Trees in the 88-acre Guild Park have been devastated by the emerald ash borer and the December ice storm, but the extent of the city’s seven weeks of remedial work this winter took many by surprise.

“People have seen it, and they’re very upset,” said Beth McEwen, Toronto’s manager of urban forestry renewal, who said things came to a head after residents ventured into the park on a warm day last week.

Lack of provincial cash behind rejection of hospital merger plans Two hospital boards made different decisions, but with only one result: after 10 months of careful work, a merger between The Scarborough Hospital and Rouge Valley Health System is “abandoned effective immediately.”

Saturday’s eleventh-hour refusal by TSH directors came despite what local Liberal MPPs called “unprecedented” financial support from the province, yet community groups advising the hospital said that support wasn’t enough.

Disappointed, and still convinced a merger is the right thing to do, TSH CEO Robert Biron said a newlyformed Scarborough and West Durham Health System could not pay the costs on its own without cutting into clinical services, something physicians at both hospitals had warned against.

“Our balance sheets are among the weakest in the province,” Biron, who is a chartered accountant, said Monday in an interview.

“We are cash poor, and we don’t have the financial resources to invest in the short term.”

Both hospitals last November approved the merger in principle, but with conditions.

They wanted the province to pay for long-term planning – later stating the case their three campuses in Scarborough are full, aging and may need replacing – as well as to cover all “one-time and recurring” merger-related costs, recently estimated at $32.4 million.

Ontario Health Minister Deb Matthews, who last Friday promised them $3 million for studies which are “an important step in realizing our shared goal of capital redevelopment” in Scarborough and West Durham.

Completing those studies, Matthews said in a letter to the boards, will allow the Liberal government to give “serious consideration towards making further substantial investments.”

But though Matthews recognized “potential upfront fiscal challenges” of a merger, and pledged the province would “work in partnership with you as these challenges are managed,” no more money was offered.

On Saturday morning, Rouge Valley’s board, seeing in Matthew’s letter a willingness to help deal with the costs, voted to merge anyway, knowing before the meeting the TSH board wasn’t likely to follow suit.

“We were aware what their initial thinking was,” RVHS CEO Rik Ganderton said Monday, refusing to speculate on why the hospitals, working closely toward the merger for months, had suddenly split on the issue.

Ganderton and RVHS chairperson Joan Wideman sent a return message to Matthews, thanking her for the $3-million planning grant, promising to further refine the

costs and financial benefits of a merger and assuring the minister “of our commitment to working with you to move the merger to completion in due course.”

Instructions are expected soon on what the hospitals must do with the grant, but how the merger could go forward over the next few months is unclear, as is what hospital representatives will say next Wednesday to the Central East Local Health Integration Network, a regional health authority which a year ago ordered the hospitals to study some form of integration and expected to put its own stamp on the merger at a meeting in Pickering.

Voting no is the prerogative of each hospital board if they are unsure about a merger, said Scarborough Centre MPP Brad Duguid, who admitted to being “a little disappointed” by the last-minute retreat of TSH. Duguid said he doesn’t fault TSH and RVHS for asking for more money, but added the hospitals should be pleased with the province’s financial support – including $3.8 million previously pledged to cover the merger study and months of third-party due diligence work – which he called “unprecedented” for a merger proposal.

The area’s Liberal MPPs fought hard for their hospitals, and Duguid remains optimistic about chances for a merger, even with a provincial election possible this spring.

“My hope is over time they’ll be able to get back on track,” he said. “As long as the government gets re-elected, the commitment to Scarborough’s health care is solid, and will remain solid.”

the Liberal record on suppor ting health care in Scarborough, and said she and other local MPPs will continue to push for capital investments the hospitals need.

“The government is committed, on track, to address the capital issue,” Wong said on Monday. “It is very clear we are at the table. We want that conversation, we want improvement.”

But Wong also said the hospitals asked the province to pay costs it has never paid during any past merger.

“If the hospitals had done their homework, they would have known,” she said.

Biron acknowledged the hospitals had known, but said “every case is different” and the province could have taken financial circumstances into account. As for the minister’s offer to work with a merged hospital on its financial challenges, Biron said the board saw too much uncertainty in it. If there is a change in government or even a new health minister, he added, Matthews’ assurances “may not be there.”

The Scarborough Chinese Outreach Committee and the Community Advisory Council of TSH, both community groups which had supported the merger, applauded the board’s decision Saturday not to proceed. “Without sufficient funding from the government, we also believe that the merger will fail and ultimately, our communities will suffer as the amalgamated hospital system will have no choice but to cut clinical services,” said a letter from May Ye Lee, the committee’s founder.

n hour of darkness.

That’s what the annual Earth Hour event calls for, this year on Saturday, March 29 between 8:30 and 9:30 p.m.

Organized by the World Wildlife Fund, the event encourages residents and businesses to turn off their non-essential lights for one hour as a symbol of support for the planet. It is a worldwide event, which, according to organizers, has participation from more than 7,000 cities and towns in 154 countries worldwide.

But the concept isn’t front of mind for all Torontonians. In the city last year, according to Toronto Hydro, there was a seven per cent reduction in energy use. In 2009, the city a 15 per cent reducour view experienced tion in energy use. So what’s hapConservation pening?

For symbolism to have strength, there needs to be measurable needs to be momentum. There has to be front-of-mind growth. If there isn’t, the impact of the overall message – however powerful it may be – is blunted.

One way of ensuring that momentum takes place is seeing new and interesting ways of integrating the event into community life.

We’re encouraged, for example, that some pockets of the community build a neighbourhood gathering around Earth Hour.

Last year, there was an outdoor concert in Roncesvalles Village. This year, in Etobicoke, there’s a concert at Islington United Church celebrating the 20th anniversary of the church’s organ. In North York, the Yonge-Sheppard neighbourhood will once again have its annual Earth Hour community walk.

It’s a fine idea to consider joining a local Earth Hour event. So, too, is using our creativity to come up with our own localized Earth Hour events. Either way, you have people getting together, united in a common cause. Everyone can appreciate the environmental and cost benefits of saving energy. It’s great that Earth Hour can help bring that message to the forefront.

Ideally, respect for the environment and energy conservation is a constant, front-of-mind proposition – not just for one hour in a year.

For some, Earth Hour is a place to start. For others it’s one simple activity in an ever-mindful drive to preserve the environment.

irst off, I’d like to offer a belated congratulations to the King of the Jungle for living up to his end of the bargain.

March most definitely came in like the proverbial lion. Kudos, big guy.

I knew I could count on you.

Ah, but will I be able to say the same to your sheepish animal kingdom counterpart less than two weeks from now?

That’s the topic for today.

The $64,000 question is: will March stay true to its well-known weather idiom by going out like a lamb?

The jury is still out on that. When I say jury, there are only two of us on it at the moment – Ted and I. And truth to be told, the value of the question we’re pondering is quite a bit less. It’s 20 cents. We have a whole Timbit riding on the outcome.

As an aside, we also have a side bet of another Timbit on the actual cost of a Timbit. He says it can’t possibly be 20 cents. He figures it’s a lot less than that. Likely closer to a nickel.

He also says nobody in their right mind would buy just one.

I told him I’ve purchased one Timbit plenty of times.

To which he responded, “I rest my case.”

But back to the matter at hand.

It’s still early, but I’d have to begrudgingly admit Ted’s looking pretty good right now. In the

prediction department, that is. As for braving the elements department? Not so much, I’m afraid.

Ted says unashamedly, that when it comes to weather, he’s a fairweather fan. What’s more, by declaring that he’s a fair-weather weather fan he says it isn’t just cold weather he detests. He says he doesn’t care for fair weather either. He likes one and only one kind of weather: hot, hot, hot.

I told him nobody in their right mind would offer that ridiculous kind of definition. He told me he does it routinely.

To which I responded, “I rest MY case.”

How the heck two jury members are able to rest their cases during a trial is a column for another day. The point is Ted’s convinced that this unseasonably long cold spell is proof that it isn’t going to end for quite some time,

which is what precipitated our wager.

He’s far from alone.

It seems everybody you bump into is grumbling that we’ll probably still have winter in May. So...over to you lambs.

The ball is in your court.

Hey, I know you’re really up against it this March.

This lion has been on his game, no doubt about it.

A taxing question from the fringe

To the editor: When I first entered high school, I balked at the thought of completing the 40 hours of community service necessary to earn a secondary school diploma.

I was completely flabbergasted when I learned that I had to complete those hours in my first two years and serve an additional 50 hours afterwards for my International Baccalaureate ) requirements.

I had thought that high school was a time for academics and that helping the community was just a waste of time.

Looking back, I can only laugh at my ignorance.

I volunteered at a couple of different posts throughout my first two years: a child care assistant, computer instructor for senior citizens and physiotherapist’s assistant, but I never felt a true sense of belonging. I left these positions without even a letter of acknowledgement to count those hours towards my high school requirement.

As a result, I found myself at the beginning of Grade 10,

Mayoral races are a long haul in Toronto – and that leaves plenty of room for little epiphanies.

On Monday, one of those showed up to file papers at city hall – Ari Goldkind, a 40-yearold criminal defence lawyer.

He made some headlines saying that he has a nose for B.S. and referring to the current mayor as Sideshow Rob. If past experience is any indication, an ambitious but untested outsider like Goldkind will go exactly nowhere in this race.

He is a fringe candidate.

But it’s rude not to ask what ideas even a fringe candidate brings to the table, and so that’s what I did. He started out sounding a bit like David Soknacki and Olivia Chow, advocating a return to the LRT in Scarborough over the council-approved subway.

And then he kind of sounded like Soknacki on the land transfer tax, but it turned out I’d misunderstood when I thought he said that exemptions to the tax should go to more lower-priced houses and purchasers of homes worth more than $1.1 million should

with no community involvement on record and only a couple of months left to complete all 40 hours. That was when I first started volunteering at Seven Oaks Long Term Care home. From day one, I felt at home.

I operate a small gift shop, stocked with snacks and small items for residents, on Saturday afternoons. It’s a great experience putting to use my business knowhow, while getting to know the residents and seeing their smiles as I serve them.

The seniors are so wise and kind. I never miss an opportunity to catch up on current events with shoppers, or learn about the drama happening throughout the week.

I remember the time when a gentleman rushed in on his wheelchair telling me he’d just been elected as the Senior’s Council President, or when another gentleman enlisted my help in picking out the perfect anniversary gift for his wife. These moments may seem mundane, but to me they’re the memories that I’ll

treasure forever.

Soon I looked forward to coming in, no longer seeing it as a chore, but as a relief from the stress of the outside world. Needless to say, I stopped volunteering for the sake of completing my requirements and started doing it out of the pure joy of spending time with such amazing individuals.

In an effort to become even more involved, I decided to join the Youth Council, a group of students who coordinate special events during holidays. Because of the impact I’ve had on the home, I was soon asked to serve as president for the council.

However, I was forced to decline due to the time constraints caused by my other commitments. Nevertheless, I still work planning Christmas parties, Valentine surprises, and Easter egg hunts.

But working behind the scenes is never as fun as chitchatting with the residents directly in the gift shop, my little slice of heaven.

What Goldkind actually wanted to see was the land transfer tax increased on million-dollar homes, and everybody else pay the same. That, along with higher property taxes, would pay for repairs and improvements of Toronto’s public housing.

Goldkind may throw around words like B.S. pretty freely, but for him, and really only him, taxes are not a dirty word.

After we spoke, it struck me: higher taxes shouldn’t be a de facto taboo, as they’ve become.

Because while Goldkind might not have a hope at winning the election, if he actually pulled it off, his program of tax-andspend government would probably make life a lot better here and drive almost no one from their homes. Taxes are low in Toronto – lower than elsewhere – and yet services are slipping. According to this year’s Ombudsman’s Annual Report, even basic customer

service isn’t sustainable.

As this year’s budget debate wrapped up, City Manager Joe Pennachetti said that property taxes will practically have to rise more dramatically in coming years than they have in the past, just to maintain status quo.

Toronto is circling the drain. And yet, the collection of miserly landholders that make up Toronto will almost certainly shuffle out and cast their vote for one of five or so A-list mayoralty candidates with well-known resumes and no stomach for pitching the larger-scale tax hikes the city needs to pull out of its spin.

Now, I can’t say that anybody should go to vote for the unknown criminal defence lawyer who just joined the long list of fringe mayoralty candidates.

But maybe it’s time that we shook our heads, and stopped believing that we can have a great or even decent future, paying only a little more than we did in the past.

Scarborough’s Jean Vanier receives MusiCounts funding ALEKSANDER BAJRAK abajrak@insidetoronto.com Students at Scarborough’s Jean Vanier Catholic Secondary School will be marching to the beat of newer drums with the latest funding to their school’s music

department.

“The instruments will be appreciated, valued and well-used to grow young minds, increase music appreciation in this community and to help raise awareness of this fantastic school,” said the school’s principal, John Brady.

This year’s MusiCounts Band Aid Grant presentation was made to Jean Vanier Catholic Secondary School’s drumline, which is a percussion ensemble, at the school earlier this month.

Jean Vanier’s band program was the first program out of 70 across Canada to

receive $10,000 for brand new equipment, including the unveiling of a full set of cymbals and a marimba.

The Toronto Catholic District School Board (TCDSB) singled out instructor Michael Fanning for being the “main reason” why Jean Vanier was selected. work ethic lauded “The music room was what got me through high school,” Fanning said. “There were courses that I wasn’t very fond of, but being able to escape down to that room and be able to tinker and play and experiment and compose gave me skills that I’ve been able to use in a broad range of my life and take into my profession.”

Along with the funding boost the students were treated to an appearance by Juno Award-winning artists Classified and David Myles.

In turn, the students showed the stars their musical talents.

“That was a sweet drumline, I wish my band was that cool; it wasn’t that cool,” said Myles, a self-described band nerd.

“You guys have drum machines and samplers? Wow,” said Classified. “I wish we had that back when we were growing up because it wouldn’t have took me this long to get where I am today.”

Myles and Classified sang acoustic versions of their cross-genre hits, 3 Foot Tall, So Blind and Inner Ninja to an ecstatic crowd.

“We will continue to help keep music alive by putting instruments in the hands of young people,” said Allen Reid, director of MusiCounts.

The group is a branch of the Canadian Academy of Recording Arts and Sciences. The MusiCounts charity has awarded almost $7 million, with $610,000 to be donated this year alone.

Walk Score, an American company best known for rating municipalities and neighbourhoods based on their walkability, released its first-ever scores for transit access. It gives the city a score of 78, one higher than Montreal, which falls in the category of providing excellent transit service in a city of more than 500,000 people.

“Toronto has great transit — a subway system, streetcars, extensive bus service, and GO Transit rail lines serving the outer suburbs,” reads Walk Score’s entry for the city.

This week the province introduced tough new penalties for drivers caught using a mobile device while driving.

Announced by Ontario Transportation Minister Glen Murray on Monday, the measures are part of a proposed amendment of the provincial Highway Traffic Act intended to improve road safety in the province and curb distracted driving, which kills almost as many people annually as impaired driving.

If the bill is passed, fines for distracted driving would increase to a maximum of $1,000 as well as tack on an additional penalty of three demerit points.

The proposed bill also increases penalties for “dooring” - when a driver opens a car door in the path of an oncoming cyclist - and requires automobiles to keep one metre apart while passing cyclists.

Cyclists would also face a penalty of up to $500, up from $20, for not having lights or some kind of reflector.

Platinum awards are given by the adjudicator to performers who score 92 and more points out of 100. Simanic, who is a Grade 4 student at Anson Park Public School. He also performed last spring in his school’s talent show.

For Spencer, the community centre is a second home.

he prefers exercise and healthy eating, but fitness instructor Doris Spencer blew out the candles and cut a slice of her birthday cake.

The West Scarborough Neighbourhood Community Centre (WSNCC) celebrated the 90th birthday of one of their members recently. Spencer has taught senior fitness classes at the centre since 1983 and upon reaching 90 years of age, she’s still in excellent health and physical shape.

Her students are senior citizens of varying ages but her message to all of them is clear.

“I want people to see that just because you turn a certain age you don’t have to stop moving,” Spencer said.

“I think it’s really important that we maintain our health as much as we can so that we can maintain independence.”

Spencer aims to combat and even prevent the dependence that may arise in old age.

“We can get out of bed and dress ourselves,” Spencer said.

“We can get in and out of the bath by ourselves. And most importantly, we can get off the toilet by ourselves.”

“I like to make it fun. I use old music that most of us know, we go buy used records and we can sing along,” Spencer said.

“But I enjoy it. People here are very nice. The members are very supportive of each other which is great, they look out for each other.

I look forward to coming to work.

I don’t consider it work.”

Participants say that they enjoy the social setting of her fitness programs.

It allows seniors of any age to have a fun time, get valuable exercise and feel good.

“They’re excellent (fitness classes),” said Hazel Forbes, a 92-year-old participant.

“Not just for the sociability, but the exercises. She doesn’t want to do anything to hurt you, but it’s to maintain muscle tone and your balance.”

The strategy is working, as Spencer’s students boast the ability to be independent and look after themselves.

“I’m able to look after my own home,” said Forbes. “I can do everything that a lot of people my age aren’t doing.”

Admiring staff and students Her admiring students and fellow staff members surrounded her at the birthday party.

“I say all the time when I grow up I want to be just like her,” said Portia Burrell, recreational coordinator for the seniors’ program at WSNCC. “The things she does, she’s constantly on the move and inspiring everybody. When you see her, you feel like you can do anything.”

Spencer teaches a range of fitness programs at WSNCC and she’s always been active in her work with exercise and health, which started back in 1967.

Prior to WSNCC, she was with parks and recreation in Scarborough and North York, worked for a gym and managed a recreation centre.

She was born in Portsmouth, England and always wanted to be a physical education teacher.

When the Second World War began, she enlisted in the Women’s Royal Naval Service.

Spencer came to Canada after meeting her husband, who was in the Canadian army.

More than a dozen local faith leaders delivered messages of hope last Wednesday morning at the Saints Peter and Paul Residence, where most people consider Ukraine their homeland and have anxiously watched that country go from revolution to a partial occupation by Russian forces.

Citizens of Crimea were asked Sunday to approve annexation of their peninsula by Russia, a process underway this week. Russian troops are positioned near Ukraine’s eastern border, close to cities where proRussian groups also want to break away from Ukraine.

‘Unite’ “Some bad guy is dividing everyone, but we have to unite,” Rev. Petro Dvirnik, priest of the Saints Peter and Paul Ukrainian Catholic Church next door, said before performing a mass in English and Ukrainian.

Dvirnik said Ukraine was “striving always for freedom” and read a message from his patriarch in Ukraine praising protestors killed in the capital Kiev during the revolution as “heaven’s martyrs,” who gave their lives in a struggle of good over evil.

Other local clergy called on God to comfort those left displaced or sorrowful because of the conflict, and to let their prayers inspire world leaders to make the right decisions for Ukraine’s future.

“If we want to lead peaceful and quiet lives, we have to pray for our leaders every day,” added Pastor Teck Uy of Friends of Jesus Christ Church.

Sharma of Lakshmi Narayan Temple chanted mantras for peace in Ukraine. Imam Habeeb Alli of the Islamic Foundation of Greater Toronto read from the Quran and said people torn from their homelands sit by the throne of God. Rev. Haebin Jung, of Alpha United Korean Church, reminded his listeners anyone who lives by the sword, will die by it, and ScarboroughRouge River Councillor Raymond Cho said the division of his native Korea led to the deaths of 1.5 million people.

“We should not try to divide any country. It’s a real tragedy,” said Cho, who organized the meeting and promised to send the Ukrainian government a banner signed by those in attendance.

“I hope we will continue to have one Ukraine, and peace.”

The home and the Ukrainian church near Markham Road and Hwy. 401 sent nearly 100 boxes of clothes and other items directly to people camped in the central square in Kiev, the Maidan, which people at the home watch on a live feed in their lounge each morning.

“We can’t keep calm. We have to act,” Oksana Chornewich, a resident said standing near a display of photos showing protests in Kiev before the country’s pro-Russian president fled to Russia last month.

“They’re out there freezing in the rain and snow.”

Chornewich said she wasn’t born in Ukraine, but even people who weren’t still feel the connection and understand the country is still in danger because of the Crimea.

Taras Rohatyn, the home’s executive director, ended Wednesday’s service by asking people to stand for a moment of silence and reflect on the sanctity of life, as well as “all of those who have lost their lives to tyranny.”

Man, 22, injured in road rage stabbing on off-ramp A 22-year-old man is recovering after being stabbed during a road rage incident Monday night.

Police said the violence happened on the Victoria Park Avenue off-ramp from Hwy. 401 eastbound around 11:45 p.m. on March 17.

MPP Wong’s bill establishes May 14 as Children and Youth in Care Day Each May 14 in Ontario will be known as “Children and Youth in Care Day,” after the March 17 passage of a bill by ScarboroughAgincourt MPP Soo Wong.

Wong’s private member’s bill, which was supported in the legislature by all three parties, “recognizes the enormous contributions” of current and former Crown and Children’s Aid Society wards, “as well as the strength, bravery and resilience shown by these children and youth in the face of adversity.”

Such an annual recognition was recommended by Queen’s Park hearings on youth leaving care in 2011, and advocates for children and youth have continued to call for it.

“They want a day in Ontario, across the province, to be recognized,” Wong said in an interview.

When the officers identified themselves, the suspect fled on foot. The officers followed the man in their unmarked vehicle. “There was contact between the man and the police vehicle,” the SIU said in a news release.

The 31-year-old suspect was taken to Toronto East General Hospital for treatment. He was later released back into police custody.

to replant the forest at the annual general meeting of the Guildwood Village Community Association next Tuesday.

Toronto’s urban forestry department warned people the effects of the cutting - which had already finished by this week - would seem extreme in places at the Guild and South Marine, another local park by the Lake Ontario shoreline.

“To many of you the tree removal will look like a clear cut,” said a presentation on operations in both parks at a January meeting, which city officials concede was not wellattended.

Ash are the predominate trees in Guildwood, and it’s expected the ash borer, a fast-spreading beetle, will kill almost all the city’s ash within a few years. Guild Park and South Marine both had heavy concentrations of ash.

The city has injected hundreds of the more significant ash in Guild Park with TreeAzin, a natural pesticide that may save those trees.

TreeAzin, however, is not thought to work in ash once infestation takes hold, and the beetle’s presence is hard to spot until a tree is obviously dying.

Damage from the storm to trees was also particularly bad in Scarborough neighbourhoods near the shore. McEwen said people who went to the January meeting were told there would be big changes in the parks, but forestry staff later received several letters from angry residents, and to her regret, didn’t respond to all “before some people took further action.”

The cutting in Guild Park started the last week of January, on frozen ground McEwen said wouldn’t be damaged by skidders and other equipment taking logs out.

Crews still in the park are clearing pathways, removing hanging branches, and chipping some brush, she said.

Whole trees were felled, and some did damage to neighbouring trees as they went down. The logging

company couldn’t take some trees down individually or strip off the branches first, McEwen said. “You don’t have the window of time or the financial resources to do that.”

Scarborough East Councillor Paul Ainslie said the company, Schmidt Logging of Newton, ON., had to cut trails in Guild Park for skidders to haul away logs, and had to cut down some non-ash trees to do it.

The company’s agreement with the city also says saleable logs, collected in parking lots, can be sold for lumber.

But Ainslie – who is accused by the group of “sticking to the party line and referring people to the bureaucrats” – said the city consulted with the Toronto and Region Conservation Authority and Ontario’s natural resources ministry on a reforestation plan for both parks which was “thoughtfully and carefully put in place.”

All trees cut were marked by company employees first, Ainsilie said. “They’re not running around

willy-nilly with chainsaws.”

The parks will be replanted with a wide variety of trees and shrubs, he pledged, and the city will cut back and treat invasives such buckthorn and dog-strangling vine which would otherwise spread in the open spaces.

On Tuesday, Patricia Spindel said she and other volunteers in Save The Guild “are deeply committed to this park and feel traumatized by what has occurred there.”

Two other members of the group, Sherri Lange and Michael Spencley, have hired a lawyer, Eric Gillespie, who said the city hasn’t responded to their requests for information about tree-cutting in Guild Park.

“It appears the city many not have complied with many of the requirements related to this kind of work,” said Gillespie, adding if regulations were broken, the matter could end up in the courts.

GTA realtors weigh in on first half of March Despite poor weather, sales remain steady compared to 2013 Toronto Real Estate Board President Dianne Usher announced that Greater Toronto Area realtors reported 3,459 transactions through the TorontoMLS system during the first two weeks of March 2014.

This result for the TREB market area as a whole was virtually unchanged in comparison to 3,464 transactions completed during the same period in 2013.

“Despite the poor weather conditions experienced during the first half of March, an abundance of willing buyers were actively searching for a home to purchase,” she says.

“However, many of these people continued to be affect-

ed by the enduring shortage of single-detached, semi-detached and townhouse listings, which means that in some cases they could not find a home on which to make an offer, or they were facing stiff competition from other buyers.”

For all home types combined in the GTA, the average selling price was $560,948 - up by almost six per cent in comparison to the average price for the same time frame in 2013. The semi-detached market segment in the City of Toronto led the way in terms of price growth during the first 14 days of March, with a yearover-year increase of more than ten per cent.

"Semi-detached houses represent a more affordable ownership option for some households. Because of this, some semi-detached listings have attracted many interested buyers.

This competition has served to exert strong upward pressure on the average selling price," says Jason Mercer, TREB’s Senior Manager of Market Analysis.

“The average single-detached price was down slightly in the City of Toronto year over year because of a smaller share of luxury deals this year compared to last. Tight market conditions will continue to drive strong detached price growth in 2014,” adds Mercer.

Get informed about new home warranty Pretty well all new homes in Ontario come with a statutory warranty administered by Tarion Warranty Corporation, which covers your new home for up to seven years. In the event a sale can’t be completed, there is also deposit protection up to a maximum of $40,000 for new houses and $20,000 for new condos.

The warranty is broken out over one-, two- and seven-year coverage periods, at which times purchasers can apply to Tarion and their builder to remedy any problems that may have arisen since they have taken possession

of their new home.

The one-year warranty protects against defects in workmanship and materials and any violations to the Ontario Building Code.

The two-year warranty protects against defects in the electrical, plumbing and heating systems, any water penetration issues and defects in the exterior cladding.

Finally, the seven-year warranty protects against major structural defects that could affect the safety of the dwelling, such as the failure of a load bearing wall.

in a document called the Homeowner Information Package.

The law dictates that all new homes in Ontario come with this mandatory warranty coverage. It is also required by law that all new home builders in the province be registered with the Tarion Warranty Corporation. If your builder does not readily provide you with requested warranty rights information, you are advised to think twice about purchasing.

Local author looks back at 1994 Montreal Expos team JUSTIN SKINNER jskinner@insidetoronto.com With Major League baseball’s spring training now underway fans of the now-defunct Montreal Expos can be forgiven if they take a moment to reflect on what could have been.

This year marks the 20th anniversary of what many consider the greatest Expos team ever; a team that had World Series aspirations until Major League baseball labour problems wiped out the tail end of the season.

The cancellation of the World Series that year, along with the Expos’ subsequent decision to shed some of its highest-paid – and best – players prior to the next season, has been blamed for the team’s slow downfall and eventual move to Washington.

Die-hard Expos fan and Scarborough resident Danny Gallagher has outlined the team’s fall from glory in his new book, Ecstasy to Agony: The 1994 Montreal Expos.

Co-written by Bill Young, the book sheds light on matters inside and outside the clubhouse that fateful year. “Back after the Expos went to Washington in 2004, Bill and I decided to write a book

about the history of the franchise,” Gallagher said. “We got our first book (Remembering the Montreal Expos) published and then we agreed about three years ago we’d like to zoom in more on the best team in franchise history – that 1994 team.”

Ecstasy to Agony looks back at the groundwork that led to the team’s demise, including the sale of the team by original owner Charles Bronfman. “The new ownership didn’t support the team as much,” Gallagher said.

“The following spring (after 1994), principal owner Claude Brochu felt he couldn’t keep some of his key players. There was no revenue coming in because there were no season ticket sales while the labour problems were still going on. By the Pine Hills Cemetery and Visitation Centre is a business name of Mount Pleasant Group of Cemeteries.

Workshop aims to help local parents and students ali Raza araza@insidetoronto.com The Toronto Catholic District School Board presents Family Learning Comes Alive, a workshop to give parents the opportunity to learn to work with their children to increase academic achievement in literacy.

The event is hosted by the Catholic School Advisory Councils of Holy Redeemer, a partnership of seven schools.

Eric Walters, a renown children’s author, will present an interactive literary workshop. During the event three students from each school will do an art project

with the assistance of an art teacher and several senior secondary students. The artwork will be raffled off.

The schools involved in the partnership are Lady of Guadalupe, Precious Blood, St. Aidan, St. Albert, St. Gerald and St. Sylvester Catholic Schools.

This collaboration is the

largest of its kind to receive a Parent Reaching Out Grant from the Ministry of Education. “Parent engagement is critical to academic success,” said John Del Grande, TCDSB Trustee for Ward 7, in a release. “TCDSB values parental involvement in the life of the school community and participation

in the learning process.

“If they’d been able to keep all those players, I think they would have had a dynasty of sorts,” Gallagher said.

“They would have been the team of the 90s and in the playoff race for the next four or five years, at least.”

He cited the weak Canadian dollar and the fact that Major League Baseball wound up taking over the team and ran it like an absentee landlord as other factors leading to the death of the team in Montreal.

As ownership invested less in the team, so too did fans, to the point where some Expos games were moved to Puerto Rico to fill seats.

While the Expos are no more, Gallagher said he would love to see Major League baseball return to Montreal. He feels the sport could return to glory in the city provided a few things fell into place.

“It would have to be an existing franchise and not an expansion team - Tampa Bay or some other team in trouble,” he said. “I think a ballpark in the downtown core of the city would be very attractive to the fans - a new retro-type ballpark.”

The Scarborough resident was able to track down and interview more than two dozen former Expos . While Gallagher focused on the players, Young looked at baseball’s labour situation throughout those turbulent times.

“It’s a baseball book and a sports business book, so you don’t have to be a big Expos fan to get something out of it,” Gallagher said.

Scarborough rugby girls to represent Canada in Japan DAVID GROSSMAN active@insidetoronto.com It has been one of those years to remember for the girls’ seven-a-side rugby program at Scarborough’s Sir Oliver Mowat Collegiate.

A Toronto District School Board title, an undefeated season and the bragging rights that go with the championship. Then, a provincial gold medal – in a playoff organized under the jurisdiction of Rugby Ontario.

And now, there’s more – a trip to Japan.

Mowat was selected, by the provincial rugby association, to represent Canada at the prestigious Sanix World Youth high school tournament in Fukuoka set for April 29 to May 6.

It’s an event that attracts

teams from New Zealand, Hong Kong, Australia and four squads from the host country.

Having a girls division is also a first in the 14-year history of the Japanese event, hence a big moment for the girls at Mowat.

“This is a huge highlight for these girls and their first taste of international competition,” said an ecstatic Susan Underwood, a teacher and head coach of the Mowat squad.

Mowat will send a team of 12 players and joining them will be Underwood’s daughter (Danielle), the captain of the Queen’s University rugby squad and a kinesiology student who will handle trainer responsibilities. Margaret Glenesk, another teacher, will be the team manager. Two fathers have also confirmed

they want to be part of the contingent.

Underwood said each person pays air transportation, while the sponsor will pick up the tab for meals, accommodations and an educational excursion during the eight-day trip.

Mowat players have each already raised their $1,450 through a variety of fundraising events while no funding assistance has come from the school, Athletic Council or Toronto District School Board.

The Mowat players are props Monika Hirsch, Kaitlin Kelly, Kim Wong and Genna Downey. Alison Trajanovski and Isabel Rondinone are the hookers. The scrum halfbacks are Kristen Nolan and Samantha Misner. Centres are Madisson Howells and

The new neighbourhoods are eligible for additional programs and capital funding based on a new metric, called a “Neighbourhood Equity Score.” It looks at various categories including unemployment levels,

Toronto’s community development and recreation committee has approved a new way to designate priority neighbourhoods — one that will shift resources through communities across the city.

The policy change must still be approved by Toronto

education level, voting rates, physical surroundings and health levels.

The revision is the first major one since 2005, when the city instituted the priority neighbourhood system following a rash of shootings.

Don Valley East Councillor Denzil Minnan-Wong came to the Monday, March 17, committee meeting skeptical about the new system.

He pointed out that the designation of at-risk neighbourhoods for additional resources doesn’t have any way to measure the success of investments.

“Previously or up until now there haven’t been any measurements and you can’t improve what you can’t measure,” he said.

Minnan-Wong, who is not a member of the committee, said he intended to make

motions when the matter comes before council. Other councillors on the committee were more supportive of moving forward.

“How can we fully track how many lives we saved?” said St. Paul’s Councillor Josh Matlow. “How many people can we put on paper saying how we’ve set them back on track? What we do know is that there are a number of different investments that
