As I listened to Premier Ford on the radio today, I was reminded of the stories my Mom would tell of her father sitting around the radio to hear news of World War I. We are definitely living in a different time. I can’t imagine the grief of those who have lost loved ones, here in Bobcaygeon and anywhere else in the world. Not being able to be there to say goodbye, to have one more hug or even an “I love you, too” must be devastating. But hopefully they can take comfort in knowing that everything possible was done by our healthcare workers to help. I also can’t imagine the feeling of helplessness faced by our healthcare teams in emergency rooms and longterm care homes who are tasked with supporting these victims, many of whom they know and care about, They have been trained to make things

better, to heal those who need them. In this case, there is nothing more they can do. I want to take this space to thank everyone who is working right now to help us stay home and try to stop the spread of COVID-19. Thank you from the bottom of my heart. We have all heard our politicians and medical experts talk about the measures we need to take to help stop this virus -- stay at home, wash your hands, maintain physical distancing. I want to applaud them, too. We have never faced anything like this and to speculate on an “end date” would be irresponsible. If we have learned anything in the past month during our selfisolation and physical distancing, it’s that our communities are strong, our commitment to one another is strong, and when we face adversity, we are stronger together. Stay well.

City Hall Mayor Andy Letham has been communicating daily via Facebook and Youtube, giving City of Kawartha Lakes residents an update on the City’s response to the COVID-19 pandemic. Here are his words from April 1, 2020. “Good afternoon, it’s Wednesday April 1, 2020. I just want to take a minute and think about how different our conversations were a month ago on March 1. The safety of our home, Kawartha Lakes, and its residents continues to be the number one priority for all of us. The tragedy at Pinecrest nursing home has made the national news and the media continues to report on the numbers coming from the home. As local residents, let’s not lose focus that these are not just stats. These numbers represent parents, grandparents, spouses, siblings and most importantly, loved ones. Together, lets make sure that we are remembering who they were as people, people who grew up here and who were apart of shaping the community we all enjoy today. The two words that immediately come to mind are heartbroken, and frustrated. Our hearts are very heavy as the situation continues to unfold and we’re frustrated because we are all wondering what more we can do to help. And that still remains, staying at home and keeping your distance from others. Ontario has further extended their state of emergency for at least another two weeks. With that being said, we continue to focus on critical services only, echoing announcements about public safety by being risk-adverse and closing all municipal spaces where contact may occur. Stay informed as we continue to evaluate those services levels and we will have further updates moving forward later this week. Thank you and stay safe.” 4

FOOD BANKS RESPOND TO NEED

With growing concerns around COVID-19, the Kawartha Lakes Food Source would like to provide a summary of our response to date and our commitment to our community moving forward. At this time, the Kawartha Lakes Food Source, as well as all 10 of our member food banks remain operational as an essential service. The month of March saw just under 1,500 individuals access food from food banks across the Kawartha Lakes. This is a 44% increase in individuals served compared to February. The health and safety of our staff, volunteers, and food bank visitors is of the utmost importance and we are following the lead of our local, provincial, and Canadian public health agencies during this important time. We want to ensure the food banks across the City of Kawartha Lakes remain a safe environment. What the Kawartha Lakes Food Source is doing: • Continuing daily to monitor developments related to COVID-19 as well as local public health protocols and recommendations. • Regularly communicating with Feed Ontario, our provincial food banking representative, for ongoing updates. • Disseminating information to our 10 member food banks, as well as other community social service organizations which are not an official member of our services. • Staff and volunteers are required to practice effective handwashing and good respiratory hygiene. Sanitizers, soaps, gloves, and other items are made available to them. Regular cleaning protocols are in place to ensure a clean and hygienic workplace – with extra attention being paid to surfaces which may have been handled by a member of the public. • Donated items are either sanitized prior to being redistributed to the community, or they are set aside for a minimum of 7 days before being handled and redistributed. • All vulnerable volunteers, including those over the age of 60, or those with pre-existing medical conditions, have been asked to stay home. • Only two of our staff members are working at the distribution centre at one time. The remainder of our distribution centre team is working from home. • Our Kawartha Lakes Food Source distribution centre is closed to the public at this time, and food banks are scheduled to pick up supplies one day each week in order to minimize traffic around our building. • We have made formal requests to all local elected representatives to relieve the pressure currently being put on food banks by providing immediate financial aid to social assistance recipients, as well as creating a stabilization fund to provide support to non-profits, such as food banks, which are currently providing front line supports during this unexpected pandemic.


What our member food banks are doing: • As mentioned, the Kawartha Lakes Food Source has 10 member food banks across the City of Kawartha Lakes. These food banks each are comprised of their own leadership teams. Each of them also operates out of very different spaces. These factors may change the way in which they choose to alter services in response to COVID-19. However, across all food banks, the following changes have been made. All food banks have moved to an appointment only model, in order to minimize the number of individuals in and around the food banks at any given time. Many food banks are having clients wait outside of the building while they retrieve their food and essentials. • Food banks have changed from a shopping model to a hamper model to minimize time spent at the food bank, and the number of items being handled. • When items are being given to clients, they are being set out in bags or boxes by food bank volunteers. After the volunteer has stepped 2 meters away from the items, the client retrieves their items. • Donated items are either sanitized prior to being redistributed to the community, or they are set aside for a minimum of 7 days before being handled and redistributed. • Regular cleaning protocols are in place to ensure a clean and hygienic workplace – with extra attention being paid to surfaces the public come in contact with. Please know that the Kawartha Lakes Food Source, and our member food banks, are doing their part to ensure the community remains safe and healthy, while continuing to provide essential services to those in need. We will continue to monitor this situation closely and provide ongoing updates to the community as needed. LOCAL CITIZENS CREATE RELIEF FUND

CURLING CLUB HELPS COMMUNITY CARE: The Bobcaygeon Curling Club recently presented a cheque of $14,085 to the Community Care Foundation. COVID-19 has hit close to home and the community is rising to assist in this tremendous time of need. A group of concerned citizens has taken the lead to create a fund to help patients, families and health-care workers affected by COVID-19 in Bobcaygeon, Ontario and surrounding area; a community among the hardest hit by the virus in Kawartha Lakes. “The stories I have heard about what’s happening are horrible,” admits City of Kawartha Lakes Councillor Kathleen Seymour-Fagan whose Ward includes Bobcaygeon and area. “Our hearts go out to the victims and their families. We have to do something and I know people want to help. We’re in this together.” Seymour-Fagan and a few concerned local citizens


have created the Bobcaygeon and Area COVID-19 Relief Fund to provide immediate assistance for eligible COVID-19 affected patients, families and health-care workers in the Bobcaygeon area with immediate support including food supplies, transportation, technology, hiring and overtime costs, and mental wellness counselling. The Fund will be administered by the Community Foundation of Kawartha Lakes, advised by members of the Bobcaygeon community lead by Councillor Seymour-Fagan. “I am honoured that the Foundation was tapped to help take action to address this challenge in our community,” stated Foundation President Mike Perry. The eligibility of each recipient to receive funds will be determined collaboratively by the Community Foundation of Kawartha Lakes and the Bobcaygeon advisors, using best efforts. The approach to determine the eligibility of the recipients of the fund will be accountable as well as generous and inclusive. The Community Foundation of Kawartha Lakes will supply the funds to local businesses, charities and municipal bodies to deliver the funded goods and services to those identified in need. All activities undertaken will align with the objects of the Community Foundation of Kawartha Lakes and charitable purposes as defined by the Canadian Revenue Agency. The Community Foundation of Kawartha Lakes stands ready to help create additional funds to help the communities of Kawartha Lakes. To make a donation to the Bobcaygeon and

Early in March, before spring arrives, the daffodils start to shoot up on the south side of our home. It only takes a little warm sun to melt the snow and green shoots suddenly appear. Family have told us that the daffodil bulbs were given to my husbands’ grandmother, Victoria Ingram, by a neighbour, and lovingly planted under the living room window. They have been popping up in the same place for at least 75 years. Some years they may get covered by snow or touched by frost, but they still produce their beautiful yellow flowers around the end of April. Daffodils are native to the Mediterranean region, and still grow wild in some areas of Europe. Bulbs were brought to Canada by the early settlers from the British Isles. There are many different varieties, but they all give us hope that better things will come. Daffodils are one of the earliest flowers to bloom in the spring, and are often associated with rebirth. The daffodil flower has also been seen as a symbol of, creativity, inspiration, renewal, vitality, awareness, inner reflection, memory and forgiveness. Please note the bulb is poisonous. Do not eat. In North America the daffodil is the official flower of the Cancer Society, symbolizing hope for a cure. Now in 2020, we need this symbol of rebirth and hope as much as ever.

TAXES AMID COVID-19

In light of the COVID-19 pandemic, the Canada Revenue Agency has extended the deadline for filing 2019 taxes.

Individuals • Filing date for 2019 tax year is June 1, 2020 • Payment date for 2019 tax year is September 1, 2020 Self-employed and spouse • Filing date for 2019 tax year is June 15, 2020 • Payment date for 2019 tax year is September 1, 2020 Penalties and interest will not be charged if the deferred payment requirements are met by September 1, 2020. Penalties and interest relief will be considered on a case-by-case basis for income tax balances that are not covered by the COVID-19 relief provisions described below. In addition, the Canadian government has established the Canada Emergency Response Benefit (CERB). This taxable benefit would provide $2,000 a month for up to four months for workers who lose their income as a result of the COVID-19 pandemic. The CRA will not take any collection action on new tax debts until further notice. For existing tax debts (i.e., as of March 19, 2020, flexible payment arrangements will be available). As well, effective immediately and until further notice, the CRA is suspending all garnishment notices (requirements to pay). The CRA is encouraging taxpayers to use the CRA’s suite of secure digital services to interact with the CRA and easily manage their tax affairs anytime, anywhere.

The CRA call centres will continue to be open from 9am to 9pm Monday to Friday, and 9am to 5pm. on Saturdays (local time). However, to comply with social distancing measures and to protect the health and safety of employees, the CRA may have fewer agents answering calls. As a result, the CRA can only answer calls regarding 2019 income tax and benefit returns, receiving benefit payments or setting up the My Account service.

A MESSAGE FROM LAURIE SCOTT

“Since the onset of COVID-19 I’ve been working in collaboration with my cabinet colleagues, long-term care operators, including but not limited to Pinecrest, to do everything possible to ensure that they have every tool available to prevent new infections and to respond to staffing challenges. This is a tragic situation unfolding in this small community and its heartwarming to see everyone doing everything they can to help the residents, staff and families of Pinecrest. It’s also why we continue to ask everyone to follow the Chief Medical Officers direction to stay safe, do your part and stay apart and to please self isolate. Long term care homes across the country are feeling the stress of this global pandemic and our health care workers should be applauded for their heroic deeds in keeping all long term care facilities working, and keeping residents as safe as possible at this unprecedented time. I’d also like to take this opportunity to provide the community with the following update from the Ministry of Long Term Care and provincial government in relation to Pinecrest. This is a tragic situation and we are working around the clock with ministry officials, the local public health unit, and Extendicare Assist, who have been brought in to assist Pinecrest during this crisis. Our government is seriously concerned about the situation at Pinecrest and we are working rapidly to support the home and others affected by COVID-19. From the outset of an outbreak being declared, the ministry directed the home to institute outbreak management protocols. All long-term care homes in Ontario are required to have plans in place to manage outbreaks. Also, once an outbreak is declared, the local public health unit is immediately engaged to begin assisting with

outbreak management protocols. Further to that, we assisted Pinecrest to secure the management company Extendicare Assist, which has a team on the ground that includes an administrator, an additional site lead who arrived today, and health care staff. They are also offering expert support through virtual channels. Per outbreak protocol, the home has been closed to all admissions and all non-essential activities, and isolation is in effect. Deep commercial cleaning is taking place in care areas of the home, the kitchen is closed and food is being safely brought in, and housekeeping and support staff are being redeployed to support other duties in the home. Since the COVID-19 pandemic began, we have acted to provide flexibility to our long-term care homes so they are best able to fight this virus. We have issued two emergency orders, adjusted regulations, and provided guidelines to our long-term care sector. We are also redeploying our inspectors to support the long-term care system throughout the COVID-19 crisis. These nurses, dieticians, and physiotherapists will be supporting long-term care homes on the ground through staff, supply, and care coordination, serving as pointpeople with Public Health, helping homes to prevent and contain infections, and many other tasks necessary to the safety and security of residents. These are extraordinary times and this serious situation is evolving quickly. Health & Wellness COMMUNITY SPREAD OF THE VIRUS

On Wednesday, March 25, Dr. Lynn Noseworthy, Medical Officer of Health for the HKPR District Health Unit, shared these thoughts: “The local health unit is urging everyone to take precautions to prevent the spread of COVID-19 now that it is known the virus is spreading in the community. This virus is no longer only being seen in people who have travelled to impacted areas or have had contact with a confirmed case. We now know that the virus is being passed between people in our communities. This means it is more important than ever that everyone follow the public health recommendations designed to help stop the spread of COVID-19 in our communities. This includes: • Staying home if sick – not going to work and staying away from other people to prevent the spread • Washing hands frequently and thoroughly • Covering coughs and sneezes and washing hands • Maintaining social (physical) distancing of six feet between people The provincial government has implemented measures to help prevent the spread, including the closure of schools and daycares (except for children of health care workers), the closure of non-essential businesses, restrictions on visitors to long-term care and retirement homes, and the mandatory cancellation of any collection of people larger than 50. I urge everyone to take this virus seriously. We need everyone to follow these measures. SCHOOLS REMAIN CLOSED

Due to the rapidly evolving COVID-19 outbreak, the Ontario government announced that schools and child care centres will remain closed to protect the health and safety of students and staff. To ensure continuity of learning, the government is launching the second phase of Learn at Home. Developed in conjunction with education partners, the government is establishing clarity for parents, enhancing education supports, and creating opportunities for teachers and educators to connect with students. “The decision to extend school closures was not made lightly,” said Premier Ford. “At the same time, we cannot put the school year in jeopardy. That’s why we’re providing additional tools for at-home learning and ensuring students from kindergarten to Grade 12 to postsecondary education can finish their academic year and get the credits they need to graduate.” Public schools will remain closed to teachers until Friday, May 1 and to students until Monday, May 4. Christine Ibbotson is the Author of “How to Retire Debt Free and Wealthy” and is a regular contributor to The Kawartha Promoter. We share her thoughts on the stock market in the midst of the COVID-19 Pandemic.

Don’t panic! I would suggest to just hang on to your portfolio and not follow the crowd into a selling frenzy that we are now seeing in the stock market. Today, the fears surrounding the impact of COVID-19, now called a global pandemic, and the oil crisis continue to cause our markets to be unstable. There seems to be no end to the rapid changes that have been hitting our markets with the TSX dropping 12.3% on Thursday, March 12th. This was lower than “Black Monday” in 1987 and some say even lower than the big market drop of 1940 when Germany invaded France. Even though you may be filled with anxiety and worry, it is important to keep calm and see there is usually always a silver lining in every tragedy that we must endure throughout our lives. We have seen the markets do this many times in the past. It is important to remember that what goes down, always comes right back up when you are looking at the stock market throughout history. I know the markets are tumbling into double digit losses, but I must remind you that you really haven’t lost anything unless you sell – so don’t panic and do not sell. This is exactly what people did in the 2008 Financial Crisis only to wonder when to get back into the market when it began to rebound. During that time, many investors cashed in their portfolios in a panic sell that we are now once again witnessing with the COVID-19 pandemic. In the past this behaviour caused investors to lose thousands of hard-earned capital when they cashed out, only to turn around a few months later to buy back into the market as it began to climb, of course at a much higher stock price. Why not see this as a stock market “SALE” event? Your advisor may call this a Tactical Asset Allocation – using a unique event or opportunity to purchase stock at an undervalued cost. It is important to always seek professional guidance especially during these times of market uncertainty. While we can’t say that we are out

of the continued downward trend of equity markets, the sharp sell offs will soon dissipate and as we have always witnessed in the past, markets will begin to rebuild. Talk to your advisor and see if this new market landscape is something you can take advantage of. This is the time to be buying good stock picks that are at record low prices and a great value. We don’t want to be short sighted when investing for the future. Consider the long-term advantages of buying into the market at low price points to capitalize on future profit when the market turns again.

BUDGETING DURING THE COVID-19 PANDEMIC

The Coronavirus pandemic has given us all time to think and provided a forced slow-down and a “preretirement” wakeup call. As we do our part in “social distancing,” those of you who are child-free or no longer have young children in need of constant care; you’ve now had a glimpse of what it would be like to be home all the time. In other words, AKA: RETIRED! So what do you think? This is the time to start thinking seriously about how you want to spend your time in retirement. By Deb Crossen It comes as no surprise that Royal Canadian Legion branches, Lion’s Clubs and other not-forprofit organizations where people gather are closed during this COVID-19 pandemic. Events for raising funds or just having fun have been postponed or cancelled. Once this is behind us, it will be even more important to support our community organizations and attend these events. Losing revenue from a twoor three-month shutdown could be the difference between surviving this or having to close doors. That, in our communities and for residents who rely on them, would be tragic. I urge you all to stay safe during this time, but as soon as the green light is given by health authorities, please support these organizations. They help us when we need it the most, so let’s give some back to them.

COMMUNITY CARE IS STILL OPEN

Submitted by Graeme Morrison During this difficult time, we’re pleased to share that Community Care continues to operate its Meals on Wheels service across the City of Kawartha Lakes. Both frozen and hot meal deliveries are still taking place, and we are still accepting new clients. We’re happy to be able to provide this service if it means helping keep people comfortable at home during a time when social distancing is so important. LOCAL WOMAN REACHING OUT TO SENIORS

A 35-year-old woman from Cameron is spearheading a movement to reach out to seniors, one she calls “Adopt a Senior.”


Ashley Wiles and a group of her friends will be placing a phone call, email, or video call to an older person matched to them based on common interests and hobbies. Ashley says she will be in contact with retirement homes and long-term care facilities as well as local legions to make those connections. “I feel very strongly about respecting, honouring and paying attention to the elders we have left,” she told us. “They all deserve a kind message to know they are thought of and who knows maybe even at the end of the pandemic some new friends will be made.” Ashley insists that this communication will be at a distance and there will be no physical contact with the senior. We at The Kawartha Promoter applaud Ashley’s efforts that shows another way our communities stay strong.

HOMEMADE MASKS CAN HELP RMH

From RMH Foundation website While homemade masks are not being accepted for frontline caregivers at Ross Memorial Hospital, they are an option for visitors and patients who are leaving the hospital and heading home with instructions to ensure the masks are used and cleaned properly. A simple 2-ply, pleated mask design can be found online.In addition to regular sewing equipment, you will need: • Dark-coloured polyester fabric for the outside of the mask (this could be substituted with 100% cotton if polyester is not available) • Light-coloured 100% cotton for the part of the mask that goes against the skin • Elastic for ear loops (note: If elastic is not available, cloth ties can be used) Please use clean fabric to make the masks. Ross Memorial Hospital will also wash all masks before distributing them. It will be everyone’s responsibility to keep their mask clean. We recommend washing masks daily with hot water and laundry detergent. If you’re donating them to the hospital, please put your sewn masks in a clear, labelled plastic bag with your contact information (name, address, email address and phone number). Providing your contact information gives us the opportunity to thank you! The masks can be dropped off in the Ross Memorial Hospital’s main lobby between 10am and 4pm Monday to Friday. HUGHES: Terrance Michael “Terry” Terry began his spirit journey on Thursday March 26, 2020. He is lovingly remembered and forever remains in the heart of his life partner and best friend Kim. Father of Preston and Michael (Jayme) and proud grandpa of his two beautiful grandchildren Hudson and Briar, all of Bobcaygeon. He is predeceased by his wife Bonnie (Kimble) (2010). Also predeceased by his parents Louis and Fayvette (nee Ingalls) Hughes and stepmother Patricia Hughes (nee Kachmarsky) and his sister Wendy Hughes. Survived by his sisters Kathy Hughes, Brigid Tippett (Brian), Tamara Hughes, Maureen Brand (Martinus), Alexia Hughes (Dwight Fraser) and brothers Pat Hughes (Darlene), Thomas Hughes (Sharon), and Joseph Hughes (Sarah). Terry leaves behind so many friends and extended family including his mother-in-law Arling Wall and of course Stacey (Justin Walker), Kelley (Cayle Bohmer), Scott Ingram (Lindsay) and five more adored grand babies Beau, Everly, Ivory, Kurtis and Deacon. Terry was lovingly adopted into the Hughes family as an infant. In recent years he was able to meet some of his half siblings and his birth mother. After retiring from General Motors, then enjoying more than a decade working at Happy Days Houseboats, he was newly retired for the second time, looking forward to spending every day here at the cabin with his beloved animals. He was in his element as a “homesteader”. He had a lifelong appreciation for all music and was an avid Bob Dylan fan. In the past he was actively involved in local minor hockey. More recently, his hobbies included snowmobiling, playing his guitar and he and Kim shared a passion for rescuing and restoring historic log cabins. He will remain in the hearts of all who knew and loved him. Cremation has taken place. A Celebration of Terry’s Life will be held at a later date.
