Toronto’s general public is, for the first time, being invited to a “constructive conversation” about rooming houses and how they could be run in all parts of the city.

That conversation, held this month in 14 places where numbers of complaints over rooming houses have been highest, might be anything but constructive.

Most ratepayer groups and councillors in North York and Scarborough – where rooming houses are banned – believe this form of housing hurts their communities and should be shut down.

Water seepage may have led to fall of bricks MIKE ADLER madler@insidetoronto.com A wall of bricks four-storeys high and 20-feet wide fell off a Scarborough Village highrise Saturday, forcing a temporary evacuation of the building.

Luckily, no one was injured when the material tumbled off one side of 3171 Eglinton Ave. E. at around 1 p.m.

Toronto Community Housing Corporation said it has hired an external engineer to assess the cause of the accident this week, but a spokesperson, Sara Goldvine, said it appeared water had seeped behind

the bricks during the winter.

All the damage was non-structural, she said Monday.

“It means that residents are safe in their homes.”

‘Unpredictable’ The scale of Saturday’s event was “particularly unpredictable” added Goldvine, who said the housing authority inspects buildings regularly to spot this type of problem but unforseen events can still happen.

“This is a 50-year-old building,” she said.

By Monday, crews had

inspected both ends of the structure and workers removed loose bricks below the ones which fell.

The south entrance of the building remained blocked.

Goldvine said repairs will come from $175 million the City of Toronto slated for capital repairs to its public housing stock in 2015, a three-fold budget increase from three years ago.

Crawford, who’s also the city’s budget chief, said Mayor John Tory wants all three levels of government to address the problem as partners, but acknowledged even the higher amount the city will pay this year is “not near what needs to be done.”

Scarborough will host several events this week as part of Opre Roma/Rise Up Roma, a festival celebrating the cultural heritage of the Roma people.

The festival runs April 7 to April 12, with various musical, literary and artistic events taking place across the city.

Organized by the Roma Community Centre, the festival is first of its kind in Toronto and aims to expand public understanding of the Roma people and their history in Canada. Roma people have settled in Toronto as early as 100 years ago from Europe and the United Kingdom.

Toronto’s Roma people speak different languages, follow different religions, cook different foods and while some follow tradition, others do not. “The Roma Community Centre is thrilled to host our first festival for International Roma Day,” said festival co-ordinator Nazik Deniz.

“The Roma have contributed a great deal to the city’s celebrated multiculturalism but many people aren’t aware of our wonderful culture. Opre Roma is a chance to share our music, our art, and our history with everyone.”

Events include Stories in Celebration of Roma this Friday from 4 to 5 p.m. at the Agincourt Public Library, 155 Bonis Ave. On Sat urday, Family Storytime - Romani Stories and Legends is scheduled for 10:30 to 11 a.m. at the Parkdale Public Library, 1303 Queen St. W.) On the final day of the Opre Roma festival – Sunday, – events will take place at the Lula Lounge (1586 Dundas St. W.) starting at 3 p.m.

A visit to the psychic leaves many questions unanswered I was out walking around on the weekend and strolled by a building with a sign out front advertising a psychic on the second floor. It caught my eye, so I thought I’d drop in for a chat.

Psychic: “Hi there, I’m Cassiopeia. But just call me Cassie. What’s your name?”

Me: “Oops, sorry. I guess I’m in the wrong room. I was looking for the psychic. Must be down the hall. Have a nice day, Cassie.”

Psychic: “Don’t leave.

Far too much farmland is stripped away every year to allow developers to plant houses and giant shopping malls (particularly in York and Durham regions).

In a time when our population is rising and farmland is shrinking, both at a frightening rate, shouldn’t Ontario Infrastructure Minister Brad Duguid and Friends of the Rouge Watershed leader Jim Robb applaud the opportunity to keep farmers farming?

These accusations range from fear mongering about the province allowing forest fires, mining and the dumping of hazardous materials in the park. All of these are categorically false and inherently misleading.

After consulting with environmental and agricultural stakeholders, we put forward a number of productive amendments to the federal government in an attempt to

It’s about time federal government officials started respecting our farmers and their futures, as well as our future generations.

This C-40 bill is an excellent way to preserve farmland in the park in perpetuity. The tenant farmers, and the few farmers who are fortunate (or not) to own their land, already have enough of a struggle to make ends meet and scratch out a living doing something that is so weatherand market-dependant.

To the editor: As a Scarborough resident and as someone who has fought to protect the Rouge Valley for over 25 years, I remain extremely disappointed in the federal government for failing to fulfill their commitment to establish a Rouge National Urban Park with legislation that is at least as strong as the current provincial environmental laws.

I will not jeopardize the future of these lands by transferring the provincially controlled portions, which make up approximately two-thirds of the proposed park, to the federal government under this weak legislation. If we were to transfer these lands, they would be less protected than they currently are under the provincial legislation.

In 2013, the federal and provincial governments signed an agreement that specifically required the federal government to work with Ontario in the creation of the Rouge National Urban Park, to ensure that all writ-

Traffic monitoring has a price

One of the big problems that Mayor John Tory came into office promising to solve was also one of the most ubiquitous: traffic.

He started out strong and without even a council vote behind him, rallying city staff and law enforcement into a blitz against illegal parking during rush hour, and very quickly claimed at least anecdotal success.

It was harder to quantify, though, because as it turns out the city doesn’t really do much to reliably monitor the intensity of rush hour traffic.

It looks as though that’s about to change.

O n T u e s d a y , To r y announced the city would be looking at high-tech ways to monitor traffic density, pedestrian congestion, bicycle efficiency, all of that. How? Big Data.

This, of course, is a simple phrase for a complexity of information about all of us provided by everything from bank transactions to web-page visits – but principally, in this case, by our smart phones.

Given that, maybe it’s worth it to allow a little more information about our whereabouts to be collected and collated, so the city can manage its traffic light energy grid more efficiently and keep streetcars running more effectively.

It is naïve, however, to expect that Toronto will be able to access that kind of service without giving up quite a lot of the presumed privacy of its citizens – and particularly as the city engages private sector data mining firms to do the work, it’s unreasonable to think the best ones will limit their measurements to the amount of time it takes to drive the Don Valley Parkway from Queen to Eglinton at four on a Tuesday.

ADDS NEW STrEETCAR TO FLEET wTTC

Toronto’s delayed new streetcar fleet expanded by one last week.

The TTC announced the new low-floor streetcar, number 4406, had entered service as of April 1. It will run for the time being, along with the four new streetcars already in service, on the Harbourfront 509 line

as the TTC continues track replacement work on the 510 Spadina line, where the new rides made their debut in 2014.

The TTC still thinks it can have all of the new vehicles in service by the end of 2019.

EXPRESS EXPECTED TO LAUNCH IN MAY wUP

With the Union Pearson (UP) Express getting set to make its debut, Metrolinx says it will announce an official launch date once safety and emergency testing for the four-stop rail connection between Union Station and Pearson International Airport is completed.

The testing is scheduled to take place Saturday, April 11 and Tuesday, April 28 and intended to evaluate UP’s readiness in case of emergency.

Part of the testing will include simulating an evacuation of a train as well as testing how quickly first responders can be summoned if there was a real emergency.

carborough residents now have more access to free family law services as part of a new initiative by Legal Aid Ontario.

The new service is provided by family lawyer Ana Rico at three Scarborough locations: West Scarborough Community Legal Services on Mondays, East Scarborough Storefront on Tuesdays and Scarborough Community Legal Services on Wednesdays.

“We provide legal advice about a variety of family law topics so that would be separation, divorce, custody, access, child support and spousal support,” Rico said.

“We provide information about the family court process, including how to go about getting mediation. We also help fill out court forms for people who are representing themselves.”

Rico also makes an assessment to determine if the client could be referred to a lawyer that’s covered

by Legal Aid.

Rico’s service is geared towards low-income earners, those making under $19,000 per year.

But people who don’t meet the low-income criteria are still entitled to 20 minutes of free legal advice.

Rico said she sees people from all walks of life.

“I’ve seen newcomers and very vulnerable people, people who have experienced domestic violence and people who for a variety of reasons are unable to pay child support so they need help with reducing or changing their child support amounts.”

Rico noted she’s been working with low-income and vulnerable communities in the GTA since being called to the bar two years ago.

Anyone interested in the service should first call the family law co-ordinator, who will conduct a needs assessment and perform a brief eligibility test before booking an appointment with Rico.

Community legal aid clinics say no to merger plan MIKE ADLER madler@insidetoronto.com Toronto’s community legal aid clinics rejected a merger plan last month, but supporters say they’re still far short of resources they need to serve the city’s low-income residents.

Supported by the province’s Legal Aid Ontario, the GTA Legal Clinic Transformation Project proposed closing the 14 neighbourhood clinics in Greater Toronto and opening three to five larger ones.

But the boards of all the Toronto clinics, except for one headquartered in North York’s Flemingdon Park, voted against this vision of “mega service centres” after the project released the plan in August, said Tim Maxwell, a community organizer at Kensington-Bellwoods Community Legal Services.

The mega-clinic vision was shelved at a February meeting of the project’s steering committee - the

first since August - but next month Flemingdon Community Legal Services, trustee for the money Legal Aid gave to the project, is expected to report financial details.

There will also be recommendations from a subcommittee on where the project, which was seeking to make the clinics more efficient so they could serve more clients, should go from here. “It isn’t over because some people got lots of money to do something and they didn’t do it,” Maxwell predicted.

For staff and volunteers at the clinics, struggling to work for clients living in poorly-maintained housing or appealing so they can receive Ontario disability payments, the Transformation Project was a distraction, he argued.

Community legal clinics are run by boards elected by local communities, so after a merger, “obviously, community control is going to be a huge challenge,” added Maxwell.

Legal Aid Ontario sees the clinics as a “poor people’s law office” doing “tons of case work,” but part of their mandate is working to improve the community’s legal welfare, which includes campaigning to change harmful laws, he said.

Kensington-Bellwoods emerged as an opponent of the transformation plan, supported by Keep Neighbourhood Legal Clinics, a group of residents also known as The Keepers.

“In my neighbourhood, people were shocked to find out this was being discussed,” Josephine Grey, one of the group’s organizers. “It wasn’t a very comfortable place to be but I feel somebody had to say stuff.”

Grey, who said she has sometimes needed the services of a legal aid clinic, called the plan’s rejection “a temporary victory,” considering, said Grey, gaining access to justice through legal aid “has become more

and more difficult for more and more people.”

There should be a provincial inquiry to determine if Legal Aid Ontario is functioning properly or not, she said. Boards of the two legal aid clinics in Scarborough – the Scarborough and West Scarborough – basically rejected the transformation plan earlier this year, but also pledged to work with each other “to develop a made-in-Scarborough model of legal clinic transformation that works best” for their lowincome residents.

Linda Mitchell, acting director of Scarborough CLS, said neither clinic knows yet what this may mean. “We haven’t even started with this process,” she added.

The Scarborough CLS volunteer board decided there was not enough evidence the plan would solve weaknesses and problems of the legal aid clinic system, many of which, Mitchell said, are due to “the

severe, severe underresourcing” of the clinics. “Our funding has been stagnant for about the last 15 years.

We can’t keep up with the demand for service.”

The province has expanded eligibility guidelines, so more people will qualify for legal aid, but this month it announced it’s giving clinics across the province $4.2 million more a year, spreading the money where existing resources appear to be thinnest. The Scarborough clinic – with nearly 73,000 low-income residents in its catchment area – will get a cash boost of $179,000, or 15.7 per cent more annually, while West Scarborough will get $126,000 or 13.4 per cent more. Willowdale CLS will get an additional $119,000 or 20.6 per cent more; Downsview CLS $99,000, or 12.2 per cent, and Flemingdon 86,000, or 7.3 per cent.

Other neighbourhood clinics in the city are not slated to get an increase.

Scarborough works to preserve heritage Last month marked the 40th anniversary of the establishment of the Scarborough Preservation Committee, initially known as the Scarborough Local Architectural Conservation Advisory Committee (LACAC).

In June 1972, the Department of Municipal Affairs produced a report on the question of architectural conservation. Following government reorganization, the responsibility for the drafting and implementation of a Bill was given to the Ministry of Colleges and Universities.

Under the leadership of Minister James Auld, Bill 176 was introduced for first reading on Dec. 12, 1974 and the Ontario Heritage Act was officially proclaimed on March 5, 1975.

While some municipalities such as Toronto, Scarborough and Kingston had previously established heritage committees to deal with the preservation of built heritage, it was not until the passing of the Ontario Heritage Act in 1975 that there was any real, legal protection against

O n M a rc h 1 7 , 1 9 7 5 , Scarborough Council was the first in Ontario to formally establish a Local Architectural Conser vation Advisor y Committee (LACAC), followed on March 24 by Kingston and June 2 by Peterborough.

Heritage Toronto eventually assumed the LACAC role for the former City of Toronto which, since amalgamation, has been taken over by the Toronto Preservation Board.

For the past 40 years, Scarborough has designated and thus saved from demolition such historic landmarks as: the James Weir, Andrew Fleming, and James Stirling fieldstone dwellings (which remain as private dwellings); the George Scott house (now Baton Rouge Restaurant), the Birchmount Firehall, S.S. # 3 School, the Richard Eade brick house (now used as a Native Child and Family Services facility), the Hood-

Gough brick house (now the Casa Imperial dining establishment), the Bell Estate (currently under restoration), the Neilson House (now part of a city park facility and day care) and the W.J. Morrish building which now serves as the Scarborough Archives operated by the Scarborough Historical Society.

Other designated buildings include several churches, brick and frame dwellings, historic bridges, four former burial sites and even a grove of black walnut trees, the first designated site in Ontario on which there were only trees and no building.

Designation doesn’t always guarantee permanent preservation as Scarborough has lost several heritage properties due to fire or appeals to the Heritage Review Board.

However, through the efforts of our 40 years of effort, Scarborough can be proud of what it has accomplished in helping to preserve our built and natural heritage.

Paralympic gold medalist kicks off Parapan Am Torch Relay contest Ali Raza araza@insidetoronto.com Paralympic champion Chelsey Gotell kicked off the start of the Toronto 2015 Parapan Am Games torchbearer contest at the CN Tower on Tuesday.

As one of the torchbearers, Gotell was ecstatic to have the opportunity to not only carry the Parapan Am torch, but also support the legacy of the Parapan Am Games.

“I’m honoured to be one of the first official torchbearers,” she said.

“Someday there will be athletes out there saying ‘I found out about Paralympic sports through the Toronto 2015 Games.”

“To me, that is the true legacy of these games,” Gotell added.

A legacy that will further enhance and promote paralympic sports for future gener-

ations, is what Gotell believes is “beyond the facilities and beyond the games.”

Canadians are invited to be torchbearers for the unprecedented torch relay that will involve two flames, 12 communities and 250 torchbearers from across the country.

The five-day journey will bring the two torches – one lit in Ottawa (east flame) and the other lit in Niagara Falls (west flame) – to Toronto just

before the opening ceremony of the Parapan Am Games on Aug. 7 when they will join to become one flame.

Communities welcoming the torch will have their own festivities and celebrations that will be announced closer to the date.

Anyone aged 13 and up by Aug. 3, 2015, can enter to be a torchbearer.

Gotell added that athletes, spectators and Canadians

from coast to coast “have a responsibility to inspire the next generation to get involved in sport.”

Gotell competed in three Paralympic Games, at Sydney 2000, Athens 2004 and Beijing 2008.

She has a total of three gold medals, two silver medals and seven bronze medals from her career as a Paralympic swimmer.

Having already been a

torchbearer for the Vancouver 2010 Paralympic Torch Relay, Gotell will continue her role as a Paralympic pioneer as torchbearer for the Toronto 2015 Parapan Am Games Torch Relay.

Back from the women’s world hockey championships in Sweden, national team player Natalie Spooner pitched in her support Tuesday in Toronto to a new initiative designed to get and keep girls involved in sports. Backed by the Dairy Farmers of Canada and called Fuelling Women’s Champions, it was unveiled at the Glass Factory on Sudbury Street. Spooner, who shows off her gold medal from the 2014 Sochi Olympics, was joined by bobsledder Kaillie Humphries (top right corner), a double Olympic gold medalist. Unfortunately, Spooner had to settle for silver from this year’s world championships with Canada falling 7-5 to the U.S. on Saturday. Spooner was Canada’s top scorer with 4 goals and 3 assists in 5 games.

United Tamil Sports Club wins provincial indoor track crown Scarborough’s United Tamil Sports Club won the Minor Track Association Provincial Indoor Championships – for the fifth year in a row.

The track and field team consisting of youth ages 5 to 14 competed March 21-22 at the Toronto Track and Field Centre at York University.

The 63 registered kids were awarded medals and a collective trophy for their achievement.

A club that started in 2006 with only six members has blossomed into a community powerhouse with 350 members and five consecutive provincial titles. The Scarborough team beat 49 competing clubs for the title.

“It’s a great achievement for all the kids,” said volunteer coach Sujatha Sivanathan. “It really strengthens the community.”

There will be extra bus service to both from Kennedy Station, Don Mills Station and Rouge Hill GO Station, ending at an unused bus loop on Morningside by the Instructional Centre (IC) building at University of Toronto Scarborough.

Number of rooming house meetings planned for Scarborough >>>from page 1 Certain councillors managed to delay for years a review of the different rooming house rules across the amalgamated city, but a review is going ahead.

And, starting at 6 p.m. this Thursday, April 9, at the Parkdale Library Auditorium, so are public meetings where rooming house owners and tenants, post-secondary school administrators, and social agency representa-

tives are expected to speak to other residents of these neighbourhoods about “possible solutions.”

One of those proposed solutions will be licensing.

Rooming houses are a “fact of life” in some city neighbourhoods, and people should discuss what the city needs to do to make sure they are safe, said Diane Dyson, executive director of WoodGreen Community Services.

“Licensing recognizes they are there and brings them up to a safe standard.”

As housing prices rise and Toronto becomes more unaffordable, people are looking for a way to stay in the city, said Dyson, whose agency runs a program for working rooming house tenants.

Answering “just shut them down” will drive rooming houses further underground, and the city will end up with more tragedies like the infa-

mous Rupert Hotel fire, she said.

Some of the city’s rooming house hotspots are around post-secondary institutions.

Nowhere in the city is it illegal to simply rent out a room. In Scarborough, for example, a homeowner can legally have a separate basement apartment and rent rooms to two lodgers.

But having three or more lodgers is illegal, in spite of

real estate listings that can boast of a home’s potential as an income property.

Councillor Norm Kelly said on the streets of his Scarborough-Agincourt ward, where one of the meetings will take place, you can “see the physical impact of multiple tenancy” and absentee ownership.

“Older neighbours especially object to what they see as a deterioration of the neighbourhood.”
