Governor Assures PREPA retirees will receive pension payments as schedule

Governor Jenniffer González Colón assured on Wednesday that the pension payments to retirees of the Puerto Rico Electric Power Authority (PREPA) will be made on Thursday, July 31, as scheduled, and that the necessary funds have already been transferred.

“The payments will be made July 31. In May, PREPA confirmed it would stick to the original pension payment dates, so they will be paid on July 31,” the governor said in response to press questions during a conference held in the municipality of Gurabo.

According to the governor, the required procedures have been completed and the money is available. “I have information that the funds were transferred. I don’t know where this rumor is coming from, but it wouldn’t be the first time this kind of claim is made. I’m happy to verify exactly when the transfer occurred,” she added.

The governor’s statements come after the PREPA Retirees Association claimed on Wednesday that the payment would not be made, alleging that the Treasury Department had failed to transfer the necessary funds to the Retirement System.

Johnny Rodríguez Ortiz, president of the Association, said in a written statement that the transfer had not been completed and that Retirement System staff were ready to process the payments as soon as the funds were received. However, the bank requires at least 24 hours to clear the transactions.

Energy, and PREPA for the situation, denouncing what he described as a chain of negligence. He warned that a similar situation could arise in September if a permanent solution is not implemented.

The organization has called for a protest in front of the Financial Oversight and Management Board offices in Hato Rey to demand a clear resolution. According to PREPA, the July and August payments are being funded through a loan approved by the board.

Islandwide back-to-school vaccination

VOCESPR, together with the Department of Health and other organizations, will host the Back to School 100×35 event this Saturday, featuring simultaneous vaccination at Plaza Las Américas and over 100 pharmacies across the island for teenagers and college students.

“Back to School Tour 100×35 is a national effort that reflects our commitment to ensuring our students begin the school year protected,” said Rodríguez Capó, founder of VOCESPR, in a written statement.

Starting at 9:00 a.m. in Plaza Las Américas, the event will offer free medical guidance, vaccinations, and issuance

of PVAC-3 certificates. Cristina Pharmacy will vaccinate individuals with Vital health plan starting at age 19, and those with private insurance starting at age 11, according to their coverage.

In addition, pharmacies such as Caridad, Aliadas, Walgreens, and Walmart will join the effort. Available vaccines will include those required for returning to school, such as HPV, meningococcal, and recommended boosters.

Dr. Mariely Agosto, president of the Puerto Rican Society of Pediatrics, emphasized that the event will help guide families so their children are immunized before the school year begins, thereby protecting the entire school community.

House to tackle tax reform in August session

House Speaker Carlos “Johnny” Méndez, announced Wednesday that the legislative body will focus on a tax reform that aims to “lower rates for individuals and businesses” during the session that begins in August.

“Our commitment, along with that of Governor Jenniffer González, is to implement the first significant and impactful tax reform in over 15 years. This will be one of the key initiatives we will pursue in the next legislative session—real reform that reduces rates for individuals and businesses, thereby promoting greater economic activity,” said Méndez.

“During my first term (2017-2020), we successfully reduced the tax burden by eliminating the B2B tax (a 2015 tax on transactions between merchants and professional services),

repealing the detrimental national patent, removing the inventory tax, and reinstating the senior citizen bonus to support our elderly population. We did not increase any contributions; in fact, we put more money in the hands of the people, which encouraged economic activity,” he added.

In the session that concluded on June 30, the House approved 9 out of 13 measures submitted by the Governor aimed at laying the groundwork for reform, and the remaining measures will be approved in August.

“I want to reiterate my commitment to eliminating the property tax on inventory, commonly known as the inventory tax. One of our priorities in August will be addressing House Bill 420, which proposes to freeze the current rate of this burdensome tax for five years. This inventory tax hinders economic activity, so its freeze is essential for reducing the tax

burden on our citizens and is part of our efforts to promote sustained economic development,” Méndez stated.

The Speaker made these comments during the swearing-in of the new Board of Directors, including the incoming president, Margaret Ramírez, of the Puerto Rico Chamber of Commerce (CCPR).

Founded in 1913, the CCPR aims to create sustainable socioeconomic conditions that foster competitiveness for new businesses and promote innovation and entrepreneurship.

During the meeting, Méndez also highlighted that from January to June, during the first session of the House of Representatives, a total of 362 measures were approved. This included 219 bills, 65 joint resolutions, 5 concurrent resolutions, and 73 investigative resolutions, with 82 laws signed into effect.

PDP and PIP unite over water crisis and call for LUMA’s

Leaders from the Popular Democratic Party (PDP) and the Puerto Rican Independence Party (PIP) joined forces to address the growing crises in Puerto Rico’s water and energy services, blaming political favoritism within the New Progressive Party (NPP) for the dysfunction.

Puerto Rico Governor Jenniffer González Colón announced Wednesday she will not remove Aqueduct and Sewer Authority (PRASA) Executive Director Luis González Delgado, despite growing criticism over the water crisis. Instead, she appointed engineer Carlos Ignacio Pesquera as a special coordinator to stabilize water supply in key areas, including San Juan, Guaynabo, and Isla Verde. “This isn’t about titles,” González Colón stated. “People want water, not politics.” While acknowledging she is “not satisfied” with the current system, she emphasized the need for continuity during the emergency: “I can’t behead an agency in the middle of a crisis.”

Coamo urges halt to development straining city resources

on Wednesday passionately appealed to the Aqueduct and Sewer Authority, the Planning Board, and the Permit Management Office, urging them to take immediate action to halt the endorsement of new housing developments along the city’s border with Santa Isabel. He expressed grave concerns that these burgeoning projects are exacerbating the strain on already overburdened essential services in the region.

“The approval of these housing projects only worsens an already critical situation instead of providing solutions,” García Padilla asserted. “The infrastructure for essential services has not been adjusted or renewed; it remains stagnant while the water crisis grips the entire country due to a glaring lack of foresight and planning.”

The mayor shed light on the interconnectedness of the developments in Santa Isabel with the existing water and power systems that serve Coamo’s communities, including Cuyón, Santa Ana, Palmarejo, Santa Catalina, and Los Llanos. He noted that these areas are already plagued by frequent service interruptions as the systems struggle to handle the excessive demand.

In a candid critique, García Padilla highlighted Puerto Rico’s persistent failure to implement effective urban planning, which has resulted in rampant urban sprawl. He pointed out the irony of thousands of vacant lots and derelict properties littering urban centers where the necessary infrastructure is already in place. “Concerning water supply, we no longer have enough resources to cater to so many customers. The piping is outdated and in disrepair, leading to constant breakdowns. Often, the water barely

reaches our communities,” he lamented.

In his remarks, the mayor also underscored serious concerns regarding the electrical grid in Coamo, indicating that only the Useras transformer along with lines 100 and 200 are in operation. He expressed alarm that the three essential redundant lines needed to accommodate the rising demand have yet to be constructed. This situation raises significant worries, as linking new residential developments to the aging infrastructure poses considerable risks to the well-being of current residents.

García Padilla earnestly called on state agencies to cease new housing permits and redirect their efforts toward revitalizing already developed urban areas. He emphasized the urgent need for a concerted focus on ensuring that sustainable, adequate basic services are delivered to the communities that rely on them.

Puerto Rico Police gains autonomy with new law

Governor Jenniffer González Colón signed the administrative bill creating the Puerto Rico Police Law, which strengthens the Police force by allowing better use of fiscal and human resources to protect citizens and combat crime.

At the Police Academy, the governor signed the measure accompanied by the newly appointed Police Superintendent Joseph González, Senate President Thomas Rivera Schatz, House Speaker Carlos “Johnny” Méndez, Representative for District 9 (Toa Alta and Bayamón) and Félix Pacheco Burgos who chairs the Public Safety Committee in the lower chamber; Senator at Large, Senate Majority Leader, and Chair of the Senate Public Safety and Veterans Affairs Committee Gregorio B. Matías Rosario; and members from various divisions of the Puerto Rico Police.

The governor emphasized that this law aims to strengthen operational efficiency, improve internal decision-making, and foster a public safety culture focused solely on the interests of officers and citizens. “Today we take a firm step toward institutional transformation that recognizes the importance of our Police having its own leadership, with the necessary resources and autonomy to respond more swiftly to the challenges we face,” González Colón said.

Superintendent Joseph González reaffirmed his commitment to an orderly transition that preserves service excellence and guarantees administrative stability for the thousands of officers who are part of the force.

“The signing of this law represents a historic and necessary step for the Puerto

Rico Police. It returns the administrative and operational autonomy we need to work more efficiently and strengthen our mission of protecting the people of Puerto Rico. This change will allow us to better prioritize the needs of our police officers, improve working conditions, and the resources available to fulfill our duty. It is a recognition of the

valor, sacrifice, and commitment of every member of our force. On behalf of over 11,000 officers, 697 cadets, and 837 civilian employees working in the Puerto Rico Police, I thank Governor Jenniffer González for her vision to forge this public policy and make it a priority law,” said Joseph González, who is now the Police Superintendent.

Higher waves reach California after major Pacific quake

Coastal surges hit California on Wednesday morning after an 8.8-magnitude earthquake, one of the largest ever recorded, prompted tsunami warnings and evacuations on both sides of the Pacific Ocean. There were no immediate reports of major damage or casualties, however, and officials in Hawaii, parts of Southern California and some Pacific nations eased their warnings hours after the first waves hit.

The National Weather Service said Wednesday morning that coastal areas of Los Angeles, San Diego, Orange and Ventura counties were no longer under a tsunami advisory. And across much of the Pacific, the destructive tsunami waves that had been feared did not immediately materialize.

Hawaii downgraded its tsunami warning, as did Japan, while the Philippines canceled a tsunami advisory, saying that “no significant sea level disturbances nor

destructive tsunami waves” had been recorded.

But coastal areas farther north of Los Angeles, including Santa Barbara and San Luis Obispo counties, remained under a tsunami advisory. And to the south, Mexico’s tsunami warning center urged people to stay away from beaches because of “strong and unusual currents.” About 10 hours after the quake, Chile declared a “red alert,” its most severe warning, for much of its coastline.

Experts said the earthquake, which struck off Russia’s Far East early Wednesday, could be the sixth largest on record, and forecasters warned that the first waves to arrive may not be the largest.

Here’s what to know:

— Fast-moving waves: Tsunamis can travel more than 500 mph in deep water, crossing an ocean in less than a day. Despite their portrayals in Hollywood films, tsunamis are not tall, curling walls of water. They look more like sudden floods, crashing ashore in successive waves that build in height.

— Hawaii downgrades risk: The first waves began

to reach Hawaii at 7:24 p.m. Tuesday, peaking at nearly 6 feet higher than normal. Hours later, the state’s tsunami warning was downgraded to an advisory, meaning there could be dangerous currents but not necessarily further widespread flooding. Officials said many people who had evacuated could return home.

— Flooding in Russia: The closest region to the quake’s epicenter was the remote Kamchatka Peninsula of Russia. Some exposed cliffs collapsed into the sea, buildings shook, and some coastal buildings were flooded. The facade of a kindergarten in Petropavlovsk-Kamchatsky collapsed after the quake, but officials said that evacuations in the sparsely populated area had been successful.

— Other regions: In Japan, workers fled low-lying parts of the Fukushima Daiichi nuclear power plant, which was wrecked by a tsunami in 2011. The U.S. Tsunami Warning System also issued alerts for a swath of Pacific nations, including Peru, Chile and Costa Rica. This article originally appeared in The New York Times.

Trump Prosecutor in LA seeks to drop two high-profile criminal cases

The Justice Department moved Tuesday to end two high-profile criminal cases in Los Angeles whose handling by the Trump administration had been criticized by veteran prosecutors as alarming.

The moves by the leader of U.S. Attorney’s Office for the Central District of California, Bill Essayli, came on the same day the administration said it would use a legally untested maneuver to ensure that Essayli remains in charge of the office beyond his interim appointment, which was set to expire Wednesday.

Essayli filed court papers asking a judge to dismiss pending criminal charges against Andrew Wiederhorn, the founder of Fatburger, who was fighting accusations of wire fraud and other crimes related to the company. While it is ultimately a judge’s decision whether to dismiss charges, a prosecutor’s request to do so makes it nearly impossible for the case to proceed to trial.

The move to end the Wiederhorn case comes months after White House officials fired the prosecutor in charge of it, Adam Schleifer, whom right-wing influencer and close Trump ally Laura Loomer had publicly attacked on social media.

Schleifer’s dismissal unnerved Justice Department veterans, who could not recall any similar instance in which a White House staff member directly dismissed a lower-level career prosecutor. Along with Schleifer, the White House used the same method to fire a career prosecutor in Memphis, Tennessee.

Essayli also moved Tuesday to dismiss an unrelated case against a deputy sheriff convicted of abusing his authority in assaulting a woman who recorded his actions on her phone.

A federal jury convicted the deputy, Trevor Kirk, in February of violating federal civil rights law by assaulting and pepper-spraying the woman outside a supermarket in 2023, a felony that carried a potential prison sentence of as much as 10 years.

Essayli, however, decided to offer the defendant a plea deal after his conviction, dropping the felony charge if Kirk agreed to plead guilty to a misdemeanor, with a prosecutorial recommendation of no prison time. The judge accepted the arrangement but sentenced Kirk to four months in jail. Essayli has now asked the courts to undo that punishment.

A spokesperson for Essayli declined to comment on the requests to dismiss the two cases.

University of California settles with Jewish students over UCLA protests

The University of California has agreed to settle a lawsuit contending that the university allowed pro-Palestinian protesters to block Jewish students from a section of the University of California, Los Angeles, campus during demonstrations last year.

In the lawsuit, four Jewish students and a Jewish professor said that the university had countenanced antisemitic behavior at a tent encampment set up in 2024 by protesters demonstrating against the war in the Gaza Strip.

The plaintiffs said the university had not intervened when protesters prevented students who were wearing Jewish symbols like a star of David or the Israeli flag or a skullcap from crossing campus. The university even provided the barricades used to keep people out and stationed security guards on campus who sent Jewish students away instead of helping them get through, the court papers said.

The department sent a 10-page letter to Dr. Michael V. Drake, president of the University of California, laying out the evidence it had reviewed, including the lawsuit. It said that the department was now looking to enter into a voluntary resolution agreement with UCLA or go to court.

In a related lawsuit, pro-Palestinian activists have also sued UCLA, accusing the university of allowing pro-Israel counterprotesters to terrorize people at the encampment in 2024. The letter said that the department had interviewed a Jewish man who was told by members of the encampment that “Hitler missed one.” The man also reported to the police that he had been physically assaulted by members of the encampment, the letter said.

Passersby were given wristbands that allowed them to pass through if they renounced support for the existence of the state of Israel, the lawsuit said. The UCLA administration allowed the exclusion zone to continue operating for a week, the lawsuit said.

The settlement, announced Tuesday, will require the university to give $6.45 million, including legal fees, to the plaintiffs and to charitable entities. The money will also support the university’s own efforts to combat antisemitism and support the Jewish community on campus.

Mark Rienzi, a lawyer for the plaintiffs, said the settlement appeared to be the largest among a set of private lawsuits accusing universities of tolerating antisemitism since the Hamas attack on Israel in October 2023.

“What’s important is getting the final order saying that schools can’t just yield to antisemitism and go along with the exclusion of Jews from central places on their campus,” said Rienzi, who is with the nonprofit Becket Fund for Religious Liberty. “When they do that they violate the law.”

The university, in an announcement of the settlement on Tuesday, said it “abhors antisemitism,” adding that it “is diligently working to address and counter it in all its forms across the UC system.”

Just hours after the settlement was announced, the Department of Justice said it had found UCLA in violation of civil rights law and the equal protection clause of the 14th Amendment for failing to adequately respond to complaints of “severe, pervasive and objectively offensive harassment and abuse” of Jewish and Israeli students during the protest encampment

A Jewish student was hospitalized, unconscious with an open wound to her head, after being knocked to the ground and kicked by encampment participants, the letter said. Other students were prevented from getting to class on time or from using campus resources, it said.

These events had put Jewish students “in a state of anxiety and fear,” the letter said, yet UCLA did not ask for law enforcement support to disband the encampment.

“Late that night, counter-demonstrators violently attacked the encampment, resulting in dozens of injuries and requiring law enforcement

“Today, while Palestinians in Gaza starve under an Israeli blockade, both UCLA and the Trump Administration came to the same conclusion: criticism of Israel is forbidden, because it is antisemitic,” the statement said.

“We reject the conflation,” the group said, adding, “We will continue to raise our voices along with students to demand an end to our university’s and our country’s complicity in the genocide in Gaza.”

A federal judge, Mark C. Scarsi, had issued a preliminary ruling in favor of the plaintiffs last August. The judge said that Jewish students had been excluded from parts of the campus because of their faith, and he called this an “unimaginable” and “abhorrent” violation of the constitutional guarantee of religious freedom.

If Trump keeps intimidating the Fed, he will pay a price

Donald Trump is not the first American president to be infuriated by the Federal Reserve’s management of the economy. One might say that the Fed was created to infuriate presidents. Elected officials want the economy to grow fast, now. The Fed’s job is to resist policies that deliver short-term highs and long-term adverse consequences. It is supposed to keep the economic porridge at just the right temperature: not too hot and not too cold.

Wise politicians have long appreciated the benefits of a central bank insulated from political pressure. They have understood that the Fed’s independence allows them to carp and caterwaul about its decisions without impeding its decisionmaking. They can insist that they would like to deliver faster growth, if only the Fed would let them.

The question hanging over the economy is whether Trump understands that doing anything more than complaining would be counterproductive.

The president is certainly getting his nickel’s worth at the complaint window. Trump and his allies have repeatedly attacked the Fed and its chair, Jerome Powell, for failing to deliver lower interest rates. They have engaged in vicious attacks on Powell’s character, including absurd allegations of fraud in the renovation of the Fed’s main campus.

The work is over budget and behind schedule, which is both a problem and a typical situation for government construction projects. There is no evidence of fraud. But on Thursday, to highlight the allegations of misconduct, Trump visited the central bank’s headquarters, joining a scheduled tour of the renovations and engaging in an awkward exchange with Powell as both men stood before the cameras wearing hard hats. After the tour, Trump stood in front of the Fed and told reporters that “we have to get interest rates lowered in our country.” He said he had made the same point to Powell directly. And he added, falsely, that the United States was not experiencing any inflation.

The subtext of Trump’s visit to the Fed, the first by a president in two decades, is that some of his aides are pressing him to use the renovations as a legal pretext to remove the Fed chair if Powell continues to resist Trump’s wishes. This month Trump showed congressional Republicans the draft of a letter firing Powell, though the president insisted afterward that he had no intention of removing the Fed chair before the end of his term in May 2026. Trump chose Powell for the job in 2017.

It is far from clear that Trump has the power to fire Powell, but even in raising the possibility, Trump is threatening the stability of the economy and the integrity of America’s political institutions.

The Fed is perhaps the most powerful of the technocratic agencies Congress has created to manage parts of the public’s business. It is charged with maintaining the health of the financial system and the stability of the broader economy.

Its work mostly involves making small adjustments to a small dial called the federal funds rate. It is not necessary to understand the mechanics to comprehend the danger: Trump wants to get his hands on that little dial and twist it.

The Fed has made mistakes under Powell’s leadership, just as it has made mistakes under every one of his predecessors. To his credit, he has acknowledged that he and his colleagues moved too slowly to curb inflation as the economy emerged from the COVID-19 pandemic. Whether the Fed is now doing enough to encourage economic growth is also a legitimate subject of public debate. Some Fed officials agree with Trump that the Fed should be moving to lower interest rates. But Trump’s attacks on Powell are not motivated by principled disagreement about the path of monetary policy. The president is publicly humiliating the chair of the Fed because Trump believes that the Fed should be serving his interests, while Powell persists in serving the public interest. Trump’s antics are the behavior of a man who delights in dragging down anyone who refuses to bow down.

Trump is also trying to bully the central bank into concealing the damage caused by his own bad decisions. Past presidents, including Trump in his first term, pressed the Fed to lower interest rates because they wanted to boost economic growth. In recent months Trump has emphasized a second reason: He says that the Fed is making it unduly expensive for the federal government to borrow money. Trump, who has taken to referring to Powell as “Too Late,” wrote this month that “‘Too Late’ is costing the U.S. 360 Billion Dollars a Point, PER YEAR, in refinancing costs.”

The urgency of this concern is a product of Trump’s irresponsible fiscal policies. The government is increasingly vulnerable to higher interest rates because he and his congressional allies have pushed through legislation that will significantly increase federal borrowing in coming years. Rather than taking steps to reduce the size of the debt, Trump is trying to get the Fed to reduce the cost. He is threatening to shift the work of the central bank from controlling inflation to

facilitating the government’s bad habits.

The danger for Americans, and the global economy, is that driving down short-term interest rates — the ones the Fed most directly controls — could drive up longer-term interest rates. Investors would probably regard a sharp cut in the Fed’s policy rate as inflationary gasoline. They would see it as evidence that the United States had abandoned any semblance of monetary discipline and could respond by demanding more compensation for long-term loans. Homebuyers might face higher mortgage rates. Corporations might shelve projects that no longer seemed profitable. What Trump does not appear to comprehend is that the Fed influences borrowing costs but it does not control those costs. It talks to the market, and the market talks back.

The advisers encouraging Trump should know better — and probably do. They are placing their personal ambitions above the national interest. He is looking for a successor to Powell, and some of the contenders appear to be auditioning by telling the president what he wants to hear. Kevin Warsh, a former Fed official who maintained a principled distance from Trump’s attacks on Powell during the president’s first term, now professes to agree. Kevin Hassett, the president’s chief economic adviser, seems willing to tell Trump whatever is necessary to win the job. Scott Bessent, the treasury secretary, appears to have a limitless appetite for the humiliating work of going on television to reassure investors that the president doesn’t really mean the things he just said.

We recognize that the Fed is a political institution, rather than a purely technocratic one. Congress establishes its goals and oversees its performance. And the Fed’s insulation from public sentiment can sometimes impede its economic management. Technocrats are not perfect. During the housing bubble of the early 2000s, for example, the Fed was far too deferential to Wall Street. But Trump has a habit of attacking imperfect institutions without any real plans to replace them with something better, and he is doing so in this case. He is offering a solution that is far worse than the underlying problem.

The country previously lived through the consequences of a central bank that is not sufficiently insulated from politics. President Richard Nixon’s success in strong-arming the Fed to keep rates low in the early 1970s is a big reason inflation soared. There are plenty of similar cautionary tales from other countries, including Italy in the 1980s and Turkey in the 2010s: When central banks are pressured by politicians into overheating the economy, everyone ends up getting burned.

Generations of political leaders from both parties have recognized that the interests of the American people are best served by placing monetary policy decisions in the hands of technocrats who have the mandate and the power to look past the next election. It is an imperfect system, but it has kept inflation substantially under control for the past 40 years. If the president has a better idea, he should share it with the American people.

Ozzy Osbourne, the lovable prince of darkness

No dark lord of heavy metal was ever more lovable than Ozzy Osbourne.

From his days as the helium-voiced conjurer of demonic wars and time-traveling iron men to his signature pop-culture role as a dotty reality TV star, Osbourne, who died Tuesday at 76, was perhaps rock’s most beloved mascot of excess.

Damaged by years of drug abuse, and more recently by a variant of Parkinson’s disease, Osbourne was long diminished from his peak performances of the 1970s as the lead singer of Black Sabbath, which more than any other band defined the sound (loud and molten), look (gothic black) and attitude (sneering) of heavy metal.

But his persistence, even in a weakened state, only made Osbourne more beloved. That was poignantly clear this month, when Black Sabbath made its final appearance at a charity concert in Birmingham, England, where the group was founded, called Back to the Beginning — with Metallica, Guns N’ Roses, Pantera, Anthrax and even the other members of Black Sabbath apparently happy to play second fiddle to Osbourne.

Dressed in glittery black and seated on a black throne, Osbourne swayed his arms above his head as he led the crowd in “War Pigs,” the vaguely satanic antiwar epic that opens the band’s influential second album, “Paranoid” (1970).

Osbourne’s “signature move” to rally a crowd.

“He kind of jumps in one place and claps,” Lee said. “There’s an evil smirk on his face as he’s doing it, but I think the evil smirk is happiness because the place is going bananas. It’s letting the audience know that you are enjoying it just as much or more than they are.”

It wasn’t always that way. For a period in the 1980s, Osbourne was one of the key targets for the rock-is-scary movement that was promoted by political conservatives but found receptive ears among parents of every stripe.

He was a legend of bad behavior. At a record company conference, he once bit the head off a live dove. On tour in 1982 in Des Moines, Iowa, it was a dead bat that he decapitated. Osbourne later said he thought the bat was a toy, but antics like that were reported widely and stirred parental fears.

Osbourne also became a focus of fears in the news media and in politics that heavy metal music itself was dangerous, a vessel of hidden satanic messages and not-so-hidden corrupting themes. He was sued over his 1980 song “Suicide Solution,” which the parents of a 19-year-old man said he had been listening to before he took his life. The case was dismissed, and Osbourne said the song had been intended as a warning against the dangers of alcoholism.

Osbourne’s fragile mental state became a running joke in rock. In the 1988 comic documentary “The Decline of Western Civilization Part II: The Metal Years,” Osbourne is seen making breakfast while he cheerfully discusses the effects of drugs on him and other members of Black Sabbath. As he talks, viewers see a close-up of someone — Ozzy? — clumsily trying to pour orange juice into a cup, spilling it everywhere. (The director, Penelope Spheeris, later said the shot was faked.)

That character spilled over into “The Osbournes,” the hit MTV reality show that followed Osbourne as he wandered, seemingly clueless, through his home life and professional career, as in one episode when he appeared to be frightened by a demonstration of the pyrotechnics for his stage show.

In Black Sabbath, Osbourne’s wailing tenor and the thudding power chords of Tony Iommi’s guitar established much of the basic musical vocabulary of heavy metal. It was a deliberately grim, nightmarish realm; the band took its name from a late-period Boris Karloff film.

Osbourne reveled in the iconography of darkness, but he also had a softer side. A Beatles nut, he was fascinated by the vulnerability and haunted eyes on the cover of their 1964 album “Beatles for Sale,” and in 2005 Osbourne released a long-anticipated cover of the Beatles’ “In My Life.”

That side revealed itself elsewhere. The lyrics of “Crazy Train,” the stripped-down 1980 rocker that was Osbourne’s first single release as a solo artist — written by Bob Daisley, who also played bass — contain lines that sound more like a flower-child hippie than any prince of darkness: “Maybe it’s not too late / To learn how to love and forget how to hate. Morning bid: get set for 3-day obstacle course

World markets have hunkered down for three days of economic health checks, corporate readouts and policy decisions that may define the remainder of the summer, with U.S. trade worries easing somewhat following a series of framework deals that should enable better planning ahead.

Global stocks and U.S. futures flatlined on Wednesday, with the Federal Reserve due to hold the line in interest rates again later in the day just as U.S. GDP and jobs updates stream in alongside the first set of megacap earnings from Microsoft and Meta. The dollar took a breather too after a strong two-day rally.

I’ll review today’s news and then discuss why the International Monetary Fund’s upgraded forecast for the global economy on Tuesday suggests the world is navigating Washington’s trade war better than many had feared, for better or worse.

* The big macro market mover late Tuesday was a sharp drop in Treasury yields

* The Fed is expected to stand pat later despite likely dissents from President Donald Trump’s two appointees on the board. The Bank of Canada is likely to hold steady too. The Bank of Japan delivers its verdict on Thursday. While the trade picture appears to be clearing up for monetary policymakers ahead of Friday’s deadline for trade deals, the inflation fallout remains foggy.

* With investors deep in the weeds of the earnings season, attention turns squarely to the artificial intelligence theme after the bell on Wednesday with Microsoft and Meta’s updates. Apple and Amazon are due Thursday. UPS and Whirlpool lost more than 10% on Tuesday amid tariff-related hits. In Europe, pharma giant Novo Nordisk was still reeling from a near 25% share price plunge on Tuesday - its biggest ever one-day dropafter it slashed its outlook amid the stiff competition facing its main obesity drug.

Today’s Market Minute

* U.S. and Chinese officials agreed to seek an extension of their 90-day tariff truce on Tuesday, following two days of what both sides described as constructive talks aimed at defusing an escalating trade war between the world’s two biggest economies.

* U.S. President Donald Trump said a trade deal with India has yet to be finalised and warned of possible higher tariffs ahead of an August 1 deadline to seal an agreement.

* Trump’s trade tariffs are ramping up the cost of importing already-pricey cocoa and hurting the competitiveness of local factories versus Canadian and Mexican outfits that supply the U.S., according to conversations with 11 industry executives, representatives, experts and traders.

* Retail investors are often late to Wall Street parties, only catching the rally once “smart money” is looking for the exit. But that doesn’t appear to be the case this time around, claims ROI columnist Jamie McGeever.

Relatively minor damage was reported in Russia’s Far East as the initial effects of a powerful earthquake and tsunami were felt Wednesday.

A local port was flooded, and ceiling panels fell at a terminal building of a regional airport. Authorities reported that evacuations had been successful.

The extent of damage remained unclear, however, and the local governor said that a solid assessment would take a week.

Videos posted by residents and regional authorities showed buildings shaking. “It has already been so long,” a woman said in one video, which The New York Times verified. “Please stop. Please.”

The local health ministry told Interfax, a Russian news agency, that some people had been injured as a result of the earthquake but that “no serious traumas have been observed.”

The Kamchatka region, a vast peninsula jutting down into the Pacific, is one of the most remote regions in Russia. It has a growing role as a tourist destination thanks to its lush nature, plentiful fish and active volcanoes. But it is not very

populated: Its landmass, roughly the size of Sweden, is home to 290,000 people.

An undersea earthquake struck at 11:24 a.m. local time Tuesday, 78 miles from the city of Petropavlovsk-Kamchatsky, the administrative seat of the Kamchatka region, according to the U.S. Geological Survey.

Minutes later, Gov. Vladimir Solodov placed a tsunami warning on Kamchatka.

South of the peninsula, Gov. Valery Limarenko of the neighboring Sakhalin region declared an emergency in the district of Severo-Kurilsk on the island of Paramushir. Paramushir and Shumshu, a smaller island nearby, were put under a tsunami warning soon after the quake.

Videos posted by the Kamchatka branch of the Russian geophysics service showed seawater flooding coastal buildings there.

Aleksandr Ovsyannikov, the head of the Severo-Kurilsk municipality, said in a statement that four tsunami waves had hit the town, with some reaching 650 feet inland. He also told Interfax that the waves had flooded the port and pushed some ships into the open sea.

The agency that tracks earthquakes and tsunamis in the region said the quake was the biggest in the area since 1952.

It said “a strong aftershock process” was underway. “Without doubt, this is an outstanding event,” it said.

There were no casualties reported from the tsunami, and all 2,400 residents of Severo-Kurilsk were evacuated, Limarenko said on Telegram. But the tsunami flooded a port and a fish factory, Limarenko said.

In Petropavlovsk-Kamchatsky, a kindergarten was among the structures damaged by the quake. Sergei Lebedev, Kamchatka’s minister for emergency situations, said that no one was injured, as the kindergarten was empty and under repair when the earthquake hit.

Ceiling panels at a local airport, where a new terminal building opened a few months ago, fell on passengers, injuring one woman, the regional emergency authority said. Around 60 surfers were evacuated from a beach, emergency authorities said.

Kamchatka authorities advised businesses to close starting around 1 p.m. local time, an hour and a half after the earthquake struck. They also closed volcanic parks and trekking routes in the peninsula’s southern tip for the next five days, saying volcanologists had warned of ongoing seismic activity. Kamchatka has more than 100 active volcanoes that are part of the Pacific “Ring of Fire.”

Russia’s far east suffers some damage from earthquake and tsunami Trump’s mideast envoy heads to Israel amid global fury over Gaza hunger

Steve Witkoff, President Donald Trump’s Middle East envoy, was set to depart for Israel on Wednesday amid mounting international anger over the dire humanitarian situation in the Gaza Strip, according to a U.S. official and another person familiar with the matter.

Both spoke anonymously because they were not authorized to publicly discuss Witkoff’s trip, his first known visit to Israel since May, when the United States negotiated the release of the last living American Israeli hostage held by Hamas in Gaza. This time Witkoff is expected to arrive in Israel under grimmer circumstances.

Widespread hunger has gripped Gaza’s roughly 2 million Palestinians, many of whom are displaced after nearly two years of war, after Israel imposed severe restrictions on aid entering the territory and launched a new and contentious system for distributing food and other essential goods. The World Food Program says more than 1 in 3 Palestinians are not eating for multiple consecutive days. And Gaza health officials say dozens of people, including children, have died of starvation in recent weeks.

This week, Trump publicly acknowledged starvation in Gaza, breaking with Prime Minister Benjamin Netanyahu of Israel, who has denied that it is occurring. “That’s real starvation stuff, I see it, and you can’t fake that,” Trump said Monday. Witkoff is the Trump administration’s lead on negotiations over a ceasefire between Israel and Hamas and the release of the remaining hostages held by Hamas in Gaza. But those talks

stalled last week.

The devastating conditions in the territory have ignited a wave of global outrage at Israel over the past several days. France announced it would recognize Palestinian statehood, a move followed — albeit conditionally — by Britain. A coalition of about 30 countries, including some of Israel’s traditional allies, called last week for an immediate end to the war.

More than 60,000 people have now been killed in the Israeli campaign against Hamas in Gaza, including thousands of children, according to Palestinian health officials. Those figures do not distinguish between civilians and combatants.

The war began with a large-scale Hamas attack on southern Israel on Oct. 7, 2023, which killed about 1,200 people in Israel and saw roughly 250 taken to Gaza as hostages. Israel ended the last U.S.-brokered ceasefire in March rather than finish the war with the Palestinian group still in power in Gaza.

Roughly 50 captives remain in Gaza, and dozens of them are presumed dead, according to Israel. They include two Israeli American soldiers — Itay Chen, 19, and Omer Neutra, 21 — who were killed by Palestinian militants during the Hamasled attack.

Earlier this month, Trump repeatedly broadcast high optimism over the possibility that a ceasefire in Gaza could be imminent. But last week, Israel and the United States withdrew their negotiators from Doha, Qatar, where talks have taken place, blaming Hamas for the impasse.

Hamas officials argued that they had made significant concessions, but that Washington preferred to cover for Israel’s own unwillingness to compromise.

Witkoff said Hamas’ latest offer had shown “a lack of desire to reach a ceasefire.” He said the United States would consider “alternative options to bring the hostages home and try to create a more stable environment for the people of Gaza,” without elaborating.

Thailand and Cambodia stepped back from war, but their temple fight remains

It took days of cajoling and pressure from the United States, China and Malaysia — and a threat from President Donald Trump — to get Thailand and Cambodia to come together to work out their two nations’ deadliest border conflict in decades.

That was the easy part.

On Tuesday, the Thai and Cambodian militaries agreed to implement a ceasefire. Both sides said that they would not deploy more troops to their contested border, bringing a tenuous peace after rocket launches, airstrikes and shelling that killed dozens and forced more than 300,000 people to flee their homes.

But questions remain about how long the lull can last. A key issue that brought the two neighbors to arms is their most intractable dispute: who can lay claim to the centuriesold Hindu temples along the border, dating back to the ancient Khmer Empire.

Trust has seldom been in evidence between the two neighbors, and it has in no way been repaired after this latest violence. A personal feud between their de facto leaders has only added to the tensions.

On Wednesday and late on Tuesday, the Thai army continued to accuse the Cambodian forces of starting gunfights. Cambodia rejected the accusations as false, saying that they “dangerously threaten the fragile trust and dialogue essential for lasting peace.”

“The problem in that area is that almost anything could provoke hostilities,” said Charles A. Ray, who was the U.S. ambassador to Cambodia from 2003 to 2005. “No one has really gotten the two sides in a rooms, have them sit down and really discuss: ‘What do both sides gain by fighting over a temple on a mountain?’”

Officials will next meet Monday to work out how to maintain a ceasefire, including by having Malaysian observers monitor it. That step is seen as crucial: A plan to introduce Indonesian observers after the last major deadly border clash in 2011 never panned out.

tion centers in Thailand and Cambodia on Tuesday. In Thailand, the authorities have told more than 180,000 evacuees to stay put just in case.

In Surin, Pa Srakaeo, 58, a rice farmer, said that she was not hopeful about returning home soon. “It’s probably 50-50.”

For there to be an enduring peace, both countries need to resolve the dispute over how their 500-mile-long border should be demarcated.

One major sticking point is Thailand’s insistence that all discussions must to be done bilaterally. It has refused to recognize the 1962 ruling by the International Court of Justice that the Preah Vihear temple falls within the sovereignty of Cambodia. It argues that both countries should stick to a 2000 memorandum of understanding that states that both sides agreed to jointly survey and define the areas together.

But they have been talking for years with little progress. Notably, they can’t even agree on what maps they should use.

Cambodia uses a 1:200,000-scale map, which is equi-

valent to giving someone a small and simple drawing of an area that gives a general layout but is not very precise. This map was drawn by French surveyors when Cambodia was a French colony and was used by the ICJ in its 1962 ruling.

Thailand uses a 1:50,000-scale map — like the U.S. military — like a much bigger and highly detailed blueprint of a street in which every house and tree can be seen. Thailand says this map reflects the actual terrain.

This issue is such an inflammatory one that the Thai government spokesperson, Jirayu Houngsub, took pains to reject Thai media reports that Thailand would agree to use Cambodia’s 1:200,000-scale map in the ceasefire talks.

“No government or individual would ever sell out their own country,” Houngsub said.

Ray said he had once suggested to someone in Cambodia that both sides should come up with a joint commission that monitors the comings and goings in these areas, like the Demilitarized Zone, the strip of land that divides the Korean Peninsula.

“It didn’t exactly go over big,” he said. “You have a hard time getting through to them. It’s almost an irrationally emotional issue.”

Cambodia argues that temples like Preah Vihear, known as Phra Viharn in Thailand, and Prasat Ta Moan Thom, known as Prasat Ta Muen Thom in Thailand, are deeply significant to Cambodian identity as the descendants of the Khmer kings who built them.

Thailand sees the Phra Viharn /Preah Vihear temple complex as theirs because it is more easily accessible from the Thai side of the border. More broadly, the temples have been seized on by the country’s ultranationalists as “lost territories,” ceded by Siam to French Indochina during the French colonial era. The border dispute has also been a convenient way for Thai political factions to target each other under the guise of nationalism.

“The problem is, once the conflict started, then nationalism became much more extreme,” said Ou Virak, president of Future Forum, a think tank in Phnom Penh dedicated to public policy issues. “And then people made out that these zones were worth dying for.”

The protein bar arms race

In late August, physician and longevity guru Peter Attia posted a new reel for his 1.3 million Instagram followers, featuring a close-up of a stack of golden boxes, each about the size of a hardcover book, piled up on a marble countertop. The image stood out; Attia’s grid consists mostly of snippets from his popular podcast, “The Drive,” and straight-to-camera clips of him sharing advice on topics such as Zone 2 cardio training or the importance of getting regular colonoscopies.

“Pretty awesome day in the Attia household,” he said from behind the camera. “Just received, yesterday, the first official shipment of the new David bar.”

These protein bars would become available to the public in a few weeks, Attia explained, and the teenagers in his home had been devouring his supply. “I think these are just awesome, and I am really excited for people to start trying these things,” he said.

The David bar, created by RXBar co-founder Peter Rahal and a keto cookie entrepreneur named Zach Ranen, was diving into a marketplace already up to its eyeballs in protein. In recent years, protein supplementation has crossed the species barrier from fitness-coded products such as bars into everyday foods. According to the market research firm Mintel, the number of food and beverage products coming to market with a high-protein claim quadrupled between 2013 and 2024.

The protein maximizer can now begin her day with a Legendary Foods Brown Sugar Cinnamon Breakfast Pastry (20 grams of protein), move on to Immi’s pea protein-based instant ramen for lunch (24 grams), snack on Wilde chips made from chicken and egg white (10 grams), and microwave a Vital Pursuit high-protein frozen pepperoni pizza (22 grams) for dinner.

But for the protein-obsessed, the bar still reigns supreme. The category-leading protein bar, Quest, tops out at 21 grams of protein for 180 calories: almost as much protein as a McDonald’s Big Mac for fewer than half the calories. “We knew we could do more,” Rahal said recently, during a visit to the brand’s offices in New York City. “The question is: What’s the upper limit?”

The David bar was their answer: 28 grams of protein, 150 calories and zero sugar, basically a protein Scud missile wrapped in gold foil. The protein-to-calorie ratio approaches that of boiled cod.

But just as important to David Protein’s

launch was its canny marketing. Its name is a reference to Michelangelo’s sculpture of the idealized male form, the image of which has featured heavily in the bar’s marketing. Attia and Andrew Huberman, another influential voice in the self-optimization space, are David investors and pitchmen. Attia, who was not directly involved in formulating the bars, is also the brand’s chief science officer.

Adding to Attia’s hype, the brand sent out 20,000 product samples in August as a teaser, leading to a TikTok frenzy of fitness influencers brandishing the bar, gleefully reciting its protein content, and tasting it on camera. David began its first official day of sales Sept. 16, with 40,000 customers on the waiting list. The company moved more than $1 million worth of bars in a week and is on track to hit $180 million in sales this year.

Rahal and Ranen believe they can outlast David’s viral moment and build it into a lasting brand synonymous with everybody’s favorite macronutrient. Bars, they say, are just the beginning. And they have already shown they’ll do whatever it takes to muscle out other competitors.

Nutrition experts are less sure that we need so much protein. So: Can the protein craze last?

Even before its exact function was understood, protein was known to be important for building muscle strength; soldiers and laborers were historically encouraged to eat meat-heavy diets. But until relatively recently, there was little worry about the average American getting enough of the stuff, said Lourdes Castro, a registered dietitian and adjunct professor of nutrition at New York University, and the director of NYU’s Food Lab. Beginning in the 1950s, whey proteins isolated from milk began to be used in protein powders as a dietary supplement, but the use of those was limited to the relatively niche sport of bodybuilding.

Liz Applegate, a former director of sports nutrition at the University of California Davis who began teaching nutrition at the school in 1985, said she first saw protein bars and shakes break into the mainstream in the late 1990s. Physical fitness was expanding into a mass hobby, but also, crucially, protein began to be understood as a powerful tool for weight reduction.

Weight-loss regimens such as Dr. Atkins’ Diet Revolution, the Protein Power diet and the South Beach diet dispensed with the calorie restriction or low-fat focus that had been a staple of previous fad diets, and instead centered on the idea of consuming high levels of protein while

our customers move away to other things,” he said. The Paleo crowd had progressed to keto or carnivore diets.

Even outside the bar category, consumers were clamoring for more protein.

“When you look at the rise in protein launches in more processed foods, it’s cheaper, it’s more convenient, it’s easier than traditional protein sources” such as meat and eggs, said Julia Mills, Mintel’s U.S. food and drink analyst. Items with added protein seem to get a pass.

Although the David brand is all about protein, the bar’s major innovation has to do with fat.

In place of the plant oils typically used in bars, David uses a substance known as EPG, or esterified propoxylated glycerol. EPG is a modified plant fat that moves through your digestive system mostly undigested, delivering 92% fewer calories compared with traditional fats.

By the time Rahal came up with the RXBar, in 2013, nutrition culture had moved on from the Atkins craze to the likes of Paleo and Whole30 — regimens that continued to restrict carbohydrates, but also called for consuming whole, minimally processed foods.

Rahal, then in his 20s and working in transportation logistics, noticed that the energy bars offered for sale at his CrossFit gym were gathering dust on the shelf. CrossFitters tended to adhere to a Paleo diet, and the ultraprocessed energy bars of the day didn’t fit in. He and a friend, Jared Smith, each stumped up $5,000 and started spending their weekends making Paleo-compliant bars from dates, egg whites and nuts in Rahal’s mother’s basement, and selling them at CrossFit gyms.

Less than five years later, they sold RXBar to Kellogg’s for $600 million.

Rahal collected his winnings and began to dabble in investing. It wasn’t as fun as it sounds.

Rahal found a business partner in Ranen, and in September 2023, they got to work, once again mining the nutrition zeitgeist to come up with their concept. They were focused on protein from the start.

At RXBar, the goal had been to create the highest-protein bar possible within the constraints of using only natural foods, and zero additives. Rahal and Smith hit 12 grams, a respectable number by the standards of the day. But Rahal said that by the time he left Kellogg’s, in 2019, this approach wasn’t cutting it. “I saw all

Ranen thought it would be a useful tool for accomplishing David’s aggressive calorie-reduction target: The market-leading protein bars derive 40% to 50% of their calories from protein. David was shooting for 75%.

Epogee’s modest capacity to produce EPG has become the choke point in David’s ability to scale up bar production to meet demand. Whether all the extra protein is necessary is a matter of pitched debate in the nutrition world. Federal dietary guidelines recommend 0.8 grams per kilogram of body weight per day, which works out to 72 grams for a 200-pound man.

Castro of NYU points out that many consumers gravitating toward high-protein products today may not be using them to hit specific protein goals, but giving themselves permission to eat chips or cookies instead of a healthier whole food. Castro calls this the “healthy halo effect” — the idea that any food, if it contains protein, is automatically a good choice.

“I think, over time, people might realize that getting nutrients in these little packages is not as good as getting them in whole foods,” she said. “The healthy halo might wear off.”

Mills, the analyst at Mintel, isn’t so sure. There are still new protein horizons: According to her company’s data, products making protein claims have been on the rise since 2000.

As for David, as a measure of the company’s devotion to protein efficiency, it recently began selling packages of wild-caught Pacific cod for $55. It’s a move that has all the trappings of a viral marketing stunt, but Rahal insists it is a sincere product extension. Who among us can really tell the difference?

Videos from the Amazon reveal an unexpected animal friendship

Screenwriters in search of the next Timon and Pumbaa may want to look to the Amazon, where unlikely ocelot-opossum duos have been filmed hanging out together.

Researchers at Cocha Cashu Biological Station in southeastern Peru set up a camera trap to study bird behavior, but they got a surprise guest appearance instead: an ocelot trailing an opossum through the jungle at night. The ocelot, a wildcat slightly larger than a house cat, and the common opossum, a marsupial, are usually predator and prey. But in this video, they moved in tandem.

“We were skeptical about what we had seen,” said Isabel Damas-Moreira, behavioral ecologist at Bielefeld University in Germany. Perhaps the ocelot was shadowing its dinner-tobe to learn about its behavior, they wondered, although that didn’t explain the opossum’s laidback behavior. Then came a second clip: the same odd couple wandering back along the trail minutes later.

“Like two old friends walking home from a bar,” Damas-Moreira said.

Intrigued, they contacted researchers in other parts of the Amazon who turned up three additional, nearly identical videos from different locations and years.

Damas-Moreira and her colleagues then set up an experiment, which they described last month in the journal Ecosphere. They left strips of fabric infused with ocelot scent, puma scent and a control in front of camera traps.

Opossums visited the ocelot scent 12 times, often lingering to rub against, sniff or bite the fabric. The puma scent attracted just one brief visit.

Opossums’ attraction to ocelots remains a mystery, but Damas-Moreira and her colleagues suspect there’s something that draws both animals. One hypothesis is “chemical camouflage.”

“Opossums have a strong smell, and a close-by ocelot might help hide the opossum’s scent from bigger predators, or the opossum’s odor might mask the ocelot’s presence from prey,” said Ettore Camerlenghi, an evolutionary biologist and ecologist at ETH Zurich and an author of the study.

Opossums are also resistant to the venom of pit vipers, a type of snake that lives in the Amazon. Ocelots lack that defense, and teaming up could give both animals an edge when hunting, Camerlenghi said. In North America, a similar alliance exists between coyotes and

badgers, who buddy up to hunt squirrels.

The finding doesn’t surprise Erol Akcay, a theoretical biologist at the University of Pennsylvania who was not involved in the research.

“We tend to underestimate how much cooperation there is in nature,” he said.

One of Akcay’s favorite examples of what scientists call hunting mutualism is between honeyguide birds and humans. The birds lead people to bee nests, and when humans crack them open for honey, honeyguides feast on beeswax. As for opossums and ocelots, Akcay suspects a similar trade-off: “Opossums might guide the ocelot to prey it cannot itself take down, but they can feed on the carrion that ocelots leave behind,” he said.

Diego Astúa, a professor and curator of mammals at the Federal University of Pernambuco in Brazil whose research focuses on opossums, called the study “really cool!” Considering that opossums are solitary creatures who don’t even hang out with their own kind outside of family or mating, this behavior is unexpected, he said.

But the finding also highlights something Astúa knows well: Research on opossum behavior is still in its infancy. “We are likely to find more and more surprising records like this,” he said.

Without video camera traps, the discovery might never have happened. Both species are nocturnal and elusive, making direct observation in dense rainforest difficult, Camerlenghi said. And “the video footage revealed interactions that photos alone could have easily been mistaken for predator-prey encounters,” Damas-Moreira added.

NOTICE OF AMENDMENT OF TRUST AGREEMENT AND OF RESIGNATION OF TRUSTEE with respect to the University of Puerto Rico University System Revenue Refunding Bonds, Series P and University System Revenues Bonds, Series Q

On December 13, 2006, the University of Puerto Rico (the “UPR”) issued $546,150,000 aggregate principal amount of its $286,505,000 University System Revenue Refunding Bonds, Series P (the “2006 Series P Bonds”) and $259,645,000 University System Revenue Bonds, Series Q (the “2006 Series Q Bonds”, and together with the 2006 Series P Bonds, the “Bonds”).

The Bonds were issued and secured pursuant to the terms of the Trust Agreement, dated as of June 1, 1971, as amended (the “Original Trust Agreement”), among the UPR, U.S. Bank Trust National Association, as successor trustee (the “Resigning Trustee”), and Banco Popular de Puerto Rico, as co-trustee (the “Co-Trustee”). Unless defined herein, defined terms have the meanings given to them in the Original Trust Agreement.

NOTICE IS HEREBY GIVEN that, pursuant to the applicable provisions of the Original Trust Agreement, the UPR and U.S. Bank Trust Company, National Association, as succeeding trustee (the “New Trustee”) will enter into an Amended and Restated Trust Agreement, by and between UPR and the New Trustee (the “Amended and Restated Trust Agreement”), which Amended and Restated Trust Agreement, amends certain provisions of, and restates in its entirety, the Original Trust Agreement.

NOTICE IS HEREBY FUR-

THER GIVEN that, pursuant to Section 912 of the Original Trust Agreement, the Resigning Trustee intends to resign as Trustee simultaneously with the execution of the Amended and Restated Trust Agreement by UPR and the New Trustee.

The UPR has informed the

Resigning Trustee that the principal objective of the amendments contained in the Amended and Restated Trust Agreement is to cure various technical defaults of the UPR under the Original Trust Agreement, which have been under standstill agreements since 2017. The amendments contained in the Amended and Restated Trust Agreement include (i) eliminating the requirement that all Pledged Revenues (as defined in the Original Trust Agreement) be deposited with the Trustee as received and before paying operating expenses, specifically into the Sinking Fund, and (ii) authorizing the UPR to make fixed monthly deposits into the Sinking Fund to satisfy the Amended and Restated Trust Agreement’s funding requirements.

Neither the UPR or the Trustee is responsible for the selection or uses of these CUSIP numbers, nor is any representation made as to their correctness on the Bonds or as indicated above.

The amendments to the Original Trust Agreement set forth in the Amended and Restated Trust Agreement are being made pursuant to Section 1102 of the Original Trust Agreement and will become effective upon (i) receipt of consent from holders of not less than two-thirds in aggregate principal amount of the Bonds outstanding under the Original Trust Agreement, (ii) satisfaction of certain notice requirements and (iii) the filing with the Trustee of the opinion of counsel required to be delivered by Section 1104 of the Original Trust Agreement. The UPR has informed the Resigning Trustee that the UPR has already received the commitment of the holders of not less than two-thirds in aggregate principal amount of the Bonds outstanding under the Original Trust Agreement to consent to the entry into the Amended and Restated Trust Agreement. A copy of the final form of the Amended and Restated Trust Agreement is on file at the office of the Trustee for inspection by all bondholders.

In violent attack, gunman brings issue of CTE to NFL’s door

The midtown Manhattan shooting involving Shane Tamura, a former high school football player, recalled previous cases of violent behavior — including murder and suicide — by other former players who believed they were suffering from brain trauma sustained on the field.

It also echoed a case that had nothing to do with football: The murder of Brian Thompson, CEO of UnitedHealthcare who was killed in midtown Manhattan in December by a gunman who said in a manifesto that he saw the killing as a direct challenge to the health care industry’s “corruption” and “power games.”

After years of public relations crises over the sport’s long-term cognitive and neurological toll on players, the NFL seemed to largely move past the subject with a legal settlement that has paid out $1.5 billion since 2017. But the subject of chronic traumatic encephalopathy, the degenerative brain disease known as CTE, arrived at the league’s front door Monday in a terrifying way. The building that houses the league’s headquarters became the scene of a shooting spree that left five people dead.

It is not clear whether the gunman’s claims of cognitive issues were related to playing football, or whether he had any connection to the NFL.

Yet police believe Tamura, a former high school football player, was seeking vengeance on the league. They cited a three-page note found in Tamura’s wallet that referred to CTE, which has been associated with repeated hits to the head, and which can only be definitively diagnosed after death.

The note, from which police released excerpts, also inveighed against the NFL, which has offices at 345 Park Ave., where the shooting took place, saying it had concealed the danger of the sport in favor of profits.

The note made reference to Terry Long, a former NFL player, and drinking “a gallon of antifreeze” — the way Long killed himself in 2005.

Tamura shot himself in the chest, rather than the head.

“Study my brain please,” the note said. “I’m sorry.”

It may take several weeks or more for the medical examiner’s office to determine whether Tamura, 27, had CTE. And even if he is found to have had the disease, it will be difficult to know whether it was caused by head trauma sustained in football or elsewhere, or whether other conditions played a role in his actions.

“I would never draw a direct line between someone’s brain pathology and any specific violent act because the majority of people who have CTE never committed anything like this,” said Dr. Daniel H.

“The majority of people with CTE never engage in violent behavior at all,” he added.

Tamura does not appear to have played football in college, let alone in the NFL. It is unclear whether he had any contact with the league before Monday. A league spokesperson did not reply to a request for comment.

“The short answer is we all think this is undeserved to place this at the feet of the NFL, but it is sadly part of being the biggest league,” said Robert Boland, a professor at Seton Hall Law School who worked as a New York City prosecutor and an NFL player agent. “Football still exists and it is important that everyone involved in the game do what they can to make it safer.”

For decades, the NFL celebrated violence in its promotional films and broadcasts. Popular players had nicknames including the Assassin and the Purple People Eaters. That changed in the 1990s, when several players retired from the effects of too many head injuries. Then, in 2002, CTE was discovered in the addled brain of the former Pittsburgh Steelers center Mike “Iron Man” Webster, who died at age 50.

The disease had been found in boxers decades earlier. But football was the nation’s most popular, lucrative and glamorous sport. For years after Webster’s diagnosis, the league was dogged by accusations — from former players, fans and researchers — that it

was covering up growing evidence that football was linked to brain disease, and that the league was not doing enough to shield players from the ravages of the game.

The league’s Mild Traumatic Brain Injury committee published numerous reports that downplayed the growing body of research linking head hits to brain damage. It wasn’t until 2016, after the league’s settlement was initially approved, that an NFL executive acknowledged that there was a link between football and degenerative brain disorders like CTE.

By that point, dozens of former players had been found to have CTE. Dave Duerson and Junior Seau had shot themselves in the chest to preserve their brains so they could be studied. Former players pledged their brains to science, and the 2015 movie “Concussion,” starring Will Smith, lionized the doctor who found the disease in Webster’s brain.

Nervous parents began steering their sons toward soccer, baseball and other sports. Worried that the pipeline of young players might dry up, the NFL, a $23 billion league guided by lawyers and marketing executives, tried to reframe the conversation and move past accusations that it sanctioned junk science.

The league held clinics that taught young players and their mothers “safe tackling” techniques; eliminated or curtailed some dangerous plays from the game, such as kickoffs; and, prominently, reached a landmark settlement with former players that included up to $4 million to families of deceased players found with CTE.

The league’s efforts largely worked. News of the disease popped up less frequently, though sometimes in disastrous ways. Aaron Hernandez, a tight end for the New England Patriots who was convicted of murder and killed himself in prison, was found to have a severe form of CTE. In 2021, Phillip Adams, a cornerback who played six seasons in the NFL, shot six people and himself in his hometown, Rock Hill, South Carolina. By that point, Adams had been out of the league for six years. His motivations remain unclear.

In recent years, the league has promoted flag football as a safer alternative to the tackle version of the game, particularly for younger athletes. It has also eliminated some of the most dangerous plays and strengthened protocols to remove players who may have been concussed during games.

Yet CTE is still associated with repeated hits to the head and remains a vexing problem for all collision sports, including football, hockey and rugby.
