There are several large mobile service providers in the Murmansk region: MTS, Megafon, Beeline and Tele2. Mobile telephony is available in most populated places and along main roads, but with some limitations:
• Road Lotta – Murmansk: limited mobile coverage along road section between 10 and 165 m from the border
• Road Salla – Kandalaksha: limited mobile coverage along road section between 10 and 155 m from the border
• Federal Road R-21 Kola from Kandalaksha to Murmansk: there are some sections with no mobile coverage
• Federal Road R-21 Kola from the Russian-Norwegian border to Murmansk: mobile telephone is available along the whole road section
Wi-Fi is widespread in large cities. Free Wi-Fi access points are available in many cafes and restaurants, cinemas, shopping centres and hotels.

Response procedure for a driver
• turn off the vehicle engine; • immediately inform the bus operator’s responsible person; • act according to the instructions of the operator’s responsible person; • record the time and place of detection of the offender, weapons, ammunition, explosives; • restrict access of persons to the transport safety zone and the vehicle engine ignition system; • if necessary, evacuate passengers to a safe distance; • keep watch over the offender, or objects and substances; • take measures to mark the place of the incident and inform people about the threat; • inform everybody that it is prohibited to approach the hazard zone; • provide unhindered access of law enforcement officers, personnel of EMERCOM of Russia and emergency medicine to the vehicle; • upon arrival of officers of the Federal Security Service (FSB) and the Ministry of Internal Affairs of Russia, provide them with assistance in obtaining information of interest, and act according to their instructions • give information on the time and circumstances of detection of the offender, weapons, ammunition or explosives.
