Whether or not you’re a fan of our political leaders, I have to say that we should all be proud of our Prime Minister, Premier, Ministers and representatives in this time of crisis. In my opinion, Prime Minister Justin Trudeau and Ontario Premier Doug Ford have stepped up to the plate with confidence, calm and professionalism throughout these past few months. In every briefing, Prime Minister Trudeau has shown himself to be a leader. Obviously listening to his advisors from finance and health, he has given all Canadians the opportunity to be proud of our government. They are doing what they can to help us economically, medically, and emotionally. I’d much rather have the calm authority than the yahoo who is in charge south of the border. But I digress. Those who know me know that I wasn’t a big Doug Ford fan during, and after, the election. During this pandemic, however, he has gained my respect. His smug, arrogant demeanor (again, my opinion) has been

replaced with a caring, compassionate and authoritative presence. I hope, once this pandemic has eased, that these traits remain as he has seen the positive impact it can have. Last night, I received a call, albeit automated, from my Member of Parliament, Maryam Monsef. It was a “check in” to thank me for doing my part (however small) and reminding me that there is help for emotional stress during this isolation time. It may not seem like much, but it meant a lot to me. Many of us are lucky we can stay at home and our municipal governments are urging cottagers to stay away from their seasonal homes during this time. We’re sorry you can’t visit right now, but that’s the way it has to be. I want to again thank those who are on the front lines in healthcare, government service and retail. Our communities are strong and we have to believe we will get through this together. I know it’s hard, but it’s what we must do. Stay safe everyone! editor@thepromoter.ca

City Hall COUNCIL PAYS TRIBUTE

At the April 28 Special Council meeting, City of Kawartha Lakes Council paid tribute to those who have lost their lives to COVID-19 in Kawartha Lakes. Mayor Letham began the meeting with a short speech, taking a moment to reflect on what the community has been through in the past couple months, “Our lives have changed rapidly in a short amount of time and it’s important we don’t lose sight of those who have been most affected. Pinecrest Nursing Home in Bobcaygeon was one of the first long-term care homes in Ontario to be hit hard by COVID-19.” A tribute video was shared that featured signs of love and support from residents throughout Kawartha Lakes, spreading words of encouragement to frontline workers and those affected by the pandemic. Together, the signs are a representation of the spirit of Kawartha Lakes and show how the community has come together during this crisis. “When we first started gathering content, I could think of a few signs that had already caught my eye,” commented Mayor Letham. “However, I didn’t realize how many there actually were until we began collecting them. It’s great to see how many homes, businesses and families are going out of their way show their support to those who need it most.” Council also showcased a memorial screen during the electronic meeting of white long stem roses in honour and memory of those we’ve lost to COVID-19.

COUNCIL RECEIVES PANDEMIC UPDATE

On April 28, Kawartha Lakes Council held its first electronic meeting. The meeting was livestreamed on YouTube and broadcast on Cogeco Your TV. A copy of the video is usually available on YouTube within 24 hours of the meeting. Council received an update on the municipality’s pandemic response from Ron Taylor, Chief Administrative Officer. Over the last six weeks, the municipality has been focused solely on pandemic response. A local state of emergency was declared on March 24. Since that time, the municipality has followed all provincial orders issued through the provincial state of emergency to ensure public safety. Service changes include:

• Close all municipal buildings, landfills and parks

amenities to the public. • Prohibit events and public gatherings on public lands up to June 30, including traditional Canada Day activities. • Provide property tax and utility services payment deferrals. • Increase curb-side waste collection measures while landfills are closed to the public. • Local enforcement of provincial orders by OPP, Kawartha Lakes Police Service and Municipal Law Enforcement. • Distribute emergency response funding of $1.8 million from the province in the form of immediate food and housing supports across Kawartha Lakes and Haliburton County. • Put into use an additional $70,000 in emergency funding from the province at Victoria Manor Long Term Care to ensure the health and safety of residents and staff. • Testing for COVID-19 is being carried out by Kawartha Lakes Paramedics, both in-home for vulnerable residents and at long-term care homes. Taylor spoke about moving from the response phase to the recovery phase of the pandemic. The City will lead by example and spearhead the recovery efforts. “All staff departments have been challenged to rethink how we do business, how we can leverage technology and how we can deliver services into the next phase of this pandemic,” commented Taylor. The 2020 budget will be revisited line by line to determine priority projects that will support economic and community recovery. The City will look at how to accelerate funding and approvals more quickly to ensure recovery moves forward. Council adopted the following: • A modification to the Planning Advisory Committee’s Terms of Reference that will allow planning applications to be forwarded directly to Council for consideration and approval. This will expedite planning applications and maintain public safety. • Create a new Economic Recovery Task Force to spur recovery of all sectors, with a focus on stimulating

development, agriculture and tourism.

• Develop a new Community Pandemic Recovery

Task Force to focus on community safety and wellbeing, vulnerable residents, food and housing security and volunteer coordination. Staff will reach out to partners, agencies and community members to finalize the terms of reference for both Task Forces. The Terms of Reference will be brought to the May 26 Council meeting. • Changes to the Procedural By-law will allow future electronic meetings for Committees and Boards of Council.

The Bobcaygeon Music Council is very aware of the benefits that music provides to our community. For many years, we have been putting on concerts and providing for music camps and a concert band for youth. We know that music lifts our spirits and would be helpful during the current pandemic. However, the safety of our audiences, our performers and our students must come first. Regrettably therefore, we will be cancelling our Music in the Park concerts for Summer 2020 as well as our Summer Music Camp. We look forward to renewing our Music Alive concert series in Fall/2020 and our Camp and our Concerts in the Park in 2021. We sincerely hope you stay healthy and happy.

Conservation areas within the Kawartha Conservation watershed will remain closed until at least May 31. The decision to maintain the closure is consistent with the province’s continuation of park closures aimed at reducing social gatherings and community spread of COVID-19. “No one would like to see our conservation areas opened more than we would,” said Kristie Virgoe, Director of Stewardship and Conservation Lands at Kawartha Conservation. “We know people are missing the trails and the greenspaces at our conservation areas. We are as well.” On April 25, the Province announced provincial parks and conservation reserves will continue to remain fully closed to all recreational activities to keep Ontarians safe. “We appreciate the difficult decisions the province is having to make,” said Ms. Virgoe. “We will continue to align our response and actions to the COVID-19

During the COVID-19 pandemic, gestures of all sizes have been making a significant difference to those most affected. First Responders such as Paramedic Service are amongst the many working for us on the front line. In recent weeks, the Kawartha lakes Paramedic Service found themselves in the unique position of seeking out support from the community for life saving equipment such as masks, gloves, gowns and face shields. The response was overwhelming as local businesses, schools, addictions services, animal hospitals and auto body repair shops all answered the call. DRIVE THRU FOOD DRIVE

Across the City of Kawartha Lakes, there are a total of 14 food banks. This number often comes as a surprise to the general public, but to the individuals who account for the over 12,000 visits to food banks last year, the service they provide is essential for ensuring their family’s needs can be met in times of crisis. Of the 14 food banks in the City of Kawartha Lakes, 10 are members of the Kawartha Lakes Food Source, a non-profit food distribution agency. These 10 food banks rely on the Kawartha Lakes Food Source to acquire, sort, store, and provide food and other essentials to them, so that food bank volunteers can focus on what they do best – serving their communities. Since the announced state of emergency due to COVID-19, the Kawartha Lakes Food Source has received an outpour of support either in the form of donations or well wishes. “Over the past five weeks, we have been amazed by how the community has responded to our initial calls for support,” says Heather Kirby, Executive Director of the Kawartha Lakes Food Source. “With increased numbers of individuals served in March, and the cancellation of our spring food drive, we were growing increasingly worried that we would not be able to meet the need. But, with the help of all of donors, new and old, we have been able to ensure that the families that look to our food banks for help during this time will be met generously with food and other essential items.” “We have been listening to food bank coordinators on the front lines, and to community members who have contacted us looking for ways to give back, and we are organizing an event which will allow connections to be made directly between both parties,” Heather continues. “In early April, we hosted our first Drive Thru Food Drive across 4 locations in Lindsay and received an overwhelmingly positive response – unfortunately though, hunger exists in all corners of the City of Kawartha Lakes. Therefore, we have organized for an expanded version of this food drive, with a total of 13 locations across the municipality, including food banks that are not Kawartha Lakes Food Source members.” The Drive Thru Food Drive will take place on 8

Each location will have volunteers and/or signage to guide individuals through the drop off. If you choose to participate, please be sure to respect social distancing, leaving 2 metres between yourself and anyone volunteers or other donors. Cover your face adequately if you sneeze or cough and be sure to touch or handle as little as possible. Additionally, if you are feeling unwell at all, or are considered a vulnerable person, please stay home. We appreciate every community member who shows us support, but the health and safety of the community is paramount. Food banks will still be here when COVID-19 is no longer such a significant threat, and they will still need your help then to get back on their feet. Items in greatest need now include personal

hygiene items, household items (toilet paper, etc.), pasta sauce, canned meats, crackers, and cereal. Financial donations will also be accepted during this Drive Thru Food Drive. Please be sure to make any cheques out to the food bank you visit. If you are uncertain of the formal name, ask upon your arrival or call ahead. For individuals who live in the Kinmount or Janetville area, there are food banks located in both communities. These food banks were not able to participate in this event, but we encourage you to visit the weblink above for their contact information to make other donation arrangements. STAYING HOME AND MENTAL HEALTH

While many of us stay at home to slow the spread of the Coronavirus, it can be a challenge to maintain a good mental attitude and avoid anxiety. Here is some information from the Government of Canada. Feelings of fear, stress and worry are normal in a crisis The COVID-19 pandemic is new and unexpected. This situation can be unsettling and can cause a sense of loss of control. It is normal for people and communities to feel sad, stressed, confused, scared or worried. People may react in different ways. Some common feelings may include: • Fear of becoming ill or infected with COVID-19, or infecting others • A sense of being socially excluded or judged by others • Fear of being separated from loved ones due to isolation or physical distancing • Feelings of helplessness, boredom, loneliness and depression as a result of isolation or physical distancing • Fear of losing your job or not being able to work and struggling financially • Concern about your children’s education and wellbeing Care for your mental and physical wellbeing • Stay informed but take breaks from social media, watching, reading, or listening to news stories • Practice physical distancing, but stay connected. Talk to friends or family about your feelings and concerns through email, phone calls, video chats and social media platforms • Practice mindfulness. Take deep breaths, stretch or meditate • Try to eat healthy meals, exercise regularly, and get plenty of sleep • Consider how to take advantage of any unexpected flexibility in your daily routine • Focus on the positive aspects of your life and things you can control • Be kind and compassionate to yourself and others

If you can, minimize substance use. If you do use substances, practice safer use and good hygiene You’re not alone - ask for help if you feel overwhelmed. If you need additional support, call your primary health provider, a registered psychologist or other mental health provider in your community.

STILL HELPING THOSE IN NEED

In the span of 2 months, our world has changed, probably forever. Women’s Resources of Kawartha Lakes has also changed to adapt to this COVID-19 world and continues to provide services to abused women and their children, however, it is anything but business as usual. Our services include a 24 hour, 20 bed emergency shelter and crisis line, an 8 unit second stage housing program in Fenelon Falls and a range of counselling and resource options for women, youth and children. These are the only services specifically for abused women and their children in our community. With client and staff safety our priority, and a shelter configuration that is not very conducive to isolation, we have developed some safe options in the community where women can self-isolate or quarantine. We have also adapted an area where any woman coming into the shelter can be isolated for the mandatory 14 days but still have all amenities needed. Rigorous COVID protocols are in place at our shelter and Resource Centre including taking temperatures before entering the building; filling in a COVID assessment form every time you come in; regular wiping down with disinfectant any surface that has been touched while there; and maintaining social distance with anyone else in the building. Maintenance staff is disinfecting all used areas daily. Our shelter staff who are our front line workers (our heroes!), have regular, weekly shifts and they practice all precautions

using PPE’s, disinfectant and hand sanitizers. Our Managers are alternating days in the office to provide support if needed. Our Community Service counsellors are working remotely from home and are still available to provide counselling and support as necessary. Staff have adapted like champions to virtual counselling and making sure they are available to women when needed. Laptops have replaced desktops and webinar training is the norm. Zoom meetings take place almost daily. Fundraising events and activities have been cancelled or postponed indefinitely. Vicky’s Values, a regular source of income that supplements programs and services, has been closed and will remain closed during the state of emergency as all other non-essential businesses. Our volunteers miss us and we miss them, desperately. It is critical that we have the resources we need to be able to maintain services in whatever form they currently are. We need to be able to respond to crisis calls, especially during COVID, and continue to provide a safe haven and housing for women who are fleeing the violence and chaos that has become their reality. With the additional COVID expenses, along with the loss of fundraising and Vicky’s income, the resulting total losses to the end of April are in excess of $90,000. This will increase as the pandemic continues. The federal and provincial governments are offering COVID relief funding in various streams, but there is still a shortfall. RAPID RE-HOUSING PROGRAM

The municipality of Kawartha Lakes is looking to partner with landlords who own apartments in Kawartha Lakes to help end homelessness during COVID-19. As of April 15, between the City of Kawartha Lakes and the County of Haliburton there are close to 100 people who are actively homeless. The majority are single, and there are nearly 20 families and several seniors, youth and couples. Landlords will be provided with: • Funding to help prepare the unit for move-in • Prioritized COVID-19 screening prior to move-in, daily screening post-move-in • Tenant choice • Last months rent guarantee • Three months of pre-paid rent • Ongoing tenant affordability – Canada-Ontario Housing Benefit, or another similar housing benefit going forward • Landlord support contact through Affordable Housing Program Coordinator The goal of the program is to secure stable, permanent housing and to meet the needs of landlord partners who provide the accommodations. Dear Parents -- I sincerely hope that you, your children, and your families are staying safe and healthy during this unprecedented time. Over these past weeks, our government has been inspired by you and your children’s eagerness and flexibility in transitioning toward remote learning. We know that this has not been easy, especially with the profound impact COVID-19 has had on your lives and livelihood. The ability to keep our students engaged in their learning journey has been remarkable. Our government’s foremost priority is the safety and wellbeing of every child and every student, and those who nurture and support them. In considering any options for welcoming students back to an in-class model of learning, our decisions will be based on safety, consistency and the guidance of public health officials. With that in mind, our government has ordered that all public schools in the province will remain closed to students until at least May 31, 2020. The expert advice of Ontario’s Chief Medical Officer of Health and the COVID-19 Command Table informed our decision. While the modelling that public health experts recently presented shows we are making progress, we are not at a stage in our fight against COVID-19 where students can safely and confidently return to their classrooms. I know this news is frustrating for many of you. Since we first announced the suspension of in-person learning on March 12, we have heard from parents across the province on how they are doing their best to encourage continued learning with their children. Parents and families have been an incredible source of comfort as children react uniquely to this global outbreak. Since the beginning of school closures, our plan for the continuity of learning has evolved significantly and successfully. Most recently, we reintroduced teacher-led learning in the province and students are now being assigned work and resources for continuing their education. As part of this plan, we have outlined expectations for student work-time in a given week based on learning materials and work assigned by your child’s teacher. I want to emphasize that no student will have their graduation jeopardized by the current outbreak. Our government has set out the following minimum suggested standard for instruction: • Kindergarten to Grade 3: Five hours of work per student per week, with a focus on literacy and math; • Grades 4 to 6: Five hours of work per week, with a focus on literacy, math, science, and social studies; • Grades 7 to 8: 10 hours of work per week, with a focus on math, literacy, science and social studies; • Grades 9 to 12: Three hours of work per course per week for semestered students, and 1.5 hours of work per course per week for non-semestered students, with a focus on credit accumulation and graduation. continue having every opportunity to excel and achieve their potential. To maximize the instructional time for your children, we are converting remaining Professional Activity (PA) and examination days into instructional time. This would ensure that your children remain engaged and learning for the greatest number of days possible during this school year. Perhaps now more than ever, every bit of instructional time matters even if it means just one or two days. While we try to facilitate instructional time during the school closure period, one of the challenges many families experience is that, even in our digitallyconnected age, some students do not have access to the Internet or the technology to access Learn at Home. We are working with Rogers Communications and Apple to help meet the educational needs of students and families during the COVID-19 outbreak. To date, over 21,000 iPad devices, pre-equipped with free Rogers LTE wireless data have been purchased and distributed to families in need by school boards, with the over $75 million provided by the provincial government through the Grants for Student Needs. In addition, Apple is providing on-going support in French and English to teachers, parents and students, with a collection of resources to support learning and working from home. These 21,000 delivered devices are in addition to the over 200,000 computers and tablets that school boards have provided to students in need during this period. Rogers is also working with Ontario school boards to provide high-speed, lowcost Internet to subsidized tenants and members of housing partners across Ontario through its Connected for Success program, as well as the Government of Canada Connecting Families initiative. Partnerships like this – between school boards and tech firms like Rogers Communications and Apple – truly showcase the spirit of Ontario. Going Forward While we remain committed to meeting students’ needs in the current school year, our government has already started planning for the 2020-2021 school year. While this school year was certainly unlike anything we have seen before, we need to prepare ourselves for the fact that school may not look or feel the same come September. With the safety and well-being of your children as our guiding principle, let me assure you that schools, child care centres, and school buses will be required to undergo thorough deep cleaning before being ready to welcome students and early learners back into their physical spaces. In terms of instruction, we will be unveiling our proposed plan for an expanded summer learning program that will enable students to continue their learning through the summer, if desired. While over 100,000 students typically participate in summer learning, we know that many more students may wish to continue their teacher-led learning after this school year formally ends. This proposed plan for expanded summer learning would focus on credit recovery, a new option 14

to upgrade courses, and a focus on gap-closing programs and supports for vulnerable students. Our government understands that the COVID-19 outbreak has resulted in unsettling times for children. We must continue to pay close attention to the emotional and mental health needs of all students, even if there are no immediate signs of distress. To that end, our government has directed school boards to ensure mental health workers and professional staff engage with students immediately, as needed, in a secure and safe conversation. Child care centres and EarlyON Child and Family Programs continue to be closed until at least May 6, 2020. I want to express my appreciation to the teachers and education workers who have been adapting to these new circumstances and doing their best to deliver learning and supports for our students.

SUMMER PROGRAMS CANCELLED

Kawartha Conservation has made the difficult, and appropriate, decision to cancel all in-person Stewardship, Education and Conservation Lands programs and events until further notice. The cancellation includes all summer and nature camps, parent and tot programs, forest bathing, seniors’ walks, in-person stewardship consultations and tree planting initiatives. Kawartha Conservation CAO Mark Majchrowski said, “Our main focus needs to be on the health and safety of our staff and the public. Making this decision wasn’t easy, but we believe it is a positive step and cautionary measure that continues putting our community first.” Among the programs cancelled will be the entire 2020 Day Camp schedule for July, August and September, Nature Explorer week-long camps in July and August, Junior Nature Explorer Camps in July and August and the Parent and Tot program. Additional events and activities cancelled for this summer include all forest bathing and seniors’ walks which would have taken place during the next few months. In-person Stewardship activities are also being put on hold for the summer-season, including any community tree planting initiatives, site visits, special talks, demonstrations and workshops.

RMH’S EVOLVING RESPONSE

Ross Memorial Hospital continues to evolve its pandemic response based on Provincial direction and our community’s needs. RMH has launched a team to support long-term care, retirement and congregate living facilities with infection prevention and control (IPAC) education; staffing; and mobile COVID-19 assessment and testing. The hospital has piloted some mobile testing and IPAC education services and is working with the HKPR public health unit, Kawartha Lakes Paramedic Services and local long-term care facilities on next steps. COVID-19 Assessment Centre The RMH COVID-19 Assessment Centre is available at 705-328-6217, from 8am to 4pm daily. Testing is by appointment, at the Lindsay Exhibition. The hospital continues to work with local paramedics to provide in-home appointments for those who are unable to get to the exhibition grounds. Community members are encouraged to call the assessment centre if they are experiencing new onset of any of the following symptoms (even if mild): • Fever/chills • Cough • Shortness of breath • Sore throat • Runny nose • Nasal congestion • Difficulty swallowing • Unexplained fatigue • Unexplained headache • Joint/muscle aches • Loss of taste or smell Outbreak update The Continuing Care Program – CCP1 unit remains closed to visitors and admissions following the

declaration of an outbreak on April 17. Following testing of all patients and staff on the unit, and close contacts, it was determined that the outbreak is limited to 1 positive patient and 1 positive staff member. While it was previously shared that 2 staff were positive in relation to this outbreak, contact tracing showed that the second positive result was unrelated to the outbreak. Current positive inpatients: 2 Positive cases related to CCP1 outbreak: 1 patient; 1 staff member Total assessments: 3,109 Total tests (assessment centre & in-home): 1,228 Thank you for your support RMH would like to thank the community for their incredible support. The hospital has received countless messages about ways to support the team during this pandemic. The most important way you can support the hospital and the entire community is by preventing the spread of COVID-19. As the weeks pass by without fundraising events and social gatherings, local organizations are suffering from the loss of much-needed income. We all have those not-for-profits that are near and dear to our hearts so now, more than ever, we need to support them. If you were planning on attending an event, think about giving the admission price as a donation or get together with friends to make a larger donation. If you head out to the local Legion branch for one of their terrific lunches, invite friends on Zoom to join you for a homemade lunch and send the money along. Legion branches, Lion’s Clubs, community centres, and many more will be looking for us to help them out, not only now but when their doors can once again safely open.
