transport authorities and, if necessary, road maintenance organizations, traffic police departments and other enterprises and organizations associated with regular passenger transportation about the measures taken to transport passengers.
3. Enterprises and organizations related to regular passenger transportation shall notify all interested organizations, enterprises, as well as the population about all cases of bus delays or cancellations through loud-speaking devices, information boards, posted announcements, mass media, etc.
4. If a driver on route makes his/her own decision to stop the trip in accordance with the traffic rules, he/she informs about this, if possible, the dispatch service or the management of the enterprise, institution, organization, etc.
5. In all cases of delay of intercity and suburban buses for more than 1 hour, their cancellation or change of the route caused by conditions dangerous for traffic, the dispatch services and passenger transport management services make appropriate entries in the logs, orders or other dispatch forms of traffic regularity accounting, indicating the time of bus service cancellation, reasons for its cancellation or change of the route, name of the decision-maker, justifying information for this decision and informed persons.
Receipt of information about conditions dangerous for the bus traffic and actions to be taken
1. The information about conditions dangerous for traffic on the road is received by dispatching services and passenger transport management services through existing communication means, from the
Hydrometeorological Service, the traffic police, road and utilities maintenance services and other authorities, in accordance with established agreements, as well as from traffic safety services, inspectors and drivers driving along this route.
2. All information about the conditions dangerous for traffic on the road is recorded by dispatch services and passenger transport management services in dispatch logs or other forms of accounting and analysis of traffic regularity.
Before leaving the depot, bus drivers shall be briefed on the following: • If the conditions specified above occur, a driver is obliged to stop the bus in a safe place (rest area, roadside, etc.), using, if necessary, help of people and other vehicles until it becomes possible to continue driving (clearing and treatment of the driveway with necessary means, improved weather conditions, etc.).
• When stopping, a driver is obliged to take all actions to ensure safety of passengers and prevent collisions with other vehicles.
• When a driver makes a decision to continue driving along the route under difficult road and weather conditions, he/she must ensure safe driving with all means at his/her disposal (light and sound alarms, appropriate speed, escort by other vehicles, etc.).
In these cases, a driver must drive at a speed that ensures safe delivery of passengers, regardless of the time limits for mileage stipulated in the time schedule.
