OVER THE BACK FENCE

I don’t know what it is about this time of year, maybe it’s that people are more open to each other, but I am constantly reminded about the positive impact of volunteers and local business commitment in our communities. Here in Buckhorn, our annual Festival of Trees is on at the Buckhorn Community Centre. This year, there are more than 40 trees and home decor items generously sponsored by individuals and businesses. But it’s the volunteers who continue to inspire me. For instance, you see some of the same faces throughout the three weeks at the desk to sell tickets. The “Christmas Ladies” start work earlier in the year to get sponsorships, come up with tree themes, shop for the special ornaments and gifts under the trees and then lead the more than a dozen volunteer elves to decorate the trees and the BCC. There’s another team who gets together to make and bake

the scones for the Tea & Trees events (every Monday and Wednesday), serve the guests and do the cleanup! It really is a team effort! Santa Day in Fenelon Falls is another example of a well-oiled volunteer-driven event. The entire day in this little town is made up of family activities that are organized and staffed by volunteers. The visitors who come don’t see the hours of behind-thescenes work done by these committed volunteers. What they do see is a community that comes together to put on the best event they know how! And they sure know how! On December 9, the Bobcaygeon Santa Claus Parade comes to town. Sponsored and organized by the Bobcaygeon Kinette Club, 2023 marks the 75th annual parade! Again, it’s the volunteers who make it happen, from beginning to end. Congratulations to all the volunteers and businesses who have been part of our annual holiday in the Kawarthas! City Hall HOUSING PLEDGE FROM COUNCIL

At the Regular Council meeting on November 21, 2023, CAO Ron Taylor presented to Council the Kawartha Lakes Municipal Housing Pledge, a document that outlines how the municipality will support the provincially-set target of 6,500 new housing starts in Kawartha Lakes by 2031. The local target is part of the provincial goal to build 1.5 million new homes by 2031. Taylor explained that the municipality was planning growth to 2051 which essentially meets and exceeds the 6,500 target, although the timeline has been accelerated by the province. The three-year targets are: 477 starts in 2023, 542 starts in 2024 and 650 starts in 2025. It’s anticipated that subsequent years would have higher targets per year. Kawartha Lakes is on track to meet 80 percent of the 2023 target, a threshold which will provide funding for growth related infrastructure. Details on the funding are expected from the Ministry of Municipal Affairs and Housing by the end of the year. Integrated Approach Significant master plans and strategies are underway to support new development and a growing community. These plans involve critical infrastructure such as water, wastewater, roads and bridges. Two such plans are under way and open to public input: • Master Transportation Plan: To learn more, attend upcoming meetings and have your say, visit the Jump In, Kawartha Lakes engagement website. • Water and Wastewater Servicing and Capacity Master Plan: To learn more visit the Major Projects page, City-wide projects section on our website. There are several other master plans and strategies being refined to support the growth of the community, many which are being updated in 2024. The municipality has more than double the interest needed to meet development targets. Taylor noted that there are more than 17,000 “active” applications in the planning process estimated to be completed or advanced between now and 2051. Ministers Zoning Orders (MZOs) account for over 10,000 of these proposed housing units. The Province is reviewing all MZOs and may make changes in the future. Approximately 7,000 units are actively in the planning and development process. The Kawartha Lakes Housing Pledge commits to

establishing a full range of housing types, including a commitment to “true” Affordable and Supportive Housing units. Alongside the construction phase, a variety of population-supporting services will be needed, such as schools, hospitals, recreation and other services. The Pledge makes note that the municipality is relying on provincial investments within its jurisdiction, such as regional transit connections, education in the trades, workforce development and highway expansion. Under the current request for additional provincial support for health care, including the Ross Memorial Hospital, investment in Primary Care and the corresponding health system, including the critical need for family physicians in the area. Immediate next steps include: • Initiating water and wastewater systems expansion to support growth. • Rescinding the Development Charges Assistance policy, which allows deferral of payment by developers to future years. This policy was put in place several years ago and served its purpose to stimulate growth. A further review of the Development Charges By-Law will come in 2024 for rollout in 2025. • Strong Mayor Powers are granted by the province to enable the municipality to meet growth targets. Resulting policy and process changes will be brought forward to Council for consideration in 2024. Mayor Elmslie commented, “This Pledge is another step along the path to creating the housing needed in Kawartha Lakes. The previous Council endorsed the MZOs; this Council committed to this Pledge, our commitment to enabling needed housing in Kawartha Lakes. We’ll need the support of other levels of government to have the critical infrastructure and corresponding services in place to support 6,500 new homes. A portion of those new homes will be ‘true’ affordable units. We have a waiting list of almost 10 years and this Pledge is part and parcel of getting shovels in the ground.”

COUNCIL ADOPTS 2024 CAPITAL BUDGET

The City of Kawartha Lakes is proud to unveil its 2024 Capital Budget, a strategic roadmap for investing in and maintaining critical infrastructure to enhance the well-being of its residents. The Capital Budget of $70.6 million reflects Council’s decisions on strategic priorities amid the constraints faced by the current economic climate. As the City heads into 2024 Operating Budget deliberations on December 5, the general tax increase now sits at 3.58 percent while the special tax increase for the dedicated capital levy, which supports state-ofgood-repair capital needs, remains at 1.5 percent. The Capital Budget focuses on two categories of projects: • State-of-Good-Repair: Investments in existing assets to maintain functionality, condition, and lifespan.


Growth-Related: Investments in new or existing assets to meet the needs of development and growth. The 2024 Capital Budget represents a significant increase over 2022 and 2023 capital budgets of $57 and $58 million, respectively. The budget includes key projects such as road resurfacing, emergency services, facility upgrades and fleet expansions. • Repair, resurfacing and reconstruction of roads throughout the municipality, totaling $32.8 million. • Multi-year commitment to enhance emergency services including a new Paramedic Headquarters and Fleet Centre, the purchase of multiple fire trucks, equipment and a fire training centre burn tower. • Updates at several community centres and arenas, reconstruction of Memorial Park roadways, redevelopment of Pinewood Park and revitalization of Juniper Park. • Updates and accessibility enhancements at several library branches. Council will deliberate the Operating, Special Projects and Water and Wastewater Budgets on December 5, 2023. You can check out the Budget page on the City’s website for more information.

LIBRARY CLOSED FOR REPAIRS

The Lindsay Branch of the Kawartha Lakes Public Library will be closed on Saturday, December 2 to allow for construction work. The Branch will reopen to the public for regular hours on Monday, December 4. The Lindsay Branch book return, on the north side of the building, will remain open during this brief closure. All other branches of the Kawartha Lakes Public Library will be open regular hours on Saturday, December 2.

LINDSAY’S KING STREET TO GET A FACELIFT

The City of Kawartha Lakes is undertaking the detailed design for the reconstruction of King Street in Lindsay. The project involves full road reconstruction including replacement of watermain, sanitary sewer, storm sewer, replacement of the curb and gutter, installing new sidewalk and placing new asphalt. The project is being carried out in accordance with the Municipal Class Environmental Assessment (Class EA) process. Schedule A+ activities are pre-approved meaning they are limited in scale and have minimal adverse environmental effects. Schedule A+ activities are not subject to the Ministry of the Environment, Conservation and Parks appeal process; however, comments will be received by the City. There will be a Public Information Centre (PIC) on Wednesday, December 6 from 5pm to 7pm in the Victoria Room. The meeting will be an informal ‘Drop-In’ format where residents can view the design concept and ask questions of the representatives from the Project Team.

Here’s a great idea to get the family involved in helping others. For the next couple of weeks, make an effort to put together a family donation box to your local Food Bank or Outreach Centre. Make a list and give everyone in the family one item to add to the cart. Think pasta, sauce, soups, oatmeal, or anything else non-perishable. You can even take the kids grocery shopping and pick up items specifically for the donation. Some stores also have pre-prepared bags that you can pick up and add to your grocery cart. Whether you’re getting your Christmas shopping done, buying a little something for yourself or enjoying a meal with family and friends, there’s so many ways to fill your passport and spread some local love this holiday season. KINDNESS CARDS

If you’re looking for another way to get your kids involved for the holidays, here’s one that will help them give back to others who need a little love this holiday season. It’s the Kindness Cards Campaign from 100 Kids Who Care Kawartha Lakes. 100 Kids Who Care Kawartha Lakes gives children the opportunity to learn about their community, empowers them to become advocates for organizations and issues that matter to them, learn the importance of giving back and how they can use their time, treasure and talent to make a difference, and see the impact


they can have right here at home. The Kindness Card Campaign first launched in 2020 as a way for children to make holiday cards for seniors in their community. The campaign resulted in over 500 cards being delivered to seniors through Community Care’s Meals on Wheels program. Until December 14, any child who wants to participate is encouraged to make Kindness Cards for seniors during the holidays. Cards can take any shape or form, and can include seasons greetings and well wishes to seniors. The cards do not need to include the name of a senior and children can opt to sign their first name on the card if they choose. Kids are being asked to make a minimum of two cards each. For smaller children or kids who prefer not to make their own cards, colouring pages are available to download at www.100kidskawarthalakes.com. Cards can be dropped off at FRESH FUELL (146 Kent St West, Lindsay), Tradewinds Toys (110 Kent St., Lindsay) or RWH Construction (13 Lindsay Street, Fenelon Falls) anytime before December 14. Peterborough County’s Engineering & Design Division is looking for feedback on your experience during the 2023 County Roads construction program. There’s a 2023 Peterborough County Roads survey online at www.ptbocounty.ca/roadsurvey. MAKE THE PANTO YOUR NEW TRADITION Globus Theatre is excited to be presenting their 16th annual British Panto, Puss in Boots from December 6 to 17. In this traditional British Panto, written by Sarah Quick, Harry, Dame Tallulah Tart’s youngest son, has inherited a cat. But not just any cat...this cat can talk! Join in on the adventure with Harry and discover where Puss’ gift of the gab will take them. Into a world of madcap characters, dastardly villains and a Princess that Harry is determined to marry. As with all British pantomimes, prepare for hilarious, colourful and crazy fun with traditional characters. While the kids will enjoy the action, songs and audience participation, local references and

innuendos ensure that adults will love the story just as much, if not more. Sarah Quick says, “I am so excited to have so many children participating in this year’s panto. So many in fact that we have three separate casts so that all of them have great parts that allow them to shine. And of course, James taking the role of the Dame for his 16th time - he truly is a sight to behold! It’s a time of great joy here at Globus Theatre and we can’t wait to entertain the schools that are coming and the families that make it part of their holiday season every year.” Globus’ yearly panto is an opportunity for community actors both young and young at heart to perform with the theatre’s professional company. This year there are more than 40 local young people participating. Puss in Boots is also excited to be presenting six sold out school shows including ones for Bobcaygeon, Dunsford, Ridgewood and Fenelon, before opening to the public from December 8 to December 17. There are evening performances at 8pm on Fridays and Saturdays and matinee performances at 2pm on Saturdays and Sundays. You can add a delicious 3-course Christmas dinner before the performance for Friday and Saturday evenings. This is a wonderful way to start a new holiday tradition. Tickets are $35 for adults and $22.50 for children or students under 12 for the show only. You can add the dinner for $45 for adults and $20 for children 10 and under. On Saturday, January 13, 2024, the Bobcaygeon Curling Club will host the Town & Country Mixed Bonspiel. This enjoyable mixed bonspiel has been sponsored by Dianne and Fred Livie, owners of Town and Country Decorating, for more than 30 years. It features two 8 end games, lunch, catered dinner and prizes. Teams consist of two men and two women who can play any of the curling positions. Two draws are planned, beginning at 8:30am and 10:45am respectively. The entry fee is $240 per team. This bonspiel has proven very popular with both out of town and Bobcaygeon teams. CELEBRATING SERVICE AND EXCELLENCE

Ross Memorial Hospital celebrated their team members during the annual Long Service and Excellence Awards in the hospital cafeteria recently. The awards celebrate RMH employees and professional staff marking significant milestones at the hospital, along with individuals nominated by their peers in specific categories of excellence. The 129 Long Service Award recipients this year are employees and professional staff who have worked at Ross Memorial for a minimum of 5 years, and up to 45 years. The two longest-tenured team members who were celebrated are Dr. Mervyn A. Stone and Carole McBride, Director of Critical Care, Medicine and Patient Flow. They have worked at Ross Memorial for 45 and 40 years, respectively. The accumulative number of years served by the 129 Long Service Award recipients is 1,550 years. Twenty-nine individuals received an Excellence Award this year across four categories: • Dedicated to Excellence • Champions of Change Awards • Committed to the Team Awards • Respectful Communicator Award A full list of the Long Service and Excellence Award recipients can be found at www.rmh.org.

LINDSAY CHAMBER WELCOMES NEW ED

There have been some changes at the top for the Lindsay & District Chamber of Commerce. Executive Director Terry Guiel took the helm on November 13, 2023 from Allyssa Adams, who had been in the position since March of 2022. In early October, she left the job and the Chamber’s Board set about finding a new Executive Director. Terry is a former City of Peterborough City Councillor, legal assistant and was the Executive Director of Peterborough’s DBIA for 10 years. He has served on more than 40 boards and committees over the years with the most recent being as an elected board of management member for the Ontario

Business Improvement Area Association (OBIAA). Terry loves working with small businesses, championing all things local and working closely with Chamber members, local leaders and community groups. PEDESTRIAN BRIDGE RECONSTRUCTION

Construction is set to begin on the Rainbow Pedestrian Bridge in Lindsay. The bridge will be closed from Monday, December 4, 2023 with work anticipated to be wrapped up by Frida, May 17, 2024. The Rainbow Pedestrian Bridge is located on the Victoria Rail Trail, 1 kilometre north of Dobson Street and 50 metres east of the intersection of Russell Street East and Water Street in Lindsay. The bridge is set to undergo a full replacement. A detour will be in place
