municipal election be vulnerable to vote tampering?

ith Sarnia committed to a paperless ballot in the next municipal election residents have been asking whether the new electronic voting system could ever be compromised.

The short answer is yes, experts say. But it’s highly unlikely.

A local IT expert experienced in information security said breaking into the system Sarnia has commissioned would take a lot of time and planning.

And it’s unlikely anyone locally would have the combination of motivation and skill to pull it off, said the expert, who requested anonymity.

“But there is no 100% safe security. If it’s manmade it can be broken,” he said. “Security is a series of speed bumps. At the end of the day they may deter somebody from using that road, but someone that’s determined will always get past the speed bumps.”

Sarnia has hired Nova Scotia-based Intelivote Systems Inc. to oversee its first Internet and telephone voting election next fall. The company is preparing to handle 93 Ontario elections in 2018.

But even Intelivote’s president and founder admits no system is completely impenetrable.

“I can’t guarantee that (malicious hackers) can never get into the system, but to be able to modify information in our system requires more than just getting in,” Dean Smith told The Journal.

ndres Bustamante is not longer afraid to go outside at night.

The International student at Lambton College said wandering around Sarnia after dark is not like venturing into the treacherous streets of his home in Caracas, Venezuela, a city of 4.5 million.

“Barely anyone goes out on the street after 6:30 (p.m.) because you will get mugged, you will get killed, you will get kidnapped,” said Bustamante, who is studying information technology.

The 28-year-old who arrived last year and is the midst of a co-op placement said he has been made to feel welcome.

“That feeling, that you can actually feel secure,” he said.

Sarnia’s reputation as a

safe city is a major draw for students from abroad, along with relatively low tuition and living costs, the college says.

Enrolment has more than doubled in just three years, with 974 international students studying at Lambton this fall.

“It’s changing the face of Sarnia,” said Cindy Buchanan, the college’s marketing and communications director.

It’s also a two-way street, she

added, with Canadian students enjoying the chance to experience different cultures without leaving home.

So what’s it like for the new arrivals?

“When they hear my accent they ask, ‘Where are you from?’” said Bustamante.

“That actually feels like people want to know more about the people that come here to Sarnia.”

number key, as well as instructions on how to cast their ballots via phone or Internet.

Voters will be prompted to enter a secondary credential, such as a date of birth, to confirm their identity.

Some residents worry that without a paper ballot to back up the electronic system the results could be compromised and no one would ever know it.

And that is a concern, said Zack Taylor, an assistant professor of political science at Western University.

“I worry about electronic voting in that respect. There’s something reassuring about having a paper ballot,” he said.

Taylor said it’s hard to imagine anyone spending the time and resources on a cyberattack when there are much easier ways to sway a municipal election.

Most are decided by 30% to 40% of the population, so changing the outcome is better done by renting a bus and rounding up undecided and gullible voters, he said.

Sarnia’s deputy clerk, James Jenkins, said security features were a big reason Intelivote was chosen during the RFP process.

“What they talk about is a number of security concerns that are out there, and how they’ve addressed them,” he said.

On the night of Oct. 22, Sarnia’s vote results will be received by the city clerk, Intelivote and a third-party auditor.

Intelivote’s Dean Smith is confident in the results of his company’s technology.

“You can’t really be in this industry and do a half-assed job on security,” he said. “That really is job number one.”

Goal of new drop-in crisis centre is to prevent suicide $20,000 boost from the County of Lambton.

A United Way venture grant provided $30,000 for one of two salaried employees. Funding also came from The Bicycle Shop.

“Every community needs one,” said Ingles, whose vision is to have a facility like Deker’s Place in every Canadian city.

“We are the first registered charity for suicide prevention that has a space.”

eker’s Place is now open, providing a safe haven for those at risk of suicide. “(Clients) are never alone when they come into our facility,” said Teresa Ingles, founder of the Deker Bauer Foundation for Suicide Prevention.

“A lot of times... the hardest part is being alone.”

For now, Deker’s Place is open only on weekends, from 7 a.m. Saturday to 11 p.m. on Sunday. But a phone line is operating, and as funding and staffing become available the centre aims to be open 24/7, Ingles said.

The facility is at 385 London Rd. on the property of Central Baptist Church, and strategically located near Bluewater Health. It’s a multi-bedroom home with two private consultation rooms, a large family room, resource room, kitchen and fully stocked bathroom.

Deker’s Place has nine volunteer advisors — qualified social service workers and child and youth workers. They meet clients face-to-face or respond to phone calls and text messages when

surprising number of women lose their hair but few services exist locally to help them, says the manager of a new wig studio.

Candace Hamilton says just as many women cope with hair loss as men.

While men easily appear bald in public, it’s devastating for women, she said. “They often suffer in silence and hide at home or become reclusive.”

Hamilton knows. Her hair was always thin and she began losing it when hypothyroidism became a serious problem in her 20s.

Along with alopecia, chemotherapy and genetics, hypothyroidism is a fairly common cause of female hair loss.

Once diagnosed, she searched for a wig that would suit her and fit well, but found little selection in southwestern Ontario. Finally she found Continental Hair in Toronto, where she purchased a custom made wig made from human hair.

Aggarwal is from Vadodara, a city of about 400,000 in western India. Despite her hometown being a major cultural hub and university

centre, her family encouraged her to study in Canada to gain independence.

Aggarwal, who had never been outside of India before arriving in Sarnia, said the biggest culture shock has been adjusting to the local affinity for table manners.

“It’s always, ‘please,’ ‘thankyou’ and ‘sorry,’ she said with a laugh. “It’s a very major thing.”

Ballerina, 14, returning to Sarnia for The Nutcracker

F

ormer Sarnian Annabelle Holland is being welcomed back on stage by the ballet school that inspired her to begin dancing at the age of four.

You could say Holland has the plum role in Shirley Schram’s Sarnia Ballet School’s Nutcracker excerpts.

“I know Annabelle has the passion to be the Sugarplum Fairy,” says Schram. “She definitely showed she had passion when she was at my dance school, always working toward a certain standard that shows on stage.”

Four months ago, Schram invited Holland to return from Toronto to be guest artist in the school’s annual Christmas production.

Holland, 14, left Sarnia two years ago to study at the Quinte Ballet School of Canada, then moved to Toronto for a full-time pre-professional program.

She dreams of dancing

The role of the Sugar Plum Fairy may look easy but it’s technically challenging, she explained.

She needed to find a male dancer to perform pas de deux with her as The Cavalier, and was able to recruit Toronto-based freelancer Dominic Who. The two have rehearsed together in Toronto while about 35 of Schram’s students rehearse in Sarnia.

“I’m sure it’s going to look great,” Annabelle said on the phone from Toronto. “I just love ballet.

It’s always looked so beautiful to me. I just love that you are never perfect. You can always improve.”

New bench recognizes lumber family’s contributions to city PHIL T o the strains of a highland piper on a glorious fall day, Tom Belton led a procession down Lochiel Street to the waterfront.

More than 60 family, friends, and former employees of Belton Lumber had converged on Sarnia on Oct. 21 to dedicate a bench to the community.

They came from across Ontario and as far as Golden, B.C. to remember a family company and its long association with the city.

“Sarnia has been good to the Beltons,” Tom Belton told the small crowd, which included names from its past, including Belton, Kenny, Gurd, Cowan and Pardee.

By the time the Second World War broke out, Belton Lumber had more than 100 employees in the city.

The Laidlaw-Belton Lumber Company was founded in London by partners Robert Laidlaw and James H. Belton in 1874.

Twenty years later, James’ son George H. Belton joined the business.

In 1898, the Belton family established a company in Sarnia.

As forests in Northern Ontario were felled, massive rafts of logs were floated down Lake Huron to Sarnia Bay.

In 1901, Chester H. Belton arrived in Sarnia to run the operation. Mills along the Great Lakes shipped lumber by sailing vessels to Sarnia.

The company moved to the foot of Devine Street in 1911, and the Laidlaw-Belton Lumber Company flourished. In 1926, Thomas D. Belton, the grandfather of bench dedication organizer Tom Belton, became the third generation to run the lumber business.

The company expanded throughout Canada in the 1930s, and in 1946, while embarking on a busy period of postwar construction, the Belton’s bought out the Laidlaw interests and the firm became the Belton Lumber Company Limited. It continued operating until 1984.

The Belton family’s mark on Sarnia went far beyond the company’s 86 years of success.

Circles program a great example of people finding solutions

E

ach of us has likely heard of the capitalist economy, the sharing economy and the information economy, but usually not of the solutions economy of which we have several examples right here in Sarnia-Lambton.

Circles Canada is one such example – providing a program to enable individuals to lift themselves out of poverty by setting goals, participating in training, education and accessing a wider circle of resources and supports.

The One Tomato Project is also an example of the solutions economy – creating community gardens, providing opportunities to learn about gardening, as well as cooking and providing fresh vegetables to neighbour-

hoods and the local food bank.

Another example is the Habitat Restore – keepThea deGroot ing building materials and household furniture out of landfills and making them available for reuse, providing opportunities for individuals to earn their needed Habitat Sweat Equity hours, and raising funds to build new Habitat housing.

With the Circles program, local problem solvers — the social workers whose job it was to encourage individuals to fill in the forms, do job searches, and get themselves off the welfare system — asked themselves

what was really keeping people in poverty once they found themselves there.

They knew that throwing more money into the system wasn’t the answer, even though social assistance was far from enough to get by on. Lambton County staff prepared a report about child poverty in 2006, and in 2007 a Child Poverty Task Force suggested the Circles Initiative be adopted.

County council agreed to implement Circles the following year.

In 2009, Gayle Montgomery launched the program, making it available to anyone living on social assistance, willing to go through the Moving Ahead program by setting personal goals and choosing to become

a Circles leader. To date, 140 families have participated in Lambton Circles initiatives, and of those 51 families have reached their goal of self-sufficiency.

My husband and I have been involved as allies in the Circles program over the last few years, and always looked forward to getting together with our Circles family for Tuesday evenings, enjoying an intergenerational meal served by local volunteers while we shared our life’s ups and downs with one another.

There were always lots of laughs, some tears and heartfelt memories. One of my favourites is when a little girl made a beeline for a whitehaired lady and demanded that

she sit on the grandmother’s lap for the evening. Achievements were celebrated, sorrows shared, and friendships across class, age and gender lines grew.

Sarnia-Lambton is richer for Circles in our community. It has been a gift in our lives, and if you should find yourself with little to do on Monday, Tuesday or Wednesday evenings when it would be nice to have some companionship, please consider joining one of these Circles groups.

You won’t regret it.

Retirees leaving Sarnia, blame Ontario’s high cost of living

Sir: The satirical “Kathleen Wynne Moving Company” stopped in Sarnia on Oct. 12.

It was a message from Taxpayer.com and it was reportedly travelling to Ontario’s hardest hit communities.

With high cost of living, which includes food, taxes, electricity, insurance and fuel, my wife and I have decided to pack it in. What was originally planned as our place to

retire has been hijacked by the government of the day. It’s not easy to find and then settle into a place that’s going to be your final move, but Sarnia is an amazing city.

I was privileged to transport international students around Sarnia for the past three years.

When asked what they thought of the city, the majority would tell me, “It’s quiet.”

Their experience was mostly

from large cities in India and China. And you know what?

With the exception of the yahoos who think their cars are toys, these students are right.

Walking trails, bike trails, beaches, parks, chip trucks (OK, that last one just slipped in there).

We listen to the ship’s horns letting boaters know they’re coming. I can’t tell you the number of hours I’ve spent sitting at the river under the bridge, checking my computer

to see who was heading up or down the river Where are we off to?

Well, that’s confidential information, but needless to say we will definitely be riding the Kathleen Wynne Moving Van, and that’s regrettable.

City Hall killing community assets by failing to maintain them

Sir: Re: the Nov. 2 letter from Dan Harding about efforts to save Jackson Pool.

Saving the pool is a very worthwhile undertaking to my mind. It’s hard to learn to swim at a splash pad.

Dan asks: How does a city not take care of assets donated to it?

That’s a great question. Is it budget allocation or budget management?

Here are some recent examples of what seem like poor

preventative maintenance that resulted in the demolition of community assets.

Jackson Pool: When the issue was first raised the estimated repair cost was $150,000. Now it’s $581,000 to “probably one million.”

Lakeshore Kinsmen Centre: This building had a leaky roof that was let go to the point the building had to come down.

Canatara Log Cabin: It needs to come down and be replaced, partly because “ broken win-

dows have allowed animals into the building.”

The carriage house at Canatara was recently replaced as it too had fallen into disrepair.

The McLean Centre: It once housed an excellent eatery, but was let go to the point of demolition.

I walked through Canatara Park recently. The roads and paved trails are in terrible shape. The curbing is so full of sand rainwater can’t drain away, and the washrooms

Sarnia Arena is facing a major renovation. Thank goodness we have community service groups willing to install and replace city assets.

It’s unfortunate that city administrators see little value in preventative maintenance and continuous improvement.

Maybe this is no oversight.

Fewer assets mean less work.

Sir: Not everyone in Sarnia is bothered or frightened by the U.S. military aircraft flying along the St Clair River.

I for one enjoy seeing modern aircraft flying by for the brief few seconds that it takes to fly past Sarnia. I can’t imagine how anyone could feel frightened by the sightings of these aircraft.

After all, the United States is an ally of Cana-

da in the war on terrorism and flying along the border in aircraft by professionals who have a job to do is not a threat to anyone, except the bad guys.

Troops say Gladu opposes pot plants ‘thanks’ for S cards

A

Canadian military task force stationed in the Ukraine has written to thank the people of Sarnia for sending the troops hundreds of personalized Christmas cards.

About 50 Canadian soldiers gathered to read the cards at the Canadian Compound of the International Peacekeeping and Security Centre in Yavoriv, Ukraine.

The Sarnia cards, photos and artwork were distributed and displayed around the compound, Deputy Commander Jeff Day said in a letter to Mayor Mike Bradley.

“It was a pleasure to read and to watch the soldiers react to the well wishes and messages. It really felt like we were opening cards from friends and family, and it was a wonderful reminder of home,” he said.

The task force is two month into a six-month training deployment with the Ukrainian Armed Forces, Day said.

“Our mission is made easier knowing we have support from Canada, particularly the people of Sarnia.”

arnia-Lambton MP Marilyn Gladu is taking a strong stand against the Liberal government’s plan to allow homegrown marijuana next year.

Gladu, who is also the Conservative health critic, recently mo-

tioned for an amendment to Bill C-45 that would restrict Canadians from having any cannabis plants in their home.

The Trudeau government’s legalization bill, as written, would allow people to grow up to

four plants at a time for recreational use.

Gladu has said homegrows will make it easier for children get access to marijuana, a position also backed by the Canadian Association of Chiefs of Police.

Vocalize Sarnia bridges gap between people and politicians

atie Horvath was a student at Lambton College organizing political forums when she realized many people were disengaged, even about local issues that impact them.

At first she thought they were just distracted.

“But people were very aware of what was going on and they were

just tired of being lied to,” she said.

“They were tired of scandal… and they were tired of feeling like they were just a cog.”

Which gave rise to Vocalize Sarnia.

Vocalize Sarnia is a Facebook group that gathers questions from ordinary folk and poses them to members of city council. The answers are gathered and posted for all to see and discuss.

It also offers general discussion topics relevant to Sarnians, as well

as questions submitted by council members for group members to answer.

The goal is to “bridge that gap between people in power and people who are just everyday citizens,” said Horvath, 27, who moderates the group, which has grown

to 1,300 members.

With the exception of Coun. Dave Boushy, every member of city council and the mayor have responded to at least one question.

Topics range from e-voting and paper ballots to addiction services and the recent

national media feature on “Canada’s Toxic Secret.’

“I want people to be able to express their opinions,” said Horvath adding everyone can participate whatever their political savvy.

The forum also gives elected leaders direct access to voters and the chance to explain themselves.

“Not everybody has three, four, five hours a night to go through a council meeting, to go through the minutes,” Horvath said.

“There’s not really this easily accessible way to communicate.”

She only jumps in to moderate when a discussion veers off-topic or becomes hatefilled, which does happen from time to time.

“You can’t force people to think a certain way,” she said.

“Democracy is about having to accept that we don’t all have the same opinions.”

Ministry reviewing safety on Highway 402

ntario’s Transportation Ministry is conducting a safety review of Highway 402 in Sarnia.

School using First Nations practice to foster understanding

hen the senior students at Lakeroad School gather on Monday mornings in the Learning Commons, you can almost hear a pin drop.

The lights are dim, the air is still, and a 45-person circle has been formed on the floor, as they review the traditional rules of their restorative learning space: truth, respect,

take turns, and listen.

“If you don’t speak your truth, we don‘t know it,” teacher Emily Fortney-Blunt reminds the group before asking everyone to close their eyes, reach into her bag, choose one rock, and describe it, without looking.

One by one, while passing the traditional talking piece, each student — along with fellow teacher Charity Murphy — describes his or her rock: smooth, cracked, pointed,

“Now, what if I said this really isn’t a rock — and we’re actually talking about people?” Fortney-Blunt asks.

“Did you use any negative ways to describe it?”

“Think of the words we use to describe each other — people are more than ‘fat’ or ‘stupid,’” she continues. “Because sometimes, we might have our eyes open, but our hearts are a little closed off.”

The exercise is part of an ongoing theme of restorative learning that Fortney-Blunt has brought to her classroom, along with teachings about residential schools, truth and reconciliation.

“Restorative Circles really are a First Nations approach to dealing with everything,

from justice to conflict resolution,” she says, noting the rise of hateful rhetoric and racism in today’s society compelled her to do something.

“We try to build intentional relationships with one another, and with people in the community as well, so that we are not looking at an ‘us vs. them’ approach.

“We try to understand circumstance, where people come from, why they have different views from us.”

Back in the circle, the students are asked to come up with their own Secret Kindness Agent Names on a special certificate.

“Choose a positive name that represents the light inside you,” she explains. “This will now be the name you go by when we meet.”

“We brainstormed ideas about things you can do that are kind, that don’t cost anything, without expecting any praise or acknowledgement,” said Fortney-Blunt.

“They will each get an envelope explaining what their secret acts of kindness will be. Then, when we come together after they’ve had their week to accomplish it, they’ll have the opportunity to reflect on what they did.”

Fortney-Blunt ends the meeting with three taps on the ‘singing bowl,’ releasing a deep, soothing sound as the group quiets down, preparing for another day at the school on Lakeshore Road rejuvenated and refreshed.

“It’s a different way of engaging, and a different type of how we get along,” she says. “I may be the teacher in the room, but I am still a learner in the room.”

Where Bridge Fries are born AARON NAVA and Jorge Hernandez separate stems and roots of potatoes being harvested at Vrolyk Farms on Michigan Line. The city farm harvests upwards of half a million pounds of white, red and Yukon gold potatoes, with half of them converted to French fries sold at the Blue Water Bridge. The other half is sold through local grocery stores and private sales. Arthur Vrolyk Jr. says the farm has about 50 acres of potatoes, along with crops of carrots, cabbage and parsnips for local consumption.

Child trauma centre bills clients based on ability to pay

ometimes giving back is part of the healing.

Twenty-five-year-old Chelsea Caraher has battled anxiety for most of her life and bounced from counsellor to counsellor looking for help.

Finally she found solutions at a local agency called Life’s Seasons Care and Support.

It’s not that uncommon of a story, except that Caraher has returned to Sarnia after earning a commerce degree and is voluntarily raising thousands of dollars to support the agency that helped when she needed it.

centres, Life’s Seasons does not require its clients to pay unless they are able.

They bill using a sliding scale based on ability to pay so, as demand rises, donations and fundraising are increasingly critical to keep the centre afloat.

Co-founder Annette Miner is a child and youth care practitioner and her goal is to specialize in counselling and trauma care for children.

In 2012, she and husband Jim Miner converted their garage into a counselling centre and she began counselling all who asked for it, regardless of their ability to pay.

“The first year in that little office, we had 2,000 appoint-

ments and about half paid,” Miner said. “Payment is based on an honour system.

We provide the care our clients need and take them on their word about how much they can pay.”

Soon, Life’s Seasons opened a second office in Petrolia.

This month, the centre has grown again with the opening of a much larger office in Sarnia at 805 Christina St. N. Offices in Bright’s Grove and Petrolia have closed.

Miner’s vision for the agency involves the use of sensory-based, trauma-informed counselling. If a client requests it, faith-based counselling is available.

“Part of the dream is that

when clients can’t pay we will always be able to say someone else has paid for it,” Miner said.

“So far, with donations, that has worked.”

Caraher said the agency that helped her can now benefit from her skills in commerce and event planning.

Last year, she launched Loving Louder, an awareness-raising event that generated $7,400. The evening features testimonials from the agency’s clients, live performances, music, food, raffles and a silent auction.

This year on Nov. 16, Loving Louder will be held at the Sarnia Riding Club. Caraher hopes to sell all 140 tickets.

“I’m doing this because I want to erase the stigma about mental illness and raise awareness about the help that is here in Sarnia,” she said.

“Our world has changed and we all deal with pressures that can cause anxiety and depression.

“I want people to know they don’t have to be home alone. There’s a community here for them.”

arnia photographer Russ McPhee is proof you don’t have to venture far afield to record great wildlife photos.

In fact, when it comes to capturing the antics of birds, he seldom ventures from the comfort of his own backyard.

“I don’t tell people I’ve shot them in the backyard,” said McPhee, 68, of his growing album of avian visitors. “They don’t look like anybody’s backyard.”

In a space measuring 35 feet by 60 feet behind his home on a residential city street McPhee has set up several bird feeders, positioned so he can photograph his feathered friends from a window or the back deck.

And he likes to shoot them all, from goldfinches to grackles.

“It really doesn’t matter to me, as long as the bird is colourful,” he said.

Funding for oversize load corridor

ambton County council has committed up to $1.2 million over four years to design and build an oversize load corridor.

The money approved last week is conditional on getting 50% funding from Transport Canada’s national trade corridor fund.

An oversize load corridor has been discussed for years. It would help local metal fabricating and manufacturing companies get their products to Sarnia Harbour, and from there to export markets around the world.

arnia-Lambton has been named one of the world’s Smart21 Communities again.

The 21 finalists are chosen based on access to broadband Internet, having a knowledgeable workforce, innovation,

digital equality, sustainability and advocacy.

It’s the third year in a row Sarnia-Lambton made the final 21, which are chosen from 400 applicants worldwide by the Intelligent Community Forum.

Other finalists this year include Niagara Falls, Ont., Kelowna, B.C.; Espoo, Finland; and Adelaide, Australia.

Rumble at the Border bringing live wrestling to The Station

arnia councillor Brian White knew the world of municipal politics would be rough but never thought it would take him into the wrestling ring.

After trading insults on Facebook with professional wrestler Sebastian Suave, White jostled with

him during a September Smash Wrestling show in Sarnia.

“I was called out by a professional wrestler, which isn’t something I would have expected as a city councillor,” said White.

“He tried to embarrass me and the city, which I took exception to.”

The Canadian wrestling series returns to the Station Music Hall on Nov.

25, with an event called Rumble at the Border.

The evening of family-friendly wrestling includes appearances from W.W.E. athlete Mark Andrews from the U.K. and Smash Wrestling champion Matt Cross.

Coun. White will also be there, handcuffed to Sebastian Suave’s manager to prevent any foul play.

“Things might get out of hand,” White said.

Event promoter Arron Sisson says the beauty of Smash Wrestling is that anything can happen.

“The experience that I got from watching it was just a whole different experience than going to one of the bigger shows,” he said.

“The crowd is involved in the show… I found that really cool.”

This is the third show Sisson has organized with

Smash Wrestling through his company, The Chem Valley Agency, a booking and promotion agency that also does comedy, music and other shows.

“I’ve been a wrestling fan all my life and I’ve always wanted to bring it here,” he said.

Sisson says the November show will have at least six fights and a few surprises.

Stamkos’ number retired

C

anadian hockey star Steven Stamkos will have his Sarnia Sting jersey number retired in January.

The #91 worn by the captain of the Tampa Bay Lightning will be retired during a ceremony prior to a game against the Windsor Spitfires at the Progressive Auto Sales

Arena on Jan. 12.

Stamkos, 27, played two seasons with the Sting, scoring 100 goals with 97 assists in 2006-08. He was drafted by Sarnia first overall.

Stamkos has played 10 seasons with the Lightning and scored his 600th career NHL goal last month.

JORDAN BRAEKEVELT of St. Patrick’s High School takes a fourth-quarter shot during a 59-30 victory over Northern Collegiate in senior girls’ basketball on Nov. 2.

With the victory, the undefeated Fighting Irish improved to 8-0 on the season.

The official stop on the World Curling Tour featured 20 teams from Canada, the U.S. and Sweden playing in a triple

knockout format.
