For two days in June, Wisconsin residents and visitors alike can enjoy some of the country’s best outdoor recreation for free. On June 7-8, people can fish for free anywhere in Wisconsin, hike or bike state trails for free, ride public ATV trails for free, and, new this year, enjoy free admission to state parks and forests on both days as well.
Free state parks admission
For the first time, vehicle admission fees to Wisconsin State Park System properties are waived for both June 7 and 8. Previously, the state park system’s longstanding free open house was only the first Sunday in June; this year, vehicle admission fees have been waived for both the first Saturday and Sunday in June.
Free fishing
Free fishing on June 7 and 8 applies to all Wisconsin waters. No fishing license is needed to fish any waters -- this includes inland trout and Great Lakes trout and salmon fishing, which normally would require a trout stamp in addition to a license. Fishing rules such as limits on the length and species of fish that can be kept do apply, however.

A law advanced by the Wisconsin ATV Association and passed in 2012 created the free weekend. On June 7 and 8, the registration and trail pass fees are waived. All other ATV and UTV regulations apply during the weekend.
Free state trails
On June 7 and 8, all state trail pass fees on all DNR-owned state trails are waived. Cooperatively-run state trails also may waive fees. Normally, a state trail pass is required for all people age 16 or older biking, in-line skating, horseback riding, cross-country skiing or offhighway motorcycling on certain trails. A state trail pass is not required for walking or hiking.

Northern Health Centers Earns National Recognition for Patient-Centered Care
The National Committee for Quality Assurance (NCQA) today announced that Northern Health Centers of Lakewood has received recognition from the NCQA Patient-Centered Medical Home 2011 (PCMH 2011) program for using evidence-based, patient-centered processes that focus on highly coordinated care and long-term relationships. The patient-centered medical home is a model of care emphasizing care coordination and communication to transform primary care into what patients want it to be. Research shows that medical homes can lead to higher quality and lower costs, and can improve patients’ and providers’ reported experiences of care. The NCQA PCMH Recognition program identifies practices that promote partnerships between individual patients and their personal clinicians, rather than treating patient care as the sum of episodic office visits. Each patient’s care is delivered by clinician-led care teams that provide all health care needs and coordinate treatments across the health care system. Medical home clinicians demonstrate the benchmarks of patient-centered care, including open scheduling, expanded hours and appropriate use of proven health information systems. “The patient-centered medical home raises the bar in defining highquality care by emphasizing access, health information technology and partnerships between clinicians and patients,” said NCQA Presidents Margaret E. O’Kane. “PCMH Recognition shows that Northern Health Centers has tools, systems and resources to provide their patients with the right care at the right time.” To receive recognition, which is valid for three years, Northern Health Centers demonstrated the ability to meet the program’s key elements, embodying characteristics of the medical home. Standards align with the join principles of the patient-centered medical home established with the American College of Physicians, the American Academy of Family Physicians, the American Academy of Pediatrics and the American Osteopathic Association.

Scam of the Month: Unique Powerball Scam Making the Rounds

A unique phone scam is targeting Wisconsin consumers with callers telling them that they are eligible for unclaimed Powerball prizes and asking them to pick some numbers. Later, the callers contact the consumers again claiming they won a third or fourth prize for millions of dollars and an automobile. A phony promise of prize winnings is a common scam. What sets these calls apart from traditional scams however is that these scammers are not asking for money to cover taxes or fees on the fictional prizes or for personally-identifying information like Social Security numbers. Rather, they seem to be casing the consumers for future scams, asking them general financial questions about their investments and the values of their homes. The Wisconsin Department of Revenue (DOR) runs the state’s lottery. DOR is aware of these calls and notes that the only time you would receive a call from the lottery is if you have entered and won a lottery mail-in drawing. Wisconsin residents have contacted the Consumer Information Hotline at the Wisconsin Department of Agriculture, Trade, and Consumer Protection (DATCP) looking for help in verifying the legitimacy of these calls. Because these Powerball calls have not included the usual scam red flags such as requests for money, sensitive personal data or bank or credit account numbers, it has been a challenge for the hotline staff to persuade consumers that the calls are fraudulent. Even if the caller does not ask for personally-identifying information in these initial contacts, they are still gathering data that allows them to build a profile on the consumer that they can use for future scams. If a consumer freely and eagerly answers the scammer’s questions, that scammer now has two important pieces of information: the overall wealth of the consumer and a sense that the consumer will be an easy and receptive target for future scams. These profiles are valuable for scammers and may be sold and shared among these criminals.
