Senator Jane English represents Senate District 13, which includes parts of North Little Rock and northern Pulaski County. She served two terms in the state House of Representatives, from 2009-2012, and was sworn into the state Senate in January of 2013. Senator English is chair of the Senate Education Committee, co-chair of the Occupational Licensing Review Subcommittee and vice co-chair of the Lottery Oversight Subcommittee. She serves on the Senate Transportation, Technology and Legislative Affairs Committee, the Joint Energy Committee, the Senate Interim Committee on Children and Youth, the Joint Budget Committee, the Arkansas Legislative Council, the Legislative Joint Auditing Committee, the Administrative Rules Subcommittee, the Higher Education Subcommittee and the Medical Marijuana Oversight Subcommittee.
In addition to her work to improve education, Senator English is known for sponsoring legislation to promote economic development. She was responsible for a major restructuring of the state’s job training and adult education system, and continually strives to better workforce development throughout Arkansas.
A native of Lincoln, Nebraska, Senator English graduated from Arkansas Tech University with a bachelor’s degree in Economics/ Finance. Throughout her career, she has held several economic and workforce development positions in both the public and private sectors. She has been married for more than 63 years to retired Army Colonel Don English and they have one son and one daughter.

Representative Karilyn Brown is serving her fifth term in the Arkansas House of Representatives. She represents District 67 which includes portions of Pulaski County.

Carlton Wing
Representative Carlton Wing is serving his fourth term in the Arkansas House. He represents District 70 which includes a portion of Pulaski County.
For the 94th General Assembly, Representative Wing is the House Chair for the House Management Committee. He also serves on the House Education Committee and the House Agriculture, Forestry, and Economic Development Committee.
Representative Wing is a former sportscaster who now owns and operates his own firm, the Wing Media Group. With his company, he is able to incorporate his love for Arkansas outdoors by producing outdoorrelated television programming.
He graduated from Brigham Young University with a bachelor’s degree in Broadcast Communications. He then earned his master’s degree in Business Administration from Harding University.
Representative Wing serves on the board for the Amboy Community Food Pantry in North Little Rock. He is a member of the North Little Rock Ministerial Alliance, the Park Hill Business Association, the Levy Chamber of Commerce, and the North Little Rock Chamber of Commerce. He is married to the amazing Leigh, his college sweetheart, and is the father of two grown daughters and two sons who are still in school. He resides with his family in North Little Rock.

David Ray
Representative David Ray is serving his second term in the Arkansas House. He represents District 69 which includes portions of Pulaski and Faulkner Counties.
For the 94th General Assembly, Representative Ray is the House Vice Chair for the Joint Performance Review Committee. He also serves on the House Revenue and Taxation Committee and the House City, County, and Local Affairs Committee.
Representative Ray is a consultant and communications strategist. He previously served as Chief of Staff to Lieutenant Governor Tim Griffin from 2017-2020 as well as U.S. Senator Tom Cotton’s Communications Director on his 2014 campaign. Representative Ray is also the former State Director of Americans for Prosperity – Arkansas.
He graduated from the University of the Ozarks with a B.S. in Communication and Political Science. Representative Ray lives in Maumelle with his wife Jessica, and their two children, Charlotte and William.

Act4Sherwood Succeeds in Changing Old Law
2024 saw a huge citizen-led effort succeed in leveling the economic playfield for over half of the map of Sherwood. The Act4Sherwood effort garnered over 4,000 signatures on petitions to put a ballot issue on November 2024’s General Election ballot and overturn the unintended consequences of an almost 70-year-old wet-dry election.
A Little Local History
Sherwood has grown steadily northward since its incorporation in 1948. In time, this growth extended the city limits across Maryland Avenue and into the boundaries of the defunct Gray Township. Eventually, Sherwood’s annexation of Gravel Ridge and the development new residential neighborhoods would put nearly half of the city’s population and almost all of Sherwood’s residential and commercial growth area inside the old township boundaries. The trouble was while the township had ceased to exist, and its old restrictions on alcohol sales lived on in a zombie existence in the state alcohol laws. This prohibited not only liquor stores and honky-tonks outside of the gates of the Little Rock Air Force base in the 1950s, it also prohibited beer and wine sales in grocery stores in the 2020s.
Constraining Today’s Sherwood
In many markets grocery stores will compete against each other if all stores are dry or if all stores are wet. Either way, they are on a level playing field. This matters because all grocery stores have low margins generally and they need equity for fair competition. In Sherwood with every existing grocery store located south of Maryland Avenue in the “wet zone,” new grocery stores were reluctant to enter the dry growth areas because they couldn’t compete fairly. New neighborhoods in the northern “dry zones” of town were becoming further from groceries and even further from grocery store choices. Something had to change.
Unfortunately, state law required that only area voters could change the old township laws – That is voters from the entire township. The Gray Township not only included the northern reaches of Sherwood, but also almost all the City of Jacksonville and a substantial portion of north Pulaski County. To address this economic buzzkill, Mayor Mary Jo of Sherwood dispatched Sherwood’s former Economic Developer, Josh Alexander, to the 2023 Session of the Arkansas General Assembly to advocate changing state law. Sherwood needed a chance to address this issue only within the city limits of their city.
Armed with draft legislation, local legislative support, and a team of advocates, and through negotiation with existing liquor interests, a one-time comprise was passed into state law. This law allowed that if 38 percent (38%) of the registered voters in north Sherwood signed a petition to put the issue on the ballot, there would be a one-time vote in the next general election for only those citizens who reside inside the city limits of Sherwood within the boundaries of the Gray Township. The local liquor interests agreed that if the city government stayed out of the promotion of this issue they would also stay out of the way as well. The game was afoot.
The Petition Drive
A citizen committee was formed under the banner of Act4Sherwood. A strategic partnership was established with the Sherwood Chamber of Commerce and an informal steering committee was formed. The Pulaski County Clerk’s Office determined that to succeed the petition drive must procure 3,870 names on the petition by a deadline of early August 2024. The first efforts at canvassing for signatures began in February 2024 and several dozen volunteers started walking their neighborhoods when they could. Several “signing events” at various locations were scheduled through the month of April 2024 raising awareness of the campaign but gathering few good signatures. A number of businesses collected signatures fairly successfully. Despite these efforts, by the end of April it was obvious that results were coming in much slower than to succeed. The group had find a much more intense strategy.
In May, several new strategies were developed. It was decided to create groups of teams to walk door to door. Monica Treat, Tom Brooks, Mary Cobb, and Caroline McCook assisted Tab Townsell, the nominal group chair, in putting together teams of five to six regular canvassers. Together they began the process of slowly walking to the door of every registered voter in the target district. Meredith Townsend created a web page to provide answers to questions about the effort. By the math, these walk teams had to secure 250 good signatures a week for the next twelve weeks to make our goal. Ten signatures a night per walker was considered a good night when so many people no longer answer their doors. Frequently, the registered voter no longer lived at an address or an address with five registered voters might only have two current residents. All of these voter list problems counted against the effort. The group had to get 25 good nights
out of their walkers per week. Canvassers frequently walked four to six nights a week for three months. Even Mayor Mary Jo assisted by updating the voter lists every night as streets had to be hit time and time again to catch people at home. Striking those who had already signed saved our walkers time.
Success, on to the Election
However, after three hot, tiring months of sweaty clothes and hurting feet, on August 14 the petitions were certified, and a wet/dry election was declared for just that portion of the old Gray Township inside Sherwood city limits. Dillion Eberle and Veronica Vega of the Chamber and others raised over $30,000 dollars from Sherwood citizens and vested business interests to run a full election campaign to ensure this one-time chance didn’t fail. True to their promise, the local liquor interests did not get involved, but other complications arose. First, the identifying phrase “Act 4 Sherwood” could not be used in the ballot title. Also, 1940s state law required the use of the red flag language “for the manufacture or sale of intoxicating liquors” on the ballot title as if straight out of the prohibition era. The paid election campaign rolled out two targeted mailers reminding people to vote and making the connection between Act 4 Sherwood and a positive vote. A huge social media campaign put pop-up ads in many social media pages, and a dedicated team of volunteers manned early voting and election day sites. The results were extraordinary. Despite the ridiculous petition percentage of registered voters, even in spite of the 1940s language, even in the face of Ring cameras and the natural reluctance of many to answer their doors, the Act 4 Sherwood effort passed with over 75% of the vote.
Thanks to the Chamber, the many volunteers who dedicated their spring and summer to the petition effort, the many campaign donors, and the election workers to the fall election campaign, indeed a new day had dawned in Sherwood.

The Office of Economic Development plays a vital role in shaping Sherwood’s future by planning and implementing strategic initiatives that promote growth. Acting as a key link between the public and private sectors, the office works to attract and retain businesses that contribute to a thriving local economy through sales, product creation, and job opportunities.
A Year of Transformative Growth
In 2024, Sherwood experienced remarkable progress, positioning itself as a prime destination for businesses, residents, and investors. With a population surpassing 33,000, a median age of 37, and a median household income of $63,000, Sherwood’s diverse and educated workforce is well-equipped to support businesses across various industries. This report highlights our demographic strengths, key milestones of the year, and our strategic vision for 2025.

Aldi Announcement: Expanding Retail Choices
Last fall, Sherwood proudly announced that Aldi will break ground on a new store in 2025. Aldi’s decision to invest in Sherwood underscores the city’s growing appeal as a retail destination. This development will offer residents additional shopping options and boost local sales tax revenue, further fueling economic growth.
Harps Food Collaboration: Investing in Infrastructure
Sherwood also agreed with Harps Food, securing plans for essential road improvements to support their new location. These infrastructure investments reflect Sherwood’s commitment to fostering strong business partnerships and creating a welcoming environment for growth and development.
Expand Dining Options
One key target for 2025 is to attract at least one fast-casual restaurant and one sit-down restaurant in the northern part of the city, enhancing dining choices for residents and visitors alike.
Residential Density: Building for Growth
Sherwood recognizes the importance of multi-family housing in sustaining economic growth. Increasing residential density supports population growth and attracts retailers and restaurants seeking a robust customer base.
Becoming a Hub for Technology Firms
As artificial intelligence and digital innovation drive the next industrial revolution, Sherwood is well-positioned to become a hub for technology firms. With their smaller operational footprints, tech companies

City Hall Park has become the beating heart of Sherwood’s community life, serving as a beloved gathering place where residents come together to celebrate, connect, and create lasting memories. With a year filled with vibrant events like Sherwood’s FREE Concert Series and the first-ever Winter Fest, the park has proven to be more than just a scenic location—it’s a central hub for culture, entertainment, and unity.
The FREE Concert Series, held on select Thursdays throughout the spring and summer, brought neighbors together under the stars for evenings filled with music and laughter. Each concert offered something for everyone, featuring diverse performances—from the soulful sounds of Mitchell Meckfessel and the energetic beats of Cliff & Susan’s ‘80s Night to the country rhythms of Midnight South and the nostalgic grooves of Tragikly White. Families spread out on blankets, friends caught up over delicious bites from local food trucks, and the melodies echoed throughout the park, creating a sense of togetherness that highlighted Sherwood’s community spirit.
Winter Fest transformed City Hall Park into a winter wonderland as autumn gave way to winter, marking a new tradition filled with holiday cheer. The “Hometown Christmas” Parade set the festive tone, followed by a day of activities including a bustling Christmas Market, carousel rides, a Christmas cookie and gingerbread house competition, and photos with Santa. Live performances kept spirits high, culminating in the magical lighting of the City Hall Christmas Tree and a headliner concert by Midnight South. The event brought joy to attendees and showcased the park’s versatility as a venue capable of hosting large-scale, familyfriendly events.

The Greens at North Hills is a beautiful golf course owned and operated by the City of Sherwood and maintained by the Head Golf Professional, Dawn Darter, a PGA Member for more than 35 years. Located 13 miles from the Little Rock National Airport, this golf course is convenient for both residents and visitors. The renovated Robert Trent Jones Project from the early 80s boasts a beautiful landscape of mature trees and target greens. The greens feature Champions Bermuda making the putting surface playable year-round with golf tournaments booked throughout the year. Residents may pay an annual fee for unlimited golf with a cart or pay as they go.

Sherwood Tennis Center is a public tennis facility with six outdoor tennis courts. Our mission is to provide the citizens of Sherwood and beyond with an enjoyable and healthy experience. We aim to provide you with the equipment and information you need to start your tennis journey.
We offer court rental and leagues for adults and juniors. We also offer private and group lessons for players of all ages and skill levels. We have a fully stocked pro shop and 24 hour stringing service.
Court reservation prices start at $6/hour. Prices vary depending on day, time, and the length of your reservation.

The museum, which opened on the city’s 74th birthday, is located in the former Sherwood Public Library building. This building functioned as a library from 1973 to 2019 and, prior to that, was the location of Sherwood City Hall from 1967 to 1972.
The Sherwood History and Heritage Museum showcases the rich history of our great city. Carefully curated by the volunteers of the History and Heritage committee, the museum contains decades worth of memorabilia for the public to view. The museum is always looking to expand its collection with new items of historical significance to Sherwood as well.

SCHOOLS
Sylvan Hills High School is one of the four high schools in the Pulaski County Special School District. Sylvan Hills has been a part of the district and the community of Sherwood since 1967. Located in one of the district’s fastest-growing areas, a separate campus was opened at the beginning of the 2016-2017 school year to house the freshmen. In 2023, this campus was converted to house both 8th and 9th graders since Sherwood had already outgrown the middle school campus. Sylvan Hills consists of 88 teachers and 3 counselors. Of this staff, 77% have their master’s degree. Sylvan Hills offers a traditional curriculum providing all students with a solid background in educational basics as well as a wide variety of advanced placement, concurrent, and vocational courses.
These AP courses are offered: Art Studio Design, Biology, Calculus AB and BC, Chemistry, English Language and Composition, English Literature and Composition, Music Theory, Physics, Spanish Language, Spanish Literature, Statistics, Psychology, Government & Politics, United States History, and World History.
Concurrent classes are offered through UALR and are the following: World Civilizations I, US History, Composition I/II, American National Government, World Literature, Anatomy & Physiology, Evol. & Envir Biology and College Algebra and Trig.

The LISA Academy North campus was founded in 2007. It consists of 3 schools: LISA Academy North Elementary, LISA Academy North Middle School, and LISA Academy North High School. LISA Academy North Elementary, located at 5410 Landers Road, serves 675 K-5th grade students. In 2019, the Elementary school was recognized by the Arkansas Department of Education for being in the top 10% for student growth.
LISA Academy North Middle School and LISA Academy North High School, both of which are located at 1 LISA Academy Way, serves 520 6th-12th grade students. Both of these schools are ranked as "B" schools by the Arkansas Department of Education, and both were recognized for being in the top 10% for student growth for the 2018-2019 academic year. SHERWOOD HAS CLOSE TIES WITH Little Rock Air Force Base
The men and women who serve at Little Rock Air Force Base (LRAFB) have come to appreciate all that Sherwood has to offer. Located just 11 miles south of the base, Sherwood’s charm and appeal extend to the service members stationed at LRAFB, thanks to its welcoming hometown atmosphere, established neighborhoods, and 15 public parks featuring miles of walking and hiking trails.
One of the key reasons behind this strong connection is the LRAFB Community Council, which serves as a bridge between the base and local governments. LRAFB itself plays a significant role in the region’s military and economic landscape. The base covers approximately 6,217 acres and serves as the Department of Defense’s primary C-130 Hercules training base. It provides essential training for pilots, navigators, flight engineers, and loadmasters across all branches of the U.S. military. As the home to the C-130 Center of Excellence, LRAFB supports both C-130H and C-130J aircraft operations.
The base hosts five major command relationships and includes three wings: the 19th Airlift Wing (AMC), the 314th Airlift Wing (AETC), and the 189th Airlift Wing (Air National Guard), in addition to the 913th Airlift Group (Air Force Reserve Command) and the 29th Weapons Squadron (Air Combat Command). The 19th Airlift Wing, the host unit at LRAFB, operates the largest C-130 transport fleet in the world. These aircraft provide vital humanitarian relief during disasters and conduct airborne supply and troop deployment missions in challenging operational environments.
The economic impact of LRAFB on the state of Arkansas is profound. The base employs nearly 8,000 active-duty, Air National Guard, Reserve, and civilian personnel and indirectly supports an additional 8,000 jobs. ANIMAL SERVICES
The Sherwood Humane Animal Services Department boasts of having one of the nation's most successful adoption programs and one of the lowest rates for animal euthanasia in the country. They care for abandoned or stray animals, provide educational materials to help increase responsible pet guardianship, investigate complaints, and enforce the Animal Care and Control Ordinances for the City.
SHERWOOD FIRE DEPARTMENT
The Sherwood Fire Department, established in 1950, employs 62 firefighters across four fire stations that are strategically placed throughout the city. The citizens of Sherwood enjoy a Class 2 ISO Fire Rating. Firefighters within the department are also actively engaged in fire prevention education efforts throughout the
The Gravel Ridge Fire Department (Pulaski County Fire & Rescue District 9) protects North Sherwood and northern parts of Pulaski County. The department employs 30 firefighters and has a Class 2 ISO Fire Rating. The department is also highly involved in the community through educational outreach and by supporting various efforts from non-profit and other civic organizations.

POLICE DEPARTMENT
The Sherwood Police Department is tasked with keeping the citizens of our community safe. With their hard work and dedication, Sherwood enjoys the privilege of being one of the safest communities in the state of Arkansas. The department continues to grow and enhance its abilities as Sherwood continues to grow - providing the citizens of Sherwood with peace of mind and a force that they know they can count on in any situation.
The Sherwood Police Department employs 73 police officers - one officer for every 449 citizens. The department also employs 14 dispatchers, 1 clerical position, 3 code enforcement positions, and 7 Animal Control positions. In addition to patrol officers, the Sherwood Police Department includes a K-9 Unit and a Criminal Investigations Division.
In 2023, the department made 9,633 traffic stops, resulting in 4,670 citations being issued. There were also 872 arrests made for various felony and misdemeanor offenses. The department assisted 757 citizens who were involved in accidents in 2023 and received over 75,000 phone calls (emergency and non-emergency). These calls resulted in 45,579 calls for service that our officers answered and, as a result, generated 5,138 written incident reports. 1,335 of those reports resulted in criminal investigations.
Community engagement is a top priority for the Sherwood Police Department as well. The department provides School Resource Officers (SROs) to all Sherwood schools free of charge. These officers ensure the safety of all students, faculty, staff, administrators, and visitors in each school while supporting PBIS and other district safety initiatives. The Sherwood Police Department also hosts the Citizens Police Academy twice per year. This academy allows citizens to learn more about how the Sherwood Police Department functions and serves the community.
Lastly, the department connects with the community through Sherwood's Community Oriented Policing Officers (C.O.P.P.S.). These officers are responsible for public relations, neighborhood watch programs, and neighborhood disputes. They plan, coordinate, and assist in several annual events within the city including National Night Out, Prescription Drug Take Back events, Keep Sherwood Beautiful clean-up events, and other events hosted by the city. The Sherwood Police Department is an active part of the Sherwood community, giving back to the community that they serve and love.
METROPOLITAN EMERGENCY MEDICAL SERVICES (MEMS)
The story of MEMS dates back to the early 1980s. Before this time, emergency medical services were not as widespread as they are today. Where they were available, the patient was not always considered the top priority. In this time in the Little Rock metropolitan area, two privately owned ambulance services were the primary EMS providers. These companies were so highly competitive and focused on profits that soon both patients and employees began to suffer greatly. At one point, two medics and a dispatcher were fired for calling a helicopter for a critical patient. The owner considered the call as taking revenue from the ground ambulance service. Finally, on Memorial Day weekend of 1984, the EMTs and Paramedics had enough. They went to the city with their concerns and said they would work for free before they continued to work in these horrible conditions. Out of these conversations, MEMS was born.
MEMS was conceived as a public utility focused on the mission, not profit. The mission focus is to provide the most up-to-date, best-practice, outcome-driven medical care to the citizens that they serve around Central Arkansas. Their in-house EMT and Paramedic school offers students the opportunity to get paid to train and earn college credit.
MEMS has been the primary emergency medical services provider for Sherwood for many years. With two offices in Sherwood, MEMS can quickly respond to calls and help citizens and visitors alike. The Sherwood MEMS team can be seen frequently around the community as well. EMTs provide ambulance service at events sponsored by the city and other organizations. They also participate in community events, such as the Community Fish Fry, and teach students in area schools the importance of safety, medical care, and about the EMT profession.
