Welcome to our new normal. With the Phase 2 of our “recovery” set to start, businesses are reopening. Restaurant patios can have a percentage of their capacity with tables distanced accordingly, hair salons and barber shops must enforce proper health and safety measures including masks for staff and customers, outdoor splash pads and all swimming pools can offer programs under strict guidelines and social gatherings of 10 people are acceptable, again with the necessary precautions in place. I went to my optometrist this week, as I was scheduled before the pandemic began. I was a little nervous, as I hadn’t been in close contact with anyone for months. But I shouldn’t have worried. The folks at Lakefield Vision Care had it all under control. I had to stay in my car in the parking lot until invited in, I had to wear a

mask (which I have no problem with), the staff wore full face shields, gloves and masks, disinfecting immediately before and after me, and, when I had to get “up close and personal” with the doctor, there were plastic shields in place to protect us both. When my new glasses are ready, they will call and arrange a time for me to pick up my new specs from a drop box outside. Easy peasy. But jut because that was easy doesn’t mean everything will go back to the way it was. I read online this morning that the City of Toronto is making masks mandatory for everyone who takes the public transit. Perhaps you’ll be refused a seat on the subway if you’re not. When it’s difficult to physically distance the six feet, wearing a mask makes sense. The last thing we need to do right now is become complacent. I know as well as anyone that it would be so nice to have a hug from a friend, or enjoy a family barbecue on the deck. But it’s not over yet. We may be tired of it all, but the virus isn’t. Stay safe!

CKL COUNCIL MEETING HIGHLIGHTS

MAYOR’S MESSAGE

On Wednesday, June 10, City of Kawartha Lakes Mayor Andy Letham sent out his COVID-19 update.

“The province announced this week that certain regions of Ontario will be allowed to enter into Stage 2 of reopening Friday June 12 and Kawartha Lakes, under the guidance of our local health unit, is included in that list. What this means for our municipality is that we have been given the green light to allow the re-opening of most businesses and services. However, I want to stress, this does not mean that effective June 12 at 12:01am, the City is back to business as usual. In fact, I suspect that many things will not return back to the normal we were used to prior to the pandemic. And that’s okay. Reality is going to look different in the next few months but it’s important to remember that everything being done is for the safety and well-being of us all. There are strict guidelines in place, from both a provincial and local level, that we need to ensure are being followed as doors begin to open. I know that from a municipal perspective, Council and Senior Management have been working hard over the past few months to develop work plans to slowly reintroduce staff into our buildings. For example, we’ve begun modifying building layouts to maintain physical distancing in offices for both staff and residents as we start to welcome everyone back. I know many families are missing activities such as access to our playgrounds and splash pads, but Stage 2 only allows for a maximum gathering of 10 people. It’s limitations such as this that make re-opening a challenge, not only for the municipality, but for businesses and restaurants as well. We are doing our best as a municipality to provide our residents and visitors with the experiences they love most about Kawartha Lakes, but everyone needs to keep safety a priority. We can only do so much in terms of providing barriers and increased cleaning measures, but the onus in on everyone to do their part. Bring wipes or hand sanitizer if you plan on visiting a public facility and respect the space of others around you. Although Stage 2 is extremely encouraging, we are still in a State of Emergency. I urge everyone to continue to exercise extreme caution and follow public health advice as we navigate through the upcoming weeks together. Thank you.” 4

The following are highlights of the June 9 Committee of the Whole meeting. Coboconk Wellness Centre Feasibility Report Ian Forster, Chair, and Jennifer Wilson, General Manager, of The Coboconk, Norland & Area Chamber of Commerce presented the Coboconk Wellness Centre Feasibility Report. The feasibility report looks at creating a central wellness centre in the area of Coboconk and Norland to improve efficiencies and help address health service gaps in the communities. Council supports the project unanimously and City staff are to come back with a recommendation on options to move forward by the end of the third quarter. “Thank you, the work that you’ve done speaks for itself,” commented Mayor Letham. “This isn’t just about Ward 1, this is a project that will benefit the whole community of Kawartha Lakes and it’s important when fundraising we all come together to support.” Municipal Financial Update Jennifer Stover, Director of Corporate Services, provided Council with a Financial Update, following the COVID-19 pandemic’s disruption to the typical April and May annual audit schedule. While the audit is not yet complete, it is anticipated the City will be in a surplus position of approximately $3 million for 2019. Auditors began their work remotely on June 1 and it is expected they will be finished by the end of July. Following the audit report, which will come to Council in September, Council will decide how to allocate the surplus. Old Mill Area Heritage Conservation District Proposal Emily Turner, Economic Development Officer – Heritage Planning, presented the City’s recommendation to perform a Heritage Conservation District (HCD) Study in the Old Mill neighbourhood of Lindsay, following preliminary research to determine the feasibility of establishing a HCD designation in the area. Council supports staff’s recommendation to proceed with the study and this recommendation will be brought forward to Council for further consideration at the next Regular Council meeting.


Roads Life Cycle Extension Program Update On May 26, Council received a report from Engineering that provided a list of roads being tendered for spot repairs using asphalt overlays. Following Council’s approval, Mike Farquhar, Supervisor of Technical Services, Engineering and Corporate Assets, outlined further candidates for consideration under the Life Cycle Extension Program and budget implications.

CKL FACES BUDGET SHORTFALL

As summer approaches, the municipality would like to take the opportunity to remind residents and visitors of important Waste and Recycling programs and operational changes due to the current pandemic state. Although Lindsay Ops, Fenelon and Eldon landfills are open during regular operating hours, we encourage residents to only visit them if necessary and to use curbside collection wherever possible. Due to limited capacity at the sites, we are experiencing longer than normal waiting times and lineups.

At the June 9 Committee of the Whole meeting, Council received a presentation from Jennifer Stover, Director of Corporate Services, about the financial position of the municipality in light of the COVID-19 pandemic. 2019 Surplus In advance of the annual audit, which had a delayed start of June 1 due to the pandemic, an approximate surplus of $3 million is forecast for 2019. Following the audit report, which will come to Council in September, Council will decide how to allocate the surplus. COVID-19 Impact on 2020 With the deferral of property taxes from April to June, cancellation of recreation programming and facility rentals, the municipality is facing a $3.2 million shortfall. Cash flow has been maintained in the short term by containing expenses, drawing down on investment income, and deferral of certain Capital projects. For a copy of the presentation, and a list of Capital and Special projects that will continue in the fall of 2020, or commence in 2021, please visit the Budget and Finance page at www.kawarthalakes.ca. 2021 Budget In order to understand the full impact of the pandemic on the municipal budget, Council will discuss capital projects and hear agency and board budgets in the latter part of 2020, with deliberations taking place in the New Year. “There are still many unknowns that will affect our finances such as the future curve of the pandemic

Tire Recycling: As per new regulations, the City will no longer be accepting tires at landfill sites as of July 1, 2020. Tire producers are responsible for recycling tires. There are many collection sites within Kawartha Lakes which must accept tires for recycling, such as garages and vendors. There is a search tool on Resource Productivity and Recovery Authority’s (RPRA) website to assist you with finding a close and convenient collection site. For more information, visit their website and type in your postal code to find a collection site near you, or call them at their toll free line 1-833-600-0530. Environment Round-Up Days: Round-Up Event Days have been cancelled for the 2020 calendar year due to the pandemic. Mattress Recycling: Residents can bring their mattresses and box springs to the Lindsay Ops landfill site for recycling, or purchase mattress tags at select retailers for curbside collection. Residents are encouraged to call ahead if they are bringing items to the landfill. Wood Chip Giveaway: The free wood chip giveaway program is still running for 2020. Residents can pick up free wood chips every Wednesday from April until October (while quantities last). They are available from 8:30am to 4:30pm at the Lindsay Ops Landfill. Please bring your own shovel and container. Reuse Programs: Kawartha Lakes is trying to promote reusing wherever possible, however please note the Fenelon Reuse Centre and Lindsay Ops Habitat for Humanity Drop-Off bin are not operating or accepting donations currently due to the pandemic.

COBY WELLNESS CENTRE

We are one more step closer to building a Wellness Centre to serve the needs of people in the northern areas of Kawartha Lakes! On June 9, the Chamber presented the Feasibility Study for the Wellness Centre in Coboconk to City Council and we wanted to give you a quick update on the result of that presentation. The City funded Feasibility Study was received by Council with thanks to the Chamber for preparing it. Council referred the Study to staff for their review and input during the third quarter, so it can be included in the budget process for 2021. With the Feasibility Study now completed, we can turn our attention to securing the provincial and federal grant funding we are seeking. We can also begin to

raise funds locally! The Wellness Centre project is going to have a long term impact on our community - not just for our health and well-being, but also with construction jobs, good-paying year-round jobs once it is built, and a positive impact on our local businesses too! We will be bringing you some news this summer about ways to get involved in supporting the new Wellness Centre, but in the meantime, if you have ideas or you would like to organize a fundraiser to benefit the Wellness Centre, please get in touch with us. We have already heard from a few groups who are ready to pitch in to help get this Wellness Centre built, but it is going to take a lot of effort and you know the saying: Many hands make light work! Let’s work together to make this project a reality! Finally, we would like to say a big thank you to the community - we had more than 150 people attend the Community Meetings for the Wellness Centre, more than 450 responded to the Community Health Needs Survey letting us know your needs and wants, businesses and our local doctor who have shown their enthusiasm for the project, and a wonderful core team of volunteers who have spent countless hours getting this project to this point. We look forward to hearing your thoughts and ideas about how to make this project a reality!

COBY DAM CONSTRUCTION CONTINUES

Work is progressing well at the Coboconk dam rehabilitation project, and it is projected to be substantially completed early this summer. The concrete deck of the dam has been installed, concrete repairs are almost complete, and landscaping to restore the site is underway. Additional welding work is required within the sluices, which necessitates the continued use of pumps. Safety elements like railings will be installed in the coming weeks, and some remaining in-water work will begin this summer following the end of local fishery restrictions.

Scientists are ringing the alarm bells that our native pollinators are disappearing at an unprecedented rate. One-third of all the food we eat is thanks to their amazing pollination services. You can be a hero and help these essential critters by creating a pollinator habitat in your own backyard, farm or balcony. See what simple additions you can make to your outdoor space to help build the Kawartha Pollinator Pathway and you could create a prize-winning pollinator habitat. The 2020 CKL Pollinator Garden Challenge is set to go. Anyone can participate: residents, schools, churches, businesses and farms. By planting pollinatorfriendly plants, we are building a corridor across City of Kawartha Lakes. Native pollinator plants are best but any single flower plant that hasn’t been sprayed with pesticides will do. Zinnias, though not native are always a good choice. Just take a picture of your garden or container in the spring and another picture at the end of July and send it in through the Bee City website. Older and new gardens can enter. First, second and third prize winners will be chosen in late August in three categories: • Children’s garden (12 and younger) • Adults Garden (13 and older) • Container Garden Please include at least one of the pollinator aids listed in the pollinator friendly gardens. DRIVE-INS REMIND US OF ANOTHER TIME

I remember as a teenager heading out to the local drive-in movie theatre. Whether it was just a date with one or a family outing, the drive-in theatre was a staple in our summer lives. With the COVID-19 pandemic ongoing, it’s been tough to get out to see a movie. But now, the Lindsay Drive-in Theatre at 229 Pigeon Lake Road is open for business. They, of course, have new rules in place at this time to follow Ontario guidelines. They ask that everyone follows the rules and, if not, they reserve the right to ask you to leave. Here are some of the new regulations: • 1 space allowed between each car (must be at least 2 metres away). They are open at half capacity to

vehicle, unless to use washroom. Sorry no convertibles or back of pickup trucks. • Snackbar and kids playground are closed • Washrooms are open with disinfecting and cleaning more often • Accepting Debit, Credit and mobile pay options at the box office. Even though Hollywood is still closed, they’ll be showing older release films on Friday through Tuesday. Please note that they can only allow 185 cars into the drive in which could result in patrons being turned away at the box office. But since they are open 5 days a week, there will be lots of chances to get in. So put the Netflix on hold and head out to the drive-in!

COTTAGERS URGED TO SELF-ISOLATE

Peterborough’s Medical Officer of Health, Dr. Rosana Salvaterra is asking seasonal residents and cottagers who are coming to our area to self-isolate for 14 days when they get here. Larger urban centres, such as Toronto, has a higher incidence of COVID-19 and a higher transmission rate that the Peterborough area, said Salvaterra. “We are still in a pandemic — and still in a state of emergency,” she said. “We are all still susceptible and can still transmit this virus to others.” Salvaterra said that the incubation period for the virus is 14 days and that’s why that time limit was set.

ROSEDALE RAINBARRELS

The Rosedale Boat Launch is the busiest in the Kawarthas. It hasn’t had any maintenance since the mid-1960s. There is shoreline erosion, potholes n the exit ramp and a hazardous underwater berm with the potential to damage motors, if not corrected. This is a costly project- approximately $50,000 needs to be community raised. The ‘Residents of Rosedale’ have taken this project on. Buying a rain barrel allows you to collect natural water (no additives) to use on your gardens and lawns. Gardeners say this is the best water for them- it’s always at the right temperature. They also collect the water away from your foundation to help reduce flooding. These rain barrels come with mosquito/ leaf screens, spigot and overflow valve and are well priced at just $55. Other accessories are available as well. Rosedale will receive $10 from each rain barrel towards this project. Order online before June 23 at www.rainbarrel. ca/Rosedale for pickup at the Rosedale Parkette July 3 from 3pm to 7pm or July 4 from 9am to 12pm. Orders are prepaid to lessen contact during these Covid19 times.

RMH UPDATE

Following the province’s introduction of expanded testing guidelines, the RMH COVID-19 Assessment Centre has seen a significant increase in testing numbers. To date, RMH, in partnership with Kawartha Lakes Paramedic Service, has provided 2,176 assessments, and 1,019 tests. “This increased testing volume is helping to identify COVID-19 cases in our community,” says Kelly Isfan, President and CEO, “and we encourage any community member who is concerned that they could have COVID-19 – whether due to mild symptoms, close contact with a suspected of confirmed case, or being at high risk due to their employment – to call us at 705-328-6217 to arrange testing.” Expanded testing may often result in additional cases says Dr. Lynn Noseworthy, Medical Officer of Health for the Haliburton, Kawartha, Pine Ridge District Health Unit, especially with people who do not have any symptoms of the virus. “The province and public health have been telling people to assume that everyone they come in contact with could potentially be a carrier of the virus,” says Dr. Noseworthy. “We know that some people are asymptomatic (have no symptoms) yet have the virus and this additional testing is helping to identify those cases so we can help stop the spread.” That’s why, both Dr. Noseworthy and Isfan urge residents to continue to follow the public health recommendations designed to stop the spread of the virus: • Maintain physical distance by staying 6 feet apart from others • Do not gather in groups of more than 10 • Wear a cloth mask if you are unable to maintain distance while out of your home (such as in a grocery store, public transit, etc.) • Wash and/or sanitize your hands often • Stay home if you are ill RMH, along with regional hospital partners, has received approval from Ontario Health to gradually

ramp up some surgeries and procedures. As we thoughtfully resume these services, our priority is to maintain the safety of patients, staff and physicians. If you are awaiting surgery at RMH, your physician will contact you to arrange pre-operative COVID-19 testing, and ask you to self-isolate prior to your procedure. Accessing COVID-19 Testing The COVID-19 Assessment Centre phone lines are open from 8am to 4pm daily and can be reached at 705-328-6217. Testing takes place at the Lindsay Exhibition, at 354 Angeline St. S, from 9:30 to 5:30 daily. Community members are encouraged to call to book a same-day appointment. Individuals without appointments can be tested at the centre, but may experience wait times. You can also review current symptoms, take a self-assessment and view your lab results at ontario.ca/coronavirus. Cloth masks If you’re heading to the hospital for an appointment or to the Emergency Department and already have a cloth mask, please wear it throughout your visit. If you don’t have a cloth mask, one will be provided to you, which is yours to keep. As we resume some services, we’ll need more cloth masks to provide to patients and essential visitors. If you are available to sew and donate cloth masks, please follow our guidelines. Thank you to all those who have donated cloth masks so far. You are truly making a difference and helping to conserve Personal Protective Equipment for our front-line workers.

PROVINCE PROVIDES $150 MILLION TO IMPROVE RURAL DIGITAL SERVICE

As Ontario safely and gradually begins to reopen, the provincial government is investing $150 million in reliable broadband and cellular service. This funding will help create even more economic and educational opportunities in rural, remote and underserved areas of the province. This is part of the province’s $315 million initiative called Up to Speed: Ontario’s Broadband and Cellular Action Plan. “As we carefully restart the economic engine of Canada, every region and every community will play a role in bringing jobs and prosperity back to our province,” said Premier Ford. “By investing in reliable broadband and cellular service, we are helping to create greater opportunity for our families, farmers and small business owners in rural and remote areas of this great province.” The new Improving Connectivity in Ontario, or ICON, program, when leveraged, has the potential to result in an investment of up to $500 million in total partner funding to improve connectivity in underserved and unserved areas. Applicants, including telecom companies, municipal governments, First Nation communities, and non-profits, will be invited to submit innovative proposals and lend their investment, expertise and experience to improve connectivity in communities across Ontario. The province will fund a portion of each approved project.

As many as 12 per cent of households in Ontario -- mostly in rural, remote or Northern areas -are underserved or unserved, according to the Canadian Radio-television and Telecommunications Commission. The City of Kawartha Lakes Parks, Recreation and Culture announced in May that their 42nd annual Lindsay Milk Run/KL21K would not take place in 2020 due to the COVID-19 pandemic. Effective Friday, June 12, 2020 at 12:01 a.m., the province will increase the limit on social gatherings from five to 10 people across the province, regardless of whether a region has moved to Stage 2. Additionally, all places of worship in Ontario will also be permitted to open with physical distancing in place and attendance limited to no more than 30 per cent of the building capacity to ensure the safety of worshippers. Public health unit regions allowed to move into Stage 2 on Friday, June 12 at 12:01 a.m. Include Haliburton, Kawartha, Pine Ridge District Health Unit, Peterborough Public Health among many others. KATIE’S RUN GOES VIRTUAL

Katie’s Run for Epilepsy, an annual event that has taken place every summer in beautiful Haliburton, Ontario since 2012 in support of epilepsy research, will look a little different on July 11, 2020 as its 9th annual event goes virtual. To ensure the safety of participants and volunteers, Katie’s Run activities will be held virtually through Facebook and Instagram. By registering, participants can choose their own 2.5K, 5K or 10K route to run, walk or jog in their own neighbourhoods, fundraise, enter to win prizes, and then connect through social media all day on July 11. In addition to sharing their own photos and results online, participants can look forward to updates, photos, announcements and guest appearances. “Due to the virtual nature of our event, we look forward to engaging with new participants who haven’t been able to attend the event in Haliburton, while welcoming back past participants, volunteers, sponsors and donors,” says co-founder Geri Woudstra. “This year’s online activities will include an auction, giveaways, a virtual warm-up and send-off, as well as special guest appearances.” The event will welcome back Anthony Farnell, Chief Meteorologist at Global News Toronto, as the MC for the event, along with his side-kick Storm the Weather Dog. There will also be appearances by “Man in Motion” Rick Hansen, Haliburton’s NHL hockey star Matt Duchene from the Nashville Predators, Purple Day Founder Cassidy Megan, and Olympic bobsled medalist Alex Kopacz. LONG-TERM CARE COMPANY TAKES MAJOR STEPS

The Board of Directors and management of Sienna Senior Living, which owns and operates Kawartha Lakes Retirement Residence and Case Manor in Bobcaygeon, is taking action in light of the report on long-term care homes in Ontario. In a statement issued this week, the company said: The information coming out about long-term care residences across our organization, some of which was detailed in the report of the Canadian Armed Forces (“CAF”), has shaken our team here at Sienna, most of whom go to work every day to provide compassionate, necessary frontline care for our residents. It is no secret that the challenges long-term care residences have been facing in dealing with the COVID-19 pandemic have been extraordinary and have brought to light the many short-comings that exist in our sector. While disturbing, the CAF report was written during the peak of a crisis situation. It does not reflect the current reality at our Altamont Care Community (“Altamont”) or other Sienna residences. The CAF will be providing an updated assessment before they depart Altamont in mid-June. Like all Canadians, we seek answers to the challenges we are facing. We are always looking to improve our delivery of care and in that spirit, today we are announcing a series of sweeping steps with respect to Sienna as a whole: • Immediate investigation: We have hired Paul Boniferro, former Deputy Attorney General of Ontario, to conduct an immediate, company-wide review into the policies, practices and culture at Sienna. This review will help us identify how best to ensure that our expectations of a respectful, safe and inclusive environment are met at every residence, at all hours of the day. • Additional health-care expertise: We have begun a search to hire a senior health and long-term care expert to act as senior advisor to our management and Board of Directors and to provide additional executive capacity to push forward with these new initiatives and address current challenges. • Frontline re-education: We are immediately introducing enhanced frontline education protocols focused on quality and safety to ensure all team members understand and provide the quality of care our residents deserve. While Sienna residences have ample access to personal protective equipment (PPE), this will include re-education sessions focused on PPE. • Zero tolerance policy and sensitivity training: We are reinforcing our zero-tolerance policy for inappropriate behaviour and conducting sensitivity training with frontline staff that will include a special lens to address the extenuating circumstances our residences are facing. • Increase communications: We are increasing our communications with our residents and their

families, including having already started holding videoconference town hall meetings across our network of residences that will continue so that we can hear directly from residents and their loved ones. We are also prioritizing regular virtual visits between residents and their loved ones. • Accelerating staffing, recruiting and retention efforts: While hiring and recruiting has been a challenge during the COVID-19 pandemic, Sienna is accelerating aggressive recruitment efforts. To further enhance quality and frequency of communication with families, we will also be allocating additional resources to this important work. Sienna has established a special committee that is overseeing all the initiatives listed above. We are committed to delivering full and transparent reporting of our progress, including in our communications with our residents and their loved ones and via regular postings on our website. Further, as part of the investigation led by Mr. Boniferro, any residences that raise red flags will be identified and addressed. Recently, the Sienna leadership team was made aware, by a whistleblower, of very serious and disturbing allegations of actions within our Camilla Care Community. We have dedicated resources to investigate the situation and will immediately take action should the allegations prove true. Our people – residents, families and staff – are our first priority and we are working to get to the bottom of this. Among the actions we have taken with respect to

our Camilla Care Community are the following: All team members who are the subject of the complaints have been put on administrative leave pending the outcome of the investigations into these allegations. We self-reported the allegations to the Ministry of Long-Term Care and to the Peel Regional Police. We voluntarily entered into an agreement with our hospital partner, Trillium Health Partners, to have them temporarily assume management of the residence and have committed to working cooperatively with them. We worked with Trillium Health Partners to retain an external third-party investigator to review these allegations. This investigation is underway. We believe that the measures we have announced today will ensure that we are able to quickly identify problems, make the situation better for our people and do what we want to do best – provide quality of care for our residents.

SUMMER SCHOOL FOR SOME

The Ontario government has developed a plan for the gradual and safe resumption of in-person instruction at postsecondary institutions across the province for the summer term. The plan was developed in consultation with the Chief Medical Officer of Health. Starting in July, limited in-person education and training may restart for students who were not able to graduate due to COVID-19 closures. This first phase will allow institutions to reopen to provide in-person instruction to students in essential, frontline, and


high labour market demand areas, such as nursing, personal support workers, engineering, and other critical professions. Thousands of students across the province could benefit from this summer’s reopening. In September, all students will have the opportunity to attend postsecondary education through virtual learning, in-class instruction, or hybrid formats. The limited summer reopening will help individual institutions prepare for the fall term by ensuring proper health and safety protocols are in place.

The Ross Memorial Hospital Foundation is honoured to be selected by members of 100 Men Kawartha Lakes to receive donations following its virtual meeting on June 3. The RMH Foundation was one of three local charities invited to speak to members and explain the needs for which they are fundraising. In consultation with the Chief Medical Officer of Health, the Ontario government has announced the gradual resumption of visits to long-term care homes, retirement homes, and other residential care settings. Family and friends will be allowed access to these settings beginning June 18. Long-term care homes will allow outdoor visits of one person per resident each week at a minimum. Retirement homes will resume indoor and outdoor visits in designated areas or resident suites when physical distancing can be maintained. Other residential care settings will be able to allow outdoor visits of two people at time. Physical distancing will be required for all visits. This approach will ensure the health and safety of residents, staff and visitors. They will be subject to strict health and safety protocols, including requiring visitors to pass active screening every time they visit, confirming with staff that they have tested negative for COVID-19 within the previous two weeks, and complying with the infection prevention and control protocols. This includes bringing and wearing a face covering during visits. For retirement homes, visitor admissions will vary from home to home depending upon their individual circumstances. Visits have been restricted since mid-March, with only essential visitors permitted to enter long-term care and retirement homes.
