive building-wide management system. Before joining the William Floyd Learning Center administrative staff, Mrs. Person served for 14 years at PS 199 The Shakespeare School in the Bronx, part of the New York City Department of Education system, as a teacher, dean and assistant principal. This is her 20th year as an educator.
“Mrs. Person is a natural leader with strong administrative experience and a contagious and positive personality,” said Kathleen Keane, assistant superintendent for secondary instruction and administration, William Floyd School District. “Over her time at the William Floyd Learning Center, she has

At William Floyd, Mrs. Person has also served as the program co-administrator in charge of the SCOPE Enrichment Services programs for the past two years. Some of her core strengths as an educational leader include student
motivation, a collaborative spirit, active community involvement, student instruction and nurturing, teacher support and supervision, program development and implementation, special education operations/ compliance, creative discipline/ positive behavior interventions, and more.
Mrs. Person added that her proudest and most fulfilling moments in leadership have been when she, along with her colleagues, established or secured unique experiences for the students and school communities that she had the privilege of serving. Examples include the Amazing Shake competition at the William Floyd Learning Center, which helped students enhance their social skills through a series of real-life scenarios and challenges in professional
settings. She was also responsible for leading and facilitating student involvement in the New York Road Runners Youth program, which is designed to keep children physically and mentally strong while helping to develop lifelong physical and social-emotional skills. Under her leadership, the William Floyd Learning Center club earned “exemplary” honors, ranking in the top five percent of “Rising Road Runners” in the nation.
Mrs. Person earned her Bachelor of Arts in Elementary Education and Psychology with a minor in Urban Education, her Masters of Science degree in Teaching English to Speakers of Other Languages from Touro College, and her Masters of Science Educational/School Based Leadership from Baruch College.
A dustup between the Suffolk County PBA and one of its former members, Legislator Robert Trotta, has reached a stalemate with both sides issuing statements that appear to bury the hatchet. Trotta, a frequent critic of the union who charged that it improperly used PBA funds against him, was recently taken off the legislature’s Public Safety Committee after union outcry over his threat to release recordings between himself and Police Commissioner Rodney Harrison where he raised his concerns.
“I would like to thank the Presiding Officer and caucus for taking the necessary steps to ensure the work of government can move forward without obstruction,” said Police Benevolent Association President Noel DiGerolamo. “I would also like to thank Legislator Trotta for acknowledging no violation of
law has occurred. Hopefully we can all move forward doing the most important role of government which is ensuring public safety.”
“It is the presiding officer’s prerogative to determine the membership of all committees,” Trotta said in his statement. “I have brought my concerns to most law-enforcement agencies at all levels of government and, to date, no one has acted on my complaints. Therefore, since those agencies have yet determined any wrongdoing, I will now focus all my time and energy on representing the other issues important to the constituents of 13th legislative district.
Trotta, 62, a Fort Salonga Republican who represents an area centered around Smithtown, had also drawn the ire of the Suffolk Association of Municipal Employees union which expressed concerns over the taping of county employees.
Both the PBA and the employee association appealed to the legislature’s presiding officer, Kevin McCaffrey, to remove Trotta from the public safety committee, which oversees Suffolk’s police force. Trotta had said he made the recording to "expose corruption that takes raises and funds away from our county workers."
Trotta, a critic of using PBA dues for political campaigns, had complained that the Long Island Law Enforcement Foundation,

A primary challenger had been thrown off the ballot after complaints by Trotta that his nominating petitions were improperly signed. This year, the Suffolk GOP has endorsed him for another term. The five-term lawmaker served 25 years with the Suffolk Police and retired as detective. He was hailed as “Cop of the Year” in 1993 and “Detective of the Year” in 2001.

PSEG Long Island urges customers to think twice if someone calls and threatens to immediately shut off their power
This year, March 5-11 marks National Consumer Protection Week, and PSEG Long Island urges customers to understand scammers’ tactics and do the right thing if confronted with a demand for payment and a threat of imminent shutoff: Get the truth from the real PSEG Long Island at 1-800-490-0025.
“Consumer Protection Week is a time to help people understand their consumer rights and avoid frauds and scams. PSEG Long Island wants customers to remember one simple thing: If someone threatens to immediately shut off your power, call the number that’s printed on your bill to verify before acting,” said Lou DeBrino, PSEG Long Island’s vice president of Customer Services. “Scammers do everything they can to create the impression of an urgent problem in the hopes that you panic and miss all the clues that they’re not who they appear to be. Please be alert to the possibility of a scam, take a moment to think, and then contact us directly using the phone number on your bill if you’re still not sure.”
More than 2,500 scam calls were reported to PSEG Long Island in 2022. Many of these scammers are demanding immediate payment via webbased electronic payment
services. PSEG Long Island does not accept external, web-based electronic payment services (outside of payments through MyAccount) as a method of payment.
What customers should know about payment scams
Scammers impersonating PSEG Long Island most frequently threaten to shut off power immediately unless payment is made.
Many scammers use phone “spoofing” technology to make their number display on your phone as “PSEG Long Island.”
PSEG Long Island will never request that customers use one specific method of payment.
Scammers typically want their victims to transfer money via a web-based electronic payment service, a prepaid debit card, or even Bitcoin, sometimes asking people to buy a prepaid card at the nearest convenience store and then to read them the PIN over the phone.
PSEG Long Island does not accept web-based electronic payment services, prepaid debit cards or Bitcoin as payment.
· Sometimes phone scammers will demand a deposit for a priority meter installation. PSEG Long Island does not require a deposit for meter installations.
If a customer has doubts about the legitimacy of a call or an email — especially one in which payment is requested —
they should call the company directly at 1-800-490-0025.
Occasionally, scammers may go door to door impersonating PSEG Long Island employees, flashing a fake ID and/or claiming to be a utility collection representative. The impostors may wear “uniforms” or affix false company signs to their vehicles. The scammers generally ask for personal information, which real utility representatives do not do, or offer bogus discounts. Again, if customers have any doubts, they should not let the person in, and should call 1-800-490-0025 to verify.
PSEG Long Island employees must carry a company ID and present it when requested. If customers have doubts, do not let the person into the house and call 1-800-490-0025 to have a customer service representative verify that an employee has been dispatched to the location.
An actual PSEG Long Island employee will respect the customer’s decision and remain outside. If the person escalates their efforts to enter the home, customers should consider calling 911.
Fake websites
Some scammers purchase web domains that closely resemble the actual URL of a utility and create a fraudulent replica of the legitimate website. Their plan is to dupe users who click on these fake sites via search results, or type in an inaccurate web address. Once on the spoofed site, a visitor is presented a number of bill payment options, all pointing back to an outside bill pay site.

How actual PSEG Long Island reps handle phone calls
Customers should also know what PSEG Long Island will and won’t discuss over the phone. A genuine PSEG Long Island representative will ask to speak to the Customer of Record.
If that person is available, the representative will explain why they are calling and provide the account name, address and current balance. If the person on the phone does not provide the correct information, it is likely the customer is not speaking with a PSEG Long Island representative.
If the Customer of Record is not available, the PSEG Long Island representative will not discuss the account at all and ask that a message be left for the Customer of Record to call 1-800-490-0025.

UUAS, a consortium of more than 145 U.S. and Canadian electric, water, and natural gas utilities and their respective trade associations, has helped to create awareness of common and new scam tactics and to cease operations of nearly 5,000 tollfree numbers used against utility customers by scammers.

Healthy food will be more readily available to those suffering with diabetes thanks to a new Fruit & Veggie Prescription Program which will provide more than $100,000 in food vouchers along with nutritional workshops and other support to low-income residents, the program’s local sponsor, Cornell Cooperative Extension of Suffolk County, announced last week.
“This program represents an innovative partnership among healthcare providers, organic produce suppliers, nutritionists, and educators that bridges the gap between low-income diabetes patients in Suffolk County and the wholesome food they need for more successful treatment,” the cooperative extension said.
The program was first rolled out in Brentwood where residents can receive vouchers toward the purchase of healthful food
products at designated produce markets after they attend a nutrition workshop about the health value of fresh produce for the treatment of diabetes, according to Cornell spokesman Mark Grossman. The project will be expanded to all of Suffolk over the next few months, Grossman
said, and many participating markets will be added.
The Fruit & Veggie program was funded through the U.S. Department of Agriculture’s Gus Schumacher Nutrition Incentive Program and is designed to boost consumption of healthful, fresh, locally grown produce by low-
income diabetics in the county.
Approximately 150,000 Suffolk residents have diabetes, according to Cornell, and fresh fruits and vegetables–especially organic produce–deliver proven health benefits for the management of the disease. The vouchers can also be used for the purchase of selected canned and frozen products.
Established in 1917, Cornell Cooperative Extension of Suffolk County is a non-profit community education agency that works to preserve the county’s agricultural resources, marine life and full range of eco-systems, support families, provide community service opportunities for youth, and advance research-based education in science, technology, engineering, and math (STEM).

The nutrition incentive program was named for Gus Schumacher, a former Under
Secretary of Agriculture for Farm and Foreign Agricultural Services at the Department of Agriculture where he oversaw the Farm Service Agency, Foreign Agricultural Service, and the Risk Management Agency.
He also served as administrator of the USDA's Foreign Agricultural Service, a senior agri-lender for the World Bank, and Commissioner of Food and Agriculture for the Commonwealth of Massachusetts.
Following a life-long passion to connect people in need with healthy food, Schumacher was Vice President of Policy with the Wholesome Wave Foundation of Westport, Connecticut and served on the boards of FreshFarm Markets in Washington DC, the Environmental Power Corporation, Tarrytown, New York, GrainPro, LLC of Concord, Massachusetts and Sustainable CAPE of Truro, Massachusetts.
With the consumption of marijuana now legal in New York, local officials are pushing to make sure edible products come with child-proof packaging and are clearly labeled as containing the psychoactive drug.
“With the legalization of marijuana and THC in New York, we’ve been slow to properly legislate protections on packaging to keep our kids safe,” said Assemblywoman Jodi Giglio, sponsor of a bill along with Senator Dean Murray calling for better control of packaging. The legislation was spurred by stories of children mistaking the edible drug for regular candies and snack foods and needing medical attention, Giglio, a parent herself and advocate of child safety, noted.
The assemblywoman headlined a rally of Republican legislators in Albany to rally support for the safety measures. “My bill would make it a Class D Felony to advertise, deceptively advertise, brand, market, package, display, label, offer for ingestion outside of packaging,
or administer cannabis products, including unconventional methods of administration or ingestion or edible consumption of cannabis products, in contravention of section 81 of the cannabis laws or rules and regulations promulgated by the New York State Cannabis Control Board or Office Of Cannabis Management,” Giglio explained. “We cannot tolerate the misrepresentation of THC products any longer. It’s having dire, real-world impacts on the children in our community, and it is the responsibility of the Legislature to ensure any THC edible on the market is properly marked and packaged as such,” she said.
Voting against the state’s legalization of cannabis was Assemblyman Joseph DeStefano, a four-decade emergency responder and retired Suffolk Sheriff dispatcher. “Now that marijuana is legal, we have to make sure it’s doesn’t accidentally poison our kids,” DeStefano said.
“As we have seen with vapes and tobacco products, there’s an inclination by manufacturers to
market to children. Because of the toxicity of these products, the legislature must enact measures to help keep kids safe.”
According to the National Institute on Drug Abuse, an estimated 8.3% of 8th graders, 19.5% of 10th graders, and
Assemblyman Joe DeStefano (R,C-Medford) joined a bipartisan push calling for the end to the so-called ”Raise the Age” law, which made it so adolescent youths aged 16 and 17 years who have committed violent felonies can more easily escape from the judgement of the Youth Part of the Superior Court. Instead, these individuals are tried in family court, where records are sealed and consequences are lighter. Violent felonies can include sex offenses, homicide and dangerous weapon offenses, which is why DeStefano wants the state to reconsider its stance on youths who commit these offenses.
“The subject is uncomfortable, but a violent crime is a violent crime, and no matter how sympathetic we may feel for a youth who was brought up in a lifestyle to commit them, they still must be held accountable for their actions,” DeStefano said. “The victims of these heinous crimes don’t have the freedom to weigh the morality of these decisions after they’ve been targeted, so it falls to the legislature to ensure that the punishment of these crimes is swift and deters participation in the future.”
Of the youths arrested for violent offenses, hardly any receive convictions. According to the New York State Division of Criminal Justice Services, Raise the Age statistics in 2021 looked like the following:
- Out of 3,303 arrests, only 257 were convicted
- 112 arrests were for homicide
- 80 arrests were for sex offenses
587 arrests were for dangerous weapon offenses
- 691 arrests were for robbery
- 213 arrests were for burglary
20 arrests were for making a terroristic threat
“These might be just numbers to the average person, but they’re real lives that have been shattered because of violent crime. We have an obligation to those victims and to all residents of New York state to repeal Raise the Age and give law enforcement the tools and language they need to carry out their jobs efficiently,” DeStefano concluded.

30.7% of 12th graders reported using cannabis/hashish in 2022.
Overall, there had been about 28 million marijuana users in 2012. This increased to 47 million in 2020. By the end of 2022, 52 million Americans will now have consumed cannabis and if
the trend continues, the number of people who use marijuana will increase to 71 million by 2030.
“Usage is skyrocketing and this stuff is everywhere,” Giglio said. “We need to be real careful about how we’re going to deal with this moving forward.”
Those expecting transparency and accountability in state government were disappointed by assembly Democrats last week when they rejected measures by GOP lawmakers to provide more public access to the legislative process.
“Our conference proposed a number of sensible resolutions that would bring tangible, fair changes to the way business is done in Albany,” reported Assemblyman Joseph DeStefano, co-sponsor of the bills. “It’s a shame our Democratic colleagues are not in favor of seeing democracy and accountability in the People’s
The new procedures would require a publicly-accessible video archive of committee meetings, allow press in the assembly chamber, and ensure that members can deliberate on issues before the legislature.
“These moves may seem small, but they would have been impactful in the fight for transparency and accessibility in state government,” DeStefano said. “With a state that suffers from the highest taxes in the nation and a crime wave caused by the policies of these Democrats, they can no longer keep people in dark about what they’re up to.”
There will be new faces on the Suffolk County Legislature next year and, if he is elected in November, a familiar face, Steven Englebright of Setauket, who was a leading environmental champion on the county’s governing panel from 1983 until his election to the State Assembly in 1992.
However, Democrat Englebright after 30 years in the Assembly, in which on the state level he continued as an environmental leader including as chair of the Assembly’s Environmental Conservation Committee, lost his Assembly seat in an upset last year to Republican Ed Flood, a lawyer from Port Jefferson.
Still, at 76, Englebright has decided to seek to return to the Suffolk Legislature. Long a professor at Stony Brook University, he will be facing Republican Anthony Figliola of East Setauket, a former deputy supervisor of the Town of Brookhaven.
However, his election is not assured. Republican candidates did very well in contests for the Suffolk County Legislature in the last election, in 2021, for positions on the county’s 18-member governing panel. It now has a Republican majority after years of Democratic majorities.
Will that GOP muscle continue this year in the bi-annual election to the panel?
Meanwhile, the legislature’s term limit for members of 12 years is resulting in two major Democratic figures on the panel having to leave: Kara Hahn of Setauket and Sarah Anker of Mount Sinai.
Hahn served as the panel’s Democratic majority leader from 2016 through 2019 and was chosen its deputy presiding officer for 2020 and 2021. It is for what will be her open seat that Englebright and Figliola are now competing.
The candidates for what will be Anker’s open seat are Mount Sinai Democrat Dorothy Cavalier, Anker’s chief of staff, and Rocky Point Republican Chad Lennon, an attorney who has been an aide to U.S. Representative Nick LaLota, a GOPer from Amityville.
LaLota was boosted in his win last year in the lst Congressional District by the vote for governor of Republican Lee Zeldin of Shirley in Brookhaven Town—a pivotal geographical component of the district. And likewise, the Englebright upset has been tied, in part, to the coattails of the vote in Brookhaven Town for Zeldin.

year in Suffolk will be for county executive with the incumbent, Democrat Steve Bellone of North Babylon, needing to leave after 12 years also because of term limits.
The Republican candidate to replace Bellone is Ed Romaine, the supervisor of Brookhaven Town and previously a Suffolk County legislator and county clerk. Will a strong showing for Center Moriches resident Romaine in Brookhaven Town impact negatively on the votes for Englebright and Cavalier? Still, Romaine’s Democratic opponent, Dave Calone, a former chairman of the Suffolk County Planning Commission, is from East Setauket, also in Brookhaven Town. Might this affect Romaine’s Brookhaven showing?
There are many questions this year in Suffolk politics where geography has long been a big factor—with voters so often balloting for candidates from the towns where they reside.
In the meantime, on the East End, in surprise moves, two Democratic legislative incumbents have decided not to run for re-election.
Legislator Bridget Fleming, a Noyac Democrat and former member of the Southampton Town Board and an assistant Manhattan district attorney, is departing for what she describes as other opportunities. She told me last week that this will include legal activities. And Al Krupski, a Cutchogue Democrat, has decided to leave
the legislature to run for Southold Town supervisor.
Krupski has provided a unique perspective to the legislature as a fourth-generation North Fork farmer. Suffolk is still among the top agricultural counties in New York State.
Running for what will be Fleming’s open seat is North Sea Democrat Ann Welker, a member of the Southampton Town Trustees. She is first woman elected as a member of that body, which has major jurisdiction over town waterways and wetlands since it was created in 1686, and an ardent environmentalist.
Welker is facing Springs Republican Manny Vilar, chairman of the East Hampton Town Republican Committee and a retired New York State Park Police officer.
The candidates for what will be Krupski’s open seat are Baiting Hollow Democrat Catherine Kent, a former Riverhead Town Board member, and Riverhead Republican Catherine Stark, an aide to Krupski and previously an aide to County Executive Robert Gaffney and also to Jay Schneiderman when he was a county legislator. Her father was the late Riverhead Town Supervisor Jim Stark.
When the SECURE Act passed in 2019, the biggest impact on estate planning was the elimination of the "lifetime stretch" for most beneficiaries of individual retirement plans (IRAs). Before the SECURE Act, a beneficiary of an IRA had the option to take distributions over their own life expectancy. This allowed families to pass down tax deferred accounts and accumulate wealth tax free across generations. Now, the only beneficiaries eligible for the stretch are spouses, disabled or chronically ill individuals, minor children of the plan owner, and those not less than ten years younger than the plan owner. For non-eligible beneficiaries, the 10-year rule applies. This rule requires that the beneficiary withdraw the entire inherited retirement account within 10 years.
The new SECURE Act 2.0, passed on January 1, 2023, brought
new rules and clarifications. The original SECURE Act was silent on whether the 10-year payout rule required distributions on an annual basis. SECURE Act 2.0 clarifies that the beneficiary must take out at least the required minimum distribution each year, with a full payout by the tenth year. Luckily, anyone who inherited an IRA before the clarification will not be penalized for failure to take out the required minimum distribution.
SECURE Act 2.0 has brought relief for stranded 529 Plans.
Unused 529 funds can now be rolled over into a Roth IRA without a penalty. Beginning in 2024, the beneficiary of a 529 Plan can roll funds (capped at $35,000.00) into a Roth IRA. It used to be that a 10% penalty was imposed, and the withdrawals taxed if not used for qualified educational expenses. To qualify, the 529 account must have been open for at least 15 years. Keep in mind that there is a limit to the annual contribution amount, which
is currently set at $6,500 for 2023. So it would take five years to move the maximum amount allowed into the Roth.
The new SECURE Act also fixed the issue of leaving a retirement account to a Supplemental Needs Trust. The Supplemental Needs
Trust was not being afforded the lifetime stretch if the remainder beneficiary was a charity. SECURE Act 2.0 allows for a charitable remainder beneficiary without the loss of the stretch for the primary disabled beneficiary.
Another boon is that the age that
a person must start taking their required minimum distribution has increased to 73 from 72. The penalty for not taking timely distributions has also decreased. For those 64 or younger, SECURE 2.0 increases the minimum age to 75 starting in 2033. This allows individuals to keep money in their retirement accounts longer, allowing it to grow without incurring taxes on withdrawals.
The SECURE Act and SECURE Act 2.0 have made major reform to longstanding retirement planning. It is advisable to speak with your estate planning attorney to discuss if these changes warrant updates to your estate plan.

Every year people around the country fill out their brackets and they talk about "Cinderella" teams who can win it all. Whether you call it the big dance, or March Madness, almost every sort of conversation you have surrounds the craziness that is the NCAA men's basketball tournament.
The thing is though, most of that madness happens in the first weekend, maybe the second. Usually, by this time into the dance we have the cream rising to the top and when we see the Final 4 teams standing we have a bunch of teams that were ranked inside the top 10 all year, plenty of #1 and #2 seeds and the Cinderella stories have all struck midnight.
2023 will be the year that we can have a true upset and Cinderella feel. This season's tournament began with an empathic upset, maybe the greatest of all time, when Purdue
became just the second #1 seed in history to lose their first game. But, the upsets didn't stop there. Not only did #15 Princeton win one game, but they won two. This also will be the first time in history that no #1 seed has made it into the Elite 8 and thus creating the madness that we all crave.
Now we get into the Final 4. We have one #4 seed, two #5 seeds and a #9 seed. The lowest seed to ever win the tournament is still a #8 seed, so FAU can become the biggest upset to win it all ever. That would put a cherry on this wild and mad tournament season. While most of the country is rooting for the Owls to do the unthinkable this weekend, each team has their great upset laden story.
The Miami Hurricanes are moving on despite the ACC being called a down year in a once great conference. They had to come back from 13 down in
BY CHUCK T. Fantasy SportsI was a huge fan of the World Baseball Classic. As a fantasy sports fan, it was nirvana for me. And to be honest, who cares what the Mad Dog or Michal Kay thought about it as a sporting event? It ended with a matchup we can’t see in an All Star game or a World Series. The showdown between Shohei Ohtani and Mike Trout was an instant classic. And as the two guys who carried their respective flags on to the field, it was a fitting finish to the classic. But let’s look a little more closely at the performers who distinguished themselves.
In this past season in Japan, two performers stood out for scouts. Roki Sasaki and Munetaka Murakame caught the imagination in 2022 with their performances. Sasaki was on the verge of back to back perfect games but his manager pulled him after a high pitch count. Murakame set a new record with 56 home runs in the regular season in Japan. Sasaki hit the radar gun several times at 102 mph in the semi-final vs. Mexico. And Murakame got Japan on the board vs. USA in the final with a massive 440-foot home run. The crazy part is that they are still just 21 and 23 years of age respectively.

marches on. Then there is San Diego State. They have a chance to put the Mountain West conference on top for the first time.
Every year we look at March and say that it will have some madness, but this year we have had more than ever, and we are guaranteed a true Cinderella will emerge after midnight.
And Murakame has already got his team to agree to be posted after the 2025 season so that he can play here in the United States in 2026.
And heck, if you want to see Japan’s cleanup hitter from the Classic this season in 2023, tune into a Red Sox games and check out Masataka Yoshida. In 7 years of Nippon Professional Baseball, he had a strikeout rate of 9.4% but a walk rate of 13.1%. There is some talk that his home runs will be limited to around 20, but Boston has announced that he will bat cleanup for them, and with Mexico leading 3-0 in the semi-final game, his home run paved the way for a comeback. I will reserve judgement on Yoshida’s power but his 80 walks alongside 40 strikeouts in 2022 paint a rich picture for me. His Average Draft Position has been 170, reflecting a perception that he won’t contribute enough stolen bases or home runs to go any earlier. I would peg him at 120 and in a 12 team league, I would grab him if he is undrafted by Round #10.
If you play in a dynasty league which allows you to stash prospects there is a strong rumor that Japanese ace Yoshinobo Yamamoto
is going to be posted by the Orix Buffaloes. The 24 year old has won the Japanese equivalent of the Cy Young Award in each of the last two seasons. Though listed as 5-foot10 inches tall, scouting reports on Yamamoto clearly say he is 5-foot9. Whenever I see 5-9 I think of Tom Gordon, and Yamamoto’s stats speak for his talent. View him as no less than a #2 starter, and for the right team he could be a clear ace. The top pitching prospect per Baseball America at #5 overall is
Philadelphia’s Andrew Painter, who is nursing an arm injury this spring. I would invest in Yamamoto before I would invest in Painter, who may still be at risk of needing the dreaded Tommy John surgery.
If you caught the semi-final game between Japan and Mexico, you saw Mexico’s Patric Sandoval throw a dominant start for Mexico. He struck out 6 in 4-1/3 innings and if not on a strict pitch count it’s possible that Mexico could have upset Japan. Sandoval’s changeup
has become a lethal pitch and is his strongest swing and miss pitch. His 96 mph fastball is actually his third best pitch and he throws his slider and changeup with more frequency. Sandoval has been on many a breakout list over the last two seasons but it all seemed to come together the other night vs. Japan. Keep an eye on Sandoval this year, he has a ridiculously low Average Draft Position of 202. He is the 79th pitcher being taken in drafts this year. If you are in Round #15 of your draft and Sandoval has not been taken, race out and grab him.
While Japan clearly sent some of their top players and nearly every one of their aces including Yu Darvish, Kodai Senga did not go. Pitching in a rotation with Max Scherzer and Justin Verlander, he can comfortably settle in as the Mets’ #3 or #4 starter. I expect him to do very well as he flashes his high 90’s fastball and devastating forkball. At age 30 and with 11 seasons in Japan he is experienced and could easily 160 innings of quality innings for the Mets. His ADP at around 200 sounds about right.
On March 29, Americans will commemorate the service and sacrifices made by nearly 3 million members of the military who served in Vietnam. The 110th Congress incorporated the House of Representatives (R.H.) 4986 in 2007, authorizing the secretary of defense to conduct a program commemorating the 50th anniversary of the Vietnam War. That bill was signed into law as the National Defense Authorization Act (NDAA) for Fiscal year 2008
President George W. Bush on January, May 28, 2008. Finally, it was signed into law by President Donald J. Trump as the National Vietnam War Veterans Day. The bill amended the U.S. flag code to include National Vietnam War Veterans Day as a day on which the flag should be flown.
March 29, 1973 was the day the Last U.S. combat troops departed Vietnam. In addition, on or around the same day Hanoi released the last of the
Acknowledged prisoners of war. Only U.S. embassy personnel and support staff remained in South Vietnam until the fall of Saigon on April 30, 1975.
Congress outlined a total of five (5) objectives for the United States of America Vietnam War Commemoration, with the primary objective being to thank and honor Vietnam veterans and their families for their service and sacrifice on behalf of the nation, with distinct recognition of former prisoners of war and families of those still missing in action.
The four remaining objectives highlight the service of our Armed Forces and support organizations during the war; pay tribute to wartime contributions at home by American citizens; highlight technology, science and medical advances made during the war; and recognize contributions by our Allies.
The Vietnam story is a story of Americans from every corner of our nation who left the warmth of family to serve the country they loved. It is a story of patriots who braved the line of fire, who cast themselves into harm’s way to save a friend, who fought hour after hour, day after day to preserve the liberties we
hold dear.
Although U.S. military advisors had been in South Vietnam since 1955, the proclamation states that Jan. 2, 1962, was the starting point of the war. This is the date when America’s first combat mission, Operation Chopper,
was launched. On that day, U.S. Army pilots airlifted more than 1,000 South Vietnamese soldiers to an area about 12 miles west of Saigon to capture a National Liberation Front stronghold.
The NLF, also known as the Viet Cong, were communist fighters who were in South Vietnam.
More than 58,000 Americans were killed and many thousands more were wounded and injured or determined to be missing.
The proclamation also states: “In one of the war’s most profound tragedies, many of these men and women came home to be shunned or neglected – to face treatment unbefitting their courage and a welcome unworthy of their example. We must never let this happen again.”
Actually some of the returning veterans as they were returning home were spit on by the civilians at the train stations and other arrival areas.
The Gospel according to Luke tells us more about the mother of Jesus than any other book in the New Testament with most of the information contained in the first two chapters. Luke displays an interest in many facets of Jesus’ life and mission, but his overriding message is that of universal salvation. He emphasizes that Christ has come to gather all people and nations into the family of God. His primary thrust is the salvation of Israel as he portrays Jesus as the Savior of God’s Old Covenant people.
He shows us that Jesus came to initiate the restoration of Israel foretold by the Old Testament prophets Isaiah and Ezekiel as he depicts Jesus as the royal Messiah who comes in the line and legacy of King David to reunite the scattered tribes of Israel.
The forgiveness that Jesus extends to Israel also reaches the Gentiles. When presented
at the temple Simeon calls Jesus a “light for the revelation to the Gentiles.” John the Baptist uses the words of Isaiah to announce that “all flesh” can now look to Christ for salvation. In His closing message to his Apostles, Jesus tells us that forgiveness must be carried to all nations. Luke carries Jesus’ message of salvation to the lowly. The message for Israel and the nations is also for the outcasts, the poor, and the disreputable among them.
Luke preserves several powerful statements about God’s concerns for the lowly and the oppressed. Women in particular are showcased throughout Luke, despite their otherwise low social standings. His portrayal of the Virgin Mary is unparalleled in the New Testament for its beauty and sensitivity. Other women play leading roles. Mary’s cousin Elizabeth during her visitation to her,
Anna, when Jesus is presented in the Temple, the widow of Nain, the sinful woman at the well, Mary Magdalene, Mary and Martha of Bethany, and the woman possessed by seven demons.
Of the Evangelists only Luke tells of Jesus’ parables of
the Good Samaritan and the Prodigal Son. Only Luke gives the detailed account of the appearance of the Archangel Gabriel to announce to Mary that she will be the mother of God. It is Luke who details the announcement to Zachariah in the temple that John the
Baptist will be conceived by his wife Elizabeth, who has been barren. The story of the Nativity comes solely from the pages of the gospels of Luke and Matthew.
The gospel according to Luke is the first part of a twovolume work that continues with the Acts of the Apostles. This was accomplished through the divinely chosen representatives that Jesus prepared during his public ministry and commissioned after his resurrection as witnesses.
In his Acts, Luke has provided a broad survey of the church’s development from the Resurrection of Jesus to Paul’s first Roman imprisonment, the point at which the book ends. In telling this story, Luke describes the emergence of Christianity from its origins in Judaism to its position as a religion of worldwide status and appeal.
I’ve been a member of several writing groups throughout eastern Long Island over a number of years. A portion of the works I used to submit during that period of time were quite intense— pieces wherein particularly, the last line of each poem packed a heavy-duty punch! As a result of writing such works I was affectionately dubbed “The Boxer Poet.” Perfectly exemplifying this manner of writing is the poetic presentation submitted in this week’s issue.

On the first point, we’re making the library far more accessible by opening two brand-new, state-ofthe-art satellite branches in Mastic Beach and Moriches. Together with our main library in Shirley, these three locations at long last bring library services far closer to all of our patrons in one of the largest library districts on Long Island.
Our new, 7,000-square-foot branch in Mastic Beach opened in January, and it’s already a big success. Patronage has far exceeded expectations. The new Moriches location is scheduled to open within the month. Our main library in Shirley, now undergoing major code-mandated renovations, is scheduled to open in late 2024.
On the second point, in an
economic environment troubled by an inflation rate that reached 6.4% in January, we’ve exercised rigid controls over our expenses by rigorously reducing our costs and boosting our efficiencies – all while maintaining the quality and accessibility of library services.
As the result of our across-theboard belt-tightening, voters in our library district will be asked on April 4 to approve a budget reflecting only one new, net increase: a 1.4 percent increase in our operating budget, which amounts to $148,499 out of a total budget of a little over $11.54 million.
Keeping a lid on spending has been challenging and painstaking, especially, as we face rising expenses in such essential areas as books, media, IT databases, supplies, utility costs, and contractual obligations for staff.
Voting takes place on Tuesday, April 4 between 9:00am and 9:00pm at the new Mastic Beach Satellite Branch at 369 Neighborhood Road.
This increase – only the second such increase in nine years, amounts to a modest 78 cents per household per month for the average household assessed at $1,995.
Yet even within these budget constraints, the library will keep operating within our means – while preserving the high standards our patrons expect and deserve.
We’ll continue to offer such popular services as live online homework help; printing, scanning,
faxing access to computers and internet; meeting and study rooms; early literacy programs for babies and toddlers; and, help with government assistance programs.
We appreciate the ongoing support of our community and remain committed to being
responsible stewards of public funds. We urge you to exercise your vote on our proposed budget on April 4.

BY VINCENT PICA, COMMODORE ONA number of years ago, as I was doing a (free) vessel exam for the owner of a very substantial yacht, I got to the part where I ask to see the life jackets. He pointed me to a locker, which I opened to find the life jackets, stowed under an anchor, chain and additional rode. This column is about that.
I promptly asked him, “sir, do you have any grandchildren?”
“Why, yes, I do. 5 of them. Why do you ask?” I replied,
“Imagine what forces you will be under when you say these words to your grandchildren, ‘quick! Put on a life jacket!’ and you point to this locker. Which one of your grandchildren will be able to move this anchor to get to the life jackets – which are still in their wrappers, btw.” He blanched.
No safety equipment is of any use if you can’t get to it. Or, no one knows where it is except you, the skipper, who is likely
to be mighty busy just when safety equipment is needed. Talk about pressure!
By USCG regulations, before USCG Auxiliary crews leave the dock on a mission – of any type or any duration – we must, as a crew, go through a checklist akin to a vessel exam. This includes, among many items, where are:
The extra life jackets (we must have ours on at all times, which is an EXCELLENT idea, skipper)
The medical kit – and ensure that none of the perishable supplies have in fact perished due to the passage of time;
The “visual distress signals”, i.e., flares – and that they have not expired and are serviceable
The boat hook – a good tool for extending for retrieving something – or someone – that may be just out of reach;
The Man Overboard “apparatus”, i.e., line and ring to throw to someone who has
indeed fallen overboard
And fire extinguishers
This list is by no means exhaustive, but it represents some of the major categories of pending disaster that may befall a skipper. While you are dealing with the boat and how it needs to be used to respond to the emergency, your crew can be dealing with the crew’s response. Whether it be a grounding, or far worse, a vessel sinking being dealt with, you as the skipper have a lot on
your mind and a lot to deal with.
Can you imagine yourself also having to stop dealing with the emergency at hand so that you can direct crew to emergency equipment that will protect them and you from the effects of that emergency?
But Everyone Has a Pressure Point…
Beyond which, they start to crack. What do you do if the crew can’t handle the pressure as well as you are handling it?
Well, how about handing them the laminated lay-out of your boat with the location of all the equipment labeled? Seriously, of all the risks that you spend time and money in preparing for and against, have you thought about panic as a risk? What then?
“Honey, hey, enough! Here, look at this – right now – and go get everybody in life jackets. Now!”
It is likely to reduce the panic because now the crew has something to focus on other than the water sloshing on the floor boards…

Our community’s families and individuals face challenging financial decisions in these times of historically high inflation. In January, the inflation rate was 6.4 percent. It has forced us to take measures to tighten our budget at the library the same way you’ve had to tighten your budgets at home. We were able to reduce costs and increase efficiencies that have enabled us to limit the increase in our operating budget next year to only 1.4 percent – well below the state’s 2 percent tax cap. This has been no easy feat, as we face rising expenses in such essential areas as books, media, IT databases, supplies, utility costs, and contractual obligations for staff.
Amid these challenges, we’re committed to maintaining the quality and accessibility of library services for the entire breadth of our community. We recognize our important role in providing vital resources and programs that support lifelong learning and community engagement. NOTICE IS HEREBY GIVEN, that a Special District Meeting of the qualified voters of the South Country Central School District, Town of Brookhaven, Suffolk County, New York will be held at the South Country Library, 22 Station Rd., Bellport, New York on Tuesday, April 4, 2023 at 9:30 a.m., prevailing time, for the purpose of voting by paper ballot upon the following items:
(1) To adopt the Annual Budget of the South Country Library for the fiscal year 2023-2024 and to authorize that the requisite portion thereof be raised by taxation on the taxable property of the South Country Central School District, pursuant to section 259 of the Education Law; and

FURTHER NOTICE IS HEREBY GIVEN, that petitions nominating candidates for the office of Trustee of the South Country Library must be filed at the South Country Library, 22 Station Rd., Bellport, New York, no later than 5:00 p.m. on Monday, February 27, 2023; such petitions shall be filed between the hours of 9:30 a.m. and 5:00 p.m. (Monday - Friday) prevailing time; each petition must be directed to the Director of the Library, must be signed by at least twenty-five (25) qualified voters of the School District, and must state the residence address of each signer and the name and residence of the candidate. If a voter has heretofore registered pursuant to § 2014 of the Education Law and has voted at any Annual or Special District Meeting within the past four (4) years, such voter is eligible to vote at this election; if a voter is registered and eligible to vote pursuant to Article 5 of the Election Law, such voter is also eligible to vote at this election. All other persons who wish to vote must register. Registration shall be conducted for the

FURTHER NOTICE IS HEREBY GIVEN, that applications for absentee ballots will be obtainable from the office of the Clerk of the School District (Administrative Offices, 189 Dunton Avenue., East Patchogue, New York) between the hours of 9:00 a.m. and 4:00 p.m., prevailing time, during all days on which the School District is in session. Completed applications must be received by the District Clerk no earlier than March 6, 2023 and by March 28, 2023, if the ballot is to be mailed to the voter. If the ballot is to be delivered personally to the voter at the office of the District Clerk the completed application must be received by the District Clerk no later than 5:00 p.m. on Monday, April 3, 2023. No absentee voter’s ballot shall be canvassed unless it shall have been received in the office of the
Clerk of the District not later than 5:00 p.m. on the day of the vote/election. A list of all persons to whom absentee ballots have been issued will be available in the School District Clerk’s office between the hours of 9:00 a.m. and 4:00 p.m. on each of the five days prior to April 4, 2023 except Sunday and on Saturday, April 1, 2023 between the hours of 9:00 a.m. to 12:00 p.m.

The request for the registration application may include the military voter’s preference for receipt of the registration application by either mail, fax or email. Military voter registration application forms must be received in the office of the District Clerk no later than 5:00 p.m. on March 9, 2023.

Critz Elementary School (One hundred sixteen thousand dollars ($116,000)); and to make expenditures from the Reserve Fund for the cost of other work required in connection therewith, including preliminary costs and costs incidental thereto in an amount not to exceed the estimated total cost of two million two hundred forty-one thousand dollars ($2,241,000), provided that the Board of Education may allocate funds amongst various components within the overall total expenditure at its discretion?
4. Shall the Board of Education of the South Country Central School District be authorized pursuant to Education Law § 3651 to establish a Capital Reserve Fund to be known as the “South Country 2023 Capital Reserve Fund” for a probable term of eight (8) years in the ultimate amount of ten million dollars ($10,000,000) plus interest earned on such funds, whose purpose shall be to fund, in whole or in part, capital improvements, facilities reconstruction, rehabilitation repair and upgrades as follows: reconstruction and renovation of current
facilities, pavements and grounds, asbestos abatement, heating/ ventilation, plumbing, masonry work, structural repairs and replacements of doors, windows, floors and roofs, site work, and other related work, including all related costs, site work, ancillary and related work with such funds to be obtained from end of year budget surplus funds and/ or budget appropriations as determined by the Board of Education and the interest accrued on such funds over the probable term of the fund.

GIVEN, that a copy of the statement of the amount of monies which will be required to fund the School District's budget for 2023-2024 exclusive of public monies, may be obtained by any resident of the District between the hours of 9:00 a.m. and 3:00 p.m., prevailing time, beginning April 26, 2023, except Saturday, Sunday or holidays at the office of the Principal of each schoolhouse within the District during its regular business hours.
AND FURTHER NOTICE IS HEREBY GIVEN, that pursuant to Chapter 258 of the Laws of 2008, Section 495 was added to the Real Property Tax Law and requires the School District to attach to its proposed budget an exemption report. Said exemption report, which will also become part of the final budget, will show how much of the total assessed value on the final assessment roll used in the budgetary process is exempt from taxation, list every type of exemption granted, identified by statutory authority, and show: (a) the cumulative impact of each type of exemption expressed either as a dollar amount of assessed value or as a percentage of the total assessed value on the roll; (b) the cumulative amount expected to be received from recipients of each type of exemption as payments in lieu of taxes or other payments for municipal services; and

nominating candidates for the office of Trustee of the Board of Education shall be filed with the Clerk of said School District at her office in the Administration Building, 189 Dunton Avenue, East Patchogue, New York, not later than 5:00 p.m. prevailing time on April 17, 2023. Nominating petition(s) are to be submitted for two (2) vacancies on the Board of Education commencing July 1, 2023 and ending June 30, 2026. PLEASE TAKE NOTICE, on March 24, 2023, pursuant to Article VII of the New York Public Service Law (the “PSL”), Sunrise Wind LLC (the “Applicant”), a 50/50 joint venture between Ørsted North America Inc. and Eversource Investment LLC, will file a copy of its proposed Phase 2 Environmental Management and Construction Plan (“EM&CP”) with the New York State Public Service Commission (the “NYSPSC”) related to the Sunrise Wind New York Cable Project (the “Project”). The Project will deliver power from the Sunrise Wind Farm (“SRWF”)— which is under a 25-year Offshore Wind Renewable Energy Certificate (“OREC”) contract with the New York State Energy Research and Development Authority (“NYSERDA”)—located in federal waters on the Outer Continental Shelf, to the existing electrical grid in New York State. Construction associated with Phase 2 of the Project includes the remainder of Project installation beyond Phase 1 work, specifically: (i) installation of remaining civil works (i.e., ductbanks) along the Project’s route outside of New York State Department of Transportation-controlled rights of way, including horizontal directional drills (HDD) from Smith Point Marina to Smith Point County Park, and from Smith Point County Park to the offshore HDD exit point (ii) cable installation, both onshore and offshore; and (iii) remainder of construction works at the Project’s new onshore converter station (the “OnCS–DC”) . All of the work associated with Phase 2 of the Project will occur in the Town of Brookhaven.
The EM&CP describes the construction procedures and environmental protection measures proposed to be used for the Project, including but not limited to: the location of the Project, proposed construction methods, construction notifications, vegetation removal, traffic management, noise minimization, water quality standards, contaminated soil and water handling, stormwater management, terrestrial and marine rare, threatened, and endangered species protections, and many other measures to be implemented during the construction, operation, maintenance, and decommissioning of the Project. SRW developed the EM&CP in conformance with the requirements of the conditions appended to the Project’s Certificate of Environmental Compatibility and Public Need (“CECPN”) and in consultation with the New York State Department of Public Service, New York State Department of Environmental Conservation, New York State Department of State, New York State Department of Transportation, and the Town of Brookhaven and Suffolk County.

Any person may be heard by the Commission on any matter or objection regarding the EM&CP by filing written comments with both the Secretary of the NYSPSC and SRW (at the addresses below) within 45 days of the date the proposed EM&CP was filed with the Commission, or within 45 days of the date of the newspaper publication of the EM&CP Filing Notice, whichever is later. Please reference Case 20-T-0617 when making any comments or requesting further information regarding the Project. Comments on any subsequent revisions to the EM&CP, in response to the aforementioned written comments, shall be submitted within 15 days of service by electronic means of said revisions.
