OVER THE BACK FENCE With the news this week that a school in Pembroke has closed due to a few COVID-19 positives, it brings home the precarious environment we find ourselves in. While the government and school boards have done what they can to ensure the safety of teachers and students, there’s bound to be cases of the virus throughout the province. Because many people are asymptomatic and show no signs of the virus, it’s an invisible invader that can bring our economy to a halt once again. Premier Doug Ford has slashed the number of folks allowed at social gatherings in three regions of the province – Toronto, Peel and Ottawa. This is due to a rise in the number of cases particularly in these three regions. I’m glad these rules will not affect those communities, like ours, that have shown little or no growth in the number of cases over recent days. But there are now increased fines

for party hosts and guests, all across Ontario, that he will not hesitate to enforce to keep us all safe. I can’t stress enough how important it is that we all take responsibility for our actions and the consequences of those actions on the lives of others. I know it’s key to our mental health to find some semblance of normalcy, whether it’s by getting together with friends and family or going out to dinner. But it’s also imperative that we do so safely, wearing masks and washing our hands. Now that the summer tourist traffic has slacked off, our grocery store workers are taking much needed vacations. So we need to do our part, cleaning our carts and sanitizing our hands. And please, follow the arrows! I’ve been told that I’m a “glass half full” kinda girl. I try to find the positive, even on the darkest days. It’s been tough for the past six months, but I know in my heart we WILL get to the other side of this. Our lives depend on the actions of ourselves and others, especially now. Stay safe and be kind!

City Hall COUNCIL GETS PANDEMIC UPDATE

At the September 15 Council meeting, CAO Ron Taylor provided an update on how the municipality is managing the pandemic, noting the three stages of responding, recovering and resetting as the situation evolves. The Province has extended Emergency Orders until September 22. The municipality is in close contact with the Health Unit for guidance. Currently all COVID-19 cases in Kawartha Lakes are resolved and health partners are taking steps to be prepared in the event of a second wave. Services resumed • All landfill and transit services • Lindsay Recreation Centre pool access • Lindsay Recreation Complex weight room and cardio suite • Arena Ice pads (Lindsay, Fenelon Falls, Emily/ Omemee and Little Britain) • Arena Halls (Fenelon Falls, Emily/Omemee, Little Britain and Lindsay) • Coboconk Service Centre • Library curb side pick-up service at all branches with the exception of Little Britain and Dunsford • Lindsay and Fenelon Falls Library branches open to limited public access Services resuming in September and October • Preparing for Woodville and Manvers Arenas to open in October, subject to demand • Most Community Halls remain closed, some with very limited access in September, pending ongoing review with volunteer management boards, staff and Health Unit • Logie Street Park and washrooms to open September 21 and ice trail later in 2020 (weather permitting) • Fall aquatic programming open for registration September 21 • Omemee Service Centre targeted opening September 28 • Library service will be operating “fine-free”

effective October 1 and all branches will be offering curbside pickup • Provincial Offences in-person court matters remain closed until at least October 19 Administration buildings such as City Hall remain closed to the public. The City is on track for a year-end “break even” budget, after facing a $5 million deficit earlier in the year. Pandemic relief through Federal-Provincial funding has been announced for more than $6.5 million. Of this funding, $1.7 million is allocated toward social services agencies and may include funding for the rebuild of the local shelter under the direction of A Place Called Home. Mayor Letham commented, “The fact that we are looking at a balanced budget after five months of intense pandemic response is very encouraging. We need to recognize that it wasn’t easy getting to this position, and required all staff to deliver service differently with reduced resources in order to keep themselves and the public safe. Because of this, Council can discuss options for the 2021 budget to help our community recover while minimizing the strain on taxpayers.”

PROVINCE INVESTS IN JOBS

Ontario is investing $225,032 to help people in the City of Kawartha Lakes and Peterborough train for good jobs in a variety of employment sectors. “Jobs change lives,” said Laurie Scott, MPP for Haliburton-Kawartha Lakes-Brock. “Improving employment services by focusing on the local needs of our community will help people upgrade important skills employers are looking for and enable them to get back into the work force in high-demand sectors that will contribute to the province getting back on track. The “Filling the Gap” program will connect people to jobs and employers to people.” Brenda Roxburgh, Executive Director VCCS Employment Services Inc., said, ““VCCS Employment Services Inc. is pleased to be able to deliver programming through the Skills Catalyst Fund. Our project, Filling the Gap: Using Competency-Based Hiring and Portfolio Development to Connect Job Seekers and Employers is an integrated model which will bridge the disconnect between employers who have employment opportunities to fill and the job seekers who are looking for meaningful employment.” A $225,032 investment in the program run by VCCS Employment Services Inc. to train 40 job seekers and 10 employers across a variety of local and regional industries where filling available employment opportunities has been a challenge. “This community-based project will work in partnership with program stakeholders including those from Literacy and Essential Skills services, Workforce Development, and regional Employment Services service providers as well as dedicated employer partners,” said Roxburgh. “As our economy continues to reopen the need for, training and retraining is essential,” added Scott “Projects like “Filling the Gap will connect people to the jobs they need and businesses to skilled workers.”


PROVINCE GETS TOUGH WITH PARTY GOERS

Ontario Premier Doug Ford came out with guns blazing at a news conference on September 17. In light of a steady rise in the number of confirmed cases of Coronavirus, the Ontario government is cracking down on those who don’t obey the rules of social gatherings. Ford says these new compliance mechanisms are the most stringent in all of Canada. To support better compliance with public health guidelines, both within these three regions and across Ontario, amendments to the Reopening Ontario (A Flexible Response to COVID-19) Act would, if passed, create: • A new offence regarding hosting or organizing a gathering in residential premises or other prescribed premises that exceeds limits under an order • A minimum fine of $10,000 for organizers of these gatherings • Authority for the Lieutenant Governor in Council to prescribe additional types of premises for the purpose of the new offence. • Authority for a police officer, special constable or First Nations constable to order the temporary closure of a premise where there are reasonable grounds to believe that any gathering exceeding the number of people allowed is taking place and require individuals to leave the premises. It was also announced that there would be new limits to reduce the number of people permitted to attend unmonitored social gatherings and organized public events in the regions of Toronto, Peel and Ottawa. This includes functions, parties, dinners, gatherings, BBQs or wedding receptions held in private residences, backyards, parks and other recreational areas. Christine Elliott, Deputy Premier and Minister of Health, said, “This targeted action is in direct response to the latest data, which tells us that increased cases are the result of private and social gatherings. By limiting the number of people permitted at a social gathering in these regions, we will reduce the spread of COVID-19 and keep people safe.” The new orders come into effect on September 18 at 12:01am.

AMPHITHEATRE OPENS IN FENELON FALLS

A stunning outdoor amphitheatre – the first ever in Fenelon Falls – will be home to The Grove Theatre, an exciting new summer festival of live performance. Created under the auspices of the Kawartha Works Community Co-operative (KWCC), with construction funding from the Ontario Trillium Foundation and additional support from members of the local community, The Grove Theatre has been conceived to engage and inspire both visitors and local residents. The annual festival will bring new vitality not only to Fenelon Falls itself but to the whole region of Kawartha Lakes. Built into the garden grove of the Fenelon Falls Fairgrounds, the spacious 450-seat venue will be home to high-quality professional theatre staged in an idyllic natural setting. “The idea for this project initially came through the Downtown Revitalization Committee,” said Lynne Manning, Chair of Downtown Revitalization for Fenelon Falls. “We believe that Fenelon Falls and this area can develop into a vibrant arts community. There is so much potential here.” A systematic 10-year plan will drive the festival’s growth beginning with a planned production of A Midsummer Night’s Dream, the musical in the summer of 2021. The theatre will grow to contain a summer repertory festival of three shows and a robust education program for youth 6-17.

“The space has been built with a community-first mindset,” said Tim Wisener, President of the Fenelon Falls and District Chamber of Commerce. “This can become a centre of community and an asset for everyone in the Fenelon area.” The Grove Theatre is still fundraising for the upcoming season. Jim Armstrong, President of Kawartha Works Community Co-operative, said, “There has already been an encouraging response. COMMUNITY REAPS REWARDS OF GARDEN

A local community agriculture initiative, Edwin Binney’s Community Garden, recently exceeded 5,000 lbs of produce donated to community organizations. The garden is in its second year of production, last year the final harvest total was 5,500 lbs. Currently the total is 5,944 lbs, and their goal is to double the amount harvested. All of the produce grown at Edwin Binney’s Community Garden is donated to 10 local food banks and 11 non-profit organizations. United Way has recently started 3 pilot projects to

Jamie Schmale, MP for Haliburton-Kawartha Lakes-Brock has been appointed as Shadow Minister for Families, Children and Social Development by Her Majesty’s Official Opposition and Conservative Party of Canada leader Erin O’Toole. “I’m grateful to be able to serve the constituents of Haliburton-Kawartha Lakes-Brock, and all Canadians on this file,” said Schmale. “We are in an unprecedented time in our nation’s history. Families are struggling, youth are underemployed and understandably there is anxiety about what the future may hold. Kawartha Lakes Paramedic Service has entered into an agreement with Peterborough County to share a Chief. This agreement will see Randy Mellow, Chief, Peterborough County-City Paramedics take on a dual leadership role within both services while further review and the master plan is completed. Both Councils have granted approval to execute a Chief Shared Service agreement. “Kawartha Lakes and Peterborough County-City Paramedic Services have enjoyed a long history of collaboration,” said Mellow. Andrew Rafton, Chief, Kawartha Lakes Paramedic Service is set to retire this November after 35 years of service.

MEMORIAL GARDEN HONOURS NURSE

Each year at Ross Memorial Hospital, departments ‘adopt’ and beautify garden spaces around the property, to compete for a ‘Garden Cup.’ This year, the Emergency Department (E.D.) chose to dedicate their garden to their late colleague, Stacie Vokins. Stacie was a Registered Practical Nurse who worked primarily in the E.D. for more than 20 years. She passed away in November 2019. The E.D. garden won first place in the annual contest. Theresa Connell and Marlene Dawson, two of Stacie’s colleagues in the E.D., coordinated with staff, physicians, community partners and Stacie’s family to create the memorial garden, which includes hostas and other flowers from Stacie’s own garden. “We incorporated purple flowers, because that was Stacie’s favourite colour, and yellow flowers, for remembrance,” Theresa said. “The flowers from Stacie’s garden line both sides of the pathway as you walk in, like a hug from Stacie.” Marlene described that Stacie was “very family oriented, loved sports and was very competitive, so she would have loved that we worked together with her family, and that we won the competition.” Thank you to all of the staff, physicians, partners, friends and most of all, Stacie’s family, for creating this garden together. The team plans to keep the garden beautiful for many years to come, “because this isn’t just where we work,” Theresa shared. “This is our family.”

PARAMEDICS REMEMBERED

Every year, the Paramedic Service participates in a Memorial Ride and Bell Ceremony to honour the lives of paramedics who have died in the line of duty. Due to COVID-19, the annual ride for 2020 is being divided up across the province, including a ceremonial passing of the Memorial Bell to allow each participating service the opportunity to host the mobile monument. Kawartha Lakes Paramedic Service will participate in this year’s ride as a two-part series. The first part will take place on September 22, where our paramedics will take on an 80km ride across the City in honour of the annual event. The second part will be the ceremonial honouring and passing of the Memorial Bell, which will take place on November 26. Kawartha Lakes will receive the bell from Nippissing and pass the monument along to Haliburton. “Not only does this event present an opportunity to

take a moment of reflection to honour those we’ve lost, but it also represents the community of support that exists for paramedics across the country,” saidFrancine Scott, Paramedic with Kawartha Lakes Service. “Each and everyday paramedics are out there dedicating their time, and in some cases their lives, to the well-being of others. It’s critical they know they’re not alone and this event helps bring to light the fact that we are all in this together.” Details for the Bell Ceremony will be released closer to the date as Paramedic Services would like to extend the invitation to the public, however due to COVID-19, protocols are still being put in place to ensure safety. The City will also livestream the ceremony on YouTube. The 2020 Paramedic Memorial Ride is set to take place across roughly 70 locations across Ontario. KEEP BITES AT BAY

Even with more people staying home and limiting travel during the pandemic, 2020 is shaping up to be another bad year for animal bites in the region. From January to August 2020, the Haliburton, Kawartha, Pine Ridge District Health Unit has investigated 433 animal bite incidents in Haliburton County, Northumberland County and the City of Kawartha Lakes. With just under four months left on the 2020 calendar, the Health Unit is on pace to surpass more than 600 animal bites investigations for the second straight year. In 2019, the Health Unit recorded a total of 672 animal bites in its region – the highest total in five years. “Over the past year and a half, we have seen a marked increase in animal bite incidents – and the reason may be staring us right in the face,” says Richard Ovcharovich, Manager of Health Protection with the HKPR District Health Unit. “Over the past several years, the vast majority of the Health Unit’s animal bite investigations have involved pets or domestic animals.” To address the rise in local animal bites, the Health Unit is launching a multi-media Keep Bites at Bay campaign that aims to remind parents and pet owners to be responsible and extra careful, especially when children are around pets or other domestic animals. Through the campaign, the Health Unit is

encouraging parents to teach children how to safely act and behave towards their own pets and other domestic animals. These lessons include: being kind and gentle, staying calm and never yelling or screaming. If an animal is growling or showing any aggression, children should be taught to back away slowly to gain distance from it and avoid direct eye contact. Never turn around and run. The Health Unit must be notified any time an animal bites or scratches a person. Public Health Inspectors investigate each incident to determine if there is a risk of rabies to the victim. If a domestic animal is involved, it is quarantined for 10 days to confirm that it was not sick with rabies when it bit or scratched the person. For more information, visit www.hkpr.on.ca.

DOOR-TO-DOOR FOOD DRIVE

Over the past six months, as the pandemic has forced a strange new normal, many felt the sting of being suddenly laid off and many who have never used a food bank reached out for the first time. In order to adapt, Kawartha Lakes Food Source (KLFS) had to rethink how we gather food donations that support our 10 member food banks. We aim to make sure that everyone has a Thanksgiving free of hunger despite the recent challenges, and so KLFS is unveiling their plan for gathering Thanksgiving donations in a safe, socially-distanced way; a Door-to-Door Food Drive. With our member food banks seeing an increase in client visits over the month of August and with government aids like the Canadian Emergency Response Benefit (CERB) ending soon, Kawartha Lakes Food Source is bracing for an uncertain future. All homes located on Colborne Street and north of Colborne Street will be picked up on Saturday, September 26 while all homes south of Colborne Street will be picked up Saturday, October 3. On your designated day, we ask donors to leave your donation in a plastic bag on your porch before 10am and volunteers will safely gather your donation. The distribution centre is running low on a variety of items that would be appreciated: baby formula, muffin mix, canned cranberries, boxed stuffing, boxed or canned potatoes, pasta and pasta sauce (alfredo and tomato), Kraft Dinner, and canned meats like ham, chicken or salmon. As the Buckhorn Community Centre continues to look at ways to raise funds during this pandemic, they’ve been able to schedule the annual golf tournament, that will help the organization meet their future goals and expectations for the community. After the departure of Kim Letto, Councillor for Harvey Ward, Trent Lakes Council has appointed Peter Franzen to the post. Peter previously served 10 years on municipal council and as deputy reeve he was representative for three years on county council.

FORBERT POOL STILL CLOSED

As many municipal recreation facilities begin to re-open, the Forbert Memorial Pool in Bobcaygeon will remain closed while capital improvement work continues on the facility. The facility has been the focus of multiple capital projects over the last three years. The building structural wall remediation project was tendered in the third quarter of 2020 and has now been awarded to a building contractor. The second phase of the HVAC project is well underway and the balance of the equipment is being delivered early September 2020 with installation taking place immediately after. The building remediation contractor will mobilize to site beginning September 21 and will commence with their building demolition and construction work immediately. The entire project is expected to extend into mid-

HOSPICE REACHES GOAL

The organizers of the 16th Annual Hike for Hospice put together a virtual edition this year, asking participants to hike themselves and send in posts and photos. They recently announced they’ve reached their $25,000 goal for Hospice Services in our area. But there’s still time to get involved. KEEP FIRES OUT OF THE KITCHEN

Did you know that cooking is the leading cause of home fires and home fire injuries in Canada? The majority of reported home fires started in the kitchen. Most home fires start with the ignition of food or other cooking materials. Kawartha Lakes Fire Rescue Service is teaming up with the National Fire Protection Association to promote this year’s Fire Prevention Week campaign from October 4 to October 10. “Serve Up Fire Safety in the Kitchen™” works to educate everyone about simple but important actions they can take to keep themselves and those around them safe. Alana Erwood, Fire and Life Safety Educator, said, “A cooking fire can grow quickly. I have seen many homes damaged and people injured by fires that could easily have been prevented.” Kawartha Lakes Fire Rescue has created a fun and engaging scavenger hunt to help teach kids and guardians about safety tips during Fire Prevention Week. SENIORS PROGRAMS GET A BOOST FROM THE FEDS

The Government of Canada is committed to supporting organizations and projects that empower seniors and contribute to improving their health and well-being. This year, organizations will be able to apply for funding to support seniors dealing with the pandemic by submitting project proposals that offer specific COVID-19 relief and recovery activities for seniors. Organizations are still welcome to submit proposals for traditional NHSP projects that they plan to deliver in 2021/22. The Government is committed to ensuring that the NHSP is responsive to feedback and reflects the current realities of seniors and senior-serving organizations. To that end, a number of changes have been made this year, including improvements to program parameters, delivery and access. Organizations are invited to apply for funding that supports the NHSP national priorities for this cycle: Supporting healthy ageing • Preventing elder abuse and fraud • Combatting ageism, celebrating diversity and promoting inclusion • Improving seniors’ access to government services and benefits • Adapting community-based organizations to a more virtual environment The 2020/21 NHSP community-based Call for Proposals is open until October 20, 2020. ROOTS ‘N’ RAMBLINGS

Fall will soon be officially “here”. With Fall comes the thoughts of harvesting our root vegetables and our tomatoes. That is soon followed by thoughts of fall fairs and harvest festivals. Visions of bouquets of sunflowers and all the squash and pumpkins on roadside stands dance in our heads. With our pandemic due to COVID-19, we will be missing some of these things as they will not be happening in the usual manner. We can still take the time to go to our local farmers’ markets and see their harvest as they are open with social distancing rules in place. A drive in the country backroads to see the changing leaves and check out roadside stands will help to make us feel like it’s a normal fall. Inevitably our thoughts turn to putting our gardens

to bed. If you have tropicals or other tender plants outside that you intend to overwinter in pots inside, they need to be brought in by mid-September or earlier depending on night temperatures. The average date for hard frost is between September 21 and 30 in gardening zone 5A. (Bobcaygeon, Fenelon Falls and Lindsay are all in zone 5A.) Any perennial plants that you have in containers or pots should be taken out and dug into the ground to overwinter if you want to save them for use next year. If your pots are looking bare you can store them for use next year or harvest some grasses from the roadside to fill them along with a small pumpkin or some gourds for a bit of harvest decor. Cool fall evenings are great for sitting around a campfire after a day of work in the garden as most of the bugs are gone. So happy harvest and enjoy the fall colours.

BOBCAYGEON-ATION STREET OF OUR LIVES

Three Canadian comedians, Chris Gibbs, Kerry Griffin, and Dave Pearce come together with Globus Theatre to bring a live, improvised soap opera to Bobcaygeon. Bobcaygeon-ation Street of Our Lives will run on September 24, 25, and 26 at the Lakeview Arts Barn for an audience of 50 people each night. With the direction of Sarah Quick, the comedic trio will create a world of drama, gossip, intrigue and shenanigans that will also be livestreamed as a nightly episode to homes across the Kawarthas...and beyond. All three performers are Canadian Comedy Award Winners. • Chris Gibbs has performed at Just For Laughs in Montreal and played “Gizzardgulper”, one of the evil giants in the Disney feature The BFG, directed by Steven Spielberg. • Audiences may recognize Kerry Griffin from numerous tv shows such as Schitt’s Creek (CBC), The Expanse (Prime), Murdoch Mysteries (CBC), Designated Survivor (ABC) and Baroness Von Sketch Show (CBC). • Dave Pearce spent two seasons as a senior writer on George Stroumboulopoulos Tonight, was a regular contributor to CBC Radio’s The Irrelevant Show and now writes for The Beaverton. Artistic Director, Sarah Quick says, “I wanted to create something using the resources that we have - in this case a wonderfully versatile theatre space and a company of some truly awesome performers. I thought that creating a soap opera, with an ongoing storyline, that could be broadcast each night while being enjoyed by a ‘live studio audience’ would be something worth investigating.” Call the box office (705-738-2037) to book your (in-person) tickets so that we can ensure adequate spacing when selecting your seats. LIBRARY ELIMINATES FINES

Effective October 1, the Kawartha Lakes Public Library Board has approved the removal of late fines from borrowed materials returned after the due date. While it might seem like removing late fines would discourage borrowers from returning items, the opposite has been found to be true. In a study of nine libraries that eliminated fines, there was no marked increase in late returns, longer wait times for holds or gaps in their collections. Instead, these libraries saw an increase in the number of borrowed items, fewer lost items and an increase in the number of active library members. As of October 1, library materials returned after their due date will not be levied overdue fines and all late fines currently on members’ accounts will be waived at the end of September. However, the Library will still be charging members for lost or damaged items. “Our mission is to create a welcoming and inclusive library system for everyone,” said Library Board Chair Sue Ferguson. “By removing late fines and forgiving current fines, we are sending out a strong message that the library is here for everyone, especially as our communities slowly recover from this pandemic.”

FARMFEST RETURNS

Kawartha Farmfest makes its annual return on Saturday, October 3 from 10am until 4pm. The selfguided tour features nine sites including stops at four family farms. Health and safety protocols have been updated to allow for physical distancing and contact tracing through online registration. Kawartha Farmfest is an opportunity for people to engage with area agricultural producers, and retailers in a fun, family friendly and safe way. The participating host farms are graciously opening their doors to provide tours and answer questions about their operation. Kawartha Farmfest is a celebration of agriculture and brings the community together in a hands-on experiential way. “Supporting our agricultural partners has always been a priority and now more than ever, people are

SMALL BUSINESS GRANTS

Kawartha Lakes Small Business and Entrepreneurship Centre (KLSBEC) is pleased to offer a new grant program for local businesses. The Starter Company Plus (SCP) Recovery Grant Program focuses on aiding existing Kawartha Lakes small businesses as they pivot to maintain operations and grow throughout the pandemic. Grants of up to $4,000 will be awarded to eligible applicants to help offset costs associated with this transition. The program supports newer small businesses that have been in operation for one to five years and find themselves with unexpected costs associated with required changes due to COVID-19. These could be expenses related to physical changes or business model changes. The KLSBEC will also offer mentorship, connect business owners with advisors or training, and will help guide people to other tools. “It’s amazing to see the determination in our small business community and their resiliency,” said Diane Steven, Manager of KLSBEC. “We want to support our businesses with a program that is fast, flexible and helps people when and how they need it most.” The SCP Recovery Grant Program will run from October 8 to October 29 with limited spots available.
