SENIORS’ HOUSING

Although I agree with Garry Jones (Village Voice, October 31) on the plight of seniors trying to live on OAS and CPP with no other income, I strongly disagree on how to solve the problem. It’s always an easy solution to raise income taxes to pay for anything that will help Canadians, but we have to stop public funding for those who have created their own retirement issues. Why should every hard working taxpayer have to pay additional taxes for those seniors that did not plan adequately for their own care? The senior population of Canada will rise

dramatically over the next 15 years with fewer young taxpayers contributing to income tax. I’ve planned properly for my retirement - why should any taxpaying Canadian pay for those who did not plan properly? The idea that seniors can stay in their own homes if we subsidize them more in retirement is not financially sound for all Canadians. How about selling that house and paying for your own retirement?

City Hall There’s more news from City Hall than there was space in the printed version of The Kawartha Promoter. Additional articles can be found on our website: www.thepromoter.ca. Here are the highlights from the November 5 Committee of the Whole Meeting at City of Kawartha Lakes Council.

Agriculture and food

A new Agricultural and Food Action Plan has been built in partnership with farmers, agri-businesses, staff and the Agricultural Development Advisory Committee. It will support the sector throughout 20202024 and aligns with all other related master plans and studies. There are over 45 action items. Implementation will be a collaborative effort among a collective group of stakeholders throughout Kawartha Lakes to ensure success. The draft plan will be discussed with stakeholders to seek partnerships and firm up plans for municipal responsibilities. It will come back to Council in 2020. Tourism Plan

A five-year Destination Development Plan is being developed for building and managing the visitor economy in Kawartha Lakes. This sector is an important part of our economy and includes: • Attraction of 1.6 million domestic visitors a year • Total domestic visitor spending of $106 million • 4,900 jobs impacted by tourism related businesses The new Plan will focus on increasing spend per visitor, increasing length of stay and developing market-ready experiences in culinary tourism, cycle tourism, cultural tourism, experiential tourism and signature festivals and events. The plan will come to Council in February 2020.

For the new plan, Council adopted a Moving Forward Model that will seek aggressive targets to address our housing needs. After receiving the plan, Council recommended that they continue to receive an annual update on progress towards the targets.

Styrofoam and Single Use Plastics

Council has received the report recommending a voluntary ban on single use plastics. Businesses will be encouraged to choose alternatives to single use plastics (utensils, straws, plastic bags). The report also removes Styrofoam from the curbside recycling stream. Styrofoam will be collected in clear bags and sent to the landfills as it is no longer a material that can be recycled. The public can help by choosing products and services from businesses that offer eco-friendly options. Council also asked that the City lead the voluntary ban wherever possible in municipal facilities and through purchasing standards.

Heritage Registry

Council received a presentation on listing properties on the Heritage Register. We currently have 81 individually designated properties and two heritage Conservation Districts (downtown Lindsay and Oak Street in Fenelon Falls). There are many more heritage resources throughout the municipality, particularly in rural areas. Seven properties are proposed to be added to the Registry: • Christ Church Anglican Church, Bobcaygeon • Central Senior Public School, Lindsay • Cherry Tree Lodge, Sturgeon Point • Bank of Toronto, Omemee (Currently TD Bank) • Mackenzie Inn, Kirkfield • Old Bethany Post Office, Bethany • SS #12 (former local school), Oakwood (currently Oakwood Library)

Waste Management Strategy 2020-2024

The goal of the new Making Waste Matter: Integrated Waste Management Strategy is to guide Kawartha Lakes towards an overall residential diversion rate of 70 percent by 2048 through the phased implementation of strategically-chosen initiatives, operational updates and education activities. Since the Strategy was adopted in 2015, the residential diversion rate has increased from 39 percent to 43 percent, which is a great success for the municipality.

10-year housing and homelessness plan

Kawartha Lakes Council received the refreshed 2020-2029 Housing and Homelessness Plan, which builds on the achievements of the previous plan. As a result of the previous plan, 81 new housing units were completed, 48 units are currently under construction and approximately 67 more units are in pre-development phases. Good Stories from Curve Lake First Nation

MANOOMIN – The Good Plant (Part 2) As told by Doug Williams to Julie Kapyrka

Last time, I was speaking about the good plant: MANOOMIN (wild rice). And I was recalling a time around 1975 when activities on Pigeon Lake were having a negative impact upon our MANOOMIN. Between the invasive milfoil and all the motorized boating, the wild rice was suffering. The Trent Severn Waterway was oblivious to all this. They were more interested in tourism and keeping the canal open. But yet the canal, in its building, caused destruction to the aquatic plant. As I grew up and became a young man and still practiced but did not live on the land as I used to as a youngster, I noticed for some reason or another that the number of cottagers grew and grew and grew. For example, there were cottagers all around Birch Point, and other areas, but they really wanted to move into that marsh area on Pigeon Lake for some reason. They would take these big huge machines, like a big crane that threw a bucket out there and then they would drag it back in. They were dragging out the shoreline and dredging the lake bottom. I was horrified by how much they got rid of without anybody saying anything to them about it. The most drastic one that I remember was at Scollard Bay on Buckhorn Lake. They got rid of a beautiful ecosystem there including the last remnants of cranberries. A cranberry marsh grew there. But not anymore. It seems to me, people of the ‘cottage type’, although we do have the odd ally, want to get rid of that wild rice. Right? We cannot let that happen. I am going to pray that that does not happen. And that if it does happen that I will want to pray to the MANITOS or the MANITOWAG (Great Spirits) to be able to help us and call on them to stop the destruction of that lake by the settler cottager. And also to even call on the governments to stop permitting people to build on that marsh. It’s a huge marsh, was a huge marsh, and if you listen to the

stories of the ‘Old Ones’, that marsh produced so much food for us that it was actually quite an unbelievable phenomenon. Our training is such that we don’t overextricate or over-harvest anything – that would only happen in the modern context. We still are interested in harvesting that MANOOMIN because, actually, we have an obligation to Creation that we be the stewards of the wild rice and that we look after it. Some are convinced that this MANOOMIN is a bad plant when in fact they are the invasive ones – they are the invasive one, they invaded that marsh. Pigeon Lake is a shallow-water, very pristine, full of life, body of water that, on its own, is actually an ecosystem beyond compare. Why are they getting rid of it? I would just like to think that at the time they didn’t know what they were doing. But beyond today, let us hope that they know what they are doing and stop this activity. They are killing wild rice. They are pulling it out. They are dumping it back onto the lake. They do everything to get rid of it. All because they want to water-ski and run their toys on that lake with their motorboats. I even proposed to stop boat activity on that side of the lake. It does a lot of damage to the marsh ecosystem. I propose that there be no more expansion of cottages in that area – the ecosystem cannot afford that in terms of damage. It cannot afford it anymore. We are at a point in time where we have to make a decision, we have to make decisions that are really tough. I get it, that they’ve invested on that piece of land but surely to Creation why did the governments allow this to happen? Right? Why doesn’t the government buy up all those properties and protect that water? So this is the dilemma I am in because I love that lake. I grew up on that lake. I lived on that lake. I was fed by that lake. And today I see people destroying it. In an age of climate emergencies, our marshes and wetlands in particular need to be protected because they actually defend us…but that is another story.

November 16 will mark the 25th Anniversary of the Kawartha Haliburton Children’s Foundation Annual Dream Ball. Twenty five years ago, Margaret Davies was inspired to provide children involved in the KHCAS an opportunity for a week at camp where they could be just another “kid”, to provide healing and improved self esteem. Since its inaugural year, the Dream Ball has raised nearly $1.5 million and made it possible for approximately 2,600 children to attend summer camp. This is an opportunity to pick up unique items for those on your holiday gift list and help others in our community. Everyone has been working hard to produce this Christmas concert. We have some special guests for the event. The Mitchell Family from Omeeme will be there to entertain us with some Fiddle and Step Dance. The Anglican Church Handbell Choir will be accompanying a Carol sing for all. Of course, the Choristers will have some brand new Christmas songs to treat you. Looking for tickets? Each year, this community reaches out to help many of those who are less fortunate and struggling. Through the Bobcaygeon Helps Christmas Program in 2018, your overwhelming generosity and support gave presents to 137 children (under the age of 16) and provided a Christmas dinner to 127 households. Once again, you will see our boxes in various locations throughout the village and a donation of an unwrapped toy would be very much appreciated. The final day for picking up these gifts will be Friday, December 6. Should you choose to donate financially, there are a number of options available on our website (www. bobcaygeonfoodbank.com), mail to Bobcaygeon Helps, Box 133, Bobcaygeon or visit the Food Bank at Christ Anglican Church on the corner of Park and Sherwood. The 20th Anniversary of Santa Day in Fenelon Falls happens on Saturday, November 30. It’s all free due to the generous support of the volunteers, community members and local businesses that make this day shine every year. Gingerbread At the Gingerbread Headquarters (Slices ‘n’ Scoops), organizers will be judging and putting on display several categories, from youngsters to professionals. LINDSAY SANTA PARADE

Christmas returns to the heart of the Kawartha Lakes Sunday, November 17, when Lindsay’s 64th annual Santa Claus parade kicks off at 2pm. This year’s theme is “Christmas at the Movies”. The parade will showcase more than 40 registered floats and bands, including the addition of the Newbeaver Shrine Club Musical Train, a 70 foot train engine and coach car playing upbeat music. The unique and popular Tallbeat will perform their music on stilts and many other crowd favourites will participate again this year. Don’t forget, Santa Claus himself closing out the festivities! The parade will go right through the heart of downtown Lindsay. It starts at the Recreation Complex on Adelaide Street South and travels north on Adelaide to Kent Street, then east down Kent to Lindsay Street. Make sure your letter to Santa is ready to go and hand it off to the Lindsay Canada Post Depot along the parade route. The parade is presented by Baker Tilly KDN LLP

1 ½ cups flour (sifted) Recipe for 1 tsp. of baking powder Selling Success! 1 tsp. of baking soda 1 tsp of cinnamon *Less is more 1/4 tsp. of pumpkin pie spice *Bright lighting 1/4 tsp. of salt *Traffic flow 3/4 cup of salad oil (Crisco or Canola) 1 cup of white sugar *Depersonalize 1 ½ cup of pure canned pumpkin *Clean and fresh 2 eggs (slightly beaten) ½ cup raisins Mix dry ingredients in a small bowl, set aside. In another bowl mix sugar, eggs and oil, beat until smooth. Add pumpkin and raisins. Mix and add dry ingredients. Pour into a greased loaf dish. Bake at 325 degrees for about 1 hour.

Santa’s coming to Coby! The parade starts at 1pm on Sunday, December 1 at the Civitan Club parking lot at the south end of town. The parade ends at the Coboconk Legion. TANK REPLACEMENT AT RMH

At Ross Memorial Hospital, work has started to replace underground diesel tanks with a new above ground tank. The current underground tanks are located on the west side of the property. The new tank will be located above ground outside the exit of the ambulance bay, also on the west side. Digging started this week, and work will continue over the coming months, with estimated completion of the project in early summer 2020. Work should not impact patients, families or visitors. Parking will be limited in the shortterm parking lot on the south side of the property throughout the project. Long-term parking should not be affected.

The Trent Lakes Public Library has made the short list for the Minister’s Award for Innovation for our LGBTQ Q-munity project. The award is one of the most prestigious awards for Public Libraries in Canada. The Q-munity project helps to promote inclusiveness while combatting homophobia. Often in small rural areas, the LGBTQ community is

underserviced or neglected with limited access to resources and support. The Q-munity project at Trent Lakes Public Library not only helps LGBTQ members but also the rest of the patrons through education and awareness. The Q-munity project provides personalized knowledgeable service and credible information to help people through their journey. Dying without a Notarized Will means you have absolutely “no say” about any of your assets or care for your children once you die. There are many people who think that a hand-written, signed and witnessed letter of direction should be enough, but it simply will not be accepted by a court of law as a substitute for a Will. Absolutely everyone should have a Will and at a cost of around $600, how can you afford not to! Let’s just look at some of the immediate issues that will arise should you die without a Will. First, the Canadian Government will immediately become the Executor of all your assets: homes, bank accounts, investments, personal belongings, everything you own. Next, if there is no surviving spouse or adoptive parent, all minor children will become a ward of the province. Family members will need to petition to the government for custody and fill out the required applications through social services. Once your estate assets have been audited, all fees and taxation will be deducted before any funds go to family. A surviving spouse is entitled to the first $200K, with the remainder to be split to all those family members that the government believes have a claim. For minor children, any monetary portion of the estate will be placed in a Trust maintained by an appointed Trustee until the child is 18 years of age. Getting a Will is the most important and most responsible thing you should do to ensure your hardearned assets and wishes are taken care of when you die. Don’t leave it up to a stranger at a government office to make decisions for your family. It is your duty as a good parent to protect your estate for your children as well as have some say for their future care. You should also consider getting a Power of Attorney for Property and Medical Direction should you get into an accident and not be able to make decisions about your own care or your family.

This is your opportunity to leave your mark! Don’t forget to plan for your death when you are planning for your life! Remember it will be your “uninterrupted final message” when you die. Every year, the Bobcaygeon & District Horticultural Society members are amazed at all the outstanding gardens that Bobcaygeon has to share. It doesn’t seem to matter how small or large, they all are unique with hidden nooks and crannies for quiet reflection. Flashes of colour from different perennials, shrubs and annuals greet visitors as they wander from one “wow” to another. Hours of love, nurturing, enjoyment and care have been spent to create each winning garden we share with you.
