Advisory for the approaching long weekend:

NSRI are appealing to bathers and boaters, on inland and coastal waters, to exercise caution over the coming long weekend. A Full Moon Spring Tide, which peaked on the 18th of April, bringing stronger than normal rip-currents, coupled with rainy and storm weather expected later this week coupled with an expected influx of vacationers to inland and coastal waterways over the long weekend are cause for concern and extreme caution is advised. Please take into account, now that Winter is fast approaching, that sea conditions are expected to be very rough over this long weekend despite warm weather giving the false appearance of calm seas. Children should have responsible adult supervision around water at all times, at inland waterways and swimming pools and along the coast. Bathers at the coast should be cautious of going too deep into the ocean and should be aware of strong rip-currents prevailing from the recently passed full-moon spring tide. If you are caught in a rip-current don't panic.

As hard as it sounds go with the current and don't swim against the current ( don't swim against the current towards shore) as doing so will only cause exhaustion. Wave towards shore and scream for help.

BITOU MUNICIPALITY WATER RESTRICTIONS IN BITOU Notice to all users of Municipal portable drinking water for good water management habits and practices for the continuation to limit or restrict the use of water”.

The restrictions, shall still apply within the boundaries of the Bitou Municipality.

Residents are still encouraged to continue with the ‘good water management habits and practices’ already achieved previously.

The municipality has received numerous enquiries regarding the water usage and restrictions in our town, whether they are still in place and enforced. The purpose of this notice is to remind and inform all municipal potable water users of the continuous water restrictions imposed, and further compliance therewith.

Saving water has become a priority for the Bitou Municipality and residents are urged to be mindful of using the precious commodity carefully.

The dam level is currently at 39% full, 21% less than the (minimum) desired level of 60%, before water restrictions can be lifted.

The Keurbooms river flow for March 2011 is 800 l/s. A 12% increase of river flow as compared to March 2010, but it is still 20 % less than average rainfall years.

The water demand decreased on average by 6% between the period November 2010 to February 2011, there is therefore a need to call for further co-operation with the existing water restrictions. The previous savings demonstrated that it is possible to manage our water demand and use water responsibly."

Residence with boreholes are encouraged to use borehole water for gardening purposes instead of the clean water and grey water must be used as well for gardening purposes.

The Bitou Municipality appeals to all residents and visitors to be mindful of the water situation and weather patterns over the coming months with further dry conditions in the near future to be experienced. You are therefore urged to be wise with water usage as the emergency situation isn’t behind us yet.

I wish to thank you for your reply.

May I request, in terms of your Batho Pele, (openness and transparency) if you can give figures as to the number of prosecutions that have been implemented by the Municipality with regard to illegal connections to the Municipal Electricity supply and tampering with the pre paid meter system.

I do not accept your position of “difficulty in taking legal action” if you find illegal connections to informal dwellings where there are no consumer details. Surely knowing the dwelling in question that has the illegal connection is enough to serve a notice to the occupants of your taking legal action against them. You do not seem to have problems serving summonses on people walking with their dogs off leads.

To find these illegal connections is not difficult as the wires hang across the various buildings and roads in full view but you desire residents to report the illegal connections rather than get the Municipal Police to do their job.

A couple of years ago – I was dragged kicking and screaming from my cosy nest in Johannesburg to Plettenberg Bay. I had heard that out of season this town was an old age home, and my son, said not to worry - he would design a really smart Zimmer frame with racing stripes and BIG shopping basket for me.

That is another subject anyway. It

is now eleven thirty on a Thursday morning and I have just put my cleaning materials away. I started at seven thirty. Does anyone else have this problem? The house has only two people living in it, my beloved and me - and of course our two angelic doggies. That does not matter to me – I think of all those germs that did their job during the twelve hours and so every day I have to clean all four bedrooms, although only one is used.

I remember things in passing – like “must get that special white sponge from downstairs” that cleans finger prints and dirty marks off everything. Not a thing passes my beady eyes, not an insect, fly trail, half eaten something or scuff mark, or anything. Four bathrooms, two lounges, dining room, kitchen, scullery and verandah. In between I am at the washing machine every few minutes to check that everything is being washed PROPERLY, or it immediately gets soaked in “special stuff”. Not only am I pathetic about the house – has it followed through to my car. I hardly ever carry passengers- but there are rules. No eating or drinking in the car and wipe feel well before entering.

Then there is the garage – my husband’s domain. If it was left to him, I would not be able to park my

“special stuff” and I proceed with the face. In between tut-tutting as I wipe a little mark off this thing and a little mark off that thing. Sometimes I have to nip off to the “Special cupboard” that keeps my cleaning things from prying eyes – and quick check that they are still straight and facing frontwards – and neatly take one of them. The face make up is a lengthy job as well – because it is a bit like plastering an old building where things have slipped - I seem to make a lot of smudges as well – that once again needs another sort of “special stuff.” That is age….that I do know - but do other people behave like me or am I all alone in this world.

Hello My Lovely Family and Friends, A letter from Sendai 3/14/2011 Things here in Sendai have been rather surreal. But I am very blessed to have wonderful friends who are helping me a lot.

Since my shack is even more worthy of that name, I am now staying at a friend's home.

We share supplies like water, food and a kerosene heater. We sleep lined up in one room, eat by candlelight, share stories. It is warm, friendly, and beautiful. During the day we help each other clean up the mess in our homes. People sit in their cars, looking at news on their navigation screens, or line up to get drinking water when a source is open.

If someone has water running in their home, they put out a sign so people can come to fill up their jugs and buckets. It's utterly amazingly that where I am there has been no looting, no pushing in lines. People leave their front door open, as it is safer when an earthquake strikes. People keep saying, "Oh, this is how it used to be in the old days when everyone helped one another."

Quakes keep coming. Last night they struck about every 15 minutes. Sirens are constant and helicopters pass overhead often. We got water for a few hours in our homes last night, and now it is for half a day. Electricity came on this afternoon. Gas has not yet come on. But all of this is by area. Some people have these things, others do not. No one has washed for several days. We feel grubby, but there are so much more important concerns than that for us now. I love this peeling away of non-essentials. Living fully on the level of instinct, of intuition, of caring, of what is needed for survival, not just of me, but of the entire group. There are strange parallel universes happening.

Houses a mess in some places, yet then a house with futons or laundry out drying in the sun. People lining up for water and food, and yet a few people out walking their dogs. All happening at the same time.

Other unexpected touches of beauty are first, the silence at night. No cars. No one out on the streets. And the heavens at night are scattered with stars. I usually can see about two, but now the whole sky is filled.

The mountains are Sendai are solid and with the crisp air we can see them silhouetted against the sky magnificently. And the Japanese themselves are so wonderful. I come back to my shack to check on it each day, now to send this e-mail since the electricity is on, and I find food and water left in my entranceway. I have no idea from whom, but it is there. Old men in green hats go from door to door checking to see if everyone is OK. People talk to complete strangers asking if they need help. I see no signs of fear. Resignation, yes, but fear or panic, no.

They tell us we can expect aftershocks, and even other major quakes, for another month or more. And we are getting constant tremors, rolls, shaking, rumbling. I am blessed in

Proposals are hereby invited for the Supply, Delivery, Installation and Project Management of SANS APPROVED Low Pressure Solar Water Heating Systems for Bitou Municipality Low Cost Housing.

Bid documents will be available as from 7h30 on Thursday, 21 April 2011, and thereafter on weekdays from 07:30 until16:30, at Supply Chain Management Unit, 17 Marine Drive, Plettenberg Bay. A non-refundable tender participation fee of R100 payable in cash or by cheque made out in favour of the Employer or proof of deposit into the bank account of the Employer is required on collection or prior to the issuing of the tender document. Only tenderers who can provide proof of payment may submit tenders.

Proposals will be evaluated based on the eligibility criteria as set out on the bid document i.e. bidders scoring 70 % and above will further be evaluated.

Preference will be given to Bitou Municipality local based companies. Bidders must note that this bid may be awarded to more than one bidder.

Bids are to be completed in accordance with the conditions and bid rules contained in the bid documents and supporting documents must be placed in a sealed envelope and externally endorsed WITH THE RFP NUMBER, DESCRIPTION AND CLOSING DATE OF THE RFP, must be deposited in the Bid Box, at the office of the Bitou Municipality, Supply Chain Management Unit, No 17, Marine Way, Plettenberg Bay not later than 12:00 on 20 April 2011, bids will be opened immediately thereafter, in public (Municipality Services and Infrastructure Development boardroom: Bitou Municipality).

Bidder’s to note the following: The Municipality and residents will not have to pay anything towards this project. Bitou Municipality recognises that this opportunity is only available if and while subsidies can be sourced from Eskom or another third party.

The successful bidder(s) shall enter into a memorandum of understanding (MOU) with Bitou Municipality regarding the final acceptance of the bid.

This Agreement will be for three (3) years starting at the day of signature, with installation starting within three (3) months after signature.

The successful bidder shall be given the right to deal in the carbon credits to make the project viable and sustainable. The bid must include a long term plan regarding proposals for maintenance and replacement of equipment for at least 1 year after installation.

The equipment must be of excellent quality from an Eskom accredited supplier/installer and the bidder shall ensure that it is accepted by the residents. A sample SWH installation including specifications of geyser and the installation shall be included/demonstrated The bid shall include a comprehensive implementation plan that will include items such as a marketing campaign, training, complaints office, timeframes, maintenance, etc.

The bidder shall stipulate what similar projects have been successfully accomplished by him/her.

Everybody was satisfied and understood the act and responsibilities of law enforcement.

We challenge the law enforcement, police and CPF to work together to solve any possibilities that CPF police and law enforcement can have an amicable meeting whereby they can put together strategies and action plans to protect the community while the political parties are busy campaigning to get votes.

If local IEC officials have done excellent job to high light role and responsibility of IEC officials, revered fraternal, CPF and local political parties have signed code of conduct of the IEC. Snippets for the Week So happy to report that we are spaying like crazy in Kwanokuthula. Having difficulty to keep to my roster, as so many people are asking for help. Thank you to Paws for arranging the mass spay this past Sunday, the Vets who made this possible, as well as all the helpers. Together we managed to sterilize 55 dogs. As there are just so many dogs to be spayed, it would really make a huge impact to reduce over population, if we could do this once a month for the next 6 months. Let us hope that this could be made possible.

It would be so great if the Plett animal population were under control. This would mean no more euthenizing, no more unwanted dogs and puppies, no more homeless and starving dogs, no more abuse and neglect cases. Let us all try to work together to achieve this - for the sake of the animals.

Conservation Corner

On Tuesday the 12th of April, the ORCA Foundation had an outdoor classroom educational day at the beach. A group of matric learners from Johannesburg were presented with various topics of conservation.

The ORCA team was made up of volunteers and researchers. Each one of the 6 team members was given a topic to present to the group. Some of the topics e.g. seahorses and S.A.S.S. evaluations, were presented inside. Others like sandy beaches and rocky shores were presented in those specific areas. Biodiversity was discussed, and the learners also got to show off their theatrical side with some improvisation exercises based around conservation. The foundation manager, Tracy Meitjies, gave a conservation message to the entire group. The educational day at the beach was a big success, and both the learners and the ORCA team had a great day.

Easter Weekend here we are

Last week Sunday the streets of KwaNokuthula were busy, at the same time getting blessings as the congregations were walking in the streets. Easter weekend is considered a very important weekend by the Christians as it marks the death and resurrection of Jesus Christ.

Too many people this long weekend is seen as just time to have funny.

In the entertainment businesses is an opportunity to make money as there will be events that are specific created special for this weekend.

The buzz sales will increase as everybody will be out partying and that does not sound good to religious people as Easter is a very important day. The behavior of people during this time also affects government as the rate of drink and drive increase lead to increase in accidents, that does not only cost the families who lost their loved ones as government had to be responsible for fixing the roads that are destroyed during accidents as well as the roads accidents fund to the victims.

Although it is good to have funny I hope this time around everybody will behave during the parties that will take place over this coming long weekend.

In terms of entertainment during Easter there is nothing confirmed to me as everything I had heared at the moment is still rumors, such as the Easter Soccer Tournament that will take place in KwaNokuthula sport ground according to the rumors and there are also possibilities of live entertainment besides the game during the opening and closing of the event.

Over the period of the last two weeks ,competitiors from Plett Surf Lifesaving Club challenged teams from the coastline of South Africa at National level.

A small team of seven, comprised of Junior & Senior Lifeguards competed at Camps Bay,Cape Town against 27 other teams.Plett Surf finished overall 17th,but came away with a Gold & Bronze Medal.Dylan van Wyk won Gold in the U/16 Beach Run and Lauren van Wyk won Bronze in the Senior Ladies Beach Sprints.Emeilo Phekula narrowly missed a Bronze in the Senior Men`s Beach Sprints.Better luck next time in KZN. Pretoria - People with disabilities who will not be able to get to their polling stations to cast their vote on 18 May should apply for a special vote, says Minister for Women, Children and People with Disabilities, Lulu Xingwana.

The opportunity to apply for special votes opened on 15 April and will close on 3 May. People with disabilities or infirmity, and the elderly need to complete application forms for special votes and submit them to their Municipal Electoral Office before 3 May. If they are unable to do so in person, they can ask another person to submit the forms on their behalf.

Details of the application will be recorded and they will receive a receipt that confirms if they qualify for a special vote. This receipt should be kept safely as proof that they qualify for a special vote.

“It is critical that every South African is able to participate fully in these elections. Inability to travel or stand on a queue to cast your vote on 18 May … should not hinder people from exercising their hard-earned right to vote,” said Xingwana on Sunday.

While the opportunity to apply for special votes is available up to 3 May, the minister urged people to apply early as the actual days in which applications can be submitted are significantly reduced by the closure of Municipal Electoral Offices during the four public holidays within this period (Good Friday, Family Day, Freedom Day and May 2, which is also a public holiday since Workers Day falls on a Sunday).

Those who have successfully applied for a special vote will be visited by voting officials where they live between 8am and 5pm on 16 or 17 May to allow them to cast their vote.

Xingwana also welcomed the announcement by the Independent Electoral Commission that it has procured the necessary equipment to make ballot papers available in Braille at all polling stations.

“This is a significant development for blind people who can read Braille. Easter Surf Ski Challenge

2 days to go until the Pennypinchers Easter Surf Ski Challenge supported by PPC cement With only 2 days left until the 4th edition of the Pennypinchers Easter Surf Ski Challenge (supported by PPC cement) kicks off on 23 and 24 April 2011 in Plettenberg Bay, a number of the area’s top local paddlers are eyeing out the R12 500 prize money in the men’s and women’s Singles divisions. The three Surf Ski Challenge events form part of the Plett Easter Games 2011, a four day Easter weekend sports festival which also includes a Trail Run (4km & 10km), Golf tournament, MTB Challenge (20km & 40km) and Road Run (10km). Wayne Craig of Offthehook Events, organizers of the Pennypinchers Easter Surf Ski Challenge supported by PPC cement, said that “there was previously no surf ski race in Plett over Easter. We were interested in starting one up, and Pennypinchers and PPC Cement have since been unbelievable in their support”.

Along with the Singles race (1pm on Saturday, 23 April), there will also be a Doubles race (8am on Sunday, 24 April) and Kiddies Guppy Race (10am on Saturday, 23 April). Local legends Michelle Eray and Alexis Lyon have already signaled their intent to challenge for the Singles surf ski race title. Craig said that “the Singles surf ski races are sure to be super competitive. Plett’s beautiful coastline offers many spectacular vantage points for spectators to watch the race so I’m hopeful that our event, as well as the other epic Plett Easter Games, will be well supported”.

Cairnbrogie Easter trail Run

some surprise packagers from out of town with a large number of entries coming from Cape Town.

For the average runner the route will be challenging but do able and with the shorter run offering a great trail run introduction and then of course an Easter Egg hunt to keep the little ones involved.

Cairnbrogie Farm owner Andrew Hill walked a short section of the single track and described it as "awesome". Jeannette Walder from the Pennypinchers Adventure Racing Team ran the full 10km route yesterday and said " the route has got it all from technical single track,unbelievable views and some fast jeep track sections to make up time lost thru enjoying the view."

The route is very dry so all runners are asked to carry some hydration for the 10km race and a bottle of water would not go amiss on the short run either.

Cairnbrogie farm is situated Just outside of Plettenberg Bay. Follow the signs to the Airport and then by pass the airport and hit a dirt road .

About three km after the start of the dirt look for the Pennypinchers banners and turn left.

The afternoon of races offers runners of all ages and abilities the option of enjoying a great afternoon on the Cairnbrogie Farm just outside Plettenberg Bay. The race is hosted by the Pennypinchers Adventure Racing Team who live and train in the Garden Route and have decided to organize some trail runs to show case some of the Garden Routes great potential for becoming the nature Sports capital of South Africa.

Letter via the editor I wish to refer to an advert, TUTORS URGENTLY REQUIRED as printed in the last issue of ‘ What’s New’.

I wish to point out that the statement in the introduction should read ‘ The Western Cape Education Department in partnership with the Bitou 10 Education and Development Foundation and the BITOU COMMUNITY EDUCATIONAL TRUST and not the Bitou Municipality Trust Fund.

The Bitou Community Educational Trust was established in 2008 to fill the gap in Educational Development and Skills Training. To date they have assisted a number of students financially, organized computer training for 18 local teachers, which

will enable them to teach computer skills in their various schools, conducted a Skills Audit of the Bitou Municipal area, are working with the Office of the Executive Mayor on a High School Learner’s Incentive Initiative and have entered into a partnership with the John Bell Educational Trust to award bursaries for tertiary educational opportunities for local students.

Through this initiative nine bursaries have been awarded for the 2011 academic year. All trustees give of their services on a voluntary basis.

The trustees meet monthly, students are regularly contacted and mentored and educational needs identified.
