All traffic will be barred from East Street, Horsham, for six hours a day if councillors approve a report next week. Under plans to create a café culture, East Street and Market Square would be completely free of traffic between 10.30am and 4.30pm for at least a year from early next month. Outside of these hours, the area would be accessible for loading and unloading and blue badge holders. But bollards would be put up and taken down, preventing vehicles from getting through during most of the standard working day. The three loading and unloading bays in East Street would be altered, though the overall length of bays would stay the same, and the two blue badge parking bays would be moved to the Carfax, outside the Kings Head Hotel.

The North Horsham county local committee will consider the issue on Monday after receiving a report from Tony Toynton, director of communities and infrastructure, setting out the case for change.

By Appointment The report says: “In 2009, the committee approved funding for works on a joint project with Horsham District Council to introduce a shared space environment in East Street. “The committee also approved the introduction of a prohibition of driving in East Street and Market Square at all times, except for loading, unloading and blue badge holders, and creation of dedicated parking bays for loading, unloading and blue badge holders. “Since completion of the shared space scheme, the whole environment and shopping experience in East Street has changed considerably, with greater emphasis on pedestrian use. “A core-time prohibition of driving would remove any potential conflict between vehicles and pedestrians in this

narrow street and allow the introduction of an on-street café culture and themed events. “East Street was originally laid out to accommodate tables and chairs during the day when vehicles would be allowed in the street. This mix has proved to not be possible due to the narrow width and protection measures required for eating areas. “It is therefore proposed to modify the location and lengths of loading bays to improve vehicle movement and reduce congestion at peak times.” In September last year, a survey by La Source showed three businesses in the immediate area opposed a total bar on traffic during peak times. Although they did not all agree about the exact hours to bar traffic, 19 were in favour of a core-time ban.

£6m broadband boost Plans to improve broadband in West Sussex have been approved by the government, releasing £6.26 million allocated to the county. Ninety per cent of the county is expected to have superfast broadband by April 2015, meaning easier access to services, entertainment and cheaper communication. Cllr Helena Croft, Horsham District Council Cabinet member for communication, told The Resident: “This is fantastic news for residents and businesses across Horsham district. “Superfast broadband will enable faster, easier and up-to-date access to all our services. “Modern technology has revolutionised the way people live and work. Having superfast broadband ensures our residents will be able to enjoy the very best that modern communication methods can offer.” Cllr Roger Paterson, district council Cabinet member for the local economy, said: “This con�irmation of

funding is excellent news. The provision of fast broadband services, particularly in the poorly served rural areas of our district, is our top economic development priority. “We will continue to work very closely with West Sussex County Council and our fellow district councils to improve broadband speeds and availability, while encouraging local communities to become actively involved in the rollout programme.” Cllr Lionel Barnard, deputy leader of West Sussex County Council, said: “Better broadband access will bring many bene�its to West Sussex. Same-sex marriage is on the cards, says MP The Conservative Party will be viewed as unelectable unless it sheds “backward-looking social attitudes”, Horsham MP Francis Maude believes. According to a report in the Daily Telegraph, Mr Maude told the Policy Exchange think tank: “To survive and succeed over the centuries it (the party) has had continually to modernise and evolve. Ban on circus animals ‘must be speeded up’ The Born Free Foundation is calling on the government to speed up a ban on wild animals in circuses. A statement on the DEFRA website said wild animals would “no longer be made to perform in travelling circuses” and ministers were seeking to introduce primary legislation “at the earliest opportunity”. But the Horsham-based foundation is concerned by media reports that a ban may not be introduced until 2015. Chris Draper, Born Free’s senior scientific animal welfare officer, said: “Together with other organisations,

we wish to see an accelerated process which will bring the curtain down on the use of wild animals in travelling circuses speedily and compassionately.

“The government needs to take a lead and, in the face of overwhelming

public and parliamentary opinion, support and enforce an outright ban now.” Born Free chief executive Will Travers said: “Leading animal groups decided to boycott a meeting with DEFRA representatives as recently as November 2011, when it became clear that anything to do with a ban was simply not on the table. “Requests for a meeting with the relevant minister to discuss a ban have been denied or repeatedly postponed. It has been very frustrating, but at least now the government’s intentions are clear.”

YouTube if you want to … just don’t make us pay for it, says furious Liberal Democrat Matthew James News Editor

West Sussex County Council has been accused of wasting tens of thousands of pounds by producing YouTube videos featuring interviews with Cabinet members. But the leader of the Conservativerun council has hit back, accusing the minority Liberal Democrat group of releasing “scurrilous” misinformation. Cllr James Walsh, Lib Dem deputy group leader, sparked the row by telling The Resident: “At a time of savage cuts to personal care services for vulnerable elderly and young people, it is astonishing that the county council can find £1million to fund its PR department, glossy ‘lifestyle’ Connections newspaper and now even a new YouTube film unit.

“The YouTube film unit cost £40,000 to set up and will cost £26,000 per year to run. “Its clips – all promoting or extolling county services and personal interviews with Tory Cabinet members, as well as promoting the Big Society – have been seen by a maximum of 200 viewers out of a population of 750,000. That doesn’t seem like good value to me! “It is also a kick in the teeth for all those elderly and younger adults who have had their care packages reduced or stopped, in the name of saving cash for the county. “Can the Tory leadership really believe a YouTube film unit is a higher priority than providing care packages for the frail elderly or residents with a learning disability? “We have questioned the whole PR budget, including a communications director, and the cost of the county newspaper for years. But this new luxury enterprise seems yet another

step too far, demonstrating how far the Tory county council is divorced from reality.” Cllr Louise Goldsmith, leader of the council, responded: “The Conservative-run county council realises how important it is to keep residents informed, particularly at a time when the council is faced with the challenge of finding £79 million of savings. “The YouTube film clips are a good way of keeping our residents informed in all sorts of important areas, such as Age with Confidence. “Across at least three video hosting sites (including our own) the total at this moment is more than 100,000 viewings – certainly not the 200 in the scurrilous press release. “Add to this our distribution to many specialist trade and academic websites, along with those who distribute virally, and who host our videos. “No modern organisation can afford to ignore digital communication channels. Web-based video has taken its place alongside Twitter and blogs such as my own as an increasingly important and popular way of keeping people informed. “I could cite many highly valued

videos we have produced, on topics such as citizenship, fostering, fire and road safety, and we are not alone in seeing the benefits. According to research, we are one of 61 local authorities posting videos on YouTube. “If the Liberal Democrats think that such film clips are extravagant and party political, why did their own media co-ordinator happily accept an invitation to appear in a cross-party film in production, urging people of all political persuasions to stand for election? “What baffles me is why the Lib Dems choose to be unaware of this publicly positioned video service, saying that after its set-up costs it will cost £26,000 per year to run and describing it as a new luxury enterprise. The service is not new at all, it is just entering its fifth year. “The council decided to embrace the opportunities afforded by new technology, by funding it through savings to the existing communications budget and spending less on traditional media such as print, events and exhibitions. That’s good money management. “No new money has ever been

allocated. Costs have been partially offset by marketing the facilities and generating income. “As for the Connections Newspaper, every article it contains is about a service provided by the county council or one of its partners. All stories which appear are approved by an all-party editorial panel of county councillors. “The communications budget has taken its share of cuts and frequency has been reduced so that Connections is published three times a year instead of four. The cost of each edition is partially offset by advertising revenue.

Storrington library will close for two-and-a-half weeks while new self-service machines are installed. The library will be shut from 5.30pm on Friday, March 23, to 9.30am on Wednesday, April 11, when it is due to reopen with stateof-the-art terminals. Charity effort is set to take off How well does the NHS Pilot Lawrence Roy is preparing for another long-distance trek – this time on foot. The 47-year-old from Horsham, a long haul B777 pilot for BA, will raise money for Ovarian Cancer Action by running the Hastings Half Marathon on March 25. Mr Roy raised £1,200 for the same charity by completing the Barns Green Half Marathon in under two hours last autumn after joining Horsham Joggers. He told The Resident: “March is Ovarian Cancer Awareness Month. I thought it would be appropriate to do this run primarily to raise awareness of the cancer, which kills 12 women a day in the UK, and to raise some money. “They use the money for research into this particular form of cancer and to increase awareness. “It is a preventable cancer which can be treated if caught early enough.

The problem is that many women believe the symptoms are merely indigestion and by the time they realise it is more than this it is often too late. “This is exactly what happened with my mother. She developed the symptoms prior to Christmas 2008, was diagnosed in February, admitted to hospital for treatment in March and died in April 2009. Students go to Hellin and back AS and A2 Spanish students at Collyer’s visited Hellin, near Alicante, as part of an exchange link with the Instituto Cristobal Lozano. Receiving the visitors, the Mayor of Hellin invited teachers and students to enjoy their stay in the historic Spanish town. And the visit generated so much interest that Collyer’s students featured on the front page of the local

newspaper, as well as on Spanish television and radio. Students enjoyed two full days of lessons with their new Spanish friends at the college and were given guided tours of historical sites. Margarita Mortimer, subject leader for Spanish at Collyer’s, said: “The students were able to get a valuable taste of the culture by staying with Spanish families and sampling the

everyday life of people their own age in Spain. “This is a vital part of their AS and A2 study. We are hugely grateful to the Instituto Cristobal Lozano community for their incredible hospitality. “Our students were superb ambassadors for Horsham and the Spanish students are looking forward to visiting us at the end of June. We all have our fingers crossed that our visitors will at least have a glimpse of the English sun!”

How is the National Health Service responding to pressure on services in the north of Sussex? The question will be considered by the West Sussex health overview and scrutiny committee at County Hall, Chichester, from 10.30am on Thursday. Services provided by Surrey and Sussex Healthcare NHS Trust (SaSH) from its sites in Horsham, Crawley and Redhill have been under pressure, particularly in terms of the level of high attendance at A&E. The committee has invited the trust to share its plans for maintaining and improving the services it provides. County councillors will hear from SaSH chief executive Michael Wilson and others who plan, provide and monitor services in the area, including South East Coast Ambulance, the Care Quality Commission and NHS Sussex. Cllr Christine Field, chairman of the committee, said: “We are aware of concerns about the pressure on emergency services and waiting times at East Surrey Hospital in

Wardens are making a real difference The neighbourhood wardens of Ashington are celebrating their 10th anniversary. Working with Horsham District Council and the Horsham District Community Safety Partnership, Ashington Parish Council was the first in the district and one of the first in the country to introduce a neighbourhood warden scheme. Current wardens Jayne Jeffrey and Peter Newell are among those who have worked to promote social inclusion, tackle antisocial behaviour and improve access to services. They are not a replacement for

police but are allowed to use certain police-type powers, such as seizing alcohol from under-18s and demanding the name and address of those behaving in an antisocial manner. A young man said: “They made me stop and think about what I was doing with my life, taking drugs and drinking. It was not easy, but I don’t do that anymore.” Nev Clark, chairman of the Village Youth Club, said: “I love the way they balance being ‘official’ with being people to trust without fear for young and old, no matter what the emergency.”

Nine out of 10 residents are “very satisfied” or “satisfied” with the household refuse and recycling scheme in Horsham district. Just under 1,000 residents responded to questions about the Acorn Plus service as part of a district council survey. Cllr Andrew Baldwin, council Cabinet member for the environment, said: “In 2010, the council introduced the revolutionary Acorn Plus recycling scheme with new side-loading vehicles and reduced crew sizes. “Household recycling in Horsham district has reached 58 per cent, which means that this amount of waste is no longer going to landfill

sites. “This puts us among those leading the way in this field. Our residents are now achieving some of the best recycling rates in the country. “Despite some glitches earlier on in the scheme, the new service has been a major success. What’s more, the council remains committed to maintaining a weekly collection of household waste. “We are always looking at ways to improve our services, but given this level of satisfaction I would like to congratulate both our residents and the council for working so well together to gain this level of satisfaction.”

£25k boost for library Big Society projects across West Sussex are being supported by the county council. Cllr Michael Brown, council Cabinet member for finance and resources, has approved £151,250 in grants to help community schemes. Southwater Library gets up to £25,000 towards alterations at Beeson House, while Buddies’ Peer Support Scheme scoops £6,500 to help 12 to 18-year-olds with disabilities in

Horsham. Cllr Brown said of the Horsham district projects and others across the county: “Each and every one of these diverse projects can have a lasting impact on their communities. How to stop the Getting help to have a say pigeon problem It was the bain of Dick Dastardly’s life. Now the pigeon is causing a �lap in Horsham town centre. A concerned member of the public contacted The Resident to say pigeons had come within three or four inches of food being sold or eaten at the Saturday market. So we contacted Horsham District Council, whose spokesman acknowledged: “In an urban environment, feral pigeons can be a problem. “While agreeing that feral pigeons can be a nuisance to stallholders at the market, Horsham District Council accepts they are a natural part of urban wildlife. “In order to prevent, or minimise, the nuisance caused by feral pigeons, the council offers a pigeon-proo�ing service to town centre businesses to deter pigeons from roosting on buildings. “From time to time, the council does take measures to control where they roost, nest and feed, and, if possible, limit their numbers without resorting to killing birds. “Horsham District Council tries to discourage the public from feeding pigeons. The council also gives advice

to food businesses on how to protect food from contamination from all pests including pigeons. “Under food safety legislation, stallholders have a duty to ensure that the food they sell is safe and free from contamination.” The council advises stallholders and businesses to ensure all open food is covered, remove all rubbish and keep litter in a covered dustbin. The Horsham Young Persons’ Advocacy Service links a young person with an advocate who helps them express their wishes and feelings. This is a free, con�idential and independent service for people in the district who are aged 11 to 25 and need support to speak up about speci�ic issues. Alex Alcock, of Horsham Connexions Centre at the Y Centre, said: “As the service we operate here is a drop-in, it is not possible for us to extend our support service and accompany young people outside of the centre.

“The Advocacy Service is great. It �ills that gap for us and for young people who may need to make an appointment with a professional and are concerned about meeting them on their own. “The young person could be worried about speaking up at an important meeting and would appreciate someone to help represent them and get their voice heard. “We have used the service on several occasions and have found it easy to access, quick to respond and very helpful for the young people concerned.” Advocates are matched with

young people from a referral through another service, such as a school, youth club or Connexions. Young people can also request an advocate by phone or email. All advocates are trained local volunteers who want to support young people. They undergo safeguarding checks and are supervised. The service is run by Horsham Matters in collaboration with Horsham Churches Together, West Sussex County Council, Horsham District Council, Youth Services, Information Shop, Connexions, YMCA and Outset. A golf day and party night will be held to raise money for research into a rare group of diseases. Slinfold Golf and Country Club is preparing to host the event in aid of the UCL Amyloidosis Research Fund on Friday, March 30. Amyloidosis is a usually-fatal group of diseases caused by the build-up of abnormal protein �ibres (or �ibrils) in tissues and organs throughout the body.

Almost any organ can be affected, so the symptoms vary greatly and diagnosis can be very dif�icult. It affects about one person in every 1,000. Prof Philip Hawkins, of the National Amyloidosis Centre at University College London, said: “There are currently several very promising lines of research in the centre. “The resources provided by the Amyloidosis Research Fund, through the generosity of donors, will

This column is not the work of just one person. Oh sure, I write the words and string the ideas together, but after I forward it to The Resident another set of eyes and hands go back over my work, mostly to ensure I make sense but also to avoid me bringing down the mighty wrath of legal types. So it is not without irony that in this piece I am trying to write there have been revisions, rejections, remonstrations and review. It is because I am thinking about the ongoing state of the district’s finances, which if you remember have been described as a rudderless ship and possibly in need of a fairy godmother and a magic wand – although

due to cutbacks the magic wand will be played by a felt tip pen. I have been considering the process that creates them and wondering if government transparency will help Horsham residents to understand, or inform them, for the future. Our very own Rt Hon Francis Maude MP has been promoting the concept of an open government which would produce information in a transparent fashion, allowing the public to look into how finances or consultancy papers are produced. This is a new philosophy for many government departments and one that will cause some friction for both council employee and elected official alike. By allowing the public to have access to government or council information, it is hoped that groups of individuals might review, curate and communicate in relation to that information, thereby highlighting issues of concern or reasons to praise.

You can see examples of this open information on the Visit Horsham website, where car park utilisation figures are published daily. How will a transparent government help with finances? When I think about the information which must go into budgeting for Horsham district, it occurs to me that this has to be more than a simple Excel spreadsheet. The many divisions of liability and cost require a variety of information and data to be collected, curated and communicated. Then it must be folded back into the decisions that the council must agree upon. The process has been built over decades. It is based on the experiences of the council officers responsible for creating those reports and has been developed using the tools available to the members. What would happen if those sources and processes were communicated to the public as the budgets

were being assembled? Would this provide an opportunity for a fresh pair of eyes and a new set of hands to possibly give a new insight into an old problem? Being transparent would require a mechanism to ensure that information could be passed back in and that it would be regarded as a whole. New information would need to be submitted and revisions tracked to avoid duplication of work or errors. None of which is technically difficult to achieve. It has been occurring for the last few decades over the internet, as hundreds of thousands of developers have contributed to a variety of open source projects. These problems have already been solved. The tools for sharing information and ensuring that the ship of budgeting can stay on course have been developed and are waiting to be used. The question remains: Are we willing to pick them up and use them?

Let me pose a question. Would you be prepared to work 30 hours a week for just £67.50? In case numbers aren’t your thing, let me tell you that this works out at £2.25 an hour. For a four-day week. If you had nothing better to do with your time would you do it? Oh no, I’m not asking you to do work with charities, something you can feel is a valuable use of your time. I’m talking about spending 30 hours a week stacking shelves in a supermarket or cleaning offices. Still willing to do it for just £67.50 a week? That’s what the government’s Workfare scheme equates to. The claim is that it gives people a step into work and gives valuable work experience and skills. From doing some of the UK’s least skilled jobs. I was recently a job seeker. It’s not pleasant. I felt ashamed. I was reluctant to admit it to anyone. I felt as though I was scrounging from the state. Luckily, I had enough work experience to be able to set myself up as a consultant and I’m now working freelance. The £67.50 a week made a big difference in making ends meet. We’ve all heard stories of how families afford foreign holidays on benefits. Let me tell you, it’s not Jobseeker’s Allowance that pays for those jaunts. For a start, you can only claim JSA for six months. If still unemployed after six months, the job centre will continue to pay National Insurance contributions, but the unemployed don’t get any cash. If you do any paid work within that time, the benefit is cut. If you work more than 16 hours in a week, you lose the benefit. If the big corporations taking Workfare candidates have a need for additional labour, why aren’t they employing them? Getting people desperate for work to work for next to nothing doesn’t seem all that fair to me. Most of the ‘work experience’ placements are for minimum wage jobs. Working 30 hours a week on minimum wage equates to £182.40 for over 21 year-olds. It is hardly a king’s ransom, but is almost three times Jobseeker’s Allowance and works out at £790.40 a month. So the government can claim it is getting people back into work, big business gets free labour and jobseekers learn how to stack shelves and clean toilets. I can see who the winners are and it doesn’t seem to be the jobseekers. The government claims that 49 per cent of jobseekers who go through the Workfare scheme are off benefits within 11 weeks. But the Centre for Social and Economic Inclusion says this is in line with the figures for people who don’t get work experience. By all means, jobseekers should have the opportunity to do work experience. But work experience that might actually get them into work. Work experience that gives them a leg up to a career, not work experience that replaces paying people to do Britain’s worst-paid jobs.

Audiologists from Horsham have visited a school for deaf children in Kenya to donate much-needed equipment. Rob Davies and Ken Fairley, from South East Hearing Centre, began supporting the Reverend Muhoro School for the Deaf ten years ago and have visited a few times over the last decade. In February, the two experts went to Kenya to provide services to the school, as well as the equipment. The school is located in the remote Mukurwe-ini district, on the slopes of Mount Kenya, and is home to over 200 deaf young people, aged between 14 and 22 years old. There is no welfare system and limited state funding so the school relies heavily on charitable support. Over the last ten years South East Hearing Care Centres has visited the school to present donations kindly made by the top manufacturers in the industry. This year was no exception with friends and colleagues in the industry providing much needed testing equipment, hearing aids and batteries. Director Rob Davies said: “This latest visit was as busy as usual and saw

us return with over one hundred ear impressions. Starkey Laboratories have kindly agreed to make the earmoulds free of charge which will be sent to the school to be �itted to the students’ hearing aids. “This important part of the hearing aid �itting is invaluable and we and the school are extremely grateful to Starkey. As we are to Phonak and Oticon who provided over two hundred hearing aids and GN Resound donated a tympanometer which measures middle ear function. “In recent economic circumstances it can be dif�icult to remember those who are less fortunate than ourselves. We are therefore pleased to be able to continue supporting the school by not only presenting donations, but also giving our time as well. “During our visit we held a free clinic at the school for the local community to have their hearing checked or their ears syringed. Shop continues fair trading at new Piries Place premises After more than two years trading from Swan Walk in Horsham, Tamasheq is on the move. The shop, which sells handcrafted products collected from exotic places around the world, has relocated to Piries Place. Tamasheq has moved in to the site formerly occupied by clothing store La Vida and now has two floors of products from places such as Indonesia, Nepal, India South America and many African countries. The result is an eclectic selection of furniture, home furnishings, carvings both wood and stone, gifts, Moroccan lamps, jewellery as well, of course, as their ever-popular range of incense sticks and candles. The products are either imported directly from Indonesia, where Tamasheq has a local representative who does the buying on their behalf. Being on the ground ensures that the goods are ethically sourced. Apart from that, the majority of the goods are selected from importers who are registered with BAFTS (British Association of Fair Trade Shops). Tamasheq was established in 2003 by Francis and Margaret Andreas out of a passionate desire to promote justice in trade and a belief that trade was a far more effective means of helping people help themselves.

Avon calling! How you could benefit from the beauty business After 125 years in business this beauty brand’s story is one of triumph. Liane Oldham meets one of Horsham’s reps and recruiters

Last year, Avon, the global beauty giant, celebrated its 125th Anniversary. Not only is it the world’s leading direct beauty seller, the company has also made a huge global impact with its fight against breast cancer, domestic violence and the world’s carbon footprint. Today Avon’s selling power is staggering, with four of its lipsticks and two mascaras being sold every second somewhere in the world. Ginny Ward works a little closer to home and is proud to be part of this well loved company. The independent Avon representative, who lives in Horsham, first became involved with the organisation in 2010, when she was looking for ways to bring in a little extra income. Something that would be sociable, interesting and that she could devote as much or as little time to as she wanted. “I’d seen some TV adverts on Avon”, said Ginny. “I’ve always been very fond of the products, especially the make-up, and have always sought them out wherever I’ve lived. I was struck about how up-to-the-minute

they are now with their celebrity tie-ins and I looked them up again on Google. I found a write up on my manager, who is now one of the top saleswomen in this country and I thought I’d like to give selling Avon products a go myself.” Now Ginny is an independent sales representative for Avon as well as an independent sales leader, recruiting her own team of sales reps. “I realised how big a family I’d become part of when I went to the 125th birthday party for Avon over here in the UK”. Says Ginny. “It was lovely to know that around 5,000 other people all over the UK were doing exactly the same as me. I absolutely love my job. People have such an affinity with Avon. I often come across customers who are the grandchildren of women who bought Avon products back in the 50s and 60s and are still doing it”, Ginny added. Back in 1886, a forward thinking David H McConnell unleashed a revolutionary idea by creating the California Perfume Company, which he soon rebranded as Avon, following a trip over here to Stratford-upon-Avon.

With his flexible door-to-door sales model, he offered women the opportunity of financial independence before they even had the right to vote. A generation of women was empowered by this opportunity and a vast network of spirited, female, microentrepreneurs was born. Ginny told The Resident: “I now have around 60 customers across all ages, my eldest customer is 94 years old, and I have recruited around 40 new reps who range from between 18 to 75 years old”. The company is the leading global corporate supporter of the breast cancer awareness cause. And with almost a billion women worldwide affected by domestic violence, Avon’s Speak Out Against Domestic Violence campaign focuses on education, prevention and victim support groups in a major effort to bring more global awareness to this problem. Similarly Avon is committed to decreasing the world’s carbon footprint in areas including water and energy consumption, waste management and greenhouse gas emissions. Reese Witherspoon, Fergie from the Black Eyed Peas and Alesha Dixon are all ambassadors. Some of the Avon products have been firm favourites for many years. Ginny added: “I can still remember the Avon lady coming to the door and my mother duly placing her order every week but much has changed since those days, in the way that Avon products are sold. “Of course the door-to-door method of selling the products is still the tried and tested method. It is the best way to build up an excellent rapport with your customers, but technology has also had a key role to play in my job. I now have my own Avon link on my Facebook account for example. Also, many of my reps are young, so also do the Facebook thing. So with one in three women in the UK being an Avon customer and six million seeing a product brochure every three weeks, it’s no wonder the life of an Avon rep is a busy one. And also very rewarding. “I absolutely love it”, says Ginny “I have met some lovely people through doing the job and you also have the back up of a brand that has been loved by so many people for so many years. Symphony Orchestra’s spring Concert On Saturday, March 24, the Horsham Symphony Orchestra, under its principal conductor, Steve Dummer, and leader, Rachel Ellis, present a programme of Russian and Austro-German music from the nineteenth and twentieth centuries. The concert will open with the Leonore Overture No. 1, one of four overtures that Beethoven composed for his only opera, Fidelio. The composition of Fidelio was a huge ordeal for Beethoven, its creation occupying some 14 years and evolving into three separate versions.

The opera is a paean to the principle of hope, praise for humanity and heroism, and praise for womanhood and faithfulness. Though rarely heard, the overture is a very fine piece, containing much richly scored music and is full of drama and atmosphere. Afterwards, the orchestra will be joined by Heather Cairncross for a performance of the five Ruckert Lieder by the Austrian composer, Gustav Mahler (1860-1911). As a classical soloist, Heather regularly works with Synergy Vocals, London Sinfonietta and Ensemble

Modern along with the New York Philharmonic and Boston and Chicago Symphony Orchestras. After the interval, the orchestra will perform the mighty Symphony No. 5 in D minor by the Russian composer Dmitri Shostakovich (1906– 1975). The concert will start at 7.30pm. Pop diva meets little voice in Little Belter One part pop diva, one part little voice, Elouise is a vocal tour-deforce. Food&Drink New and ‘gorgeous’ Jo Jo’s Café opens to the public at Graylands Jo Jo’s, the popular café near Horsham’s train station has expanded, opening a new place to have breakfast and lunch at the Graylands Estate. The recently redeveloped business park, which is situated off Langhurst Wood Road, offers businesses with offices and premises in charismatic buildings on the estate, and now includes a Jo Jo’s.

The café is open to those who work on the estate as well as the general public, between 9am to 3pm Monday to Friday. It offers breakfast foods and sandwiches as well as a range of cakes and pastries. Co-owner, Joanne Mantell said: “This is an exciting development in the growth of Jo Jo’s. We opened the Graylands café in January and people seem to love it.

“We offer a slightly different menu here, from our Horsham town centre venue, which is ideal for a quick bite to eat at breakfast or lunchtime, or simply a quick coffee and cake. “There are a lot of companies based along the Langhurst Wood Road. We’ve got Fisher Clinical Services across the road and Damovo at the Broadlands campus. So it’s a good location for employees. Plus, we’re not far from North Horsham either so anyone who works there could easily come over on their lunch break. Also, don’t forget that our Horsham café has entered Caffe Italia – so make sure you vote for us!” Jo Jo’s at Graylands is situated in a quaint, converted chapel – a building with character and which is surrounded by stunning views of the countryside. Joanne added: “The café itself is absolutely gorgeous. It’s got a cupcake theme and is all wooden inside – very twee. In the spring and summer, it’s going to be really lovely here. “People can sit outside in the

sunshine and enjoy the view – what a lovely break from the daily grind.” The team at Jo Jo’s new venue can cater for individuals as well as larger bulk orders for lunches. Andy Collard is bringing his culinary skills to Horsham as the new head chef at the now independently owned Olive Branch in the Bishopric. Andy shunned the traditional chef route and left school at 16 to work at the Marriott hotel in Gatwick, where

he remembers his first job vividly. “It was slicing lemon wedges for the fish and chips. Then I was allowed to wash lettuce, peel potatoes and slice tomatoes”, he told The Resident. He prefers a learn-on-the-job approach to cookery, and has no formal qualifications. Despite this, he’s one of the south east’s best-known chefs, having worked in Crawley, Gatwick and now in Horsham. Andy says he prefers the Horsham clientele, as they’re more likely to take risks with their dishes. He added: “If I’d have opened the same restaurant in Crawley, it’d be empty!” He adds that Horsham customers are well aware that to have high quality dishes, they must pay a little more. “I’m all about pushing for fresh, pure, locally sourced ingredients. I get all my meat from local butchers and my ingredients from Horsham Markets. When Horsham gets a fishmonger, I will get my fish from there too.” Despite this passion for fresh ingredients, the Olive Branch hasn’t always been this way. Andy says the menu used to be decided by head office, from the preparation to the presentation, “The Olive Branch is

completely independent now. I’ve got full freedom over the menu. I’m not here to make profits or hit targets. I’m all about high quality ingredients and allowing the customers to try different things.” At the moment, Andy says the main menu is simple and fresh. But, on the 8th April, he will be bringing in a new sous-chef to help support him, “It will definitely bring stability to the kitchen. “It also means we can extend the menu and add more creative and vegetarian dishes.” He adds he’s not about baffling the customers with foreign language and instead he’s created a clear and concise menu, “Some chefs add foreign jargon to their menus, but when the customer gets the dish, it’s just pasta and sauce!” So what’s the favourite dish of his Horsham clientele? “The lamb is very popular as it’s locally sourced from just up the road. The surprise has been the pork. I add a pork loin to the menu and it’s selling all day!” Andy offers a range of menus to suit all tastes. The simple lunch menu includes delicious sandwiches for you to pop in and have while you do your shopping, or why not book a table in the stunning conservatory, where you’ll be waited on for your dinner? You could say hello to Andy while you’re there – you can’t miss him, he’s the only one in the chef hat!

What you need For the Pastry 175g Plain flour 40g icing sugar 125g unsalted butter Grated zest of 1 orange (Seville if possible) 1 egg, beaten

For the Filling 150g dark chocolate 225ml double cream 4 large egg yolks 50g golden caster sugar Juice of 1 orange Shredless marmalade (optional)

1. Make the pastry by rubbing the butter into the flour, sugar and zest. Add enough egg to form a dough. 2. Wrap in greaseproof paper and put in fridge for 30 minutes. Roll out and line 20cm tin, prick base and cover with baking parchment and baking beans (for ‘blind’ baking). 3. Bake blind in preheated oven (190⁰C or Gas Mark 5) for 20 minutes. Remove the baking beans and parchment and bake for further 10 minutes. Leave to cool. 4. Melt the chocolate and cream together in a bowl over a pan of barely simmering water, stir to combine. 5. Beat the egg yolks and sugar together until light and fluffy. Add egg mixture to chocolate and cream, stir until thickened, then add the juice of the orange and stir until thickened. 6. Pour the mixture into the pastry case and chill until set. BUT for an extra citrus zing, spread a layer of shredless marmalade over the base of the pastry case before adding the chocolate filling.

I recently visited my rental property and was not happy with the way the tenants are treating it. I am aware that as landlord I am responsible for paying for repairs when things break down but surely the tenant needs to take some responsibility for maintaining the property and preventing damage occurring too?

The only repairing obligation imposed on a Tenant at common law is the duty to use the premises in a Tenant-like manner. This duty obliges Tenants to take proper and reasonable care of the premises by doing odd jobs around the house, but excludes liability for fair wear and tear.

Scope of Duty Lord Denning de�ined the obligation to use the premises in a Tenant-like manner with reference to a number of homely illustrations: “The tenant must take proper care of the premises. He must, if he is going away for the winter, turn off the water and empty the boiler; he must clean the chimneys when necessary and also the windows; he must mend the electric light when it fuses; he must unstop the sink when it is blocked by his waste. In short he must do the little jobs around the place which a reasonable Tenant would do. In addition he must not, of course, damage the house wilfully or negligently…but, apart from such things, if the house falls into disrepair through fair wear and tear or lapse of time or for any reason not caused by him, the Tenant is not liable to repair it “ The Concept of Waste Waste is any act which alters the premises for better or for worse to the detriment of the Landlord. It is not an express repairing obligation but is relied on as a common law doctrine. There are two categories of waste – Voluntary Waste and Permissive Waste. Voluntary Waste is any action which causes the wilful or negligent deterioration of the premises. Permissive Waste is the failure to take action to prevent damage to the premises, eg failing to clear drains. Examples of Voluntary Waste would be: A Tenant lighting a �ire in an ornamental �ireplace where there is no hearth and no provision for protecting the carpet. Tenants allowing rubbish to accumulate along the side of the house and breaching the damp-proof course. A Tenant smashing a window by accident (ie by throwing something through it), not repairing it and allowing water ingress into the building and in particular into the plasterwork below the window. Examples of Permissive Waste would be: A Tenant using a shower without a shower curtain and watching a damp stain grow on a ceiling. A Tenant not wiping down sills that have condensation on them which would then cause damp to the plasterwork beneath the window or rot to the sill.

This area is covered within a comprehensive Tenancy Agreement by the requirement placed on the Tenant to advise the Landlord or his Agents of any damage occurring to the property as soon as they notice it. In the event that the Tenant allows damage to occur to the premises the Landlord would be within their rights to put forward a claim from the Tenants deposit for any extension of the damage occasioned as a consequence of time lapses and the problem not being remedied promptly. For example, in a shower, if the seal had gone on the shower and the Tenants had advised the Agent of a mark to a ceiling before the ceiling fell down and the timbers under the �loor had become sodden, it could be remedied relatively cheaply. However, if they failed to notify the Agent they could be charged to re-instate the ceiling and the timbers which (additional) deterioration could be attributed to the delay in reporting the problem. If a Landlord were taking action against a Tenant for Waste, they would usually combine it with an action for breach of the obligation to use the premises in a Tenant-like manner, since both relate to the Tenant’s liability to maintain the premises. Winning start for new boss Colbran, but Horsham quickly revert to type James Herd Football

New Horsham boss Simon Colbran is looking to strengthen the squad, but he insists the Hornets’ current players will have a chance to prove themselves. The former Redhill manager enjoyed a �ine start on Saturday, inspiring his new side to a 2-0 success against Tooting and Mitcham – their �irst home league win of the season and their �irst anywhere in the league since August. Colbran told The Resident after his winning debut: “I want to have a look and see what’s here at the moment. Looking at that performance, that team could do really well in the Ryman South, with the right attitude. “There will be players coming in, but every player is going to have their chance. We’ve got 12 games to go and that’s a lot of time for me to have a look at the players who are here already. “If they are here and committed, you don’t have to bring in loads of players, you don’t want to disrupt things. “Everybody knows we’ve got the lowest budget in the league, but that doesn’t matter. Yinka Salami were excellent throughout, nullifying the threat of a side who had already scored 42 goals this season. The second goal came deep into stoppage time at the end of the second half. Kery Kedze – back at the club after his recent release by exboss Hugo Langton – went on a mazy run before passing to Ray Freeman, who �inished with ease. Delighted Colbran added: “I couldn’t ask for anything else. Absolutely fantastic, I’m lost for words. I was in there (the changing room) trying to congratulate them and my words were all over the place!” “I’m not going to start picking names out because every single one of them was brilliant. ‘Friendly relationship’ with Redhill, says Hornets chief Horsham maintain they are still on good terms with Redhill, despite the Surrey club’s initial fury over the move of manager Simon Colbran. Shortly before Horsham con�irmed his appointment on Wednesday last week, a statement on Redhill’s of�icial website said: “Simon Colbran has quit as Redhill manager, just days after telling the board and supporters of his plans for next season and beyond. “Colbran is expected to take over at Horsham FC. The move came as a complete surprise, as Redhill FC had not been contacted by anyone at the Ryman Premier League club. “The Redhill board are disgusted at the lack of loyalty and the way in which this has been handled.” But Horsham chief executive John Lines told The Resident this week: “There is an order in which such matters need to be dealt with.

Unfortunately, social media took control rather than the clubs, for which we are extremely upset and disappointed. “Both chairmen have now spoken together several times in an amicable manner and I have had a very amiable conversation with Phil Whatling, the club secretary. “Redhill have been extremely generous and helpful in allowing us to register Charlie Farmer, who made his debut and scored against Aveley on Tuesday. “I have no doubt that our long and friendly relationship constructed over many years with Redhill will continue.”

Manager Al Campbell praised Horsham’s perseverance as they fought back to beat Kings Alleyns 5-2. Duncan Howarth netted following a deflection from a short corner and Horsham drew level with an identical goal from the same player. Manager Jane Denman said: “Several of our players showed signs of exhaustion after the demands of Saturday’s game. “We got off to a bad start and the opposition were very tight. Their goals were rather scrappy, which made our defeat all the more disappointing. “Maidstone are one place above us. If we can win that one, we’ll move out of the automatic relegation zone and into the play-off sector.”

Horsham ABC’s Harry Orsini registered impressive wins on successive weekends. The 13-year-old from Southwater boxed well behind a long jab to register a comfortable points win against Hastings’ Thomas Borthwick in Hove. And the Tanbridge House School prospect followed up with a majority points win against strong southpaw Alfie Essex, the home crowd favourite, in Gravesham. Rising star Danny Kirkland, 15, from Billingshurst, returned to the ring against more experienced Weymouth fighter Toby Osgood in Hove. Osgood edged a points decision, but Kirkland impressed and gained much-needed ring time ahead of the Junior ABAs. He is due to fight in

Cheltenham tomorrow (Saturday). Also on the Hove bill, Ben Pringle lost a controversial decision to home boxer Armando Lucca. Pringle, 19, tried to make the fight clean, but the Hove puncher was determined to hold in what became a scrappy affair. Horsham boxers aged between nine and 13 competed in no-decision bouts in Camberley and Hastings, sampling the atmosphere of an amateur show and displaying their talents in a controlled environment. Horsham U15 beat Worthing Rebels Blue U15 in the Arun and Chichester Youth League – just a week after losing to the same team in the cup. Callum Nash scored the only goal after five minutes, rounding the goalkeeper after a fine run and through ball by Andrew Roberts. Both teams struggled to get their passing game going in difficult conditions, but Rebels hit the woodwork twice late in the first half and Horsham dominated with the wind behind them after the break. But the club was pleased to announce it had again been granted Charter Standard Community Award status.

In March 2011, Brighton and Hove Albion embarked on a busy month of football that saw them win all eight games, putting them in a commanding position at the top of League 1. They went on to gain promotion as champions and won the league title by playing a classy, passing style of football. I don’t think any Albion fan really expected us to do as well as we have in our first season back in the Championship. Another successful March could well see Albion stroll towards the play-offs. After a 1-1 draw at Doncaster on Saturday, the games against Cardiff and Portsmouth may prove decisive in the club’s aspirations to reach the next level. This article was written before Wednesday’s home game against Cardiff, but Albion were looking for three points against their promotionchasing rivals. What a season it’s been so far. It started with the club and its supporters moving into their new home, the magnificent American Express Community Stadium. With its comfy seats, delicious pies and real ale, the fans appear to have settled in very quickly. The team began with a sparkle, going to the top of the table. They also had four encounters with Premier League opposition, giving fans a taste of what life would be like at the next level. A sticky period at the end of 2011 had some Albion fans questioning if perhaps we were a little overambitious in our expectations. Having despatched Sunderland and Newcastle from the two cups, Albion finally hit a wall when meeting the might of Liverpool. A hard-fought 2-1 home defeat in the Carling Cup was followed months later by that 6-1 drubbing at Anfield. Albion’s league form since the New Year has been astonishing. Late goals seem to have become a speciality and recent impressive loan signings have made an impact. Albion seem to have rediscovered their early-season form and no one epitomises this more than the industrious pair of Alan Navarro and Ashley Barnes. Often not recognised for their busy work, they have found form at just the right time. If Albion come through a busy March programme with similar results to those this time last year, who knows where it may lead? I’m sure that most fans would have settled for mid-table consolidation, so to be in a position where we are challenging for a play-off place shows the progress the club and Gus Poyet have made this season. Are Albion marching towards the Premier League? Who knows, but it’s been a memorable season so far.

Horsham Rugby Club will be the centre of Sussex rugby for three Sundays from this weekend. It will host the West Sussex Minis Festival on March 11, the Sussex Shield and Sussex Vase finals on March 18 and the annual Minis Festival on March 25. The club, which hosted the first West Sussex festival 17 years ago, is organising this year’s county-wide event in association with the Sussex RFU and with sponsorship from the Canadian Spa Co. More than 700 players, aged from six to 12, are expected to take part as the home club’s teams take on visitors from clubs across the county. The car park will open at 9am, with matches starting at 10.30am and the finals at 2.30pm. A barbecue, refreshments and raffle are promised, with the bar opening at 11am. On Sunday week, it will be the turn of the seniors in the Vase (midday) and Shield (shortly afterwards). Extra spice will be added to the occasion by the appearance of Horsham Lions in the Vase final. The youngsters will take centre stage again on March 25, with Sussex-based teams from U7 to U12 taking on the best Surrey has to offer. John Riley, chairman of Horsham’s mini and junior section, said: “The next three weeks promise to be memorable and a real highlight in the recent history of our club. “I would really encourage all those with an interest in quality, greatspirited live sport to come along, watch the rugby, enjoy our hospitality

and lap up the atmosphere. “You don’t have to be a current rugby fan – come along and be entertained and I’ll guarantee you’ll be converted. “We have a whole army of people working behind the scenes to put on these three events. It is a real honour for us as a club.” Horsham will face Medway at home tomorrow (Saturday) after losing 33-13 at Folkestone in London 3 South East. Horsham U15 won 29-10 at Hastings U15 in their final league match, with tries by Declan Nwachukwu, Liam McGivern, Ben Birch, Liam Ruz and captain Tom Clayton. Birch, Jordan Chapman, Joe Humphrey and Oscar Vallance impressed in their first league appearance of the season. The under-15s just missed out on a place in the county final after finishing third for the third successive year, but Horsham U14 will contest their age group equivalent after finishing second. Matt Collier scored the only try as the under-14s finished their league campaign with a 5-0 win in poor weather at East Grinstead U14. Debutant Luke Baldwin crossed twice and Chris Fennelly got the other try as Horsham U13 won 15-3 at Shoreham U13. Horsham U10 won the H Cup at Hastings, beating Haywards Heath U10 in the final after losing to the same opposition in their first match. Andreas Madum was player of the tournament. Horsham U8 were pipped into third place in the H Cup, played at Pulborough after the scheduled event at Haywards Heath was postponed.

Horsham Hawks U14 continued their impressive run with two more wins – 80-48 against Haywards Heath Eagles D and 87-45 against Haywards Heath Eagles A. Hawks’ winning streak stands at six games after seven players scored the first seven baskets of the final quarter in the latter match, their biggest win of the season. Three Bridges U16 have won the iDentilam Colts Indoor League. Bridges (70-1) clinched the title with a game to spare by beating Capel U16 (66) at Tanbridge House School. Horsham Trinity U16 (100-1) beat West Chiltington U16 (96-3) and Steyning U16 (78-0) beat Pulborough U16 (76).
