OVER THE BACK FENCE

The snow is melting, the birds are singing and it won’t be long now until we can unwrap the deck furniture for a beautiful Kawarthas summer! And I can’t wait! We’re allowed to take our masks off and actually see people’s faces for the first time in a long time and that feels good, right? I don’t know about you, but I’ve been keeping mine on while I’m out there with groups of people. It may be awhile before I’m comfortable with being unmasked and I respect everyone’s right to do their own thing. We have to realize, though, that there are some restaurants, stores and private services that are asking people to keep masking. The important thing is to be kind about it. Please don’t hassle the wait staff or store clerks. It’s not their fault! It’s great to see the list of local events growing. While we don’t

know yet what the summer holds as far as the other side of the pandemic goes, organizations and facilities are gearing up. Now is the time to get involved with them, if you’re so inclined to volunteer. If not, please get out to support these folks ... they’ve had it tough the last few years! We all need something to look forward to ... and I can’t wait to get back on stage at the Buckhorn Community Centre for our dinner theatre performances. Right now, we’re scheduled to put on The Red Plaid Shirt in the fall. We were three weeks away from opening in 2020 when the plug was pulled. I remember talking to folks who had purchased tickets, saying, “Oh, don’t worry. We’ll be putting this play on by July!” Who knew it would be more than two and a half years! The upside to this is at least we’ll know our lines! We have to continue to be safe out there, though. Keep washing your hands! editor@thepromoter.ca

City Hall MUNICIPAL ACCESSIBILITY MASTER PLAN

At Committee of the Whole on March 8, staff updated Council on the progress of the Municipal Accessibility Master Plan 2018-2023. The update addressed the municipality’s direction in removing barriers to provide greater accessibility for people with disabilities and highlighted its progress to date. “Despite the challenges presented by the pandemic, this past year a number of large steps forward and exceptional work was made towards making Kawartha Lakes more accessible and raising awareness,” commented Barb Condie – Accessibility Officer, City of Kawartha Lakes. “Thank you to Council, staff and all of our community partners for your support. Recovering from the pandemic this year, we’re looking forward to even more opportunities.” With the heightened challenges of the pandemic, recently focus shifted towards developing new practices and measures to increase accessibility within the provincial and health guidelines. The Accessibility Advisory Committee (AAC) worked closely with the Community Pandemic Recovery Task Force and helped inform the development of the Community Safety and Well-Being Plan with resources to improve accessibility. A variety of steps forward were also taken in 2021 to improve public areas and infrastructure, as outlined in a progress report. These included: • Upgrades to the downtown areas, specifically to Lindsay and Fenelon Falls streetscapes • The Kinmount Library entrance replacement • Upgrades to the Fenelon Falls Museum entrance • The completion of a variety of projects that began in 2020 to make municipal buildings, washrooms, pathways, playgrounds and more public infrastructure accessible • Looking ahead, staff also highlighted the projects coming forward identified in the 2022 budget: • Completing work in the downtown streetscapes of Lindsay and Fenelon Falls • Accessible recreational trails planned for Wilson Fields • The relocation and renovation of The Bobcaygeon Library • Upgrades are being suggested to the Manvers Community Centre • Support to the Summit Wellness Centre in Coboconk

The City of Kawartha Lakes Parks and Recreation Division is offering a variety of aquatics, fitness and leisure programs for all ages and interests this spring. This comprehensive digital publication highlights all program offerings this spring and provides details regarding upcoming special events, major projects and much more. A variety of both indoor and outdoor Fitness programs as well as Membership opportunities will be offered at the Lindsay Recreation Complex and Forbert Memorial Pool and Workout Centre in Bobcaygeon. Swimming lessons and Public Swimming will continue to place in both Lindsay and Bobcaygeon this spring. All swimmers will be required to pre-register ahead of time for this desired swim time online.

2022 PRIORITIES FROM EOWC

The Eastern Ontario Wardens’ Caucus (EOWC) met earlier this month to set priorities in order to establish its 2022 advocacy efforts. This was the first in-person meeting of the Caucus since the emergence of COVID-19. The Caucus has identified the following key priorities for 2022 including; • Affordable and Attainable Housing; • Ontario Health Team Governance / Structure; and • Health Care Human Resources / Family Physicians. The Caucus has also identified continued advocacy items described as issues of ongoing importance that the EOWC has identified in the past and will continue to support on an as-needed basis. These continued advocacy items include COVID-19 municipal recovery, long-term care funding, and Community Paramedicine. “This is a critical year for both the Province of Ontario and the municipal sector, with elections scheduled for both levels of government,” stated EOWC Chair Debbie Robinson. “The EOWC has strategically evaluated and focused its priorities for 2022 and will continue to advocate strongly for Eastern Ontario residents.” Affordable and Attainable Housing Housing affordability and attainability will remain a central focus for the EOWC. To address a housing shortfall in rural Eastern Ontario, the EOWC and the


Rural Ontario Institute (ROI) are working together on a digital tool aimed at providing local, reliable, and current rural data to assist municipalities in the planning and construction of new, affordable housing. The EOWC will leverage past work done on this file and will continue to work with the Province and other key stakeholders to facilitate affordable housing initiatives and increase investments and supports for individuals across this region. Ontario Health Team Governance/Structure EOWC members are critical partners in the delivery of health care and are responsible for co-funding and delivering a number of health-related services that fall under the Ontario Health Team umbrella. The EOWC is strongly advocating with the Ministry of Health to ensure municipally elected representation is mandated for all Ontario Health Teams throughout the Province. Health Care Human Resources/Family Physicians The health care sector faces many human resource challenges, such as the ability to attract, recruit and retain qualified workers. In addition, most if not all rural municipalities have a shortage of family physicians. The EOWC is a collaborative partner and is willing to work with key stakeholders in order to address this longstanding systemic issue.

BUCKHORN ROAD CONSTRUCTION

There might be some traffic congestion next week on the main drag into Buckhorn. Repairs to the underside of the Trent Canal Bridge will be taking place March 28 and 29, 2022. During this time, there will be a single lane traffic restriction in place on Buckhorn Road. The construction will take place on Buckhorn Road from 164m Southeast of Sunrise Court to 190m Northwest of Fire Route 24. CHAMBER MEMBERS INVITED TO JOIN IN EASTER EVENT

Pastor Jeff Bell and his wife Sara of Trentside Baptist Church are inviting downtown Bobcaygeon Chamber members, and any Chamber member who may wish to host a tent/booth, to participate in a Children’s Easter Egg/Bunny Hunt. It’s a simple, fun way for local businesses to engage Bobcaygeon children and their families in Easter celebration and community fun! Each participating business is asked to post a large decorated Easter Egg or Easter Bunny outside their door and provide participating children a goodie or chocolate treat. Participating families will start at Trentside Church and each child will receive an Easter basket and a list of the different storefront decorated Egg or Bunny images to look for around downtown Bobcaygeon. Then the Easter Egg/Bunny hunt will begin. The event will end back at the Church where the children will receive a final treat, as well as an opportunity to do some colouring, and take Fun Photos to remember their day.

STILL STANDING IN FENELON FALLS

Gather your friends to check out the March 30 episode of Still Standing on CBC! Jonny Harris and the Still Standing crew took their show on the road to Fenelon Falls and that show airs on March 30. If you haven’t seen it before, Still Standing follows Canadian comedian Jonny Harris as he sets off across the country once more, veering off the main highway to discover the hidden comedy in Canada’s far-flung small towns. After immersing himself in the lives of local characters and unearthing the tall tales in these tiny towns, Jonny delivers a rousing original stand-up comedy routine — a toast, not a roast — for the whole community. Here’s what their website says for this episode: “For decades, Fenelon Falls made wood products, from lumber to Tinker Toys — until the industry moved on. MORE MONEY FOR LONG-TERM CARE

The Ontario government will provide up to $673 million more this year to long-term care homes across the province to increase staffing levels, leading to more direct care for residents. This includes $10,282,548 for long-term care homes in Haliburton-Kawartha Lakes-Brock. This is part of the province’s commitment to ensure long-term care residents receive—on average—four hours of direct care per day by 2024-25. These funds will increase care for residents at: • Victoria Manor, in Lindsay, will receive up to $1,447,740 for additional staffing this year to increase the hours of direct care for residents. • Case Manor Care Community, in Bobcaygeon, will receive up to $837,252 for additional staffing this year to increase the hours of direct care for residents. • Caressant Care Nursing and Retirement Home, in Lindsay, will receive up to $1,064,016 for additional staffing this year to increase the hours of direct care for residents. • Frost Manor, in Lindsay, will receive up to $418,632 for additional staffing this year to

Extendicare Kawartha Lakes, in Lindsay, will receive up to $558,168 for additional staffing this year to increase the hours of direct care for residents. • Fenelon Court, in Fenelon Falls, will receive up to $584,340 for additional staffing this year to increase the hours of direct care for residents. • Caressant Care on McLaughlin Road, in Lindsay, will receive up to $837,252 for additional staffing this year to increase the hours of direct care for residents. “This funding will help our long-term care homes ensure they have the additional supports and staff they need so those living in long-term care get the high-quality care they deserve,” said Laurie Scott, MPP for Haliburton-Kawartha Lakes-Brock. “This announcement is another milestone in our government’s plan to fix long-term care and recruit thousands of new staff over the next four years.” “We know that more qualified staff means more daily care for residents,” said Paul Calandra, Minister of Long-Term Care. “Hiring more staff is part of our government’s plan to fix long-term care and to improve the quality of care residents receive and the quality of life they experience.” •

HEALTH COALITIONS HOLD SUMMIT

Submitted by Zac Miller While the Ford government plans unprecedented for-profit privatization of health care, Kawartha Lakes, Peterborough Health Coalitions & Haliburton-CKL Long Term-Care Coalition are going to hold a summit on March 31 via Zoom at 7pm to fight privatization and protect public health care services. The Ford government is engaging in unprecedented health care privatization. Recently, Health Minister Christine Elliott announced plans to expand private for-profit clinics and hospitals in Ontario. The Ford government is midway in allocating more than 18,000 long-term care beds to for-profit companies in 30-year contracts unless we stop them; the majority going to the same companies responsible for thousands of deaths and horrific conditions – in fact the highest death rates – in the pandemic. Despite many repeated announcements, Ford has not reinstated comprehensive inspections nor improved care levels in long-term care, has not addressed the staffing crisis across health care, and has plans for years of budget austerity after the election. It doesn’t stop there. Ford is privatizing the last remaining public parts of home care. His government has strictly curtailed access to public COVID testing while at the same time contracting for-profit clinics to do testing, has privatized COVID vaccinations, and is allowing those private for-profit testing clinics to charge patients up to $400 for COVID tests. The Kawartha Lakes, Peterborough Health Coalitions & Haliburton-CKL Long Term-Care Coalition are holding an Emergency Summit by Zoom to build the biggest fight-back we have ever mounted.

Our goal is to protect and improve our vital public health care services and stop the unprecedented forprofit privatization of health care. The Ontario Health Coalition, Kawartha Lakes, Peterborough Local Health Coalitions & Haliburton-CKL Long Term-Care Coalition intend to set the threat to our public health care as a key election issue and push all political parties to make commitments to safeguard public health care, stop privatization and address the urgent needs to improve care and staffing. HEALTH UNIT URGES CONTINUED MASK USE

The Haliburton, Kawartha, Pine Ridge District Health Unit (HKRPDHU) would like to strongly encourage residents to remain cautious and to continue to practice preventative measures against the spread of COVID-19 as the provincial mask mandate lifts. The Haliburton, Kawartha, Pine Ridge District Health Unit reminds people that the COVID-19 pandemic is not over and that the risk of infection remains. That means it’s important to get vaccinated and continue following basic prevention measures to reduce COVID-19 transmission, especially for those most vulnerable to the virus. This can include wearing a mask if individuals feel it is best for their own comfort level or personal situation and/or circumstances as well as settings at higher risk of virus spread such as crowded indoor locations. “We know masks are an effective and easy way to slow the spread of COVID-19,” says Dr. Natalie Bocking, Medical Officer of Health with the HKPR District Health Unit. “Even after Ontario lifts its mask mandate, wearing a mask indoors is an important step that people can take to protect both themselves as well as community members vulnerable to severe illness from the virus. If someone decides to continue wearing a mask or a business still chooses to require mask use for customers, it is a decision that should be respected and supported.” “Learning to live with COVID-19 means that everyone takes responsibility to assess their personal level of risk and follow precautions when out in public. DUNSFORD LIONS CLUB SUPPORTS RMH

The Dunsford & District Lions Club knows that we can all play a role in patient care at Ross Memorial and has long supported Hospital needs that are not covered by government funding through its generous donations to the RMH Foundation. The Club’s latest fundraising effort supports breast cancer diagnosis and treatment at the Ross with a new lottery. The Lions have engaged businesses throughout the City of Kawartha Lakes to sell tickets all year with early bird draw prizes available to be won in June and September. The Seniors Citizens’ Club of Fenelon Falls is entrusted with the management and maintenance of the building they call home. A small and dedicated group of volunteer seniors offer years of experience to the running of this amazing organization and building. The club and its membership have served the needs of the Fenelon Falls seniors for more than 50 years. It is a not-for profit, registered charitable organization with its entire operating budget coming from club membership fees, fees from club activities, donations, rental contracts, and fundraising activities. If several individuals and business owners can make this commitment, great progress will be made in preserving the building for safe healthy use, and memorable enjoyment for all. The plan will only work if the community steps up to help. Fundraising and awareness of need to support the building of 58 Murray Street continues through corporate sponsorship. This outreach will address the financial shortfall for the long term with a sponsor commitment of three years. The Appeal has attracted significant response from both individuals and corporate sponsors, however there is much more to be done.

PPH OFFERS FOURTH VACCINE DOSE

Peterborough Public Health (PPH) would like to remind residents who are immunocompromised or on immunosuppressive medication that they are eligible for a fourth dose of the COVID-19 vaccine. Residents who are immunocompromised due to a health condition or medication side effect are at an increased risk for moderate to severe symptoms due to COVID-19 infection. “The COVID-19 vaccine is still the best defence against moderate to severe symptoms due a COVID-19 infection,” said Dr. Thomas Piggott, Medical Officer of Health for Peterborough Public Health. “Some residents who are immunocompromised or on immunosuppressive medication are eligible to receive four doses of the COVID-19 vaccine. Residents who are immunocompromised due to health condition or medication may experience a reduced immune response to the COVID-19 vaccine. Therefore, an additional dose is recommended to enhance the immune response and provide better protection against COVID-19.” Dr. Piggott added, “Residents who fit into this category should speak with their healthcare provider to confirm their eligibility and receive a referral form before attending a COVID-19 vaccine clinic.” Residents who are eligible for a fourth dose can bring

Residents who are on a medication that makes them eligible for a fourth dose are also able to bring their prescription or medication to the vaccine clinic to confirm eligibility. Peterborough Public Health continues to monitor provincial and national guidance for the administration of COVID-19 vaccines. Communication will be provided if fourth dose eligibility expands in the future. Residents are reminded that COVID-19 vaccine clinics are considered healthcare settings. All clients will still be required to wear a mask in COVID-19 vaccine clinics.

PRAYING 4 UKRAINE

On April 1 and 2, St. John the Baptist Anglican Church in Lakefield is hosting a 24-hour prayer vigil to support those affected by the war in Ukraine. From 12 noon on Friday to noon on Saturday, they are asking you to sign up for a specific “prayer time” in one-hour increments. You can stay for an hour or more. NEW LOCATION FOR ANNUAL KLAC ART SHOW

The Kawartha Lakes Arts Council (KLAC) is pleased to announce that the Made in Kawartha Lakes (MIKL) Show & Sale, the organization’s premier event, is returning after a two-year hiatus. The last MIKL was in Fenelon Falls in November 2019 before COVID-19 disrupted large events and public gatherings. “Our Board of Directors is relieved and overjoyed to be able to bring MIKL back to the community,” says Ray Marshall, Chair of KLAC. “The last two years have been very difficult for local artists and artisans who have deeply missed collective opportunities to show and sell their work to the public, and to connect with their colleagues. I hope everyone in Kawartha Lakes marks their calendars to attend.” The 4th Annual Made in Kawartha Lakes will take place for the first time at Kawartha Settlers’ Village on Saturday, May 28th and Sunday, May 29th from 10am to 4pm. Organized in partnership with the Kawartha Arts Network, it’s the first juried art show scheduled for the season in Kawartha Lakes. “Kawartha Settlers’ Village offers a unique location and collaboration for our show,” says Lesley

Ross Memorial Hospital is committed to clearing its surgical waitlist created by the COVID-19 pandemic by the end of 2022. To help reach that goal, the hospital recently completed renovations to create a new operating room. The renovations were made possible through onetime funding of up to $378,000 in operating funding and up to $64,100 for capital funding in 2021/2022 for Surgical Innovation, Diagnostic Imaging and Capital Projects under the Ministry of Health’s Surgical Innovation Fund. A NEW TYPE OF TOUR

Here’s some thinking out of the box! A new kind of tourism has joined into the tour realm ... brewery tours! The company is Brew Bus, based in Newmarket. Their mission is “to bring you to breweries you may not have ever known about. To places beyond the typical “Uber” ride. Locations that don’t have readily available transit.” There are a number of tours currently being planned, including one that kicks off at the Old Dog Brewing Co. in Bobcaygeon. You get one full brewery tour, a visit to four breweries, “sharables” at The Publican House in Peterborough (one of the stops on the tour) as well as water and light snacks between venues. The drivers and host are professional and knowledgeable to assist you during the tour. The tours are based on venue availability and can’t be guaranteed. But what is more than likely guaranteed is that you’ll try out some new brews in a convenient, safe way. You are asked, of course, to have safe transportation to and from Old Dog Brewing in Bobcaygeon. The cost is $100 (plus HST) per person. The tour meets at Old Dog at 11am, leaving by 11:30am. The
