OVER THE BACK FENCE

After two years of the COVID-19 pandemic, it’s nice to see many things returning to “normal.” The government is removing the mask mandates, events are being scheduled, and restaurants and other facilities are opening to full capacity. It will be nice to see faces (and hopefully smiles) once again, but I know there will be a lot more recognition when we see people. We won’t have to try to guess who they are! Science experts are saying it’s okay to do some travelling now, but I don’t know if I’m ready for that yet. There are still some restrictions in some countries for proof of vaccines and negative COVID-19 tests, so if you are going to travel, make sure you check it out before you go. In 2018, I enjoyed a fantastic cruise to Alaska and was hoping to do it again. And I will .. eventually. Planning for short driving vacations would be on my agenda this summer, but with the gas prices, visits to local attractions, parks and restaurants are

probably more likely. Experts say the increase in the cost of gas isn’t just the result of the sanctions against Russia in response to their attack on Ukraine (Russia is one of the world’s largest oil producers). It’s also because the demand is really high after two years of pandemic shutdowns. Think of all the airlines, trains and cars that need the oil to fuel up. Perhaps we can take some solace in the fact that it’s not just Canadians who are paying more. This is another global crisis. Perhaps its time to ramp up production in our own country so we don’t have to be so dependent on others. Besides, the Ontario government has a new Staycation initiative, where you can get some money back when you vacation closer to home. How many times have you thought, “oh, I’ve never been there!” when it comes to a local attraction. Seems like a good time to get out and enjoy the greatness of the Kawarthas! In the meantime, there is light at the end of the tunnel ... let’s just hope it’s not an oncoming train! Stay safe and be kind to one another! editor@thepromoter.ca

City Hall CKL RETURNS TO NORMAL

As of March 1, 2022, the following public health and workplace safety measures are in effect: • capacity limits lifted in all indoor public settings • vaccination passport verification will not be checked or required • other protective measures, such as masking requirements, distancing and sanitizing will continue to be upheld as recommended by the HKPR District Health Unit All municipal facilities and programs continue to follow the provincial guidelines. Services that are affected by the March 1 protocol are listed below. For details on all other services, please visit the COVID-19 page of the City’s website. Recreation Facilities Following provincial guidelines, effective March 1, 2022 spectator capacity limits will be lifted in Parks and Recreation facilities and Proof of Vaccination will no longer be required to enter. Masks/face coverings, social distancing and active/passive screening of patrons will remain in place. For further details, visit Activities and Recreation or contact recreation@kawarthalakes.ca. Curbside Waste Collection As of March 1, curbside waste collection has returned to the usual two bag limit. The three bag limit was put in place temporarily during the pandemic to encourage the public to stay at home and minimize their trips to the landfill. For households with additional waste, bag tags can be purchased from Municipal Service Centres or at selected retailers. There will be a grace period during March and April: Three bags per household will continue to be collected; notification stickers will start being issued in April. Beginning May 1, any waste above the two bag limit will not be collected unless it has a bag tag. City Hall and administrative buildings Remain closed to the public until further notice except by pre-scheduled appointment. Please contact staff using email and telephone. WARD STEPS OUT OF RACE

Jason Ward has withdrawn from the mayoral race in the City of Kawartha Lakes, just a few months after announcing his candidacy. In a letter to the community, Jason said he “struggled profoundly with my decision – it has been many pensive months in the making.” He also said, “It is time for me to take better care of myself. I also know how much I love, admire and need to be with my wife and children, who deserve their Dad’s unconditional, undistracted love and support.” Jason indicated his strong feelings about the future of the city, saying, “We are poised to live better, all of us. I know, collectively, we will rally and inaugurate leadership who will tirelessly exemplify our values, goals and willingness to benefit from positive change. Now is the time; truly great leadership will lead and take us where we all strive to be.” Jason owns Wards Lawyers PC in Lindsay and says he’ll continue to give back to his community. “Everyone must find a way to give back in their own way; only then will we truly prosper and improve our lives and those of others we know and love.” Current Mayor Andy Letham has already announced he will not run for re-election in the October contest.

PROVINCE LIMITS MASK MANDATE

Taking another step forward, to normalcy, the Ontario government is lifting the mask mandate in many indoor public settings as of March 21. Masks will no longer be required in most social settings such as restaurants, gyms, large event spaces and even in schools. However, the mask mandate will remain in place for higher-risk settings such as transit, long-term care, retirement homes, hospitals and congregate living settings. This move comes as Ontario has already lifted all capacity limits and proof of vaccination at the beginning of March. The government will be extending the “Reopening Ontario Act” (ROA) on March 28, as it is set to expire,


for another 30 days. Officials said this is the final extension for the act to invoke emergency orders. On April 27, the government says it is removing masking requirements in all remaining settings, as well as any other directives and orders. After this date, masks will not be mandatory but will be encouraged and highly recommended for those who are immunocompromised, at high risk, or who choose to still use them, officials said. “Anyone who wants to wear a mask … They’re more than welcome to. It’s going to be up to the people,” Premier Doug Ford said. Ford also said for local medical officers of health who want to implement their own mask mandates in their specific regions will have to go through Dr. Moore. New guidance also indicates that isolation is not required for household or non-household contacts of a COVID-19-positive case. Household and nonhousehold contacts are being asked to self-monitor for symptoms, wear a mask and avoid activities where mask removal is necessary and not visit those in highrisk settings or at a higher risk of illness for 10 days after exposure.

CELEBRATE THE QUEEN’S JUBILEE

Bobcaygeon’s Town Crier, Athol Hart, and Impact 32 have annoounced the Bobcaygeon Celebration of the Queen’s Platinum Jubilee on June 2, 2022. Beacon lighting and associated activities will be coordinated with similar activities taking place throughout the Commonwealth in celebration of the 70th anniversary of the Queen’s coronation. Thousands of town criers, along with Pearly Kings and Queens, traditional and Northumberland pipers, buglers and choirs from communities across the four corners of the nation and the Commonwealth will lift up their voices and play and sing specially commissioned music prior to the lighting of over 1,500 Platinum Jubilee Beacons, at 9:45pm on June 2. Mark your calendars and please watch for future Town Crier announcements. The day’s activities will include fun, food and music for all to enjoy and will be held at a number of locations throughout town. The event will conclude with the lighting of the Queen’s Jubilee Beacon (sponsored by British Empire Fuels).

Municipal Service Manager. The new program will simplify and streamline operations so municipal service managers can spend less time on paperwork and more time working with their clients to help find housing and other supports and help those at-risk of homelessness stay in their homes. “This additional investment and streamlined program will help more community members break the cycle of home insecurity by getting them connected to the services and supports they need faster and with fewer barriers,” said Laurie Scott, MPP for HaliburtonKawartha Lakes-Brock. “This streamlining of various programs, along with this additional funding, will assist our community to have the flexibility needed to help address the housing needs that our residents face,” said Michelle Corley, Human Services Manager, Housing for the City of Kawartha Lakes. The Homelessness Prevention Program, launching on April 1, 2022, combines three programs: Community Homelessness Prevention Initiative, Home for Good, and the Strong Communities Rent Supplement Program. It will give service managers more flexibility to target funding where it is needed the most and allow for greater financial accountability by measuring service managers’ progress in reducing and preventing homelessness in their communities. Access to this funding will be based on having in place a By-Name List that meets the provincial requirements and contains detailed, upto-date information from individuals experiencing homelessness to help connect them to local supports. The government is also investing an additional $6.7 million in the Indigenous Supportive Housing Program, bringing the total annual investment to $30 million. The shortage of housing supply impacts all Ontarians, no matter their background or budget. The province’s ongoing work to increase the supply of market housing complements historic investments to increase the supply of supportive and affordable housing for the most vulnerable. As part of the consultations through the Community Housing Renewal Strategy, the government is working with service managers and housing providers to make community housing more efficient and sustainable – helping to protect essential community housing stock and ensure Ontario’s most vulnerable people remain housed.

HOMELESSNESS PREVENTION PROGRAM

The Ontario government is investing an additional $25 million annually in a new Homelessness Prevention Program to help more people experiencing or at risk of homelessness find the right housing services and other supports. The additional funding brings Ontario’s total yearly investment in the program to close to $464 million - almost half a billion dollars. This includes an increase of $166,207.64 for a total of $2,231,400 to help community members in the City of Kawartha Lakes and Haliburton County through the Consolidated

PUTTING “CARE” BACK IN “HOME CARE”

One of the most difficult aspects of this thing we call life is when we have to ask for help. A stressful time of caring for a loved one, or the challenges of living alone as we age, there will be occasions when we will all need to be cared for. Nurse Next Door, an agency that offers companionship or care, is trying to make that easier to manage. I spoke with Kim Jimmo-Shields, the owner of the local agency, to find out about their services and, more importantly, their philosophy. Kim is registered with the College of Nurses, with experience in hospital, LTC, retirement and is passionate about geriatrics. After helping open a private retirement home, Kim took on the monumental task of putting the “care” back in “home care” and, in January 2020 launched herself into the world of Nurse Next Door.

The agency’s philosophy of care is “Happier Aging™” and they are committed to making sure their clients experience their best lives at home. Whether it’s 24/7 caregiving or companionship visits a couple of times a week, Nurse Next Door has 50 professional staff who can deliver throughout the Kawartha Lakes area. It starts with an in-home visit and Caring Consult™ by a “Care Designer.” This experienced professional will determine the level of care needed and, more importantly, desired by the client. During the initial consult, the client’s needs are evaluated and Kim says, one of the most important questions they ask is “what did you used to do that you no longer do?” She says, “It could be baking or doing jigsaw puzzles or walking. We align the client’s needs with a member of our staff who has similar interests. We have a client-caregiver match guarantee to ensure the client gets the best care possible.” Caregivers will spend a minimum of four hours per visit and can do anything from driving the client to get groceries, going for walks, housekeeping or preparing meals and all aspects of personal care to nursing care. When a registered nurse visit is required, they will spend two hours with the client. Respite care is also provided if needed. Since the pandemic, Kim says there’s a trend in home care. More seniors want to be at home rather than move into a facility. And that’s where Nurse Next Door comes in. She says, “Our approach is to make sure our clients age happily. It should be a positive experience.” Receiving care in your home can be expensive, but Kim told me there are funding programs available


to help with those costs. Nurse Next Door can point you in the right direction there, too. Recently, she said, General Motors included benefits for their retired unionized employees that will cover the cost of inhome care services. WALL PROJECT ONGOING

The EAB Edgewood Wall Committee successfully completed the heritage designation of the 130-year-old Edgewood Dry Stone wall in Bobcaygeon. The group launched the first physical restoration phase of the project in September of 2021. John Shaw Rimmington and his team of wallers completed the restoration of the Western wall the first week of October. Clean-up of the site has also been completed and a small garden will be installed next Spring where the old brick end post was removed and replaced with a historically accurate stone post. With the completion of the Western wall, the group now has its sights set on the Spring restoration of the 200-foot Eastern wall If you haven’t seen this magnificently restored section of the dry stone wall, take a walk or a drive down Canal Street near the corner of Hwy. 36. Funds are still needed to proceed with the second phase of this large heritage restoration project. Visit

FOOD HANDLER TRAINING

Peterborough Public Health (PPH) has announced that registration for food handler training courses and certification exams will resume after being suspended for nearly two years due to the COVID-19 response and the redeployment of staff. Courses and exams will be limited over the next several months. Residents and local workers are encouraged to review the course schedule on www. peterboroughpublichealth.ca, and register as soon as possible. “Based on past experience, we know that this service is heavily used by people who live and work within the region and we are excited to begin resuming food handler courses and exams steadily and safely,” said Julie Ingram, Manager of Environmental Health. “We hope to increase the number of course and exam sessions once we reach the summer and fall months, depending on our COVID-19 redeployment and other demands for inspection services.” To increase accessibility to the limited courses for people living and working within the region, priority for registration will be provided to anyone who lives or works within the areas served by PPH, including the City of Peterborough, County of Peterborough,

In addition, at this time those attending will be asked to wear a mask or face covering that covers their mouth, nose and chin, for the duration of the course or exam. Physical distancing will be implemented. Anyone who is not comfortable attending inperson or who is not able to wear a mask or face covering for the duration of the session is encouraged to explore other course delivery options, including online options from an approved independent provider. A list of courses and exams deemed to be equivalent to the PPH’s certification is available from the Ministry of Health at www.health.gov.on.ca/en/pro/programs/ publichealth/enviro/. The fees for PPH courses and exams will remain the same as prior to the suspension in services. Courses, which include the certification exam, are $20 for individuals living or working within the region served by PPH, and $40 for individuals living and working outside of the region. Anyone wishing to study at their own pace may choose to challenge the certification exam only at a cost of $10. BINGO BENEFITS PATIENT CARE

The Kinsmen Club of Lindsay is advancing its mission to serve the community’s greatest need with a milestone donation to the Ross Memorial Hospital Foundation. Members of the Kinsmen Club recently presented a donation of $50,000 to Erin Coons, RMH Foundation CEO, to support the cost of medical equipment and technology that are not covered by provincial funding. These include the hospital’s new CT scanner, MRI and digital transformation. “The Ross Memorial Hospital Foundation is honoured to be among the many local charities benefiting from the generosity of the Kinsmen Club of Lindsay,” said Erin Coons. “This gift will help the hospital acquire the most advanced medical technology and bedside tools, and connect them to patients’ health information records, so that every test and treatment is noted in real time and available to patients and their healthcare team. The volunteers who champion community causes through their service organizations are local champions. They are valued members of our donor family at the Ross.”

The Kinsmen made the exciting announcement as part of Kin Canada’s celebrations for the National Day of KINdness (Feb. 20). They attribute the Club’s significant increase in local contributions to the growth of the Kinsmen Super TV Bingo. “If there was any silver lining out of COVID at all, it’s that you stayed home to play Bingo with Kinsmen Super TV Bingo. As a result, we are able to share those proceeds,” said Brad Fraser, president of the Kinsmen Club of Lindsay. “Thank you!” A generation of patients have benefitted from the generosity of the Kinsmen Club of Lindsay. While this gift of $50,000 is the largest donation the club has made to the RMH Foundation, the Kinsmen gave generously to fund the hospital’s first CT Scanner, the redevelopment of the Maternity Ward, and the capital campaign that doubled the size of the hospital twenty years ago. The Club’s cumulative giving has earned it a Founder plaque on the hospital’s Donor Recognition Wall.

LIONS’ EASTER BOP

The Kinmount and District Lions Club is hosting their first annual Easter Bop at the Kinmount Fair Grounds on Saturday, April 16 from 11am to 2pm. There will be games, food, draws and, of course the Easter Bunny! Get a social distanced picture with the Bunny and you can receive some sweet treats. On the heels of a successful Christmas campaign and completion of its building renovation, The Salvation Army in Fenelon Falls was the recipient of more community generosity. Through a program at Sobeys, customers and

employees were able to donate to the local food bank over the Christmas season. Sobeys representatives recently presented The Salvation Army with the fruits of that campaign – Sobeys gift cards valued at over $13,000. “With the wonderful gift, we have greater opportunity to provide healthy, fresh food to clients who might otherwise be unable to do so,” says Miya Bradburn, pastor at The Salvation Army. “We have the means to provide fruit and vegetables now, supplementing the non-perishables the community so graciously donates on a regular basis.” The Salvation Army provides practical care to individuals and families year-round. Food insecurity is a growing issue, made more real with the increased price of goods. “The help we are able to give is made possible by community partners, such as Sobeys,” adds Bradburn. “Sobeys gives back to its community, which inspires others to join them.” With the new commercial kitchen ready to go, plans are in the works to be able to provide fresh snacks and even meals to those who are hungry. THE GROVE THEATRE PARTNERS WITH BREWERY

The Grove Theatre, home of a stunning amphitheatre on the Fenelon Fairgrounds, has partnered with the Fenelon Falls Brewing Co. to bring indoor programming to Kawartha Lakes. On Saturday March 19, in the Brewery’s upstairs tap room overlooking the Trent Severn Waterway’s Lock 34 and Cameron Lake, The Grove Theatre presents an awarding-winning comedy featuring Doug Funk, Gilson Lubin, and our MC, Mike Bullard! On Saturday, April 9, The Grove Theatre will host a music night, with Canadian Country artist, Emily Clair. The Fenelon Falls Brewing Co. is a local brewery located in the heart of the Fenelon community, providing a space for friends and family to gather and enjoy hand-crafted premium beer or a glass of wine. Prior to each 7:30pm performance, a Prix Fixe dinner menu will be available at 6:30pm. This partnership will include an array of indoor entertainment before The Grove takes the stage at the open-air amphitheatre on the Fenelon Fairgrounds. Additional programming will be announced in the coming weeks. A limited number of tickets will be available. COVID restaurant restrictions will apply in accordance with public health guidelines. VIRTUAL TURTLE CAMP

Looking for something fun for the kids on March Break? The Turtle Guardians have a virtual Turtle Camp on March 16 and 17 that can give them an education at the same time. For $20 per child, they will earn their Level 2 Turtle Guardian status by passing the test after two days of turtle training. They’ll learn how to watch for basking turtles in wetlands and how to monitor nests and help hatchlings. The camp is over two mornings from 10am to 1pm through Zoom. YOUTH GRIEF PROGRAM GETS SUPPORT

Community Care City of Kawartha Lakes (CCCKL) Hospice Services, through the Community Care Foundation, has received a donation of $12,050 from 100 Women Who Care Kawartha Lakes to put toward its Standing Together and Receiving Support (STARS) youth grief support program. “We are incredibly grateful to 100 Women Who Care Kawartha Lakes for supporting this program that provides such positive value for so many young people in our community who have experienced loss,” said Sharon Yeo, Manager, Hospice Services, CCCKL. This is the second time 100 Women Who Care Kawartha Lakes has donated to CCCKL, as the group previously provided $15,450 to the organization’s Dental Clinic in 2017. STARS is an eight-week virtual support group that uses interactive art, play and reflective and creative activities to help guide children through their own unique grief journey. It gives participants a safe place to talk about their loved ones, share their grief stories and interact with their “big feelings” like sadness, anger and even joy. They will gain skills to help them seek

support, sit with their emotions, and gain strategies to calm the storm of grief. The STARS program helps participants connect with other children who are experiencing similar journeys through grief. If you, or someone you know has experienced loss or are living with a life-limiting illness, know that you don’t have to make this journey alone. CCCKL’s Hospice Services offer support, comfort and direction. All Hospice services are offered free of charge, thanks to generous donations like this one. You can find out more at www.ccckl.ca.
