City Hall COUNCIL APPROVES 2020 OPERATING BUDGET

At the Special Council meeting on December 3, Council approved the 2020 Operating Budget. There will be a 3.5 percent increase to the tax levy, slightly below the forecasted increase in the long-term financial plan. Council received a presentation from Jennifer Stover, Director of Corporate Services. Stover noted that the Operating Budget is $205 million of a total municipal budget of $305 million. The Capital, Water and Wastewater and Special Project Budgets were adopted by Council on November 26 totalling $100 million. Pressures on the budget such as reduced funding from other levels of government, increased winter control costs and waste management costs made it difficult to bring the budget in under target. Council supported adding $200,000 to the budget from the Child Care Reserve to make up for provincial reductions. This will support child care fee subsidies for up to 79 additional children in 2020 as a onetime transition until the provincial model has been solidified. The $400,000 in reductions to Paramedic funding from the province will be offset by internal budget adjustments. All boards and agencies were held to 2019 budget levels. Council directed staff to provide a further $300,000 in reductions to the budget through operational efficiencies across the organization. These reductions will not impact service levels. Council invested in enhanced services for 2020 in the following areas:

The 2020 budgets include funding for minor staff increases to support enhanced service delivery. “By leveraging grants, alternative funding sources and bringing work in-house where prudent, we’ve invested in staff with very minimal impact to the tax levy,” said Mayor Andy Letham. “I’m pleased that we’ve been able to look at innovative ways to deliver municipal services that ensure taxpayers receive top value for their dollar. We deliver over 200 services to residents of Kawartha Lakes. We do this by running a lean business model and leveraging all opportunities available to us,” commented Ron Taylor, CAO. The final budget will be published online in the New Year.

It is once again budget time in CKL, and it was obvious from the meeting on November 26 that Council was having a tough time making sure that all the worthwhile projects received the attention they deserved. Discussions are expected to go on for at least another two weeks as Council attempts to get these issues squared away before the Christmas Break. A few highlights included:

COBY SCHOOL HOUSE TO BE DEMOLISHED

Kawartha Lakes Council has made a decision to demolish the old Coboconk School House located at 2 River Road, Coboconk. The building is currently privately owned. The City has had complaints going back to 2012 about the poor upkeep of the old schoolhouse, and its threat to locals who might be tempted to enter the building and explore. The City has had numerous discussions with

the building’s owner which have gone nowhere. The building continues to deteriorate, and recently a section of roofing collapsed, taking a supporting wall with it. Communications with the owner completely broke down in 2018, causing the City to take the unusual step of seeking tenders for the building’s demolition, with all costs being charged to the delinquent owner. Seven tenders for the building’s destruction were received with a wide range of bids, from $81,400 to $415,000. The City decided to go with Maxx North Group Inc, the lowest of the seven bids received. Work is to begin immediately, and the City hopes that the demolition can be completed by December 31, 2019. The bid from Maxx North Group includes the demolition, backfilling, grading and landscaping of the soon to be vacant lot. Demolition cannot come soon enough for neighbours of the old school house “who have found shingles and other debris from the property blowing off the building and onto the City street and neighbouring properties, increasing the liability risk.” A local heritage home expert shared with me that the City bid seems very low for a property that will likely “be subject to considerable hazardous waste remediation.” He shared that if the Coboconk school received the typical boiler upgrades that many of the one-room school houses enjoyed in the late 50s and early 60s, asbestos and its proper removal “will need to be a priority of the demolition firm and its crew.” The City has said that the entire cost will be recoverable from the owner of the property and returned to offset the budget expenditure. They said that if the owner defaults, the amount will be added to the taxes and eventually recovered through collection of the taxes or tax sales. While residents in Coboconk will be glad to see the eyesore coming down, they are also sad that unlike many of the other one-room school houses across the old Victoria County, the example in Coboconk has not been converted into an attractive heritage home or business that would benefit the community as a whole. KETTLE CAMPAIGN CONTINUES

A SPECIAL TIME OF THE YEAR

The Winter Solstice is fast approaching for those of us who inhabit the northern hemisphere. On Saturday, December 21 at 11:19pm, the solstice occurs. The Winter Solstice marks the 24-hour time period with the fewest daylight hours. Simply said, the Winter Solstice is the shortest day and longest night of the year. The history of the Winter Solstice is an interesting and ancient one. The old Roman calendar denoted the Winter Solstice on December 25. When the Gregorian calendar was created the date was moved to December 21. In certain cultures around the world this event took on great significance. In pre-Christian Scandinavia, the Feast of Juul occurred on this day. Outdoor fires would be lit in every village to symbolize the heat and light of the returning sun. The Juul logs were gathered for the many bonfires and the Juul boar was cooked for the community’s feasting pleasure. There was also much Juul singing as people gathered like the Whos from Whoville around the roaring bonfire. Many historians believe that the Juul celebration became a Yule celebration when imported by the Vikings to parts of the British Isles conquered by these fierce Nordic warriors. Many of us would recognize the idea of the Yule log, Yule feast and Yule singing as intrinsically important parts of our modern day Christmas celebration. In ancient Rome, they celebrated Saturnalia to coincide with the Winter Solstice. The festival began on December 17 and lasted for seven days. The festival celebrated Saturn, the King of the Roman gods. There were lavish banquets given by those who could afford it, gifts were exchanged and schools and businesses

were closed so families could reunite for this important celebration. Roman custom also encouraged that individual quarrels should be forgotten, and attempts be made to start relationships anew. In China and East Asia, the Dongzhi Festival was celebrated to mark the advent of the Winter Solstice. The festival was a celebration of the more abundant daylight and a return of more positive energy that would improve all aspects of a person’s life. In Iran, the Winter Solstice was celebrated by a gathering called Shab e-Yalda, or Yalda for short. The one-day festival celebrated the longest and darkest night of the year. Families would gather to eat, drink and read poetry until the early hours of the next morning. Across North America, the First Nations people, who were keen astrologers, realized the importance of the shortest day of the year. The Winter Solstice was marked by community gatherings, religious ceremonies that typically celebrated a sun deity, and hope that soon the snows would be receding and new life would begin to spring up across Turtle Island. It is easy enough to imagine the influence that particularly Juul and Saturnalia might have had on the creation and formation of our Christmas traditions as the three festivals blended and shared the best that each culture had to offer. Whatever you and your family have planned for Winter Solstice, enjoy and stay warm. Spring is soon on the way!

KINSMEN TOY DRIVE NEEDS YOUR HELP

The Lindsay Kinsmen Club needs your help. Every November since 1947, the club has made it a goal to provide toys for less fortunate children in CKL. In 2018 close to 600 children were beneficiaries of this program. The club hopes to service 900 deserving children in 2019. There are more than 60 locations across CKL where you can drop off a new unwrapped toy. The barrels will be available at those and many other locations until December 20. If you are too busy to drop off something at one of the many barrel locations, the club encourages you to go to its website, www.lindsaykinsmen.ca, and click on their PayPal Account link where much needed donations of cash can be made. City of Kawartha Lakes Social Services sorts the applications of potential recipients and passes on to the club a list of children who qualify based on need. On December 21, 22 and 23 the children and their guardian are invited to come to 50 Mary Street West to pick a toy of their choice. If you are looking for the opportunity this Christmas season to make a stranger’s life brighter, don’t hesitate to get involved. 1,800 YEARS IN THE MAKING

An essential part of the Christmas season in western culture is an individual called Santa Claus. This person is thought to be based on a real individual. His appearance and back story have been radically altered by writers during the ensuing generations to create a much more accessible and less austere individual that would appeal to children in Europe and North America. Historians tell us that there was once a monk named Nicholas. He was born almost 1,800 years ago in modern day Turkey and was renowned for his piety and kindness. Nicholas, the son of wealthy merchants, gave away all his inherited wealth and travelled the countryside helping the poor and the sick. Over the centuries, the story of this kindly man spread and he soon became known as the protector of children and sailors. St. Nicholas’s feast day is celebrated on the anniversary of his death, December 6. This day was considered a lucky day to make large purchases or get married. By the 1400s, St. Nicholas was the most popular saint in Europe, and even after the Reformation when the veneration of saints was discouraged, St. Nicholas maintained his positive reputation, particularly in Holland. St. Nicholas arrived in North America with the first flood of Dutch immigrants to the New World. As early as 1773, New York City newspapers reported

on groups of Dutch families gathering to honour the anniversary of Nicholas’s death. The Dutch knew Nicholas as Sinter Klaas, and woodcuts of the saint were found on display in many Dutch migrants homes. Gift giving, mainly focused on children, has been an important part of the Christmas celebration since the holiday’s rejuvenation in the early 19th Century. Stores began advertising Christmas shopping in North America in the 1820s. Santa Claus made his first appearance dressed as the traditional St. Nicholas at a Philadelphia shop and thousands of children were attracted to see this gradually evolving saint. Santa Claus was in for a major makeover in the 1800s, thanks to Clement Clarke Moore and Thomas Nast. They created the modern day Santa Claus we are most familiar

with an individual who flies house to house on Christmas Eve in a miniature sleigh pulled by eight tiny reindeer leaving presents for deserving children. Nast’s drawings depicted Santa as a rotund cheerful man with a white beard holding a sack of toys for lucky children. He also gave Santa his bright red suit trimmed with white fur, North Pole workshop, elves and his wife, Mrs. Claus. The story of Santa Claus spread across Europe in the 19th Century, and with a few local variations Santa became Christkind in Switzerland, Kris Kringle in Germany, Jultomten in Scandinavia, Father Christmas in England, and Pere Noel in France. The final part of the now familiar Santa Claus story was added during World War II when Robert L. May wrote the poem entitled, Rudolph the Red Nosed Reindeer, put to music by Johnny Marks and released by American country legend Gene Autry. The song initially sold two million copies in the United States, the story has been translated into 25 languages and a cartoon narrated by Burl Ives and released in 1964 has been charming audiences ever since. With the addition of Santa’s ninth reindeer, the story of Santa Claus was complete, at least for right now. When you pass one of the mall Santas this holiday season, take a close look and remember how far Santa has come in the last 1,800 years. Popular culture has kept St. Nicholas’s penchant for good works and gift giving and grafted that onto a body that is more child friendly and one that in the last two centuries has come to represent the “real” Santa Claus.

can be extremely hard to stick to a budget so here are some money saving tips to keep in mind this holiday season! It is best to make a list, determine a budget for each gift and stick to it. If you can’t find a gift for your price point – then opt for gift cards so that they can be used after Christmas in all the retail sales. Why not consider “teaming-up” and go in on gifts with others to limit costs and maintain your budget? Set expectations with family so that everyone plans to spend specific amounts on gift giving. You could also choose to have an adult name-picking or secret Santa. Don’t forget the Dollar Store, they are great for Christmas stocking stuffers, wrappings, cards, and decorations. Who says you have to spend a lot to get into the Holiday Spirit? You can also choose to delegate the dishes or have a potluck dinner to reduce the cost of a large family meal. Everyone has a specialty that they could bring if asked and it is up to the hostess to coordinate the meal and tell people what to bring. You might tell your guests to also bring their own alcohol. If you are hosting the event at your home, you shouldn’t be expected to foot the bill for all the drinks. Instead have a Christmas punch and let everyone BYOB. Consider buying gifts really early or too late. When you buy early, you can take advantage of store sales and discounts, but don’t fall into the trap of buying more and going over your budget. Christmas can be a wonderful time. For many, it is their favorite time of the year but for others it is the opposite. For these people, it’s a time filled with dread, financial pressures, and emptiness. It can also be a time of depression, stress and anxiety. Depression involves both mind and body and it affects how a person thinks, feels and behaves. Anxiety can be triggered by stress. Those suffering with anxiety or depression may also experience headaches, fatigue, muscle pain, infertility, insomnia and poor or upset digestion. Chronic stress increases chances of hypertension, stroke and heart attack. Acupuncture treatments are a wonderful way to help relieve stress, anxiety and other symptoms. A (Chinese) registered acupuncturist evaluates the entire body, including physical and emotional systems. Each treatment is uniquely tailored to each patient to treat not only the symptoms but the root cause of the issue. They may also incorporate cupping, guasha, moxibustion and offer lifestyle and nutritional counseling. Acupuncture has been shown to work for stress and anxiety through the nervous system. It effects two main components of the nervous system; the sympathetic nervous system, which is our fight or flight response,

as well as our parasympathetic nervous system, which is our rest and digest system. These affect heart rate and blood pressure. Finding the appropriate stress treatment and management strategy is critical to maintaining a healthier you and a higher quality of life. Chinese acupuncture can be great to combat the stress in your life!

HELPING BUILD COMMUNITES

Residents of Kawartha Lakes and local communities and organizations now have a a new tool to help build our “community of communities.” Community Foundation of Kawartha Lakes has been launched. President and Co-Founder of the Community Foundation of Kawartha Lakes, Mike Perry, introduced the premise of the foundation. “This is a new tool to help people and build our communities by creating more local funds. It’s a new way of filling gaps using social investments and funds that can be long-term and keep growing with interest.” He said, “Unlike traditional donations, community foundations establish funds for donors from which money is directed in accordance with fund-holders’ wishes.” Perry also noted that community foundations use local charities to deliver on fund-holders’ wishes, what he characterized as a “win-win-win. Chris Handley, on behalf of local organizers in Fenelon Falls, announced that they would be starting a fund within the Community Foundation of Kawartha Lakes to directly support many current and future projects in Fenelon and area. The Business & Community Development Corporation will be establishing the community foundation’s first fund, capitalizing on the foundation’s flexibility to provide $250,000 in low-interest loans to local entrepreneurs and innovators. My name is Elf, I’m an elf on the shelf I come out at Christmas each year The rest of the time I’m in hiding What a wonderful career. I may not be very clever But I bring my people such joy Unfortunately, this year, the kitty cat Thought I was a toy. I didn’t think that kitty Could reach me where I was But kitty would not be thwarted She thought I was a plaything of fuzz. I thought I’d hidden high enough So kitty wouldn’t know But I didn’t account for her leaping And swatting wasn’t just for show. I was knocked off my perch without warning And ended under the couch There staring at me at eye level Was kitty in a perilous crouch. The sound of the food bag, it saved me As kitty scampered away I’m not sure if it’s safe to escape here So I think this is where I will stay. The Haggis will be the star at the Buckhorn Community Centre on Sunday, January 19 as they host their annual Robbie Burns Dinner. Scotland’s national poet, Robert Burns is recognized around the world for his work focusing on universal themes of love and nature. Today, ceremonies are held to celebrate his life and times. At the BCC, doors open at 1pm with the official ceremony and dinner at 1:45pm. Be prepared for soe great music and stories, as well as a traditional feast (with Haggis, of course).
