THE FINAL TEST Gov. Hochul announces $658M to strengthen health care

DMV celebrates long-awaited return of White Plains office

Lt. Governor Antonio Delgado joined New York State Department of Motor Vehicles (DMV) Commissioner Mark J.F. Schroeder at a grand opening event for DMV’s new White Plains office, located at The Source at White Plains shopping complex at 1 Maple Avenue.

“It took us several years to get to this point, part of that due to the issues presented by the pandemic, but that time all seems worth it when you look at this new office,” said DMV Commissioner Schroeder. “I commend all of the hard work by our staff who work here, as well as other DMV colleagues who were involved in all of the planning and implementation to get us to this day.”

“This brand new space will provide incredible resources and customer service to the residents of Westchester County,” said Delgado. “This is about making government work for the people and ensuring a trip to the DMV is a smooth, seamless process. Thrilled we could open this office today and create a more efficient facility in White Plains.”

The new office replaces a temporary office that had been set up in Tarrytown in

the interim between when the old DMV office at White Plains Mall closed and before the new space was ready to move into. The office was designed to provide a more streamlined customer flow to make the experience easier and quicker for our customers.

The office was built from the ground up and includes an information screen to direct customers to where they need to go, improved seating and counter space and a dedicated area for new drivers to take their permit tests, including those seeking a commercial driver’s permit. Most transactions will be able to be completed so that customers can be in and out in 30 minutes or less.

Senator Shelley B. Mayer said, “I am very pleased that today the New York State Department of Motor Vehicles is open and ready to serve the people of Westchester. My constituents were very concerned about losing access to the White Plains office when the old office closed, so this will be a tremendous benefit to our district and to all of Westchester County. This is such a beautiful new facility, located centrally in the heart of White

Plains. Congratulations to Commissioner Mark J.F. Schroeder and his team for this exciting opening!”

This office and other ongoing and upcoming renovations are part of the DMV’s overall transformation initiative, in which the department is modernizing its technology and streamlining its customer service options. The goal of this transformation effort is to shatter New Yorkers’ perceptions of DMV by providing simplified, effective, and responsive services.

As part of that plan, the focus is to make the DMV less complicated for customers and employees; providing more ways for customers to interact with DMV; and make transactions and services simpler so that customers are successful the first time and do not require a repeat visit.

In addition to physical changes in DMV offices, the agency is in the process of making significant improvements to its website, putting more transactions online, expanding access to DMV services in their communities, and launching new digital services, including a digital pre-screen process for customers applying for a REAL ID or enhanced driver license.

Gov. Kathy Hochul announced Wednesday more than $658 million in state funding to support 127 projects that will protect and transform New York State’s health care delivery system. Administered by the State Department of Health and the Dormitory Authority of the State of New York, the Statewide Health Care Facility Transformation Program will help to improve patient care by supporting high-quality facilities serving the inpatient, primary care, mental health, substance use disorder and long-term care needs of communities throughout the state.

“New Yorkers deserve access to quality health care and a strong, stable, and equitable health care system,” Governor Hochul said. “These grants will provide critical funding for improvements at hospitals and other facilities throughout our state to ensure they deliver the top rate care New Yorkers deserve.”

The awards will help fund 127 projects throughout the state. View a list and description of the projects by region.

Acting State Health Commissioner James McDonald said, “These funds will enable our health care providers and facilities to further modernize and integrate health care services to ensure that New Yorkers receive access to the medical care they require now and for future generations. New York is a national

leader in providing first-rate health care thanks to Governor Hochul’s dedication to making sure our health care systems have the resources necessary to deliver the best care possible for all New Yorkers.”

The Statewide Health Care Facility Transformation Program is aimed at supporting efforts to reduce health care costs and improve the health outcomes of New Yorkers by expanding access to inpatient, primary, preventative, and other ambulatory care services as part of regionally integrated health care delivery systems. These awards are also focused on projects which will help ensure the financial sustainability of safety net health care providers, and the preservation or expansion of essential health care services.

The funding announced today was awarded under the second phase of the Statewide Health Care Facility Transformation Program III and the first phase of Statewide Health Care Facility Transformation Program IV. In total, New York State has awarded nearly $1.68 billion in total funding through the program.

The State will award an additional $1.15 billion through additional phases of Statewide IV. Additionally, Governor Hochul’s FY 2024 Executive Budget includes $1 billion in additional funding to establish Statewide V.

County launches Black Maternal Child Health initiative

Together with representatives from the Westchester County Health Department, the Lower Hudson Valley Perinatal Network, St. John’s Riverside Hospital, Birth from The Earth, Sister to Sister, International and other advocates and providers, County Executive George Latimer announced the Black Maternal Child Health Initiative. The nearly $1 million program, which will be funded though the Health Department, was developed with the goal of improving Black maternal and child health outcomes, reducing racial healthcare inequities, and creating lasting partnerships between key community partners who are focused on ensuring successful birthing practices for all in Westchester County. According to the Centers for Disease Control (CDC), Black women are three times more likely to die from a pregnancy-related cause than White women.

Latimer said: “The Black Maternal Child Health Initiative is a three-pronged approach to address something we all know is a problem. It is on us to deepen the conversation about Black maternal health in Westchester County. Through this Program, we will introduce new policies, strengthen our research and analysis, and execute long-term care solutions to ensure health equity across our County.”

Westchester County Commissioner of Health Sherlita Amler, MD, said: “Focusing on health equity and improving health outcomes for all mothers is a very important goal for the Health Department, but especially for Black mothers and babies who are disproportionately affected by economic and racial inequities. We are thrilled to launch this partnership to work together to reduce disparities and to educate, inform and increase healthcare access for County residents as they strive to achieve improved health for themselves and their families.”

Sister to Sister, International Founder Cheryl Brannan said: “We appreciate our partnership with County Executive Latimer and Commissioner Amler at the WCDOH. Funding our community partners will assist in pushing

our collective training, education, policy and systems change agenda forward. Systemic change requires that government collaborates with stakeholders that are close to the problem and allocate the necessary resources.”

Lower Hudson Valley Perinatal Network Executive Director Dr. Angela Campbell said: “Children’s Health & Research Foundation (CHRF)/Lower Hudson Valley Perinatal Network (LHVPN) is so grateful and excited to be a part of this birth equity impact program that will expand our prenatal/postpartum home visiting model by creating a Trio-Service-Delivery program. This supportive wellness framework creates Perinatal Stress Free Zones that will provide eligible pregnant people with a birth equity team. This cross-sector partnership matches clients with a Community Health Worker, Lactation Specialist, and a Doula (prenatal/postpartum). LHVPN’s transformational education and support services program aims to address the social determinants of health and equity using a respectful care framework.”

St. John’s Riverside Hospital President & CEO Ron Corti said: “Good health is a great equalizer. But the health of our communities has been proven to be out of balance. Longstanding health inequities that disproportionately impact our communities of color have been magnified by recent community-wide health emergencies.

St. John’s number one priority is providing quality patient care, and this generous grant will help us in our goals of improving black maternal and child health outcomes and reducing racial healthcare inequities. We appreciate our partners in securing this grant and thank the County of Westchester for its support.”

Birth from The Earth, Inc. President & Founder Nubia Earth Martin said: “On behalf of Birth from The Earth Inc., we are extremely honored and excited to be an integral part of the positive developments that are taking place to center the needs of birthing families, and expand access to equitable and culturally respectful maternal care.”

Stepinac High School announces Bloomberg Certification

When Stepinac High School celebrated in December 2021 the launch of the new Finance Center, one of its latest advanced Real-World learning technologies, it did so with the expectation that students would take advantage of the Center’s Bloomberg terminals to pursue their interests in finance and economics. Not surprisingly, it did not take very long for the 1,500-square-foot, state- of- theart, Wall Street-like space featuring LED ticker displays in real time, to become a unique learning hub for students to gain professional literacy in finance at the college level.

And one very impressive measure of the Finance Center’s success, announced today, is that since it opened 14 months ago, about 100 students have elected to pursue Bloomberg Certification through the Bloomberg Market Concepts (BMC) program. The self-paced, e-learning course provides an introduction to the context of financial markets and practices using the Bloomberg terminal. Once students complete BMC, they earn the Bloomberg Certification. Frank Portanova (Class of ’93), Vice Principal of Curriculum and Academic Studies, said: “So far, more than one-third of the students have successfully achieved certification and the remainder is expected to do so by the end of the current school year.”

He added: “This is a game changer for our students as Stepinac ranks among the very few high schools in the nation equipped with this sophisticated, college-level learning tool.

Rackeal Bellamy, Chair of the Business Academic Department, noted: “The certification means that the students have demonstrated that they have the ability to use Bloomberg terminals to download financial information and analyze companies. This achievement will help them showcase their career interest in finance and economics when they apply for college as well as when the apply for entry-level financial service positions. The Bloomberg Certification means you have developed essential career-ready skills.”

To earn the Bloomberg Certification, students are required to complete a 16-hour self-paced learning course comprising eight certification sections. They are: Economic Indicators, Currencies, Fixed Income, Equities, Terminal Basics, Terminal Basics, Portfolio Management, Stock Options and Commodities.

The curriculum is woven together from Bloomberg data, news, analytics and enhanced with video from Bloomberg Television. One of the appeals of the program is that no prior knowledge of the financial markets is needed in order to proceed with the curriculum and hone the research skills in each

section.

Why you need dental insurance in retirement.

Many Americans are fortunate to have dental coverage for their entire working life, throughemployer-provided benefits. When those benefits end with retirement, paying dental bills out-of-pocket can come as a shock, leading people to put off or even go without care. Simply put — without dental insurance, there may be an important gap in your healthcare coverage.

Medicare doesn’t pay for dental care.1

 Look for coverage that helps pay for major services. Some plans may limit the number of procedures — or pay for preventive care only.

 Look for coverage with no deductibles. Some plans may require you to pay hundreds out of pocket before benefits are paid.

 Shop for coverage with no annual maximum on cash benefits. Some plans have annual maximums of $1,000.

That’s right. As good as Medicare is, it was never meant to cover everything. That means if you want protection, you need to purchase individual insurance.

Early detection can prevent small problems from becoming expensive ones.

The best way to prevent large dental bills is preventive care. The American Dental Association recommends checkups twice a year.

Previous dental work can wear out. Even if you’ve had quality dental work in the past, you shouldn’t take your dental health for granted. In fact, your odds of having a dental problem only go up as you age.2

Treatment is expensive — especially the services people over 50 often need. Consider these national average costs of treatment ... $217 for a checkup ... $189 for a filling ... $1,219 for a crown.3 Unexpected bills like this can be a real burden, especially if you’re on a fixed income.

“I don’t worry”

“Now that I have your dental policy, I don’t worry about going to the dentist. I love your plan — you pay what you say!”

Colleen W., MO

Bring on the WBC

the World Baseball Classic.

With the Super Bowl in the rearview mirror—outside of some discussion regarding the James Bradbury penalty or Rhianna’s halftime show—it’s now time for sports fans to turn their attentions to the rest of the world beyond football and the many things we have to look forward to in the next few months.

From the NHL and NBA playoffs to MLB Opening Day and the Masters, there’s no shortage of events on the horizon to keep us invested for the next few weeks— and that’s not even bringing another exciting season of USFL action into the discussion. But while there’s certainly enough going on to satiate the most rabid sports fan, I’m looking forward to something that flies under the radar for the majority in this country—I’m looking forward to

The 2023 WBC will take place from March 7 to March 21—featuring a host of international teams and stars. And while the majority of American sports fans might not be clamoring for a pre-season baseball tournament, I have to say that this is always a spectacle I look forward to.

I mean, I get it; at the end of the day, it’s nothing more than glorified Spring Training for most of our MLB stars. Guys will be on pitch limits, hitters will be anything but in mid-season form.

But for me, it doesn’t matter; it’s baseball.

I’ve loved everything about the WBC from the very first iteration of the tournament in 2006. I remember being down in the San Pedro de Macoris at the time and watching Dominican Republic play Cuba in the semifinals. You couldn’t help but get swept up in the excitement.

Beyond that, I love the same things that intrigue me about

every International tournament; namely watching some scrappy, underdog team—your Australias, your Isaraels—manage to string together a win or two against more established powers.

It’s all the excitement of the Olympics but without the unnec -

essary pomp, circumstance, or cross-country skiing events.

So bring on the World Baseball Classic!

I know the American masses won’t care, and—looking at the USA’s pitching staff—I don’t know if they should. But for me, and

a few other die-hards, it’s the perfect breath of fresh air right before spring. And that’s something worth looking forward to.

Garnets fall in finale

Ice Hockey League Carmel Rye

@ Game Notes

At Eastchester HS

1/17/23

• Rafaelle Lestingi made 44 saves for Carmel

• Noah Jettleson had 2 goals

• The Garnets finished with a 14-6 record

It may not have been the way the Rye Garnets hoped to close out the regular season, but at the very least, Wednesday’s showdown against Carmel could prove to be a teachable moment. Taking on the Rams in a senior night tilt last week, the Garnets were hampered by a slow start, falling to their visitors 5-3 in their last tuneup before the postseason starts this week.

Rye surrendered two early goals to fall behind in the first period on Wednesday, something of a rarity for a team that has been among Section I’s best all season long.

Rye came Ito Wednesday’s game with a 14-5 record and spent some time on the New York State rankings, something that head

coach Peter Thomas felt— along with the celebration of senior night—might have had an effect on the Garnets in their regular season finale.

“I think it was a combination of things, we just came out flat,” said Thomas. “We didn’t play our game and Carmel came out strong and outplayed us.”

Noah Jettleson led the way for the Rams, netting two goals in the night, including the game-winner, while net minder Rafaelle Lestingi notched 44 saves on the day to snuff out any hopes of a Garnet comeback.

“We ran into a hot goalie tonight,” said Thomas. “That’s something that can happen.”

Ultimately, Thomas said, this loss may not be the worst thing for the Garnets as they look ahead towards the postseason, as it serves as a reminder that on any given night, a hot goalie and a quick start can lead to an upset.

“Sometimes we can get a little too comfortable with how we’re ranked in the state and think that we can just show up and win games,” said Thomas.

“What I tried to explain to these guys is that everyone sees that and brings their best game against us, so if you don’t think you’re not

going to have to work, you’re mistaken.”

At 14-6 on the year, the Garnets are still assured of a top seed in the Division 2 playoffs, which will kick off

later this week. By virtue of securing a first-round bye, Rye will be off until Feb. 20. During the lengthy layoff, Thomas said the Garnets will need to find ways to stay

sharp.

“We’re going to have to make the most of our time off and I’m expecting to see some good battles and competition in practice,” he said.

“If the situation arises where we can pick up a scrimmage, we will look at that as well.”
