heir efforts to save water will go a long way to ridding their area of crime. The Westgate Neighbourhood Watch recently launched a fundraising initiative, killing two birds with one stone. The watch members are selling water tanks to hold and facilitate the recycling of grey water in and around the house. The proceeds made from selling the tanks will go toward their CCTV camera fund, started as a result of how quiet the area is during the day. Sixteen house break-ins happened in less than a month and it became apparent that an extra set of eyes was needed to safeguard

the area during the day. Ridwaan Nero, project coordinator of the watch, says the water tank project started about a month ago. “When the water crisis first became apparent, one of our executive members came up with this brilliant idea. We tested it out for about a week and saw that it really worked. Water that comes from the washing machine goes into the tank and what we have been able to do is completely switch off the tap to the toilet by using the grey water to fill our cistern.” He says people do not realise how much water is wasted through simple acts. “I put my washing machine pipes into the tank and I was amazed to see how much water it used,” says Nero. The recycled water can be used to water

grass, flush toilets and wash cars, among other things. The tanks cost R500 each and include the taps and pipes fitted to the 210F drum. “We have seen the same thing sell for R750 without taps and pipes,” Nero says. They started with five tanks. With the help of social media, they have sold 35 tanks, raising close to R15 000. Nero says two other watches from neighbouring areas have also wanted to buy into the idea and will be selling the tanks in their areas with their names on them. “We are saving water and getting closer to our goal for the CCTV cameras, but we need support,” says Nero. Whole month for dignity It was a close call between two paw pal charities – with only 12 nominations separating the top two – but in the end the Tears animal rescue organisation in Sunnydale came out tops. The People’s Post team will visit Tears today to hand over donations received in the #WeKPost “Love is a four-legged word” charity campaign. And with a successful February campaign behind us, we now turn our focus to human rights and the plight of the homeless for our special March campaign.

March: Human rights month In celebration of Human Rights Day (Tuesday 21 March), we at People’s Post, in partnership with our sister publications TygerBurger and City Vision, have decided to turn the whole month of March into our own human rights month. All of us have socks, scarves, an extra beanie, umbrella, blanket, coat or jersey lying around in a cupboard somewhere, right? So, all we have to do this month is to clean out our closets in aid of organisations that help people living on the streets of Cape Town. When the first nippy fingers of winter start making their appearance, Capetonians with and without a roof over their heads will stay snug and warm. At the end of the month we will be giving these donations – responsibly – to these local organisations, as nominated into the top spots by you, our readers. We eagerly await your nomination at post@peoplespost.co.za. We will help rid you of all your pre-loved clean, untorn, whole and still decent clothing and shoes (so no missing buttons or zips or holes please) and we’ll even collect it from your doorstep when we’re in the area. Take a Peek at local designs A

new website dedicated to showcasing locally made craft and design products is being launched by the Cape Craft and Design Institute (CCDI) today. The website, where you can search for and connect with crafters and designers, is free to use. The website has been piloted since August last year with small businesses and currently lists over 120 businesses and showcases over 630 local products. CCDI executive director Erica Elk believes the new platform, called Peek, will open up access to new markets for the many small craft and design businesses in South Africa. According to Elk, Peek provides a platform for SA’s creative businesses to showcase their work to a countrywide and global audience. While it is not a trading platform the website links to businesses’ own web-

sites and eCommerce sites. “One of the key challenges for small businesses remains access to markets. With technology, however, we have the opportunity to bridge the divide and create new ways for beautiful local products to reach local and international buyers and consumers,” says Elk. The CCDI is a non-profit organisation with 15 years of experience growing local creative businesses, Elk explains. Over 2200 businesses make direct use of the CCDI’s services yearly. “Peek will enable many business that have constrained local market opportunities in their towns and cities to access a much larger audience and consumer base for free.” Peek is not a curated website and so its unique value is the diversity of the range

fter hearing about the plight of a local soup kitchen, a good Samaritan has come on board to help sponsor a trailer that will help feed thousands of people on the Cape Flats. The donor, who does not want to be named, says: “I read about the story in People’s Post and felt I needed to help. I work with many churches. Everyone has a calling in life and this is mine.” Pastor Cecil Isaacs approached People’s Post about his need for a trailer that could help him secure a deal with Woolworths that will see him distribute three tons of food to needy people across Cape Town (“Get food to the right plate”, 31 January). The money for the trailer was given by two donors. The 3 m trailer cost R15 000 and is currently being made. They expect to take delivery in the beginning of March.

Cops urge locals to oppose bail in pensioner’s murder Police are urging residents to show their support by opposing the bail of four alleged murderers who will appear in court again tomorrow (Wednesday). A 77-year-old woman was strangled in her Lohengrin Street home on 2 September last year at 20:00. Initially an inquest docket was opened, but it was later changed to a murder

case. It is alleged four people broke in and strangled the woman. After investigation, a woman (27) and three men – aged between 23 and 30 – were arrested in connection with the case. Mitchell’s Plain police are urging the community to support the victim’s family by opposing bail.

Cops get 100 units of heroin in Lentegeur house A 55-year-old man was arrested during a heroin bust on Monday last week. The Lentegeur police crime prevention unit was busy with crime prevention duties in the Lentegeur area, when they received a complaint about a home in Salvia Street at 19:30. On arrival they found the front door

open and saw a man dropping a plastic bag on the floor. Officers then looked inside the bag and found 100 units of heroin with an estimated street value of R3000. The 55-year-old man was arrested on a charge of drug possession.

This is in addition to the weekly feedings that take place from their Kreupelhout Street home in Lentegeur. Here they feed hundreds of residents with donations from companies and individuals. Isaacs says there is still a great need, but they make do with what they have. “Our weekly budget is R2800 to feed the 500 children. Donations of gas, diesel, electricity and ingredients for the soup will always be welcome,” says Isaacs. He and his wife would also like to thank their suppliers Shoprite Soup Truck, Blue Ribbon, Woolworths, Cape Meat Wholesalers, Bessie Vis Fabriek, Schultz Farm, New Kids on the Block, Mubarak Meats and Pearl Undertakers. hildren of an Eastridge educare have taken steps toward taking ownership of their play park. The children who attend Wiggles and Giggles Educare started a water recycling project last week that saw them using grey water to water the play park opposite the educare. Principal Adeley Davy says she saw the need to create the project as part of teaching the children about water-saving techniques. “Our park desperately needed to be watered as it wasn’t watered for months now due to the water shortages,” says Davy. “As the principal I came up with the idea that we need to make a difference.”

She first introduced the initiative to the educare’s older children in the four to fiveyear age group. They each brought a bottle of bath water to the educare on Wednesday last week. Although they did not cover much ground, the children enjoyed themselves while wetting the lawn. “We saw that the 17 bottles did not make a big difference because we can’t really wet the park with that little water,” she says. From this week they will extend the project to the 40 children at the educare. They are encouraged to bring a bottle of their bath water with them. “That is 40 bottles every day. We need to take ownership because this park is for everyone,” says Davy. She urges other residents to get involved in using their grey water to water parks.

Retreat resident who waited more than 50 years to play with a symphony orchestra will soon have his wish come true. Reggie Dreyer (74) was denied the chance to play because of apartheid law. He is set to perform Piano Concerto no. 23 in A, K. 488 by Mozart with the Cape Philharmonic Orchestra (CPO) at the Artscape Theatre Centre’s lunch hour concert next Tuesday. This Mozart classic was the very same piece he auditioned with the orchestra in 1960, but due to apartheid legislation the orchestra could not offer him a place. “Well, it’s been a long time coming. This has been always my dream since I was young but the judges couldn’t listen at that time. So much has happened and it’s all now water under the bridge. I’m looking forward to playing and I’m so happy about it,” he says. After three children and seven grandchildren and with old age taking over gracefully, he always knew that one day his dream would finally come true. “I’m looking forward to it. One of my daughters is coming from London to see me perform; this means a lot to me. “Music has always been my forte. When you get older things change and priorities change. I’m fortunate to be able to do this. Trader plan falls into place T

he proposed amendments to the existing informal trading plan for the Town Centre has received another leg up. The City of Cape Town’s mayoral committee decided on Tuesday last week to recommend that the council approve the proposed amendments to the existing informal plan. The current informal trading plan for the Town Centre and surrounds covers 1107 trading sites lo-

cated in wards 78 and 79 that fall under subcouncil 12. A number of informal trading sites have to be moved away from the bus terminus to accommodate the MyCiTi bus station rollout. A total of 73 new informal trading sites will be established while 180 trading sites will have to be removed to accommodate the new bus station, for the CBD upgrade and because some are in pedestrians’ way.

If approved by the council, the amendments will allow for the establishment of new informal trading sites, the repositioning of some trading sites and the removal of others to accommodate the upgrades. “We acknowledge the valuable contribution of the informal trading sector to the economic and social life of the city,” says Eddie Andrews, Mayco member (south). “The purpose of any informal

trading plan is to create an enabling and well-managed environment for informal traders to operate and develop their businesses in a sustainable manner as informal trading provides an income to residents who are unemployed.” The City embarked on an extensive public participation process with a number of internal and external stakeholders, he says. Interested and affected parties were given the opportunity to pro-

vide comments and feedback on the proposed amendments to the informal trading plan. In addition, an open day was held with City officials for all stakeholders to view the proposed plan and have their questions answered before they commented further. “It is important for us to do all we can to balance the needs of residents and the formal retail sector with the need for economic development as we continue to create economic opportunities for our residents. “Not only does this sector provide the unemployed with opportunities to generate an income, in many instances it is the only source of income for poorer families,” says Andrews.

Hookers with hearts of gold

A

group of happy hookers have a passion for keeping the community warm during cold winter months. Before you go running off to the vice squad to report a house of ill repute note that these hookers use crochet hooks and knitting needles to ply their trade of goodwill. The group we are talking about are the Hookers and Knitters of the Southern Suburbs, a gathering of women who meet once a week in Oakridge. They’re making blankets for a special cause. “We’re also known as the Wooligans,” says Florence Reddy, from Grassy Park, as the ladies start retrieving balls of wool and the blankets they are busy with. The other important activity is the first glass of champagne or wine to get the evening’s activities going. “This is also part of the fun of this group with a glass of wine to keep the crocheting and knitting going, even though we have a few non-drinkers in the group. “If you’re looking for somebody to blame for all this fun for a good cause, blame Nelson Mandela.” The group met three years ago when they were taking part in a project to make 67 blankets for Nelson Mandela Day and just

going. “It grew from meeting once a month to every week,” she says.

“Making the blankets is so important but it’s the good company that plays a big part in our activities.” Ruth Ely from Grassy Park says: “It’s important that we do these blankets for those who need it in our communities. We are also about giving people new skills and go out to companies to teach people how they can knit and crochet to make a difference in so many lives.” Sandi King from Rondebosch adds that their aim is to encourage people to knit or crochet blankets and to donate them to the 67 Blankets for Nelson Mandela Day project. “It is most rewarding being involved in an organisation which knits broken lives together,” she says. “We also encourage people to join us when we host a knitathon where we make as many blankets as we can on a day. Get job help in your mother tongue Searching for a job has become easier, as a multilingual booklet on job-hunting is rolled out at libraries and museums. In celebration of International Mother Language Day on Tuesday, Anroux Marais, provincial minister of cultural affairs and sport, received the booklets published by the Stigting vir Bemagtiging deur Afrikaans (SBA). The booklet is aimed at empowering those who are looking for employment and it is available in all three official languages. Dr Niel le Roux, the foundation’s CEO and member of the Western Cape Language Committee, distributed the booklet in a committee meeting last year. He requested the department help in distributing more copies of the booklets through libraries, archives and museums.

Together with Marlene le Roux, SBA chairperson, he officially handed over the booklets to Marais and her department as the custodians of multilingualism and knowledge centres in the province. “Often, too many people underestimate the importance of affording space for self-improvement in one’s mother tongue and today we celebrate this significance by accepting these multilingual booklets. This handover shows in real terms that together we are committed to empowering all those who are looking for employment, as it is available in all three official languages,” says Marais. “The department will make a concerted effort to assist in distributing more copies of the booklets through our information centres such as libraries, archives and museums for a wider spread.”

Local legend Brood lost ANDRE CRUYWAGEN

T

o many, Keith “Brood” Philander will always be remembered as a prolific striker who graced soccer pitches across the Cape during the 1980s. Settled in Heideveld, Philander passed away last Sunday after a battle with emphysema. The married father was laid to rest at Plumstead Cemetery on Saturday. His funeral was well attended by members of the soccer fraternity, friends and family. Philander and his three brothers – Johannes, Clive and Peter – have lain a soccer foundation in the province. His sister, Lilly Ford, says her brother excelled despite being uprooted from his place of birth. He became a soccer icon who was respected on the turf and feared for his fast pace and deadly volley drives.

Born in Queens Road in Woodstock, Philander attended Chapel Street Primary School before his family was forcefully removed and relocated to the Cape Flats in 1970. He played his first match for Glenville in the Cape District Football Association league. As a junior he was liked by many a supporter for his agile soccer skills. Philander joined Heideveld’s Saxon United and was a soughtafter striker. He moved to Chelsea Football Club. He attended Cathkin High School in Heideveld and was elected as a provincial striker. He stood out amongst his peers with his creative ball maneuvers, scoring more than a thousand goals in his career. Philander moved to Santos and soon became a household hero in the Western Cape.

In 1979 the youngster from Heideveld was promoted to the Lightbody’s Santos professional soccer team. He won various major trophies, including the old Maggot Competition, Rapport, Cape Flats football association league cup and multiple soccer awards. He played for Jamestown, Cape Town Spurs and Glendene too. In his later years Philander played for Celtic Football Club over 45s and impressed many opposition players with his ball skills and composure. Former teammate, childhood friend and professional soccer legend Keith Verkuil says Philander was a creative soccer player with the instinct to turn the game around in his favor. He was also a soccer mentor at Mountview High School in Hanover Park, supporting Boebie Cassiem at Sports Stepping Stones.

Contribute to Leliebloem House’s 150­year history Leliebloem House, which operates throughout the southern suburbs, celebrates its 150th anniversary this year with a plan to document a comprehensive history. Founded by Bishop Gray as a house of mercy in Plein Street in 1868, the home was established as a place of refuge primarily for single mothers but also for victims of

abuse. The organisation, which is now located in Belgravia Estate, operates throughout Athlone, Mitchell’s Plain and Wynberg. The history project, in partnership with Homey Impact, hopes to unearth significant historical moments. But in order to do so, the organis-

ers need those who are familiar with the home, particularly alumni, to come forward with their personal accounts as well as pictures and contact details of other alumni. Four ‘attack’ suspect Four people have been arrested for allegedly carrying out a revenge attack on a suspected robber. Mitchell’s Plain police saw a naked man walking in Portlands on Monday afternoon last week. He had been assaulted. The man had apparently been walking in St Helena Street when a group of people started to chase him. “He ran into one of the houses, but they chased him and pulled him out of the house and began hitting him. They dragged him into a white Toyota standing in the road,” says police spokesperson Captain Ian Williams. The attackers wanted to put him in the boot, but when he refused they attacked him with a wheel brace. “They managed to force him into the car drove to a house in Boston Street where they took him inside

and undressed him and continued to assault him with a pick axe handle and the wheel brace. The attackers also shocked the victim with electricity,” says Williams. “The victim was later chased out of the house naked and he walked in the street where he was found by police.” The motive for the attack is apparently revenge as it is alleged the victim had earlier robbed one of the attackers. Two men – aged 33 and 34 – and two women – aged 16 and 45 – were arrested. They face charges of kidnapping, attempted murder, robbery and possession of stolen property. The car was confiscated by police. Teen dies in gang shooting A 26-year-old man has been arrested after a gang-related shooting in which a teenager died in Rocklands on Friday last week. Mitchell’s Plain police heard about a shooting on the corner of Caravelle and Diamond streets at about 20:20. On arrival they found the body of a 17-year-old boy. He had suffered multiple gunshot wounds and was declared dead at the scene. A second man had been shot in his left ankle and was taken to hospital by ambulance. A third man had been shot twice in his right arm, once on his left

finger and once on the right side of his chest, and was also admitted to hospital. The deceased and the two victims were in a tuck shop when two men approached them and fired at them. After the attack the two shooters jumped in a car and fled the scene in an unknown direction. Further investigation led to the arrest of a 26-year-old man on a charge of murder and two charges of attempted murder. hat do you get if you mix the music of Black Eyed Peas with John Lennon’s? According to one of his fans, the answer is Nur Felix. The Athlone-based singer and songwriter says he thought the description, given by someone on Facebook after watching one of his performances, was interesting. He, however, describes his music as “soul folk, reggae with poetry”. That’s exactly the sound one can expect from his single “We Are all We Need”. He’ll be launching the free-spirited music video for the song at A Touch of Madness in Observatory on Saturday. The video, with its different views of the Mother City, was shot by another fan, Hayden Plath. Nur Felix “We met at a gig of mine and he told me after the show that he really wanted to shoot a music video for that song.” The result is a cinematic piece that shows off the beauty of the city “without ignoring its economic and racial dynamic”, with scenes shot in Noordhoek and Gugulethu. Highlighting issues that affect Capetonians is something that comes naturally to Nur during his song-writing process. “I don’t write songs the conventional way. If a song wants to come through it just does,” he explains. He picks up his guitar when inspiration hits and usually the lyrics follow. Nur sees it as his calling to write music that unites people and inspires positive change. “There’s so much sadness and negativity in the world. But there’s also lots of happi-

ness and good vibes.” In fact, it was the response from listeners that pushed him to pursue a musical career. He started learning to play the guitar at 17 and wrote his first song after learning just two chords. By the time he finished school, he started performing at open mic nights and community events. Soon after posting his music online he got a phone call out of the blue. “She was in tears and told me how the song had moved her and inspired her to want to make a difference in the world.” That’s when Nur realised: “My music is not about me at all, but about a larger, more important message that the world needs.” Since then Nur’s musical journey has been filled with “amazing moments”, like the opportunity to write the score for the documentary The Cape of Lost Lullabies. It’s also special for him to hear about his music moving people and “when thousands of people are singing along to my song’s chorus”. Nur has just finished working on a song with a songwriter from Canada for which he recorded the learners of Manenberg Primary School singing. After his video launch on Saturday, Nur will be focusing on finishing his full-length album. Protests against nuclear hit a bridge

Residents from different areas occupied bridges to protest the government’s nuclear deal. The Southern African Faith Communities Environment Institute (SAFCEI) and Earthlife-Africa Johannesburg (ELA-JHB) continue their challenge of government’s nuclear deal as the matter was heard in the Western Cape High Court. While a weekly vigil is held outside Parliament, protest efforts were stepped up during the week of the president’s state of the nation address. Community members took to road bridges and streets with placards saying “Stop the nuclear deal” and “Stop government secrecy”. Jeff Rudin, a grandfather from Wynberg, joined the protest at Cape Town central train station. He says he is doing it for his, and all the other, grandchildren in the country. He says: “I am against secret government deals, and I am especially against the trillion rand deal. Our children and grandchildren have no future with nuclear, especially if it leaves no room to explore renewables.” Newlands resident Astrid von Kotze joined the protest on the Tokai/Firgrove bridge on the M3. She says she has two reasons for opposing the deal. “One, I hate secrecy. Government secrecy doesn’t make for a good democracy or an informed citizenry. Two, natural energy solutions are abundant in SA, meaning that there is no need for nuclear.” Justine Hansen from Constantia says she does her bit by actively informing her friends and family about the nuclear deal and the need for them to show their support for the protest actions against the deal. She rallied a number of her contacts to join her on the Tokai/Firgrove bridge. Stiaan van der Merwe from the south peninsula also joined the protest on the Tokai bridge. “Personally I believe that in politics, when decisions are made that don’t make business sense, then we as citizens must be wary of corruption – which could be part of the decision.”

Young turtles that get stranded on local beaches every year around this time will be given more of a fighting chance from this year. False Bay resident and Two Oceans Aquarium volunteer Evanne Rothwell has come up with a way to help – she has created “turtle rescue boxes”, made of used ice cream containers, with air holes and a towel. Rothwell and her husband Terry have been volunteering at the aquarium for 11 years and she is also a first responder for the Southern African Foundation for the Conservation of Coastal Birds (Sanccob) in Fish Hoek. Rothwell saw the need for these turtle rescue boxes when she realised that most people are not sure what to do when they find turtles on a beach. “People want to know more about the turtles, how they end up in our waters in False Bay, why they are cold and why they have to be dry,” says Evanne. “These little turtles are washed out of the warm waters of KwaZulu-Natal into our cold waters here, and when they wash up they are dehydrated, tired and cold, so they need to be kept warm and dry so that the aquarium can collect them and take over from there.” Over 400 turtles were found stranded between 2009 and last year. They are taken to the aquarium where they are rehabilitated and cared for by a dedicated team of volunteers and staff. Once the rehabilitated turtles are ready for release, they are either flown to KwaZulu-Natal or taken several miles off Cape Point into warmer currents, explains aquarium curator Maryke Musson. “We have achieved a fantastic outcome through our turtle rehabilitation programme, with 76% of all stranded turtles successfully released after rehabilitation over the last six years.” The turtle rescue boxes will help get stranded turtles to the rehabilitation facility much faster, says Musson. Evanne has also set up a network of re-

sources in the False Bay area by connecting with Law Enforcement, the Shark Spotters and lifeguards in Muizenberg and Fish Hoek. “I just felt we needed to put something in place so that people didn’t drop the turtles in a bucket of water, thinking that’s what they need,” she says. “They need to be kept warm and dry. That’s why I made these boxes, which include a towel and the necessary contact numbers.” Hatchlings are typically quite weak when they wash up. “If you look at the armpits, where the flippers are, it’s very sunken in and the turtle is probably dehydrated,” says Evanne. “And they’re very lethargic. The eyes are probably closed and they’re droopy; they’re not well-looking turtles.”

How to help The turtles you may come across are most likely hatchlings and the size of your hand.

They wash up on our beaches, suffering from hypothermia. It is crucial that they get help as quickly as possible. If you spot a stranded sea turtle in the False Bay area, keep the turtle dry and take it to Shark Spotters, Law Enforcement or lifeguards. They will then place turtle in the rescue box. Also remember to make a note of where you found the turtle for the aquarium’s records. If you find a stranded turtle in another area, remove the turtle from the water and place it in a dry container where it cannot drown. Keep it at room temperature to warm up slowly. These turtles are most likely so weak that they cannot lift their heads. Turtles breathe air and if a turtle cannot lift its head out of the water, it cannot breathe and will drown. N

ew photo software will help researchers keep better track of great white sharks. The software, called Identifin, has been developed in a partnership between a marine biologist, an applied mathematician and a software developer of Stellenbosch University. The lack of a standardised procedure for collecting data about hard-to-find species like the great white shark has made it very difficult to manage and protect these animals, says Dr Sara Andreotti, a marine biologist in the Department of Botany and Zoology at the university. Andreotti has collected over 5000 photos of the dorsal fins of white sharks along the South African coastline as part of her research. The edge of the dorsal fin is unique to each shark, much like a human fingerprint. Over six years she managed to manually build a database with information on when and where an individual white shark was sighted. In those cases where she was able to collect a biopsy from the shark, the genetic information was linked to its profile. But she was doing all this manually on her personal computer. “I nearly lost my head. I quickly realised that in the long term updating the database was going to consume more and more of my time. That is when I headed over campus to the applied mathematics

division and asked for help. I was stunned when they became all excited about my data,” she laughs. Prof Ben Herbst, a specialist in machine learning, and Dr Pieter Holtzhausen, a software engineer then busy with his doctoral degree in Applied Mathematics, were overjoyed to be able to work with Andreotti’s data. Holtzhausen explains: “We used an algorithmic technique called dynamic time warping to match the fingerprints. With this technique, any data that can be turned into a linear sequence can be analysed. The technique is often used in speech recognition software.” The image recognition software compares a trace of the back edge of the dorsal fin to existing images in the database to find matches.

Keeping track Shark Spotters research manager Alison Kock says the organisation has collected thousands of photos of white shark dorsal fins during research trips in False Bay over the last 12 years. “Each shark’s dorsal fin is unique like a fingerprint so we can tell sharks apart if we get good quality dorsal fin photographs. Being able to identify individuals is a crucial part of our research because it means that we can determine how often sharks visit certain areas,” she says. This allows them to establish if sharks return year after year and determine how many sharks visit the area. “However, to date we have had to either

manually match fins or use photographic software with keywords to help us sort through all the images. Cataloguing and matching the dorsal fin photos in this way is time-consuming and open for error. “We are very excited about the prospect of automated software that can make the job quicker and with less error. “We look forward to this kind of software being made available to researchers like us to use.”

Monitor worldwide While there is still room for improvement, the success of the first trials boosted Andreotti’s hope that in the near future Identifin will be used to monitor white shark populations on a large scale. “Previously, while at sea, I had to try and memorise which shark is which, to prevent sampling the same individual more than once. “Now Identifin can take over. I will only need to download the new photographic identifications from my camera onto a small field laptop and run the software to see if the sharks currently around the boat have been sampled or not. “By knowing which sharks had not been sampled before we can focus the biopsy collections on them. This saves us both time and money when it comes to genetic analysis in the laboratory,” she adds. Andreotti says to date the lack of standardisation in data collection has been a major limitation to combining data of species that live and roam worldwide.

Careful comment Conversations can be fun if you pay careful attention to the interesting doors that the conversationalists open with some oft used phrases. There’s always that ending “Just ask Johnny!” they say after some interesting titbit of conversational gossip. “Stop right there,” I interject and call on said Johnny. “Why are you calling Johnny?” says the baffled conversationalist. I then have to explain to them that it was their request that we ask said Johnny for his expert witness. In most cases poor Johnny does not know what the hell he was supposed to have witnessed. Try it at the next gossip session, it’s lots of fun. Then there are those questions that have no anwers. “Why are those people across the road always revving their cars so loudly?” Be quick and start explaining about Henry Ford the American industrialist, the founder of the Ford Motor Company, and the sponsor of the development of the assembly line technique of mass production. Be very serious about his humble beginnings in County Cork, Ireland, and how he left the farm to go to America but by this time be prepared for shrieks and shouts of horror from from the person who asked the question. Beware of getting thumped with nearest appliance if the question was from a spouse or partner. I also love doting mothers. They agonise for hours about their loving care for their children (mostly those early teenage years and sometimes even into their 20’s). “I can’t sleep if my children are not at home,” sighs the soulful Mom. “It can be any time of the night but I don’t feel good if they are not at home.” That’s when I ask if The Guinness book of Records can be called in. “Why?” ask dearest mother. “Your son has been accepted to Harvard next year so you will have to stay awake for about four years!” says I happily. Is economic activity above our citizens? There were two printed responses to my letter “Who planned for the water to run out” of 7 February; one by Hilary Page who saw the common sense in the fact that the more residences you have, the more demand there will be on the water resources. The other letter was from Dr GA Keen which states that the City of Cape Town has planned for its future water needs; it’s just that they have not shared this information with the people who pay their salaries. While he outlines some of the planning initiatives which the City has undertaken, he misses the key point that we are running out of water now. This surely reflects on the planning process as all factors (including the possibility of drought) should have been considered, including emergency resources. The fact is that we are not ready (and will not be ready for some time yet) to deal effectively with the current situation besides asking households to cut down on their water usage. During one of his afternoon shows over the past week, John Maytham of Cape Talk Radio stated that he did not believe that construction and development should

be slowed down or halted because these industries use a lot of water. A resident had called in or emailed to voice his concern that a construction company had used an attachment to a fire hydrant (this is perfectly legal if arranged with the City). It appears that the view of the City and some of its residents is that economic development and its water supply should get preference over ordinary citizens when it comes to implementing water restrictions. While we realise the importance of economic growth, should construction development activity proceed unabated even if this means there is no water left for people to drink? If this contention is wrong, could we please hear from the City the kind of water restrictions which have been placed on industry and construction in particular, eg. have their water rates been increased proportionately to the amounts they use as with ordinary ratepayers? Dr Keen unfortunately did not address the matter of comparative rainfall, dam levels and population figures for the same periods in previous years. I believe that these are critical questions. Geysers are the worst water culprits Being in the water heating industry for the past 14 years we have come to the conclusion that geysers are responsible for millions of litres of water being drained on a daily basis. Manufacturers and authorities should pay attention to this. In one instance a hospital drained away 5000F every third week to have heating elements replaced. Since replacement with this technology

three months ago they experienced no element failures necessitating water to be drained. A conversation with a technical manager at one of our hotel groups revealed that they regularly drain 7500F of water due to element replacements. Available technology can prevent this wastage. Warning to water wasters As Cape Town has only 121 days of water, the City of Cape Town has published the locations of the top 100 water consumers. As of yesterday (Monday) dam levels have dropped to 33%. With the last 10% of a dam’s water mostly not being useable, dam levels are effectively at 23%. Consumption is at 837 million litres of collective use per day, which is above the revised water consumption target of 700 million litres per day. Regular enforcement operations remain in place, says Mayor Patricia de Lille. The average household uses about 20 000F per month. This would be less than 1000F per day. Policing the police – 700 days in MONIQUE DUVAL @monique_duval

A

s complaints against police officers across the Western Cape continue to mount, one man believes building bridges between the police and communities is the first step towards addressing the problems. After spending just over 700 days as the first ever Western Cape police ombudsman, Advocate Vusi Pikoli provides an interesting insight into the root causes of a breakdown in relations between police and the communities they serve. Pikoli was appointed in December 2014 and one month later the office of the provincial police ombudsman was opened and started taking complaints. Tasked primarily with investigating complaints of police inefficiency and the breakdown of relations between a police station and the surrounding suburb’s residents, Pikoli says starting the one-of-its-kind government department has been both challenging and exciting.

Right to question With no precedent, Pikoli says he sought guidance on how to best execute this oversight role mainly from the constitution and the provisions in the Western Cape Community Safety Act. He says while relations with police in many areas are strained, this cannot be tackled without taking into account the historic role of police during apartheid. He says as

society’s perceptions about the police change, many issues, such as service delivery, have arisen. Pikoli believes all South Africans have the right to question service delivery and get a mechanism for raising their concerns. Pikoli says at first his office’s relationship with the police had left much to be desired but as time went on, it improved. Today, he says he is happy with the cooperation received from police when complaints arise. Questioned on what role the shortage of police resources play in the complaints lodged with his office, Pikoli says it is a prominent theme in complaints. However, he believes how the resources are being managed is the more important aspect to focus on. “Inadequate resources cannot be used as an excuse for non-delivery. How these resources are managed is important.”

60% of complaints done Since inception, the police ombudsman has received 825 complaints. He says 481 complaints have been finalised while 344 are still under investigation. Pikoli explains there is a wide variety of complaints but the most common complaints relate to poor communication between police and complainants. This is followed closely by complaints of unacceptable behaviour by police towards complainants. According to the statistics, Delft Police Station topped the list with a total of 36 complaints lodged against it with

not going to a crime scene after being called. Pikoli highlights the case of Bennie Adams of Kuils River to illustrate the consequences of police inefficiency. Adams was sentenced in the Cape High Court last year after he broke into the house of his ex-girlfriend and forced her and her child to go home with him, where he raped her, beat both of them and eventually killed her child. According to a statement by the national prosecuting authority, the woman escaped Adams’ house before her son was murdered. She sought help from Kuils River police, but, despite having a protection order, they refused to help her.

He says while the police ombudsman has the authority to make recommendations, police officers are not legally bound to these decisions. Asked whether this could be considered a legal loophole for police, he says the answer is simple: “In many cases we find that when there is a breakdown in relations, all that is needed is mediation.” Pikoli believes a lack of leadership is often the cause of strife between police and community members. aitland Giants took another step closer to secure a playoff spot in the top four teams knockout by beating Crusaders 3-0 in a close encounter in a howling southeasterly wind in Kensington on Saturday. In a game in which the pitchers dominated and hitting was difficult with the strong wind coming in from right field, Giants outhit Crusaders 4-1. Canadian Jaz Shergill started the pitching for the Giants and did not allow a hit in his five-innings stint. Only one Crusaders hitter got on base with a walk in the first inning. Shergill also struck out six hitters. He was replaced by Brad Erasmus who restricted Crusaders to a single by 15-yearold Kyle Trout in the sixth inning. The show is being dubbed “the ultimate showdown for the novice athlete” at the recent seminar held to give newcomers tips on posing techniques to impress the judges. “The outcome was overwhelming, with over 50 people attending,” he says. “That doesn’t sound like much, but seasoned athletes are not going to attend something like this. “It is exciting to see a new age of athlete being created with loads of new faces and I am very positive that this year is going to be our best year yet as Body Building and Fitness South Africa (BBFSA). “There are 19 different novice divisions and 22 open divisions, ensuring there is a place for all aspiring athletes to show their physiques. “We at BBFSA always said we wanted to create the ultimate platforms for athletes, and I firmly believe we are doing just that. When you introduce a new show it normally takes a few years for it to grow in stature, but the Conrad Nagel Xtreme Classic is going to be massive from the get go,” explains Schwartz.

ronwyn Marshall’s steady pitching played a pivotal role in Glenthorn A’s 8-0 victory over their closest rivals Falcons and their sixth Cape Town Softball Association super league title in a row. Marshall only gave up two hits with superb offensive backup by Astrid van Kesteren (2-2) and Courtney Stevens (2-3). A two-run triple by Cindy Davids was another highlight in the team’s performance. Lindsay Vercueil’s 2-2 batting for Falcons included a double and triple. Nicky Jones faced 25 A’s batters, giving up six hits and only two earned runs. A few defensive errors on the Falcons side accounted for the other runs.

Four more titles Over the weekend four more league titles were secured with two weeks to go. Lavender Hill won the major league title with another sound performance against Avendale, winning 11-2. Closest rival VOB also secured promotion to the super league when it won a closely contested game against Belhar Dolphins 12-9. In the first league, Tygerberg ensured its promotion to the major league with a convincing 11-1 victory over Battswood. St Martins, who beat Tantasport 17-4, shares second spot with Kenfac Phillies.

Although Falcons lost to Heideveld Yankees 9-8, they still won the second league title. The gap was too big for closest rival Lavender Hill, who easily beat Panthers 17-1. Westridge Yankees beat Tableview Tornados 18-1 in the third league to take the title away from the Wynberg Gladiators, who also secured their promotion to the second league.
