Another long weekend is here, and I’m sufficiently recovered from my episode with COVID so I can spend time with family and friends! Maybe a little fishing is on the agenda ... On a much more serious note, on Monday of this week, Pope Francis issued a historic apology to Indigenous Peoples for the Roman Catholic Church’s role in residential schools. His remarks, which included words like “humbled” and “ashamed”, have given me some hope that this will be at least the beginning of longawaited plans for reconciliation with the Indigenous people. Not only the thousands who survived the abuse, but also the culture as a whole. It’s no longer acceptable to sweep this under the rug of Canadian history ... we must learn to listen to the truth and

make amends. It is way past time for leaders in both the church and governments to do what’s right in reconciliation for the treatment of Indigenous Peoples. While we can’t take away the pain of the past, we can ensure that the future is better. There is so much we can discover by sharing our cultures, without putting one above the other. There is a curiosity about Indigenous spirituality and culture that transcends the egregious behaviour of past generations. We need to provide opportunities for our young people to learn from other cultures, not be afraid of them. I am hopeful that the words of Pope Francis, and others, will be recognized for what they are ... a starting point. This is by no means the end of the discussion and what comes next from the Catholic Church, and our governments, will be even more important. In the meantime, my friends, stay well. City Hall CKL COUNCIL HIGHLIGHTS

The following are highlights of the Regular Council Meeting on July 19, 2022. The meeting can be viewed on the City’s YouTube channel. Planning Advisory Committee Meeting The Minutes of the July 6, 2022 Planning Advisory Committee Meeting were received and the recommendations were adopted. The PAC recommendations will see up to 3,139 new units of housing reaching the next stages of their respective levels of approval in the following developments: • Up to 1884 units in Tribute North (considered and referred back to staff at second Public Meeting) • Up to 1035 units in Tribute South (considered and referred back to staff at initial Public Meeting) • 98 Units in Morningside Phase 2 (Subdivision Agreement approval to permit construction activities) • 122 Units in Sugarwood Phase 2 (Subdivision Agreement approval to permit construction activities) Challenges Confronting Kawartha Lakes Housing Corporation (KLH) The KLH Board requests that Council direct Housing Services staff to, in collaboration with KLH staff, explore new approaches and recommend specific strategies to address the complex challenges confronting KLH and other community housing providers. The requested scope of the review should consider the following: • Adjusting or redefining the services and supports provided by KLH; • Revising goals, commitments, obligations, expectations, funding formulae, etc.; • Developing and implementing a plan to advocate to the upper levels of government and other sectors to collaborate and effect system-level change. A further motion that City staff be directed to collaborate with KLH staff to explore new approaches and strategies to address the challenges as requested by KLH. The motion was passed and the collaboration will move forward with City staff directed to report back to Council with recommendations as part of the 2023 budget process. Old Mill Heritage Conservation District Study Study results from a two-year review of the area known as Old Mill – Pumpkin Hollow have come

forward to Council recommending a plan to move forward. The primary significance of the area is that it is the original settlement site of Lindsay (Purdy’s Mills) and also contains a large number of historic residential properties. Public consultation is largely in support of the designation, as heard through a series of public meetings and participation on Jump In, Kawartha Lakes. Council adopted the recommendation to develop a heritage conservation district plan to guide future development in the area. It will take approximately 12 months to complete with more public consultation to be included. 2022 Municipal Election - Compliance Audit Committee Council authorized the City Clerk to advertise to fill the positions on the Compliance Audit Committee for the 2022 Municipal Election. Under the Municipal Election Act (MEA), “an elector who is entitled to vote in an election and believes on reasonable grounds that a candidate has contravened a provision of this Act relating to election campaign finances may apply for a compliance audit of the candidate’s election campaign finances”. The City Clerk along with the Director of Corporate Services will interview candidates and report back to Council on the recommended membership for the Compliance Audit Committee. A by-law will be brought forward prior to October 1, 2022 to appoint the members of the Compliance Audit Committee and to adopt the Terms of Reference for the Compliance Audit Committee for the 2022 and 2026 calendar years. Development Concierge Program Council adopted a Development Concierge Program that will provide business owners, developers and investors with a formal service to help facilitate the development application process through a single and consistent point of contact throughout the project’s lifecycle. This program will focus on larger and complex employment and industrial and will assist businesses with navigating the development aspects of their project. It will connect them with a range of services offered by Economic Development including sector specific business programming and support, funding opportunities and connections to the wider business network and community in Kawartha Lakes. Release of the Fenelon Falls C.H.E.S.T Funds The Kawartha Works Community Co-operative (KWCC) have been approved for funding in the amount of $7,500 from the Fenelon Falls Legacy


C.H.E.S.T Funds. KWCC’s purpose is to improve the social infrastructure in Kawartha Lakes by enabling the creation, development and management of notfor-profit initiatives with artistic, cultural, recreational, health, environmental, economic and social improvement aims. The funds will be used to install three wayfinding signs for the Grove Theatre. Curbside Leaf and Yard Collection After a successful pilot program, staff recommended that curbside leaf and yard collection at high density multi-residential locations and trailer parks will take place each year along with regular leaf and yard collection events beginning in 2023. Overall there were no major operational or timing issues while collecting leaf and yard waste from the new locations during the pilot program. Adding these locations to City-wide leaf and yard collection events will help to divert waste from landfills while only adding approximately $9,000 to the annual budget. Fourth Route for Lindsay Transit Service Council adopted a staff report recommending to add a fourth route to the Lindsay Transit service to service the community in the northwest portion of Lindsay. The route will be finalized with public input to come over the summer months. Watch for opportunities on the transit buses as well as on Jump In, Kawartha Lakes. Modifications will also be made to enhance service on the other three existing routes. Fenelon Falls Cemetery Board Through Council’s direction in 2018 to consolidate terms of reference for Committees and Boards, it was recommended that the Fenelon Falls Cemetery Board (FFCB) consolidate with the Kawartha Lakes Cemetery Committee (KLCC). This Committee oversees a number of cemeteries across the municipality. The consolidation was paused until January 1, 2023. At that time, the administration, management and operations of the Fenelon Falls Cemetery were set to be consolidated into KLCC. A motion was adopted to have the Fenelon Falls Cemetery Board remain intact through the end of 2023 for an orderly transition. Juniper Street property in Fenelon Falls Two deputations were made by the public concerning the Juniper Street property that had been declared surplus by the City in 2014. The property has been in negotiations for sale to the Fenelon Community Housing Initiative for social housing but the sale did not proceed. After studies determined that servicing capacity is not sufficient to accommodate the proposed development on the property and that re-zoning for residential use would not be permitted, staff recommended that the surplus declaration be revoked. A further motion was adopted that the staff

Any further change of use or surplus declaration would be the business of future Council. A staff report will come back by March 31, 2023 on the best use of the property. Fair Avenue in Lindsay Council adopted that staff take the necessary steps to make Fair Avenue from Adelaide to Albert a oneway street. The work will take place by September 30, 2022. The next Council meeting will be held August 23 at 1pm. Public attendance in Council Chambers is available by appointment through the Clerk’s Office. The Kawartha Lakes City Council and School Board Trustee elections are fast approaching and staff are busy putting in place supports for residents to have a smooth voting experience. All eligible voters have a role to play in ensuring a quick and easy voting process and there are a number of resources available. The first step to a strong voter turnout is to have the most up-to-date and accurate Voters’ List. Residents can confirm whether they are on the list to vote and that their information is accurate by visiting www. VoterLookup.ca. Those on the list will receive a Voting PIN Letter in September. When verifying if you are on the Voters’ List at www. VoterLookup.ca, please select Kawartha Lakes as your municipality. The system may not recognize your mailing address community name. The municipality is also hosting three Voter Information Sessions throughout August and

The City of Kawartha Lakes is looking for experienced professionals for appointment to the Municipal Elections Compliance Audit Committee for the 2022 Municipal Election. The City of Kawartha Lakes Compliance Audit Committee has full authority under the Municipal Elections Act, 1996, as amended, to address applications requesting an audit of election campaign finances. This Compliance Audit Committee would be responsible for the following: • Review applications and grant or reject audit requests; • Where an audit is granted, to appoint an auditor and review the audit report; and • Where indicated, decide whether legal proceedings shall be commenced. The Compliance Audit Committee will consist of three to five members selected by the City Clerk and the Director of Corporate Services, as approved by Council. Committee members must have the ability to understand and apply the election campaign finance provisions of the Municipal Elections Act, 1996 and should be considered impartial with respect to their ability to fulfill their responsibilities. Successful applicants will be paid $100 per meeting as required. Applicants for the Municipal Election Compliance Audit Committee should: • Have an understanding of municipal campaign finance provisions; • Have experience as a member of a municipal committee, board, or quasi-judicial body; • Have flexibility to attend day and evening


meetings, as required; and Have a background in accounting, auditing, law, election administration or public administration. Applicants cannot be candidates or agents in the 2022 municipal election, members of Council or local boards of the City, any persons who are registered third party advertisers in the 2022 municipal election, or employees of the City. If you still choose to do family fireworks on your property or have an informal neighbourhood display, fireworks may only be used on the day before, the day of, and the day after the holiday. If you notice someone having an out of control fire or unsafely setting off fireworks and would like to report it right away, please call 911. For all other non-emergency fire related complaints, please call Kawartha Lakes Fire Rescue Service at 705-324-5731 and follow the prompts.

The 40th Annual Fenelon Falls Show & Flea Market takes place on July 30 and 31 at the Fenelon Fairgrounds. A community fundraiser for The Fenelon Falls & District Lions Club, the event features street machines, antiques, replicars, heavy trucks, motorcyles and much more. Show hours are Saturday from 10am to 5pm and Sunday from 10am to 4pm. General admission is $8 for an adult weekend pass, while children under the age of 12 are admitted free. But an influx of new residents in town threatens to throw things into disarray. The talent show is thrust into turmoil, the Harvest Queen pageant is a fashion disaster, the homecraft committee suspect sabotage and the rooster crowing competition crown holder looks to be the victim of fowl play. Stakes are high, the competition is fierce and it looks like someone would kill to be the winner. Will this 44th anniversary event be the town’s downfall or will fairness prevail? Beginning Tuesday, July 26, United Way for the City of Kawartha Lakes will be offering fresh produce from Edwin Binney’s Community Garden. Every

Tuesday between 10am and 3pm -- or as long as our stock last -- interested shoppers can visit our 50 Mary Street location in Lindsay to choose from a selection of freshly harvested veggies, fruits, and herbs. Since the garden’s inception, we have donated nearly 35,000lbs, the overwhelming majority of our harvest, to local organizations and food banks to help combat food insecurity in our region. As we continue to expand and develop this initiative, fundraising for new pilot projects and additions will be imperative. The new Farm Stand represents one such opportunity for our organization, with all proceeds earned being put back into the ongoing development and maintenance

The two stones in the centre represent the convergence of the granite and limestone. It offers a peaceful place to meet, to rest, to enjoy a variety of plants and flowers as well as discover the ancient power of eight. Your involvement, by the purchase of a stone, breathes life into this project, supported by the City of Kawartha Lakes. When you buy a Garden Stone you are helping to build The Land Between Garden, designed to bring a sense of beauty, caring and a focal point to our community. The City of Kawartha Lakes will be hosting the GO-VAXX Bus Clinic at the Kirkfield Fire Hall on Saturday August 6 from 11am to 5pm. The clinic will be offering the following vaccines: The Pfizer COVID19 vaccine for first, second and booster doses for adult and youth ages 12 and up; the pediatric Pfizer COVID19 vaccine for children aged five to 11 If you would like to get vaccinated at a GOVAXX bus or mobile indoor clinic, remember to: • Bring your health card — if you do not have a health card or if it’s expired, bring another form of government-issued photo identification such as a driver’s license, passport, status card or birth certificate. • Eat and drink something before you arrive at your appointment to prevent feeling faint or dizzy while being vaccinated. • Dress for the weather in case there is a line-up. • Wear clothing that allows for easy access to your upper arm, such as a loose-fitting top or a t-shirt. • Bring a mask as you may be required to wear one. BUCKHORN FESTIVAL OF THE ARTS RETURNS

For the first time since 2019, the Buckhorn Festival of the Arts returns to the Buckhorn Community Centre on Saturday, August 13 and Sunday, August 14. The Fenelon Falls Senior Citizens’ Club celebrated a significant milestone in June, commemorating 50 years of club operations and service to the community. Attending the celebration, Laurie Scott, MPP for Haliburton–Kawartha Lakes-Brock took the opportunity to present to Jean Smith, the longstanding club president with a 50th Anniversary congratulatory scroll. Laurie also stepped in to draw the winning grand raffle tickets. Congratulations were extended to all prize winners: 1st prize of $3,000 cash ~ Anne Kulmala, who was in attendance to receive her prize; 2nd prize of $1,500 Sobeys gift cards ~ Chris Handley; 3rd prize of Dinner/Theatre Combo ~ Jan Craig Worrall; 4th prize of tree/planting from Rockwood ~ Heather Hume; and the 5th prize of a Gift certificate from KATVA ~ John Ireland. The Club once again thanked all those supporting the current fundraising efforts. There is much appreciation to all who bought tickets, sold tickets and helped promote the Club. The Seniors Citizens’ Club of Fenelon and its membership have served the needs of the Fenelon Falls seniors for more than 50 years. New members are always welcome, an application can be picked up at the club or by visiting our website. The small and dedicated group of volunteers who offer years of experience running this amazing organization and this building has grown smaller and there is an urgent need for additional volunteers to ensure that the facility remains open and available for all who use it. Four young women graduating from our local secondary schools were recognized for their influence, role modeling and positive leadership with The Soroptimist Positive Influence Award at their respective commencement exercises. Soroptimist International of Kawartha Lakes joined with the local schools by presenting the award to one female graduating student from each of the four secondary schools in Kawartha Lakes. The modest cash award and certificate are presented to a young woman for being an exemplary role model to her peers, focusing on positive character traits, specifically those who model values, beliefs and attitudes that inspire others. Congratulations to the 2022 recipients: • Olivia Van Schaik, Fenelon Falls Secondary School; • Kyra Carson, I.E. Weldon Secondary School; • Mikayla Johnston, Lindsay Collegiate and Vocational Institute; • Ella McGregor, St. Thomas Aquinas Catholic Secondary School. The award is in recognition of RoseMary Reid, a member of Soroptimist International of York Region, formerly from the Peterborough club for her contributions to Soroptimists. RoseMary served as 2016-2017 President of Soroptimist International of the Americas, overseeing clubs in 21 countries and territories. Soroptimist International of Kawartha Lakes is a volunteer service organization for women dedicated to improving the lives of women and girls in local communities and throughout the world. Founded in 2011, the club is part of Soroptimist International where 72.000 Soroptimists in 121 countries and territories contribute time and financial support to community-based projects that educate, empower and enable opportunities for women and girls. MOVIES ON THE LOCKS

The Kawartha Art Gallery is hosting a series of retro movies at Lock 34 in Fenelon Falls and Lock 32 in Bobcaygeon in August. The movie begins at 9 pm; admission is FREE, but you should arrive by 8:30pm to get set up before the film begins. Ben’s Kettle Corn will be onsite to sell kettle corn, cotton candy, and sno cones, so bring some cash to enjoy to some snacks!
