$28 Million in New Sewer Grants for Tri-Hamlet Area

Suffolk County Executive Steve Bellone announced $28 million in new funding to advance additional sewer expansion on the Mastic Shirley peninsula. The grants, funded by the County’s Water Infrastructure Fund, includes $20 million to help fund the design and construction of sewers within the Town’s Mastic Shirley Revitalization Area and $8 million to fund the design for the next phase of the Forge River sewer project already under construction.

"The County is proud to support the efforts of the Town of Brookhaven to work with the Mastic Beach community on a visioning process for the Neighborhood Road area," said the County Executive. "One key part of any successful revitalization process will be the need to provide sewers in the study area. The Feasibility Study now underway will determine the best approach to provide sewers for the revitalization area. The $20 million in funding we are announcing today will help to get the project designed, and to make it affordable for business owners."

Suffolk County Legislator Jim Mazzarella said: “Today we are making history in Mastic Beach.

For years even decades we have waited for basic wastewater infrastructure. Today we are turning the tide, quite literally by taking decisive steps forward to advance wastewater projects that will improve water quality, spur downtown revitalization and improve the overall quality of life for Mastic Beach residents.”

Brookhaven Deputy Town Supervisor Dan Panico said: “This dedication of significant resources is an important step to realizing the overall revitalization of downtown Mastic Beach. It is an investment that brings us closer to a long sought after positive future for the area.”

The Forge River Watershed Sewer project is the most recent of the Suffolk County Coastal Resiliency sewer projects to start construction, breaking ground in January of 2022. The Forge River Watershed Sewer project will connect 1,889 homes to a new treatment plant being built in Mastic. The project will sewer the first two phases of a four-phase sewer project that were the subject of a Feasibility Study complete in 2013. The $8 million in funding announced today will be used to design Phase 3 of the project so that

it is "shovel ready" and eligible for additional federal and state grant funding.

"While we have been successful in securing more than 400 million dollars to make the SCCRI projects possible, there are many other communities which have been waiting for sewers for years," said the County Executive. "We are committed to building on our success by working to extend

In the wake of Superstorm Sandy, Suffolk County and NYS DEC elevated the issue of excess nutrients from cesspools and septic systems and the resulting degradation of coastal wetlands that protect mainland areas from storm surge as a coastal resiliency concern. As an outgrowth of that effort, the Governor’s Office of Storm Recovery made the SCCRI sewer projects part of New York State’s Post-Sandy coastal resiliency plan, leading to the successful push to secure nearly $400 million for the SCCRI sewer projects.

St. Patrick’s Day Parade has a rich history that dates back to 1949, when two local businessmen, John M. Sullivan and George Faulkner, formed a committee of local residents and businessmen to organize a parade. On March 11, 1950, the first Grand Marshal, John Sullivan, led the parade down Route 25A from Miller Place to downtown Rocky Point. Nearly 1000 people attended the inaugural event.

Water quality in the Forge River has been the source of heightened community concern since 2005, when a significant fish kill event prompted local residents to establish an advocacy organization, Save the Forge River, to press for a coordinated effort to assess the causes of discolored water and sulfur odors in the river. The Town of Brookhaven responded by creating the Forge River Protection Task Force, which coordinated efforts involving the Suffolk County Department of Health Services Office of Ecology (SCDHS/DEQ), the Stony Brook University School of Marine and Atmospheric Sciences (SOMAS), and the New York State Department of Environmental Conservation (NYSDEC), to study the nutrient cycle in the river and sources of excess nutrients. As part of that effort, SCDHS installed monitoring wells along the west bank of the river to assess the quality of groundwater entering the River and confirmed that excess nutrients from cesspools and septic systems were being transmitted into the River. SOMAS professors characterized the River as being one of the most eutrophic or oxygen starved water bodies in the northeastern United States. The Task Force recommended focused efforts to advance a

The federal funds are being made available as part of the State’s Post-Sandy resiliency initiative through the Governor’s Office of Storm Recovery (GOSR), and the New York State Division of Homeland Security and Emergency Services (DHSES). Suffolk County will invest $42 million of federal American Rescue Plan Act (ARPA) funding in the Forge River project.

TOWN Library Proposes 1.4% Budget Increase

Residents will have a say over the direction of the Mastics Moriches Shirley Community Library as they decide on an annual budget and select a library trustee during a districtwide vote April 4.

The board of trustees have proposed a $10,613,000 spending plan which would carry a 1.4 percent library tax hike if approved by the voters. The plan represents a $148,499 increase over last’s year’s budget and includes $778,876 in capital funds which were approved in a 2019 referendum, according to Library Director Kerri Rosalia.

In effect, voters are being asked to decide only on the budget increase since spending would default to the previous year’s level if not approved, Rosalia pointed out. Last year, voters rejected the library plan and spending reverted back to the previous year’s budget. Though they have the option, the trustees decided not to resubmit a plan to the community for a revote and kept spending flat.

This year’s proposed spending increase was due in part to contractual obligations, Rosalia explained, along with increased custodial and security staffing for the new branches, and higher operating costs caused by inflation. The average homeowner pays about $680 per year for library services, according to the director.

Details of the spending plan will be available on the library’s website with an informational meeting scheduled for March 27 at the Mastic Recreation Center on Herkimer Street, also the location of the budget vote, starting at 7 pm.

Since 2017, the library has only increased its operating budget once, Trustee President Joseph Maiorana noted, a four percent hike in 2021 as a major expansion of library facilities came off the drawing board. With $22.7 million approved in the

2019 referendum and $4 million in reserve funds, the library embarked on the creation of satellite facilities in Moriches and Mastic Beach and a complete rebuild of its main branch in Shirley.

The Shirley renovation has experienced a number of setbacks since work started last year, Rosalia reported, including structural issues discovered during the early stages of the project. When contractors gutted the 45,000-square-foot building they found that the existing steel beams, elevator shafts, and exterior walls needed reinforcement. Inflation and supply chain issues in the wake of the COVID pandemic also weighed on the reconstruction causing material and labor costs to spike, the director said.

“We are staying below the state tax cap and are committed to not going back to the voters for any additional capital spending,” Maiorana said in announcing the budget plan. He said the board expects the overruns to be covered by additional monies from the library’s reserve, grants and savings from a “value engineering” review by the construction team. The library is also counting on $169,000 from Suffolk County for Innovative and Alternative Onsite Wastewater Treatment Systems (I/A OWTS) at all three sites and $800,000 from the state, with additional requests for grants pending.

“They are disturbingly late to be bringing out a budget now, especially in light of the construction issues,” said Ray Keenan, a director of the Mastic Park Civic Association and previous board of trustees candidate. “This is another example of the poor public relations exhibited by the library board. They’ve been putting the excess from the budget into the reserve to cover the capital costs, rather than reducing taxes on the public. If this is a backdoor way to pay for the construction costs, then it

should not happen.”

In addition to voting on an annual budget, residents will be asked to cast ballots for a library trustee. Current five-year board member Joseph Furnari is being challenged by Shirley resident Ken Olivo, a New York Office of Mental Health retiree who’s been active in various community organizations. Five trustees serve as an executive board overseeing library operations, projects, staffing, and expenditures.

Furnari, 37, of Shirley operates a commercial cleaning business and is on the staff of Senator Dean Murray. A William Floyd graduate, he earned an Associate Degree in Graphic Art from Briarcliff College. He’s married with three children. “My main focus is to support and promote all of the amazing services our community library has to offer,” Furnari said. “I work to make sure everyone has the opportunity to take advantage of our services,” the trustee said, noting that the increase in usage at the Mastic Beach satellite has been mostly parents with children. “These are people who have never used the library before and weren’t aware of our services.” Regarding the main library renovation, Furnari commented: “We know what direction we’re going with the structural issues; they’re being taken care and everything is going smoothly. We are all very excited that our building project is moving forward.”

Furnari has been involved with the All Faith Soccer League with his daughter and was a board member with the Mastic and Shirley Chamber of Commerce. He is a member of LeTip International’s Suffolk Shore Chapter, a networking organization that meets weekly. He is a Brookhaven Republican Party committeeman and member of the Southeastern Brookhaven GOP Club who screened for the town’s Sixth Council District with a goal of “preserving our big, yet

A past trustee of the Village of Mastic Beach, Olivo, 65, has been on the executive board of the Long Island Federation of Labor and currently serves on the boards of Colonial Youth and Family Services, Mastic Beach Chamber of Commerce, South Bay Civic, and the James V. Kavanaugh Columbian Club where he is a Director Emeritus. “There’s very little communication between the board members and the community,” Olivo said in pledging to use his involvement in local organizations as a conduit for library information.

“I will go out and fill people in about what’s going on, especially with the seniors and retirees who don’t have representation on the board. There will be more of a personal touch between the library board and the residents,” the candidate said, noting that he’s been involved with the library since it first started in a trailer in front of the high school in 1978. He is a founding board member of the library’s Friends of the Arts and started a 501c3 organization known

as the Friends of the Mastics Moriches Shirley Community Library to raise funds for the library.

First settling in the community in the early ’70s, Olivo helped organize the Christmas parade for 36 years and, working with the Arthur Clune American Legion Post, was an organizer of the Bi-Centennial Parade and the three days of festivities that followed to celebrate America’s 200th birthday. Olivo said he’s also worked on the community’s changeover from well water to the Suffolk Water Authority and has been active with the Kiwanis, Lions, Rotary, and St. Jude’s Church, as well as coaching Yuma Little League Baseball for 15 years and assisting with the Tri-Hamlet Community Day. He is married with a daughter and a son who has passed away.

As a former Mastic Beach Village building commissioner, Olivo says he has construction management experience and would be an asset as the library progresses on its renovation projects. “I’ll be very hands-on,” he promised.

TOWN Irish Eyes Smile on Main Street for Center Moriches Parade

Irish eyes were smiling on the crowds lining Main Street in Center Moriches Sunday for the annual St. Patrick’s parade sponsored by the chamber of commerce. Bagpipe bands and marchers from numerous local organizations were part of the spectacle, which was headed by Grand Marshal Joe Townsend and Irish Princess Jillian Ryan, and featured past marshals Art Gerhauser, Joe McHeffey, Brookhaven Supervisor Ed Romaine and Gerry Sapanaro, treasurer of the Chamber of Commerce of the Moriches, along with Councilman Dan Panico and Legislator Jim Mazzarella. Celebrating its 20th year, the parade enjoyed beautiful weather and the enthusiasm of a green sea of faces happy to be out after a cold winter. After retiring from the Suffolk Sheriff’s office, Townsend has been revered as a Center Moriches school security guard for almost three decades keeping watch over school events and now, a parade in his honor.

The celebratory gathering, including the graduates, their family, friends, faculty, staff, administrators and Board of Education members, recently took place in the senior cafeteria. Graduates will also have the opportunity to walk with their peers at the full June graduation ceremony.

Troop 205 Recognizes its 106th Eagle Scout

Legislator Steven J. Flotteron recently recognized James Quinn Kelly of East Islip with Troop 205 on being their 106th Eagle Scout at his Eagle Court of Honor at the Timber Point Elementary School. James’ Service Project, earning him Eagle Scout status, was repainting the welcome sign and mulching and refurbishing picnic tables around the area. He is currently a senior at East Islip High School where he excels academically, has been a scholar athlete in soccer and track and will graduate with 11 Advanced Placement classes. In addition, James is a two time Top Engineer and Class and School Robotics Championship winner.

Water reuse. It’s essential for Suffolk and Nassau Counties, dependent as they are on an underground water supply, a “sole source” aquifer below for water. A “Long Island Water Reuse Road Map & Action Plan” will be unveiled next week about making use—through reuse—of water from below.

For years, there’s been concern over the quality of the water in Suffolk and Nassau and steps have been taken to prevent and deal with contamination of water. But the issue of water quantity has been largely ignored.

Ancient Rome pioneered the building of sewers that dumped used water into nearby waterways. The centuries-old Roman system continues in Nassau. Some 85% of Nassau is sewered. And from those sewage treatment plants along Nassau’s north and south shores this so-called “wastewater” is sent via outfall pipes into nearby waterways and the Atlantic Ocean and Long Island Sound.

As a result, the underground reservoir of Nassau is “shrinking,” explains John Turner, senior conservation policy advocate at

Islip-based Seatuck Environmental Association. Previously he was legislative director of the state Legislative Commission on Water Resource Needs of New York State and Long Island, and also director of Brookhaven Town’s Division of Environmental Protection.

Seatuck, working with the Greentree Foundation and Cameron Engineering & Associates and a Water Reuse Technical Working Group of 28 members, has put together the “Long Island Water Reuse Road Map & Action Plan.”

It will be presented this coming Wednesday on what significantly is World Water Day. Several nations around the world now excel in water reuse, and so do a few states in the U.S., notably California and Florida.

Meanwhile, with wastewater just dumped by Nassau and its water table dropping, Hempstead Lake has become known as “Hempstead Puddle,” notes Turner. Valley Stream is “Valley No-Stream.” Also affected have been other streams and water bodies in Nassau, and wetlands have been seriously impacted, too.

is sewered. It does have smaller treatment plants that recharge treated wastewater into the ground, but most of its bigger sewage treatment plants follow the way of Nassau County—and ancient Rome—and discharge into nearby waterways, the Atlantic and Long Island Sound.

Suffolk’s largest sewage plant, its Bergen Point Treatment Plant in West Babylon, was built to send 30 million gallons of wastewater a day through an outfall pipe into the Atlantic.

And Suffolk County government has been pushing for new sewer systems to also send what they process through the Bergen Point plant into the Atlantic—including from a gigantic commercial development proposed for Ronkonkoma miles away, in the

Notably among this water quality program is the detrimental impacts to human and ecosystem health associated with excess nitrogen.”

“During the same time period,” it continues, “Long Island’s water quantity problem has also come into focus. High rates of pumping have impacted Long Island’s vast aquifer resources, with water table levels significantly decreased in many places.”

“Water reuse or water

recycling, as it is also known, is a complementary strategy that can meaningfully help Long Island address its water issues,” it explains. “It involves ‘reusing’ highly treated wastewater generated from sewage treatment plants for waterdependent purposes instead of discharging it into the ocean or local coastal waters.”

That highly treated wastewater can be used for, among other things, irrigation “at locations such as golf courses, sod farms and greenhouses, as well as for lawns and fields at educational and commercial campuses.” It can be used at “commercial centers, industrial parks and jobs sites” which have “considerable potential to utilize reclaimed water for a range of purposes, from cooling to cleaning to mixing non-consumptive products, e.g., concrete.” And treated “reclaimed water can be used to address hydrological or ecological needs, especially those associated with over-pumping, such as augmenting streamflow or restoring aquatic habitat.”

Using Pooled Income Trusts in Home Care Medicaid Planning

Q: A:My parents are in their late 70’s. My mother is in good health, but my father has suffered a series of strokes over the past years which have left him weak and in need of some assistance with his daily activities. As a family we feel strongly about keeping Dad at home, however we are concerned about Mom’s health as she is his primary caretaker these days. Mom and Dad own their home and each receive social security and a pension. Other than that, they do not have much in savings. I have heard that Medicaid will cover this type of care so long as the recipient is under the income and asset limit set by Medicaid. Is there a way to preserve Dad’s income for Mom and secure services for him at the same time?

Yes. The situation that you have described is a situation in which many elderly couples find themselves. The good news is that an elderly person’s high income does not automatically disqualify them from receiving Medicaid Homecare Benefits. With careful planning and the use of a Not-forProfit Pooled Income Trust many elderly persons are able to age in place, get the homecare services that they need, and preserve their monthly income for payment of household bills. For starters, in order for a person to be eligible for Medicaid Homecare services they must be over 65 and disabled. In addition, because Medicaid is a means tested program, the homecare applicant must not exceed certain income and resource

thresholds. For 2023, a Homecare Medicaid Applicant is permitted to keep $1,677, plus a $20.00 disregard (totaling $1,697) of his income and remain eligible for Medicaid services. Typically, Medicaid would be entitled to any income received by an applicant in excess of this amount as a reimbursement. For many couples like your parents who rely on their entire income to live, turning over this “excess” income would leave them impoverished and for that reason, Medicaid does not seem like a viable option.

However, under the New York State Medicaid Rules, individuals who are otherwise eligible for Medicaid have another option. New York permits an applicant to deposit their excess income (everything in excess of $1,677 in 2023) into a trust fund which is referred to as a “pooled trust.” These

pooled trusts are created by not-forprofit agencies and are a terrific way for persons to take advantage of the many services available through Homecare Medicaid while still preserving their income for use in meeting their monthly expenses. Functionally, the way that these trusts work is that the applicant sends a check to the fund monthly

for that amount which exceeds the allowable limit. Together with the check the applicant submits household bills equal to the amount sent to the trust fund. The trust deducts a small monthly fee for servicing these payments and then, on behalf of the applicant, pays those household bills. As you can see, this process allows

the applicant to continue relying on his monthly income to pay his bills, and at the same time, reduce his countable income amount to the amount which is permitted under the Medicaid rules. It seems as though Medicaid Homecare services together with a Pooled Trust may be just the right option for your family. It's that time again to break out your brackets and try to predict the future. This is always the most fun time of year for sports fans who love Cinderella type runs, but those upsets are also the reason why it's almost impossible to pick an accurate bracket. Whether your picking style is analytics driven and you rely upon statistics and research or you might be the type of selector to go with your gut and pick uniform colors or cute mascots, every fan will be engaged

and everyone also knows there will be a lot of X's crossing out bad bracket picks.

History isn't always the best harbinger of things to come and shouldn't be solely relied upon, especially in sports betting and predicting, but this can give us a pretty good look into what the future 'might' hold. With that said let's take a look at some of the best bracket trends.

The first thing we need to get

MAD (ness) Trends

out of the way right off the bat is that the public isn't always wrong. The public traditionally takes #1 seeds to cut down the net at the end, and for good reason. Over the past 25 tournaments, 26 of the 50 championship participants have been the top seed. In fact, since the mid '90s a #1 seed has won the championship in just under 20% of the time. For comparison, the #2 seeds have won at an under 10% clip.

One of the biggest trends that seems to now have been saturated with everyone jumping on the bandwagon is the #12 seeds to beat the #5 seeds. In the past decade #5 seeds are 21-19 to advance against the 12 seeds. Also, for those who are betting games and not merely just filling out brackets the five seeds have been crushed to the tune of 15-24-1 against the spread. Things haven't gotten any better recently as the trend continues where the 12 seeds are 8-4 against the spread and exactly .500 over the past three tournaments.

The trend that has been more profitable though has flown under

The mock drafts in early winter tell us what fantasy owners are thinking about how teams are building for the next season. They do give us a preview of what owners think about the next batch of young prospects. But once spring training camps open, the mock drafts reflect what owners think of the first batch of injuries experienced and those players who always make the claim that they are in the best shape of their lives. An important lesson taught from mock drafts is the concept of position scarcity, and how to properly construct a winning team. But are mock drafts a forward looking tool or simply a measuring stick of what is already known. Let’s explore deeper.

If you look back at the teams that won their leagues in 2022, you find a good share of teams that had Aaron Judge win it all. And with 62 home runs slugged, of course that was. Some teams can take a sample of three players from their roster and you can’t add their total home runs up and come up with 62. If you play head to head categories format though, the 62 home runs can be overcome. After all, in a 12 team categories league , there is no 13th point. All of those home runs don’t

carry that category any further if you are already leading that category. You see teams in category leagues overdue it in stolen bases and strikeouts as well. Was any of this predicted however by the mock drafts held in the spring of 2022. Oh sure, a few Aaron Judge owners will tell you they saw it coming, but they are full of it and you know better.

This is why articles written by fantasy baseball analysts who produce lists of breakouts for the upcoming season are well read. There is also a noticeable correlation between players expected to break out and the players with climbing average draft positions in mock drafts. And yet, think of all the players who broke out to new levels of performance in 2022 and no analysts wrote articles about them and mock drafts weren’t predicting it. Kyle Wright. Nestor Cortes. Max Fried. Taylor Ward. And the biggest breakout, Spencer Strider. Spencer Strider entered the 2022 season ranked as the #5 prospect in Atlanta’s minor league system. It was unclear if he was going to pitch for the Braves as a starter or a reliever. He was receiving no attention in mock

the radar a bit is the #13 seeds upsetting the 4's. At least one 13 seed has advanced in 15 of the past 20 tournaments. Usually they come with some huge moneyline odds. In fact, five times since the tournament expanded to 64 teams in 1985, there have been two 13 seed upsets in the same bracket. That includes two in the past few years in 2018 and 2021. Sure, we might not have a St.

Peter's type run again this season but we are sure to have some upsets. Instead of blindly backing trends, the best course of action is to back experienced coaches, pace of play, and defensive efficiency ratings. So, maybe you will still do hours of research to find the best analytics and statistics or maybe you will still root for that cute mascot, but trends can sometimes help make a bracket rather than bust those brackets.

What the Mock Drafts Tell Us

from that pick. Which leads to the question, while you can steer me to not make a mistake on Spencer Strider in 2023, how do I find the next Spencer Strider. The answer lies in the sevens.

After that appearance, Strider dominated for the rest of the season. For 2023, Spencer Strider is being taken somewhere in the mid-30s in mock

drafts and as high as the 7th pitcher overall.

In a number of Bust articles being written for the 2023 season, you see Strider’s name. And why not? His 134 innings pitched in 2022 are a career high and it’s hard and dangerous to tack on north of 40 innings on to a young pitcher’s workload. If you draft Spencer Strider in the 3rd round of your draft, 30th overall it is doubtful you are going to realize the value

You need to run a screen in your league which sorts out all pitchers in the latest week who struck out seven batters or more. Then you need to pull out the relievers that come up and focus on all of the starting pitchers who struck out seven or more batters. Run this search every single week of the season, preferably the night of the deadline in your league to make waiver pick additions. And in a dynasty league the search will result in a host of young prospect pitchers already on another team’s roster. Don’t get discouraged. Run the search every week. And do the same search for all offensive players who stole two or more bases. Because after all, 25 weeks of baseball with two steals per week is 50 stolen bases in a season. And two home runs in a given week is also 50. You don’t need to rush out and grab every name that these searches produce. But stick them in a watch list and see if the trends continue. They sure did for Spencer Strider.

George Smith Patton - IV, the son of old blood and guts Gen. George S. Patton was a major general in the United States Army; he served in both World Wars. Patton IV served in the Korean War and Vietnam War. George was born in Boston, Massachusetts on December 24, 1923. He dropped the IV legally in 1947 after his father’s passing. He was educated at Hill School and a 1946 graduate of the United States Military. Patton was initially trained as an infantry officer. His first assignment was to Regensburg West Germany, where he participated in the 1948 Berlin Airlift. The troops under his command were used to load supplies onto Air Force transport aircraft bound for Berlin. In 1952, he joined C Company, 63rd Tank Battalion, 1st Infantry Division, as a platoon leader. A year later he returned from Germany and married Joanne Holbrook.

Patton served in the Korean War from February 1953, commanding “A” Company of

Gen. George Patton in the Korean War and Vietnam War

the 140th Infantry Division. He received his first Silver Star and the Purple Heart in Korea.

Patton served a total of three tours of duty in South Vietnam, the first from April 1962 to April 1963 at Military Assistance Command, Vietnam, during which he was promoted to lieutenant colonel. He then took command of the 2nd Battalion, 81st Armor of the Armored Division at Fort Hood Texas, before his second tour in 1967, this one lasting only three months. During Patton's final and most intense tour, lasting from January 1968 to January 1969, he was awarded two Distinguished Service Crosses for his actions on the battlefield. During this final tour, he was initially assigned as Chief of Operations and Plans at Headquarters, United States Army Vietnam. However, after his promotion to colonel in April 1968, he was given command of the 11th Armored Cavalry Regiment. During his three tours in Vietnam, Patton, who frequently used helicopters as

a mobile command post, was shot down three times and was awarded the Distinguished Flying Cross.

After Vietnam, Patton was promoted to brigadier general in June 1970 before becoming the commanding general of the Armored Division, and in 1975, as a major general. This was a unit

his father had commanded just before rhe United States entered World War II, making this the first time in United States Army history that a father and a son had both commanded the same division.

Patton was assigned to the VII Corps in Germany, as the Deputy Commander. He was

stationed near Stuttgart, where Manfred Rommel, son of Field Marshal Erwin Rommel, was a government official who later became the city’s mayor. The sons of the two former adversaries entered a much publicized friendship, which continued until Patton’s death in 2004. The two men shared the same birthday, December 24. From August 5, 1975 to November 3, 1977, he commanded the 2nd Armored Division at Fort Hood, Texas.

James Dozier, a friend of George’s who served with him in the 11th Armored Cavalry regiment (known as the Blackhorse regiment) would later reflect on Patton’s career by saying, “he just had an instinct for doing the right thing at the right time in combat and many American soldiers are alive today because George Patton was their boss. George had the instinct that many leaders of his time did not have and many veterans of the conflict are thankful for George for being their boss.”

John Chrysostom was an important early Church Father who served as Archbishop of Constantinople. He is known for his preaching and public speaking, his denunciation of abuse of authority by both ecclesiastical and political leaders, his Divine Liturgy of Saint John Chrysostom and his ascetic sensibilities. His name means “golden-mouthed,” in Greek and denotes his celebrated eloquence. Chrysostom was among the most prolific authors in the early Christian Church.

John was born in Antioch in 347. Some scholars describe his mother Anthusa as a pagan, others as a Christian. He was raised by his mother because his father, a high-ranking military officer, died soon after his birth. It is sometimes said that he was bitten by a snake when he was ten years old which resulted in an infection.

As a result of his mother’s influence within the city, John began his education under the

pagan teacher Libanius from whom he acquired the skills for a career in rhetoric, as well as a love for the Greek language and literature. He eventually became an attorney.

As he matured he became more deeply committed to Christianity and went on to study theology under Diodre of Tarsus. Libanius was quoted as having said on his deathbed that John Chrysostom would have been his successor “if the Christians had not taken him from us.”

John Chrysostom lived in extreme asceticism and became a hermit in c .375. He spent the next two years continually standing, hardly ever sleeping, and committing the Bible to memory. As a result of these physically strenuous practices his stomach and kidneys were permanently damaged and poor health forced him to return from Tarsus to Antioch.

John was ordained a deacon in 381 and became a priest in 386. He used his reconciliatory

The Mastics-Moriches-Shirley Community Library works hard to serve our community’s interests. Here’s two ways we do it:

First, we’re bringing library services closer to you.

And second, our proposed budget for the coming year – which you’ll be voting on on Tuesday, April 4 –reflects a conservative approach to spending and a commitment to the responsible stewardship of taxpayer dollars.

On the first point, we’re making the library far more accessible by opening two brand-new, state-ofthe-art satellite branches in Mastic Beach and Moriches. Together with our main library in Shirley, these three locations at long last bring library services far closer to all of our patrons in one of the largest library districts on Long Island.

Our new, 7,000-square-foot branch in Mastic Beach opened in January, and it’s already a big success. Patronage has far exceeded expectations. The new Moriches location is scheduled to open within the month. Our main library in Shirley, now undergoing major code-mandated renovations, is scheduled to open in late 2024.

On the second point, in an economic environment troubled

by an inflation rate that reached 6.4% in January, we’ve exercised rigid controls over our expenses by rigorously reducing our costs and boosting our efficiencies – all while maintaining the quality and accessibility of library services.

As the result of our across-theboard belt-tightening, voters in our library district will be asked on April 4 to approve a budget reflecting only one new, net increase: a 1.4 percent increase in our operating budget, which amounts to $148,499 out of a total budget of a little over $11.54 million.

Keeping a lid on spending has been challenging and painstaking, especially, as we face rising expenses in such essential areas as books, media, IT databases, supplies, utility costs, and contractual obligations for staff.

Voting takes place on Tuesday, April 4 between 9:00am and 9:00pm at the new Mastic Beach Satellite Branch at 369 Neighborhood Road.

This increase – only the second such increase in nine years, amounts to a modest 78 cents per household per month for the average household assessed at $1,995.

Yet even within these budget constraints, the library will keep

Most of us have heard of a tragic story of some poor soul giving it all up by ending their life in the garage. Close the door, start the car and wait for a precious few moments. For many of us, that is all the thinking we ever do about carbon monoxide poisoning – which can be fatal. Of all the dangers that the mariner confronts, carbon monoxide poisoning is perhaps the most dangerous since it is odorless, colorless, and tasteless. Unarmed, you will never see it coming. Given its dangers, please read on.

What Creates Carbon Monoxide?

Burning hydrocarbons, plain and simple. Diesel, gasoline, propane – all are hydrocarbons and carbon monoxide (CO) is a natural byproduct of burning them. You cannot tune your engine not to create CO. You can create CO-safe environments around and in your boat, but you cannot defy the laws of chemistry.

Your engine doesn’t even have to be the one that is on. Your neighbor at the dock has his generator on to power the A/C and TV – and his exhaust is wafting into your cabin. Also, it could be your engine but you think that you are immune

because you haven’t enclosed your cockpit. You have only enclosed the windshield and side panel areas, leaving the aft wide open… well, called the “station wagon effect”, an area that is enclosed on 3 sides creates a vacuum behind it as it pushes ahead – and it is sucking CO into the “cup” it has created.

You are in that cup.

Even more tragic are the circumstances where (young?) boaters engage in “teak surfing.”

And the smell of it isn’t what is killing you. What you smell is unburned hydrocarbons. What you can’t smell is carbon monoxide.

What is it and how do you know you are succumbing to it?

Carbon monoxide (CO) kills you by attaching itself to your blood cells in a way that keeps your blood from picking up fresh oxygen as it passes through your lungs. You essentially suffocate slowly while surrounded by air. Little by little, the CO hitches a ride on your blood cells until there are no seats left on the life-sustaining bus (your blood) for the oxygen to sit. As it happens, you start to get headaches, muscle aches, excessive fatigue, and nausea.

Flu Symptoms But No Sniffles? Carbon Monoxide Poisoning Is a Killer

As I tell my seamanship students, “If you are starting to feel like you are coming down with the flu, but you don’t have the sniffles, get out of there! You may be dying of carbon monoxide poisoning!”

What do you do now!

Say you enter your cruiser, and you find a crew man lying unconscious on the sole of the cabin. The manual actually says that you are first to try to isolate the source of the fumes, extinguish them and proceed to get your mate to fresh air (to start the cleansing cycle of kicking the CO’s out of their seats and replacing them with O’s!)

Here is where I am coming from. This strategy could cause two people to die from carbon monoxide poisoning, not one. IF you know that the only source of CO poisoning is YOUR engine, and you can kill it in a virtual flash, do it – or get out of there

immediately and run for help! If you have to play Sherlock Holmes looking for clues, you are playing with your life. Remember, it could be your slip-mate’s engine that is polluting your air. Also, the cabin has already built up some degree of CO concentration. It may be a deadly amount and you don’t have a chemistry kit in your pocket to test it. You are gambling – with your life.

You certainly can [1] grab a lungful of fresh air from outside, hold your breath and [2] try to drag the person out of the cabin. If you can’t, [3] drop them and run for help. If you can get them out, but they are not breathing, give them artificial respiration (sometimes called CPR) and scream for help between breaths!

How to prevent it?

One, create fresh air paths that

keep the station wagon effect from overtaking you from behind. Don’t form that cup – crack a window somewhere and create a jet-stream through your boat. Just be aware that running on a “slow bell*” may still create an opportunity for CO to build up in your cockpit. Two, put marine carbon monoxide detectors in ALL enclosed spaces, especially sleeping quarters. These devices can be battery-operated and are readily available at places like Home Depot, Wal-Mart, and the internet, amongst others. There are models that can be tied directly into your battery system like a bilge pump –never fails unless the battery itself is dead.

I’ve heard these devices. They can wake the dead. Almost. Be aware. Be safe. Always prepared –semper paratus!

* slow bell is putting just enough way on to maintain bare steerage. Back drafting can occur under such conditions – and you’ll never smell it.

Each of these Leaseholders initially obtained their lease during Phase I (2010-2020) of the County’s Shellfish Aquaculture Lease Program under Cycle #3; and have been conducting shellfish aquaculture activities on their respective lease site for the past ten (10) years. Pursuant to Chapter §475-16 Article II of the Suffolk County Code, a lease may be issued for a term of the 10 years, with an option to renew for an additional ten (10) years. All lease sites proposed for renewal are located within the adopted Revised Shellfish Cultivation Zone.

Pertinent data and information from each of the Lease Renewal Applications, which includes the Lease Sites Map ID #, the name of the leaseholder, respective Application Reference #, operation type, name of bay and Town where the lease site is located; and the center point coordinates are provided in the table contained within this Public Notice. Public Comment:

Comments regarding Lease Sites proposed for lease renewals must be prepared in writing and mailed to the contact person listed below. All comments must be post marked by March 20, 2023. Comments and/or objections should include the applicable SCALP reference # or Lease Sites Map ID # and supporting documentation to the maximum extent possible. Those parties raising an objection to a lease renewal based on natural productivity of an area and/or a viable commercial fishery, must send a copy a valid commercial harvester’s license, landings reports or documentation of harvest from the subject harvest area and/or sales receipts, as applicable.

OPERATING BUDGET RISE HELD TO 1.4%

Dear Library Patrons:

Our community’s families and individuals face challenging financial decisions in these times of historically high inflation. In January, the inflation rate was 6.4 percent. It has forced us to take measures to tighten our budget at the library the same way you’ve had to tighten your budgets at home. We were able to reduce costs and increase efficiencies that have enabled us to limit the increase in our operating budget next year to only 1.4 percent – well below the state’s 2 percent tax cap. This has been no easy feat, as we face rising expenses in such essential areas as books, media, IT databases, supplies, utility costs, and contractual obligations for staff.

Amid these challenges, we’re committed to maintaining the quality and accessibility of library services for the entire breadth of our community. We recognize our important role in providing vital resources and programs that support lifelong learning and community engagement. We’ll continue to seek ways to operate within our means while preserving the high standards our patrons expect and deserve.

We appreciate the ongoing support of our community and remain committed to being responsible stewards of public funds. Together, we can navigate these challenging times and emerge stronger on the other side.

Please note that in addition to the operating budget, state law requires our budget to include the principal and interest of bond payments already approved by voters in December 2019 for the two new satellite branch libraries in Mastic Beach and Moriches, and for the main building in Shirley.

The Mastic Beach satellite branch opened its doors on January 14. The beautiful, new 7,000-square-foot building has been a welcome addition to downtown Mastic Beach.

Voting will take place on Tuesday, April 4, 2023, from 9:00 a.m. to 9:00 p.m. at the Mastic Beach Branch of the Community Library. In order to vote, you must be: (1) 18 years of age or older, (2) a citizen of the U.S., (3) a resident of the district for at least 30 days, and (4) registered to vote.

The estimated tax rate associated with the proposed operating budget is $34.06 per $100 of assessed valuation, which equates to an estimated annual levy of $680 for an average household (based on an assessed valuation of $1,995).
