Colonel Herman Seals has previously done duty at Cloetesville Police Station, in Stellenbosch, before taking up the position at Steenberg. He will start active duty on Friday 1 February. Seals visited Steenberg on Wednesday 16 January for a meeting with several neighbourhood watches, NGOs and the Community Policing Forum (CPF) and again yesterday to meet his staff. He says he is looking forward to his new designation and working with the community. “The station where I am coming from has similar crimes – the gangsterism (and) property crimes. The type of crime is not new to me, I dealt with those at the previous station,” says Seals. “I met the community on Wednesday night. We spoke a bit and from there I could sense that working with them is going to be a good experience.” Seals adds he will start to “assess the situation and personnel” at Steenberg soon. He will replace Colonel Cass Goolam, who was seconded to Steenberg from Mitchell’s Plain in October. Goolam will return to his post as station commissioner at Mitchell’s Plain. Goolam was meant to have returned to Mitchell’s Plain in December, but he will remain in Steenberg until Friday 25 January to ensure a smooth transition. He is set to replace Brigadier Johan Brand, who has been promoted to cluster commander in the place of General Jeremy Vearey, while Vearey has taken up a role at provincial level. Goolam says that while he enjoyed working with the NGOs, CPF, neighbourhood watches and other community organisations, he expects to enjoy his time in Mitchell’s Plain just as much. “I am looking forward (to it) because the structures that are there were the initiative of General Veary, but I was part of their establishment and growth,” says Goolam. “There have been some officers who have been promoted out of Mitchell’s Plain so they need some operational leadership.” Initially the CPF and neighbourhood watch

TEENAGERS can now legally engage in consensual sexual activities with one another. This comes after Judge Pierre Rabie reportedly ruled that two sections of the Sexual Offence Act are “invalid” and “inconsistent with the constitution”. Sexual activities exchanged between children older than 12 but younger than 16 years old, including kissing in public, used to be seen as a criminal offence. With consensual sexual activities now legal for children between the age of 12 and 16 years old, People’s Post interns Luzuko Zini and Tarren-Lee Habelgaarn took to the streets to poll readers on their opinions on the ruling.
LITTLE INFORMATION: Max Rittner says: “Having sex is something natural but 12 to 16 year olds are very young to be engaging in sex. At that age they don’t know enough about the consequences of sex.”

Retreat schools filled to the brim LIAM MOSES
SCHOOLS in Lavender Hill and Retreat have been forced to shut their doors to late applicants after reaching capacity. Delta Primary School in Retreat and Lavender Hill High School have both informed People’s Post that several pupils were turned away recently because of a lack of space. Delta, in particular, has been forced to reject more applications than usual this year because the school building will undergo a major renovation. Bridgette Jacobs, Delta’s principal for over nine years, says the school will be moving to mobile classrooms on the field while renovations take place. “Our school is in a difficult position as we are getting a new building. We are going to get 23 mobile classrooms so we had to cut some of the pupils,” says Jacobs. “Some of the teachers have 50 pupils in the class. I don’t like to send a child away. I will make space and the teachers will make space for the child, but we can’t do it.” The school currently has 864 pupils in 23 classes, most of which have between 30 and 40 pupils each. Jacobs adds that the school has had to cut the number of classes in several grades this year. “Instead of having four pre-primary classrooms we have three. Instead of having five Grade 5 classes we only have three. All the classes are overloaded.” Construction at Delta is set to start at the end of the month and, when the refurbishment finishes in December, the school will have two computer labs, a separate section for Grade Rs, a media centre and a hall with

a kitchen. Lavender Hill High had only a handful of places left on Thursday 17 January, the second day of school for this year, but still turned away several pupils. Faseeg Manie, the principal, says he has been forced to reject pupils from neighbouring areas and schools who failed last year. “We are almost at the point where we are totally full. We make allowances for our own pupils who are repeating and also the Grade 8 pupils who have come into system,” says Manie. “What happens is that failures from neighbouring schools or from other schools have looked for a place at our school. We are willing to accommodate them within reason, but we are limited as we have space constraints.” Lavender Hill has 26 classes, four more than the last year, with up to 40 pupils in each class. Manie adds that the school has almost reached its 1088 pupil maximum. The education department has advised that all children will be accommodated and urged parents to be patient. Education minister Donald Grant said in a statement some parents are to blame for their children not being enrolled at schools. “Some of these parents have legitimate reasons for late application. However, there is a small minority of parents that have simply left enrolment too late,” says Grant. “It is the parents’ responsibility to ensure they enrol their children at schools early. Their in-action in this regard could have implications – in that they will not get their children at their first schools of choice. At this stage, many of the schools are full.” Parents can call 086 1923 322 for help.

Patrons can expect a new feel to the event, which will feature an entirely different structural layout consisting of three arenas. The concept of the entertainment is to cater for various age categories incorporating the “carnival spirit” of Cape Town, says Bardien. The Miss Mardi Gras, the highlight of the annual event, will host 20 of the top local community ladies, with preshows to be held at Club Galaxy and Club Downtown. The event now moves from Friday night to Saturday night as part of the new feel of the show. With the support of the local FMC and CCC some of the costs to host the event have been covered by the sports and recreation department. However this is still far off from actual costs as profits are to be utilised to invest in sport development at the facility.
CDFA president Winston Engeldoe has urged the public to come out on the Wednesday and Thursday of Mardi Gras to support the various teams taking part in the Champions Cup, which will see the winners of the Super League and Premier Division in each age group battling it out to be crowned the Champs at Mardi Gras. Engeldoe says: “We are happy to have such a tournament form part of Mardi Gras as it is a fantastic platform for exposure of the talent within CDFA.” Deon Cleinwerck – from Extreme Concepts SA, an events company with over 20 years’ experience in the local and international arena – says the public is in for a treat. He adds the event organisers have reached the final stage of planning for Mardi Gras and that he has moved on site to start the set-up of the Mardi Gras village on Friday 18 January. “You will start to see the village grow with the arrival of the amusement rides and marquees, and this will signal to the public that Mardi Gras is almost here.” Trading times are Wednesday 30 January from 17:00 to 23:00; Thursday 31 January from 17:00 to 23:00; Friday 1 February from 17:00 to 00:00; and Saturday 2 February from 11:00 to 23:00. ‘No wheelchairs’ at health centre Retreat Day Hospital is.” Siyabonga Mahomba, spokesperson for the hospital, apologised for the lack of wheelchairs and inconvenience. “Five transporter wheelchairs were ordered in October 2012 for replacement of wheelchairs that were unlawfully removed from the premises by the public. We have urged patients and security personnel to look after the Western Cape Government Health Assets.” She says that new wheelchairs are expected to be delivered by the end of this month. “In the interim, local management has replaced the wheelchairs at Retreat Community Health Centre through inter-facility cooperation and loans.” Satarein was also troubled by the attitude of nursing staff at the hospital. “I heard the sister in charge telling my mom ‘not to breathe so hard’ as she is making herself tired. Is it possible to breathe softly when you have a tight chest and such severe pain that you can’t sleep?” Mahomba says: “We strongly support a patient-centred approach where we show care and compassion towards patients. We welcome constructive engagement with the public and address shortcomings perceived in our service. “All the prioritised funded posts have been filled, but the demand on public health services often exceeds resources. The Western Cape Government Health services has seen growth in staff members in the past few years.” She says major renovations have taken place and additonal work is scheduled for this year. Trevor Pols, director of the South African Medical and Education Foundation (SAME), has also been involved with improving conditions at this hospital. SAME is an NGO which works to create “an environment where quality health care

A CARDIAC patient, who was in pain at the time, has had to walk to the entrance of Retreat Community Health Centre because there was no wheelchair available. The complaint comes from Marlene Satarein, of Lavender Hill. She is the daughter of the cardiac patient, Mary Petersen. “On Saturday 29 December at 3:30 we rushed my mom to the Day Hospital because she was suffering from severe backache and a tight chest. I ran into the hospital to fetch a wheelchair, but there were none available. The man at reception window five told me to take a seat and wait.” Outside the hospital three ambulance drivers offered to help and they went to look for a wheelchair. Satarein became too alarmed to wait, as her mother was getting so short of breath that she couldn’t speak. She struggled to get her mother out of the car and walked her slowly into the Day Hospital. Eventually the ambulance staff returned with a wheelchair and wheeled her mother to the trauma unit. “While we were waiting for my mother to be treated, another woman came into the hospital looking for a wheelchair for her mother who had a swollen foot. Because there were no wheelchairs, the injured woman had to hop to the bench.” The only wheelchair available was in use by Petersen. “A man sitting next to me had a badly swollen foot with pus running from it,” says Satarein. “They transferred my mom from the wheelchair to a chair and wheeled the man away to the toilet and back to sit on the hard bench, because another patient needed the wheelchair. What will happen when two emergency cases turn up? Why is it that government hospitals are being so neglected? It is pathetic how disadvantaged

Lavender Hill raises the bar

The T-shirts were co-sponsored by textile manufacturing firm Seardel and HCI Foundation, the corporate social investment arm of Hosken Consolidated Investments, Seardel’s parent company. HCI Foundation focused on education-related projects at all levels and have been involved with Lavender Hill High for about two years. Carol van der Rheede, the organisation’s social project manager, says HCI chose to invest in the school because of Manie’s passion for education and his staff. “Lavender Hill must be one of the most impoverished areas in the Western Cape. It has major social challenges,” says Van Der Rheede. “The children come from very poor economic conditions, with lots of social issues like gangsterism and drugs. You need to give pupils who grow up in that environment something to aspire to and sometimes they need a helping hand.” Manie says that the T-shirts and motivational speeches are only the first step in the ongoing campaign. “The T-shirt is just the symbol; it is just something to wear. It shouldn’t end there. If it does, its going to flop. The T-shirt campaign is part of a longer programme to turn the school around,” he says. “With the T-shirt campaign we have started to change their minds, but then you must also be part of extra-mural activities after school. Manie adds: “There is a feeding scheme to keep people at school, we have a homework centre, we have teachers with afternoon classes, we don’t use corporal punishment, we don’t insult them and we want to raise their self-esteem.”

PLANS are afoot to turn around the poor results and high drop-out rate at Lavender Hill High School. Faseeg Manie, the school’s principal, believes that the substandard performance of the school’s pupils, together with the failure to remain in school until matric, is a direct results of the “poverty, gangsterism and substance abuse” in Lavender Hill. On Friday 18 January all 1088 pupils at the school were given T-shirts emblazoned with positive messages as part of the Youth Empowerment through School (YES) campaign and given motivational talks at a special assembly. Manie hopes the T-shirts and other future aspects of the campaign will give his pupils the confidence and desire to complete their schooling. “The net result of all of this is to introduce a spirit of positivity in the school, of self-esteem, of self-belief and of not making excuses for not wanting to achieve,” says Manie. “That is often the situation for working class children. We blame our apartheid past and use it as an excuse of why we can’t (achieve success). “The YES campaign is about mindset change, about changing attitudes and about self-belief. If the mind doesn’t change, you aren’t going to change.” The YES programme was first introduced at schools last year. During the initial roll-out, Grade 8 pupils were given Tshirts which said “I am a 2016 matriculant”. Manie believes that the campaign has already borne fruit because only 17 people in the 2012 Grade 8 class failed.

ER eyes are mesmerised by the rapid spinning of the slots. It’s all or nothing; she is down to her last R50 and, if she loses, her children will go hungry for the rest of the week. Basheda is one of countless gamblers financially depending on the spin of the wheel. She earns R400 a week working at a shoe factory and is up to her ears in debt, something which has given her countless sleepless nights. While well-dressed women and men pull out stacks of R100 notes from expensive leather wallets, the mother of four takes her cash from the brown wage envelope she puts in the back of her faded jeans. She first got the taste of fast money two years ago while visiting family in Worcester. “We were simply going to have supper, but something about those bright lights and sound effects drew me to the gambling floor. I had a couple of bucks and decided to give it a shot,” she recalls. From the R50 she fed into the machine, she walked away with R540. “It would have taken me a week – and two nights of overtime – to earn that at work,” she says. “I kept checking my back pocket to see if it was still there. In my book, I was rich. If you’re used to not having money laying around, extras mean the world.” She has since spent every Saturday at the casino, at times spending every cent. “Once I won R2 000,” the 35-year-old says with a glimmer in her eyes before admitting she lost it all within two hours. She doesn’t believe she has a problem, despite admitting she once stole R200 from her sister-in-law. Neighbours have even phoned Social Services after she left her children – aged two, six, nine and 13 – alone for a full

Photo: casinogamblingrules.com weekend while she gambled her wages away. “I don’t know what the fuss was about,” she says, irritably. “My eldest daughter is perfectly capable of taking care of the rest.” Research conducted by the National Responsible Gambling Programme indicates that while 50% of the country’s population does not gamble at all, 2.5% are problem gamblers. A total of 40% are recreational gamblers and 0.5% are pathological gamblers who require medication to stop. The difference between a recreational and problem gambler is that one understands that gambling is simply a form of entertainment, explains Professor Peter Collins, the executive director of the programme. “Recreational gamblers only do it for the
adrenaline and excitement while problem gamblers believe gambling is a good way of solving their financial problems. They believe there’s a system to making money and that they can beat the odds while a logical person would know that winning is pure chance,” he says. Gambling addiction is similar to alcoholism as the addict has lost all self-control, Collins continues. “Usually the person is depressed or a substance abuser. It is rare that the addict’s only addiction is gambling.” The only way to properly kick the habit is through behavioural therapy, Collins stresses. “But the real tragedy is most don’t want to admit to having a problem as they are too ashamed or too hooked to take that first step. According to evidence gathered from around
the world, two thirds of people who sought professional help were problem-free a year later. It is possible to imagine a life without the addiction,” he says. Mike van Vuuren, the general manager of GrandWest Casino which is part of the Sun International Group, explains a gambler can have himself “self-excluded” from the casino should gambling become problematic. “The Sun International Group regards selfexclusion contracts as legal and binding documents that can’t be overturned. It remains in place for a year and extends to all properties in the group which in the Western Cape includes GrandWest and Golden Valley in Worcester. At the end of the period it is possible to have the contract extended,” he says. Banning, on the other hand, is instituted against patrons for not complying with the rule of law or for violating GrandWest company policy, Van Vuuren explains. Contraventions leading to this ranges from disorderly behaviour to leaving children unattended. Offenders can be prohibited from entering the premises for periods between six months and five years. However, he clarifies the difference between the two is that problem gamblers are barred voluntarily. “As with all addictions, treatment begins with admitting you have a problem. They can discuss self-exclusion with a manager who will advise them to contact the counselling line and will assist them in completing the relevant forms which are signed by both the casino and the problem gambler. “However, this is not a quick-fix problem solver. It is still up to the gambler to seek treatment and to honour the terms of the contract in which he or she effectively agrees not to enter any Sun International property for a period of one year.” . Thousands to walk for charity
ABOUT 40 000 feet will tread the streets of Green Point and Sea Point in aid of charity on Sunday 3 March when the 14th annual Sunshine D Polar Ice Cream 10km Big Walk takes place.
Over 7 000 people attended the inaugural Big Walk in 2000 and the event has since grown into one of the biggest sporting events in Cape Town, attracting more than 20 000 participants annually. People’s Post is the print media sponsor. Walkers are expected to turn out in their numbers again this year, and Dr Elias Parker, convenor of the executive committee, believes the walk owes its popularity to the family friendly atmosphere. “This is a clean, family fun-filled road walking event,” says Parker, adding while the event attracts many serious walkers it also has a “bigger social context. The fundraising aspect (also plays a part in which) people identify with the objectives and the fun-filled nature of the event”. This year the Red Cross Children’s Hospital Trust and Islamic Library will again be the beneficiaries of the money raised by the walkers. Since the first event over R1.35m has been raised for the Hospital Trust and been used to upgrade and maintain the hospital’s facilities and improve life for the hospital’s many sickly children.
Last year alone R150 000 was raised for the hospital, and substantial sums have also been donated to the Islamic Library, the organisation’s other main charity beneficiary. The Big Walk has also donated large sums of money to the League of the Friends of the Blind and Gift of the Givers. Any funds donated to the Hospital Fund this year will be used for the construction of a new radiology department at the Red Cross Children’s Hospital, which is expected to cost over R40m. Prizes for a post-race draw include two airline tickets to Dubai and $500 spending money; a R15 000 training programme through College of Cape Town; and a laptop with a 320gig hard drive. Kloofneck Classic time! THE Kloofneck Classic will take place at Camps Bay High School on Sunday 27 January. THE Investec South Africa women’s hockey team suffered a disappointing 4-0 testseries whitewash at the hands of Belgium. This after they went down 3-2 in the final test at Hartleyvale Stadium on Saturday. The side’s had been deadlocked 2-2 at halftime but Louise Versavel, after a well-struck cross from the right, slapped home the winner with 15 minutes left on the clock.
The goalkeepers were kept busy in the endto-end goalmouth action, but the strikers got enough past them to have been reasonably satisfied with their afternoon. The scoreline opened when SA keeper Sanani Mangisa saved a shot from Jill Boon. A penalty corner then saw Stephanie de Groof stepping up to power in a rasping flick ricocheted off the stopper’s body into the net. SA hit back five minutes later when Quanita Bobbs fed an early pass to Jade Mayne, who fired a blitzing backhand shot from the
