GOVERNMENT APPROVES MEGA CRUISE PORT AT HARVEST CAYE;

PLACENCIA VOWS TO FIGHT! It has been in the works for months but on August 2, a memorandum of understanding was signed between the Government of Belize and Norwegian Cruise Line which allows NCL to establish a cruise port at Harvest Caye, a 70-acre island just three miles south of Placencia Village. Local and national opposition to the US$50 million project has been building steadily and is based on clear evidence that the introduction of such mass tourism to southern Belize would have far more costs than benefits.

The Case Against Mass Cruise Tourism in Southern Belize The campaign by private interests closely tied to the government of Belize to introduce cruise ships to southern Belize dates back to 2010. At that time a proposal by investors tied to Royal Caribbean Cruise Line to establish Placencia as port of call was successfully rebuffed by area residents. Two years later a new version of the same proposal, this time allegedly more “Placencia friendly” was floated to a group of tour guides but was never introduced or debated publicly. In early 2013 a much larger proposal was made to the government by Norwegian Cruise Line. This project, backed by the same official who pushed the first two, called for NCL to purchase Crawl Caye, an island off the Belize coast where its largest ships could dock and passengers frolic on the beach as well as embark for tours on land and sea. NCL’s total investment was said to be in the range of US$50 million and the cruise line heralded the investment on one that would bring jobs and prosperity to an economically depressed area of the country and significant revenues to a cash strapped government. While cabinet, under pressure from environmentalists, turned down the proposal for Crawl Caye on the grounds that it was in a marine reserve that formed part of a World Heritage Site, it endorsed the project if a more suitable location could be found. Immediately NCL announced plans to purchase Harvest Caye, a 70 acre island less than 3 miles south of Placencia Village just off the mainland. Following cursory study by a cabinet subcommittee (half of whose ministerial members never showed up for meetings) cabinet agreed to a non-binding memorandum of understanding with NCL that granted the company unprecedented fiscal incentives and tax breaks. Details of a formal agreement are being drafted while NCL refines plans for its purchase of the island, its dredging and filling as well as construction of its berthing and recreational facilities. It plans to have Harvest Caye ready for action by the 2015/2016 cruise season. The authors of this document, a broad coalition of tourism and environmental groups from around the country, believe that the introduction of mass cruise tourism—or any type of mass tourism—to southern Belize represents nothing less than an invitation to disaster. Placencia Lobsterfest 2013, Major Success! The Placencia Lobsterfest held on June 28, 29 and 30 was another huge hit this year. Having won the Belize Tourism Board’s “Festival of the Year” Award in March, many attended with high expectations and quickly realized their travels to the Peninsula was worth the effort. Both organizers, the Placencia Village Council and the Placencia Chapter of the Belize Tourism Industry Association, successfully raised much needed funds for their vital operations on the Peninsula. The many vendors including those selling food and arts and crafts, as well as nonprofit organizations reported great sales. Why such a mega success this year? In addition to another excellent layout at the site, organizers stepped up the entertainment lineup in 2013. Friday afternoon allowed visitors to begin their food sampling and socializing while at the south end of the village, different teams competing in the Southern Environmental Association Lionfish Tournament brought in their catch at the new municipal pier. The pressure on the environment caused by ships, boats and hundreds of thousands of visitors will irreparably harm the pristine coral reefs, grass beds and marine life of southern Belize. At present southern Belize attracts around 35,000 overnight foreign visitors per year, the majority of whom spend part of their stay enjoying the area’s world class SCUBA diving, snorkeling and fishing. Even at this relatively low density, some areas are showing signs of overcrowding and resource degradation. The addition of 500,000 to 1,000,000 additional cruise tourists each year cannot help but rapidly destroy some of the planet’s most valuable marine ecosystems. While NCL has claimed that its passengers will be fully instructed in reef friendly behavior, experience has shown that cruise tourists –most of whom are novice divers and snorkelers— cannot help but touch, kick and stand on once pristine coral gardens. In short, the environment off the coast simply cannot stand up to this kind of mass human intrusion. With increasing numbers of mega cruise ships plying the relatively shallow and coral rich waters of southern Belize the possibility of a ship grounding or serious polluting incident is well within the realm of possibility. When these increasingly common incidents occur, who will pay for the damages to the world’s second longest barrier reef? Who will monitor and clean up the pollution from oil, bilge and sewage leaks?

visitors and their more attractive spending patterns. For example, an overnight eco-tourist who has spent US$2,500 on a four day visit to Belize, heads to the Cockscomb Basin Wildlife sanctuary for a secluded hike to Tiger Fern Falls. He carries binoculars and has hired a top local birding guide. When he arrives he finds four big tour buses and a hundred other hikers on the narrow trail. They all paid $279 for a four day Western Caribbean cruise. Will our birdwatcher come back next year? Will his like -minded friends on Facebook? Not likely.

Just to leeward of the Harvest Caye ship berths are some of Belize’s most productive shrimp farms. Those farms rely on the sea for clean salt water intake for their growing operations and face stringent certification requirements to export their environmentally friendly products to Europe. They employ hundreds of Belizeans. Can the shrimp farms remain viable if their source of sea water is contaminated? The waters around Harvest Caye are home to one of the world’s largest concentrations of West Indian Manatees. The presence of thousands of visitors per day in the water and on boats runs the risk of killing large numbers of these creatures in collisions as well as scaring them off to other locations. The area is presently used by local guides offering manateesighting tours to overnight tourists. When the manatees leave for—literally—greener pastures, where will the guides—and their guests--go?

The NCL project at Harvest Caye changes the character of Belize’s national tourism profile from beneficial low impact/high value eco-cultural tourism to unsustainable high impact/low value mass tourism. Belize actually originated the concept of ecotourism over a quarter century ago and the economy has benefitted immensely, to the point where tourism is the nation’s largest single industry. It is, according to Prime Minister Dean Barrow, “the engine that drives our economic train.” Over the last two decades the industry has shown average annual growth rates of over six percent. In 2012 that growth was close to ten percent and similar performance is expected in 2013. The cruise industry on the other hand, is erratic and gyrates between wild increases and precipitous plunges. It is fully controlled by the cruise lines which make scheduling decisions based on their needs, not ours. Overnight tourists spend between two and three times more per day than cruise tourists and overnight tourists purchase more toward local products than the imports (primarily watches and jewelry) favored by cruise ship passengers. When cruise passengers go on tours sold onboard, the cruise lines keep 50-60% of the price of the tour. When overnight tourists book tours with local tour operators, the tour operators keep all of the tourist dollar. Mass cruise tourism displaces overnight ecotourism and reverses the trend toward more upscale

Belize’s current successful low-impact tourism attracts many overnight-night eco-travelers who can enjoy secluded hikes to unspoilt attractions such as the Tiger Fern Falls in the Cockscomb Basin.

Overnight tourism generates revenues for Government; mass cruise tourism generates kickbacks to the cruise lines. Hotels remit the 9% hotel tax to Government. Restaurants and other businesses remit 12.5% General Sales Tax to Government. Overnight tourists pay airport and PACT fees totaling US$39.25 per person. Overnight tourists also pay 12.5% GST to Government on almost all of their purchases. All local businesses pay Government a minimum of 1.75% of gross revenues in Business Tax. Cruise tourists will pay Government US$7.00 each to land at Harvest Caye -- and then Government will give back $4.00 of that $7.00 to NCL to help NCL “recover” its investment. NCL will also receive duty exemption for all imported materials as well as “expedited” treatment from Government for work permits and all other Government services.

Government and NCL say the project is all about jobs. In fact most of the jobs are seasonal, part time and low paying. If NCL has a ship in port 130 days a year that means part time employment. How do you build a nation on part time employment for bus drivers, tour guides, waiters, and other service personnel? Government says that a part time low wage job is better than nothing; we say that a growing overnight tourism industry has provided and will provide better paying full time jobs that build families, communities and the nation of Belize. Under the MOU, NCL will be allowed to employ foreigners as 25% of its workforce (no doubt the highest paying 25%). How does that help build a nation?

Why would any sane country willingly give up control of its single largest industry to cruise lines that have consistently demonstrated their greed, rapaciousness and disregard for the environment on a global scale? Whether it’s a ship grounding in Italy, loss of power in the Gulf of Mexico or the discharge of pollution in Alaska, cruise operations all over the world leave a trail of destruction wherever they go. Can Belize really afford to risk that kind of damage in the most fragile and pristine part of the country?

“The questions for Belizeans are, ‘Do we sellout ourselves and our country for a pittance or do we chart a course of our own choosing? Will our children and grandchildren thank us or curse us for the path we have chosen?’”

Even those Belizean service providers and companies that currently work for the cruise lines in Belize City will tell you privately (not publicly for fear of losing their jobs or contracts) that the cruise lines are the most exploitive entities they have ever encountered, demanding commissions of over 50% on tours, forcing one sided contracts and reducing local profit margins to the point where only large operations can survive and smaller operators are squeezed out. In the overnight tourism industry there are no dominant major players and independent operators can not only survive but flourish. The wealth is spread out and you don’t need to be “politically connected” to get a job. The authenticity of our tourism product is real and not contrived. Successful tourism is all about individual relationships and our frontline personnel have succeeded in making our industry the envy of destinations around the world. Call it “soul”, call it “heart”, call it “love”, call it whatever you want…but it’s an innate quality that NCL desperately craves and will never be able to manufacture. Why do we want to give away such a unique part of ourselves to a company that only wants to exploit it for its own selfish gain?

Conclusion: Any deal with NCL is a bad deal. Say no to the sellout. Our natural attractions are world class. Nowhere on the planet is there such varied natural richness in one small place. Our people are friendly in a way that is genuine, maybe too genuine… and people like cruise line executives (and their paid local collaborators) mistake us for fools. The questions for Belizeans are: “Do we sellout ourselves and our country for a pittance or do we chart a course of our own choosing? Will our children and grandchildren thank us or curse us for the path we have chosen? ▪

Your Garbage Stinks By Stephanie Wandke Earth Loving Scientist How many plastic bottles do you think you used this week? How many Styrofoam containers do you throw away each month? Are those shilling bags multiplying in the back of your closet? Picture this: Every piece of plastic and every Styrofoam you’ve ever used in your life is still on this planet somewhere. It’s most redeeming property – its indestructibility – is also its greatest disgrace. Studies predict that it takes around 500 years for plastic to degrade, and since it was invented in 1830, the first piece of plastic produced still has three centuries left of wandering Planet Earth! And wander it does. After the rest of your garbage has long degraded and returned to nature, the plastic begins to break into smaller pieces and get picked up by the winds, flooding and waterways, or birds and fish mistaking the small colorful pieces for foods. In this manner, the toxins inherent in plastics and Styrofoam slowly poison our ecosystem from the ground up. There is a Great Pacific Garbage Patch located in between the global currents of the Pacific Ocean that would bury Belize in plastic one mile deep – eleven times.

On July 13 over 100 children participated in the 8th Annual Beach Cleanup at Laughingbird Caye National Park. Accompanied by the Splash Dive Center team and adult chaperones, they collected loads of trash, which washed up on the coral shores of the island.

Especially on our narrow peninsula, there is the likelihood of our garbage going to sea or lagoon before arriving at any inland landfill. At Glover’s Reef a researcher reported finding a drowned turtle with a plastic Coke bottle stuck in its throat, and another who had been trying to gnaw off its own flipper as it was tangled in a deadly mess of fishing line. We have all seen the gargantuan amounts of plastic garbage washed up on the cayes, tangled in the roots of the mangroves, and on our Placencia beach each season. “Oh, yeah, it all washes up from Honduras.” This is the equivalent of saying “Well, MY garbage doesn’t stink!” We ALL use plastics and Styrofoam and it’s important to take responsibility for its impact. When throwing away that plate or cup you used for 30 minutes, it has just begun its journey of a dozen human lifetimes.

With just a few simple changes, you can help reduce the amount of ugly plastic and Styrofoam waste here on our precious peninsula!

Pick up that piece of plastic garbage that’s sitting next to the can and put it inside! 

Second Annual Seine Bight Kids Track and Field Camp a Success On July 20 over 150 children participated in the Second Annual Summer Break Track and Field Games held in Seine Bight Village. Belize Olympics Star and Seine Bight native Kaina Martinez who organized the event, said it was another great success. “I had crazy fun with them, and they are all looking forward to next year,” said Martinez. Games included 80 meter and 30 meter sprints, standing jumps, softball throws and much more. “I see a lot of outstanding kids. I wish I had more time to invest in their talent, but I’m trying to do as much as I can for now,” said Martinez who also has a full-time job working with the Belize Coast Guard. Thanks to many supporters, each participant received a token gift including school supplies, certificates and event t-shirts for outstanding young athletes. 2013 continues to be a mega successful year for the Placencia Peninsula. After shining at the Belize Tourism Board National Tourism Awards in March, the Peninsula now adds two first place trophies and others to its heavy collection. And, the crew at the Barefoot Bar is certainly proud of their decision to endorse the two teams who collected the most recent awards. On the serious side of athletics, Placencia natives Nadia Westby and Kerah Eiley or “Barefoot Girls” were victorious in Love FM’s Kayak Challenge 2013. The two women were the only female team to compete in the competition, which ran a course of two days from Aug. 3-4. Westby and Eiley paddled their way to first place defeating 11 teams paddling from Belize City to St. George’s Cay then to Caye Chapel, to Caye Caulker and then finishing the last leg in San Pedro. Hopkins), Stephanie Wandke and Keith Bennett (Team Placencia) represented the bar in the satirical Lighthouse Lager’s National Rock, Paper, Scissors challenge in Belize City on Aug. 4. Bennett (nicknamed “Homeless Keith” during the television episode of the Placencia competition) took home the first place trophy, Tate took home second and Stephanie (nicknamed “Slippery Steph”) scored fourth place. They also returned to the Peninsula with six cases of Lighthouse Beer. Of course, Slippery Steph fire danced during half time and according to the trio, they have all promised to forever retire from Rock, Paper and Scissors after such a taxing season. ▪

Beach Olympics Adds New Excitement to Placencia Summer By Maretha McCullock Photos by Muzamanzie Photography On July 7, 11 teams competed in the Rotary Club of Placencia’s inaugural Beach Olympics - a fundraiser to support construction efforts of a trauma center to be built near the Placencia airstrip. Teams representing Tropic Air, Wallen’s Market Scotia Bank, Atlantic Bank, Re/Max, Sea Glass Inn, Tipsy Tuna, Yoli’s Bar, Thirsty Turtle, the Peninsula Volunteer Fire Department and even the team who just came together and called themselves the Greek Gods of Placencia, all fought head to head in games played both on shore and in sea. In the morning, teams played water Bed Wrestling, Tug-oWar and Jaws Relay and Human Ring Toss, Greasy Watermelon and Flipper Race.in the afternoon. The competition was fierce. Based on a four, three, two, one point system, 1st place received 4 points; 2nd Place, 3 points; 3rd Place, 2 points and 4th Place, 1 point. There were three stations on site with four teams competing against each other. When they were finished, they rotated to the other game to compete against other teams until all the teams got to play each game. (Trust me it was one crazy rotation, but every team got to play each game! )

Waterbed wrestling proved to be the most difficult competition at the Beach Olympics.

Spicing up the event throughout the beautiful day, DJ Boney blasted music, Old Master Rums kept the mixed drinks flowing and of course, there was plenty burgers, hot dogs, sausages on sticks, beer, stout and water on sale too. 2013 Beach Olympics Champions Tipsy Tuna won 1st place with 22 Points, Tropic won 2nd Place with 21 Points and we had a prize for Biggest Losers which the Greek Gods of Placencia accepted with impressive sportsmanship. The Placencia Rotary Club would like to thank everyone who supported this event. While Rotarians understand that there were a few kinks, please understanding that this was the organization’s first attempt at the Beach Olympics. Rotary Club Completes Summer Reading Program in Seine Bight By Maretha McCullock A little over three years ago Rotarian Linda Cazin realized that there were some students on the Peninsula who were falling behind in their reading and writing skills. She thought that it would be great if the Rotary started a summer reading program to help out these students. That first year there was almost no budget. The Girl Scouts of America donated granola bars and the Rotary Club bought milk. The program started in Seine Bight with about 12 students and three adult volunteers. We were assisted by then Rotary Scholarship students Misty, Monique and Marco Supaul. The program ran for half days for one week. Some progress was made but we all knew that the program could be improved. The following year our good friends in Rotary, the Rotary Club of Edmonton West, Canada, heard about the program and the wife of the Rotarian there thought she could help us out. Cathie Evans and her friend Wendy Mitchell, both teachers in Canada, came down to lend a professional hand. They brought with them supplies and lesson plans. Our adult volunteers increased to about six and our Rotary Scholarship students had increased to eight. The student enrollment went to about 20 and we increased the length of the program to two weeks. Rotary now had a budget and the morning began with healthy snacks and milk. Cathie and Wendy and all of our adult volunteers and student volunteers had such a great time they returned the following year.

Now the program has grown to about seven volunteers from Canada, many adult volunteers from around Placencia and all ten of our Rotary Scholars. The folks from Canada pay their own way here and use their vacation time to help out! This year we were able to add St. John’s in Placencia to the program and we had a total of over 40 children! The day starts off with the healthy snack and milk. Then the students go through a rotation of fun learning centers (we try to keep it fun so it is not so much like school). Each student also reads one on one with an adult volunteer. Then each student meets individually with teacher Wendy who goes over their reading and writing skills. Next follows story time and some interactive educational music and dancing. The student is then given a writing assignment, and after successful completion, they are given stickers to put in their book. The students are selected by the principals based on their need in reading and writing to catch up to grade level. Most of the students are coming out of Infant II and going into Standard I. The program is so popular that students who are not in it want to come in! Many thanks to Canadian volunteers Cathie Evans, Wendy Mitchell, Crystal, Tara, Kyle, Fillip and Darcy. Special thanks to Norman’s grandchildren, great grandchildren of Miss Lilly, Marcia and Brianna. Heather from Canada and Los Porticos came back to help out for a second year and was joined by Jacquie and Kristina from Maya beach. Rotary Scholars Tiana Felix, Andrea Chironos, Marco Funez, all from Placencia, and Damon Martinez, B’John Augustine and Dasha Guzman from Seine Bight were all back for their third year assisting. DaVincy Delgado from Seine Bight was back for his second year and Nicholas Leslie from Placencia joined us this year. Our latest Rotary scholars, Jahneli Leslie and Adrian Eiley came for their first year. And of course many, many thanks to all of the students who participated in the program and to Principal Stephen Whyte and Principal Raymond Olgado for all their hard work getting the students there.

Happy Client Gives Big Thank You to Tony Pinder of Tony’s Gym By Laura Hall Two years ago I was living in the West Indies, walking with a stick and dragging my right leg due to lower back problems. I wanted to exercise but had lost the confidence to do so. I moved to Placencia in March this year having recovered my mobility, discarded my stick and felt ready to try some gentle body conditioning to compliment my daily swimming sessions. Going to meet 'Tony the Trainer' and visit his gym was very scary! I was sure he would have groups of young, fit, beautiful people with the right clothes and shoes using his gym - intimidation indeed!! No way, read on!! We talked about an exercise programme based around strengthening my core and lower back. Turns out he is a physical therapist as well as a Cross-Fit trainer and a Pilates Instructor. Cross-Fit training consists of a variety of exercises based on an individual's needs, wants and capabilities. We agreed on a great conditioning programme for me and I joined the class working with a number of his other gym members; all shapes, sizes, ages and degrees of fitness, local people and foreigners, no 'designer' workout clothes in sight! The three daily classes are such fun, everyone works with their own programme, however we all motivate each other with lots and lots of laughs, both physically and psychologically uplifting! As a retiree, I am very, very happy to be working with Tony, having fun and meeting great people including Mr Tony, my hero! As 'Sam the Taxi' told me; "Tony is a good dude.' By the way, we have a mantra; 'Moma didn't raise no quitter!’. Thanks again Tony. — Laura Hall is originally from London, England. She is 67 years old. She has moved around the West Indies, Florida Keys, Jamaica and Belize for the past 20 plus years undertaking voluntary work specializing in substance abuse,

mental illness, hospice patients, children and adults with illiteracy problems, deportees, people and children with low self-esteem, young girls in inner city schools, family court staff, young 'drop outs and 'abused' girls. Since moving to Placencia she has volunteered at The Outlet Youth Center working with children from ages 10 to 18. Laura says she maintatains a very healthy diet consisting of fruit, vegetables, fish and coconut water. She never eat processed food or dairy and find restaurants that will cater for her food preferences. ▪

Then for those who needed a reminder that the “Festival of the Year” was in full swing, Bandfest Champions, Corozal Community College (CCC), awoke the sleepy/gomafied village on Saturday morning with an impressive street parade and kicked off the official Placencia Lobsterfest opening ceremonies with a captivating rendition of the Belize National Anthem. Organizers lucked out with beautiful weather throughout the entire three day event with blue sunny skies and perfect currents for swimming. Saturday’s entertainment highlights following opening ceremonies included beautiful Caribbean sounds from the Panerrifix Steel Drum Band and a special barefoot beach performance by CCC complete with trumpets, drums and twirling bayonet dancers. The Placencia Rotary Club also held their annual duck race fundraiser drawing many to the sand shores. The new Garifuna Ambassadors from Seine Bight Village got their debut opening up for the Gilharry 7 and wowed MUZAMANZIE PHOTOGRAPHY

Young participants in the Placencia Humane Society’s Essay Contest also got their chance to shine on stage when presented prizes for their winning entries.

But as should be expected at the Lobsterfest, the amazing food is what everyone keeps talking about, and it’s only expected to become better in 2014.

Battle Cancer Walk Receives Support from Many Villagers By Maretha McCullock Every year Raquel Battle organizes a 5 mile Walk/Run for Battle Cancer/Blissful Sage Foundation. The proceeds from this race go towards building a Hospice Center for cancer, AIDS and other terminally ill people in southern Belize. Our Rotary Club sponsors a spot on the t-shirt and has been doing so since the very first race seven years ago. Also, many of our Rotarians turn out and participate in the race. This year, Greg Valiton, Sandi Johnson, Sandra Steele (with dog Jackson), Harald Wallen and Wanda Stakutis participated in the race. Steve Wade and Jim Weller helped behind the scenes. In all there were about 155 participants in the race, the best turnout ever! There were two very special guests that ranHollywood actor Richard Gant and Seine Bight’s very own Olympian Kaina Martinez! This year there were many children that wanted to run. In years past there have always been about 10 or 12 students that run. It started with Liz in Seine Bight saying that she knew of 30 students from Seine Bight who wanted to participate. Then Principal Stephen Whyte (also a Rotarian) said that he had over 30 students from Placencia who wanted to participate. The entrance fee for the students was $25 and the plea was put out to the community to help sponsor these ambitious young men and ladies. All told, there were 25 people who stepped up and collectively sponsored 68 students! Raquel then had all of us name a person that either has cancer or has passed from cancer and then in memory throw a handfull of sand into the ocean. As always, this was a very moving experience. Raquel Battle had also arranged for cancer screening tests (skin, cervical and prostate) over the Lobsterfest weekend, all for free! As a Rotarian, I am very proud to participate in this cause and I am already looking forward to next year!▪
