COMMUNITY BULLETIN BOARD

Take a moment to think about some of the things that helped you to decide to move to Chantilly Highlands. Was it the local elementary school and great middle and high schools for your children? Well-kept homes and neighborhood? Proximity to area amenities? Community pool? Whatever your reasons, we need residents to help keep those things that make our community so great by getting involved. This does not mean hours and hours or extra work each week! Usually volunteers do their thing for a couple of hours or so each month, sometimes quarterly. Maybe you only want to help with one event, such as the spring egg hunt. The point is, we need more community involvement. This could be a great way to get to know your neighbors better, or spend time volunteering as a family! Have your Bunko group (or other social group) sign up together! Volunteer with old friends or meet some new ones! Join one of our committees (see page 11 for a listing and brief description and contacts), volunteer at one of our community events, attend the monthly board meeting on the first Wednesday of the month to learn what is happening, or run for one of the Board positions for which elections will be held at our annual meeting on Thursday, January 20, at 8 PM in the Community Center. At the very least vote at our annual meeting or send in your proxy vote (see page 3). You don’t have to be a rocket scientist or the CEO of a company. Past board members have a variety of backgrounds and experience. Their diverse composition helps to make our neighborhood a better place, bringing forth different and better ideas. The one thing that board members have is a desire to make a difference in our community...your community. Don’t be intimidated by the thought of becoming a board member. Current board members are very willing to help you be successful. Whether you have children or not, are young or more mature and seasoned, you have a reason to get involved with your community. If you have questions about what is involved, contact one of our current board members, who are listed on page 11 of this newsletter. Chantilly Highlands Homes Association Board Meeting Minutes Wednesday, October 6, 2010 Submitted by Mike Laverdure

Minutes are tentative and will be reviewed and approved at the next Board Meeting, scheduled for Wednesday, November 3, 2010

MEMBERS OF THE BOARD PRESENT: Bob Bevins, Gerard Eldering, Mike Laverdure, Dan Overbey, Greg Zilberfarb. CALL TO ORDER: The meeting was called to order at 7:30 P.M. by Bob Bevins. Visitors were welcomed and given the opportunity to introduce themselves. One resident addressed the Board seeking information on approval of replacement siding. The Board provided guidance and referred him to the ACC section of the CHHA website for further details. Two residents addressed the Board regarding an ACC form submitted in August 2010 regarding replacement of passageway door on their residence. With cooler weather approaching, the residents expressed their desire to move the process along. The board reviewed the application and approved their request. Two additional residents attended the meeting.

DSTC allow them another week to address the DSTC budget. Martha also advised the Board that the DSTC had obtained additional fraud insurance (as previously agreed) in the amount of $50,000 with the annual premium coming in below that which was allocated in the DSTC 2010 budget. The Board authorized the DSTC to proceed with the policy. The DSTC continues to work with the Colonial Swim League and commercially relative to obtaining additional liability coverage. COMMUNITY FACILITIES REPORT: Bob Bevins reported that dumpster service frequency has been reduced and the pool house pay phone has been turned off through spring 2011 to reduce costs. Gerard Eldering stated that volunteers are needed to assist in community center and pool house repairs in an effort to reduce costs to the CHHA. More information on this and organization of a “community day” would be forthcoming and publicized via The Chantilly Highlander. Interested residents should contact Gerard at gerard.eldering@chha.org.

NEW BUSINESS: Board attempts to arrange a meeting with the owner of severely distressed property on Kirkwell Place having failed, the Board agreed to notify the owner via certified letter to appear before the Board.

LAND MANAGEMENT REPORT: Bob Bevins reported that he would be replying to a resident regarding a fence issue that appears to be the responsibility of a neighboring homeowner’s association.

Gerard Eldering inquired as to the status (i.e., expiration date, statement of work, etc.) of the community land management contract. No members of the Board had the contract in their possession and agreed to revisit this issue once a copy of the contract is retrieved from the CHHA files and reviewed by the Board.

Led by Gerard Eldering, Board Member and joined by fellow Board member Mike Laverdure and two additional resident volunteers, the group will meet in the coming weeks to begin a discussion relative to financial and communications options for CHHA. Ideas generated will be published in upcoming CHHA newsletters, FAQs will be posted to the CHHA website and town hall meetings will be schedule to discuss ideas, solicit homeowner feedback and plan a financial path forward for the community. TREASURER’S REPORT: Dan Overbey reported 4 significantly delinquent properties, one of which was issued a Promissory Note by CHHA legal council that had not been reviewed or approved by the Board. The Board agreed that the time has come to solicit proposals for new legal council to the CHHA. Additional steps will be taken in the coming weeks. The Board welcomed Lucy Chen, CHHA’s new bookkeeper. On behalf of the Chantilly Highlands Dolphins Committee (DSTC), Martha MacDonald reported that the swim team is in excellent financial condition and that the 2011 budget had been submitted for Board review and approval. Per the Charter, the Board is charged to have reviewed the budget for approval at the October CHHA Board meeting. Due to circumstances beyond their control (lack of resources), the Board requested the

ARCHITECTURAL CONTROL COMMITTEE REPORT: Bob Bevins reported that the current committee chair is scheduled to step down October 15, 2010. The Architectural Control Committee (ACC) is in desperate need of volunteers and a new chairperson. Residents are encouraged to volunteer their time and talents and contact the Board at chhaboard@chha.org. COMMUNITY EVENTS REPORT: Bob Bevins reported that the Halloween Haunted House is scheduled to occur on October 24, 2010 thanks to community volunteers and a local Girl Scout troop. The Halloween party and parade plans are on schedule with the events to occur on October 29, 2010. CIVIC AFFAIRS REPORT: None NEIGHBORHOOD WATCH REPORT: Gerard Eldering reported that 1 more person has been officially trained, bringing the level to a total of 8 residents. Plans are to install community signage and equip the volunteers with identifying clothing. See MINUTES on page 3

COMMUNICATIONS REPORT: At the request of the Board, Deb Neuberger, Chantilly Highlander Newsletter Editor met with the Board to discuss newsletter production costs versus advertising revenue. In 2009, the net expense to the CHHA was approximately $7,100.00. In an effort to examine all costs, the Board agreed to examine the CHHA governing documents to determine any requirement for a monthly printed, mailed newsletter. A voting Proxy and election of officers ballot will be posted in the November and December editions of the newsletter in advance of the CHHA Annual Meeting scheduled for January 20, 2011. LONG RANGE PLANNING REPORT: Mike Laverdure advised that all matters relative to full implementation of the Reserve Study are on hold pending community decisions regarding financing and possible revision of the CHHA By-Laws. Mike advised that the Board (and community) would need sound legal counsel through these issues. The Board agreed to also seek advice from other local HOA Boards and HOA management companies. The Board Meeting was adjourned at 9:00 P.M.

Shopping Safety Tips With Black Friday just around the corner, a few reminders can mean the difference between enjoying a safe shopping excursion and becoming a victim. If the young adults in your house head to the malls with their friends, take a few minutes to review some safety tips:  Dress casually and comfortably.  Avoid shopping alone.  Be alert at all times, especially when leaving busi-

nesses.  Park close to the store in well-lit spaces.  Have your keys in hand before returning to your vehi-

cle.  As you approach the car, check to see if anyone is hid-

ing underneath, next to, or inside.  Lock the car when you get in & leave right away.  Keep a eye on your purse or wallet while

shopping.  Keep your cell phone in your pocket instead

of your purse. If your purse does get stolen you can still call the police.  Use credit cards safely. Keep your receipts, guard your

PIN numbers, and reconcile your statements.  Report any suspicious activity or person(s) to the

Fairfax County Police at (703) 691-2131. Most malls have security personnel that will escort you to your vehicle upon request. Be alert, and be safe!

Be Alert for Deer Be on the lookout for deer as you travel the roadways this fall, and review this information with the young drivers in your household. During deer breeding season, October through December, adult deer are highly mobile. They are especially active from pre-dawn to mid-morning and from dusk to early evening. These periods of deer activity correspond with traveling commuters, as well as students en route to and from school.

Winter Prep, Safety, and Energy Efficiency Nearly one-half of your energy budget is spent on heating and cooling so consider the following: For safety, comfort and energy efficiency, schedule an appointment to have a qualified, licensed natural gas contractor perform a thorough inspection of your heating system, including the furnace, water heater, all pilot and burner chambers, venting systems and thermostats. Replace

your air/furnace filter every month during the heating season to maintain the safe and efficient operation of your heating equipment. Use your gas bill as a reminder.

Use

the Low or Warm settings on your water heater – never turning it above 120 degrees Fahrenheit.

Caulk,

weather-strip and insulate openings where air infiltrates your home. The most common places where air escapes include doors, attics, windows, plumbing penetrations and electrical outlets.

Set

thermostats comfortably low in the winter and comfortably high in the summer. Consider installing a programmable thermostat.

Taking

showers instead of baths, washing full loads of dishes and using cold water for full loads of laundry can help to reduce hot water use.

If

you are replacing appliances, look for the ENERGY STAR label for efficiency ratings.

Never

use your oven or range top to heat your home, as it could result in a house fire or carbon monoxide poisoning.

Carbon

monoxide (CO) is a colorless, odorless and toxic gas. The U.S. Consumer Product Safety Commission recommends putting CO detecting alarms outside the bedrooms in each separate sleeping area of your home. Replace batteries at least twice each year and change the batteries in your smoke alarms, too.

If

you have a wood-burning fireplace have it cleaned by a reputable chimney sweep at least annually (more frequently if you burn a lot of wood in one season).

Clean

gutters and test downspouts to ensure proper drainage from the roof.

Turn

off the water supply to outdoor hose faucets and drain. Drain and store outdoor hoses.

Store/cover

outdoor furniture and grill.

Crime Prevention Tips for Residents of Fairfax County As you make your holiday travel plans in the coming months, keep the following suggestions in mind so you don’t become a statistic. DO"S AND "DON'T"S TO PREVENT HOME BURGLARIES DO make your home look like you're there by using light timers—indoor and exterior. DO have good locks. A high quality, one-inch deadbolt lock on every outside door is a basic requirement. DON'T leave your home unlocked, even for a brief trip to the store or a visit to the neighbor across the street. DON'T hide a key outside your home. Leave the extra key with a trusted neighbor or friend. If you have deadbolt cylinder locks you must use a key to lock the door, and can't possibly lock yourself out. DON'T put a name or address tag on your house or car keys. That's an open invitation to an unwelcome visitor, should you every lose your keys. DO plug a radio into a timer set to go on when you're away. Set the radio to all-talk station, leave the volume low, and give a would-be burglar the impression you're talking to someone. WATCH OUT! Be alert for strangers in your neighborhood! So many burglaries could be stopped or prevented if only more people would report suspicious happenings.

If your doors or windows look as if they've been tampered with, notify the police. Ask the neighbor who's watching your home while you're gone to check it carefully for you. Notify the police immediately of any suspicious people, trucks or cars in the neighborhood. Don't worry about being a nuisance. Your police department will welcome your call and the opportunity to prevent a burglary. Vandalism to homes, automobiles and other property is a major problem throughout Fairfax County. To report something or someone suspicious, use the Fairfax County Police Department non-emergency number, 703-691-2131. For events that are life-threatening or immediately damaging to property, call 9ll. When You Should Call the Police Whenever you observe suspicious events, even though you may not be the only person observing them, call the police. Never think that the next person will do what you should do. The police department would rather get numerous calls on the same event than none at all. Often citizens fail to call because they are not sure if what they see or hear is suspicious. If you are in doubt, call the police immediately. Don't wait to talk it over with friends or neighbors. Valuable police response time is lost this way. See TIPS on page 9

Don't be concerned about "bothering" your police department because you won't be. Don't dwell on any possible embarrassment you might feel if your call about a suspicious person or event should prove to be unfounded. Think instead of what could have happened had you not called. You, your loved ones, friends or neighbors could become the victims of a criminal act. CALL YOUR POLICE DEPARTMENT FOR CRIME PREVENTION SERVICES The Fairfax County Police Department offers a wide range of free crime prevention services to citizens. They include steps you can take to avoid being the victim of crime against property. The services are free and appointments may be made by calling the Police District Station nearest your home. OTHER TIPS Have a neighbor get your mail & newspapers, or issue a vacation stop for them. Put your cell phone number on luggage tag so it can’t be traced back to your home address DON’T announce any vacations or trips on your Facebook page, at least not until after you’ve returned. To include a specific item on the agenda, please contact the Board President. Architectural Control Committee (ACC) meets monthly at the Community Center. Contact any ACC member or appropriate Board member if you have ACC questions or concerns. Chantilly Highlander newsletter welcomes your articles and community photos of specific events.
