Scarborough Scouts are taking part in two community projects as part of a week-long initiative

to promote good deeds.

Scouts Canada’s fifth annual Good Turn Week runs from April 26 to May 4.

“It’s encouraging people across the country to do random

acts of kindness,” Scouts youth spokesperson Diana McBey said.

This week, about 150 Scouts in Agincourt are collecting food for a local food bank with the

goal of filling two trailers to maximum capacity. “They’ve collected food and they handed out flyers for food donations, asking people in the community to donate,” McBey said.

Local hospitals to look at integrating some services MIKE ADLER madler@insidetoronto.com Denied the formal merger they said they wanted, leaders of The Scarborough Hospital and Rouge Valley Health System will be spending the next year planning the “integration” of certain services.

This will include a joint delivery system for maternal, neonatal and pediatric care between the two Scarborough hospitals, but could also mean changes to other medical services, as well as non-medical services such as hospital food.

A last-minute vote by TSH directors in March cancelled the merger after the province refused to pay merger costs

or fully fund a planning study that could present it with a case for new hospital facilities in Scarborough.

The region’s health authority, the Central East Local Health Integration Network, then asked the hospitals to state how “integration” of their services could continue.

At a meeting in Pickering last Wednesday, the hospitals pledged to undertake a “joint integration plan for select services.”

They would do this, they said, by assessing “short-term integration opportunities,” identified in workbooks written during the merger process, over the next year or less.

A short list of changes “that align with LHIN priorities” will be developed, and progress reported regularly to the LHIN. “Those opportunities will be further explored and the hospitals will continue to actively engage our staff, physicians, and community throughout this process,” TSH CEO Robert Biron said in a release.

Officials at both hospitals had maintained the workbooks – written by representatives of 15 clinical and non-clinical areas at TSH and RVHS in often technical or point-form notes – were exercises, not actual plans to follow after a merger was approved.

The hospitals’ April 23 presentation, however, said work assessing some “opportunities” in the workbooks was already underway.

Strong support Strong support remains amongst the leadership at Rouge Valley to “actively pursue viable opportunities for integration,” the hospital board chairperson Joan Wideman said in a letter to RVHS staff and volunteers in April.

“We are committed to move forward to improve quality care, access, and to make the best use of our resources for our communities of Scarborough, Ajax,

Pickering and Whitby,” she said.

The Scarborough Hospital did receive news in April that Ontario’s health ministry had returned to “active” status two long-sought capital projects at the TSH General campus, restarting a process it shelved during the year-long merger study.

This means the province could move closer to renovating the General’s surgical suites – called obsolete and probably the oldest in an Ontario hospital – with $250 million in grants, and renew its aging diagnostic suites with work worth almost $10 million.

The hospitals had also asked the ministry for details

on a $3-million planning grant it promised on the eve of the merger vote – far less than $18 million in funds the hospitals wanted – but no additional information on that grant has been announced.

The merger’s collapse means both hospitals still need their own boards of directors and CEOs. Rouge Valley CEO Rik Ganderton, who had announced he was retiring by June, will continue in the job until Dec. 31, when the hospital expects to have chosen his replacement, Wideman said.

Help city improve response to weather disasters

emembering last year’s floods and ice storm may not be on the top of Torontonians’ list of fun activities this month, but the city wants to hear from you about what it should be doing to help residents in future weather emergencies.

The ice storm of late December and the flooding after a massive rain storm in July, saw our city hit with two unprecedented weather incidents which knocked out power, caused environmental damage, and millions of dollars in property damage.

The massive thunderstorm of July 8 hit Toronto hard and fast. Rain hammered down in a line across much of the west and central parts of the city, causing power stations to flood and shut down, the subway line to close, roads to turn into small rivers, and basements to flood. In the Don Valley, stranded GO train passengers had to be rescued by boats as water seeped into the train cars.

The ice storm wreaked similar our view havoc, knocking out power for (in some cases weeks) as Have your say days tree branches toppled under the on emergency weight of the ice and brought down power lines across Toronto. preparedness Hydro crews from across the province worked for days straight to restore power, and the city estimated some 20 per cent of Toronto’s tree canopy was destroyed. In some parts of the city, is was estimated as much as 50 per cent of the tree canopy was lost.

They were both huge incidents impacting hundreds of thousands of people and highlighting the need for all residents to take some basic emergency preparedness steps including stocking of food, candles and cash in case of similar incidents. It also showed how important it is for residents to keep an eye out for neighbours in need and offer help.

This month, residents can weigh in on how the city did in responding to these weather emergencies and what it might do better in the future.

Meetings are set for May 12 at the Scarborough Civic Centre, May 13 at Toronto City Hall, May 14 at the North York Civic Centre, and May 15 at the Etobicoke Civic Centre. All meetings go from 6 to 9 p.m.

Residents who can’t attend the meetings can share their input by going to the city’s website at www. toronto.ca/weatherprooftoronto A report on how the city dealt with the storms will go to the city’s executive committee on July 2.

unday afternoon I was lucky enough to cross paths with a couple of long-time NHL hockey scouts, Hank Statten and Scooter Davies.

The chance meeting took place in the Chicago airport right after they’d witnessed the Blackhawks eliminate the St. Louis Blues from the playoffs.

They were waiting to catch a flight to Dallas for what would turn out to be their second firstround finale of the day as the Stars ended up getting knocked out by the Anaheim Ducks.

The legendary duo was kind of enough invite me to listen in while they compared notes on the players thus far.

History will remember Flaherty well Taxes, services should be key issues To the editor: I was most saddened indeed to learn of the death of the “epicenter figure” of Prime Minister (PM) Stephen Harper’s Conservative government, former finance minister Jim Flaherty.

His prudent stimulus countered rising unemployment and rescued Canada’s domestic auto sector that flourishes today, steering us through the “Great Recession” insulating us from the far greater toll experienced in other industrialized G20 nations.

Flaherty was devoid of all the theatrics that often is intrinsic in finance ministers and the most sensible voice that resonated out of the Conservative Party I have seen in a lifetime.

It was always the “man with a plan” that would walk down the stairs of the House of Commons with the PM walking behind him who was courteous and candid to reporters addressing questions of the day.

When a Toronto daily was carpet bombing Mayor Rob

Ford’s character when the mayor appeared to be going through a tough time, not unlike many regular folks with whatever their imperfections, it was a truly heart-breaking response to a reporter questioning Flaherty on Ford’s trouble when he seemed “temporarily lost for words” and exhibited a “welcomed caliber of concern” about his friend at city hall that was both moving, authentic and most rare these days.

Determination Flaherty’s unflinching determination to get Canada on a trajectory to a balanced budget may have been a cornerstone of his stewardship of finance.

However, I personally relished the moments when someone drew his wrath whether it be fellow cabinet ministers with leadership aspirations challenging him on his compassionate abandonment of the “incomesplitting” after the budget is balanced that would dis-

proportionately favour the affluent or his giving Ontario Premier Wynne and Finance Minister Charles Sousa a “reality check tongue-lashing” for blaming the federal government for the dire state of finances in Ontario.

Great PM I often imagined what a great prime minister Flaherty would be, should Harper decide not to run again I will never see that day although I would advance that Canada’s future looks promising with Flaherty’s two per cent reduction in the GST for hard-working Canadians and his foresight to elevate the retirement age to 67 from 65 assuring a sound continuity of Canada pension system for future generations.

History will remember him well.

One thing that everyone seems to agree on in this mayoralty election: transportation, and public transit, is a defining issue.

Well, let me be the heretic in the room for a moment, and suggest that may not in fact be the case.

I come by my heresy honestly, after having heard two candidates – frontrunner Olivia Chow and trailing hopeful Karen Stintz – articulate as clearly as anyone yet has, how they’ll pay for the multibillion dollar downtown relief subway line.

Now, the downtown relief line has come up more than a couple of times in mayoralty debates and announcements. Also, nobody quite knows how to pay for it.

Stintz got things rolling early on Tuesday, outlining a 15-year plan to raise $1.6 billion. She’d do that for the most part by diverting revenue from parking tickets and parking lots into a special transportation

david nickle the city fund, and also charging an extra $3 levy on certain downtown Green P parking garages.

In the afternoon, Chow had a simpler plan. She’d cancel the Scarborough subway and the tax levy council approved to fund it, and having secured financing from the federal and provincial government, institute a new tax levy to pay for TTC repairs and upgrades, and the downtown relief line – or rather, to pay for the $1 billion the city would borrow to fund the city’s share of those things.

Both plans are forward looking, and could probably work, but neither can really deliver the transit that Toronto needs on their own.

Chow made that point when she spoke to the Toronto Region Board of Trade. She pointed out that

Toronto receives just eight cents of the dollar its residents pay in taxes federally and provincially.

The reality is that Torontonians could fund more of the things that are needed, through the relatively low property taxes we pay now, and through additional taxes that might be imposed by future governments. Since amalgamation, Torontonians flinch from tax increases or new taxes, to the point of self-destruction.

We avoid the connection between taxes and services to the point that we give our elected leadership an impossible task, and elect the ones who’ll most gleefully lie about their ability to complete it. The defining question in the 2014 election is: will voters show the maturity and intelligence to pay for the things we all need, and turn away from lies and half-measures.

Settlement reached on controversial townhouse plan West Rouge proposal would have been difficult for community to fight at OMB MIKE ADLER madler@insidetoronto.com The West Rouge Community Association has reached a settlement with a builder proposing 50 stacked townhouses on Island Road, but the deal is not one which many residents will celebrate.

The owner of the 1.4-acre triangular parcel appealed to the Ontario Municipal Board after Toronto city councillors refused last fall to approve the development and a required

zoning change.

Preferring the property at 17 Island to remain commercial, the WRCA led a campaign against the proposal, stressing their neighbourhood had no townhouses and arguing the development would aggravate local road congestion.

A settlement with the developer and city solicitor was, however, reached after the board scheduled a hearing to begin next Tuesday, May 6.

Though declining to share

details until after the hearing, WRCA President Tom Jones confirmed the deal would essentially accept the townhouse proposal but include added benefits for the community.

West Rouge residents are still not happy with the development, he said this week.

“It’s not the right fit for the neighbourhood,” Jones said, but recognized the association’s chances of victory at the OMB were “pretty small.”

The ratepayer group had

been prepared to fight the proposal to send a message to developers that the neighbourhood has certain standards, he added on Tuesday.

“We wanted to keep fighting.”

But Toronto’s planning department had judged the proposal “appropriate” for the property and concluded its contribution to traffic was insignificant.

This meant the city, despite council’s support for the resi-

dents, could not send experts to a hearing to argue against the proposal.

There was also a chance the board could agree to increase the size of a development at 17 Island.

C

anada’s largest indoor cricket facility is set to offer new coaching and training this summer.

Sorkkam Cricket in Scarborough boasts a “state of the art” facility that offers cricket training and coaching all year round.

Under the new ownership of Anil Perera, the facility aims to become the heart of cricket in Canada.

National team “It was founded three years ago,” Perera said, adding that the Canadian National Cricket team uses the site to practice.

With new management since the beginning of this month, Perera hopes that

the upcoming summer months will increase the number of participants in the game.

The facility includes a snack bar, a pizza bar and an upcoming cricket store.

To further promote Sorkkam, Perera is inviting former Sri Lankan cricketer Arjuna Ranatunga to start an academy at the facility this summer.

Ranatunga is known for leading Sri Lanka to a win in the 1996 Cricket World Cup. Cricket, a popular sport in South Asia, has grown in popularity in Canada said Perera.

The large influx of South Asian immigrants over the past decades has also brought the love of cricket.

“These people bring in a culture of cricket,” Perera said. “That’s what they

know, that’s what they’re good at.”

The sport arrived in the Indian subcontinent under the rule of the British Empire. Today, it’s the most popular sport in India, Pakistan, Bangladesh and Sri Lanka.

Perera believes the sport will only increase in popularity in Canada.

“There are about 200,000 immigrants coming to Canada each year,” Perera said. “From that, there are thousands coming from South Asia. It adds to the growth of cricket among South Asians in Canada.”

The facility also hosts training grounds for baseball. The facility is located at 2050 Ellesmere Rd, near Markham Road.

Designated seating areas are already in place throughout the TTC, but they’re often taken up by able-bodied riders who are either unaware or uncaring the seats are not for them.

That’s the message the local community had at a panel discussion organized by the Rotar y Clubs of Scarborough during a panel discussion at the Scarboro Golf and Country Club last Wednesday night.

The panelists were Scarborough-Rouge River MPP Bas Balkissoon and Scarborough-Centre MPP Brad Duguid. They were joined by community members to discuss the role of the province in social and economic development in Scarborough.

Duguid spoke of the role the community should play and it’s primary importance.

“I think we need to talk about what role we together should play, this is a grassroots movement and that’s what makes me so excited,”

he said. “I don’t think it’s about going to levels of government, rather it’s about us and how we can build on the great assets we have.”

Those assets ranged from the many community-led networks in Scarborough to the roles schools and institutions play in enhancing the city’s economic and social well-being.

Duguid said it’s time to

“stop wallowing” and to move forward. The city has a lot to celebrate and many things to be proud of, he said.

Adding to the discussion, Duguid brought up the importance of the subway extension into Scarborough.

“I think it’s a really important vehicle for our future,” he said. “It’s a huge infrastructure investment, it’s a huge economic opportunity. We want

to maximize the economic impact of that investment.”

As the discussion continued, Balkissoon talked about how community improvements that have been made, and what still needs to be done. “ When I got elected, Malvern was known as the ‘shooting gallery,’” he said.

“In the past five years, there’s no more shootings. It’s gone because of community empowerment.”

Balkisson believes community empowerment is the root cause of improvement.

Friendly engagement and cooperation with the Toronto police is what he believes can bring positive change, as it did with Malvern.

Though the government can help, the community is the primary stage, he said.

Balkissoon also spoke of education and employment extensively.

“There are folks out there working for minimum wage and they’re doing very well,” he said. “But the first day they

get sick, if they’re working for a small company they have no benefits, therefore they have no income, and therefore they can’t pay rent and buy food for their kids. We can see the downward trend in employment to the lower sector,” he added.

Balkissoon said the root cause of the “downward trend” is a lack of support for local employment.

Fo r S c a r b o r o u g h t o strengthen as a community, he said there must be support for local employment and local businesses.

The panel opened up to community members that attended. Many people raised their concerns with questions, comments and suggestions.

“It would be wonderful to get more people involved,” said Carol Gamble from Community Outreach Canada. “I would love to see a partnership committee set up, a lot of people need extra help. We need more partnership, more working together, so we can come up with ideas

and move forward. I think there’s a lot that can be done in Scarborough, there’s a lot of positive young people.”

Residents also spoke of infrastructure and the need for transit.

Pa t r i c k S h e r m a n , a Scarborough resident for 40 years, said local transit needs to be improved.

“People can no longer afford cars, they increasingly rely on transit,” he said.

“Local transit is becoming more and more important, but in the last budget a lot of the bus routes that these people depend on have seen buses taken off them or shut down.”

The discussion covered all facets of issues facing Scarborough from transit to employment to development. The Rotary Clubs of Scarborough aim to spearhead the 2014 Scarborough Community Renewal campaign.

Not far away on Saturday, residents Bryan Heal and Natasha Majumdar lead a “Dorset Park Discovery Walk” around their rapidly changing community, starting at noon from the Dorset Park Community Hub on Kennedy Road just north of Ellesmere Road and including the park for which the district was named.

Opponents of a proposal to send diluted bitumen through Line 9 – an oil pipeline running across Scarborough and crossing the Rouge River system six times – stage their own journey Saturday at 9:30 a.m., starting from the doors of Taibu Community Health Centre outside Malvern Town Centre on Tapscott Road.

The walk leaders include Leigh Paulseth of Friends of the Rouge Watershed and Tim Heffernan of Group East End Against Line 9.

On Sunday, our distinctive waterfront, including the Rosetta McClain Gardens and Bluffers Park, will be explored in “The Scarborough Bluffs,” a walk leaving from Birchmount and Kingston

roads at 10 a.m.

Besides leader Lucille Yates, who lives atop the bluffs, walk participants will hear from Raptor Watch photographer Ann Brokelman, geologist Ed Freeman, horticulturalists Don Simerson and Richard Welsman and others.

People going to 85 Silver Springs Blvd. in Agincourt at 1 p.m. can join “Steeles L’Amoreaux: Stories of Change - Past, Present and Future.” Like Dorset Park, Steeles and L’Amoreaux are former “priority neighbourhoods” in Toronto now judged to have risen, though narrowly, above a city benchmark for their quality of life.

Residents’ stories Walk leader Tammy Clarke of the Steeles L’Amoreaux Neighbourhood Association will introduce participants to residents who will share their own “stories of positive change, of hope, and of aspirations for the future.”

In southeastern Scarborough, another neighbourhood, KingstonGalloway-Orton Park, is ready to show off its assets Sunday with a “Walk into the Future,” which leaves at 2 p.m. from an entrance to Morningside Park by the eastern end of a Lawrence Avenue bridge near the East Scarborough Storefront.

There are nine stops on the tour of KGO, each with a scheduled resident speaker.

“Because this is a walk discussing some of the community projects that many of the local residents have and are putting their time and effort into, it is only fair that we hear about the projects directly from them,” organizers explained.

The Scarborough walks are described as family-friendly, but some could include uneven pavement or strenuous conditions.

Bike rides, shooting hoops and playground fun are just some of the ways kids get active in the spring and summer months.

It’s a good thing too, because recent reports show that Canadian kids just aren’t getting enough exercise. According to the Canadian Society of Exercise Physiology, kids should get at least 60 minutes of moderate to vigorous physical activity every single day.

Unfortunately, for many children that simply isn’t the case.

ming or cricket. Scarborough student Sultana wins U of T Cressy Award Scarborough student Anjum Sultana is the winner of the prestigious Gordon Cressy Student Leadership Award presented by the University of Toronto.

A fourth year student in health studies at U of T, Sultana was honoured for her leadership roles in initiatives combining education and global health in North America, Ghana and Kenya.

A grad of Stephen Leacock Collegiate on Birchmount Road, Sultana plans to continue at U of T and pursue a master’s degree in public health with a specialization in epidemiology or health policy.

Among the many initiatives Sultana has been involved in, she worked in Sub-Saharan Africa on projects focusing on improving health outcomes in rural populations.

Locally, she was a project worker with the Scarborough Women’s Centre from August of 2012 to April of 2013 She also created, maintained and developed new content for a health-centric website that serves the South Asian Community by highlighting culturally appropriate and linguistically accessible health care services.

Toronto to auction off decommissioned street signs RAHUL GUPTA rgupta@insidetoronto.com Following heavy public demand, the City of Toronto will offer up for purchase 1,750 iconic street signs no longer in use.

The city has already started to auction off the decommissioned street signs, starting

with an initial allotment of 100 signs. Fifteen of the signs will be autographed by Mayor Rob Ford.

Bidding will take place via online auction house Platinum Liquidations Inc., starting at $30 per sign and increasing in $5 increments until the sale is completed.

“Over the past few years,

the public has shown great interest in owning a piece of the city’s history and we are very pleased to be providing this opportunity,” said North York councillor and public works chair Denzil MinnanWong in a press release.

Each auction will last 60 days with 20 signs added to the bidding list every week.

It is expected it will take more than year to sell off the entire stock of street signs, which includes the iconic white bladed versions with black text as well as those with simple blue backgrounds and white lettering often found on suburban residential streets.

Oversized signs normally displayed at intersections will

not be included.

The decision to sell the signs stems from a 2007 city council decision mandating uniform design standards for city street signs, which were of various sizes, shapes and colours following the amalgamation of the seven former municipalities of Metropolitan Toronto in

by Metrolinx, which is coordinating the building of the $5.3 billion light rail project connecting opposite ends of Eglinton, between Mount Dennis and Kennedy Station. The line includes the construction of two planned west and east tunnels from Black Creek Drive to Yonge Street and then from Yonge Street to Laird Drive.

The tunnel machines must also be re-deployed once they reach Allen Road to continue digging east. Work on the underground portion of the Crosstown - which makes up 11 kilometres of the LRT’s total route - is virtually identical to subway tunnel construction, said project

engineer Gary Kramer, representing the construction consortium Crosstown Transit Constructors (CTC).

“The only thing that’s different is the Crosstown’s tunnel diameter is a little bigger, half a metre, than a subway tunnel,” he said.

Since being launched last year from Eglinton Avenue and Black Creek Drive, the two massive tunnel borer machines (TBMs) which are known as “Dennis” and “Lea” have excavated around 10-15 metres of dirt per day some 20 metres below street level.

Currently the two TBMs are nearing Caledonia Road.

The estimated 80-metre long borer machines run all hours of the day for five days a week. Tunnelling, below Eglinton, between Black Creek and Laird Drive, is expected to be complete in about two and a half years. It’s estimated the total amount of dirt excavated could fill the area of the Air Canada Centre up to the height of the CN Tower.

In addition to tunnelling, special precast concrete segments, approximately 8,400 in all for the west tunnels and weighing around 2.5 tonnes each, are formed into rings and installed onto the tunnel walls as the borer machines push through headwalls – large support structures erected in anticipation of the future construction of 12 underground stations.

The liner segments are transported by a special supply train to the TBM’s location, where they are power washed by hand before a lifting machine transports each piece into place via suction.

Six segments are then placed on the tunnel walls to eventually form a complete tunnel liner ring. Dirt from the excavation is extracted by a conveyor belt and sent to a central muck pit, where it is picked up by trucks and transported to a storage facility in Newmarket and later will be used as infill at various sites.
