A mold remediation consultant hired by the city to remediate occurrences of mold Feb. 29 at the Municipal Court Building did not do the job adequately, according to some city employees, while prior to the mold remediation effort, an investigation was launched by state health department officials to look into city employeesʼ mold concerns and possible health impacts.

Based on a letter sent Feb. 13 by the state Department of Health Consumer, Environmental and Occupational Health Service to interim City Manager Jewel Thompson-Chin, the state is investigating the cityʼs Municipal Court “for alleged hazards [that] include poor indoor air quality, no ventilation or operable windows in offices and mold in the courtroom, offices and first floor,” said the letter.

“Several employees are suffering from multiple symptoms,” said the state DOH notification.

A copy of the state DOH letter was provided by city employees who requested anonymity.

The letter noted the state had not yet determined whether such conditions exist but requested that Englewood “immediately investigate the alleged conditions and make any necessary corrections or modifications.”

The letter required results of the cityʼs investigation to be transmitted to DOH within 15 days.

Children as well as staff members and helpers were dressed in costumes ranging from princesses and queens, to superheroes and Star Wars characters.

The festive event, held in the social hall of the synagogue on 1666 Windsor Road, was organized by a team of dedicated volunteers led by Rachel Eastman and her daughter Amanda.

The coronavirus pandemic has prompted the declaration of states of emergency in New York, New Jersey, and Bergen County, along with many other places worldwide, and with it comes an unprecedented wave of cancellations, school closures, travel restrictions, at least one major sports league season suspension, and corporate work-from-home fallbacks.

The aim of the social isolation is to protect the worldʼs most vulnerable—fatalities have hit seniors and those with underlying health problems harder—is to save lives and avoid overburdening the health system.

Some worry that the isolation and the loneliness it may bring many seniors, for example those in care facilities where visitation is now restricted, is itself going to take a toll.

All Bergen County schools go to distance learning amid pandemic

All 75 public school districts in Bergen County will transition to off-site online distance learning this week, as officials scramble to control community spread of COVID-19, or the coronavirus, now a worldwide pandemic.

“With the continuing spread of COVID-19 throughout Bergen County, it is imperative that we take action and do everything in our power to protect our 1 million residents,” said County Executive James Tedesco. “This includes, our 75 school districts, which have almost 170,000 children, 16,000 teachers and hundred and hundreds of administrative, custodial and support staff.”

There are 13 confirmed cases in five Bergen County municipalities, including four in Englewood, one in Fort Lee, two in Bergenfield, five in Teaneck and one in Little Ferry (patient deceased).

“If we donʼt do this, our numbers will continue to increase and increase. And we have to play offense, we canʼt play defense,” said County Health Officer Hansel F. Asmar. “If we donʼt mitigate, weʼre going to be in serious trouble.”

COVID-19 cases continue to increase throughout the United States, reaching 1,215 as of March 12, in 42 states plus the District of Columbia, and 36 had died.

One of the new cases is a child less than 16 years old, show-

ing this can impact young people and those of all ages, said Freeholder Chairwoman Mary J. Amoroso.

Bergen County-run senior centers have already been ordered closed, with those over 60 considered the most vulnerable to the deadly virus, Tedesco said. And visitation to longterm care nursing facilities has been largely suspended.

This as Gov. Phil Murphy earlier recommended cancellation of all public gatherings of more than 250 individuals.

“Today, [March 12,] based on guidance we have received from the Commissioner of Health, we are recommending the cancellation of all public gatherings throughout New Jersey of more than 250 individuals, including concerts, sporting events, and parades,” said Gov. Murphy.

“These measures are being taken as part of our coordinated response to the continued outbreak and to aggressively mitigate the spread of the virus.

“Additionally, for all events, we recommend that everyone practice commonsense hygiene, like washing hands routinely, staying home if you do not feel well, and keeping a six-foot distance from others,” Murphy said.

A JOYOUS PURIM CELEBRATION

the Book of Esther. The story relates how it was a trying time for the Jewish people. Their first temple in Jerusalem had been destroyed and lay in ruins and the people had been driven out of Israel, and exiled to Babylon.

After the Kingdom of Judah was destroyed, the Jews were taken into captivity by the Babylonians for 70 years. Once ancient Persia took control, the royal vizier to King Ahasuerus, Haman, (also known as “Haman the evil”), planned to kill the Jews.

But Hamanʼs plans were foiled by Esther (Ahasuerusʼ queen) and Mordecai (a palace official). By royal decree, permission was granted to the Jews to gather on the 13th day of Adar and defend themselves against their enemies, and to attack and slay all those who would assault them.

The day after the battle, there was a day of feasting and rejoicing, after which the Jews were allowed to return home to Jerusalem and were given back all the money which had been stolen from them.

Today, Purim is considered the most festive of all Jewish holidays, and it has many customs. The most important one is the reading of the Book of Esther, called the Megillah, As the Megillah is read, whenever

the name of Haman is mentioned, everyone shakes their grogger (a noisemaker) and boos.

Other traditions are giving charity to the poor, sending gift baskets to neighbors and friends, having a festival and dressing up in colorful masks and costumes.

Why Purim is significant today Although the scrolls of the Megillah date back to medieval times, the holiday of Purim still resonates in modern times. There is much hatred in the world today, and the joy of Purim helps overcome some of that hatred with joy. Even non-Jews around the world identify with the Purim story, a narrative that has been repeated over and over in history—because it represents the ideals of perseverance and survival in the face of overwhelming destruction.

On March 8, the spirit of Purim at Temple Emeth was praised by School Principal Friedman.

Rachael Eastman observed, “I love watching the children laughing and smiling as they play the carnival games! Our religious school students are so vibrant!”

As people gathered in Temple, Emeth Religious School Principal Dora Geld Friedman, “Dora the Torah Explorer,” greeted people and saw that everyone had a great time.

“Our Purim carnival is serious fun with great undertones,” said Freidman. “And, we really appreciate the work of our volunteers that help make the carnival so successful.”

The teen volunteers, a large group comprised of both 7th graders and high school students, grades 8 through 12, known as the Emeth Team Community (ETC), set up the games, sold tickets, and organized the prizes that they gave out to gleeful winners.

The multitude of games included a basketball throw, skee-ball, bowling, pitching balls and bean bags, a penny slide, darts, and a marshmallow/Twizzler race in which two contestants at a time competed to see who could chow down the configuration of sweets fastest. There was also a “Guess how many candies are in the jar” contest.

In addition to the Templeʼs carnival and other Purim activities that ran through Monday evening, 350 large baskets filled with goodies donated by temple members—fruit, cookies, candy, chips, granola bars and other treats—were assembled and delivered, one to each congregant.

Tenafly Councilman Jeff Grossman, a member of Temple Emeth, along with wife Shel, and son Steven, were among the volunteers that helped with the basket project.

“Exchanging food is one of the wonderful traditions of Purim. Itʼs a great community effort that Temple Emeth has been carrying on for 21 years,” he said.

ALPINE—This week brings the first day of spring, and hopefully the weather to match.

Itʼs finally time to get outdoors. And, fortunately for us in the Northern Valley, we donʼt have to look far for a destination. The wooded cliffs and beautiful scenery of the Palisades make for a great outdoor adventure within easy driving distance.

Perhaps the people in this photograph, snapped at State Line Lookout in the late 1920s, had the same thought. The image comes from a postcard that was mailed in 1929.

This section of roadway had only recently been created in 1926.

“Work is well advanced on the new ʻauto trailʼ that is being constructed along the face of the Palisades opposite upper Manhattan Island,” The New York Times wrote that spring. “When completed the trail will form the southernmost link in the great Henry Hudson Drive along the west shore of the Hudson River, forming one of the most beautiful driveways in the vicinity of New York.”

The article adds, “Blasting a roadway from the precipitous solid-rock face of the Palisades presents a difficult engineering problem. A long horizontal scar, visible for miles,

shows where during the winter blasting had been pushed forward.”

State Line Lookout quickly became a popular place for teenagers to go “parking” (or “necking” as they called it). A myriad of red taillights and dimmed headlights from as many as 100 cars could be seen on a busy night. In 1933 Alpine set an 11 p.m. curfew in response.

When the Palisades Interstate Parkway was constructed in the 1950s, 9W was rerouted about 1 mile inland. This abandoned part of the highway became the scenic road from the Parkway to the State Line Lookout Inn. —Kristin Beuscher

on his arms and legs March 9 after he applied an item sold as “Spray Sanitizer.” River Vale Police pulled remaining bottles from the shelf at the Rivervale Road 7-Eleven and are asking anyone who bought this item to contact them.

The arrest is the result of an investigation conducted by the Bergen County Prosecutorʼs Office under the direction of Chief Robert Anzilotti and the River Vale Police Department under the direction of Chief Sean Scheidle.

On Monday, March 9 at approximately 8:13 p.m., the River Vale Police Department responded to the 7-Eleven at 207 Rivervale Road after receiving information from social media that four boys (three 10-year-olds and one 11year-old) had been burned after using sanitizer purchased at the 7Eleven.

The ensuing investigation revealed that Bharade had mixed commercially available foaming sanitizer, which was not meant for resale, with water and packaged it in aftermarket bottles to be sold at the 7-Eleven on Rivervale Road.

An apparent chemical reaction from the mixture caused the burns.

Further analysis will be performed to determine the exact make-up of the chemical mixture.

As a result of evidence obtained by law enforcement, Bharade was charged with four counts of endangering the welfare of a child, a 3rd degree crime; and one count of deceptive business practices, a disorderly persons offense. Bharade was issued a summons.

an investigation into the storeʼs practices regarding the sale and promotion of health and sanitation products.

Earlier in the day, the division sent a letter to the storeʼs owners demanding that they preserve all records relating to the preparation and sale of the “spray sanitizer” seized by law enforcement, as well as the sale and advertisement of any healthrelated or sanitation-related products that the store began marketing or offering for sale after Dec. 31, 2019, the first day that the government in Wuhan, China confirmed illnesses now known as COVID-19.

The letter noted the divisionʼs commitment to protecting consumers from fraudulent, deceptive, or unconscionable business practices, especially during declared states of emergency.

“Let me be perfectly clear: if you try to take advantage of our residents during a public health emergency, we will hold you accountable,” said Grewal.

“Retailers who try to make a quick buck by exploiting others will face civil and criminal consequences.”

Young performers shine in ‘Frozen Jr.’ at bergenPAC ENGLEWOOD

On March 1, young students at The Performing Arts School at bergenPAC in Englewood received a warm and welcoming reception for their production of “Frozen Jr.” The troupe of youngsters, ages 7 to 10, were delighted to make their theatrical debut on the main stage of the theater that has featured numerous world famous performers.

Based on the popular Disney movie, “Frozen,” the musical tells the story of fearless optimist Anna, as she teams up with rugged mountain man Kristoff and his loyal reindeer Sven, and sets off on an epic journey to find her sister Elsa, whose icy powers have trapped the kingdom of Arendelle in eternal winter.

Encountering Everest-like conditions, mystical trolls and a hilarious snowman named Olaf, Anna and Kristoff battle the elements in a race to save the kingdom.

“Iʼm so excited that with this production of ʻFrozen, Jr.ʼ we are now able to offer a fully staged musical production during the school year,” said Becky Serico, managing director of The Performing Arts School at bergenPAC. “Our big summer musical has been taking place for going on 10 years, and now we have increased our offerings to have more opportunities for our students to perform roles on the big stage!”

This new program offered at the Performing Arts School enables students to put into action and play the fundamentals of musical theater while performing in front of an audience and taking on a great show, said Alexander Diaz, the schoolʼs creative director of education and outreach.

“Our faculty guided and nur-

tured these students to be the best they can be on stage and off,” said Diaz. “The ʻFrozen Jr.ʼ experience was thrilling for the young performers, many of whom were novices.

Seven-year-old Paris Hall, who played the role of the Duchess of Weselton, said, “I love the fact that I get to be in many of the songs, and this experience made me really happy!”

Davna Ceron, a 10 year old who played Elsa, remarked, “Rehearsing for this play, I learned a lot. I learned to be efficient, to focus on what youʼre doing and to practice a lot.”

Another comment came from Anna Russo, who plays the heroine, Anna.

“I loved working with Rebecca. She is really nice and she taught us to open up,” Anna said.

Nine-year-old Estee Lemoine, who played young Anna in “Frozen Jr.,” also recalled a great experience.

“I have been in the summer camp shows at the Performing Arts School and itʼs a really great experience to learn how to perform on a stage,” Estee said.

In “Frozen Jr.,” young/middle Elsa was played by Kana Lee Taylor, who enjoyed her role tremendously.

“Thereʼs a lot of action, and I loved all the ice!” she said.

Another bonus of the production was that many friendships developed amongst the cast members.

Judah Horenfeld, 8, played different roles in the production.

“Working on this play, I got to meet many new people that I didnʼt know and we all became good friends,” Judah said.

Arlene Grunfeld, the Performing Arts Schoolʼs assistant managing director and “Frozen Jr.” company manager, agreed.

“By the end of the show, it was like a very large family! The kids

even hung out together on the weekends and went to each otherʼs birthday parties.”

As the “Frozen Jr.” production progressed, it gained a lot of momentum.

For most of these youngsters, it is their first experience doing a show, and they had to learn all the lines, the choreography, the blocking, and the music.

Dear Closter Residents: Due to the threat of Coronavirus in New Jersey, I am sending the following information about how to avoid the virus.

The following is by James Robb, MD, [University of California] San Diego, a virologist whoʼs worked with this virus for almost 50 years. COVID-19 has an affinity for pulmonary receptors that is extraordinary. Robb predicts the next several weeks will be significant. Feel free to copy and send to family & friends.

“The current projections for the expansion of COVID-19 in the U.S. are only probable, due to continued insufficient worldwide data, but it is most likely to be widespread in the U.S. by mid to late March and April. Here is what we have done and the pre-

cautions that we takes and will take. These are the same precautions used during influenza seasons, except for the mask and gloves: 1) No handshaking! Use a fist bump, slight bow, elbow bump, etc.

2) Use only your knuckle to touch light switches, elevator buttons, etc. Lift the gasoline dispenser with a paper towel or use a disposable glove.

3) Open doors with your closed fist or hip—do not grasp the handle with your hand, unless there is no other way to open the door. Especially important on bathroom and post office/commercial doors.

4) Use disinfectant wipes at the stores when they are available, including wiping the handle and child seat in grocery carts.

5) Wash your hands with soap for 10 to 20 seconds and/or use a greater than 60% alcoholbased hand sanitizer whenever you return home from any activity that involves locations where

7) If possible, cough or sneeze into a disposable tissue and discard. Use your elbow only if you have to. The clothing on your elbow will contain infectious virus that can be passed on for up to a week or more!

What we have stocked in preparation for the spread in the Corona Virus: 1) Latex or nitrile latex disposable gloves for use when going shopping, using the gasoline pump, and all other outside activity when you come in contact with contaminated areas.

Note: This virus is spread in large droplets by coughing and sneezing. This means that the air will not infect you! But all the surfaces where these droplets land are infectious for about a week on average—everything that is associated with infected people will be contaminated and potentially infectious. The virus is on sur-

faces and you will not be infected unless your unprotected face is directly coughed or sneezed upon.

This virus only has cell receptors for lung cells (it only infects your lungs). The only way for the virus to infect you is through your nose or mouth via your hands or an infected cough or sneeze onto or into your nose or mouth.

2) Stock up now with disposable surgical masks and use them to prevent you from touching your nose and/or mouth. (We touch our nose/mouth 90 [times per day] without knowing it!). This is the only way this virus can infect you—it is lung-specific.

The mask will not prevent the virus in a direct sneeze from getting into your nose or mouth—it is only to keep you from touching your nose or mouth.

3) Stock up now with hand sanitizers and latex/nitrile gloves (get the appropriate sizes for your family). The hand sanitizers must be alcohol-based and greater than 60% alcohol to be effective.

4) Stock up now with zinc lozenges. These lozenges have been proven to be effective in blocking coronavirus (and most

other viruses) from multiplying in your throat and nasopharynx.

Use as directed several times each day when you begin to feel any “cold-like” symptoms beginning. It is best to lie down and let the lozenge dissolve in the back of your throat and nasopharynx.

We hope that this disease will be reasonably contained.

Humans have never seen this snake-associated virus before and have no internal defense against it. Tremendous worldwide efforts are being made to understand the molecular and clinical virology of this virus.

Unbelievable molecular knowledge about the genomics, structure, and virulence of this virus has already been achieved. But, there will be no drugs or vaccines available this year to protect us or limit the infection within us. Only symptomatic support is available.”

In 1983, the Tenafly Nature Center with the help of the Borough of Tenafly, organized a fundraiser in the form of a running race.

For four consecutive years, the Raccoon Run was held on Fatherʼs Day and consisted of both a 5K and 10K road race.

This event was an important

fundraiser for the nature center that attracted hundreds of runners.

Interestingly enough, this race still exists today. Now called the Tenafly 5K and Dog Walk, this event has become a fundraiser for the Tenafly Educational Foundation.

Nurse’s aide molested helpless adult patients, says prosecutor

A nurseʼs aide from Leonia sexually abused helpless adult patients at nursing and rehab centers in Emerson and Tenafly, authorities say.

Bergen County Prosecutor Mark Musella announced the arrest of Han Sun Cho, 55, a married nurseʼs assistant from Leonia, on charges of aggravated criminal sexual contact.

The arrest is the result of an i nve s t i ga t i o n Sun Cho conducted by the Bergen County Prosecutorʼs Office, under the direction of Chief Robert Anzilotti, and the Emerson Police Department, led by Police Chief Michael Mazzeo.

According to a statement from Musellaʼs office, on Wednesday, March 4, the Emerson Police Department received information that an elderly person who was physically helpless and a patient in a nursing home in Emerson had been sexually touched by Cho while he was working as a nurseʼs aide.

The Bergen County Prosecutorʼs Office Special Victims Unit was contacted and an investigation was initiated by the Bergen County Prosecutorʼs Office and the Emerson Police Department.

SHERIFF SEEKS TRAINEES FOR ANIMAL RESPONSE TEAM Bergen County Sheriff Anthony Cureton announces that his office offers a free 10-week program to become a volunteer for the Bergen County Animal Response Team (CART).

The CART team is composed of certified volunteers who respond, rescue, and shelter animals in emergency situations with care and professionalism.

The program runs at Thursdays at 7 p.m. from March 12 through April 30 at the Life Safety Complex, 1 Jockish Square, Paramus.

Enrolled volunteers will learn about animal preparedness, animal bite safety, animal rescue and evacuations, understand animal behaviors, handling livestock safely, and disaster sheltering for companions.

[As we know you won’t get this by March 12, we checked with Derek Sands of the Bergen County Sheriff's Office: You can enroll after the start date but you’d be asked to make up the missed classes in fall, which Sands said is no problem on the county’s end.]

The program is open to all lovers of animals who are interested in learning about how to care for them and coordinating and educating the public in the event of a disaster or other emergency. To enroll, email Gidget Petry at gpetry@bcsd.us.

“During the investigation, it was learned that Cho had also sexually touched two other helpless patients at a nursing and rehabilitation center in Tenafly,” the statement said.

As a result of the investigation, on Thursday, March 5 Cho was arrested and charged with three counts of aggravated criminal sexual contact, crimes of the third degree. He was remanded to the

Bergen County Jail pending his first appearance in Central Judicial Processing Court, which was scheduled for March 6.

Musella said that the charges are merely accusations and that the defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt. He thanked the Emerson Police Department for its assistance in this investigation.

Two homeowners reported burglaries on March 5

On March 5 at approximately 6:41 p.m., officers responded to an address on Brayton Street on a reported belated burglary.

Officers spoke with the homeowner and he was able to relate that upon his arrival home, he immediately noticed that there were closets open on the first floor and that his master bedroom had been ransacked. It was at this time he exited the residence and called 911.

The entire residence was

left in a state of disarray, with drawers and articles strewn all about the home. It has not been definitively determined what exactly was taken and the homeowner is in the process of compiling a detailed list.

Several minutes later, officers responded to another belated burglary at an address on Booth Avenue. Upon arrival, officers spoke with the homeowner, who stated that she arrived home to find her back door open. She then noticed that the glass was broken out and that the light to her master bedroom was on. The interior of the residence was also ransacked and she is compiling a detailed inventory of belongings taken.

Both incidents are actively being investigated.

Coronavirus has killed about 30 people in the United States this year. To put things in perspective, that is about the DR. ERIC KAPLAN, same number of people that KAPLAN BRAIN & die yearly from BODY champagne corks or coconuts falling on heads. The flu, which is a lot more dangerous than coronavirus, kills about 20 to 30 thousand people a year. Interestingly though, the solution to preventing and stopping the coronavirus is very similar to preventing and stopping the flu.

The first step is to wash your hands frequently. However, I am not a huge fan of antibacterial soaps, liquids, lotions, and sprays.

In my opinion, soap and water are more effective. Try not to touch your face or mouth unless you have just washed your hands. Also instead of shaking hands with friends or coworkers, do a fist bump or knock elbows. Lastly, cough or sneeze into your elbow rather than your hands. This will help prevent the spread of the virus.

Now although these are very common ways for germs to spread, the dirtiest place for germs is the cell phone. Most people do not wash their hands before touching their cell phones so there are so many different types of bacteria and viruses that are spread via the phone. So please start cleaning your cell phones frequently because that will help to stop the spreading of the coronavirus.

If you are sick, have a sore throat, or are coughing or sneez-

ing, do the right thing and stay home. We have to be responsible citizens and self quarantine. If we are not responsible eventually the government will make the decision themselves and quarantine us without our consent. They will also mandate medical treatments without our consent in the interest of “public health.” If we are smart citizens now and eat healthy, drink water, sleep seven to eight hours a night, reduce emotional stress, go outside to get sunlight and oxygen, exercise frequently, and educate friends and family, we will prevent this pandemic from spreading, and will not be in a state of emergency.

The key is not to panic. If you panic, that causes more stress. If you have more stress, then your immune system becomes weak. If your immune system becomes weak then you are more suscepti-

ble to coronavirus. The coronavirus is preying on people with weak immune systems. If you avoid watching the news and stop panicking, you will reduce anxiety and stress which will boost your immune system making you more likely to stay healthy.

The news will have you believe that we are all going to die, and we need government intervention to save our lives. If the government was really concerned about your health and preventing death and disease, they would be working on the real health problems in America and the rest of the world. The leading causes of death (in order) in the United States are heart disease, cancer, medication, chronic lower respiratory diseases, stroke, Alzheimerʼs disease, diabetes, influenza and pneumonia, kidney disease, and

suicide. Heart disease kills about 18 million a year and cancer kills about 10 million people a year.

Emotional stress is the most common factor amongst all of these conditions. If you are emotionally stressed, you are more likely to get heart disease, cancer, Alzheimerʼs and coronavirus.

Rapid-response COVID-19 test gets emergency approval

Hackensack Meridian Health, New Jerseyʼs largest and most comprehensive health network, is pleased to announce that the Center for Discovery and Innovation (CDI) has created a test to dramatically reduce the time it takes for diagnosing COVID-19.

This is a major advance that will benefit patients, create a more effective triage system in our hospitals and potentially better control the spread of disease, HMH said in a press release at press time, the afternoon of March 12.

This comes as the United States faces criticism over its Centers for Disease Control response, being led by Vice President Mike Pence. U.S. Rep. Bill Pascrell (DNJ9), who represents portions of the Northern Valley in Congress, called on the CDC to increase its transparency as the epidemic grows.

Garrett, FACHE, chief executive officer of Hackensack Meridian Health, said “We are all proud to provide this gamechanging diagnostic tool which will ultimately benefit communities far beyond New Jersey” The new diagnostic tool will reduce the current process of testing for COVID-19 from days to hours. CDI experts began work on the test in mid-January, following the outbreak of the virus first identified in China in December 2019 Last week, the center received live virus and viral RNA, a crucial step toward bringing the test to use in clinical settings, said Dr. Perlin, a global infectious diseases expert

who helped develop diagnostics for SARS and other infectious diseases.

The CDI validated the results and completed FDA requirements to administer the test. Initially, the network will be able to test 24 patients every eight hours. Our goal is to capitalize on the technology and find ways to expand its use in the region.

The need for testing continues to grow: more than 127,000 cases are confirmed globally; New

Jersey is reporting 23 presumptive positives, according to health officials.

Officials stress that the network will continue to follow strict protocols on which patients will be tested. Patients cannot simply request the test if they believe they have been exposed to the virus or are experiencing respiratory symptoms. Patients should first consult with their primary care physician to determine if they are a candidate for testing.

County Emergency Declared In light of the death of a 69year-old Little Ferry resident, Bergen County Executive Jim Tedesco III declared a State of Emergency on Tuesday, March 10, for the County of Bergen, New Jerseyʼs largest county.

Among the orderʼs directives: an exposure warning to seniors and other vulnerable people and an immediate ban on all county business-related international travel or domestic travel to any states that have reported COVID19 cases.

Similar travel restrictions are strongly recommended to all county businesses.

The Little Ferry man hasnʼt been identified but health officials said he had underlying conditions including emphysema, hypertension, and diabetes. He had no travel “nexus” to high-risk countries but worked in New York.

In Tedescoʼs executive order, he said in part that the spread of COVID-19 in New Jersey at a rate comparable to the rate of spread in other affected areas “would greatly strain the resources and capabilities of county and municipal governments, including public health agencies, which provide essential services for containing and mitigating the spread of contagious diseases, such as COVID19.”

He added that, following the fatality—and with a growing list of presumptive cases documented in the Garden State—the county “will implement more aggressive mitigation measures in conjunc-

tion with the current containment efforts to combat COVID-19.”

Tedesco also noted that Bergen County provides the services of Health Officer to 35 of 70 municipalities that comprise the county and that “the Centers for Disease Control (CDC) have determined that COVID-19 generally presents a low risk to children but seniors, particularly those with underlying chronic medical conditions are at high risk of serious illness from the disease.”

Tedescoʼs State of Emergency declares: • All necessary county agencies are authorized to take appropriate action to assist municipal governments in containing, preparing for, responding to, and recovering from this COVID-19 outbreak.

• All county departments and agencies immediately shall implement any and all infectious disease guidelines and protocols and use all personal protective equipment in connection therewith.

• All county departments and agencies shall provide all necessary assistance to federal, state and local authorities to protect the health, welfare, and safety of the citizens of Bergen County during this COVID-19 outbreak, and shall prioritize the most vulnerable county residents served and develop the appropriate contingency plans to avoid any disruption of services. With a special focus on senior centers and Meals-on-Wheels recipients.

• All county employees shall follow all local, county, state, and federal health recommendations, in addition to CDC

recommendations including but not limited to handwashing, sanitizing, and basic infection control procedures.

Born in Brooklyn to Syrian immigrants, Michael and Marie Khoury, he graduated from Manual Training High School in 1941 and continued his education at Columbia University.

HUMC first in nation to replace knee using novel application

Hackensack University Medical Center recently performed the first total knee replacement surgery in the nation utilizing the TSolution One Total Knee Application by THINK Surgical, Inc. after the groundbreaking technology received U.S. Food and Drug Administration (FDA) approval in October 2019.

Hackensack University Medical Center is a national leader in orthopedic care and robotic surgery, and the TSolution One surgical system is an innovative solution for treating osteoarthritis and features an active robot for orthopedic surgery.

Dziopa suffers from severe arthritis in her knee. She considers herself an active person who is a mother and grandmother. Over the past six to eight months her arthritis worsened, her pain level increased, and her activity level decreased.

Nonoperative forms of treatment, such as injections and physical therapy, did not improve her situation. She began considering total knee replacement when she learned about the TSolution One Total Knee Application.

“My arthritis was getting to the point where I couldnʼt walk two blocks without stopping to take a break, and I knew that I needed to do something in order to maintain my quality of life,” she said in a Hackensack University Medical Center press release.

“Thatʼs when my doctors at Hackensack University Medical Center told me about the TSolution One surgical system. I knew that a robotic-assisted surgery would help

provide more precision. As I recover, I look forward to spending quality time with my family without my arthritis getting in the way,” she said.

The TSolution One Total Knee Application consists of a 3D presurgical planning workstation and a computer assisted tool. The pre-surgical planning allows the surgeon to design and prepare the patientʼs unique joint replacement plan using a choice of implant options in a virtual environment.

During the joint replacement surgery, the surgeon implements the patientʼs pre-planned procedure using the active robot, which prepares the joint according to the surgeonʼs plan for precise placement of implants.

Court orders review of DOT decision nixing road closures

An Appellate Court judge ordered the state Department of Transportation commissioner to do a review of Leoniaʼs 2018 ordinances restricting non-resident motorists on nearly 60 local streets—ordinances that the commissioner rejected based mostly on a 1955 legal interpretation of the law.

The Appellate court order requires state transportation commissioner Diane GutierrezScacetti, who relied on a 1955 state attorney generalʼs opinion, to go back and review the boroughʼs ordinances, which did not happen when the restrictions were put in place by Leonia.

Leonia adopted its ordinances restricting out-of-town traffic due to many rush-hour commuters attempting to cut-through local streets to avoid congested roadways leading to and from the George Washington Bridge.

In early 2018, Englewood residents living on adjacent streets voiced concerns about Leoniaʼs unprecedented street closures to non-residents.

Mayor Judah Ziegler,

appearing at a 2018 City Council meeting, defended the closings due to a continuing heavy volume of vehicles diverted through Leonia by online traffic navigation apps.

Apps such as Google Maps and Waze, which have grown increasingly popular, have directed motorists through Leoniaʼs streets, creating traffic jams and public safety concerns, said Ziegler then.

In early 2018, Leonia adopted three ordinances that restricted non-resident traffic on about 60 local streets. Access was restricted between 6 and 10 a.m. and between 4 and 9 p.m. in a lastditch effort to alleviate longstanding traffic problems with drivers cutting through streets as a bypass to and from the George Washington Bridge.

Shortcut for 15,000 vehicles Officials noted then that over 15,000 vehicles daily cut through the 1.65-square-mile borough to avoid bridge congestion.

In August 2018, Hudson County Superior Court Judge Peter Bariso ruled the ordinances invalid because the closures also affected state roads, which had not provided any approvals.

Leoniaʼs attorney, Brian

Chewcaskie, said that the state transportation commissionerʼs decision to base her rejection of Leoniaʼs ordinances on a 1955 legal opinion was incorrect.

He applauded the appellate court decision requiring the commissioner to reexamine her decision and questioned the relevance of an over 60-year-old ruling to traffic conditions today.

“The commissioner did not review the ordinances pursuant to the statutory scheme created by the Legislature. We therefore, reverse and remand,” said the appellate decision.

ʻThrilled with decisionʼ Leonia Mayor Judah Ziegler told a media outlet that the borough “was thrilled with the decision” and hoped the commissionerʼs review “will be an affirmation of our rights to protect our residents.”

In order to find Leoniaʼs ordinances invalid, the commissioner must determine that they are inconsistent with accepted engineering standards, the state Manual on Uniform Traffic Control Devices for Streets and Highways, are not backed up by traffic or engineer studies, or negatively impact traffic flow, said published reports.

Also opposing the new restrictions was attorney Jacqueline Rosa, who lives in nearby Edgewater.

In addition, Englewoodʼs City Council hired a special counsel, Donald Klein, to oppose the road restrictions, based on negative impacts voiced by Englewood motorists and residents whose streets border Leonia.

Rosa filed an amended lawsuit against Leonia after the borough revised its ordinances following the initial Hudson County Superior Court ruling that invalidated them based on the 1955 legal interpretation. That case is currently pending.

ʻKeep the streets openʼ “While I can appreciate [Mayor Zieglerʼs] overzealous comments, this does not indicate a change in anything. Having the DOT conduct a formal review is nothing more than a formality that will ultimately result in the same decision to keep the streets open to everyone,” said Rosa via email when asked about the appellate decision and the mayorʼs public comments.

According to Englewood residents, Leonia police have not been enforcing any road restric-

tions since Barisoʼs original decision invalidating the ordinances.

When restrictions were first imposed, Englewood residents residing on adjoining streets complained of being pulled over

by Leonia police and stopped.

Several alleged these stops violated their Constitutional rights by restricting their movement.

To Englewood resident Diane Jansen, a Ridgeland Terrace homeowner affected by the street closures, she hopes the courts will nix the closures and allow free travel.

“I have great confidence in our courts and government, and when all is said and done, do not see Leonia as being able to ʻprivatizeʼ public roads and use their police as ʻborder patrol,ʼ” Jansen emailed March 9.

CASA volunteers stay on their childʼs case throughout the court litigation process. They become the one consistent presence in a foster childʼs life.

“This is very important when everything else in their lives is fluctuating; our children may be moving to different homes, attending new schools, speaking to new caseworkers,

living with different foster parents and on,” BCCASA says.

“Our foster children learn that they can rely upon their CASA as a constant support during this most stressful time in their lives.”

Anonymous tip app, expanded mental health training urged NORTHERN VALLEY

An interagency task force comprised of educators, law enforcement and mental health professionals strongly recommends new training programs on mental health for students and parents, more use of an anonymous mobile tip reporting app for teens and adding mental health “care teams” in every school to identify and help at-risk teens, said Bergen County Prosecutorʼs Office officials.

The report by the Prosecutorʼs Office Safe Schools Task Force is its second annual report detailing school security progress and recommendations for 2020.

Formed in April 2018 following the Parkland, Fla., high school shooting, the task force consists of five committees charged with reviewing “best practices” and providing suggestions for school safety and security.

Its first report was issued in March 2019 and focused on suggestions and best practices to prevent school violence and make schools safe.

The new report emphasizes immediate needs and lays out the groupʼs progress since last March.

It notes that three training sessions offered—covering active-shooter response, mental health and building security—have trained more than 4,500 education professionals, support staff, and law enforcement officers.

It notes active-shooter response training was recently expanded to county libraries, which regularly provide activities for and host school children.

The task force conducted risk vulnerability audits in 25 school facilities and visited 18 school districts to review “lock down” procedures in 31 separate buildings, said the report. ʻMany have notʼ trained The report points out though many districts have signed up for free training sessions offered by task

force professionals, “many have not...we continue to strongly suggest that all school districts avail themselves of these trainings for their personnel.”

Over the last year, the mental health committee provided mental health training to 1,337 school personnel in 63 schools.

Moreover, task force members strongly pushed for creation of “assessment care teams” at schools and offered training on how to establish such teams, including team leadership and make-up.

Such so-called ACT teams include the principal, a mental health professional, and trained school safety personnel.

The committee suggests close interaction between the ACT team and other intervention and referral services “to identify students struggling with personal, mental health, emotional, substance abuse, and other issues.”

Another 2020 goal is to have “greater interaction” with a county superintendentsʼ association to seek the groupʼs input.

App non-use ʻunacceptableʼ During an interview with Robert Anzilotti, Prosecutorʼs Office chief of detectives, and Supervising Senior Assistant Prosecutor Martin Delaney, both officials said the lack of implementing an anonymous tip reporting system via the LiveSafe app, which was highlighted in its first report, was “unacceptable” and was a top task force priority for 2020.

Both said area superintendents appeared to have privacy concerns and saw use of the app as “more burdensome” to them due to districts needing to investigate false or inaccurate tips and wasting time and resources.

Both officials said districts are required by law to set up an anonymous reporting system to provide for input from students and parents, and most have failed to do so.

“Thereʼs not a single district thatʼs embraced this (LiveSafe) app,” said Anzilotti on March 4.

“Frustration is an understatement. Hopefully parents will understand the importance of this and

want it,” he added.

He said despite the Prosecutorʼs Office “answering a lot of concerns” about the app from superintendents, LiveSafe has not been downloaded by many students or parents.

Bad behaviors not reported Anzilotti said a U.S. Secret Service in-depth study of 41 school shootings released in November 2019 found that an anonymous tip reporting app could help provide information to authorities in advance of an attack. Oftentimes, the study found, students committing attacks had a history of disciplinary trouble and bad behavior that was concerning to others, but these behaviors were almost never reported.

The report notes that LifeSafe app tips would be categorized into areas such as facility security, threatening behavior and suspicious activity. Tips texted via the app can then be directed by BCPO staff receiving them to school officials, law enforcement.

LiveSafe ʻan effective toolʼ “LiveSafe (app) reduces barriers to communication that typically prevent the sharing of such vital information. (It) eliminates student reluctance by providing an effective and anonymous way to share information. Importantly, information is not limited to threats of serious violence.

LiveSafe can be an effective tool for reporting acts of bullying, illegal drug use or activity, or students in need of intervention or counseling,” says the report.

The report calls on “all school administrators to ensure that all employees and students download LiveSafe and train on its use and functions” and requests that all local police chiefs “insist” all school safety plans include an anonymous 24/7 tip reporting tool.

Training students, parents One of the training committeeʼs new goals is to expand its programs on school safety, prevention of violence, and proper responses to school violence to

include students and parents.

In 2019, 3,000-plus educators and school staff attended such trainings. New student training programs being conducted in 2020 are age-appropriate for middle school and high school students, says the report, and stress the importance of school lockdown and emergency activation plans.

New parent training sessions will focus on parentsʼ role in creating an effective school safety plan, and schools are encouraged to involve parents, especially with regard to their role in moderating the emotional impacts of lockdown drills on kids.

Recent studies have indicated elementary school students suffer short- and long-term stress from lockdown drills, including posttraumatic stress and anxiety.

The report notes during lockdowns “students often contact one or both parents by cellphone, text or instant message. Understandably, frightened parents call their local police department, which is already overwhelmed with its emergency response...Frightened and frustrated parents then respond to the school,” which causes traffic tie-ups for emergency responders and diverts law enforcement attention away from the threat due to parentsʼ arrival on-scene, says the report.

ʻDesignated locationʼ The committee recommends every school safety plan determine a “designated location” for parents to congregate at during an emergency, such as a library or municipal building. The training states that police and school officials be present there to update parents on the situation.

The groupʼs legislative and policy committee plans to work with the mental health committee in 2020 to recommend Bergen County schools embrace the “Yellow Ribbon Schools” program that highlights schools that demonstrate excellence in mental health training, education and support.

They also advocate for “mental health assessments as part of school medical screenings”—a recommendation highlighted by chair and Freeholder Mary Amoroso in a prior

Northern Valley Press article.

As part of this, they recommend “mandated psychological counselors and (mental health) assessment care teams in every school.”

Other recommended actions include amending fire alarm regulations that send students into common hallways during an activeshooter situation; funding for digital mapping of schools and school security enhancements; a review of “red flag” extreme risk protective orders to reduce gun violence; and development of a state-wide school security checklist.

The biggest takeaway, Delaney said, was the new reportʼs call to implement an anonymous reporting app for students, parents and educators.

“The benefits of having an anonymous reporting system like LiveSafe far outweigh any downsides,” he said in an interview.

Last November, the Prosecutorʼs Office announced its Intelligence Unit would be available 24/7 to take texts via the LiveSafe mobile app, evaluate the tips and generate timely follow-up responses from law enforcement and school authorities.

Anonymous app urged However, despite LiveSafeʼs underwhelming rollout so far, Delaney said the BCPO would continue urging districts to adopt the mobile app.

On weekends, Delaney previously noted all anonymous tips would be routed to trained emergency dispatchers at the county dispatch center for immediate follow-up.

“If your district chooses not to use LiveSafe, what are they using to capture tips and ʻred flagsʼ that students, teachers and parents are picking up on” but not reporting, said Delaney.

Although the report does not address funding resources, a state education department spokesman said funding guidelines for about $100 million in school security dollars under 2018ʼs Securing Our Childrenʼs Future $500 million Bond Act are due in April 2020.

MOLD: state Department of Health investigating and Health Program also selects some cases for further investigation following remediation.

A DOH spokeswoman declined March 6 to comment on Englewoodʼs case due to it being an “open investigation at this time.”

Efforts to contact Jewel Thompson-Chin, interim city manager and City Engineer Frantz Volcy, for comment and updates on mold remediation work were not returned by press time.

Roof leaks a problem Mold at the Municipal Court Building, which includes the nearby police department, has been a concern before due to water leakage from the roof, which apparently is difficult to stop permanently, said officials working at the building.

Some city employees, in emails shared with Northern Valley Press, alleged that the mold remediation contractor hired did not com-

pletely — or professionally — remove the mold and, in fact, appeared to challenge municipal court employees when they questioned him about the mold removal during an encounter on Saturday, Feb. 29.

The city employees requested anonymity.

ʻConfirm mold growthʼ In a mold inspection report shared by city employees with Northern Valley Press, Absolutely Spotless Inc., reported that its mold sampling results “confirm mold growth on the courtroom ceiling surfaces. The species of mold discovered is Aspergillus/Penicillium and Cladosporidium type molds.”

It was not clear if the same company performed mold remediation on Feb. 29. Several calls to the company were not returned.

The report notes potential Aspergillus health effects include “extrinsic asthma and hypersensi-

tivity pneumonitis.”

It notes Penicillium “are common contaminants on various substrates” and one species “is known to cause disease in immune-compromised individuals.”

ʻChronic allergic reactionsʼ It notes prolonged exposure to Cladosporidium “can elicit chronic allergic reactions” leading to conditions such as allergic rhinitis and suppression of the immune system.

The report says courthouse mold remediation would cost $4,886, plus tax.

The remediation includes use of an air scrubber to remove airborne mold to prevent contamination, use of plastic wrap to prevent cross-contamination of mold; a HEPA vacuuming of contaminated ceiling surfaces; and cleaning of all contaminated surfaces with heavy duty detergent.

The city employees involved in complaining to DOH also com-

plained about the contractorʼs behavior on Feb. 29 via emails to interim City Manager ThompsonChin.

City courthouse employees said the contractor that showed up, who could not be identified, threatened the employees present and demanded they point out the presence of mold on-site to him.

They said the contractor acted in an intimidating manner and asked Thompson-Chin to address “his ill-mannered behavior, angry, threatening, attacking, hostility at his best” in a follow-up email on the incident.

In late 2019, the cityʼs engineer, Frantz Volcy of T&M Associates, had declared mold in the municipal court building to be at a “critical” level during a City Council meeting. Volcy said then he was securing contractor bids for mold remediation.

Volcy noted then he had received a quote to remediate mold

in the police station and for specific rooms at the courthouse building. He said the city was regularly checking the buildingʼs roof for leaks.

City Health Department Director James Fedorko, whose office is in the same Municipal courthouse and Police Department complex, said the roof leaking has been an ongoing issue and that the city previously took steps to remediate mold in the building.

Even Volcy conceded the same discussing the issue in November.

He said older buildings, including the courthouse “is prone to leakage” and if city maintenance does not monitor the situation “that leads to mold and mildew.”

He later said that “this has been a problem on and off for quite some time but itʼs critical,” noting the immediate need then for mold remediation.
